How would the illiterate and ignorant Civil Security Force destroy the Good Governance?

Until recently an army officer was holding the chief post in the department of civil security. Today the new government appointed a civil servant for the said post. Therefore from today the post of Director General of the civil security department was Mr. Chandrarathna Pallegama.

Today the Bambalapitiya Station Road was closed from morning without prior notice due to the welcoming ceremony of the latter. People who were going to work had to go through severe inconvenience due to this. This was not the first incident that Bambalapitiya Station Road was closed for the first time. This was quite frequent following the establishment of the Civil Security Department head office at this location.

Although the name “Civil” was stated in the name and due to the head of the department was a military person pedestrians had to go through immense difficulty similar to a military oppression. Even at the beginning when this office was established first during the time when the head of the department was going and coming to office at least five to six minutes this road was closed. People had no option to tell but to bear all the troubles all alone.

May be the civil officers perhaps did not know that this was a residential area. Even if anybody is living on the ground floor there are officers and houses situated on the other floors. The car park is located closer to the main entrance of this office. Closing this would cause a house arrest for the people and prevent the owners and visitors coming to these offices from parking.

That was one incident. The other important factor is that Bambalapitiya railway station is an important station in the Colombo metropolitan. Although the civil security officers who are guarding were unaware, the officers who close the road cannot be unaware of this situation. If a public or a private worker comes in a late train and faces this road block when he calculates the delay the latter would have to put a short or a half day leave.
The new Director General of the Civil Security Department, so far the most of the members attached to your office behaved in a military psyche. There is no war in the country now. By appointing you as the new Director General of the Civil Security Department we would be grateful that it should be the first priority of you to brief and train these officers how to deal with the civil society and the public so that it would be boon for the Good Governance.
