Denver has voted to decriminalise the use of magic mushrooms - the first US city to do so.
The motion was put to a public vote on Tuesday, and passed with a slim majority of 50.6%.
Although the mushrooms will technically still be illegal, restrictions on personal use and possession by adults will be drastically loosened.
Police officers will now be instructed to treat magic mushroom users as their lowest priority.
Denver decriminalised cannabis in 2005 ahead of the rest of the state of Colorado. Tuesday's referendum was the first US public vote on magic mushrooms.

What are magic mushrooms?

They are a form of fungus found across the world which contains a psychedelic chemical called psilocybin.
The UK's National Health Service describes them as a hallucinogenic "making people see, hear and experience the world in a different, 'trippy' way".
Westerners began taking them as a recreational drug in the 1950s but they may have been used long before that in rituals in parts of the world such as Central America.
Under US federal law, psilocybin belongs in the same group of banned drugs as heroin and LSD, and it has been designated a Class A drug in the UK since 2005.
The US federal government argues that psilocybin has high abuse potential and no accepted medical value.
The drug remains illegal in many other countries.

What is the argument for decriminalisation?

Campaigners in Denver say certain mushrooms "may be helpful in the treatment of cluster headaches, PTSD [Post Traumatic Stress Disorder] and OCD [Obsessive-Compulsive Disorder]".
Advocates say that a growing body of evidence suggests that the drug has therapeutic benefits for a wide range of illnesses, from anxiety to addiction.
In Iowa, a Republican lawmaker recently introduced two bills to remove magic mushrooms from the state's list of controlled substances.
In two other US states - Oregon and California - campaigns have launched to have similar issues on the ballot for the 2020 elections.

How will the new law work in Denver?

Officials will now be barred from "spending resources to impose criminal penalties" for personal use and possession of the drug for residents over the age of 21, effectively preventing the city from prosecuting or arresting adults found with mushrooms.
According to the ballot, adults can even grow mushrooms for personal use.
But psilocybin is not being legalised and cannot be sold by cannabis businesses.
Before the vote Denver's district attorney, Beth McCann, said that although she was against the motion, if it passed she would support the formation of a review panel to study the effects of the drug.
The changes could take effect as soon as next year.

How are people reacting?

Kevin Matthews, who led the campaign to decriminalise the mushrooms, told the Denver Post: "Against all odds, we prevailed. This is what happens when a small team of dedicated and passionate people unite under a single idea to create change."
His group Decriminalise Denver, which was behind the initiative, said: "No-one should go to jail, lose their children, lose their job, and lose their citizen's rights for using a mushroom. One arrest is too many for something with such low and manageable risks for most people, relative to its potential benefits."
Several major figures opposed decriminalisation, including Denver Mayor Michael Hancock and Ms McCann.
Ms McCann told the Washington Post: "At this point, I don't think it's a good idea. We're still figuring out marijuana, and even though things are going well so far, we're still measuring the impacts on the people of Denver."

10 years today - Thousands killed in one day

Marking 10 years since the Sri Lankan military onslaught that massacred tens of thousands of Tamils, we revisit the final days leading up to the 18th of May 2009 – a date remembered around the world as ‘Tamil Genocide Day’. The total number of Tamil civilians killed during the final months is widely contested. After providing an initial death toll of 40,000, the UN found evidence suggesting that 70,000 were killed. Local census records indicate that at least 146,679 people are unaccounted for and presumed to have been killed during the Sri Lankan military offensive.

Thousands killed in one day
As many as 2,000 civilians were reportedly killed in a barrage of artillery fire by the Sri Lankan military throughout the day, reports TamilNet.
“Dead bodies are found in bunkers and inside the tarpaulin tents,” TamilNet added.
Rescue workers had counted at least 1,200 bodies with fears that many more had been undiscovered.

The US State Department quoted a local source in the NFZ as reporting that “a congested civilian area was under heavy shell attack with many houses and vehicles burning”.
“Many civilians’ temporary tarpaulin houses were struck by shells, and many hundreds of civilians were killed.”
“A local source for an organization also reported heavy shelling with an estimated 1,000 killed and another estimated 1,000 injured. Embassy Colombo also reported that heavy shelling occurred in the NFZ, killing at least 300 civilians.”
“More bodies were on the beaches and along road sides. The source said that heavy arms appeared to have been fired from government-controlled territory into a mainly civilian area under LTTE… The death toll is thought to be closer to 1,000; many of those killed would have been buried in the bunkers where they were slain, and many of the gravely wounded never made it to the hospital for treatment.”
A leaked US embassy cable notes,
The Embassy has credible information that the Sri Lankan Air Force conducted an air strike south of the civilian safe zone yesterday afternoon, May 10.

Satellite evidence
Satellite imagery analysed by the American Association for the Advancement of Science at the request of Human Rights Watch and Amnesty International showed evidence of bomb shell craters, destroyed permanent structures, mortar positions, and 1,346 individual graves, from May 6th to May 10th 2009.

The Tamil people are dismayed’
The LTTE released a statement stating,
“At this very moment (Sunday, May 10 2009), the Sri Lankan Government has unleashed its ferocious military aggression against the hapless Tamil civilians living in the so-called "Safe Zone" in Vanni, Sri Lanka. More than 2,000 innocent civilians have been killed in the last 24 hours. The wholesale bombardment by Sri Lankan planes and shelling on a densely populated, non combatant civilian safe zone is state terrorism and a war crime.”
“The international community and UN have an obligation to protect the Tamil people facing genocidal aggression directed in a manner against all international humanitarian laws. It is clear that the Sri Lankan Government has prevented all aid agencies and humanitarian organisations from visiting the conflict zone. The Tamil people are dismayed that the United Nations and the International Community have failed in their obligations to protect the endangered civilians.”
“Every passing day is resulting in the loss of countless number of civilian lives and alienation of the entire Tamil community.”
'It is a genocidal war'
Catholic Priest Father Francis Joseph writes to the Pope from inside the No Fire Zone, calling on the Church to break its silence on the massacre of Tamils. The father, who was later detained by Sri Lankan security forces after passing through a military checkpoint in May 2009, has not been seen since.

Last night’s toll of the dead is 3318 and of the injured more than 4000. It was a barrage of artillery, mortar, multi-barrel shelling and cluster bombs…
The cries and woes of agony of babies and children, the women and the elderly fill the air that was polluted by poisonous and unhealthy gases…
I deem it my duty to point my finger at the Church for its silence while some of the countries like USA, UK, France and some of the European Union countries and others, even the UN have voiced their dismay at the way the Sri Lankan Government is conducting a war to annihilate the Tamils…
Let it be known that under the guise of eradicating terrorism, the Sri Lankan Government is waging the war to annihilate the Tamil nation. It is a genocidal war.

Tamil diaspora continues protests

Guidelines for Implementing Emergency Regulations

Given the terrifying events that came to pass this past 21st of April, your Excellency declared a state of emergency on 22nd April under the provisions of the Public Security Ordinance and adopted Emergency Regulations No. 1 of 2019.

Our Commission does not dispute that emergency regulations are needed at a time like this in order to provide protection to the public and to restore normalcy. Similarly, the Commission believes that if these regulations are implemented by relevant officers in a manner that safeguards everyone’s rights and with cultural and religious sensitivity, security measures can be carried out successfully with the

cooperation of every community.

Immediately after the state of emergency was lifted in 2011, regulations were adopted under the Prevention of Terrorism Act. By letter dated 2016.05.18 (Attachment 01) we presented to your Excellency a series of suggested guidelines to be followed when implementing those regulations Attachment 01 – i).We are pleased to recall that you issued those guidelines as Presidential Guidelines , with some edits, to the relevant security authorities (Attachment 02).

Since those guidelines are directly applicable to the present Emergency Regulations as well, it would be of great assistance to further strengthen the security measures if your Excellency could reissue those Human Rights Commission of Sri Lanka guidelines as applicable to the current Emergency Regulations. In addition to those guidelines we hereby send the suggested guidelines to be followed during search operations for your attention (Attachment 03).

We expect your Excellency’s fullest cooperation in this regard.

This is because Sri Lanka has become a victim of global terrorism……We have already received support from several international intelligence services. We need such help. Some allege we are planning to get military support. This is not going to happen.” PM Ranil Wickremesinghe in Parliament on May 07, 2018   
In Sri Lanka, the Easter Sunday “terror” attacks have brought the ISIS into a larger screen after a video clip went viral on 29 April with the elusive ISIS leader Abu Bakr al-Baghdadi staking a claim for the savage attacks in Sri Lanka.   
Contradicting State Defence Minister’s statement in Parliament that Easter Sunday attacks were assumed as retaliation for the Christchurch attacks on Muslims in New Zealand, Baghdadi says it was to avenge their lost fighters in Baghouz, Syria.   
Over 11,000 ISIS terrorists and their leaders were killed in Bagouz in the final battle to save their Caliphate.   
This statement by Baghdadi clears one serious issue, Dr Ajith Rohana Colonne, respected security and intelligence expert, who has been a consultant to the Sri Lanka Defence Establishment raised in a TV discussion two weeks ago.   
He said it was important to know why the National Thawheed Jama’at terrorists chose Catholic churches and super luxury hotels. Was it to leave a massive human tragedy in big numbers or was it against the Catholic church and Western tourists, he asked. He said, this question is important with Vesak round the corner, another event that gathers people in large numbers.   
With Baghdadi saying “…it was against the crusaders” Dr Colonne’s concern is left answered by the Caliph himself of the now demolished Caliphate. The target clearly was Christian and Catholic faith. Super luxury hotels were to target tourists from the Christian West. Easter Sunday provided the terrorists with large gatherings of ‘crusaders’ Christian and Catholic people.   
That leaves much to be thought about the post-Easter Sunday developments and US assistance to the Sri Lankan Government. This fragile alliance brought together in ousting the Rajapaksa regime was installed in power by the US-led Western allies to drag Colombo out of Chinese dominance. 
There were plenty of interpretations, definitions and theoretical explanations on what was termed the Chinese debt trap to justify moving away from China.  Most had Sri Lanka’s plight as reference. The UNP election campaign of Wickremesinghe-led alliance and Colombo NGO activists, piggybacking the UNP, promised closing down of all mega Chinese projects including the Colombo Port City.   
They expected substantial financial support from the West after they were installed in power in a crude pickle with the SLFP. Instead, they had top US administrators and politicians like former Secretary of State John Kerry, Asst. Secretary for South Asian Affairs Nisha Biswal and then US Permanent Representative at the UN Samantha Power, making frequent visits to Colombo.   
With no adequate financial backing from the Western bloc, China remained a large thorn in the Sri Lankan economy, which neither the West nor the Wickremesinghe overnment 
could dislodge.   
Subsequently, after much pushing and pulling, Chinese interests were substantially secured with the Hambantota Port and the Colombo Port City negotiated for the benefit of China. None of them made India happy over how this government was handling the Chinese Factor. They were covertly building up pressure on a Government that was weak and fumbling in all that they did.   
Negotiations were on with India over many projects as efforts to create a better relationship between the two neighbours. Trincomalee oil tank farm was one contentious issue. Mattala Rajapaksa International Airport (MRIA) a few kilometres away from the now Chinese run Hambantota Port was another. A LNG power plant in Colombo was another offer from India. Apart from 60,000 houses being built in the war affected North, a housing project that would provide 10,000 houses for the Plantation Sector is underway.   
Considered an expert on Chinese affairs, Indian Foreign Secretary Vijay Gokhale’s visit to Colombo in August last year was one to tell this Government: “Indian interests should not be lost when developing mega-projects.”   
They were certainly concerned with Indian mega projects getting dragged on without final agreements. 
Geopolitical manoeuvres were backstage to keep Sri Lanka a fair distance away from China, in strengthening Indo-US presence after elections in the Maldives ousted Abdulla Yameen, the Maldivian brand of Rajapaksa.   
Newly elected President Abraham Solih promised he would renegotiate Chinese projects for the benefit of Maldives. Return of veteran politician Mahathir Mohamad reshaped the economic relations with China to their advantage, but Malaysia remains independent and is not tagged to US or India, as Sri Lanka is.   
The string of Easter Sunday attacks came in that geopolitical scenario. In less than 48 hours the US was in Colombo with Britain in a big way. Their ‘experts’ remain to help investigate the Easter Sunday attacks and have vowed to help the government eradicate Islamic terrorism. They are those the PM said, “We have already received support from several international intelligence services.” US Ambassador here in Colombo Ms Teplitz meanwhile warned of plans by NTJ to launch further attacks, implying their presence in Colombo should be further extended.   
Echoing much the same, PM says, “One should remember that Sri Lanka is yet to overcome the terrorist threats.” That same day, Army Commander Lieutenant General Mahesh Senanayake assured the people they could now get back to their normal daily life. He told people not to be afraid of “rumours” and the army, other security forces and the Police have implemented strategic plans to ensure security.   
For the Government, the Easter Sunday attacks provided a new and easy source of funding. The Millennium Challenge Corporation (MCC) of the US government approved a grant of 480 million US dollars to SL just four days after the Easter Sunday attacks. 
The IMF in March this year agreed to extend its 1.5 billion dollar loan program for Sri Lanka into the year 2020. The US now seems adamant in cementing their presence with funding a Government that is in tatters but has to be held together to ensure Chinese assistance will not be forthcoming in an economic crisis that had hit the tourist industry too.   
The Chinese Government meanwhile convened the second meeting in Beijing of Heads of States a fortnight ago on the world’s largest project ever planned; the Belt and Road Initiative (BRI). This meeting of Heads of States had 39 countries participating including Germany, UK and Switzerland.   
The previous meeting in 2017 had only 27 Heads of State or their representatives. “Notable absentees” reported were the US, India, Turkey and Sri Lanka. The Wickremesinghe Government was reported as having said it was not briefed about this meeting.   
The Easter Sunday attacks in Sri Lanka have thus left serious geopolitical implications. India’s absence at the BRI meeting in Beijing while Imran Khan personally represented Pakistan, can be due to their ongoing Parliamentary Elections.   
The Modi Government perhaps wants to maintain a strong independent Indian face, being on its own. Yet the Indian absence in Beijing now clubs them with the US and would not provide that Indian image. Very conspicuous US presence in Colombo after Easter Sunday attacks and India clubbed with the US, perhaps speaks of a silent alliance between the US and India through Colombo. 
Mahathir’s return to power in Malaysia and Nasheed back in power with President Solih, in the Maldives can only be fortified with Sri Lanka kept away from China. Thus, the US increasing its influence over the Wickremesinghe Government, its most trusted ally in South Asia, creates a shift in power politics in this region once again, perhaps with increasing vulnerability for Sri Lanka.   
ISIS though in shambles now after their defeat in Syria, may have sleeper cells moving around outside Syria. They would need to show they are not defeated and may launch attacks in selected places to motivate and drive confidence into their terrorist cadres. These Islamic extremists fighting against ‘Crusaders’ have always projected the US as crusaders, the global Christian Power. The most hated Global Power by all Islamic Fundamentalist groups. US Ambassador Teplitz may be right, after all about future threats. Perhaps PM Wickremesinghe is right too. Sri Lanka has become a victim of global terrorism.     

Tamils Squeezed Between Militant Islam On The Ascendancy & Sinhala-Buddhist Territorial Expansion!

logoHistory, it is claimed repeats itself first as tragedy and then as farce. In Afghanistan, the Western countries, notably the US, trained and armed Muslim Taliban to fight Soviet invasion in the seventies. It took ten years of grinding insurgency before Moscow finally withdrew, at the cost of millions of lives and billions of dollars. In their wake, the Soviets left a shattered country in which the Taliban, an Islamic fundamentalist group, seized control, later providing Osama bin Laden with a training base from which to launch terrorist operations worldwide.
Taliban like Al-Qaeda is an Islamic fundamentalist outfit which enforces the Islamic Sharia law, which resulted in the brutal treatment of many Afghans, especially women.
The war lasted for 9 years from December 1979 to February 1989.  Thereafter, the Taliban used the same weapons provided by the US to fight its enemies and capture power. Today, the Taliban, which rose from the ashes of Afghanistan’s post-Soviet civil war, is fighting the US and US-backed Kabul government. The US and its allies declared war on the Taliban on October 17, 2001. Daily scores of innocent civilians are dying.
We witness a similar scenario in Sri Lanka.  Till 2009, the Sri Lankan government armed and used the Muslim Home Guards in its war against the LTTE.  This outfit aided and abetted by the Sinhala army killed and drove thousands of Tamils from border villages in the east.
At least 10 villages in the eastern provinces that were once occupied by Tamils 100 % are now occupied by the Muslims. Worse the village names have been Arabised like Meeravodai, Jinnah Nagar, Meelath Nagar etc.  Prior to 1985, the Muslims lived mainly in Oodamavadi, Eravur and Kaththankudi. Today more than 50 Muslim villages have sprung in the eastern province thanks to Arab money!
In 1990 Muslims destroyed the Kalikoil temple at Oodamavadi. MLAM Hizbullah, presently the Governor Eastern province boasted that it was he; he alone as the Chairman of Batticaloa District Development Committee took over the Hindu temple land (once 100% Tamil village) and handed same to the Mosque Trustees. This takeover took place despite vehement opposition from Tamil MPs. Hizbullah also boasted that it was he who was instrumental in building a three storey market that included meat (https://youtu.be/YKy75wxbDpI) stalls! Obviously, he was promoting Islamic fundamentalism.
The above is the general pattern in the eastern province since 1983. Tamils became victims of militant Islam aided and abetted by power wielding hungry Muslim politicians. The periodical riots between the Sinhalese and Tamils were used as a cover to dislodge Tamils from their homes using brute force.  Successive Sinhalese governments pampered Muslim militancy and Islamic fundamentalism at the expense of Tamils.
Today, both Trincomalee and Amparai are Muslim majority districts. TABLE 1 below shows the ethnic–wise demographic changes that took place between 1946 and 2012 in the Trincomalee District.

The population of Muslims climbed from a mere 16.94% in 1921 to 40.42% in 2012 while the population of Tamils declined from 81.76% to 32.29% during the same period. And thanks to planned state-aided Sinhala colonization the percentage of Sinhalese dramatically increased from 1.30% in 1921 to 26.97% in 2012!
In the Amparai district carved out of Batticaloa district in April 1961, the Tamil population has decreased from 23.23% in 1963 to 17.40 in 2012 while the Sinhalese population increased from 29.28% to 38.73%!
