Nineteenth Amendment & Scope For Changes In The Public Service

One of the major changes brought about by the Nineteenth Amendment is the concept of good governance envisaged through the appointment of independent commissions to oversee appointments, transfers, and promotions and disciplinary control of the public service, the judiciary, and other arms of government administration. The overt intention to uphold press freedom, observe the rule of law, and non-interference in judicial proceedings augurs well for the future and demonstrates that the country is moving towards a new political culture and governance. The remarkable independence and integrity shown by the Elections Commissioner in the conduct of the 2015 elections illustrates the success and merits of good governance. Viewed in this light the role of the public service under the new government of President Maithripala Sirisena and Prime Minister Ranil Wickremesinghe is likely to undergo significant transformation.
Of the major factors outlined earlier, the principal issue of politicisation needs to be neutralised if the public sector is to regain its original position of a relatively more independent arbiter of development administration. The Nineteenth Amendment has restored more powers to the Public Service Commission by removing Cabinet control of functions related to recruitment, transfers, promotion, and disciplinary control. The PSC owes its position to the Constitutional Council on whose recommendations Commissioners and the Chairman are appointed by the President. The Constitutional Council has been empowered to recommend to the President ‘fit and proper persons’ for appointment as Commissioners not only to the PSC but to all other independent commissions established under the Nineteenth Amendment. The Constitutional Council consisting of nine members is therefore expected to play a major role in ensuring good governance. The composition of the Council includes the Prime Minister, the Speaker, the Leader of the Opposition in Parliament, and five persons appointed by the President on the nomination of both the Prime Minister and the Leader of the Opposition, of whom two members shall be Members of Parliament. Whether the composition constitutes the right mix of persons and whether there should have been more representation from eminent persons of dignity and integrity and civil society are issues that may warrant further discussion. It is likely that these issues may be subjected to further review by the new government.

and Kurunegala District lawmaker Mahinda Rajapaksa was on the receiving end of a rude shock on Monday (2) morning. 

Hundreds of buses had entered the capital Colombo from remote districts across the island carrying thousands of supporters eager to see the back of the Sirisena administration and ensure Rajapaksa is re-anointed king and commander-in-chief. The Baseline Road and High Level Road, strewn with piles of litter, were testament to the success of the pro-Rajapaksa rally.

The ruling United National Party gathered the largest crowd at its rally in Campbell Park on May Day, with Police estimating a crowd of nearly 80,000 in attendance. A reinvigorated base turned out to prove that in spite of nearly 20 years in opposition, the UNP remains the country’s single largest political party. 

The two SLFP rallies saw their crowds split almost down the middle. In Galle, President Maithripala Sirisena’s rally was packed, with parts of the crowd being forced to remain outside the grounds. In the slightly smaller grounds in Kirulapone, the pro-Rajapaksa alliance also packed tens of thousands of adoring supporters of the former President. 

The competition for the show of force by the de jure and de facto leaders of the Sri Lanka Freedom Party at May Day 2016 seemed to end in a tie. Mahinda Rajapaksa, who has pledged his commitment to an undivided SLFP, had led some 40 party men to rebel against their Party Leader and President. The separate May Day rallies finally ended the pretence.

Every attempt by President Sirisena to unify his party under his own chairmanship is failing. A large contingent of the elected SLFP MPs remain convinced that Mahinda Rajapaksa is their only hope for political survival.  There is no more denying that the SLFP is on the verge of a major split and deeply mired in internal crisis.

Sri Lanka plans to extend $1.5 bln RBI currency swap - finmin

Dec 18 Sri Lanka plans to extend a $1.5 billion currency swap with the Reserve Bank of India (RBI) by one year, its finance minister said on Friday.

Sri Lanka's balance of payments (BOP) is estimated to have recorded an overall deficit of $2.32 billion during the first three quarters of 2015 compared with a surplus of $2 billion recorded a year earlier. 

Deterioration in the overall BOP has come from loan repayments and higher imports.

The International Monetary Fund (IMF) last week warned of an uncertain economic outlook, loose monetary and fiscal policies and urged appropriate actions to safeguard economic stability.

"We expect to extend the $1.5 billion Indian swap by one year," Finance Minister Ravi Karunanayake told Reuters.

India's central bank entered into the swap agreement with its Sri Lanka counterpart in March last year. Sri Lanka received $400 million in April and $1.1 billion in September.

Karunanayake told parliament on Thursday that the island nation's reserves were at "a healthy" $6.1 billion. The central bank data showed the reserves have fallen over a quarter from $8.2 billion by end of last year mainly due to debt repayment.

The country's foreign currency reserves are under pressure as $4.75 billion is expected to be repaid on foreign loans before November 2016, central bank data showed.

Karunanayake also said there had been $750 million of inflows since the budget was announced on Nov. 20 mainly from remittances. The government has decided to borrow $350 million from Turkey Exim Bank funds for development projects.

Analysts said higher imports, foreign borrowing due to low interest rates and defending the currency had depleted reserves. The central bank sold a net $1.1 billion in the three months through November.
Officials at the central bank, however, said dollar selling was to facilitate oil imports and foreign outflows from government securities.

Apart from the RBI swap, Sri Lanka has borrowed $2.15 billion through two 10-year sovereign bonds and more than $1.7 billion from development bonds this year. (Reporting by Shihar Aneez; Editing by Jacqueline Wong)

LEN logo(Lanka-e-News -04.May.2016, 10.30PM) Minister cum Field marshal Sarath Fonseka addressing the parliament yesterday , referring  to the withdrawal of the military security detail of Mahinda Rajapakse and replacing it with 200 police personnel said, the suicide bomb attack targeting Gotabaya Rajapakse at Piththala junction was a scenario created by Gotabaya himself based on a conspiracy, while explaining that the terrorists do not explode a  bomb that is left 25 meters away , and they are not that stupid to target  a vehicle which is immune from  bomb attack. Hence that bomb must be subjected to an examination. 
Minister cum Field marshal Fonseka also  pointed out the defense secretary doesn’t need to have a military security detail which the president and prime minister haven’t. While he was revealing the above details  ,the group of Rajapakse M.P.s best known for their worst uncouth and barbaric conduct in their characteristic hooligan style attacked the MPs of the government . Consequently  one M.P had to be hospitalized.
When Dinesh Gunawardena, by now well known as a bankrupt politico questioned on the changes in the security detail of Mahinda Rajapakse , the prime minister who answered first , in reply said , the security provided to Mahinda Rajapakse will  not be diminished in any way, while quipping ‘ If Mahinda Rajapakse is not there , how can we come to power?’ . When the P.M. gave this witty reply , the ‘rogues on behalf of rogues’ were astounded and dumfounded.
The P.M. then said , Field Marshal Fonseka who knows better about security than himself will explain , and sat down. As soon as the field marshal began to speak ,the members of the Rajapakse brigand who were obviously panic stricken started to obstruct and disturb his speech.
Oblivious of the hindrances and disturbances , Sarath Fonseka went on to point out some pertinent and important facts. When he said  the threats to Mahinda’ s life were from Johnston Fernando , the group of ‘rogues on behalf of rogues’ darted forward  and interrupted the speech while entering into a conflict   with Palitha Thevaraperuma M.P. When the new UNP M.P. Sangdeeth Samarasinghe joined in to defuse the situation , he was put down and trampled by the group of parliamentary rogues. It was Prasanna Ranaweera the UPFA Gampaha district M.P.  a  Rajapakse sidekick  with a mouth that stinks a mile when opened who launched the assault on Samarasinghe. It is this two ton weighing  glutton fed on robbed money , of the Rajapakse Blue brigand who got on top of fallen Samarasinghe.
Finally ,  the speaker adjourned  parliament  until tomorrow while saying , those involved shall be punished. Samarasinghe has been admitted to the ICU ward of the General hospital. A neck guard has been fixed around his injured neck.

The report compiled on the clash which broke out in Parliament yesterday recommends the highest possible disciplinary action against MPs Palitha Thewarapperuma and Prasanna Ranaweera for causing the tense situation to escalate into an exchange of blows, according to sources. 

 Cabinet Minister for Regional Development Field Marshal Sarath Fonseka was delivering a statement regarding the decision to replace the military security of the former President with police personnel when certain opposition MPs raised objections clashed with government MPs on Tuesday (3). 

This prompted Speaker Karu Jayasuriya to adjourn Parliament until today and call for a report from the Deputy Speaker and the Deputy Chairman of Committees in connection with the incident. 

He also informed Parliament that suitable action would be instigated against the MPs involved in the incident. The report, which was handed over to the Speaker today at the Parliament premises, has reportedly made several observations and recommendations.  

According to sources, it is recommended that a strong warning be issued to the MPs from both sides who gathered at the center of the chamber at the time and caused a disturbance to proceedings.


Distressed Rajapaksa Turns To UN Chief For Security Protection

Former President Mahinda Rajapaksa, who once snubbed the international community has turned to United Nations Security General Ban Ki-moon, seeking his intervention to restore the Army protection provided to him.
In a petition addressed to the UN Chief and Human Rights Commissioner,
Rajapaksa’s media division who initiated the campaign on change.org has claimed that following the government’s decision to withdraw army protection from the former President, he has the risk of being assassinated as he is considered anti-LTTE and is instrumental in defeating the terrorist outfit.
“Due to the pressure of the current government leaders of Sri Lanka, the Sri Lankan Army Commander has ordered to remove the Army personnel providing security to former President Mahinda Rajapaksa. The particular Army squad consists of 89 soldiers and the majority are commandos, who are highly trained to protect the VVIP in any situation,” the petition said.
Citing reasons further, the petition said that the recent discovery of several suicide jackets and C4 explosives along with firearms, were all causes for concern and the government’s failure to repair Rajapaksa’s bullet proof vehicle that met with an accident several months back is yet another reason which increases his vulnerability.
MahindaMeanwhile, Rajapaksa declared that even though his security was removed he still had the self-satisfaction that he was able eliminate the fear of war from the minds of the people. “Even though I may no longer have my security beside me, I will always have the self-satisfaction that I was able to eliminate the fear of war from all of you,” he said in a post on his official Facebook page.
Speaking in Parliament, just minutes before clashes erupted between MPs this afternoon, Minister of Regional Development, Field Marshal Sarath Fonseka recalled how the security of former PresidentChandrika Kumaratunga was drastically pruned from 60 to 30 during Rajapaksa’s era. Kumaratunga narrowly escaped an assassination attempt in 1999 when a suicide bomber triggered the explosive device at the final presidential election rally in Colombo. She sustained injuries to her right eye and face, while the blast claimed over 30 lives.
“Mahinda Rajapaksa, who is just a Parliamentarian, cannot protest about his security being replaced with police. He should be grateful that he at least has sufficient police security,” Fonseka said.
Fonseka also disclosed that he has a security detail of just 15 policemen. “So if the Army Commander who won the war is provided with just 15 policemen, then I don’t see why a former President who is now a mere Parliamentarian wants massive security detail,” Fonseka added.

Torture Him: An offensive android app let users to torture Rajapaksa

( May 4, 2016, Colombo, Sri Lanka Guardian) An android game named “Torture Him” available at the Google Play Store has garnered severe criticism from many sectors for enabling its players to torture a character based on former president Mahinda Rajapaksa.

The android game depicts a caricature of current parliamentarian Mahinda Rajapaksa and lets its users torture the character using shoes, syringes, electricity, a noose and other torture devices.

While over 1000 users have down voted the android game giving it a single star, over 500 users have ranked to between 2 -5 stars. According to stats provided by Google Play Store the app had been updated on January 10, 2016, while approximately 50,000 – 100,000 users have installed the game in their devices.

Social media post too can be seen circulating creating awareness regarding this application and requesting users to report and down vote the application. Many social media users have described the android game as vile, unethical and offensive. Attempts to contact the publishers of the game was unsuccessful.

Pratibha Industries has finally won the contract to implement the Kundasale Haragama water project after a long arduous journey with the previous regime and the agreement was signed in the month of March in Colombo with the blessing of the Yahapalanaya government.

Pratibha Engineering is a subsidary of Pratibha Group, has apparently got this contract after appointing a very infamous wheeler dealer Mohideen Rifky Badurdeen as their coordinator and local agent for the Kundasle haragama water project in Sri Lanka. According to Mohideen Rifky Badurdeen and his close circle of associates, he is apparently carrying out these projects under the auspices of the Sirisena family. Whether the family is aware or not, nobody knows.
Pratibha Industries Mr. Ravi Kulkarni, deputy managing director incharge for international operations specially for water projects has been highly taken up by this influential Mohideen Rifky Badurdeen as he has the blessings of the Sirisena family and is the direct go between for the Minister of Water Supply and City Planning, Rauf Hakeem.
But Mr. Kulkarani is unaware of Mohideen Rifky Badurdeen past, as this particular wheeler dealer single handedly landed another big indian giant Larsen & Turbro, in a an immense mess that benefited Mohideen Rifky Badurdeen millions of dollars, hoodwinked Ms Ferial Ashraff, and caused millions of dollars of damages and legal fees for Larsen & Turbo.
At that juncture Mohideen Rifky Badurdeen collected Two million dollars using then Minister Ferial Ashraff and her team promising a 2 Acre land from NHDA located at Darley Road Colombo 10, opposite St. Joseph college. Larsen & Trubro has spent nearly 11 million dollars to get the above land to do a mix development project and Mohideen Rifky Badurdeen had approached Larsen & Turbo claiming to be the only person to get the nod of then Housing Minister Ms Ferial Ashraff the wife of late SLMC Leader Ashraff.
It is believed that he is playing the same role again, a decade later with the successor and current leader of the SLMC, Minister Rauf Hakeem and Pratibha Industries, once again claiming to be the exclusive negotiator for Minister Rauf Hakeem.
At that time Rifky Badurdeen had subsequently made contact with Ms. Ashraff criticizing the present SLMC Leader Hon. Rauf Hakeem and Faiz Mustafa the Presidents councilor for not letting Ms. Ashraff to become the leader of the SLMC and had used this ruse and friction to cheat the country and Ms. Ashraff for the tune of Two million dollars, which resulted in immense problems for Ms Ashraff at that time.
Subsequently this issue was taken up by her partners to a very powerful and notorious politician and this person fled the country and was in exile in India for sometime and even went to Thirupathy Temple to seek blessing. However Ms. Ashraff had no such blessing and became a victimized Minister as she could not help Larsen & Turbro and they packed their bags after spending nearly 11 million dollars which went down the drain, because of Rifky Badurdeen.
The current project is funded by Exim bank of India, where the main contractor Pratibha Inudstries limited one of India’s largest infrastructure development company and is listed on the Mumbai stock exchange and national stock exchange in India. The project valued at 200 million dollars includes cum/day capacity water treatment plant, 87 km of transmission mains, 380 km distribution of pipeline, 23 service reservoirs and 450 meter long pipe bridge connecting Balagolla and Haragama areas. A population 450, 000 will both benefit and be created by this project that has a contract period of 3 years with the main contractor in Sri Lanka is National Water Supply and Drainage Board.
Rifky Badurdeen is selling the name of Hon. Rauf Hakeem the Minister, the Chairman of NWSDB, Mr. Ansar the vice Chairman of NWSDB, Mr. Shafeek Rajabdeen and many officials of president secretariat and the treasury for the tune of 10.5 million dollars. Its seems Mr. Chakravathi who is representing Pratibha from India in this project clueless about this person and his hidden activities. It’s a high time Pratibha Group and local politicians identify the proper people so that they do not to bring disrepute to their respective countries and governments.

Rifky Badurdeen has also claimed that the local contracting for Pratibha Industries, would be awarded to George Steuart Group of Companies, once again, the Yahaplanaya government seems to be back in cahoots with the same wheeler dealers from the previous regime. The multi million dollar question is what fate is in store for Pratibha Industries, Dilith Jayaweera and Minister Rauf Hakeem as Rifky Badurdeen has cheated many multinational companies and individuals including Koreans, Indians, Malaysians, Germans and Italians.
The citizens of Sri Lanka voted in this government expecting them to do a honest days work, not to procure the help of rogues who raped and pillaged the treasury of the Government of Sri Lanka with the previous regime to come back in to the fray and keep stealing from the people of this country. At the same time shouldn’t companies like Pratibha Group consult with their respective Governments and High Commissions before appointing individuals to be their representatives.
At a time the country is trying to meet their budget deficits why is it that individuals like Rifky Badurdeen being allowed to pocket millions of dollars in the name of Politicians, where both the Government of Sri Lanka and people of Sri Lanka end up paying back these loans. In essence we the people are funding the likes of Rifky Badurdeen to live lavish lifestyles while the people who put a 100 rupee reload on a phone card ends up paying nearly 40 ruppes in taxes and levies.

SriLankan CEO Capt. Ratwatte Ditches Cadet Pilots’ Dreams

Six Mihin Lanka Cadet Pilots whose flight training was abruptly terminated by the newly appointed CEO Capt.Suren Ratwatte of SriLankan Airlines, have officially written to Prime Minister Ranil Wickremesinghe seeking his intervention to restart their programme.

CEO Capt. Ratwatte who secured his job through the means of a nepotistic appointment found fault with the recruitment and assessment criteria used by Mihin Lanka that selected the students of this First Officer programme.
The assessment criteria which was part of the cadet pilot’s recruitment process was conducted by the Alpha Aviation Group whose services had already been used in the past to assess over 70 current pilots flying for Sri Lankan Airlines. This was way before Capt.Ratwatte joined the airline.
The cadets who commenced their training programme on the 10th of July 2015 completed their ground school training on the 28th September 2015 which was incidentally three days prior to CEO Capt. Ratwatte joining Sri Lankan Airlines.
Thereafter their simulator training was halted and they were informed that they were going to be reassessed once again by a different company.
The cadets who had already signed contracts with Mihin Lanka had made payments for the course which was to eventually cost them over Rs 8 million.
Some cadets had even obtained bank loans for this purpose after the contract was signed.
It is yet to be established what the real reason was for CEO Capt.Ratwatte to have made such a decision.
However it is a known fact that eight other cadet pilots who are sons of current senior pilots of Sri Lankan Airlines are awaiting to be enlisted into the national carrier.

Reports reaching us confirm that the attorney general has granted permission to file action against the national freedom front leader parliament MP Wimal Weerawansa.

Therefore the CID would file a case against Wimal Weerawansa in the Colombo magistrate’s court soon.
 
Action would be filed against Weerawansa under the penal code and the immigration and emigration act for possessing a fake passport and trying to travel using the fake passport.
1.2 kg of cocaine seized in Ragama

The Police Narcotic Bureau (PNB) today seized over 1.2 kg of cocaine worth around Rs.20 million from a land in Ragama . 

Police on Sunday arrested eight Nigerian nationals and two Sri Lankans with 222 grams of cocaine, in a joint operation carried out by the PNB and the Special Task Force (STF). Police said the cocaine seized today was recovered from a land near the residence of the suspects arrested earlier.  

 They said another Nigerian national had fled during the raid and Police suspect that he may have hidden the drugs in the land.  The PNB is on the lookout for the escaped Nigerian.

Israeli warplanes launched several raids against the Gaza Strip on Wednesday after a day of tensions along the border with Israel, the Interior Ministry of the Palestinian territory said.

Air strikes hit around Gaza's defunct international airport near the southern city of Rafah and in nearby farming areas, without causing casualties, said the ministry, which is run by Hamas.

Israel's army said it had hit five sites operated by Hamas.

Middle East Eye's Gaza contributor, Mohammed Omer, reported that "hundreds of families are fleeing their homes," a scene he said reminded him of the Israeli offensive against the enclave in 2014.

Israeli military spokesman Peter Lerner tweeted that Israel "will continue to operate in order to protect the civilians of Israel from all Hamas terrorist threats above & beneath ground".

The border between Israel and Gaza - the flashpoint of the 2014 conflict - saw a further bout of violence on Wednesday, with Israeli tanks firing into the enclave in what Israel said was a response to mortar fire.
One of the targets was a Hamas watchtower in the Shujaiyya neighbourhood east of Gaza City, the Maan News Agency reported.

Gaza’s Ministry of Education evacuated two nearby schools - Subhi Abu Karsh and Beit Dajan - after the shelling.

There were no reported injuries and no claims of responsibility for the mortar fire.

Hamas and Islamic Jihad, another Palestinian group, released separate statements warning Israel against any escalation along the border.

"Hamas holds the Israeli occupation completely responsible for the escalation east of Gaza and the consequences of it," spokesman Sami Abu Zahri said.

"The movement calls on the concerned parties to shoulder their responsibility to stop this aggression and Israeli crimes."

The violence puts pressure on a ceasefire that has mostly held since the hostilities in Gaza ended in summer 2014.

Israel holds Hamas responsible for all projectiles fired from the Strip, though they are largely fired by other groups. Hamas has not claimed responsibility for a rocket attack since the end of the 2014 war.

MILITANTS in the Philippines have released a video threatening to kill three hostages in their captivity, more than a week after beheading a Canadian man.

The hostages, from Canada, Norway, and the Philippines, were seen pleading for their lives in a video circulated by the SITE Intelligence Group, which monitors jihadi media.

Six militants stood around the hostages, who were on the ground, heavily armed with weapons during the video, which appears to have been filmed in the jungle.

The captives implored the Canadian and Philippine governments to help them by heeding the militant group’s demands.

Norwegian Kjartan Sekkingstad warned that if the demand was not met, “we will be executed like our friend John”.

Abu Sayyaf militants killed Canadian John Ridsdel on April 25 after failing to secure a ransom of 300 million pesos (US$6.3 million).

His severed head was found dumped in Barangay Walled City on Jolo Island in the Sulu province, reported the Philippine Daily Inquirer.



According to a transcript provided by Reuters, Canadian hostage Robert Hall addressed the Canadian government, saying: “I’m told to tell you to meet the demand. I don’t know what you’re doing, but you’re not doing anything for us.

“John has been sacrificed, his family has been decimated, and I’m not sure why or what you’re waiting for.”

Filipino captive Marites Flor implored several local officials, prominent personalities, and presidential candidates to help, “because we want to be freed alive”.

A masked militant speaks directly to the Canadian and Philippine governments, warning them that the three remaining hostages will be killed if they “procrastinate once again”.

Canadian Prime Minister Justin Trudeau condemned the brutal killing of Ridsdel, but vowed not to give in to the kidnappers’ ransom demand.

The Filipino military and police launched an offensive against the militants following the beheading. They said in a statement: “The full force of the law will be used to bring to bring these criminals to justice.”

After Weeks of Bloodletting, U.S. and Russia Forge Deal on Ceasefire in Aleppo

After some of the most intense fighting between Syrian government forces and rebels in months, the United States and Russia announced a new cessation of hostilities agreement Wednesday for the city of Aleppo, the site of the most gruesome violence.

Though intermittent clashes continue, the ceasefire is already resulting in a decrease in violence, said State Department deputy spokesman Mark Toner. The ceasefire took effect at 12:01 a.m. Wednesday in Damascus, and Toner said the U.S. and Russia are working to ensure it is closely monitored.

“Attacks directed against Syria’s civilian population can never be justified, and these must stop immediately,” Toner said in a statement.


The new truce, if successful, would close a glaring hole in U.S. efforts to reduce violence in Syria after another, partial, ceasefire was announced last Friday in the northwestern region of Latakia and the Damascus suburb of eastern Ghouta. The most intense violence has been happening in Aleppo, where a combination of regime airstrikes and rebel attacks on pro-government neighborhoods killed 300 people over the last two weeks.

“The United States will do its part with the opposition,” he said.

It has been difficult to maintain a ceasefire in Aleppo, in part due to intermingling between rebel forces and members of the Nusra Front, an al Qaeda affiliated group that is not protected under a Feb. 27 cessation of hostilities agreement the United States and Russia helped broker. “There is a Nusra presence in Aleppo,” a senior State Department official said last week, speaking on condition of anonymity. “Nobody is saying that there isn’t.”

Russia and Syria have maintained the right to target Nusra members in Aleppo. The U.S. says rebels must distance themselves from the al Qaeda affiliate, but has also accused the Assad regime of attacking civilians in Aleppo who should be protected.

The announcement of the new ceasefire follows a bloody 24 hours of fighting in Aleppo that killed “dozens” according to the Syrian Observatory for Human Rights. The group said rebels advanced into regime-controlled districts in western Aleppo on Tuesday but were repelled by government forces by Wednesday morning.

U.N. Undersecretary-General for Political Affairs Jeffrey Feltman welcomed the U.S.-Russian agreement Wednesday at an emergency session of the U.N. Security Council, urging the warring “parties to abide by this, immediately and comprehensively.”

“We need to put the cessation of hostilities back on track,” he told the 15-nation council at the meeting, which was convened at the request of Britain and France.

Feltman said the conflict in Aleppo in recent weeks “resembles some of the worst days” of the Syrian war that preceded a shaky pause in the fighting in February and March. He also raised concerns about armed groups engaging in joint military operations with the Nusra Front and other extremist groups, saying it poses a “major challenge to stabilising the situation.”

Aleppo has seen one of the worst campaigns of aerial bombardment since the start of the Syrian civil war, Feltman said.

“I am horrified by the further death and destruction in Aleppo,” added Stephen O’Brien, the U.N.’s undersecretary-general for humanitarian affairs and emergency relief. He said an estimated 300,000 remain in Aleppo and “live in constant fear over the next attack from the air, including from barrel bombs.”

“Over the past 10 days, indiscriminate attacks and the use of explosive weapons in populated areas by government forces, and by listed terrorist groups have intensified — affecting mostly civilians,” O’Brien told the council.  “There can be no explanation or excuse, no reason or rationale, for waging war on civilians.”

Despite the new agreement between Washington and Moscow, a rift between the two major powers over the five-year Syrian civil war also was exposed during Wednesday’s meeting at the Security Council.

Samantha Power, the U.S. ambassador to the United Nations, and her Russian counterpart, Vitaly Churkin, agreed the latest truce has resulted in a decrease in the fighting in Aleppo. But they provided sharply differing accounts of who was responsible for the surge in violence.

Power accused Assad’s regime of launching more than 300 airstrikes, 110 artillery strikes, 18 missiles, and dropping at least 68 bombs Aleppo over the last two weeks alone — data she attributed to credible sources on the ground in Syria.

“While all sides have contributed to the violence the military escalation was attributable largely to the actions of a singular party: the Assad regime,” Power told the council. “…All of this while still paying lip service to the cessation of hostilities.”

But Churkin countered that armed Sunni opposition groups, including Ahrar al-Sham and Jaish al-Islam, have joined forces with the Nusra Front to seize Assad-controlled territory in Aleppo. The rebel offensive, Churkin said, derailed a U.S.-Russian effort to negotiate a pause in fighting.

Churkin also faulted the United States for rebuffing previous attempts to form a joint monitoring team to enforce the cessation of hostilities. Russia, he said, has been seeking since October “to establish this kind of cooperation, and unfortunately it has taken more than six months to achieve.”

“We do hope that this will be an important step in our efforts to stop the bloodshed in Syria,” Churkin said.
