Is There A Case For A Private Medical School In The Health Planning Of Sri Lanka?

Planning Human Resources for Health is vital for the development and efficient functioning of the health system of a country.  As the issue of the private medical school in Sri Lanka has now become the hot topic of this country with more than 4000 doctors marched in a rally in Colombo against SAITM (South Asian Institute of Technology and Medicine) a private medical school a few days back and while President Maithiripala Sirisena has appointed an expert committee to solve this issue. I am writing this article to improve the awareness among the lay public and professionals. To make it easy to understand by everybody I am writing this article in the Frequently Asked Questions (FAQ) format:
Are we producing enough doctors in state medical faculties to cater the country’s needs?

In addition significant number of graduates qualified in foreign medical schools join the workforce of Sri Lankan Health sector more than replacing the local graduates migrating to other countries.  The doctor population ratio has improved rapidly during the last 11 years period (3), (4), (5) as shown in Table 2.

Though our doctor population ratio is below the developed nations we are still doing well among the developing nations with similar economies and our health indicators are much better than other developing countries with better doctor population ratio.  A study (6) conducted in 2006 showed that Sri Lanka had a doctor population ratio of 55.2 per 100,000 population above Bangladesh (23) India (51) Nepal (05) but below Pakistan (66) and Malaysia (67). At present the Ministry of Health struggles to give appointment to employ all the medical graduates applying for job. A study conducted in 2006 showed that among the medical practitioners registered with SLMC about 70% were employed with health ministry, about 3% with Universities, about 12% with private sector and about 15% overseas (2).  Further expansion of medical graduates passing from state medical faculties may lead to unemployment of doctors in the government sector. In such situation instead of joining the private sector, doctors will start migrating to more lucrative countries overseas because western countries offer much better employment opportunities to Sri Lankan medical graduates when compared to private sector in Sri Lanka.  In this context if we take India as an example with the largest number of 460 medical schools in the region with more than 50% of the medical schools are private still remains with a doctor population ratio below Sri Lanka but has become the largest exporter of doctors with around 47000 Indian doctors practicing in US and around 25000 in UK (7).  Therefore unless the economy of the country improve to support better doctor population ratio with more employment opportunities and better remuneration, just increasing the production of medical graduates in the country will not improve the doctor’s population serving in this country.
Then what is the problem with medical manpower of this country?

Nearly one-and-a-half years has rolled by after the formation of the National Unity Government between the United National Party (UNP) and the Sri Lanka Freedom Party (SLFP). A Memorandum of Understanding (MoU) is underway in this regard. The timeline, stipulated for governing together, will lapse in September making way for the two parties to take stock of things and decide on the next course of action. 
With just six months ahead of the deadline, fissures within the government manifest in all fronts. President Maithripala Sirisena, as the leader of SLFP, directs criticism at actions obviously by Foreign Affairs Minister Mangala Samaraweera representing the UNP over the issue facing at the United Nations Human Rights Council (UNHRC). 
He reasserted that Foreign Judges would not be allowed in hearing accountability issues in local courts. Also, he affirmed that he was not ready to act according to the interests of NGO eunuchs. He said he would allow the members of the security forces to be hauled up before any inquiry over their role in the decimation of terrorism. In political circles, these are interpreted as criticism directed towards the manner in which Foreign Affairs are handled, particularly in relation to the UNHRC resolution. 
Alongside, the SLFP has found ground to oppose the move to hand over a stake of the Hambantota Port to a Chinese Company, a proposal made by the UNP.  The committee, appointed by the government, has found that it is unlawful to hand over a port with majority shares to a foreign company as ownership should remain with the Sri Lanka Ports Authority (SLPA) in conformity with the Act concerned.  The UPFA has emphasised that it will not allow the agreement to be signed in its current format. 
With differences getting widened, it is learnt from the SLFP sources that the party is contemplating to quit the govt. after September. After that, the UNP, as the single largest party, will be left alone. It still enjoys the chance to govern with the backing of a few from the other side in such an eventuality. Nevertheless, some SLFPers in the govt. believe that it is advisable for them to leave the ruling side to opt for alternative arrangements to face the next election. 
Parliament has four more years to complete its term. By now, nearly two years has elapsed.   
However, there are provisions in the 19th Amendment to the Constitution that enables the President to dissolve it prematurely after four years upon a resolution by Parliament. An SLFP source says the party will look at that option at the end of the term of the current Parliament.

TNA rift widens; calls for urgent meeting

The Tamil National Alliance (TNA) appeared to have been distraught with   President Sirisena’s assertion that he would not allow military personnel to be victimized at any cost
The President made such remarks in his address to the members of the security forces stationed in the Palali Military Base. Alongside, the President also incurred the displeasure of the TNA when he reaffirmed his position that Foreign Judges would not be allowed in any local courts. This development coincided with initiatives by the government of Sri Lanka to seek a two-year extension for the implementation of the provisions of the   UNHRC resolution adopted in 2015. The process is currently underway at the UNHRC in Geneva.  It has already received positive signals from the western countries that mainly sponsored the resolution.  The countries such as the USA and the UK have already assured their support to this resolution to be moved later this month. 
The support of the European Union for such an extension became apparent when its envoy in Sri Lanka Tung-Lai MARGUE said in an interview with the Daily Mirror that the initial timeline granted to Sri Lanka for the implementation of the resolution was overambitious. He even said that Sri Lanka did not have sufficient time to do all that was required. 
Be that as it may, the TNA insists on speedy action on ensuring what the previous resolution terms’ transitional justice’ without any delay.  Incensed by the move to extend a timeline specified for it, 10 TNA MPs signed a letter addressed to UN High Commissioner for Human Rights Prince Zeid Ra’ad Al Hussein and emailed it to him against the move. However, it did not enjoy the support of the TNA leadership and five other MPs including stalwarts like M.A. Sumanthiran and Mavai Senathirajah.  They, like others of the TNA, believe in the implementation of the provisions of the resolution without any alteration. Let alone, they are not supportive of engaging the UNHRC against giving an extended timeline for implementation. 
There has been much wrangling within the TNA over approaches to address issues concerning them.  This bickering has come to a head now with its allies openly taking on each other. The TNA is in fact a grouping of four Tamil parties that have united purely for electoral purposes. Otherwise, they do not see eye to eye on most of the matters. The chasm is widening within the TNA indicating signs of possible splits later on. 
Against current developments, the TNA decided to call for a meeting with all its parliamentarians and members of the Northern and Eastern Provincial Councils in Vavuniya on Saturday.   On behalf of the TNA, MP Senathirajah informed all these members yesterday over the phone in this regard. The meeting is slated to discuss a slew of issues with emphasis on current political developments.

On many occasions we have talked about the journalists who had been attacked by “unidentified gangs” for the sole mistake of criticizing the previous government.

Today we are talking about the attack that was carried out against the former Editor of the Rivira newspaper Mr. Upali Tennakoon. At present he resides in the United States of America. He answer me and talks about the incident and its aftermath, Mr. Tennakoon said that even though he is willing to return back to Sri Lanka, he has been held back due to the complexity of the issue that has woven around him.

Recalling the memories of that horrid incident, Mr. Tennakoon said, “My life was saved because of my wife. I still remember what DIG Kotakadeniya told me at the hospital on that day. He said that he was amazed by the bravery of my wife as not even a body guard would fight unarmed against armed attackers.”

Veteran journalist Upali Tennakoon says that no faith could be kept about justice being served to him for the injustice that has been done to him. Claiming that he has no trust in the senior command of the Yahapalana government, Mr. Tennakoon says that he however supports the investigations that are being carried out regarding his assailants. Furthermore, he said that he believes that returning back to Sri Lanka could place his life in further danger. “I give my full support for the investigation. Upon request of the CID, I recently visited Sri Lanka to take part in an identification parade. After identifying one of the assailants I have now created new enemies. Three other gang members who attacked me are still at large. So how can I believe that there is a peaceful environment form me in Sri Lanka? In a country where people are killed ob broad daylight while being carried to the court amidst armed guard, how can we stay safe? Those who still roam free will definitely try to get rid of the case by killing me” he says.
According to Mr. Tennakoon, ordinary officials of the Police and the CID are committed towards their duty even by risking their own lives. But he questions as to what extent these officials are allowed to carry out their duties. There are two main suspicions about the assault carried out by an unidentified gang upon Mr. Upali Tennakoon. First, he was a strong critic regarding the assassination of Lasantha Wickramathunga. Secondly, he had been subjected to the wrath of a top member of the then government regarding a news article that had not been published.

He has recently visited Sri Lanka for a short while to take part in an identification parade to identify his assailants. At the parade, he has been able to recognize one of the gangsters. During his visit, he has held discussions with President Maithripala Sirisena and Prime Minister Rani lWickremesinghe. The President has told him that the government would be paying compensation for those who had been subjected to political injustices during the previous regime. Claiming that he had some faith that the Yahapalana government would continue with the investigations at first, Mr. Tennakoon said, “Now I do not have much trust about these investigations. When this government came into power I had a strong belief that justice would be done. I know that the officers of the police and the CID are doing their best. I am thankful for them for their efforts. But there are places even they cannot visit. Recently the President talked about suspects who are held in remand prisons for a long time. He talked about their mental rights. But what about the rights of the widow and the orphans of Lasantha Wickramathunga? Many be they do not matter any longer. There those who like Keith Noir and Poddala Jayantha to whom nothing has been done by the government. All our hopes have been destroyed. Our homes have become ruined. We have lost our previous lives. Does the government know about the violation of our rights?
Former President Mahinda Rajapaksa has recently stated that the attacks carried out against Lasantha, Keith, Prageeth and Upali are all parts of a single chain of incidents. Meanwhile Minister Sarath Fonseka has openly accused the Rajapaksas for orchestrating the attacks against journalists. However, when queried by the former Defense Ministry regarding these allegations, he said that even they had started investigations about these incidents during their administration and that it is unfair for the government to pass the blame on others without arresting the true culprits. 

Recently, veteran journalist Poddala Jayantha published a YouTube video, about the delay in the investigations regarding the attacks carried out against the media during the Rajapaksa regime. They are not enjoying a happy life while living abroad. They are all waiting till these problems are solved so that they could return to their country without fear. Although investigations have now been carried out under two governments, still they are far from success. If the members who are now closer to the government ant their security officials could be questioned then the truth would be uncovered.
Justice Minister Wijayadasa Rajapaksa has continuously stated that the investigations are being carried out without any undue influence. But even the members of the government have now started to question the progress of the investigations. At the recently held commemoration ceremony of Lasantha Wickramathunga, Minister Mano Ganeshan said that he is ashamed of the lack of progress of the investigations. At a time even the members of the government are ashamed of their government’s conduct, achieving justice for these journalists is only going to be a dream.

UPFA hoodlums make parliament the August assembly a bedlam ! They call speaker a eunuch !!

LEN logo(Lanka-e-News -09.March.2017, 11.55PM) UPFA  M.P.  Dinesh Gunawardena who behaved most rudely and violently like a rowdy  in parliament despite being a senior member ,   grabbed  the speaker’s microphone by force  utterly disregarding the  speaker and the latter’s  nine requests to  Dinesh to  conduct himself civilly and in a civilized manner , was suspended from parliament on a majority vote on the 8th . He was suspended from parliamentary sittings for  7 days , and was evicted from the parliament well.
This ugly disgraceful incident  was the result of the uncalled for rude and rowdy   conduct of the group of UPFA members over Weerawansa turning ‘independent’ in parliament , and because their  phony drama  that was staged ended as a fiasco.
Weerawansa who is facing grave charges of fraud involving many million rupees of state funds , and is therefore in remand custody currently , in order to disrupt the parliamentary proceedings  requested the speaker to accept his party as independent  , which in fact was a ploy to  grab more time in parliament to make his speech. Grade 9 (dis)qualified Weeerawansa while he  could participate in the party leaders’ meeting as a party leader , began raising questions today  under the standing order 23/2, in breach of his parliamentary privileges several times.
It is to be noted that Weerawansas contested elections under the betel leaf symbol of the UPFA , and not under any other party . Based on parliamentary traditions and rules , the parties that are  elected to parliament on one election symbol are considered as constituents of that  single  party , and the various  constituent parties under one symbol  are not reckoned as separate parties. 
Accordingly , Weerawansa is a UPFA M.P, and its leader is Maithripala Sirisena while the secretary of the party is Mahinda Amaraweera.The latter said , if Weerawansa wishes to be an independent member , he must make a written request to him (Amaraweera) as he is the secretary. Because the UPFA secretary  was vested with the powers to dismiss Weerawansa from his parliamentary post , Weerawansa the moron exerted pressure on the speaker to refrain from such an action being taken. 
If Amaraweera takes that action  , he can inform the elections commissioner that Weerawansa  has decided to resign  the party , and thereafter  expel Weerawansa from his M.P. post , in which case Amaraweera can  nominate  the Colombo district UPFA candidate who has polled the next highest preferential votes at the last elections as the choice in Weerawansa’s place according to law. 
Weerawansa therefore staged only a bogus  ‘independent member drama’  before the speaker .

The speaker delivered his decision on this issue in  parliament .The speaker who went on to explain at length quoted decisions given by speakers in the past  in similar instances.After citing those as examples , speaker Karu Jayasuriya said , if various M.P.s individually on different occasions behave in this manner to sabotage  the parliamentary sessions as a whole that  could give rise to opportunities for them to act in breach of parliamentary privileges . Hence he cannot permit this , he asserted. .However if any M.P. wishes, he could say he is independent and be on  the backbench without enjoying the special privileges, the speaker pinpointed.
In the past , Muslim Congress leader Rauf Hakeem too similarly  jointly with several other parties which were  led by his own party entered parliament . Thereafter when he wanted to accept his party as an independent group , it was not accepted.
During that time Dinesh Gunawardena was the chief whip of the government .Ajith Perera who was a JVP M.P.  became independent and that was accepted by the speaker whoever was at that time. But,  he was not entitled as a Peratugami M.P. to the special privileges attaching to  a parliamentary party leader.
Dinesh Gunawardena and Wimal Weerawansa who did not accept the decision duly delivered by the speaker behaved like hooligans scolding and insulting the speaker .What was most surprising in this play acting was  the attempt made by the UPFA  to defend the M.P. who was trying to become independent leaving  their party.
Usually, it is resentment that is expressed against an M.P. who is leaving the party .

Hence the dastardly aim of the UPFA became clearly manifest  by this conduct . The hidden objective was to obstruct and disrupt the parliamentary proceedings. An M.P. revealed to Lanka e news ,Weerawansa addressed the speaker most insolently and called him a eunuch. 
Though the speaker adjourned parliament for 10 mins. The behavior of Dinesh Gunawardena the M.P. who is suffering from senile decay did not improve. This was natural because he was incorrigible due to his age , and he has outlived his utility on earth now. 

Sergeant at arms summons police to parliament …

After Dinesh was warned  9 times to behave better as a senior M.P. and give  due respect to parliament,   under parliamentary privileges 74/1 , he was suspended from participating  in today’s  sessions  . Dinesh  thereupon defying the restraint  order  continued to remain within parliament forcibly. The UPFA hoodlums  then surrounded him and turned the August assembly into a bedlam .
The speaker’s directive was , if the M.P. does not abide by the speakers initial order , the police would  be summoned by the sergeant at arms as a next step , and the unruly M.P. shall be carried physically and put out of parliament   .It is noteworthy  the well of the parliament  is not considered as parliamentary precincts , but rather the first entrance door of the parliament facing the main Road near Diyawanna lake .
On a previous  occasion , when a police officer appeared to evict an M.P. because the latter’s face got scraped against the number badge on the uniform of the officer, the metallic badges with the number and the buckle were removed from the uniforms of the  police officers summoned , this time.

The UPFA party that opposed this called these police  officers as underworld teams.
No matter what , the police are at a disadvantage in situations like these.  They cannot use force .Even if the M.P.s assault the police , they cannot retaliate.
Nevertheless a true civilized politico will conduct himself /herself most decently while maintaining  his /her dignity and that of the parliament . They   will not conduct themselves  like Choppe , a  Maradana goon .Unfortunately Dinesh and his violent group of notorious UPFA  crooks  that surrounded him behaved worse than Choppe and his clan  of rowdies. 
When a directive  is issued by a speaker under parliamentary privileges 74 /1 , until that M.P. is evicted , based on parliamentary traditions , the speaker who leaves his chair after making the order does not return to the chair until his directive is carried out . Therefore the speaker was not  occupying  the seat.
Finally , when the sergeant at arms informed the speaker he is unable to carry out the task , the leader of the house Lakshman Kiriella , under standing order 72 , a resolution was tabled to suspend hooligan M.P. Dinesh Gunawardena from attending Parliament for 7 days .
By that time  the UPFA group has sent even vehicles to fetch their companions .  But they could get down only 22 of them . 
The voting  to suspend Dinesh for 7 days   ended in the following manner…

Absent – 114
03 abstained from voting   
 
Anura Dissanayake ‘s  moribund  JVP which during the 2015 January elections without fielding its own candidate took the villainous stance that ‘Rajapakses should be defeated , but it does not mean  , the common candidate should be made to win’ , alone abstained from voting in this instance , whereby it  is crystal clear the JVP of Anura Dissanayake is even now playing deceitful and dubious games by saying , they are against the rogues , while at the same time holding hands with the forces that are friends of the ace rogues .The odious  stance taken by the double faced JVP today  (08)  with regard to  Weerawansa ‘s pavement stage show   is therefore not a matter for surprise. 
In the end , Dinesh Gunawardena who has outlived  his  utility on earth long  ago,   had to bite the dust most humiliatingly . He had to leave parliament like a Boralugoda  dog  leaves the pavement after defecating on it.  In any case , many political analysts took offence at the decision taken by the speaker against Dinesh alone without also joining goofy goon Weerawansa with him  and suspending the latter  too for 7 days.
 
What happened in British parliament on which ours is modeled  -Exemplary behavior worthy of emulation by our unworthy hoodlums turning SL parliament into a bedlam  ….
Before we conclude this article on today’s  ugly disgraceful incident  in which the UPFA hoodlums made the  parliament of SL , a bedlam  , may we  recall an incident that happened  in the British parliament after which our own parliament is modeled.  There,  the opposition leader was making a  speech relating to the budget . It was the deputy speaker (there are three deputy speakers in that parliament)  who was in the speaker’s chair at that time. A powerful M.P. who was close to the speaker yawned and looked sleepy . Whether this was to   insult the speech of the opposition leader or he was actually sleepy is unknown. 
No matter what , the deputy speaker  who was enraged at this attitude of the M.P. severely reprimanded the M.P.  The speaker ordered the M.P. to listen to the important speech of the opposition leader , or  if he is sleepy  to go out , have a cup of coffee rid himself of the sleepiness and come back.  The M.P. felt ashamed and like a mouse remained silent . It is significant to note nobody surrounded the sleepy M.P. of the British parliament  and scream at the deputy speaker who was seated , that he is a eunuch, or challenge the speaker.

SAITM Crisis: An Ugly Symptom Of A Dreadful Socio-Political Syndrome

According to Wikipedia, ‘the South Asian Institute of Technology and Medicine (SAITM) was established in 2008 by Dr. Neville Fernando with the aim to provide tertiary qualifications in Medicine, Engineering and Information Technology, Management and Finance, and Information Communication Technology and Media. The institute was initially affiliated with the Nizhny Novgorod State Medical Academy (Russia), the Asian Institute of Technology (Thailand) and Buckinghamshire New University (England), awarding degrees through those respective institutes. In 2011 SAITM applied for recognition from the University Grants Commission (UGC) as a degree awarding institution, with the ability to award its own degrees. The UGC, in 2013, granted SAITM a degree awarding status despite protests from the Inter-University Students’ Federation (IUSF) and the Government Medical Officers’ Association (GMOA). SAITM held their first convocation in March 2013, conferring degrees to ten students from the Faculty of ICT and Media and eighteen students from the Faculty of Management and Finance.’

Today, SAITM is embroiled in a crisis-laden situation in which the two partners in the governing coalition are facing a decisive showdown, a showdown between two diametrically antagonistic socio-political schools of thought. While the United National Party (UNP) and its leader Ranil Wickremesinghe find themselves in the corner of private sector-backed open market economy, President Maithripala Sirisena and his Sri Lanka Freedom Party (SLFP) traditionally oppose private sector backed ventures in the sector of education, a subject they think has to be severely controlled and regulated by government with no quarter given and none asked for. The well-chronicled schools-takeover in 1962, its wholehearted support of Buddhist schools and portraying them as the vanguard of a nation determined to rise after 450 years of colonial rule, stands as monument to those socio-political policies in the sixties and seventies.
North Colombo Medical College, SITM’s de facto predecessor, another source of political trouble for any government, had one serious and determined backer in the then Executive President, J R Jayewardene. NCMC in fact made it a point to record its deep appreciation of those who helped to make the NCMC a fulltime working private Medical College. Aside from J R J, those who supported this novel education venture were Dr Stanley Kalpage as chairman of the University Grants Commission (UGC) and the then Secretary of Higher Education Prof Stanley Wijesundera and the academic staff of the University of Colombo. Janatha Vimukthi Peramuna (JVP), at the time led by firebrand Rohana Wijeweera launched a pitiless attack on the NCMC since its inception. Wijeweera had the full support of the left-wing political parties in Sri Lanka at the time and this issue of the NCMC was a sharp weapon in his hand and Wijeweera used it in his failed attempt to topple the government in the late eighties in his murderous and vicious campaign which was mistakenly called the ‘second revolution’ by some social scientists. Wijeweera’s attempt to portray NCMC as an agent of the capitalist class ended up in a bomb attack on its administration building in 1988. Yet the Board of Management of NCMC conferred its own medical degree MBBS (NCMC) instead of the one from the University of Colombo.

Muditha Jayakody is synonymous with the black money of the Rajapaksas.

The cat came out of the bag after the ownership of the house and the 16 acre land said to have been owned by Basil Rajapaksa was transferred to him. Muditha was the architect for this house as well as for the Brown’s Hill palace in Matara, D.A. Rajapaksa Foundation’s Gampaha office etc. and he had not levied any charge for doing that work. Instead, he was given major construction projects of the government without any tender calling by the Rajapaksas. An investigation is underway into that.
Muditha brags himself to be the ‘modern day Geoffrey Bawa.’ Geoffrey Bawa was the architect par excellence who had designed many iconic constructions in Sri Lanka, including the parliamentary complex. Had he known that he would one day be compared to a thief like Muditha, Geoffrey Bawa would either have said goodbye to his architectural work, or he would have abandoned the country. Muditha is a nobody who had become somebody due to his having laundered the black money belonging to the Rajapaksas.
The cabinet had decided against giving contracts to Muditha Jayakody Associates. That is because he had been given many major contracts on Gotabhaya Rajapaksa’s orders, without calling for tenders. Also, he had been paid in excess for those contracts. He had claimed those contracts by uttering a complete falsehood that he had 20 architects and 30 engineers working full time under him. A liar like him is to be made a state witness now.
If Muditha is to be made a state witness after having swindled and misused public money, even Wele Suda should be able to turn state witness. Wele Suda did not swindle public money, but had ‘earned foreign exchange for the country.’ By aiding thieves to escape the law will only make those who had committed treason to become heroes. We should think again about the sympathy shown by the ‘Yahapaalanaya’ towards Gotabhaya and Muditha who had swindled public money.

Palestinians are reaffirming that the movement to boycott Israel is part of the global struggle against racism and all forms of bigotry, including anti-Semitism and Islamophobia.

“The global boycott, divestment and sanctions (BDS) movement for freedom, justice and equality of the Palestinian people is an inclusive, nonviolent human rights movement that rejects all forms of racism and racial discrimination,” the Palestinian BDS National Committee (BNC) said on Tuesday.

“We reject Zionism, as it constitutes the racist and discriminatory ideological pillar of Israel’s regime of occupation, settler-colonialism and apartheid that has deprived the Palestinian people of its fundamental human rights since 1948,” the BNC, the civil society coalition that leads the BDS movement, states.

“Since its inception in 2005, the global, Palestinian-led BDS movement has been anchored in the Universal Declaration of Human Rights. It is an inclusive human rights movement that categorically rejects all forms of racism and discrimination,” Rafeef Ziadah, a member of the BNC secretariat, told The Electronic Intifada. “This key anti-racism statement reiterates this long-held principle at a time when the racist and xenophobic far-right is rising in Washington, DC, Tel Aviv and many places in between.”

“Proactive solidarity”

“On the centenary of the patently racist and colonial Balfour Declaration – which offered Palestine to Jewish-European settlers, disregarding its indigenous Arab population – it is crucial to highlight the timeless values of inclusion and opposition to all forms of racism,” Ziadah added.

The BNC’s statement places the Palestinian cause in the broader context of anti-colonial struggle: “We strongly condemn apartheid, genocide, slavery, colonial exploitation and ethnic cleansing, which are crimes against humanity that are founded on racism and racial supremacy, and we call for the right of their victims, including descendants, to full reparation.”

The BNC affirms that “the BDS movement does not tolerate any act or discourse which adopts or promotes, among others, anti-Black racism, anti-Arab racism, Islamophobia, anti-Semitism, sexism, xenophobia or homophobia.”

“The principles of the BDS movement call for proactive solidarity with oppressed communities worldwide and with all the victims of racist acts and rhetoric, as ours is a common cause,” the BNC adds.

There are growing expressions of this commonality. In 2015, more than 1,000 Black artists, intellectuals and organizations recognized “the racism that characterizes Israel’s treatment of Palestinians” and called for “unified action against anti-Blackness, white supremacy and Zionism.”

Israel lobby groups have strongly condemned Black support for Palestinian rights and have sought to disrupt such solidarity.

While anti-racism has long been affirmed by Palestinian activists, Israel and its surrogates have made a concerted effort to smear the Palestine solidarity movement as motivated by prejudice.

This logic treats Israeli supremacy and its denial of Palestinian rights on ethno-religious grounds as if they form part of a legitimate Israeli-Jewish identity that is bound to be cherished and respected, instead of resisted and replaced with a system that affords equal rights and protections to all.

Crackdown on free speech

A key tactic has been to try to enshrine in legislation and institutional policies around the world a discredited definition of anti-Semitism that treats criticism of Israel and its state ideology Zionism as forms of anti-Jewish bigotry.

In recent months, US lawmakers have sought to adopt this definition as part of the so-called Anti-Semitism Awareness bill.

Even the lead author of the controversial definition, Kenneth Stern, is warning lawmakers that its adoption would be an unconstitutional infringement on free speech.

Secular and religiously observant Jewish communities have also long rejected Israel’s propaganda conflating Jewish belief and identity on the one hand, with Zionism and support for Israel, on the other.
Israel and its lobby groups nonetheless claim that by opposing Israeli abuses the BDS movement is anti-Semitic. Israel has used this smear to push for draconian restrictions on free speech.

But a broad pushback by supporters of Palestinian rights is scoring successes.

Last year, the European Union joined several of its member governments in recognizing the right of its citizens to boycott Israel.

“The EU stands firm in protecting freedom of expression and freedom of association in line with the Charter of Fundamental Rights of the European Union, which is applicable on EU member states’ territory, including with regard to BDS,” Federica Mogherini, the 28-member bloc’s foreign policy chief told the European Parliament in September.

“As Israel’s regime of occupation, settler-colonialism and apartheid sheds the farcical pretense of ‘democracy’ and adopts more and more racist and exclusionary laws, the BDS movement is further highlighting its inclusiveness and rejection of all forms of racism,” the BNC’s Ziadah said. “Our struggle for freedom, justice and equality is organically connected to global struggles for racial, social, economic, gender, climate and other forms of justice.”

Hamas to accept Palestinian state along 1967 borders

Hamas is to propose the establishment of a Palestinian state along 1967 borders, after decades of demanding the reclamation of the entirety of historic Palestine, the group confirmed on Thursday.
However, it denies reports that it plans to disown the Muslim Brotherhood, amid suggestions that it is hoping to soften its image in a bid for international legitimacy.
The Palestinian movement is due to reveal a new charter in the next few weeks, following the election of a new leader.
For the first time since its founding in 1988, Hamas will set out its proposal for the establishment of a Palestinian state along the borders established following the 1967 war.
Previously, Hamas has insisted in its charter on a Palestinian state that includes all the territory of historic Palestine.
A source close to Hamas told Middle East Eye on Thursday that the movement “will accept the establishment of a Palestinian state in any part of Palestine that is fully liberated.
“However, Hamas believes that the whole of Palestine, from the Jordan River to the Mediterranean Sea, is the historic and ancestral home of the Palestinian people, who have every right to continue the struggle until their homeland is fully liberated.”
However, the source denied recent reports that Hamas is preparing to break links with the Muslim Brotherhood, the Egyptian group seen as Hamas’s closest relative.
“There is no mention of [the Brotherhood] in the new document. It is not true that the new document disowns the Muslim Brotherhood.”
London-based Arabic newspaper al-Sharq al-Awsat quoted a Hamas source as saying that the group was planning to “shed any institutional link with all historical fronts or groups”.
The reports sparked rumours that Hamas was gearing up to break links with the Egyptian Brotherhood, following a high-profile meeting in January between Egypt’s public intelligence chief, Khaled Fawzy, and the vice-president of Hamas’s political wing, Ismail Haniyeh.
Ahmed Yousef, a veteran Hamas member who is close to the current leadership, had said that the charter includes “positive” changes regarding the movement’s relationships with “Arab Islamic states”.
Pakistan: Moves to integrate tribal areas in the northwest

PAKISTAN is taking steps to integrate its tribal areas, formally known as the Federally Administered Tribal Areas (Fata), into Khyber Pakhtunkhwa province in northwest Pakistan.

The move comes amidst a crackdown on terrorism after at least 125 people fell victim to terrorist attacks throughout the country in recent weeks.

Last Thursday, the long-awaited reforms were approved by Prime Minister Nawaz Sharif’s Cabinet. If passed by the Parliament, a long process of developing and building up the security of the tribal areas will begin.

The process will span at least 10 years, but the merger time is set for five.

“Time has come the tribal people will be brought into [the] mainstream to end their sense of deprivation,” Sharif is quoted as saying to Radio Pakistan.


In November 2015, a Pakistani consultative committee was formed to discuss the stability of the tribal areas.

Terrorist organisations like the Pakistani Taliban and Al-Qaeda have long taken shelter throughout the region and used the area as a base to launch terror attacks within Pakistan and across the border in Afghanistan.

Poverty in the region has provided these terrorist organisations with access to a pool of new and willing recruits, but many others have also suffered as a result.

Over 1.8 million people from the tribal areas have been displaced and many live within internally displaced person (IDP) camps in urban centres throughout the country.
The region has also been subjected to U.S. drone strikes, of which many Pakistanis are highly critical.

After launching an offensive in mid-2014, the Pakistani army was finally able to claim total control of the tribal areas in late 2016.

The tribal areas consist of seven tribal districts and six frontier regions, and have semi-autonomous status.

As many of the tribes span across Pakistan and Afghanistan, they were not properly integrated into Pakistan when the country achieved independence in 1947. For decades, the region has been underdeveloped and exploited by foreign powers.

Many argue the underlying reason for the merger is to garner political support for next year’s election. But one cannot deny the importance of integrating the tribal areas into the rest of Pakistan.


Amad Khan, from the Bajaur Agency in the tribal areas, told Al Jazeera, “This reform will bring schools, colleges and a proper health system in our areas accessible to us. Even though it took years to be acknowledged by our country, we are thankful it finally happened.”

The move comes at a time when tensions between Pakistan and Afghanistan are growing. Both countries have exchanged tit-for-tat demands over handing over alleged terrorists. Two weeks ago, Pakistan temporarily closed the border.

Many Pakistanis have challenged the government’s hardline response to Afghanistan, arguing it ignores the home-grown factions causing terror throughout the country.

The reforms will see 20,000 police dispatched in the tribal areas and the end of the colonial era laws, known as the Frontier Crimes Regulation (FCR), which allowed tribes or communities to be punished for the actions of an individual.

The push to integrate the tribal areas will ensure everyone enjoys the same rights throughout the country.
