How to win a civil war in a globalized world where insurgents skillfully exploit offshore resources? With most conflicts now being such wars, this is a question many governments are trying to answer. Few succeed, with one major exception being Sri Lanka where, after 25 years of civil war the government decisively defeated the Liberation Tigers of Tamil Eelam (LTTE) and
created a peace that appears lasting. This victory stands in stark contrast to the conflicts fought by well-funded Western forces in Iraq and Afghanistan over the last decade. How did Sri Lanka succeed against what many considered the most innovative and dangerous insurgency force in the world? Three main areas stand out.
