Sri Lanka’s Budget 2017 included an expenditure of Rs. 5 billion to “provide free tabs for almost 175,000 students who enter the Advanced Level (AL) classes and around 28,000 A/L teachers.” The evidence is overwhelmingly against haste in ICT initiatives in education but now that politics has spoken, planning and implementation has to follow with the objective of maximising the benefits of the proposed expenditure.

The priorities in implementation would be to procure sufficient digital content in Sinhala and Tamil, facilitate peer-to-peer learning by teachers and spend a good portion of the allocation to evaluate tabs’ use by students. Of these, the priority of priorities will be to procure digital content but first we need to understand the unstated political imperatives behind the tabs initiative.

Bringing would-be O/L dropouts back to school

A key promise of the UNP manifesto of 2015 was to keep youth in school until they were 18 years of age or in Year-13 of school. It is a promise that touches on a critical issue in education.  Currently, from a cohort of 325,000 or so who first enter school as five-year-olds, a maximum of about 150,000 students continue to study up to Grades 12 and 13. About 50,000 have already dropped off by Grade 9, another 125,000 or so would fail the GCE (O/L) and are not able to continue.

The UNP proposal is essentially to disconnect school education from the success or failure of students at national exams by allowing those who fail the GCE O/l to continue in school for another two years.  It is basically a good concept but for a school system which is used to keeping students engaged in book learning and weeding out those who can’t, keeping less academically inclined students in school would require major structural adjustments.

Due to logistical reasons, even academically inclined students who are likely to pass the O/L have to wait it out from January to about June each year until students in Grade 13 sit for the GCE (A/L) and leave school. The UNP’s new policy of allowing everybody including those who failed the O/L - i.e. failed to obtain passes in seven subject including language and math - to stay in school is a formidable implementation challenge for the officials.

Children who are driven to succeed at examinations have a thriving ecosystem of tuition masters who give them the push they need to succeed.  Giving tabs to students in Advanced Level classes has to be viewed in the context of engaging this 125,000 or more would have been dropouts.

Technology as a helping hand for teachers 

A lack of content is a major issue with the use of ICT devices such as tabs, laptops or computers. With a voice or text only mobile phone, consumers create their content which is meaningful for them. Asking a loved one ‘where are you’ or ‘how are you’ has meaning.  As a phone gets smarter or the mobile networks get smarter with each new generation or ‘G’, mobile communication has moved from voice or text messages to the access and use of streaming videos, audio files and interactions through social media.

Children and adolescents take to entertainment and social media like fish to water but how good are these media as educational resources? More importantly will tabs with or without Internet access help teachers to keep their students engaged?

Online content is available, but …

Three major issues connected to online content are reliable access to the Internet, availability and suitability of content in Sinhala or Tamil and the readiness of adolescents to access and use this content.

10Access to the Internet through broadband or always-on Internet will not be viable in the short term in schools in Sri Lanka. According to the latest data from the international Telecommunication Union (ITU, 2016), 30% of the population in Sri Lanka reported that they used the Internet in 2015 and only 16% reported having mobile broadband subscriptions. In contrast, in South Korea, an exemplar in global ICT indicators, 90% reported that they used the Internet and there were more than 110 mobile broadband subscriptions per 100 inhabitants. These disparities are related to the level of the economy in each country and are not expected to disappear soon.

As regards content, the available Sinhala or Tamil content may not reach those who need it most due to poor Internet access and/or the unsuitability of content. During a recent seminar on ICT in education, LIRNEasia was able to bring together several local and foreign developers of educational programs. Local initiatives included E-Thaksalawa by the Ministry of Education and Web Patashala by Etisalat offering web portals and Guru.lk by Dialog offering educational videos. Data is only available for E-Thaksalawa, which reported a maximum hit count of 641,529 in July 2016. We don’t have information on who is using and how they are using the content.

Finally, the Internet is full of misinformation and content such as pornography which adolescent are not ready to handle. Believing misinformation on the Internet is a challenge for adults too. A recent post on social media stating that the Sinhala language had moved from third place to the top of the endangered list of languages is one such instance. Sinhala is nowhere on the UNESCO list of endangered languages but this untruth would have been shared and believed by many.

Access to pornography is something which is particularly worrisome for youth as they make sense of their own sexuality and relationships with the opposite sex.  In their report titled ‘A quantitative and qualitative examination of the impact of online pornography on the values, attitudes, beliefs and behaviours of children and young people’, the National Society for the Prevention of Cruelty to Children estimated that 65% of 11-16-year-olds in the UK had been exposed to pornographic material.

The growing exposure to pornography via smartphones among middle school students has emerged as a social issue in Korea too. However, the initiatives by the Korean Ministry of Gender Equality and Family in 2013 to limit access to undesirable sites are not without controversy.

Here in Sri Lanka we need to address the access to and use of, and the appropriateness of online content for students through discussions to find the optimum fit for our context. The finance minister’s call for telecom operators to take up the challenge of providing Wi-Fi access to complement the free distribution of tabs is premature in my opinion. A smarter strategy would be to provide tabs with uploaded content or content accessed through local area networks within the schools. Internet access during school to even senior secondary students should not be encouraged at this point. 

Local area networks and offline digital content 

In their report on making universities more competitive, Sarvi and Pillay of ADB (2015) argue for better use of local area networks by universities. Better universities in most countries in fact have Learning Management Systems with educational content which is uploaded on institutional servers and accessed by faculty and students through local area networks.

Raspberry Pi is a device that has made such local area networks economical for small groups such as those with 20-30 students and their teacher each with their own or shared smartphones, tabs or laptops.  Here a complete syllabus with interactive interfaces can be uploaded into a thumb-size chip and the digital learning material made accessible to all in the classroom with the Raspberry Pi device mimicking a web server.

I asked Kagnarith Chea, a young social entrepreneur from Cambodia with experience in delivering educational content at affordable prices, what he would say to a Government which is ready to spend money on free tabs for senior secondary students.

“The best solution is to have both online and offline content that can sync seamlessly. To use a Raspberry Pi technology (the one I am using currently) costs about $ 60 per set, which allows up to 30 students to access the content (even videos) at the same time. If a school runs classes at three different time slots, it could allow more than 90 students to learn from a single Rasberry Pi. Thus it costs approximately $ 105,000 to have an offline content version to cover 175,000 students. More importantly, though the technology does not employ an Internet connection, it can function like an online platform, where students can receive instant feedback and results, do interactive practices as well as tracking the performance (i.e. test score attendance, and video viewing time),” he replied.

Niranjan Meegammana is a social entrepreneur here in Sri Lanka. His team won the TADHacK or the Telecom Application Developer Hackathon of 2016 for their ‘Walking School’ application. Walking School delivers content offline using the Raspberry Pi technology and mobile devices. Over the years he has developed much content which is compatible with the local curriculum. 

Learn from social entrepreneurs

Providing equitable access to good content is an aspiration shared by many ICT entrepreneurs. Kangarith and Niranjan are just two such entrepreneurs who have willingly staked their time and money chasing the dream. What they can achieve is a drop in the bucket compared to what can be done by an informed and committed government agency.

The Ministry of Education has appointed a committee headed by Tissa Hewavithana, the Secretary to the State Ministry of Education, to oversee the implementation of the tabs initiative. The committee is well advised to tap into the knowledge base of these social entrepreneurs from both here and elsewhere in Asia.

Attempt by government to protect Central Bank fraudsters

“It seems that the Parliament is about to discuss the constitution the government intends bringing in. The reports of the sub-committees are to be discussed. Still no date has been fixed to discuss the COPE report. This is why I requested the Speaker to take measures to discuss the COPE report during the first session of parliament next year. People may have suspicions if the process gets delayed. As a responsible political party, the JVP, after the COPE report was released presented to the country on 9th November, 2016 a series of proposals on immediate action that should be taken regarding recommendations in the report. We have a suspicion that the government is attempting to protect the perpetrators of the bond scam,” says the Member of the Political Bureau of the JVP and Chairman of COPE Parliamentarian Sunil Handunneththi. The Member of the Central Committee of the JVP Attorney-at-law Sunil Watagala also participated.

Mr. Handunneththi said, “As the Chairman of COPE that carried out an investigation regarding the bond incident in the Central Bank and as a member of the JVP that was actively involved in the struggle to bring COPE report to the Parliament I consider it is necessary to express our views again regarding the bond incident.

The report was presented to parliament on 28th October. Until now there hasn’t been any Parliamentary debate on this report. The budget debate was a justifiable reason for the delay until now. However, the report is a document that belongs to the Parliament. As such, it is the responsibility of the Parliament to give an opportunity for the Parliamentarians to take part in an open debate and set up a mechanism to implement recommendations in the COPE report and the report submitted by the Attorney General. The report includes a considerable amount of information regarding the bond transaction.

Once the new government came to power, for the first time, the Central Bank was detached from the Ministry of Finance and was taken under the Ministry of National Policies and Economic Affairs. This is how it comes under the Prime Minister. When Parliament was dissolved a debate on this transaction had already commenced. The first responsibility of investigating the loss to the Central Bank was with the Central Bank. When it didn’t happen there was a discussion in parliament. As a result of this discussion the Prime Minister presented Gamini Pitipana Commission report to Parliament on 19th May, 2015. As Gamini Pitipana report was inadequate the Speaker appointed a sub-committee on the 20th May to begin an investigation. Accordingly, the 7th parliament that met on 22nd May appointed a COPE subcommittee of 13 members. I too was a member of this committee. We held 11 meetings and recorded evidence from 42 witnesses. However, the subcommittee report was not able to be presented in parliament due to two reasons. The first is no approval by the main committee on the report and the second is the parliament was dissolved on 26th June. As such, the 7th parliament did not get any report on the bond issue.

Once the 8th Parliament commenced I was elected as the Chairman of COPE. There were 26 members in it. With the agreement of all we summoned Central Bank before us and after discussing many transactions of the Central Bank we decided to go ahead with the investigation regarding the discarded bond issue. It was not a task we were entrusted with. All members of COPE including me as the Chairman took the responsibility of re-investigating the issue. Accordingly, COPE commenced investigations on 6th May, 2016. 26 witnesses including former Governor of the Central Bank were summoned. The committee met 12 times. Meanwhile, the Auditor General handed over a report with sensitive information to the Speaker. The report of the COPE, compiled with evidence we gathered and the report of the Auditor General and all annexure were tabled in Parliament on 28th October. The report including the annexure has 3000 pages. It has 25 annexure, was printed in Government Press and distributed among all MPs. It is no longer a report of the COPE. It belongs to the parliament. As the final conclusion we have entered the authority the parliament has regarding this document. In it we say the Parliament that is responsible for all financial matters in the country, as stipulated in clause 148 of the Constitution, should hold an open debate on the report submitted.

As the Committee On Public Enterprises we have fulfilled our responsibility. It is the parliament that is responsible regarding state’s finances. It could be Central Bank bonds, the hedging transaction of the Ceylon Petroleum Corporation and an issue of another department. COPE looks after the affairs of state enterprises and Committee on Public Accounts (COPA) is responsible for government departments, local government councils and ministries. It is the authority parliament has on state finances. As all 225 MPs cannot get involved in these matters the two committees are appointed according to the political parties that represent parliament. It is a task fulfilled on behalf of the whole parliament. Accordingly, the report belongs to parliament. It is the Speaker who is head of parliament and after a meeting of party leaders the Speaker names a date for a debate on the report. Then the Parliament should decide action regarding recommendations in the report.

The report has 16 recommendations. The essence of the report is that the loss to the government due to the fraud should be recovered from the responsible parties. As those responsible for the financial crime committed we have identified former governor of the Central Bank and officials who directly got involved in the scam. Legal action should be taken against them. We have also proposed that measures should be taken to prevent such misappropriations. There are many parties for such action. The Ministry of Finance that represents Monetary Council, Central Bank (Investigations should be carried out if officials and broking company was able to commit the crime due to a defect in the Central Bank mechanism), the cabinet to monitor the Central Bank and we have proposed action that could be taken by the executive. The Central Bank should be able to take action even without the report. However, the whole country is watching what action would be taken in connection with the bond issue.

We ask the government to take the debate on the bond transaction as the first move of the parliament in the new year. It is the parliament that is responsible for the COPE report. The Prime Minister has referred the report to the Attorney General. The action he could take legally regarding the report is another matter. We believe that the decision regarding the report should be taken not by the Attorney General but by the parliament. It is the parliament that should decide whether an explanation for the Attorney General is necessary or not. Despite COPE not being an investigative mechanism, it has been proved that Perpetual Treasuries Ltd. has gained an illegal profit from the bond transaction. It is clear from their financial reports as well. All documents based on the recommendations have been included in the report. Hence, we expect the Speaker to take measures to hold a debate on the report soon.”

The assassination of Sunday Leader founding Editor and veteran journalist LasanthaWIckremethunga has once again made headlines with the recent release of a telephone conversation that is alleged to have taken place between Mr. Wickremethunge and the then President Mahinda Rajapaksa beofore the assassination.

The conversation has revealed that the two parties had been closely associated with each other. It contains dialogues between the former President and Mr. Wickremethunga about issues such as economic problems of the country, political issues at that time and even about a newspaper article that had been scheduled to be published on that day. It also contains some information about certain crooked associated of the then President Rajapaksa and the President requests in this conversation Lasantha to identify them to him. "Catch me at least one of them. I will do what is necessary" the President says. The conversation concludes with the sentence "Let’s meet up some time." An Editor of a mainstream newspaper in the country having a telephone conversation with the President of the country is nothing unique. But the tone of the conversation depicts that they had been close friends. Even an issue about Mr. Sarath Fonseka is discussed in this conversation.
There is belief that it is ex-president Mahinda Rajapaksa who has leaked a secret telephone conversation he had had with slain journalist Lasantha Wickrematunge. According to this Lanka News Web, we talked with member of a Anti-Corruption Front and veteran Journalist, Gamini Viyangoda ,He said " This call has been taken by President Rajapaksa. So the possibility is that the person who had taken the call has recorded the conversation rather than the one who has received it. So I wonder whether it was Mr. Rajapaksa who had recorded this conversation and has released it. Even during the initial days after the murder of Lasantha, the government tried to portray them as good friends of Lasantha. This could be an extension of that. But what is most important is to speed up the investigations so that we could know for certain who the real culprit is".
 When queried from the former President  Mr. Rajapaksa has already issued a statement on the issue. "I did not listen to that. If anyone listens to that conversation, they would know the level of friendship I had with Lasantha. So everyone will be able know who is the true culprit. I do not have to say anything special about this. It is clear who had issues with Lasantha."
Lasantha Wickremethunga was assassinated on January 08, 2009 and it was Mahinda Rajapaksa who was the President of Sri Lanka at that time. Surprisingly, the former President has been very quiet about the assassination although it has been discussed for many years. His recent statement on the conversation suggests that he may be aware of those who could have committed this murder. Hence, suspicions have emerged as to why he is reluctant to reveal the truth. It could even be a measure to protect someone who could be found guilty. It may also be to escape from the accusation of not taking the necessary actions to find out the culprits at that time. The then Defense Secretary Gotabaya Rajapaksa also has a responsibility in the matter as he is accountable for the actions of the security forces at that time. However the name of a certain powerful Minister of the government is also mentioned in this conversation. Since these politicians had helped the then government to bring the war to an end, it is plausible that the Rajapaksa government had protected them from being branded murderers.
 
At the time of writing this article the former Defense Secretary Gotabaya Rajapaksa was not in the country as he had left Sri Lanka to go on a tour. When contacted, Minister Sarath Fonseka was not available for comment and his media spokesman Mahinda Kumara says that the minister could not be contacted to comment on the issues due to his busy time schedule.
 
Lanka News Web talk with Mr. Brito Fernando - Chairman, Organization for the Disappeared, "According to what we know about the past conduct of former President Mahinda Rajapaksa, he is the kind of person who invite someone to Temple trees mansion showing warm friendship outside but assault you inside the office room. There were reports of many such incidents reported in the recent past. That is his character as we know it. In such a scenario, it may look like as if he had cordial relationships with Lasantha. So far we do not know who Lasantha's assassins are. Due to his strange conduct we may not know whether he would be accused of getting involved in Lasantha's assassination. We should not wonder even if there are evidence to prove it. May be the Prime Minister is not taking any action regarding this matter due to the objection of SLFP MPs.
 
JVP MP Nalinda Jayatissa said , "It is hard to believe that this is the normal personality of MahindaRajapaksa we hear in this tape. He rarely shows his real face. When we listen to this we can see that this is a professional conversation between a journalist and a responsible figure in the country regarding these responsibilities. However what is needed now is to step up the pace of the investigations to find out soon who the real murderer is.
 
Meanwhile Justice Minister Wijedasa Rajapaksa said that the investigations are being carried out without any interference.
In a recent twist, a website had recently revealed a list of persons who had their phones tapped during the Rajapaksa regime under instruction from the Top Brass. Among these telephone numbers were the number of Premier Ranil Wickremesinghe and Lasantha Wickremethunga.
Thearticle had been published on September 08, 2008 and after 3 months since the publication of the article, Lasantha was shot dead in broad daylight on a public road.
Meanwhile the Police has sought public assistance in identifying the suspects who have involved in the assassination. According to a statement issued by the Police Headquarters in Colombo, the artists have painted a picture of one person who had been involved in the incident. The person looks about 55 years old, with a height of 5'8" and has long brown eyes. The police headquarters requests the public to divulge any information known about this character to 011- 242 2176, 011-2380380, 071-8305528, 071-8349505, 077-3291500 and 071-8070207.

‘Leasing land to the Chinese in Hambantota, not in Sri Lanka’s interests’

Leasing out 15,000 acres of land to China in the Hambantota district for setting-up an Exclusive Economic Zone is not in Sri Lanka's interests, but such land should be open to other investors as well, president, National Chamber of Exporters (NCE) Saradha de Silva 
said.

" We are not agreeable  for a specific country to open an economic zone exclusively for itself but we want any investor to invest in the proposed zone. Because this would create geo-political and social issues, de Silva told The Island Financial Review.

He said that this type of economic zone would create social, political and economic problems from a medium to long term perspective, but this situation could be averted by opening this economic zone to other prospective investors as well.

" Because of this economic zone, India being our nearest neighbour, it would create some tension due to that, de Silva said.

Associate Professor of Lee Kuan Yew University, Singapore Razeen Sally previously said that it is not favourable for Sri Lanka to go after Chinese investors alone, because the Chinese Communist Party has a different agenda.

He said that Chinese entrepreneurial culture is different to that of Sri Lanka, which could lead to cultural issues as well.

The Chinese Communist Party has an international policy which is not favourable to Sri Lanka at all, he said.

Investors from China have requested for land from the Southern Province to commence many business ventures which have the potential to generate a million jobs, Development Strategies and International Trade Minister Malik Samarawickrema said.

"The Chinese have requested 15,000 acres from the Hambantota district to commence different industries. That itself will create one million jobs, he said..

This industrial zone would reduce the volume of goods imported by China through the FTA and generate local employment, it is believed.

H’tota port deal: JHU levels USD 100 mn bribery allegation

The JHU yesterday vowed to do everything possible to torpedo the Hambantota Port deal as there were reports of government politicians taking a 100-million-US-dollar bribe from a Chinese firm.

JHU strongman and Western Provincial Council member Nishantha Sri Warnasinghe told The Island that his party would complain to the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) etc against those responsible for finalising the deal as there were reports of them taking USD 100 million in kickbacks.

Top politicians of the government had accepted the bribe, Warnasinghe said, adding that his party would reveal the names of those responsible at the correct time.

“We are against the deal as the government has not revealed the lease agreement with China Merchants Port Holdings so far,” he said.

According to the Minister of Strategic Development and International Trade Malik Samarawickrema, the agreement would be signed with China Merchants Port Holdings during the first half of January to develop Hambantota Port despite protests from the Joint Opposition and the JVP. According to the agreement 80% of the port ownership will be vested with China Merchants Port Holdings and the balance held by the Sri Lanka Ports Authority.

The government says it expects to develop 15,000 acre as a special economic zone with 2,400 factories within six years creating 400,000 employment opportunities with new investments.

“People have a right to know what are the factories to be set up within 15,000 acres and who are the architects of the agreements,” he said adding that they also needed to know the conditions m

Guinness world record cheating ‘X’mas condom’ of mendacious Arjuna earns him the title ‘world’s record breaking liar’ !


LEN logo(Lanka-e-News -26.Dec.2016, 11.30PM) Minister of Ports Arjuna Ranatunge who boasted that he is erecting the tallest artificial Christmas tree in the world and bragged he is going to enter the Guinness book of world records, finally got  his name entered  in the Guinness book of  records as the biggest X’mas liar in the world ! Arjuna who always tries  to get into shoes which are too big for him and has no sense of his own proportions has proved that he is nothing but   a laughing stock of the masses by trying to do things which he cannot do and undoing  even the good things when discharging his tasks   as a minister.
Arjruna at the beginning said , as he does not want to play second fiddle to anyone he is going to erect the tallest X’mas tree in the world, and be the first to have done that.

After all the empty boasts and brags of this hollow and shallow braggart , the much hyped X’mas tree was inaugurated on 24 th  night  , and his media secretary on the 25 th (noon) revealed the statistics of the tree by a communiqué. 
The minister who has by now acquired a name as the biggest liar , in his communiqué stated this X’ mas tree is the largest artificial X’mas tree in the world after boasting he has erected  the tallest X’mas tree in the world. How does it become the largest ? and based on what grounds has not been explained  however. In any case since  the height of the tree  and the number of bulbs used are mentioned  , it may be assumed  it is Arjuna’s largest in his puerile  fantasy world .

 “The  world’s previous largest X’mas tree had a height of 182.4 feet . That tree was made by GZ ThinkBig Culture Communication Co.Ltd on 25 th December 2015 in Guenshui , China. A year later in commemoration of X’ mas, an usherer of peace  X’mas tree with a height of 238 feet (72.5 meters)  adorned with 500,000 bulbs and over 1 million Pine  spheres was to be erected at the Galle Face Green . International award winner  and popular film Director Inoka Sathyangani supervised  the X’mas tree construction .”

‘X’mas condom’ not a X’mas tree !

First and foremost it must be said , it is not  a X’mas tree that was erected . It was rather a X’mas condemned condom , and as is always the case  with Arjuna’s erections this time too it was a failure  . Truly if it was a X’mas tree , it would have had a conical shape  characteristic of a genuine Christmas exhibit. Arjuna’s  X’ mas tree on the other hand was sadly lacking  that attraction because it looked more a blunt condom with which he is more familiar than the  bright X’mas tree ( compare with the photographs herein of X’mas trees of the world!)
In the past the Sri Lankans did not have the sophisticated equipments ,yet irrespective of the size of the structure , when it is said to be a dome they were able to  construct it in the shape of a water bubble unerringly. If it was to have  the shape of a  hay heap  they could construct that too  no matter its size. This can be confirmed   when witnessing the ancient ‘stupas’ that were  constructed. 
The world still marvels at those creations. Yet poor Arjuna could not construct a proper  artificial X’mas tree even in this modern times with all the latest equipments which are freely available. 
No wonder Arjuna who is  best known for his worst  miserable failure when it comes to erections has  constructed not the tallest X’mas tree in the world but  a condemned  ‘Christmas condom’. The whole world must be thinking that Sri Lankan Christians  cannot even erect a X’mas tree when a minister himself of the SL  parliament has proved his is  a condemned ‘  X’ mas condom’ by trying to construct his much hyped tallest X’mas tree . Arjuna by trying to do what he is incapable of  has disgraced the country ,let alone himself. Ultimately , it is the Christians in SL who have to face this most shameful fiasco, and not Arjuna.

The statement that the tallest X’mas tree in the world  built in China in 2015 is 182 feet is an absolute lie. That was to show Arjuna’s  X’mas tree (rather X’mas condom) of 238 feet (72.5 meters) is tallest.

Mexico report on tallest X’mas tree…

The tallest artificial X’mas tree was exhibited at the Chapiultepech playground from 2009-12-05 to 2010-01-09 in the Mexico city according to  the World record academy .The height of that tree was 295 feet (90 meters) and its base  was 114 feet. (Herein is a photograph circulated by Reuter ) . Therefore the story about China related by mendacious Arjuna  in this connection is an absolute falsehood. 

Report from Brazil of the tallest X ‘mas tree in the world …

There is also another world record of the tallest floating X’mas tree. That was exhibited in 2007 at the Rodrigo De Fetras lagoon  in Rio De Janeiro, Brazil .That X’mas tree was 278 feet ten inches  tall (85 meters). (photo herein) 
Hence , if Arjuna’s X’ mas tree (X’mas condom) was going  to be 238 feet tall and the tallest in the world , it had been proved he is wrong , because taller X’mas trees in the world had already been constructed on land as well as on water. Arjuna who is always in a world of puerile fantasy and falsehoods has no knowledge of basic world records .!

Most number of bulbs used –report from Australia ….

In case Arjuna the so called world record breaker (world record cheater !) claims his  X’mas tree has the most number of bulbs –  that too  is another lie. The World record academy has already recognized  the highest number of bulbs in the world was used on a ‘X’mas tree erected by David Richard in Australia in  November 2015 .The number of bulbs used was 518,838 !, The  star at the apex tree alone was adorned with 12000 bulbs ! (herein is a photograph of that) 
Arjuna’s official communiqué indicates his tree (X’mas condom ) has 500,000 bulbs . Hence even when considering the number of bulbs used, it is clear Arjuna’s condemned condom is not even having  the highest number of bulbs to beat the world record.  In the circumstances Arjuna the accomplished liar has duped the people ,specially the Christians by lying most deliberately and profusely 

Message of peace – another lie !

Another lie of Arjuna is his claim that by this exercise he was seeking to disseminate the message of peace among  the people.  If that was so that message ought to be there on the flags used . Instead it was the name ‘Arjuna Ranatunge’ in large letters in Sinhala and English that had been printed (photos depict) on those . In other words ,Arjuna misusing the public donations is  through his ‘X’ mas condom’ condemned gimmick   propagating his selfish self  serving   message only - trying to  boost  his own image, while also trying to  erect whatever is limp and  drooping in him. 

Judges of Guinness book of records don‘t even know….

If anything is done to enter the Guinness book of records that must be done with the monitoring of the judges of the Guinness records . Only such records are recognized by them .
When LeN inquired from the Guinness records committee in this regard , their reply was ,there was no such monitoring pertaining to Arjuna’s ‘X’mas tree (X’mas condom)  erection. Neither was any such request made. Therefore it is crystal clear Arjuna has from the beginning aimed at duping the people and killing the true spirit of Christmas of the Christians.

…. “ International award winner and popular film director Inoka Sathyangani who monitored  the X’mas tree ” had deceived the people.
We deem it most apt at this juncture,  if we make known to the public  the putrid antecedence of Inoka whose certificate neither the world record judges nor anybody in the world would accept .She is such a cheap publicity seeker that when her cow that was kept tied  in her garden was stolen , instead of reporting that to the police she convened a media briefing to report that ,in order to earn cheap publicity . So this is the infamously famous  Inoka of Arjuna ,who is well known for creating such ‘buffalo’ records who supposedly monitored Arjuna’s condemned ‘Christmas condom’. If those  who gave her the name “Sathyangani’ are living they would be now asking a thousand pardon for committing that sin. 
Certainly  , Arjuna after the publication of this report is going to scream , mud is being slung at him. In any event Arjuna is bound to  reveal to the people the truth regarding the exposures of ours about  his profuse lying, because of the announcement made by his deputy minister Mutthetigama on the day Ajuna’s ‘Chirtsmas condom’ was unveiled.

He said, Arjuna who won  the cricket  world trophy for  SL in 1996 , and created a world record has today , by constructing the tallest artificial X’ mas tree of the world has earned  great fame for the country , when in fact  Arjuna by endlessly lying had only tarnished the image of the country  before the world.

By the profusion of lies uttered by Arjuna day in and day out he had proved he is not ‘ Reggie‘s son ,’ rather he is ‘Mancho-son’ . If only Arjuna instead of stepping into shoes which are to big for him , had  humbly said he is going to construct a X’mas tree on the model of the tallest tree in the world , he would not have met this Waterloo. Usually an arrogant individual is taken that high so his fall will be that hard. When arrogance rides on ignorance , the disaster that individual courts can devastate not only himself but everything and everyone around.

Employees of the Aviation Authority are saying that the true love of the institution is Prabhath Kularatne.

Whenever he needs, he makes degrees and diplomas to grant promotions, goes around Colombo city during office hours, makes rooms of the Authority available, meets the director general whenever he wants, and Authority’s management sings songs in television. Whenever he wants, he holds musical shows at the airport. Employees of the Authority ask as to whether there could be any truer love for Prabhath.
 
He gives advice to some that if they want something done, that they should not follow the due procedure, but meet the director general early in the morning and get it done. What sort of a barbaric law is that?
 
Those who are in the know say he practiced the art of being a stooge from Lalith Kotelawala. TV employees know how he pleaded the insertion of news about Kotelawala. But, when Kotelawala fell into trouble, he slowly abandoned him and got closer to Gen. Daluwatte, and to the Gem and Jewellery Authority. But, he could not do what he wanted, because its employees knew about the media. Later, Daluwatte became the chairman of the Aviation Authority. Prabhath was a God Sakra for the director general who knew next to nothing about media, the singing deputy director general and the princess in charge of human resources management. His wish was the wish of the Authority.
 
He was so powerful that once he deceived the DG into issuing letters to permit musical performances in the SriLankan hanger. The outcome was that a vehicle belonging to ITN crashed into an Airbus 340. The SriLankan held an investigation into the incident. Thanks to Prabhath, SriLankan employees too, now go to the Boeing 747 hangar after strict body searches. But, there is no punishment for any of these offences. Is it because Prabhath is the true love of the Authority?
 
On the strength of the top administration, Prabhath leaves on personal errands during office hours. He is regularly seen at media institutions. He is there not on official duty, but on personal errands. He can also be seen at Sirikotha. By seeing “the amount of office time he spends at media institutions, employees ask if going by the rate of his visits to media institutions, television channels should be full of news about the Authority.” But, he goes there on personal errands and video tapes are available with the employees to prove the point.
 
The administration got to know about Prabhath through websites and surmised about an impending danger. He was removed from a covered cubicle to an open area which can be seen by the DG. Is it because Prabhath has been protected like an eye.

An Iraqi journalist was kidnapped by unidentified gunmen from her home in Baghdad overnight, police and relatives said on Tuesday, prompting Prime Minister Haider al-Abadi to order an investigation.
Afrah al-Qaisi is an outspoken critic of government institutions who had campaigned against corruption in satirical columns she writes for several local newspapers and media outlets. Qaisi used to work for the pan-Arab, Saudi-owned newspaper Asharq al-Awsat.
Iraq's Interior Ministry said in a statement it had formed a team to look into her abduction.
The gunmen took Qaisi from the predominantly Sunni southern Saydiya district of the capital where she lived with her family, according to Ziyad al-Ajili, the head of the Iraqi Journalistic Freedoms Observatory.
"They separated the children from their mother after forcefully entering the house and took money, jewellery, laptops and her car as they left," Ajili said.
Her husband was away at the time and the assailants broke into the house after Qaisi refused to open the door.
Iraq is ranked second after Somalia in the Committee to Protect Journalists (CPJ) 2016 Index of Impunity, which calculates the number of unsolved murders over a 10-year period as a percentage of each country's population.
Over the past decade, 71 journalists have been killed with impunity in Iraq, according to the CPJ.
Many were victims of Sunni militants who were active in Iraq even before the Islamic State (IS) group overran around one third of the country more than two years ago.
But other armed factions, including Shia militias, some backed by the government, have grown increasingly powerful through their participation in Baghdad's fight against IS.

Islamic State fighters executed civilians: Rights group

In northern Iraq, 13 civilians were "summarily executed" by IS fighters after villagers rose up against them at the start of the Iraqi army's offensive to retake Mosul, Human Rights Watch said on Tuesday.
The killings took place in the villages of Al-Hud and Al-Lazzagah, 50 kilometres south of Mosul on 17 October, the day government forces launched the massive operation to oust the militants from the city.
"ISIS responded to the village uprising by unlawfully executing people captured in the uprising and civilians who weren't involved," Lama Fakih, deputy Middle East director at HRW, said in a statement.
"Security forces who capture ISIS fighters should properly investigate their participation in alleged war crimes like these," she said, using an alternate acronym for the militant group.
In total, the IS fighters "summarily executed at least 13 people including two boys," HRW said.
The report included the picture of one of the slain boys, a 13-year-old who had not been involved in the uprising, it said, citing his father Muhammad.
IS had captured Al-Hud and Al-Lazzagah in June 2014, with villagers saying they lived in constant fear of punishment, including death, for activities like smoking and using mobile phones, said HRW.
As Iraqi forces closed in on the morning of 17 October, about 30 villagers attacked the militants, killing 19 of them, said the New York-based watchdog.
IS fighters began the execution-style killings in the afternoon, leaving bodies lying in the streets.
Iraqi forces entered Al-Lazzagah that evening and Al-Hud the next morning.
Human Rights Watch called on Iraqi security forces to "appropriately investigate incidents of alleged war crimes so that those responsible, if in government custody, can be fairly prosecuted".
After seizing control of large parts of Iraq and neighbouring Syria in mid-2014, IS declared a cross-border "caliphate", imposed its harsh interpretation of Islamic law and committed widespread atrocities.
Iraqi forces have been tightening the noose around Mosul since launching the offensive.

Christmas moonshine kills 23 in Pakistan town - police

A toxic homemade Christmas liquor killed at least 23 people, mostly from Pakistan's Christian minority community, and made dozens sick, police said on Tuesday.

At least 45 people were treated for poisoning after drinking the moonshine in the town of Toba Tek Singh, Punjab province, about 315 km (195 miles) south of Islamabad.

"The maker and supplier of the toxic liquor is also included among the dead," senior police official Bilal Kamyana told Reuters. "The maker prepared liquor at home and sold it in polythene bags for 500 rupees (about $5) each."

Deaths from tainted liquor, often home-brewed, occur periodically in Muslim-majority Pakistan, often around religious festivals. In March, at least 40 people, mostly Hindus, died after drinking toxic liquor days ahead of the festival of Holi.

It is illegal for Muslims to buy or consume alcohol in the country, and minorities need permits to buy it in restricted quantities.

Christians make up about 1.6 percent of Pakistan's 190 million people, with most living in Punjab.

Korean Air to use tasers to clamp down on violent passengers

Korean Air is to allow its staff to “readily” use tasers on unruly passengers after receiving criticism from US singer Richard Marx for the way it handled an on-board incident.

The airline announced tough new measures after Marx was forced to step in and help restrain a violent passenger during a flight from Hanoi, Vietnam, to Seoul in South Korea last week.

The singer later criticised Korean Air staff for “not knowing how to handle a situation like this without passenger interference” and said they were “clueless and ill-trained” to deal with the “psycho” passenger who had assaulted passengers and crew. 

The airline has now announced new guidelines, including the use of stun guns “in a fast and efficient manner”. Previously crew members were only allowed to use the weapons in “grave” situations in which the life of a passenger or staff member was in danger.

The South Korean airline said staff would also undergo more comprehensive security training. Passengers with a history of violence will be banned from flying and at least one male crew member will be on board each flight.

In a statement it said: “We have decided to improve our conditions and procedure on using Taser guns to cope with violent acts and disturbances on board in a fast and efficient manner.”

A spokesman said regulations would be relaxed to allow crew members to “readily use stun guns”.

The company’s president, Chi Chang-hoon, said Asian airlines had not followed US carriers in tackling on-board violence and suggested “Asian culture” was to blame. The number of illegal acts committed on planes in South Korea has trebled in the last five years, according to government statistics.

The passenger who was restrained by Marx has been charged with inflicting injury to the crew and a passenger during the flight. Korean Air said he had consumed two and a half shots of whiskey while on the plane. 

Video of the incident posted on YouTube showed a young man in a business class seat spitting and swearing at crew members trying to restrain him with a rope.

Marx’s wife, Daisy Fuentes, said on Instagram that Korean Air staff “didn’t know how to use the taser and didn’t know how to secure the rope” around the unruly passenger. 


The suspect appeared on Monday for questioning by police, wearing a mask, thick-rimmed glasses and a hat. He apologised for his behaviour but said he could not remember what had happened.

Cruise control. Taiwan has been nervously watching as Beijing’s aircraft carrier, the Liaoning, cruised past Taiwan on its way to the South China Sea in recent days, though Chinese officials said the movement was a routine drill. Taiwan has emerged as a point of contention between President-elect Donald Trump and China after Trump’s phone call with Taiwanese President Tsai Ing-wen and his statement suggesting that his administration might ignore with the decades-old One China policy.

“The threat of our enemies is growing day by day. We should always be maintaining our combat alertness,” Taiwan Defense Minister Feng Shih-kuan said on Tuesday. China, of course, does not recognize the independence of Taiwan, which has purchased billions in U.S. weaponry over the decades. Last December, the government in Beijing confirmed that it was building a second aircraft carrier, and China likely has the ability to build multiple carriers over the next 15 years, the Pentagon said in a report earlier this year.

Beijing, Moscow have complains about that U.S. defense spending bill.Chinese officials aren’t happy over a provision contained in the $618.7 billion National Defense Authorization Act signed by President Barack Obama last week calling for more cooperation between the U.S. and Taiwanese militaries. In a statement, Beijing’s Foreign Ministry said, “we urge the U.S. side to abide by its promises made to China on the Taiwan issue, stop U.S.-Taiwan military contacts and arms sales to Taiwan, to avoid damaging Sino-U.S. ties and peace and stability in the Taiwan Strait.”

Moscow and Syria. On Tuesday, the Russian Foreign Ministry issued a statement calling Washington’s plans to drop some restrictions on supplying weapons to Syrian rebels a “hostile act” that threatened Russian warplanes operating in the country. “The passing of this law in the last days of team Obama is an indication the administration is planting a landmine for the future administration of Donald Trump, in an attempt to complicate affairs in the international arena,” spokeswoman Maria Zakharova said.

Sanctions. Likewise, the decision to renew U.S. sanctions on Russia for its invasion of Ukraine and annexation of Crimea in 2014 was an attempt to impose the Obama administration’s “vicious anti-Russian course” on the incoming Trump administration, she added. “We hope that those who succeed them will be wiser.” Still, U.S. officials tell the AP that talks between American and Russian military officials to ensure their aircraft don’t run into one another over Syria have been fruitful, and have at times progressed beyond merely tactical communications.

To the Baltics. In an open message to Donald Trump — who has celebrated Russian President Vladimir Putin’s authoritarian tactics and questioned NATO’s relevance, unnerving the alliance’s Baltic members — Republican senators John McCain and Lindsey Graham arrived in Estonia on Tuesday on a trip widely perceived as an attempt to reassure Baltic states concerned Trump may not be committed to their defense.

“I think this visit is being done to emphasize that, whatever happens after the inauguration, the U.S. Senate will be something the Baltic states can calmly rely upon,” Zygimantas Pavilionis, Lithuania’s former ambassador to Washington, told Reuters. McCain and Graham will next travel to Latvia and Lithuania on Thursday where they’ll meet heads of state and defense officials.

In recent days, Trump has Tweeted approvingly about Putin’s criticism of Hillary Clinton, his opponent for president, and showed off a congratulatory note the Russian leader sent him after the election.

Russia

Russian officials are saying they don’t believe that terrorism caused the crash of a Russian military plane that killed 92 people when it crashed into the Black Sea, according to the New York Times. The Tupolev 154 took off from Sochi on Sunday with 68 entertainers on board headed for a holiday concert in Latakia, Syria, where Russian forces in the country are based. Russian authorities are currently mounting search operations and say they’ve found the “black box.” Russian Interior Minister Maxim Sokolov says terrorism has been ruled out already and Russian Air Force has vouched for both the pilot and the aircraft involved.

Afghanistan

The New York Times reveals the story behind a Norwegian diplomat’s secretive, backchannel talks with Taliban leaders and the story of a peace deal that might have been. Alf Arne Ramslien tells the paper he started meeting with Taliban officials sent by the group’s late emir Mullah Omar to talk about a possible peace deal to end the fighting in Afghanistan starting in 2007. Norwegian diplomats managed to arrange for Taliban and an Afghan government delegations to meet in Norway for talks in 2008 but the effort was sabotaged when a Taliban delegation member’s family was attacked in an explosion in Quetta — an act officials believed was a warning that Pakistan didn’t want the talks to continue.

Capt. Niloofar Rahmani, the Afghan military’s only female pilot, used to be a symbol of things going right with the country. Now, the Wall Street Journalreports, Rahmani is in the U.S. asking for asylum. After a C-130 training course Rahmani was attending ended last week, she refused to return to Afghanistan and sought asylum, saying she hoped to fly either for an airline or the U.S. Air Force if her request is accepted. The Afghan military has had repeated problems with troops deserting once they arrive in the United States for training.

Pakistan

Fake news has generated some very real threats in international relations as Pakistan defense minister threatened Israel with nuclear war over a bogus online story. The AP reports that a fake news purveyor AWD News published a story about a non-existent threat by a former Israeli defense minister threatening to use nuclear weapons against Pakistan if it sent troops to Syria. Pakistani Defense Minister Khawaja Mohammad Asif read and believed the story, leading him to tweet ominously at Israel that “Pakistan is a nuclear state too.”

Saudi Arabia

Saudi Arabia’s interior ministry estimates that about 2,093 Saudi citizens have joined up with jihadist groups abroad as foreign fighters. Agence France Presse reports that the ministry believes that 70 percent of fighters are currently with groups in Syria. The rest of the foreign fighters were either in Yemen, Afghanistan and Pakistan, or Iraq.

Business of defense

This year is ending with a bang for U.S. arms sales, according to Defense News. Arms sales greenlit by the State Department’s Defense Security Cooperation Agency up until late December amount to around $45.2 billion. The end-of-year blowout sale of F-15QA  and F/A-18E fighter jets to Gulf countries pushed the 2016 total up by around $31.2 billion.
