The envisioned Cinnamon Life

By Hiran H.Senewiratne-

A major investment venture of Sri Lanka's premier blue chip, John Keells Holdings (JKH), the $ 850 million Cinnamon Life project will be delayed by one to one and half years due to an issue with its contractor, Korea based Hyundai Engineering and Construction Co. Ltd.

"We have already resolved the problem with the contractor and now all the construction work has started and the luxury mixed development project will be launched by end of 2019 or early 2020. The reason for the issue stemmed from the complexity of the project, JKH deputy chairman Ajith Gunawardena told The Island Financial Review on the sidelines of an event organized by John Keells Holdings Plc, titled John Keells X, to announce the winners of its first Open Innovation Challenge, aimed at encouraging 'innovation with imagination' among entrepreneurs. The event was held at the Cinnamon Grand on Wednesday.

Gunewardene said that "Cinnamon Life" was conceptualized as a flagship project for Sri Lanka as it staked its claim for fame in the international arena after decades of remaining on the sidelines due to work delays. All construction work is now back on track. Previously, the project was slated to be completed in 2017.

"This is the first of its kind in the region, Cinnamon Life will shine bright like a beacon of prosperity and help support the country’s development, he said.

Gunewardena said that JKH has all the required funds to go ahead with the project and these issued from debenture issues and loans.

"This architectural icon has been envisioned as a 4.5 million sqft integrated resort consisting of an 800-room luxury Cinnamon hotel, avant garde experiential and entertainment haven, residential apartments, state-of-the-art office spaces, a wide variety of food and beverage offerings and ballroom, conferencing, theatre and banqueting spaces, sources said.

"This mixed development project is Sri Lanka’s largest private sector investment. Cinnamon Life, with its vibrant and inspired concept, is a project of significant national importance and will become the epicentre of modern South Asia, they added.

It is said that internationally renowned architect, artist and engineer, Cecil Balmond, the design visionary behind some of the most popular buildings in the world, including the ArcelorMittal Orbit in London and the CCTV in Beijing, will be bringing this inspired concept to life.

"This project will generate numerous benefits for the economy and the community. More importantly, Cinnamon Life will engender a sense of pride to be Sri Lankan as it will signal the march of the country towards a vibrant future, Gunewardena said.

The property arm of the JKH has successfully executed prominent landmarks, such as, Monarch and Emperor at Crescat City; Onthree20; and its latest project, 7th Sense – Gregory’s Road.

An Authority To Deliver The Baby Of A Commission

Colombo Telegraph
By Somapala Gunadheera –November 2, 2016

Whenever a smoke-addict is under tension, he lights a cigarette and whenever the Government becomes clueless, it appoints a Commission or Authority. This analogy came to my mind, as I read the news item, “New body to monitor Public Service” appearing in the Daily Mirror of 31st October”. The news reports that the Government was seeking to introduce fresh legislation to establish a separate Authority to streamline the Public Service through measures, such as formulation of standards, introduction of codes of best practices and procedures. The Authority is to be given wide ranging powers to monitor standards, quality, efficiency, accuracy, and transparency in the discharge of public service by various State institutions.
One wonders what the recently established Public Service Commission would do after the new Authority comes into being, except routine appointments and transfers. The PSC was created only the other day, with much fanfare to replace the old institutions that had run the Public Service for decades. They had streamlined their responsibilities with manuals of procedure, establishment codes, financial regulations and disciplinary rules. The new PSC was established by the Parliament itself through a representative Council. There is no doubt about the capability and the capacity of that appointing authority to prescribe the workload of the new Commission and to incorporate the best available talent in what they created. The proposed Authority impliedly raises doubts whether that function had been discharged adequately. The move is tantamount to an inadvertent admission that the Constituting Council, (CC), has failed to give a proper mandate to its creature and to harness it with the best available talent. If not, why duplicate its workload with a new Authority? karu-jayasuriya
If the CC was mindful of the gravity of its assignment and if they discharged it fully and satisfactorily, it could not have left gaps and cavities in their creation to be filled by third parties. Besides, the purpose of establishing independent commissions was declared at the time they were created, to be to democratize the power that was monopolized by the top executives in the past. Strangely, the new proposal appears to be blatantly reversing that diversion by handing back the withdrawn power to a body consisting of the officials replaced by the CC, supplemented by more private members to be nominated.

Elusive Tiran Alles the RADA rogue at last remanded !

LEN logo(Lanka-e-News -03.Nov.2016, 10.20PM)  The former chairman of  Northern rehabilitation and development agency alias RADA , Tiran Alles M.P. who did not build a single house for the victims of Tsunami  out of the funds granted by the government  for that purpose ,and who jointly with the LTTE leaders defrauded  in a sum of Rs. 650 million approximately, and three others were ordered to be remanded until the 10 th of November by the Colombo chief magistrate Ms. Kusala Sarojini Weerawardena yesterday (02)
The culprit who sought to pull the wool over the eyes of the law by filing a fundamental rights petition in  the supreme court to bar his arrest while investigations were on going, even successfully delayed the acceptance of the indictment served on him in relation to a case that is being heard against him in the high court. However , recently the SC ending  the ‘merry go round the Mulberry bush’  that was all those days going on in courts , decided that the serving of indictments by the high court is not unlawful . Finally Alles was served with the indictment.
Tiran Alles who was most elusive and deceptive  in the end ended up in remand custody yesterday.

Alles launched the Mawbima newspaper out of the robbed funds.  . Until the 8th of  January 2015 ,this newspaper was used as an organ most unscrupulously  by corrupt and criminal Rajapakses  who are presently most  discarded , despised and detested by the people . Now ,it is crystal clear these disgraceful activities were resorted to in order to cover up the rackets of Tiran Alles.  In fact two main editors have  now left the Institution.

The other accomplices of Tiran Alles in the RADA fraud who were remanded today are : Saliya Wickremesooriya the chief operations officer, and Dr. Jayantha Dias Samarasinghe . It is noteworthy , Dr. Saliya was the first owner of Rajapakse’s Carlton mansion.
Emil Kanthan supposed to be an erstwhile LTTE leader ,who is also a suspect in the case has fled the country .An Interpol warrant has been issued for his arrest.

The investigation into this scam was conducted under the supervision of   SP Mevan De Silva ,the Director of Police special investigation unit

COPE probe will be impartial: President

2016-11-03 16:

President Maithripala Sirisena said today the investigations into the Central Bank issue should be free of political interference and he would forward it for an impartial and independent judicial process.

He expressed these views while participating at the launch of an SLFP membership drive at Maharagama.
President Sirisena said he came out of the previous government and became the President with the support of everyone, not to punish those who committed wrongs while allowing the others to do wrong.

“My policy regarding this bond issue is all politicians should stay away from the investigations and it should be forwarded to the courts for an impartial and independent legal action. This is not an issue that the politicians can resolve,” he said.

“The COPE has presented a report according to the standing orders in Parliament and our constitution. People have different opinions on this report. Some say it is wrong while some others say it is right. It is the politicians who say so. They may be wrong or right. We should look at them carefully,” he said.

The President said he would take legal advice and forward the report to the court for an impartial probe and a verdict.

“Then we can see who is wrong? Who is right? Who is clean and who is not,” he said. (Muditha Dayananda)

Israeli army kills Palestinian near West Bank settlement

Israeli military says Maen Abu Qaraa attempted to stab one of its soldier near the West Bank settlement of Ofra

Thursday 3 November 2016

Israeli troops on Thursday shot dead a Palestinian who tried to stab a soldier near the West Bank settlement of Ofra, the army said.

"A Palestinian assailant armed with a knife attempted to stab an Israel Defence Forces soldier guarding a bus stop near the community of Ofra," a statement in English said.

"Responding to threat, forces at the scene shot the assailant, resulting in his death," it said.

The Palestinian health ministry named him as Maen Abu Qaraa, 23, from an area northwest of Ramallah in the occupied West Bank.

Also on Thursday, "a Palestinian gunman opened fire" at soldiers near the northern West Bank town of Tulkarem, lightly wounding one of them, an army statement said.

"Forces are searching the area for the perpetrator, who fled the scene," the military said.

And on Monday, a Palestinian man was killed by Israeli troops after shooting and wounding three soldiers at crossing point close to Ramallah, the Israeli army said. A Palestinian security source said the dead man was a member of the Palestinian police.

"(A) Palestinian gunman arrived at a (military) crossing at the entrance to Ramallah and opened fire at forces at the scene, injuring three soldiers. In response to the immediate threat, forces shot the assailant," an Israeli army statement said.

A wave of Palestinian knife, gun and car-ramming attacks began a year ago, but the violence has significantly declined in recent months.

Over the past year, Palestinians, many acting alone and often using rudimentary weapons and cars, have killed at least 35 Israelis and two visiting Americans in similar attacks.

During the same period, at least 225 Palestinians were killed by Israeli soldiers. Most of the Palestinians killed were carrying out attacks, according to Israeli authorities. Others were shot dead during protests and clashes, while some were killed in air strikes in the Gaza Strip.

Most of the attacks were by lone-wolf assailants, many of them young people, including teenagers.

Extremist settlers reap profits from occupied Jerusalem sites

Israel’s state comptroller has sharply criticized three government agencies for outsourcing the management of major archaeological excavations and sites in Jerusalem to Elad, a private organization that settles Jews in the militarily occupied eastern part of the city in violation of international law.

The report says the Israel Antiquities Authority has not supervised Elad’s archaeological work, nor has the Israel Nature and Parks Authority supervised Elad’s management of the so-called City of David, a settlement containing an archaeological museum catering to tourists.

The City of David settlement is located in the middle of the Palestinian neighborhood of Silwan in occupied East Jerusalem, and Elad asserts it is the ancient biblical City of King David mentioned in the second book of Samuel.

Emek Shaveh, an alternative archaeology group that opposes Israel’s use of archaeology as a political tool to assert claims to East Jerusalem, says the report confirms many of the issues the group has been protesting for years.

Archaeology for settlement

Elad has been spearheading archaeological excavations in Jerusalem since the mid-1990s in order to support its claim that Jews have a right to possess and control certain locations.

In its fervent effort to uncover King David’s alleged gardens, Elad has destroyed artifacts of other peoples and cultures.

As well as sponsoring archaeological digs, Elad is involved in seizing and destroying Palestinian homes and playgrounds to settle Jewish families.

According to the comptroller’s report, Elad was awarded the significant archaeological sites – including Jerusalem’s supposedly most important excavation – without a tender and at a very low price.

The recent report carries particular significance in light of Israel’s fight against UNESCO’s resolutions condemning Israel’s actions that degrade East Jerusalem’s cultural heritage.

Last month, the UN’s scientific and cultural body passed a resolution criticizing Israel’s violent incursions into and restrictions on the al-Aqsa mosque and the Haram al-Sharif, and expressing concern over the excavations that threaten the foundation of the compound.

Israel reacted with rage, falsely claiming the resolution denied Jewish reverence for the Haram al-Sharif, which Jews refer to as the Temple Mount.

Israeli lawmaker Ayoub Kara caused a furor when he suggested that Italy’s recent earthquakes were divine retribution for voting in favor of the resolution. “I’m sure that the earthquake happened due to the UNESCO decision,” Kara said. The earthquakes have caused major damage to cultural sites in Italy.

Extracting revenue

Israel also protested a Jordanian draft resolution in UNESCO’s World Heritage Committee to keep Jerusalem’s Old City and its walls on UNESCO’s list of endangered sites.

Israel claims that the Israel Antiquities Authority supervises all of its archaeological projects in and around the Old City of Jerusalem, making such a listing unnecessary.

But according to the state comptroller’s report, Israeli government agencies have indeed “forfeited the state’s authority” over some of the most sensitive sites in Jerusalem.

The comptroller discovered that the Israel Antiquities Authority authorized Elad to conduct an archaeological dig near the City of David settlement in Silwan, even though another Israeli government agency, the Nature and Parks Authority, supposedly had control over the site.

And the Company for Reconstruction and Development of the Jewish Quarter, another state settlement agency, handed Elad full control over the excavation of an ancient underground water system in the City of David settlement.

Elad’s only response to the report is that under its management visits to their sites have “skyrocketed,” according to the Tel Aviv newspaper Haaretz.

Although it operates sites in occupied territory, under Israeli law Elad pays rent to the Israeli government. The report reveals, however, that the rent is exceptionally low compared to Elad’s high revenue.

In other words, the Israeli government is allowing the settler organization to extract large profits from its seizure of Palestinian land.

Elad maintains six sites and excavations throughout East Jerusalem.
Emek Shaveh says the comptroller’s report should prompt a serious investigation into the Israeli government agencies that have relinquished control over these spaces to Elad.

It is unlikely, however, that the report will lead to any accountability with respect to the rights of Palestinians whose city is being violently colonized by government-backed settlers.

Pakistan accuses eight Indian diplomats of espionage, terrorism

By Asad Hashim | ISLAMABAD- Thu Nov 3, 2016

Pakistan on Thursday named eight Indian diplomats it accuses of espionage and terrorism, as tension mounted between the nuclear-armed rivals following days of artillery duels and skirmishes on the border dividing the disputed Kashmir region.

The foreign ministry said six Indian embassy staff worked for New Delhi's Research & Analysis Wing (RAW) intelligence agency, while two were operatives for the Intelligence Bureau agency. Their names were leaked to Pakistani media overnight.

In response, India said it "completely rejected the baseless and unsubstantiated allegations" leveled by Pakistan against officials at its high commission in Islamabad.

Rajesh Kumar Agnihotri, a commercial counsellor, was named by the Pakistan foreign ministry as RAW's station chief in Islamabad.

The foreign ministry statement gave an eight-point list of the diplomats' espionage activities.

It accused them of fuelling instability in Pakistan's Sindh and Baluchistan provinces, as well as sabotaging its most vital economic project, the $46-billion China-Pakistan Economic Corridor (CPEC), involving transport and energy infrastructure projects to link China with Pakistan's coast on the Arabian Sea.

They were also accused of liaising with factions of the Pakistani Taliban and of working to damage Pakistan's relations with western neighbour Afghanistan.

It was not immediately clear if the diplomats would be expelled by Pakistan or withdrawn by India, which condemned the publication of their names and images and called on Pakistan to ensure their safety.

Last week, India and Pakistan both expelled one diplomat from each other's embassies, accusing them of spying.

The foreign ministry also said Pakistan had withdrawn six diplomats from its mission in India after Indian media reported they had been involved in spying.

Vikas Swarup, spokesman of the Indian Ministry of External Affairs, told a news briefing that Islamabad had withdrawn its diplomats after some were named by the Pakistani embassy worker that it had expelled last week.

The allegations against the Indian diplomats in Islamabad were "an afterthought and a crude attempt to target these officials for no fault of their own", said Swarup, adding that Pakistan's actions added to security risks in the region.

India summoned the Pakistani deputy high commissioner on Wednesday to express its "grave concern and strong protest" over the denouncement of its diplomats in Islamabad.

On the same day, the press wing of Pakistan's military said India had violated a 2003 ceasefire in Kashmir 178 times this year, killing 19 civilians.

Artillery duels and skirmishing have recently intensified along the disputed frontier running through the disputed Himalayan region of Kashmir.

In July, Indian-administered Kashmir erupted in protests that led to a crackdown by security forces after they killed a young separatist leader.

In September, gunmen killed 19 Indian soldiers at an army camp in an attack New Delhi blamed on Pakistan-based militants.

Later that month, India said it carried out "surgical strikes" on the Pakistani side of the border, but Islamabad called this a fabrication to distract attention from its continuing crackdown in Kashmir.

The country of the nobles

by  2016-11-01
"I wonder why it is that the countries with the most nobles also have the most misery."
— Francis Bacon"I'm a citizen of a world!" is a quote usually attributed to Diogenes of Sinope. Diogenes was a cosmopolitan. He was also a cynic. He made that remark at a time when his compatriots were identified in relation to the city-State they came from and their fidelity to Greece. History doesn't tell us if people took to his idea at once, but history does tell us that his remark, no matter how unpopular it would have been at the time, gained a fresh lease of life as the centuries and decades wore on and nationalism (as I've pointed out in an earlier column) got vilified for reasons not always discernible to the average Joe.

BIASED VIEW
People make assumptions. Assumptions can be verifiable. If they can't, they in all likelihood they're based on flawed premises and even more flawed extrapolations. These in turn are probably based on a heavily prejudiced view of the world and an even more biased reading of the political, which in a Goebbelsian manner gets repeated so much that they acquire the quality of truth. So it is, so it has been, and (I suspect) so it will be with the dichotomy between nationalism and cosmopolitanism, particularly when it comes to (s)electing our representatives.
About a month or so back I wrote on nationalism. I argued then that the biggest damage those scripting reconciliation here were doing was ignoring the nationalist factor. I still believe this to be true, not because I affirm the kind of values that rabble-rousers, in their quest to win votes, provoke, but because of two reasons: one, the nationalists will always have their say (history is a good guide for this), and two, the more you suppress them, the more likely they will vent out their frustration resorting to unseemly, despicable methods. I could have mentioned then, as I did not, that the promotion of cosmopolitanism in our political, economic, and social spheres was doing as much damage as the suppression of nationalism.
And it's not hard to see why. For centuries, the West was entranced by a form of cosmopolitanism it never really upheld. It preached the gospel of multiculturalism even as it ironically celebrated and affirmed the faith of the majority. There was racism but it was almost always paraded as assimilation. To this end I alluded to the (Lutheran) Constitution of the Norway and illustrated how, at the end of the day, the Constitutional situation in the West is such that rights guaranteed to ALL are IMMEDIATELY qualified by privileges attached to SOME (in ethnic and religious terms).
JOKE
Personally, I think this is a joke. And you know what? It's a tragedy that most of our self-proclaimed multiculturalists (not all, but many) don't see that they are affirming a more nuanced version of what Diogenes said centuries ago even as those who finance and fund their attempts capitulate on the ideals they market for the sake of expedience. Let's not forget, after all, that the ban on the burkini in France (which thankfully did not go through unquestioned) was allegedly made to equalize followers of every faith with each other, an argument that would have met with (justifiable) rebellion had it been made here.
FORCE-FED MYTH
Added to this is another point, as problematic and tragic as the above: we've been riddled with so many demagogues that we've literally been force-fed the myth that the only solution for the political wormhole in this country is (what else?) cosmopolitans and self-proclaimed political elites. I reflected on this a few weeks back ('Reflections on poverty and the political periphery'). No, I shan't reflect on it again, but will add some more points which I feel we should take heed of. Starting with this: Those who believe that the political cosmopolitan can best deal with political wormholes are only half-correct.
If there's one thing we can take stock of when it comes to what transpired after January 2015, it's this: popularity and cosmopolitanism cannot, and will not, coincide. The latter, moreover, will not ward out corruption for the simple reason that at the end of the day, the political elite are as 'frail' (or 'dangerous'), if not more so, than those who indulge in rhetoric. Sure, we'll have ministers and other (s)elected representatives congratulating themselves for achieving 'durable' peace, reconciliation, and what-not, but all in all, they are little more than clueless lawmakers attempting to force their worldview on a country that remains alienated by what these representatives do.
GENTLEMAN and VILLAGE THUG
Let's be honest here. We're entranced by certain attributes in politicians. We look for whether they are eloquent, whether they put individualism before sovereignty, and whether they can communicate well. We prefer the gentleman to the village thug even if, at the end of the day, both engage in the same kind of racketeering and wheeler-dealing that our government has gained an unseemly reputation for. We rubbish the thug, in other words, not so much on account of his (or her) underhand activities as on account of the fact that he (or she) is perceived as less cultured and refined that the so-called gentleman.
Let's be brutally honest now. What did we see after January 2015? We saw rhetoric and heard words. Nice, shiny words. We saw politicians trying to beat each other at coming up with the rosiest chest-thumping poetry they could come up with. We saw promises that were made and not kept. We saw jokers on the loose, jokers caught unawares thanks to social media and jokers who, in a more politically enlightened state, would have been forced to resign or better, would have by resigned on their own accord. More than anything else however, we saw deception.
Those who support the status quo will continue to see in its leaders the nice, poetic statesmen they are not. Those who support the Opposition will continue to question the status quo on account of its less than admirable stance on the values it itself espoused barely a year ago. Both sides have their idols and both will venerate them, though with a difference: while the populists operate on the premise that only rooted individuals will drive this country forward, the cosmopolitans on the other hand affirm the kind of beer-guzzling, clique-affirming, Colombo 7 mindset that (to put it pithily) did not, cannot, and will not take this country forward. In other words, the one operates on workable assumptions, the latter on unworkable fairytales.
I know, for instance, that those who deride key representatives (especially the leader) of the previous regime celebrate with equal vigour the visits made to this country made by 'White Men' whose records are as abysmal as that of the village thugs on the issues of reconciliation and general decorum. And yet, they are welcomed and salaamed as though they are the statesmen they are not.
I know it's simplistic to think that all this is just a sign of hypocrisy (after all we live in a world where Henry Kissinger won the Nobel Peace Prize and Scott Morrison, present Treasurer of Australia, observed that had the United States achieved the kind of conflict-development goals we achieved after 2009, the leaders of that country would have been awarded the Prize), but still, it would be great if our self-proclaimed 'Honest Abes' came out and called a spade a spade when dealing with the political.
FASHIONABLE
It is fashionable to deride populists. It is fashionable to hold in esteem those who do not market their proximity to the people. True, in this the populists have been as guilty as the non-populists, because after all we've come across those who maintained a facade of friendliness to the public so as to woo some votes, but this dichotomy, I feel, has done more damage to this country than you can imagine.
What is wrong, after all, in appealing to and being friendly with the people, and what is right with maintaining a steely, ridiculously unfriendly attitude to them on the pretext that "I don't woo them with lies because I don't need to" if at the end of the day, the populist got some work done and the non-populist, despite rhetoric and his or her statesman-like image, got nothing done? Worse, what can be justifiable in that steeliness and unfriendliness if, at the end of the day, you win despite the most ridiculously alienating statements you make on the majority BECAUSE you are 'blessed' with that 'rare gift' called cosmopolitanism, which guarantees you a large chunk of votes from the elite in the city and elsewhere?
I am not naming names here, by the way. The truth is that since independence, we've gone back. We have voted for idealists and got in jokers. We have selected dreamers and have been accursed with them for the better part of a not-so-distant past. It's hard to pick and choose and vilify particular politicos because everyone, to some degree, is guilty and blemished.
FINAL ANALYSIS
In the final analysis, we are living in a country of nobles, whose nobility is predicated on the institutions they attended and the political ideals (fixated for the most on the middle-class and rightwing economics) they espouse. They win votes from the poor because the poor, as someone once said, never or hardly ever ask for an explanation of what they have to put up with. They may get tormented by taxes and corruption and they may get tortured by wielders of justice (formal or informal) while the bigger sharks go scot-free, but they like to dream. The political elite do not dream. They do. And each time they do, they dangle their bait a little farther away from the poor.
Chaminda Weerawardhana who is domiciled in London and who calls a spade a spade, in an essay titled 'On War Criminals and Privileged Holidaymakers' observed that those who stand for human rights and democracy and all other stuff populists love to demean as 'Western trash' were, for the most, immature owing to their social and economic prejudices.
He contended (quite cogently) that they would trash the previous regime with the same enthusiasm they displayed when they invited the likes of Tony Blair and Cherie Blair (the privileged holidaymakers), the former an all-but-in-name-only war criminal and the latter noted for her law firm's connection with Abdulla Yameen, who imprisoned Mohamed Nasheed in what Amnesty International referred to as a "travesty of justice."
The irony is that we invited Tony Blair to speak on 'Reconciliation in Sri Lanka and the Northern Ireland Experience' and Cherie Blair to speak on 'Human Rights in Business.' I was there at the latter event, I saw Cherie speak, and I saw her spout rhetoric on the importance of maintaining decency in commerce and foreign relations. Weerawardhana questioned this and answered thus: "Why do Sri Lankan leaders, supposedly committed to the rule of law and good governance, court Blair? The answer partly lies in the Colombo elite's blind admiration of all things Western and white."
He then opened a bag: "The day the Colombo elite reach that level of maturity, beyond their neo-colonial, 'Master-race-worshipping' hangover, Sri Lanka could take real forward steps."
Will they, though? I doubt it. As long as the status quo in this country is decided on by those aforementioned beer-guzzling clique-affirmers, the truth of the matter is that they can't. The sooner we realize this, the better it will be for everyone.

SOUTH KOREAN President Park Geun-hye can be subjected to questioning in the ongoing investigation into the influence-peddling scandal involving her longtime friend, said the country’s Prime Minister-designate Kim Byong-joon.

The newly-appointed Kim, who was nominated by Park, issued the comment on Thursday as opposition lawmakers stepped up their demands that prosecutors directly investigate Park to get to the bottom of the scandal.

South Korean media have been speculating that Park’s friend, Choi Soon-sil, pulled strings in government affairs from the shadows and pushed businesses to donate millions of dollars to two foundations that she controlled.

Kim told a televised conference that he thinks it’s possible to have Park investigated, as there are different interpretations of a constitution provision that grants sitting presidents immunity from criminal lawsuits.

But he added that the procedures and methods of any such probe of the head of state must be carefully done.

“There are different interpretations of the Constitution. But I believe we can conduct an investigation into Park,” Kim told reporters in his first official meeting with the media, as quoted by Yonhap News.
“As she is still the head of state, however, we should be prudent about the process and methods. Everyone is equal before the law,” he added.

The President’s Office announced on Wednesday that Park nominated Kim, a former top policy adviser for late liberal president Roh Moo-hyun, as her new prime minister, replacing incumbent Hwang Kyo-ahn. Kim’s appointment is, however, still subject to parliamentary approval.

Kim said the president had asked him to handle the economic and social affairs portfolio in his capacity as the prime minister. The delegation of tasks was made in wake of the public anger fueled by the scandal which had raised concerns that Park would not be able to perform regular duties.

“The role of prime ministers as stipulated in the Constitution is simple. They receive orders from the president and control state affairs, and hold rights to request nomination or dismissal of Cabinet members,” Kim said. “But I do not believe previous prime ministers exercised such rights.”

South Korean prosecutors have also detained a former senior aide to Park as they widen their investigations into the political scandal centering on whether the president’s longtime friend was pulling government strings from the shadows.

Ahn Jong-beom is the second person detained over the scandal that has triggered mounting calls for Park’s resignation. Earlier this week, prosecutors detained Park’s friend, Choi Soon-sil, late Monday and requested an arrest warrant for her.

According to media reports, Choi, who is a cult leader’s daughter with a decades-long connection to Park, made policy recommendations, despite holding no government position.

A Seoul prosecution office said on Thursday that it has detained Ahn while questioning him over his alleged involvement in extracting US$70 million of company donations.

Prosecutors have to determine whether to seek an arrest warrant for Ahn or release him by Friday.
The scandal came to light last week when local cable TV network JTBC broke a story revealing evidence that Choi had received confidential documents and influenced government matters.

The saga took on a strange twist when rumors swirled of Choi’s links to a religious cult, depicting her as a “shaman” who has been manipulating Park through supernatural means and even comparing her to Russian mystic Rasputin.

Last Tuesday, Park made a rare public apology, admitting that she had shown secret documents, including drafts of presidential speeches, to her confidante, who did not hold any official position.

Angered by the scandal, an estimated 30,000 people took part in a demonstration on Saturday that saw protesters march through the capital of Seoul.

Since late last week, Park has ordered over a dozen of her senior aides to resign amid an investigation into the scandal.

Public outcry over Choi has seen Park’s approval ratings take a tumble, hitting an all-time low of 21.1 percent on Thursday, according to local pollster Real Meter, while in another poll, over 40 percent of respondents said Park should resign or be impeached.
