Time is palpably moving fast. President Obama’s first inauguration was like yesterday. Eight years have elapsed since. “The Apprentice” will officially take over the mantle of the Oval Office come January 2017. The 45th President of the United States of America.
The world is changing and changing fast. Technology, education, health, dress – there is hardly anything in life that is not changing, some changes we like while others create fear and anxiety. The trailblazing socio-economic and political changes taking place globally, regionally and locally no different. It seems change itself is undergoing a profound change.
Regardless apparitions of the past will continue to haunt the world, one such recalcitrant ghost is ISIS. It seems expert script writers are meeting President-elect Donald J Trump at his private golf course one after the other. Let’s wish each one of them all the very best.
The soccer ball with the four English letters ISIS designed in bold letters will be soon passed on to Donald J Trump, let’s wait and see how he’ll navigate it. The way he manages will reveal the temper, tone and rhetoric with which other leaders and officials will subscribe and subsume to the official narrative of the day. Included in this distinguished panel of officials is none other than our own Minister of Justice the right honorable Wijeyadasa Rajapakshe.
We come back to the statement made by him in parliament purporting an intelligence report released one and half years ago allegedly stating that four Sri Lankans had joined ISIS. To date no prima-facie evidence had been produced to corroborate this.
ISIS among other things is a game, a ploy to rule the world and plunder resources of Muslim countries.
Not totally discounting or exonerating radical Muslims and their involvement but admittedly the picture reveals a different story. We shouldn’t get too excited about the official position. It’s also alleged by western experts that ISIS is an ingenious strategy of the western intelligence to flush out naïve Muslim youth romancing a nostalgic epoch that immortalized martyrdom.
Regardless whether it’s a western conspiracy or not, the true and trusted scholars of Islam had done their part in exemplary fashion warning Muslim youth against all forms of extremism. Their sincere intention is to educate Muslims to the best of their ability and empower them with the right knowledge so that they are able to countenance the challenges adequately.
Shaykh Abd Al-Muhsin Al-Abbaad is a major scholar from the city of Al-Madinah, Kingdom of Saudi Arabia. He issued a statement regarding the alleged khilaafah announced by Abu Bakr al-Baghdadi. Following is a summary of the essential points:
I think every Muslim youth wherever they may be must read the summarized points vis a vis ISIS put forward by the distinguished scholar.
  • That a sect appeared a number of years ago calling itself the Islamic State of Iraq and Syria (ISIS, Daish), those behind it were all unknowns, identified only by nicknames.
  • They began to call themselves the Islamic Khilafah, led by Abu Bakr al-Baghdadi, an imposter under whose command or knowledge many were killed in barbaric ways. It is better for this sect to recant and return otherwise it will simply be blown away by the wind as has happened to sects like them before.
  • It is unfortunate that this alleged khilafah has received acceptance by the youth in some lands, they showed their happiness and joy like a thirsty person who sees a mirage of water, and some of them claim that pledge of allegiance is due to this unknown khalifah. How can goodness be hoped in from those who have been put to trial with Takfir and slaughter in the vilest of ways? The youth should free themselves from them and not follow any one who shouts and screams.
  • Then the Shaykh cited texts to show the danger of extremism (ghuluw) in the religion and the important to return to the people of knowledge.
  • Then the Shaykh cited texts that indicate the sanctity of life and the gravity of murder and taking life without due right.
  • The Shaykh advised those youth to recant and to come back to their right guidance and not be led to their destruction, that they should maintain their obligation of hearing and obeying those in authority over them and to maintain the order and security of their nation.
A practicing Muslim can only express outrage at some of the actions of ISIS. Islam is the final religion of Allah Almighty and obviously does not permit the heinous killings, destruction and other abominable acts committed by ISIS and their affiliates in different regions of the world.

In a country where many people feel powerless, many right-thinking people watched with alarm and disappointment in 2014 the steady decline in the moral values of our nation with politics for material benefits overtaking our cherished values.

The breakdown of our religious values, traditions and culture, the level of politicisation of the public administration reached new heights, which led to nepotism, bribery and corruption. Therefore the people of the country wanted a change, they were sick of the political show.

The election of President Sirisena gave Sri Lanka an opportunity for real change. The election of Maithripala was no doubt a victory for liberty, justice and democracy, as against autocracy and nepotism. The newfound political and social freedom post January 2015 has created a host of new opportunities for the government, but the government so far has failed to get it going fully. 


Economic and political freedom

2016-12-13-ft-img-29The executive presidency in Sri Lanka was strengthened by the dictatorial powers added on by the 18th amendment. As a result the entire State administrative machinery of the country in all aspects of functioning was politicised beyond redemption.

The 18th Amendment not only led to a gradual and systematic destruction of liberty and democracy, but also destabilised the economy by creating an opportunity for corruption and free spending of public money without accountability, destroying the very social fabric of our society. Now with the passing of the 19th Amendment it has paved the way to establish law and order and an independent public service.

The promise to establish an accountable parliamentary system, strengthening democracy with accountability and transparency needs to be delivered. In addition we need to continue to restore human values, human rights, rule of law, decency and economic freedom. 


Building confidence

The Government would need to ensure steady and a balanced economic growth with a conducive environment that will help to create new job opportunities, develop agriculture, industry; and reposition our education and skills development effort.

Housing for the homeless and empowerment of the socially marginalised and disabled including war victims should also be priority concerns. Creating a conducive climate to do business, to re-build business confidence amongst investors, both locally and internationally must be a top priority. By continuing to depoliticise the system a lot of the demotivated business leaders can be rejuvenated and re-energised.

The stock exchange needs inspiration to ensure the exchange attracts genuine investors and also provide opportunities for a broader group of investors to benefit by investing in the stock exchange. To ensure this, the Government should only act as a facilitator and that requires better regulation and leadership.

Therefore the message that is required is that business will only be done by the private sector and the Government will provide a level playing field and provide long-term investment friendly policies that will benefit all businesses, irrespective of their affiliations.

The politicians don’t need extra power via laws to create a climate for investment. Therefore many regulations and tax and fee structures that are perceived, as a deterrent to investment and doing business must be removed via a consultative process between the public and private sectors.

The Government needs to work to restore GSP+ and open up new markets. Special emphasis also needs to be given to the welfare of the weak, disabled, the elderly and the unemployed, as well as environmental conservation.

However to do this it is important that people with the right competence and credibility are appointed to key Government positions, the mistakes of the past should be avoided, because the public is no mood to reward non performing governments and also many of those who voted for the President for the better, was a long overdue rebuke to an entrenched and arrogant governing class. Therefore, for the President and Prime Minister, 2017 will be a year to fulfil promises and deliver on expectations.

Hambantota Fiasco and Implications for Future

There is no question that tripartite agreements or a ‘Bay of Bengal Trade Zone’ could benefit Sri Lanka in theory. But it is far-far away from the current reality. As the Hambantota fiasco has shown, Sri Lanka or the present government is not ready for that. If Sri Lanka cannot manage the Hambantota port, as the major partner of the so-called PPP, how can it benefit from other deals?

For a while, because of this ‘fiasco,’ the bigger issue or the bigger Fiasco got blurred. The leasing of the Hambantota Port for 99 years at this stage of Sri Lanka’s economic development for just US$ 1.12 billion to a Chinese company (China Merchants Ports Holding Company) will have great repercussions for the country for a long period.

Invitations to Expatriates to Return
The President during the health ministry budget debate has invited our doctors who have migrated to the West to return and serve.
Recall that on 1 Sept. 2015 the President announced a special policy statement in parliament promising a red carpet welcome to us expatriates who return. This was on the heels of the 100-point program of the new government. Point 94 promised reinstatement to victimized persons who returned. I had to flee twice, in 2006 and 2011, over safety concerns.
I was very enthusiastic about the changes in the offing and wanted to support them. I was just short of 63 years of age in the US. There is no retirement age there but here it was 65 for academics. I felt my mite was necessary. I took two years’ leave of absence. I thought I could put in my two years remaining here at Jaffna’s Engineering Faculty which was struggling with lack of staff. The two years’ pay loss was nothing compared to the free education I had received here.
Second Grade People Hiring Third Grade People
Alas! In the words of Dr. Michael Nelson, a top Analyst for the US Government:
“First Grade people hire first grade people and surround themselves with intelligent people. Second grade people hire third grade people.”
My application to University of Jaffna for a junior position (Senior Lecturer) was rejected. In 2010, in the aftermath of the war, the UGC effected a policy of absorbing those who returned. But the long-term effect of second rate people hiring third rate people is that the third rate people now want no qualified people.
Clueless UGC Chairman
The UGC Chairman Mohan de Silva is responsible. His qualification for office is questionable. Despite the powers conferred on the UGC by the Universities Act to regulate the administration of universities and uphold academic standards, de Silva says in three separate affidavits in the bad English characterizing the deteriorating university standards,  “the Universities are separate legal entities and the UGC has not given power [sic.] to compel Higher Educational Institutions to do things by the Universities Act No. 16 of 1978.”
While hiding behind autonomy, when convenient, this autonomy is waived as when he forced the Open University VC to reduce tuition fees and when he advertised engineering vacancies for South Eastern University (SEUSL) in the Sunday Times. When I spoke to de Silva in Professor Carlo Fonseka’s presence, he was clueless about UGC Circulars and insisted that to be a professor one had to join as a lecturer, and there is no direct recruitment as professor.
SEUSL: Punishing Students to Safeguard Third Rate Academics
de Silva was defending asking a person who holds an Oxford DPhil and a professorial post abroad to come as a Senior Lecturer. This person had applied for the post of Professor responding to de Silva’s Sunday Times advertisement. He has authored many western textbooks and papers in far greater numbers than, I venture, any engineering professor here. Yet, he was asked to come for an interview for Senior Lecturer whereas he had responded to an advertisement for professor. He naturally refused. After turning him down, Senior Lecturers from other universities are now paid a fabulous bonus to come visiting, whereas this person would have commanded a lower salary and been a professor.
When students at SEUSL asked me to apply there because they had no one to teach electromagnetics, I declined saying I came back to live in Jaffna but would volunteer to come one day a week without pay and teach two courses. I communicated this to the Dean and VC through my former students who know them. But my offer was turned down. My volunteering would have interfered with paying friends to come as visitors with a hefty Rs. 150,000 a month bonus.
Unlawful Jaffna and Attorney General
The University of Jaffna to date has not fulfilled an order in 2010 to hire my wife (with a PhD degree under a Nobel Laureate) and me (with a higher doctorate). Its Selection Committees have incredibly found us unqualified although we both held professorships at a major US research university. Nor has it obeyed a directive made on 2 Feb. 2016 by the University Services Appeals Board (USAB) to pay me for the time I was VC-Jaffna and list me among past Vice Chancellors.
In the meantime, the Jaffna Council has objected to my application being rejected by the VC. It asked her to review the decision in July but she is stalling. The VC has disallowed questions from the Council, claiming that the Attorney General has ordered her not to discuss my case at the Council; even as she and the Attorney General make submissions to the USAB on behalf of the Council!
The Attorney General is behaving like a Shyster, ignoring that according to the Universities Act it is the Council that speaks for the University. Dr. Devansean Nesiah of the Council has queried the legitimacy of such submissions through a letter to the USAB. He has pointed out that the Universities Act in Article 28(2) states “The powers conferred on a University […] shall […], be exercised by its Council.”
How can the AG submit to court on behalf of the Council when the Council cannot know or discuss what is submitted on its behalf? The AG’s actions are contempt worthy of a Shyster.

Gagan ambassador to Afghanistan..!

LEN logo(Lanka-e-News -23.Dec.2016, 11.30PM) President Maithripala Sirisena has nominated retired Air force Commander Gagan Bulathsinghala supposedly residing at 97, Wijerama mawatha , Udahaamulla , Nugegoda as the Sri Lanka ‘s ambassador to Afghanistan . As of late , since  these appointments have to be presented to the Parliament select committee pertaining to high profile posts  ,it has therefore been submitted for its approval. 
Under the 19 th amendment, even  now appointments to foreign diplomatic missions are made by the president. However  those appointments must be approved by the parliament select committee as regards   high profile appointments. Since the consensual government does not desire to enter into conflicts with the president , the latter’s appointment is passed without a debate.
Nevertheless ,when president Maithripala was fielding as the common presidential candidate , he swore over ten times that these shall not be political appointments . (Clause 95 of  the president’s  manifesto  ‘ a new country within 100 days,’ said :a respectable foreign service without politicization will be re established). This was because during the Mahinda Rajapakse lawless, rudderless and ruthless  era , unqualified and unsuitable  morons , henchmen, cronies, relatives  , lickspittles, lackeys , nincompoops and nitwits  were appointed to the State Diplomatic service , whereby Sri Lanka became a laughing stock before the world. 
It is very rare in foreign countries , bright intellectuals and those with special  skills who are not having foreign diplomatic exposure are appointed to the diplomatic service.
Prior to Mahinda Rajapakse, such appointments did take place. The appointment of  Professor Sarathchandra as ambassador to Japan , enabled us to watch   plays such as the Maname and Sinhabahu which were mixed with Kabooki traditions of Japan. But   commanders of the forces who were on pension  were not appointed to the diplomatic missions to make them enjoy their retirement and make that service a home for the aged. It was during the Mahinda Rajapkse era with the appointment of pensioned commanders of the forces and IGPs who  were ignoramuses regarding foreign diplomatic affairs  to foreign diplomatic missions as ambassadors and High Commissioners that SL’s diplomatic service  , the rot set in and the foreign service became   a favorite haunt of heroin peddlers.
 (It was after the appointment of retired IGP Mahinda Balasuriya a close associate of heroin dealers  during the Rajapakse  era as the ambassador to Brazil , cocaine along with sugar in tons are still continuing to  arrive in SL from Brazil) . At that time , such appointments were made by the Rajapakses who were mentally warped based on war mania. 
Mr. Sirisena was appointed on 8 th January 2015, as president with the hope of  bringing  about  ‘change’ in order to uplift the foreign diplomatic service and make it  stand respectably and honorably on its feet , which service was previously made a loony bin infested with retired senile commanders of the  forces by the Rajapakses .
Sadly , however , Maithripala Sirisena who is now seemingly suffering from a mental disequilibrium  is entertaining the notion   ‘becoming the SLFP leader is preferable to the  post of president , ’ as a result  he is gradually acquiring the Rajapakse’s vacuous mentality  .This became very evident following his recent aberrant and most abhorrent ‘cyanide speech’ 
On a subsequent occasion  he went further to declare , ‘ I am on the side of the war heroes.’  Only what he did not do was hitting his chest with his tightened fists  while making that utterance. It has become most clear now , the president is on the ‘side of the heroes’ even if they are crooks and murderers , and is himself acting on their behalf to  secure bail for them by fastening the  label of ‘war hero ‘ to these rascals and scoundrels.
Another recent action of Maithripala mimicking the mentality of ‘vacuous Rajapakse’ is , the nomination of retired Gagan Bulathsinghala to the post of ambassador to Afghanistan .
Of course if Gagan was one who maintained a good repute and an antecedence it is understandable. But Gagan obviously was not such a commander . Prior to his appointment as Air Force Commander , he was a most notorious corrupt individual of the Rajapakse era .Despite LeN exposing his corruption with evidence , instead of sending him to jail which he richly deserved   , he was made the Air Force which he did not deserve  .
Thereafter ,abusing his official position he took advantage of his characteristic traits -  he swindled public funds on a monumental scale while also  going on countless junkets  abroad with his family wasting public funds. As exposed by LeN, in just 9 months he  travelled abroad as many as 8 times!  The most ridiculous and ludicrous part of this colossal wasteful exercise  was  his going abroad with his family to  purchase helicopter spares from countries where helicopters are not even produced !

Interestingly it was Gagan Bulathsinghala who created a record as the Air Force commander who held that position for the least  period, yet committed most corruption during that short period. Believe it or not , his  corruption courses through his veins so viciously that he did not return the official residence to the state even after retirement .Ironically ,it is such a scoundrel who has been nominated as the ambassador to Afghanistan by our good governance president Maithripala  Sirisena.

At this juncture may we recall  an interesting tale to refresh the memory of the people. 
In the  old tale of the  ‘Ray fish  tail’ of Maithripala Sirisena  , the president furiously remarked , ‘that individual shall be whipped with the Ray fish  tail .’ The president made this specific reference  to none other than the ill behaved, disgraceful  and immoral daughter of this very Gagan . The president was enraged over her  conduct  when the Latin American singer was performing on stage in Sri Lanka. She removed her bra strap and passionately kissed him in public on stage . Her sexual frustration was the cause of president’s provocation …needless to mention every male , young and old who witnessed that was provoked naturally.
 
There are  about 100,000 members of the foreign forces in Afghanistan , which include countries like  America, Britain , Australia, Italy , Germany , Turkey , Georgia and  Rumania. In order  to delight these forces ,singers of various countries visit Afghanistan , and perform concerts. The staff of the diplomatic missions in those countries are invited for those musical shows.

Oh Lord…please see that the brassiere strap of the daughter of the next ambassador to Afghanistan remains tight ! May the ‘Ray fish tail’ of president Sirisena too petrifies without putrefying at Polonnaruwa . This is the ardent wish of all Sri  Lankans .
It will be best if president Maithripala learns the meaning of ‘policy ‘  from those who know well  about it , that will do immense good to  the people , himself and  the country in the future.

Vehicles for 58 parliamentarians put on hold

The move to provide vehicles to 58 parliamentarians under an operational lease at a total cost of Rs.2.4 billion, has been temporarily halted, UPFA General Secretary Minister Mahinda Amaraweera said today.

 The controversial move came under heavy criticism.

 It ran into a snag when the Secretary of the Ministry of Parliamentary Reforms and Mass Media Ministry Secretary Nimal Bopage refused to sign the document approving the issue of the vehicles. He said his refusal was based on several issues and that he was asked to “Sign or resign”.

 Mr. Bopage said this proposal had not received the approval of the Technological Committee and that repayment was to be completed in 60 monthly instalments but the present parliament had only another 45 months to go and that he had no right to burden a future parliament with the remaining instalments. 

Meanwhile, the 58 MPs were to hand over petitions to the President and the Prime Minister asking to remove Mr. Bopage from the post of ministry secretary. A government source said the MPs were of the opinion that Mr. Bopage should be removed from his post as he had opposed the Cabinet which had approved the proposal to provide the vehicles. 

Earlier, Chief Opposition Whip Anura Kumara Dissanayake highlighted the fact that the 58 MPs were being currently paid a monthly transport allowance of Rs.200,000.

The ‘Collective to Protect Hambantota People’s Rights’ held an agitation opposite District Secretariat at Hambanthota today (23rd) against the attempt of the government to make available 15,000 acres from Hambanthota to Chinese investors.
A large number of agitators carrying agricultural tools participated.
The Member of the Political Bureau of the JVP K.D. Lal Kantha and the JVP Member of Parliament for Hambanthota District Nihal Galappaththi were also present.

Is There A Cadmium-Toxicity Health Risk In Eating Sri Lankan Rice?

A few years ago a newspaper report (Sunday Times, 2013) stated that Sri lankan rice took second place in a twelve-country list of rice containing high amounts of the toxic metal known as cadmium. Many people even now claim that Sri Lankan rice has excess cadmium (Cd), and that this must be a recent problem because “our fore-fathers” ate three meals of rice with no Cd toxicity showing up.
In my view, the actual circumstances are very different. There has probably always been cadmium in our soil, and in our rice. Yet it is quite safe to eat, for a number of reasons, as seen from a most recent study of the chemical components in rice published by researchers in the geology department of the Peradeniya University led by Prof. Rohan Chandrajith and by Dr. S. Premarathne of the agriculture department. In the Geology department study they compared the cadmium dietary load for residents of the dry zone (DZ), intermediate zone and the wet zone (WZ). In fact WZ-rice is found to have more cadmium than DZ-rice.
This study shows that although there seems to be significantly more Cadmium per kilo of rice than the safe limit stipulated by regulatory agencies like the WHO, there is also a thousand times more Zinc (Zn) in the rice. Now, it is known that Zn completely inhibits the toxic action of Cadmium. For instance, oysters and other sea foods containing quite high amounts of cadmium are allowed to be sold in European markets as long as they have an access of Zn. Having a thousand-fold excess of Zn atoms over each Cadmium atom is like having a thousand guards to keep check of a single criminal. Zn is good for the human body in the amounts present in rice and other food stuffs of Sri Lanka. In fact, a recent study by S. Premaratne (Ph.D thesis, Dept of agriculture, University of Peradeniya) shows that not only rice, but most Sri Lankan vegetables have this protective shield of Zn in them, when ever there is cadmium in them.
Hence, because of the presence of Zn, all varieties of Sri Lankan rice are probably very safe. Another
substance which competes with cadmium and nullifies its toxicity is selenium. The Peradeniya team has shown that Sri Lankan rice has not only Zn with its well-known protective action, but also selenium.
Further more, all the cadmium in rice cannot be absorbed by the body, because usually more than half the cadmium is in a form that is not available to the body. Such bio-unavailable cadmium is excreted out of the system. So only about 50% of the cadmium content in rice is relevant, and this is in any case neutralized by the presence of zinc and selenium.
In my view, the Cadmium in our soil may not be anything new, and is a result of geological processes. It could have been there even in ancient times, but with a “protective shield” due to the presence of Zn in the rice, just as it is the case today. In 2013 we did not know that there were such protective shields (i.e., presence of Zn and Se) in our rice. Hence there has been much speculation and even worry that there is a definite health risk all over Sri Lanka due to dietary intake of cadmium via rice and other foods. In fact the WHO and NSF (national science foundation) sponsored study (2013) of kidney disease in the North Central Province speculated that the kidney-disease epidemic may be linked to ingestion of cadmium-containing food. At that time it was not known that Sri lankan foods contained zine, i.e., a protective element against cadmium toxicity.
In my view, recent studies, and especially the recent work of the Peradeniya geology and agriculture researchers have done much to dissipate such fears.
Please remember that prior to this cadmium scare, there was much fan fare about there being arsenic in Sri Lankan rice, and this was even claimed to be a communication to the effect by God Natha. However, subsequent research has shown that there is no significant amount of arsenic in our soil or water, even in the Rajarata villages stricken with chronic kidney disease.
What about cadmium contaminated “cheap” fertilizers brought into Sri Lanka? Let us consider as an example, a shipment contained, say, 50 milli-grams of Cd per kilo of fertilizer (while the allowed amount is an order of magnitude smaller).
It is normal to apply 25 kilos of fertilizer per hectare of land. If the fertilizer is spread into the soil to a depth of 15 cm, the total soil volume is 1.5 trillion liters. Its dry weight would be roughly 0.5 trillion kilos.

New Zealand, Malaysia, Senegal and Venezuela requested a vote after Egypt, under pressure from US President-elect Donald Trump, sought to delay the measure. 
French Ambassador Francois Delattre told reporters that "most likely, we will have a vote soon" while Russian envoy Vitaly Churkin said "they are going to put it to a vote."
The measure drafted by the Palestinians and first presented by Egypt on behalf of the Arab Group had unleashed a frenzy of lobbying by Israel to block it.
Egypt had circulated the measure to the council late Wednesday and requested a vote the following day, but backtracked just hours before that meeting.
The Egyptian presidency confirmed that the delay was decided during a phone call between President Abdel Fattah al-Sisi and Trump.
Israel had asked Trump to intervene after learning that Washington, in a reversal of its policy under President Barack Obama, would not veto the resolution, an Israeli official said.
"This resolution is a Palestinian initiative which is intended to harm Israel," said Israeli Ambassador Danny Danon after prospects for a vote were revived.
"We call on the United States to stand by us and we expect our greatest ally to continue with its long-standing policy and to veto this resolution."

Trump calls Sisi

The Egyptian turnaround surprised many but follows repeated expressions of admiration for Trump from Sisi, a former military chief who overthrew his Muslim Brotherhood-backed predecessor in 2013 leading Obama to temporarily suspend military aid.
A Egyptian statement said "the two leaders agreed on the importance of giving the new administration a chance to deal comprehensively with all the aspects of the Palestinian cause to achieve a comprehensive settlement."
Israeli Prime Minister Benjamin Netanyahu urged Washington to block the draft, pointing to years of US willingness "to stand up in the UN and veto anti-Israel resolutions." 
The French ambassador stressed that the draft resolution "does not exclusively focus on settlements. It also condemns the violence and terrorism. It also calls to prevent all incitement from the Palestinian side so this is a balanced text."
"The key goal that we have here is to preserve and reaffirm the two state-solution," said Delattre.
Obama's administration has expressed mounting anger over the continued expansion of Jewish settlements in the occupied Palestinian West Bank, and speculation has grown that he could launch another initiative before leaving office next month.
"After becoming aware that the (US) would not veto the anti-Israel resolution, Israeli officials reached out to Trump's transition team to ask for the president-elect's help to avert the resolution," an Israeli official said on condition of anonymity.
Israeli settlements are seen as a major stumbling block to peace efforts, as they are built on land the Palestinians see as part of their future state.

Cease all settlements

The United Nations maintains that settlements are illegal, but UN officials have reported a surge in construction over the past months.
The draft resolution demands that "Israel immediately and completely cease all settlement activities in the occupied Palestinian territory, including East Jerusalem."
It states that Israeli settlements have "no legal validity" and are "dangerously imperiling the viability of the two-state solution" that would see an independent Palestine co-exist alongside Israel.
The Middle East peace process has been comatose since a US initiative to re-launch peace talks collapsed in April 2014. 
France has announced plans to host an international conference on 15 January to try to restart talks based on the two-state solution.
Trump, who campaigned on a promise to recognize Jerusalem as Israel's capital, had bluntly said Washington should use its veto to block the resolution.
"The resolution being considered at the United Nations Security Council regarding Israel should be vetoed," he said in a statement.
"As the United States has long maintained, peace between the Israelis and the Palestinians will only come through direct negotiations between the parties, and not through the imposition of terms by the United Nations."
Trump has chosen as ambassador to Israel the hardliner David Friedman, who has said Washington will not pressure Israel to curtail settlement building in the occupied West Bank.

Israel is due to evacuate more than 300 settlers from the Amona outpost, a colony built on land belonging to Palestinians in three nearby villages near Ramallah in the central occupied West Bank.

The evacuation was ordered by Israel’s high court.

But legislators, backed by Prime Minister Benjamin Netanyahu, are pushing the so-called Regulation Bill through Israel’s parliament, the Knesset. If passed, it would retroactively legalize all of the approximately 100 unauthorized outposts built on privately owned Palestinian land throughout the West Bank.

The Israeli government meanwhile intends to relocate Amona’s settlers to private Palestinian land – “replacing one land theft by another,” as the anti-settlement group Peace Now has said.

Israel’s deputy minister of defense stated that the Regulation Bill is “a historic law that will put an end to the high court terror of the radical left.”

According to Ziv Stahl, research director of the human rights group Yesh Din, the legislation would make Israel’s parliament, the Knesset, the effective ruling body of the West Bank.

“Once the Knesset is the sovereign, we are not talking about a rule of occupation in the West Bank, we’re talking about a rule of annexation in the West Bank.”

The world is witnessing in Syria a humanitarian catastrophe of historic proportions. People trapped in Aleppo have been posting goodbyes on social media. Russian forces supported by Iranians, have been bombing the civilian population of Aleppo, the country’s most populous city, to assist Assad’s butchery forces take control of rebel-held areas.

The Media outlets of all hues have already vividly depicted the suffering of Aleppo’s people and the heroic efforts of the doctors and civilians, like the White Helmets, who have been risking their lives to help them. When the facts are fully established, Putin’s bombing of Aleppo will be viewed as among the modern world’s most egregious war crimes.

Pro-government forces have reportedly executed scores of civilians in Aleppo, including women and children, according to the UN, as the battle for Syria's largest city continued. As per Rupert Colville, the UN rights office spokesperson, the situation is "a complete meltdown of humanity" as forces loyal to President Assad have in some cases reportedly entered homes and killed those inside, and in others "caught and killed on the spot" fleeing civilians. Raping of women has also been more of a routine occurrence rather than an exception.

Ibrahim Abu al-Laith, a spokesman for the White Helmets rescue service said :"Our fate is sealed. Why would we hide? It won't do us any good. We will either die or be captured," while Jan Egeland, UN special adviser for Syria, gave a warning that those responsible would be held accountable for the bloodshed. Witnesses say "We are facing genocide. There are people lying injured in the streets, still alive under the wreckage, and civil defence can't do anything to help them.". Citizens and social media activists across Aleppo's remaining opposition-held districts sent out "last messages" on social media late on ,as the bombing intensified and government forces continued to advance.

Syria`s government forces and their allies have thus almost certainly violated international law and probably committed war crimes by the latest bombardment of civilians hoping to be evacuated from eastern Aleppo.It was appalling that a deal to evacuate many thousands of civilians from eastern Aleppo also collapsed, thus outrageously and cruelly snatching away the hope of survival from them. More than 4.5 million people have fled Syria since the start of the conflict, most of them women and children.   Neighbouring Lebanon, Jordan and Turkey have struggled to cope with one of the largest refugee exoduses in recent history. About 10% of Syrian refugees have sought safety in Europe, sowing political divisions as countries argue over sharing the burden. A further 6.5 million people are internally displaced inside Syria, 1.2 million were driven from their homes in 2015 alone.

Depending on which news outlets we follow, our understanding of what is going on in Syria is likely coming from one of two main camps — Western media or Eastern media. Analyzing all forms of media leads to only one conclusion regarding the current crisis in Syria: all of the parties involved have an overwhelming amount of blood on their hands and are playing a role in the ongoing war. Analysts say that Putin timed this offensive well to coincide with the Obama’s last phase of reign before Trump takes over in January . It is unlikely The United States will cooperate with Russia on Syria. US Secretary of State John Kerry called for Russia and Syria to face a war crime investigation as Russia resisted the United Nation's urge for an immediate truce: A case of pot calling the kettle black, when considering the criminal record of the successive US regimes, in attempting to dominate ME geo politics. Russia and Syria should definitely face war crime investigation; but US can’t take up the ‘I am holier than thou’ stance without pointing an accusing finger at itself.

According to four-star General Wesley Clark, Syria was one of seven countries the Pentagon targeted for regime change following the attacks of September 11, 2001. The others were Libya, Lebanon, Somalia, Sudan, Iraq, and Iran. This intention to take out Syria’s leader prior to the start conflict in 2011 was confirmed by Wikileaks . According to Julian Assange, Assad’s overthrow was planned as far back as 2006. The U.S. has involved itself endlessly in the affairs of Middle Eastern countries. Major interests include oil, military bases, sale of weapons, propping up friendly Governments, and limiting Russian influence. But just as the Russians provoked a powerful revolt in Afghanistan, the U.S. provoked massive ‘unintended consequences’. U.S. prisons in Iraq became training camps of resistance to U.S. interests, most notably ISIS. Some in Congress still want a war on Iran over a nuclear weapons program it has never had while lavishly supporting Israel’s nuclear arsenal. People in the Middle East can see the contradiction as have people elsewhere.

A new phase in Russia’s policy and rivalry with the United States in the Middle East was inaugurated by the outbreak of the Syrian revolt and civil war in March 2011. Since the inception of the crisis, Moscow has placed itself at Bashar al-Assad’s side as his most important international supporter. The prospect of Syria falling into Washington’s direct or indirect sphere of influence was abhorrent to Moscow. Putin enhanced his profile as a broker in Middle East diplomacy. The Assad regime’s survival in part of Syria was   made possible by a division of labor between Tehran and Moscow—Iranian military and economic support and Russian diplomatic aid. In regional terms, this meant that Russia had been allied with the Shia axis on the defining issue of Middle East politics while cultivating Sunni countries such as Saudi Arabia and Egypt. In October 2015, Russia’s role in the Syrian crisis and its position in the Middle East more broadly were transformed by the decision to intervene militarily in the conflict.

Moscow’s decision was prompted by the opposition’s success in penetrating the Assad regime’s heartland, but Putin may well have been motivated also by his perception that Obama’s reticence and the United States’ absence enabled him to become the arbiter of the Syrian crisis. While claiming that it focused its attacks on the self-proclaimed Islamic State and jihadi targets, the Russian air force bombed mostly moderate Islamist groups and groups supported by the United States and its Middle Eastern allies. On the whole, Putin has helped so far, Assad to expanded his area of control, most importantly in the area around Aleppo.

Renewed diplomatic efforts to promote a political solution failed, primarily because Assad was emboldened and was in no mood to offer concessions. With Russian military presence to remain in Syria and Russia’s military infrastructure remaining intact, Russian military activity is evident along with Iranian help,to bolster the murderous Assad Regime to kill its’ people in many thousands at will, while the UN and the international community have become mere spectators.

The Cold Role Of The UN

After many deadly years the Syrian conflict shows no sign of abating. As the civil war has dragged on its violence has become more widespread, systematic and extreme. The conflict has also become more intractable, threatening the peace and stability of the entire Middle East. It has already had devastating consequences for neighboring Iraq and poses an enduring threat to Lebanon, Jordan and Turkey. The Responsibility to Protect (R2P), the global commitment adopted at the 2005 United Nations (UN) World Summit, has been central to the international discourse on how to respond to mass atrocity crimes in Syria.The R2P is an international norm, but it does not possess independent agency. The failure to end atrocities and protect civilians in Syria is not a failure of R2P, but of the imperfect actors and institutions charged with its implementation.

Beyond the primary responsibility of the Syrian government to stop killing its own people, responsibility rests with the one body entrusted and mandated by the 193 members of the United Nations with the maintenance of international peace and security – the Security Council. There was nothing inevitable nor accidental about the international community’s failure to prevent Syria’s conflagration. We saw how the international community through their inaction allowed the Ruwandan and Bosnian genocides to continue to its’ conclusion. It was the apathy displayed by the UN which sent both Iraq and Afghanistan to the stone age when US and UK took international law into their hands and invaded those countries. We are once again seeing UN and ‘ever smiling’ Banki Moon dealing with Syrian and its’ allies with kid gloves. In February 2012, for the second time since the conflict began, Russia and China vetoed a United Nations (UN) Security Council draft resolution aimed at holding the Syrian government accountable for crimes against humanity.Although the resolution had been supported by 13 of the 15 members of the Council, diplomats and human rights advocates in New York were despondent. What became clear in the aftermath of the February 2012 veto was that Security Council inaction emboldened those inside Syria most committed to a military resolution of the conflict.

As per UN reports, the killing rate in Syria increased from approximately 1,000 per month to approximately 5,000 per month during 2012 as the civil war metastasised. Between February and November of 2012 the death toll soared from over 5,000 to almost 60,000.5 Patterns of violence also changed. With each failure of the Security Council to hold the Syrian government accountable for its actions, Assad’s forces deployed more extreme armed force. This, in turn, strengthened the most uncompromising and severe elements within the armed opposition, especially those with external sources of sustenance. The net effect has been to turn Syria into the world’s worst case of ongoing mass atrocities, civilian displacement and humanitarian catastrophe. As such, the permanent members of the Security Council bear a special burden of responsibility for their failure to protect the Syrian people.

When Hitler committed atrocities of unacceptable proportions , the bystanders did not intervene in a significant way which unfortunately led to WWII. Today, world is watching Russian and Syrian butchers devoid of human emotions ,convert Syria and Aleppo into killing fields and massacre yards .Aleppo therefore stands as a sad indictment of the collective conscience of humanity . We will never know what might have happened had the Security Council sent a clear message in October 2011 or February 2012 to both the Syrian government and armed rebels that the international community was united in opposition to further mass atrocity crimes and prepared to use carefully applied non-military coercive measures to halt them. What we do know is that at each point of the conflict the absence of accountability encouraged more extreme forms of deadly violence. In this context, perhaps the most glaring diplomatic deficiency during the first year and a half of the Syrian conflict was the failure of the Security Council to reinforce an attempt by former UN Secretary General Kofi Annan to broker a ceasefire and negotiate an end to the conflict.

A dentist from Aleppo recently was seen to make an appeal to the collective conscience of mankind thus : ‘I think my appeal will only make a small impact on the decision makers of the world’- Still he did in desperation. It is therefore nothing but imperative that people of Russia, the US, Europe, and the rest of the world not stand idly by, but should spread the word and voice their outrage, although it may not be the case that an outpouring of public opinion would induce dictatorial Putin and Assad Combine to call a halt to his heinous crime against humanity. "Don't believe any more in United Nations ... don't believe any more in the international community. They are satisfied that we are being killed, that we are facing ... the most horrible massacre in [recent] history," according to social media activists in east Aleppo.

The people losing confidence in UN as the events unfold does not augurs for the future. When will we realize that our collective failure to prevent this Aleppo tragedy and to raise our voices ,will lead to such tragedies reaching our own doorstep and also embolden the global butchers. If that happens, what German theologian Martin Ne-moller said will come true: ‘ There will not be anyone left to come to our rescue’ .
