SL to adopt electoral system of New Zealand with improvements

More powers to be devolved to provinces

Sri Lanka, having rejected the German electoral model, is looking at improving on New Zealand’s electoral system, says Prime Minister Ranil Wickremesinghe.

Addressing the Sri Lankan community in Auckland on Saturday, the Prime Minister  said that  a combination of the first-past-the-post and the proportional representation systems on a 60 to 40 percent basis would be introduced, making it better than the one being used in New Zealandn through the allocation of six bonus seats to the winning party. "Having looked at the German model, we have decided that New Zealand’s electoral system coupled  with our proposal to provide the provinces more devolution would be ideal."

Wickremesinghe observed that it was interesting to be innovative and that was the way forward if Sri Lanka was to achieve its full potential.

"It is essential that we establish our own links to see what contributions could be made," Wickremesinghe said, adding that New Zealand and Sri Lanka were both committed to a social market economy, like Germany.

He emphasised that all political parties would have to work together for Sri Lanka to put its house in order.

"The CWC headed by Arumugam Thondaman is in consultation with President Maithripala Sirisena who heads our National Government. The JVP, the Tamil National Alliance led by R.Sampanthan and the Joint Opposition are also contributing to the national debate on  establishing a new Constitution," Prime Minister Wickremesinghe noted, stressing on the need for a change in mindset.

Recalling that Sampanthan and he had entered Parliament in 1977 and worked together on many issues, Wickremesinghe said that the TNA leader was genuine in his commitment to forging national unity.

The Prime Minister, who is on a three-day official visit, is being accompanied by his wife Professor  Maithree Wickremesinghe, Law and Order Minister Sagala Ratnayake, Telecommunications and Digital Infrastructure Minister Harin Fernando, State Minister for City  Planning and Water Supply Dr. Sudarshani Fernandopulle, Deputy Minister of Foreign Affairs Dr. Harsha de Silva, Secretary to the Prime Minister Saman Ekanayake, Senior Advisor to the Prime Minister Charitha Ratwatte, Additional Secretary (Media) Saman Athaudahetti, Personal Assistant to the Prime Minister Sandra Perera and the Foreign Ministry’s Director East Asia and Pacific, Savitri Panabokke.

His speech  was diametrically opposed to the racist stance he takes when he is before the Sinhala media. In confirmation of his gross hypocrisy and perfidy , after the speech , his officers requested the Tamil journalists not to publish his speech in the Sinhala media. 
Rajapakse who  makes loud criticisms  that ‘while incarcerating the  war heroes , the Tigers in jails are being released,’  when the good governance government is releasing the Tamil prisoners who are in jail sans charges , did a most treacherous  turnabout on the 3 rd before the Tamil media  to echo  what the present government of good governance is always standing for. Mahinda pointed out , those facing criminal charges are not political prisoners , and therefore cannot  be released  , while adding , whether those who were released by him after rehabilitation were indeed rehabilitated is unknown to him. Those who were steeped in terrorism for 16 years were rehabilitated by him  in 6 months , but that was  most risky , Mahinda pinpointed.

When Namal Rajapakse was in jail  he met  the Tamil prisoners , and the former had asked  him (Mahinda) why they are not being released , he gave the afore-stated answer to Namal , Mahinda told before the Tamil media . Mahinda admitted that his failure to hold a political forum with   the Tamil prisoners who were freed after rehabilitation was his fault.   
The most controversial and rudely shocking double speak of Mahinda spurted  out when he declared before the Tamil media , Wigneswaran is not a racist when all the  lackeys , cronies and stooges without exception  of Mahinda  are loudly accusing Wigneswaran is a racist.
Mahinda also revealed , he held provincial council elections in the North with full knowledge that the TNA will emerge victorious , and he is happy about it.
Double tongued Mahinda was so confused because unlike others who are single tongued  , when one tongue of Mahinda was saying one thing before the Sinhala media , his other tongue was shamelessly saying something absolutely contradictory before the Tamil media.  Mahinda who described Wigneswaran as a non racist  a few moments earlier blurted , if it was under his government he would not have allowed Wigneswaran the chief minister to hold the meeting the latter  organized in Jaffna recently.

Mahinda’s double tongue protruded uncontrollably on that day so much so that every sentence he uttered only betrayed his hidden hypocrisy and inborn racist traits. When referring to Wigneswaran’s meeting he said , that was stoking racism , but  then in the same breath he uttered the people who attended the meeting were not racial.
Mahinda Rajapakse also said, it were the lies spread under ‘Gobells agenda’ that engendered his defeat,  and  the Muslim community was alienated from him by an opposition conspiracy . This allegation was most stupid owing to the fact , it was  Mahinda who nursed and nurtured the anti Muslim  organizations , Sihala Urumaya, Ravana balaya  and Bodhu Bala sena , though he is now alleging the opposition  turned  the Muslim community  against him. Moreover, Mahinda claiming that the  ‘grease yakka’  creation was  an opposition  conspiracy was the biggest joke of the century.
Double tongued Mahinda made yet  another most misleading statement: According to the EKTA agreement , the Tamil journalists of Tamilnadu will arrive in SL , and the SL journalists will be deprived  of their jobs. This bankrupt political buffoon who told this to alarm  the Tamil journalists in front of him , did not for a moment think nor  ask  himself , will the Tamil journalists who are in plenty in Tamil nadu come here to secure jobs where opportunities for them  are most limited? 
Mahinda’s  dilemma was so extreme , every word he uttered transformed into a lie. He said , during his period media freedom was there . It is a pity , Mahinda has so quickly forgotten , it is during his tenure of office the Tamil Udayan newspaper was set on fire twice. It was most unfortunate that there wasn’t a single Tamil journalist in the crowd to question Mahinda in that regard. 
Mahinda while remarking  he will not form a new party  went on to say , the Hambantota Port and the Mattala Airport are profitable Institutions  with Mattala earning invisible profits .  These utterances were absolute lies vis a vis the announcements made by his own minister in parliament during his term , that the income per month of the Mattala airport was only Rs. 15,000/- per month

Moreover , when  Mahinda’s own cronies publicized via  the Sinhala media that Mahinda gave a slap to Prabhakaran before the latter died , Mahinda remained  silent in relation to that heroic  report then. However , when the Tamil  journalists questioned him on that , Mahinda replied he had not met Prabhakaran even in his dream.
In addition , not a single journalist questioned Rajapakse about the monumental corruption involving his whole family , and the cases pending in court . This was not only despicable and deplorable but it also most poorly reflected  on the journalists . They only displayed  their own sordid traits sans journalistic ethics.
It is well to recall Lanka e news in the past nicknamed Mahinda Rajapakse as a ‘Gan kabaraya’ not without reason. It was because he was such a profuse liar who enjoyed saying falsehood  even in his dreams. In the villages such double tongued liars are identified  disdainfully as  having a ‘Kabaraya’ tongue .   Sadly , this defeated ,deposed , dejected and discarded moronic politico once again proved before the Tamil journalists beyond any trace of doubt he is a confirmed ‘Gan Kabaraya’

146 EX-LTTE MEMBERS TESTED NEGATIVE FOR POISON: NPC HEALTH AUTHORITIES

Medical examinations conducted on former LTTE cadre were negative for any traces of poison, the Northern Province Health Ministry said yesterday.

A total of 146 rehabilitated former LTTE members have undergone the test conducted by the provincial health authorities.

So far none of the medical tests conducted detected any traces of poisonous substances. 29 ex-LTTE members from Jaffna, 24 from Kilinochchi, seven from Vavuniya, 81 from Mullaitivu and five from Mannar have undergone the medical examination so far.

The medical tests were done following allegations made by the Tamil National Alliance (TNA) that the Sri Lankan army had injected a poisonous drug to former Tamil Tiger combatants during detention and rehabilitation conducted by the Sri Lanka Army.

The TNA decided to conduct medical tests when concerns were raised after 105 ex-LTTE members died from undiagnosed or cancer-related issues while in detention or rehabilitation under Army custody.

Air Traffic Controllers Claim Prejudice, Launches Work To Rule Campaign

The Air Traffic Controllers’ Association last evening kicked off a work to rule campaign citing ‘long standing prejudice’ against them by the Management of the Airport & Aviation Services (Sri Lanka) Limited.
aviationIn a statement issued, the Association warned that if their demands are not addressed in a satisfactory manner within a reasonable period of time, or in the event where the management is observed to be taking detours instead of taking a genuine effort to resolve the matter, the Air Traffic Controllers will be compelled to escalate the work-to-rule procedure to overflying aircraft as well.
“At this stage we will exempt the International Overflying aircraft from work-to-rule procedure as disruption to routine work pattern for such aircraft could potentially put our neighboring Flight Information Regions (Male, Melbourne, Jakarta, Chennai & Trivandrum) in a difficult situation and could quickly develop into a regional matter,” Rajitha Seneviratne, Assistant Secretary – Air Traffic Controllers’ Association of Sri Lanka said in a statement.
He however assured that they will ensure that the work to rule campaign would not negatively impact the services for emergency aircraft, ambulance aircraft and aircraft engaged in search & rescue operations.
Speaking to Colombo Telegraph the Asst. Secretary Seneviratne said “This issue has been dragging for over twelve months and we have been hampered in many ways. Running of processors pertaining to our salary increments and promotions has been handed over to the Sri Lanka Institute of Development Administration by the Airport and Aviation Services and we have not been happy with the progress made”.

Yoshitha, the second son of ex-president Mahinda Rajapaksa, last week submitted a motion to the Colombo high court saying that he needs to go to Australia for medical treatment, and considering it, the court gave him permission to go to Australia on medical grounds. However, Yoshitha wants to go to Australia actually to meet his girlfriend, say sources close to him.  Yoshitha has told his friends, “The high court judge accepted the lie I told him.”

Yoshitha’s girlfriend, the daughter of Lohan Ratwatte, is presently pursing higher studies at Melbourne, Australia. He has applied for visa and he will, most probably, leave for Australia this week, say the sources further.
 
N.B.
An incident took place yesterday (02) that proves that Yoshitha had misled the court. After obtaining court permission for medical treatment, he was seen taking part in the SLR Colombo Marathon yesterday. Not even persons with good health compete in a marathon of that nature without proper training.

This was confirmed when he  participated in the LSR Colombo marathon contest on the 2 nd which covered a length of 42 kilometers from Colombo to Negombo.
Yoshitha who committed a huge money laundering crime through the CSN channel is out on bail , and his foreign travel too was  barred by the Kaduwela court .On the 28th of September he filed a motion in the Colombo high court that since he is having health issues necessitating medical treatment for his  knees and ankles , he has to travel to Australia for surgical intervention , and therefore he shall be granted permission  to travel abroad . Based on his plea , the judge A.A.R.Heinthuduwa granted him permission.
The crucial question is : Can an individual who had knee and wrist injuries on the 28 th of September necessitating surgical intervention overseas participate in  a marathon on the 2  nd of October , and run a distance of 42 kilometers ? 
The Rajapakses who are  by now well known worldwide as fraudsters, tricksters and racketeers  have once again duped the court and the country. On this occasion it is their second son Yoshitha who had tricked the exalted court . Will the high court judge Heiyantuduwa remain silent even after the truth has dawned on him that he was taken for a jolly good ride by Yoshitha is a pertinent question.

The Scourge of Alcohol Dependence in Sri Lanka

Alcohol is undoubtedly the commonest toxin consumed willingly the world over. In Sri Lanka, alcohol dependence is a major health and social problem. Most medical and social workers are aware of this problem. Unfortunately, few speak openly of this grave malady which is destroying our countrymen in the prime of their lives. Consumption of increasing amounts of alcohol over a period of time leads to the development of the "Alcohol Dependence Syndrome" characterized by deterioration of physical and mental health, inter personal relationships, moral and social standards, and the deterioration of economic status.

Buddhist perception of alcohol

2560 years ago, the Gauthama Buddha realized the evil of alcohol and advised his disciples to refrain from alcohol. In the Kumbha sutra, that he preached Kings Sarvamithra and Kosala, he indicated 48 evils of alcohol consumption. Refraining from alcohol and other intoxicants is the fifth precept of Buddhism. Unfortunately, most Buddhist males ignore this basic precept.

History of alcohol dependence in Sri Lanka

All evidence indicates that Sri Lankans did not consume alcohol for many centuries. In 1505, following the Portuguese invasion of Sri Lanka, they promoted greatly the drinking habit among the countrymen. In 1658, following the Dutch invasion, there was further promotion of alcohol consumption. In 1796, the British liberally issued liquor licenses to open up taverns all over the country. They increased state coffers by tax collections and promoted the drinking habit widely via the "Toddy act "of 1912.

Alcohol consumption rates in Sri Lanka. 

Sri Lanka has a high consumption rate for alcohol. According to the WHO "Global alcohol trends" in 2014, the per capita consumption of alcohol was 3.7 litres for both sexes and 7.3 litres for males only. These figures account for use of licit or recorded alcohol only.  However, it is well known that  over 55% of alcohol consumed by males in Sri Lanka is unrecorded or illicit alcohol or Kassippu  ( 8.9 liters ) The total per capita consumption of alcohol among males in Sri Lanka would  therefore amount to 16 .2 liters. This is the highest among the SAARC countries. 

A survey done by the Health Ministry in Sri Lanka in 2015 showed that 34.8 % of Sri Lankan males consume alcohol. However, the NATA (National Alcohol and Tobacco Authority) statement in 2016 indicates that 40 % of Sri Lankan males consume alcohol. Fortunately, the prevalence among Sri Lankan females is only 0.5%, and mostly involves the upcountry tea estate workers..

Alcohol, economics and health.

According to the chairman of NATA, the government spends as much as Rs. 140 billion (editorial – The Island 6 Aug 2016) annually on the treatment of patients suffering from non-communicable diseases mainly due to alcohol and victims of road traffic accidents from drunk driving. He debunks the theory of the alcohol industry that they increase the government coffers, as the revenue from taxes on alcohol amounts only toRs. 106 billion.

This incident took place some time ago. That is at the time when Hon. Field Marshal Sarath Chandralal Fonseka entered politics. 
His political advisers advised the field marshal to, wherever he goes, to pat the heads of children, take children into his arms and to ask them about anything.
Fonseka prompted replied, “Aney, I cannot do what those clumsy things being done by Mahinda. I have not at least taken my own two children into my arms.” Then, advisers told him, “Politics is not an honest thing. It is something that should be done with ingenuity.”
After being thus advised, the field marshal went for a function at a temple at some village. He remembered the advice given by his advisers and took a small child in the crowds into his arms. He did that like a customer who had gone to a farm house to inquire about the prices of broiler chicken. Fonseka then asked the child, “Oh, Baby, how old are you?” Since the baby did not understand what that meant, his mother said, “Baby is three years old, sir.” Fonseka next asked, “In which grade is the baby studying?” The mother was dumbfounded and looked everywhere for help. Fonseka’s bodyguards, acting as if they did’t hear anything, told him, “Let’s go, sir. It’s getting late,” and took him away in a hurry. They later told his advisers and Anoma Fonseka  about what had happened, and they let him be as he is. 
That is why Maj. Gen. Kamal Gunaratne said publicly, “After retiring from military service honourably, I cannot enter politics and become an infant.”

Palestinian elections postponed for up to four months

The Palestinian government decided Tuesday to delay municipal elections for up to four months, after the high court ruled they should be held only in the West Bank and not in the Gaza Strip.

However, a new date for the vote was not set by the government based in the West Bank, the Palestinian territory run by President Mahmoud Abbas's Fatah party.

Prime Minister Rami Hamdallah said in a statement that "the Palestinian cabinet, in consultation with President Mahmoud Abbas, decided to postpone the local elections for (up to) four months".

The Islamist movement Hamas, which controls the Gaza Strip, rejected the postponement and said the delay and the decision not to hold the polls in the coastal enclave were Fatah manoeuvrings to avoid an electoral defeat.

The Palestinians have not held an election in which both Hamas and Fatah took part since 2006. They have also not held a vote in both the West Bank and Gaza Strip at the same time since then.

Hamas, labelled a terrorist organisation by the United States and European Union, had planned to support lists of candidates not officially linked to the movement to avoid potential sanctions if they won.
It was not clear if Hamas would still attempt to do so.

The elections, originally set for October 8, were initially to choose municipal councils in some 416 cities and towns in the besieged Gaza Strip and the occupied West Bank.

On September 8, the Palestinian high court based in the West Bank suspended the polls following disputes between Fatah and Hamas over candidate lists.

That dispute led to Monday's decision in which the high court ordered the elections to be held only in the West Bank and not in Gaza.

It said that the Hamas-controlled judiciary in Gaza did not have the necessary "guarantees" in place for holding the polls.

Reconciliation attempts between Hamas and Fatah have repeatedly failed, and Hamas boycotted the most recent Palestinian municipal elections in 2012.

An official with the electoral commission said authorities now planned to restart the process from the beginning -- meaning that candidate lists already registered could be wiped out.

Hamas spokesman Sami Abu Zuhri told reporters that the group opposed that and wanted the process restarted at the point where it was stopped.

Fatah and Hamas have not contested an election since 2006 parliamentary polls which Hamas won -- sparking a conflict that led to near civil war in Gaza the following year.

This year's vote was planned with 81-year-old Abbas under heavy political pressure as opinion polls have suggested most Palestinians would like him to step down.

Some analysts saw Abbas's decision to call for the municipal elections as a failed gambit since he may have been hoping Hamas would repeat its 2012 boycott.

Last month, two Norwegian artists published an “apology” from their country’s national theater over its collaboration with Israel’s government-backed Habima theater.
The video apology was a performance, meant to highlight Norway’s complicity in Israel’s crimes and its use of culture to whitewash them.
The artists, Pia Maria Roll and Marius von der Fehr, sparked a national debate in Norway. Their intervention has received a warm welcome from the Palestinian arts community as well as from Israelis who are active against their country’s occupation, colonialism and apartheid.
But the “apology” provoked a furious reaction from the Israeli government, which demanded that all copies of the video be scrubbed from the Internet.
Norway’s embassy in Tel Aviv rushed to reassure supporters of Israel’s abuses that the apology wasn’t really from the Norwegian national theater and that Norway’s government opposes boycotts of Israel.

“Lack of principle”

“It is no surprise to us that the government has a strong public position against boycott of Israel,” Kathrine Jensen, chair of the Palestine Committee of Norway, told The Electronic Intifada. “The Progress Party, one of the two political parties in government, has an extreme position regarding support for Israel in their political platform.”
Jensen, whose solidarity organization was founded in 1969, said the government, led by Conservative Prime Minister Erna Solberg, has vowed to increase trade and academic cooperation with Israel.
“What is more surprising is the fundamental lack of principle found in some of the reactions and comments regarding the national theater ‘apology,’” Jensen added.
Instead of dissociating itself from the apology, the Norwegian embassy “should have defended the principle of freedom of speech and emphasized that Norwegians have the right to express their opinion and speak their mind,” Jensen said.
She noted that even in Norway there are “increased attacks against political activists, particularly those who advocate for boycott, divestment and sanctions.”
Jensen said a rise in Islamophobia is also making Palestine advocacy more challenging: in Norway, like other European countries, “refugees, immigrants and Islam are ingredients” in the discourse of those supporting right-wing parties.
“So far we have not been hindered in our work by Norwegian authorities,” Lars Gule, a university professor and board member of BDS Norway, told The Electronic Intifada. “However, we would like Norwegian diplomats to make clear to Israeli authorities and citizens that it is not illegal in Norway to call for a boycott of Israel.”
Gule says his organization is working for a “comprehensive boycott, including an academic and cultural boycott” of Israel.

Terse response

The Electronic Intifada attempted to gain some clarity from the Norwegian foreign ministry. We put to them that other governments – Sweden, the Netherlands and Ireland – had emphatically recognized that BDS activism is protected by free speech.
The ministry provided a terse response: “Norway’s position on these questions should be clear – the government strongly opposes boycotting Israel and there is freedom of expression in Norway.”
This is a grudging recognition that Norwegian citizens do indeed have a right to boycott Israel.
The government could hardly say otherwise, given its prime minister’s recent public showdown with Facebookover free speech.
But does this opposition to holding Israel accountable extend even to boycotts that are limited to Israeli settlements in the occupied West Bank? Norway’s policy is that Israel’s settlements violate international law.
In a follow-up, The Electronic Intifada asked the Norwegian foreign ministry: what is Norway doing to stop Israeli settlements and why would Norway oppose its own citizens organizing effective boycotts aimed at stopping settlements?
Their answer: “We have no further comments in this matter.”

“Deplorable”

“The official Norwegian position on boycott of Israel, on the illegal settlements, is well known – and deplorable,” BDS Norway’s Gule said. “By pretending that Israel is a normal state and that the occupation can be terminated through negotiations without serious pressure on Israel, the official position has shown itself to be incredibly naive.”
Not only does Norway’s government oppose effective action against Israel’s violations of international law, it assists them: while Norway burnishes its image as a global humanitarian leader, Norwegian-supplied arms were used in Israel’s 2014 attack on Gaza.
According to Gule, Norwegian officials refuse to endorse boycott or any other form of pressure on Israel, “as this would jeopardize Norway’s role as head of the Ad Hoc Liaison Committee.”
The AHLC is a body that coordinates among international aid donors to the Palestinian Authority, including the EU, UN and the United States.
“For Norwegian officials, the prestige of this chairmanship seems more important than justice for the Palestinian people,” Gule said.
Norway’s role in the defunct peace process dates back to its brokering of the 1993 Oslo accords between Israel and the Palestine Liberation Organization.
Deference to the US also plays a role in Norway maintaining the illusion of negotiations that “ended in less than nothing – a situation that is worse for the Palestinians than it was before the Oslo process started,” Gule added.
