Agricultural subsidies are common and popular interventions by governments. They are sometimes considered as essential economic tools. However, there are plenty of examples showing how they have miserably failed causing economic, social and environmental negative externalities.

This led to question whether the real intentions behind the subsidy are adequately justified. There is also evidence to suggest that the policy makers might have got it wrong. One might therefore argue that subsides, as an economic instrument might not be an economic instrument to begin with. May be it is a political instrument, disguised as an economic one.

It has been calculated that a one-degree increase in global temperature would eliminate fresh water from a third of the world’s land surface by 2100, mostly in the tropics. This is supposed to happen incrementally, as the number of record hot days increase so does the water evaporated from a hot land surface. Satellite imagery has long demonstrated that the heat signature from open or exposed lands is much higher than tree covered lands. Keeping the land cool, is another confirmation of the value of our mountain forests.
Recent studies demonstrate a temperature difference between cleared and non-cleared regions with similar incident solar radiation to be as high as 15 degrees centigrade. As the CO2 concentrations are the same in both regions the cooling effect is directly associated with evapotranspiration from leaves, changed water and cloud dynamics.
The cooling effect of 1 large tree is about the same obtained by running 10 room sized AC units during daytime, which is equivalent to 1,200,000 BTU day or 94,000,000,000 BTU/day per hectare of forest. As an example of this type of loss, when we consider that, between 1990 and 2000 Sri Lanka lost an average of 26,800 ha of forests per year, it translates to a loss of daily cooling by factor of 5,267,000,000,000,000 BTU as a consequence.
the-cascade-reservoir-systemIf designed well, this cooling effect can be harnessed in the design of agricultural lands, especially for crops sensitive to high temperature stress. The traditional pattern of rice fields that follow a contour bordered by tall trees is a design feature that might lend to modern application. Tree boundaries have a cooling effect and help to maintain a lower ambient temperature over the agricultural field.
The other advantage of developing forested hillsides is their role in cloud creation. Clouds are formed by water vapour condensing around some microscopic nuclei, the greatest contribution to Cloud Condensation Nuclei (CCN) coming from aerosols of biological origin. The first understanding of this phenomenon came from the study of Di-Methyl Sulfide (DMS). DMS comes in huge quantities from the oceans of the world and gives oceans their characteristics smell. It is produced by a variety of marine organisms from phytoplankton to coral reefs. DMS influences the global climate by producing the particles that promote cloud formation, and increases cloud albedo reflecting much of solar radiation back into space and thereby controlling the rate of planetary heating.
The cloud condensing nuclei in terrestrial ecosystems are produced by the forests. Forests represent some 48% of all terrestrial evapotranspiration, where groundwater cleaned by a tree is released into the atmosphere. This massive amount of water release is accompanied by huge quantities of plant aerosols and bacteria such as Pseudomonas and Areogenes. These bacteria live on the leaves of plants and their stomatal cavities and are convected into the atmosphere with the water vapour and aerosols released by these leaves. Once in the atmosphere they to act as cloud condensation nuclei (CCN) around which water condenses as droplets which go on to form clouds. Recent studies estimate that over one billion tonnes of such organic nuclei are released into the upper atmosphere annually. The effect is easily seen by the increase of cloud cover, cloud albedo and rainfall over forested regions. For tropical regions, the effect is significant, the forested areas being up to 15 degrees cooler than in cleared areas.

As a concerned and responsible citizen , I deem it is my duty to bring forth to your honor’s notice   , perhaps the biggest calculated fraud in the history of Sri Lanka involving a most important Institution –Sri Lankan Airlines .It is such frauds committed by our bureaucrats , not to mention the unscrupulous politicos of this country that our economy is tottering and the country is driven to irretrievable despair .
I wish to draw your Honor’s kind attention to page five of the document attached herewith which would reveal the pathetic plight of a most important Institution of Sri Lanka. While this must be an Institution that should be exemplary and most profit making , it had been dragged down to fit the description - the most fraudulent Institution  in the history of Sri Lanka  . It is so unimaginably colossal that it is much worse  than those  highlighted by the media in recent times. 
Weliamuna’s BOI report exposed some of the cases but those revelations could not even bring to surface    25 % of the most diabolic and deadly  instances. 
Ajith Dias the new chairman, Sunil Peiris a Director and Suren Ratwatte (brother of Charith Ratwatte )  the CEO constitute the major obstacle to credible and transparent investigations . It is a pity , instead of apprehending the culprits they have themselves taken their places to aid and abet the crooks and criminals. Hence the best move would be to conduct a true and  proper investigation with the sincere  intention to  clean up this Institution , in order that this crooked troika shall be packed and sent home immediately , for they can otherwise not only rig the investigations , but even cause more serious damage to the Institution individually and collectively by covering up the frauds , and shielding  the corrupt heads of the Airline.  They are  a united group engaged  in fraudulent activities committed with impunity .I believe the attached document will suffice to take action. 
As a corrupt  group they are safeguarding  and shielding  the other crooked heads of the departments,  which is natural,  being  crafty  and cunning crooks they have strong motives to shield each other. Your honor will understand this is a fraud that is multifold graver than the Central Bank scam.  Though there is an Internal Audit division and a senior manager ,Internal audit Mahesh Shirantha Nanayakkara is another of the same ilk as Mohan Peireis ex CJ. He is another accomplice in these frauds extending support to the massive illicit operations , and responsible for the current chaos and  financial mess of the Airline. One among his  many grave malpractices was  his claiming the salary twice for his driver and getting caught red handed in that petty theft to  the cashier.  Being buddies  of a feather who  rob together he was saved by Manoj Gunawardena (Sajin Vaas’ brother) .
We have already lodged a complaint with the  Chartered Institute accountants of Sri Lanka  , and the CIMA to cancel his membership . He was the one who was mainly responsible for the A 350 deal . The government has to  pay nearly Rs. 15 million now as penalty owing to that.
In the circumstances , we shall be most thankful if your honor would use your good office to probe into this massive fraud with a view to track down the culprits irrespective of party affiliations and mete out deterrent punishment to every one of them  in the best interests of the nation without delay.

Sri Lanka’s Cabinet of Ministers has approved a proposal to adopt and implement the National Policy on elimination of child labour in the country, which is essential in regaining the GSP+ from the European Union. 

 Sri Lanka has agreed to eliminate child labour at Global Child Labour Conference in 2010 held at Hague, Netherland and there has been a decrease of 50% in use of child labour from 2008/2009 to 2015/2016 indicating the ability of eliminating child labour in Sri Lanka.

  Moreover, the above national policy is essential in regaining the GSP+ of European Union, the government said.  

Accordingly, the proposal made by Minister of Labour and Trade Union Relations, W.D.J. Seneviratne, to adopt and implement the said policy, was approved by the Cabinet of Ministers.


Police seize 140kg of Kerala Ganja

Police have busted a major Kerala Ganja racket in Trincomalee, seizing 140 kilograms of the drug. Three suspects were also arrested in the raid that took place at around 3.00am today. 
The raid had been launched this morning in the Nilaveli area following a tip-off. The suspects had been transporting the stock of Kerala Ganja inside a van when they were caught.

( December 14, 2016, London, Sri Lanka Guardian) Today is one of saddest days in Muslim history. This day will go down as one of bloodiest days in Muslim history. In 1258 Hulagu Khan destroyed the centre of Islamic civilization, Today, Assad is destroying Aleppo in the same way Hulagu Khan did in 1258 but the difference is today with support of Russians and Iranian.

Thousands of children, elderly, ladies, men, young and old are cornered by Assad forces. It is reported that many men are separated and being tortured and massacred by Shia militia and Assad force. Nearly 80.000 people have been cramped into 2 mile Square areas and have been bombarded and starved to death in this cold weather without any human remorse and any kind of human feeling or kindness. Animals would have been far better than these human animals of Assad forces. Bodies are everywhere on the streets of Aleppo and yet, inhuman animals of Assad forces are shooting all innocent ladies and children. One family which famous for opposing Assad was entirely wiped out, even children and ladies of that family are not spared.

Muslim world has not realised this is a proxy Shia and Sunni war. Sunni Muslim world heavily depended on western world to help Aleppo and its people. The entire world let down people of Aleppo. It is a pathetic situation now in Aleppo.

This happens while all Arab world around them is watching and doing nothing. 1.5 billion Muslims are watching while this tragedy is unfolding. They could not do anything to stop or block this genocide of modern time. UN described this as “a meltdown in humanity in Aleppo”.

What has gone wrong and why it took five years to come at this stage.

First, some countries were complicit at some point to find solution. Why US did not intervene during the last four years before Russian entered the scene? Why western power did not intervene in this war while they have intervened in many wars? These are some of the questions that have been asked by many people. Former Chancellor George Osborne said that “we share responsibility for what is happening in Syria” He said “Aleppo had not come out of a vacuum but due to a vacuum of western and British leadership”
Boris Johnson British foreign Secretary said “it would not be safe for the UK to try and drop into the city because, air space was controlled by the Syrian and its ally Russia and other combatants”.

It was debated in British parliament in August 2013 if British government could intervene in response to alleged use of chemical weapon that killed 1400 people in Syria by Syrian forces. MPs voted 285-272. See how this vote is defeated only by 13 votes. Now most of MPs who voted against it may feel sorry for this situation. This vote was taken to see if British government could join US for a joint Air strikes against Syrian Army in 2013 and yet, some politician in US opposed this move and while British parliament did not get its approval.

There were golden opportunities missed in this war for Aleppo.

It was in September 2015 that Aleppo was in the brink of victory for opposition forces. Assad army was begging for food from opposition in 2015. Assad Army was cornered into 3 streets but Assad went to Russia to get his support and Russia sent fighter jets to support Assad Amy in Aleppo.

That turned the tide in this war.

The opposition forces were in a strong position in Aleppo for four years from 2011 until Russian intervention. This was like similar scenario with LTTE in 2005. LTTE came in brink of victory in 2005 and even Sri Lankan army could not drop food for its forces in 2005 due to LTTE’s grip over Jaffa. Arab and Muslim leaders too had some golden opportunities. But they always wait until last minutes. No any good plan for future among Arab leaders and they do not predict how Iran is moving and how Iran is hitting them back.

While Russian fighter jets are bombing in Syria western fighter jets cannot engage in Syrian Sky…it would have created world war3. West missed all golden opportunities to move on. It missed many opportunities to get rid of Assad while opposition forces are on march to victory in many places. Moreover, manpower given by Iranian on this war is huge in scale. Iran Shia militia, Iraq Shia militia, Hezbollah Shia mulita, Afghanistan Shia militia and many groups of Shia militia all joined in this war to fight with Assad force. While Western power engaged in a futile negotiation, Assad forces with Russian support made gains in the battle field. Even Now, UN and all western countries try to get safe passage to get people out of Aleppo and yet, Shia militia are blocking the road and they do not let anyone come out. Syrian government did not give any safe passage to any groups in the past and did not respect UN and its teams at all. It broke its promise many times. Syria has done all these atrocities taking a cover from Iran and Russian. Now who will punish Russia and Iran for all these atrocities? Will they get away with these atrocities? Today UN is a real mockery? Its power and its dignity is already buried under the carpet by Russian and Iranians.

For the Arab world, the danger is around the corner. Gulf countries more vulnerable today to Iranian influence and intervention than any time in the past. Old type of safavid war has already begun between Iran and Arab. Sunni Iraq under Sadam Hussain has been like shield for all Gulf countries from Iran onslaught on Arab gulf nations. That shield has been removed and Iran is freely roaming in Gulf now. What more is now with Russian and Assad Support Iranian influence will increased soon in the Gulf region. It has openly supported Rebels in Yemen to encircle Saudi from all corners. For Russia Iran is more important than Gulf nations. Gulf nations for the last 7 decades depended on West to their safety and security so Russia do not have any sympathy for Gulf nations. Moreover, Russian is going back in history to establish its military base in ME. It has already had its base in ME before 1972 and now once again it is gaining its influence in ME with Assad, and Iran support. SISI too has got good relation with Russians now. So, future of ME is bleak for many reasons and for many factors play around in ME today.

In these geopolitics, people of Syria are caught up and there is no relief for them until humanity wake up and genuinely help people of Syria. Aleppo is not end of Middle East war it could be beginning of ME war for many years to come or even it could lead to world war 3 if this crazy Putin is in power and Crafty Iran is inciting Shia-Sunni war in Gulf countries. What is next and what could Arab and Muslim leaders should do now. How to control Iranian influence should be number one priority today for Arab Gulf countries before it is too late.

Aleppo ceasefire reportedly 'back on track'

Syrian rebel officials said on Wednesday that a ceasefire deal for Aleppo was back on track, and its implementation, including evacuations from the last rebel-held areas of the city would begin "within hours".
Abdul Salam Abdul Razak, a military spokesman for the Nour al-Din al Zinki rebel group, said late on Wednesday that a new agreement had been reached that includes villages besieged by rebels in Idlib province.
"A ceasefire has come into effect in Aleppo after negotiations between the Russians and the Turkish Red Crescent," said Yasser al-Youssef, a Nureddin al-Zinki political official.
"The first group of civilians and wounded people will leave at dawn on Thursday," Youssef told AFP.
An official in the pro-Damascus military alliance confirmed the truce deal was on, and said some 15,000 people would be evacuated from the villages, Foua and Kefraya, in return for the evacuation from Aleppo of "militants and their families and whomever wants to leave among civilians". He said they would head for Idlib province.
However, Hezbollah's Al-Manar TV denied claims that a ceasefire had been reached, saying that negotiations are facing major hurdles.
"What is being circulated about enforcing the ceasefire and evacuating armed men (the rebels) out of east Aleppo neighborhoods is not accurate, and the negotiations are facing major complications," the Al-Manar report said.
A previous agreement crumbled on Wednesday morning. Iran, one of Assad's main backers, imposed new conditions, demanding the simultaneous evacuation of wounded from the two Idlib villages besieged by rebels, according to rebel and UN sources.
An official in the Jabha Shamiya rebel group said implementation of the ceasefire would begin at about 6am local time on Thursday.
A second Jabha Shamiya official said it would involve the evacuation of rebel fighters and civilians from the remaining rebel-held districts of Aleppo, in return for the evacuation of people from Foua and Kefraya.  
Fighting was still rocking Aleppo late on Wednesday, sending terrified civilians running through the streets of Aleppo in search of shelter. 
Syrian government troops have seized more than 90 percent of east Aleppo, held by rebel groups since 2012.

Myanmar's Rohingya insurgency has links to Saudi, Pakistan - report

A group of Rohingya Muslims that attacked Myanmar border guards in October is headed by people with links to Saudi Arabia and Pakistan, the International Crisis Group (ICG) said on Thursday, citing members of the group. 

The coordinated attacks on Oct. 9 killed nine policemen, and sparked a crackdown by security forces in Muslim-majority Rakhine State in northwest Myanmar.

At least 86 people have been killed, according to state media, and the United Nations has estimated 27,000 members of the largely stateless Rohingya minority have fled across the border to Bangladesh.
Predominantly Buddhist Myanmar's government, led by Nobel Peace Prize winner Aung San Suu Kyi, blamed Rohingyas supported by foreign militants for the Oct. 9 attacks, but has issued scant further information about the assailants it called "terrorists".

A group calling itself Harakah al-Yakin claimed responsibility for the attacks in video statements and the Brussels-based ICG said it had interviewed four members of the group in Rakhine State and two outside Myanmar, as well as individuals in contact with members via messaging apps.

The Harakah al-Yakin, or Faith Movement, was formed after communal violence in 2012 in which more than 100 people were killed and about 140,000 displaced in Rakhine State, most of them Rohingya, the group said.

Rohingya who have fought in other conflicts, as well as Pakistanis or Afghans, gave clandestine training to villagers in northern Rakhine over two years ahead of the attacks, it said.

"It included weapons use, guerrilla tactics and, HaY members and trainees report, a particular focus on explosives and IEDs," the group said, referring to improvised explosive devices.

It identified Harakah al-Yakin's leader, who has appeared prominently in a series of nine videos posted online, as Ata Ullah, born in Karachi, Pakistan, to a Rohingya migrant father before moving as a child to Mecca in Saudi Arabia.

"Though not confirmed, there are indications he went to Pakistan and possibly elsewhere, and that he received practical training in modern guerrilla warfare," the group said, noting that Ata Ullah was one of 20 Rohingya from Saudi Arabia leading the group's operations in Rakhine State.
Separately, a committee of 20 senior Rohingya emigres oversees the group, which has its headquarters in Mecca, the ICG said.

Groups like Islamic State and al Qaeda in the Indian Subcontinent have referred to the plight of the Rohingya in their material, and the battlefield experience of at least some of the Rohingya fighters implied links to international militants, the ICG said.

However, ICG said the group has notably not engaged in attacks on the civilian Buddhist population in Rakhine. And Harakah al-Yakin's statements to date indicate its main goals are to end the persecution of the Rohingya in Myanmar and secure the minority's citizenship status.

"It is possible, however, that its objectives could evolve, given its appeals to religious legitimacy and links to international jihadist groups, so it is essential that government efforts do not focus only or primarily on military approaches, but also address underlying community grievances and suffering," the ICG said.

Burma: Ministry to prove Rohingya not indigenous to Burma

BURMA’s (Myanmar) Religious Affairs and Culture Ministry is working on a treatise based on documents and chronologies written by historians aimed at proving the Rohingya community is not an indigenous group.

According to Bangkok Post, the ministry claimed that historical documents dating back to the British colonial era or the period before it does not mention the word “Rohingya”.

The ministry, in a Burmese-language statement posted on its Facebook page, alleges the term was first used in a report on Nov 20, 1948, by a Bengali Member of Parliament named Abdul Gafar who apparently wrote a fabricated story to the Burmese home affairs minister about a shipwreck.

The statement also claims that Kofi Annan, chairman of the Rakhine State Advisory Commission, had stated that there was no violence, genocide, and absolutely no Rohingya during his trip there on Dec 6 .
The ministry also alleged in the statement that people within the country and overseas have been trying to promote a “Rohingya agenda” and are intent on damaging Burma’s reputation as well as create instability within the country.

When the thesis is completed, it will be presented to the office of Burma’s President Htin Kyaw and State Counsellor Aung Sang Suu Kyi. Then upon approval, it will be published as a book and released for public consumption.

This is not the first time the Burmese government has denied the existence of the term “Rohingya”.


According to Eleven Myanmar, the Burmese government in May claimed the Rohingya are actually people from Bangladesh who were sent to Rakhine state after it was colonised by the British following the First Anglo-Burmese War of 1824.

“They are large in number and have been called ‘Bengalis’. They were called Rohingyas under former prime minister U Nu to win their votes. It was illegal. The term Rohingya does not exist and we will not accept it,” the news website quoted Commander-in-Chief Senior General Min Aung Hlaing as saying.
The Burmese government has long denied the Rohingya basic rights to citizenship, marriage, worship and education.


According to Reuters, aid workers said hundreds of Rohingya Muslims from Burma were forced to cross the border to Bangladesh in October to seek shelter from escalating violence in the north-west, which has left at least 86 people dead and displaced some 30,000.

However, the Arakan Rohingya National Organisation says at least 150 people died in the violence.
“The reason why the international news agencies and aid groups are not allowed to go there is because the military is trying to cover up what they are doing there, the killings and other things,” The Associated Press quoted Ko Ko Linn as saying.
“They are lying.”

The recent violence is the most serious bloodshed since hundreds were killed in communal clashes in Rakhine State in 2012.

Suicide, a disturbing trend among Adivasis

The recent spate of suicides by Adivasi Gonds in undivided Adilabad district has come as a disturbing trend in the aboriginal ethos. Whatever these people may be lacking in, they have no dearth of will power required to face any adversity.

The concept of suicide was non-existent within the ethnic population scattered across Adilabad, Kumram Bheem Asifabad, Mancherial and Nirmal districts until 2011-12 when the first of the four suicides by Adivasis was reported from Esuguda in Neredigonda mandal. A dozen more ended their lives since July 2014, half of which happened in 2015.

The suicide of Kumram Tulsiram on December 9, however, was a jolt to the Adivasi community as he belonged to Jodeghat in Kerameri mandal, the village which saw the likes of legendary martyr Kumram Bheem waging a struggle against the Nizam and more importantly, he was just 22 years old when he ended his life. Of the 16 suicides, only the last two occurred in the tribal heartland and the others were from Talamadugu, Boath, Neredigonda, Bela, Gudihatnoor and Sirpur (T) mandals where the non-tribal population has already overwhelmed the ethnics.
 
The 3.7 lakh Adivasis, Gonds being in majority with 2.5 lakh population, living in these districts falling between Penganga river in the north and Godavari in the south are unique in many ways, subsistence farming being one of it. They till about 3.5 lakh acres of land, the holdings being just 4 to 5 acres per family on an average.

“We cultivate some varieties of food grains for our own consumption and cotton and soya in about three fourths of our holdings to meet our financial needs during festivals,” pointed out Athram Bheem Rao, a Gond farmer from Mallapur in Indervelli mandal. The Adivasis cultivate jowar in the rabi season which ensures that they do not go hungry during difficult times.

“Yes, most of us are caught in debt trap like others,” observed Athram Raju of Gowri Kolamguda in Jainoor mandal. “But we never think in terms of ending life because of the debts,” he added making it clear that the reasons for suicides among aboriginal people were different.

Increasing liquor consumption, with 18 retail outlets in the tribal mandals cumulatively selling liquor worth nearly Rs. 27 crore, is potentially a key factor influencing the aboriginal people.

Though there are no figures available in this regard, more number of Adivasis seem to be dying because of alcoholism.

Fissures have begun to show in the ranks of Colombia’s Farc rebels after five mid-level commanders were summarily expelled from the group for refusing to demobilize and join a peace deal to end their 52-year war.
The Farc leadership said in a statement that the five commanders, who were all part of guerrilla units located in far eastern Guaviare province, were pushed out of the group for failing to follow orders.

“This decision is motivated by their recent conduct, which contradicts our political-military line,” Farc leaders said in a statement, hinting that those expelled sought to continue with the lucrative drug trade that thrives in the region.

The guerrilla group’s said its commitment to peace “cannot be blocked by a group of foolish people … who throw themselves off a cliff of personal ambition wrapping up their ignoble purpose in apparent revolutionary rhetoric”.

The statement also suggests that the five commanders have a following, and a source with direct knowledge of the situation said there could be more than 50 guerrillas under the command of the rogue rebels.

“We call on all combatants who have been tricked into this futureless path to distance themselves from this mistaken decision taken by their commanders, and to return to the ranks of the Farc where they will be welcomed by their comrades,” the statement said.

The commanders are the second group of rebels to declare their opposition to the peace deal which will see the Farc lay down its weapons and transition into a political party. In July, a First Front unit leader and some of his fighters left the group in protest against the deal.

Among those expelled is Gentil Duarte, a top Farc commander and member of the central command, who had participated in the peace talks held in Havana and was sent to Guaviare to put the First Front in order.

In the past, the Farc would have dealt with dissent with a “revolutionary trial” that could have ended with execution.

Experts calculate that about 10% of the Farc’s nearly 6,000 troops could go rogue, in line with many demobilization processes around the world. Farc rebels in some areas of Colombia where coca-growing and cocaine trafficking are strong – such as Guaviare – could be tempted to maintain control of the business, or join one of the country’s criminal gangs who are taking control of the drug routes.

Last week, the Farc in Guaviare captured a suspected member of one of these groups in the vicinity of the area where troops have amassed awaiting their final move into special demobilization zones. He was handed over to delegates of a UN-led mission set up to verify the ceasefire and concentration of Farc troops.

Under the peace deal, a revised version of which was signed on 24 Novemberafter the original was rejected in an October referendum, all the Farc troops are to relocate to one of 27 special demobilization zones. They will hand over their weapons to a UN commission by late April and become a legal political party.

The constitutional court on Tuesday ruled that congress could use fast-track authority to pass laws implementing the accords, the first of which will be a blanket amnesty for rank and file rebels not directly responsible for war crimes.

How a Fictional President Is Helping Ukrainians Rethink Their Absurd Politics

Under growing pressure from the International Monetary Fund, Ukrainian lawmakers pass an unpopular bill that will raise taxes on alcohol. Angry protesters surround government buildings in Kiev, vowing to stay until the law is repealed. But on the next day, the president discovers the protests have miraculously cleared, scared away by reports — concocted by the prime minister and cabinet — of an imminent meteorite strike. “How did you even come up with the idea of a meteorite?!” the president fumes.
“I suggested an epidemic,” says one minister in a moment of self-preservation. “I suggested bringing up the dual-language question,” says another, referring to the divisive issue of whether Russian should become a second state language. “We don’t need to go to extremes,” says the prime minister glibly, explaining why a natural disaster was best. Finally, the president shuts down the discussion (“Cancel the meteorite, understand? There is no meteorite and never was!”) and vows to address the crisis at hand, much to the shock and dismay of his cabinet.

This is just one of the many absurd scenarios that play out in Servant of the People, a popular Ukrainian comedy series that follows the life of Vasily Goloborodko, a thirty-something high school teacher who wakes up one morning to find out he has been elected the country’s president with over 60 percent of the popular vote. The new president’s inadvertent stump speech was a YouTube video, surreptitiously placed online by his students, that showed him ranting against corruption.

The show is the work of Kvartal 95, a production company founded in 2003 that is best known for its spiky and occasionally maladroit stand-up comedy shows that frequently parody Ukrainian politics. Servant of the People takes these jokes further, lampooning Ukraine’s corrupt political elite while also suggesting what a democratic Ukraine could look like. “The best way to make sure Ukrainians don’t come to accept the current state of affairs as normal is to put these [political] absurdities in a new format,” says Vladimir Zelenskiy, one of the founders of Kvartal 95, who also stars as Goloborodko in the show.

When it comes to politics, Ukrainians, are overwhelmingly frustrated: Nearly three years after the Euromaidan protests ousted Viktor Yanukovych from power, little in the country has changed for the better. President Petro Poroshenko was elected using the campaign slogan “Live in a new way!” but the oligarchic clique that has ruled the country since its independence from the Soviet Union — Poroshenko included — is still pulling the strings. The electronic declarations now required of government officials hint at the opulent lifestyle of the country’s politicians and civil servants, many of whom have amassed vast wealth through murky business dealings.For an everyman to break into this system — and moreover, to retain his morals — is fantastical.

“It’s not a story about how things are, but how they should be,” says Andrey Yakovlev, one of the show’s writers. “That’s why people are watching it.” At last count, the pilot episode had over 9 million views on YouTube; a feature film and second season are due out later this year. The American media company Fox Studios has purchased adaptation rights. Netflix has also purchased the show.

While the premise may be far-fetched, the problems Goloborodko faces as president mirror real-life events in Ukraine. The national bank, populated by corrupt officials, is under severe pressure. Oligarchs operate behind the scenes to buy off lawmakers. Impatient international aid donors push the president to reform the country. (The only problem that is omitted is the war against pro-Russian separatists in the East.) The main source of humor is how Goloborodko and a small group of his friends he drags into politics deal with all of these problems. The honesty of the new president and his team make the overt corruption of career politicians and Soviet approach to governing look preposterous, even comical.
“It would be nice if 90 percent of our viewers watched the series and said, ‘They’re right. I’m going to live like that,’” says actor Victor Saraykin, who plays Goloborodko’s father.

In creating Servant of the People, the show’s writers leaned on the Soviet genre of the anekdoti, says Zelenskiy. In the Communist era, friends traded these pithy stories to vent their frustrations with the system. There was seldom any direct criticism of the government, but the stories dripped with sarcasm. (A judge walks out of a courtroom laughing hysterically. A colleague asks why he’s laughing. “I just heard this great joke,” he says. “What’s the joke?” his friend asks. “I can’t tell you,” the judge replies. “I just gave someone five years for it!”)

After the collapse of the Soviet Union, satire in Ukraine had little opportunity to develop further. Leonid Kuchma, president from 1994-2005, clamped down on press freedom and summarily sold off media outlets to the new oligarchic class. The new owners, in turn, used them to promote stories that were in line with their own agendas. Political satire or pointed comedy shows did not make the cut.

“Only the [English-language] Kyiv Post dared to print political cartoons back then,” says Dmitry Chekalkin, a Kiev-based media expert, who created a rare Internet political satire series that ridiculed then-President Viktor Yanukovych in the early 2000s. “One of the primary objectives [of our show] was to get rid of this Soviet way of thinking that everything is out of your control, that you are powerless,” says Chekalkin. If you can laugh at something, he argues, it automatically becomes less intimidating and you become more powerful.

Today, Ukraine’s television channels remain under the control of oligarchs and most comedy shows offer shallow critiques, if any at all, of the government. Without the partnership of a major network, it is financially difficult to cover the costs of production. The 1+1 media group, which has exclusive rights to show Kvartal 95’s productions in Ukraine, is owned by business magnate Ihor Kolomoisky, a staunch opponent of President Petro Poroshenko. Critics have accused the show’s writers of focusing on the failings of the president in Servant of the People in order to make Poroshenko appear especially ineffective. But Kvatral 95 has editorial independence, says Zelenskiy. Oligarchs and politicians are both harshly criticized on the show, which uses made-up characters instead of current political figures.
The actor says he looks forward to a day when politicians and businessmen will actually appear in comedy shows, and speaks fondly of American late night television, where a good flogging on comedy shows is a rite of passage for politicians. In Ukraine, he laments, the politicians are too scared that being lampooned will diminish their political power. “No one will come on air here. None of the politicians.” Though, he muses, the fictional Vasily Goloborodko would.
