Doctors protest in London over contracts

Thousands of doctors are expected to join a protest in London over the Government's plans to impose a new contract.
The march is the second of its kind in the capital as the row continues between Health Secretary Jeremy Hunt and representatives of the British Medical Association (BMA).

Strike action among doctors is still on the cards after negotiations broke down between NHS Employers and the BMA over the contract, which covers all doctors up to consultant level.
A series of letters between Mr Hunt and Dr Johann Malawana, head of the junior doctors' committee at the BMA, have failed to bring the two groups back to the negotiating table.
Under the current plans, the contract will reclassify doctors' normal working week to include Saturdays and late evening working.
Critics have argued the deal could mean pay cuts of up to 30%, with "normal hours" reclassified as being from 7am to 10pm, Monday to Saturday.
Extra payments for unsociable working will be earned only outside of these times, rather than the current arrangements of 7am to 7pm Monday to Friday.
Mr Hunt has indicated he would be willing to look again at how far "normal hours" extend on Saturdays.
The protest will start with speeches at 2pm at Waterloo Place, before the march moves along Pall Mall and Whitehall.
It will end in Parliament Square outside the House of Commons between 5pm and 6pm.
Protests in Belfast and Nottingham will also take place today, and in Dundee on Sunday.
Dr Anna Warrington, of the protest organising committee, said: "This unprecedented protest brings together healthcare professionals and concerned public to raise awareness of the threat to our NHS from the imposed junior doctors' contract.
"Junior doctors will not agree to contract changes that risk patients' safety and doctors' wellbeing. This event is about explaining our concerns to a wider audience."

Scientists in Alaska will raise the vexed issue of methane and “black carbon” pollution as they discuss tipping-point dangers posed by global warming in theArctic.
A crucial meeting of the Arctic Council, in Anchorage, comes amid evidence that the polar region is warming faster than any other place on Earth and that sea ice coverage there has shrunk by nearly a third since 1979. Researchers now fear that new threats to climate stability are about to be unleashed in the Arctic. Warming in high latitudes is causing permafrost in Siberia and northern Canada to thaw and release plumes of methane stored there, they say. Methane is a powerful greenhouse gas and these releases threaten to trigger secondary rises in global temperatures.
In addition, researchers warn that black carbon – ultra-fine particles produced by factories and farms and deposited thousands of miles from emission points – could be significantly reducing the brightness of snow and icefields. With less solar radiation reflected back into space, the region will warm up even faster, leading to a longer melt season and even greater reductions in ice.
“The sources of black carbon and methane emissions affecting the Arctic are the oil and gas sector, waste, domestic burning, shipping and other modes of transportation, agricultural burning, other industry and agricultural sources, and natural sources including wildfires and wetlands,” said Jon Kahn, director of the ministry of environment and energy in Sweden and an Arctic Council delegate, in a recent blog.
Kahn has played a key role in setting up past Arctic Council investigations of the dangers posed by methane and black carbon to the region. Crucially, Kahn noted that the US, which has just assumed presidency of the council, has agreed to maintain this interest and, in particular, to look more closely at flaring, the burning of natural gas that cannot be processed or sold, and which has been linked to the release of secondary climate pollutants such as black carbon.
The Arctic Council is made up of representatives of the main north polar nations – Canada, Denmark (through its dependencies of Greenland and the Faroe Islands), Finland, Iceland, Norway, Russia, Sweden and the United States. In recent years, its work has come into sharp focus as the Arctic has warmed up and its sea ice cover has shrunk, exposing once inaccessible oilfields and sea routes.
Russia has been particularly aggressive in claiming rights over newly exposed territories, while US president Barack Obama recently triggered controversy by giving the go-ahead to Shell to drill for oil in the Chukchi Sea.
However, the US administration has since made significant retreats over its oil drilling policy in the Arctic and last week announced new curbs on oil and gas exploration in Arctic waters off Alaska’s northern coast. This has raised hopes that it will use its presidency of the Arctic Council to try to strengthen measures that will protect the fragile polar environment. The Arctic suffers by comparison with its southerly counterpart, the Antarctic, which is controlled by an international treaty that bans all mining, oil drilling or the presence of the military, and which strictly controls all environmental hazards. By contrast, the Arctic is owned by nations who have very different ideas about how to run the place. It is the task of the Arctic Council to reconcile these differing aspirations.
For its part, the United Kingdom, which has strong interests in both Arctic and Antarctic research and exploration, has permanent observer status at the council and uses its scientific expertise and knowledge of the region to optimise its political leverage at debates.
The UK has been criticised for its lack of ambition in Arctic debates. A House of Lords report, Responding to a Changing Arctic, recently warned that the UK does not always take a full role in Arctic discussions. In the report, peers recommended that the post of UK Arctic ambassador be created. However, the government has since dismissed the idea, arguing that such a post is unnecessary. “We already have a strong influence and certainly do not need honorific posts with grand titles to make our presence felt,” said one UK Arctic expert.
This year, the UK natural environment research council said it would spend an extra £16m on Arctic research in order to better understand how climate change there is likely to affect wildlife, fish stocks and the environment.

Digestion Improvement
It may sound strange, but eating with your fingers can improve digestion as well because when you wash your hands with soap, all the bad bacteria are removed while the good bacteria remain on your hands which can be very healthy for your gut.
Also, eating with your fingers sends signal to the brain about the food whether it is solid or soft, hot or cold, and it prepares the digestive system for digesting food.
Prevents Overeating
People who eat with hands have healthier body weight because they do not eat too much. This can be especially good for children, if their parents allow them to eat with hands of course. This is the considered as the safest way to maintain normal weight.
Moreover, people who while eating are doing something else as well, such as watching TV, eat more food than those who sit normally on table and eat.
When you eat with both hands, you are not able to do anything else meanwhile because your hands are not clean or busy. Therefore, you are focused only on the process of eating and you will know how much food you have eaten and when it is time to stop.

Possible release for some Tamil prisoners

Some prisoners held under the Prevention of Terrorism Act (PTA) are likely to be released soon in the wake of President Maithripala Sirisena directing that this matter be expedited, Opposition Leader R. Sampathan said yesterday. 

He said the President had directed Justice Minister Wijedasa Rajapakshe to release some of the prisoners when this matter was referred to him. 

Mr. Sampathan told Daily Mirror the minister had referred this matter with the President after a discussing with a TNA delegation. 

He said the mentioned prisoners would be released after the legal procedures were attended to. 

"However, no relief will be given to those charged with serious offenses," Mr. Sampathan said. 

Nearly 150 prisoners detained under the PTA staged a hunger strike from Monday but they are expected to give up the hunger strike today.(Yohan Perera)

On 31st December 2014 exactly a week before the epochal change of the Presidency, I wrote in the print media: “The current political discourse is not about choosing a captain to lead our nation state. It is about electing a president for our Republic. On 8 January we should not and must not elect a captain who will rule, lead and command. Instead we should elect a president attuned to the rhythm of the age of information.
Maithripala DahamWe now find that we have elected a preachy President rich on rhetoric and short on delivery. Hence this retrospective search for clues in understanding the paradox of Maithripala Sirisena Transformative President, indulgent father of Daham Sirisena, caring brother of Kumarasinghe Sirisena and hardnosed succorer, salvager of his party the SLFP.
It now seems that this president is not as attuned to the rhythm of the age of information as we hoped. If he was, he would have been far more receptive to the public abhorrence of nepotism, cronyism and profligacy.
By appointing his brother as the head of Sri Lanka telecom and taking his son to New York as a member of the official delegation to the General Assembly sessions he has determinedly excluded siblings and offspring as falling within the compass of nepotism. May be. It may just be, that the double helix structure of DNA allows some presidential double standards on nepotism as applicable to Thamankaduwa today and Giruwapattuwa yesterday.

People ask whether there is evidence that the death penalty is a more effective deterrent than imprisonment. Of course where the death penalty is concerned it is a deterrent at least to those criminals who committed the crime as they will no longer be available to commit crimes. But people want to know whether the death penalty will deter other would-be criminals who would commit crimes. People may also want proof that it is in fact a deterrent. This requires one to show that there is some correlation between the punishment and the trend to commit crimes. If the death penalty is re-introduced will there be some reduction in crime?

The body of journalist Prageeth Ekneligoda has been dumped to sea, weekend publication 'Sath Handa' reports citing Army intelligence sources.

An article by Shantha Wijesuriya for the newspaper says that the abducted Ekneligoda was taken to the paramilitary camp in the Sorivila (Manampitiya) Welikanda area before being murdered and dumped into the sea off Trincomalee.
The newspaper further reports as follows :
Together with Ekneligoda, 15 TMVP members were also killed and buried in a swamp land in the Sorivila area.
However, the bodies were later dumped into the sea off Trincomalee after they had resurfaced, intelligence sources reveal.
Under Karuna's rule
This paramilitary camp, set up in 2007, was initially under the power of Karuna Amman and was later under Pillayan. It was removed in early 2010.
On Jan. 24, 2010, Lt. Col. Shammi Kumara Ratnayake, Corporal Priyantha alias Nadan, former LTTE member Kanapathipillai Suresh Kumar alias Thavendran and Sumathipalan Suresh Kumar alias Nagulan had abducted Ekneligoda in Rajagiriya.
He was taken to the Kantale- Giritale Army camp where he was questioned for a few days.
Upon the orders of a former Defence bigwig, Lt. Col. Ratnayake had then handed Ekneligoda over to the Sorivila paramilitary camp.
When Ekneligoda was handed over, the Sorivila paramilitary camp was run by Pillayan.

Troika –Army commander , AG and appeal court president plot to rescue trapped Gota :kickbacks paid in foreign currency

It is learnt that notorious infamous Gotabaya who had amassed colossal foreign funds illicitly has paid over Rs. 10 million in foreign currency to each of these three traitorous machievellians as  santhosams (kickbacks). There is evidence which testifies to how  this money belonging to Gotabaya which was hidden in a house in the vicinity of parliament of a businessman was released to the evil and corrupt  troika. 
Conspiracy No. 1 
Two crucial events are slated to  take place today in this conspiracy.Army commander and   the AG are to meet secretly  pertiaining to their conspiracy aimed at rescuing Gotabaya the key player in the conspiracy hatched and the murder of Prageeth .
It is two additional solicitor generals of AG’s department, namely, Shavendra Fernando and Dappula De Silva   who have prepared the groundwork for  the secret meeting between the AG and the army commander . Shavendra Fernando was a judge advocate for a long time in the army , while Dappula is one who is maniacally  prejudiced in favor of the forces.
These two additional solicitor generals who are enslaved by and submissive to Gota’s cash rewards after casting aside the legalities and laws they must abide by , are engaged in bending and turning AG Yuvanjana noted for his ignorance of  legal aspects ,and who is incompetent in spite of being an  AG, in every direction they want . The AG not knowing his bearings because of his professional incompetence is changing direction like a weather cock does with the prevailing wind. In this instance the prevailing wind are these two unscrupulous officers who are prevailing on ignorant Yuvanjana  to do exactly what they want to rescue the army culprits .
Conspiracy No.2
Vijitha Malalgoda who is dazed and charmed by the colossal cash payment made by Gotabaya made a most deplorable and detestable move when the habeas corpus application filed by the spouses of the army officers in custody  was heard today . Malalgoda instructed that the IGP should be present in court in person.
It is normal to cite the IGP as a respondent in every habeas corpus application , but that does not mean the IGP should be present in court for every habeas corpus petition, and that  is unnecessary .Hence if a judge is to issue such an instruction , it is an abuse of his judicial powers driven by ulterior motives.
A habeas corpus petition is filed only where the missing person’s whereabouts are unknown . This is something even a Kindergarten class child knows. In this case of the army suspects , they are not missing. They are being detained by the CID  on the orders of the defense secretary .
The defense secretary’s order has also  been obtained to detain the 11 army officers until 23 rd November .In the circumstances there is absolutely no grounds for a habeas corpus application.Therefore this appeal court president is trying to perform  a circus act using this baseless habeas corpus application rather than acting according to laws. .May this appeal court president be warned that he can be a clown only in a circus and not in a court however he tries ,while he is holding a lofty judicial position.

Judge Malalagoda lured by filthy lucre collected from Gotabaya is now determined to quash the case by summoning the IGP to court . The sordid plan is , after getting down the IGP and coaching him , to make him give an order to abandon the CID investigation.
It is high time this despicable ,abominable, traitorous  troika, namely Krishantha De Silva, Yunvanjana Wanasundara and Vijitha Malalgoda learn to  bear one thing in mind : based on the mandates of the people of 8 th January and 17 th August , this troika that is  under the influence of Rajapakse cash kickbacks out of wealth accumulated  by them from even fecal matter and human excreta driven by  their inordinate greed for filthy lucre  , cannot breathe the same air alongside the virtuous masses  after betraying them  and acting counter to  their mandate .They can only exhale before the victorious people what corruption they  inhaled with the assistance of the corrupt and crooked. Naturally ,they  can only therefore pollute and poison the air  to the detriment of the whole nation after having gobbled  up Rajapakse’s filthy lucre picked up from fecal matter

Nepotism Bug Hits Foreign Ministry

The Sirisena-Wickremesinghe regime’s policy of helping friends and family appears to have spread to the Foreign Ministry with career diplomats being overlooked in favour of loyalists and their kin.

Last week Lal Wickrematunge, brother of Lasantha Wickrematunge, the slain Editor of the Sunday Leader, was made Consul General in Sydney. Also, Manoj Warnapala, the son-in-law of Austin Fernando, advisor and confidante of President Maithripala Sirisena and the Governor of the Eastern Province, was appointed yesterday as a consul in Sri Lankan High Commission in UK. Warnapala is a UK citizen.
One of the main pillars of the Maithripala Sirisena campaign was to de-politicize the Foreign Service which was filled with children and relatives of cronies by the previous Rajapaksa administration. Colombo Telegraph understands that key individuals of the Sri Lanka expatriate community are upset by this decision. They argue that it amounts to a continuation of the much-criticized nepotism of the Rajapaksa Era. Some of them, who were very vocal in their support for Maithipala Sirisena, point out that career diploamats continue to be sidelined just like during the Rajapaksa years.
Neither Lal Wickrematunge nor Manoj Warnapala have ever held a diplomatic post before nor do either one of them have any career training or experience in the diplomatic service.

Finance Minister to embrace monster crooks?

Finance Minister Ravi Karunanayake (RK) has announced that foreign currency stashed in Swiss banks by locals may be safely brought home; no questions will be asked, protection of funds guaranteed and hinted that better interest rates than Switzerland may be offered. A decision of this magnitude must have Prime Ministerial, Presidential and Cabinet approval surely? No, this is not because RK or any of these worthies have money buried in foreign accounts that they are yearning to bring home and splurge – these folks don’t need local megabucks in addition to incomes, perks and wealth. The reason is that the exchequer is penniless of foreign lucre and a desperate Finance Minister is scraping the bottom of every barrel he spots on the wayside. The import bill is rising, export earnings declining and the trade deficit in 2015 will be worse than 2013 and 2014. Reserves are under pressure and RK’s panic is justified.

Before today’s theme which is the dollar as a tool of US foreign policy, two comments on this matter; one substantive, the other pragmatic. The currency laundering amnesty will be followed by forgiveness of the corrupt ways in which the monies were acquired. To say: "Bring back the loot, it’s protected; but we will prosecute you for corruptly acquiring it" is a non starter. The unavoidable next step thereafter is forgiveness of all large scale fraud; corruption, larceny and kick-backs. Will they forgive only those who committed two crimes - fraud followed by money laundering - but prosecute those culpable of corruption but neglected the second crime of shifting the loot overseas!! That’s screwball; so it will be a blanket amnesty for all crooks, burying good-governance in perpetuity. The second reason I oppose this amnesty is that it is a waste of time; there will be few takers. Big fish have ways to move loot elsewhere out of Switzerland; anyone not in violation of US law (Foreign Account Tax Compliance Act of 2010) will not be under pressure.

The $ versus the US economy

The dollar is the mighty medium of international payment and repository of global reserves, but the US economy is in decline; it is not down and out but the economy is flagging in fits and starts. Here are a few numbers to illustrate this contradictory trend. America’s share of global GDP at market rates is down to 23%, a decline from over 30% in the superpower’s heyday, mid 1990s. In purchasing power parity (PPP) it is 17%; the same as China (16%). [At market rates China’s share of global GDP is 14% and trails the US by 9%]. US share of global exports is down to 10% and imports down to 13%. The US is the biggest export market for only 25 countries, down from 45 a decade ago. US share of global manufacturing is just 17%. Its indebtedness to foreigners is gigantic; foreigners hold $9.6 trillion of $13.2 trillion US publicly traded debt. This is the picture of a fading giant whose global economic clout is dwindling and is deeply in debt to the rest of the world.

However the place of the dollar in the global financial and trading system tells a different story, but before venturing there a one-sided picture which ignores the strengths of the United States must be corrected and I do not mean military supremacy only. The US is way ahead in innovation and technology, in R&D it is still number one though others are catching up; its corporations still hog the top spots, and about 15 of the 20 apex places among world universities are occupied by US colleges in the Times Higher Education Supplement and Shanghai Jiao-tong annual rankings. Remember the splendour of the Eternal City shone even in its twilight years, which Edward Gibbon opines extended from the ascension of Commodus to sole rule in 180 AD and endured till 476 AD when the last western emperor Romulus was deposed. Gibbon thinks that Rome peaked in the reign of the last of the ‘five good emperors’, Marcus Aurelius (161-180 AD). US power peaked in the 1990s when the demise of the Soviet Union certified its uncontested military, economic and diplomatic supremacy, but ah don’t forget, history now moves at a much faster speed.

The dollar however is king! Sixty percent of global reserves are in dollar denominated instruments and a similar proportion of global trades are settled in dollars. About 60% of global GDP in 2015 (70% in the early 1990s) is produced in the ‘dollar-zone’ (as opposed to the Euro, yuan, yen or sterling zones); 55% of global funds are managed by Americans while 45% of global bonds are denominated in dollars. All the world’s banks are all in thrall to American extraterritorial laws and courts. It is a walkover; there is no candidate to contest its supremacy. The euro is so embroiled in European turmoil that its very survival is questioned; the yen as a global alternative is a tried-and-failed case, sterling is a has-been. The red-back is not going to make headway because of China’s closed financial system, immature legal structure and secretive courts. Beijing is pushing a yuan dominated multilateral bank (Asian Infrastructure and Investment Bank) and promoting it as a medium of trade in Asia, but there are no takers except in transactions with China. The red-back is not a free-float currency and hence unsuitable as a medium of international settlement.

After a thousand years as numero uno, what is Rome’s enduring legacy, its lasting gift to human civilisation? Luminance, Latin and Law! In a thousand ways how things were done in Rome illuminated how things would come to be done elsewhere; Latin bonded intellectual Europe – as late as 1687 Newton preferred to write Principia in Latin. Not just laws per se, but the concept of stable and abiding lawfulness derives from Rome. The Code of Hammurabi, circa 1800 BC predates Rome, Asokan Edicts and Laws of Manu are contemporaneous with the Republic, but none are codified and formalised or endured. And what will America’s legacy be in half a century when it will be just one among a few great powers? Something similar; a ‘culture’ of pre-eminence of technology, innovation and entrepreneurship; English (albeit bastardised American English) as the world’s lingua franca; and globalisation, that is an economically compacted world and pervasive democratic pluralism. Much of this will not be because of but despite the constrictions of American capitalism; yes, a contradictory and dialectical amalgamation. Sorry, this paragraph is a bit of a digression from my main theme.

The $ as a political tool

It is the pervasive power of the dollar that underwrites American soft power and its ability to impose economic and trade sanctions on those it does not like (Russia, Iran and North Korea), freeze other people’s reserves (Iran), frighten banks and inflict its tax laws across the world. The dollar is a strange creature; its provenance is rooted in the Fed in Washington which is obliged by laws made in Congress to serve American interests. It functions as the US instrument of commerce, investment and finance. But then, it also doubles up as global money and bestrides the world. The political usages of dollar ubiquity are palpable; Iran’s foreign reserves could be frozen because they lay in US banks as Treasuries, bonds and cash; and the world had little choice but to go along with sanctions against Russia because exclusion from the global settlement system was too frightening for any other country to contemplate. Washington will continue blatant exploitation of this advantage and the dollar will carry on enslaving the world for the foreseeable future.

HSBC grovelled like a worm when thousands of American accounts in its Swiss branch, concealed from US tax authorities - even its CEO Stuart Gulliver stashed away his pay cheque in an HSBC Swiss account of a shady Panamanian shell outfit - were revealed. Last month a US court ordered Bank of China to hand over information on Chinese bank accounts in a dispute between Gucci and fake handbag makers. This has far reaching implications for sovereignty; even the Chinese Embassy in Washington intervened unsuccessfully. Whose law, Chinese or American, are banks in China subject to? The judge even made scathing references to the deficiency of the Chinese judiciary. The global overreach of Congress and the US judiciary is underpinned by the power of the mighty dollar and the greed of foreign banks and companies to retain a US foothold, not by US military or diplomatic clout. At times this reach can be beneficial such as exposure of the VW emission fraud and pressuring Lanka into war-crimes investigations with, albeit limited, foreign participation.

The unplanned consequences of dollar global dominance are more potent than these explicit confrontations. A rise in US interest rates will have devastating effects on heavily dollar indebted countries if a significant part of the borrowings are not at fixed interest rates. Debt servicing, already burdensome, can become unbearable forcing devaluation as the balance of payments worsens and confidence in the economy is sapped. Secondly, countries like China, the petro-states, Japan and Singapore who between them hold maybe $4 trillion in US Treasuries (government bonds and short-term paper) will be hit if their values decline (yield rises) in response to Fed interest rate increases or other events in the local US economy. A third unintended effect of global dollar dominance is that countries which hold reserves in dollars are subject to the vagaries of its depreciation or appreciation against the currency of their main trading partners. Fourth, loans and investments from even non-dollar nations are earmarked in dollars (Chinese loans to Lanka may be denominated in yuan – I don’t know) and reinforce dollar dependence. And finally, since US debt liability will exceed its GDP soon it could sap global economic stability; a worst case catastrophe for the whole world is if the US defaults, turning the greenback into play money. To cap it, the American political system is now quite dysfunctional. The extremist Tea Party movement, America’s version of the Taliban, has got the Republican Party by its vitals. The Financial Crime Investigation Department (FCID) has started to investigate about Ishara Nanayakkara the deputy chairman of the Lanka Orix Leasing Company (LOLC) who has invested massive money in and outside Sri Lanka. It is believed the money invested to be of Rajapaksa’s.

The FCID has already started its investigations with mega businessmen’s such as Dhammika Perera, Nimal Perera, Dilith jayaweera, Prabath Nanayakkara and Ishara Nanayakkara who closely dealt with the Rajapaksa’s.

Out of this group Dhammika Perera and Prabath Nanayakkara has already started their links with the Good Governance and striking deals. It is believed that Prabath Nanayakkara is linked with Paskaralingam and Dhammika Perera is coordinating with Malik Samarawickrama. Due to these relationships the ongoing investigations of these corruptions is believed to be crippled.

LEN logo(Lanka-e-News -16.Oct.2015, 11.00PM)  Herein is a report of a satanic and demonic police officer , the OIC of Kandana police station  who claims he fears no one including the devil of devils , while trampling the  police books of discipline, rules and regulations  with his boots literally and metaphorically , and conducts himself most insanely and unlawfully following his own police laws.

His name is Chandimal Wijesinghe ,a chief Inspector (CI), according to reports. Though he is a police  officer in uniform he is more a ruffian in every form and feature, degrading the very police service he is expected to hold in high esteem. 
Being a relative of DIG Sarath Kumara ,and the Gampaha district M.P. cum  former western province chief minister Prasanna Ranatunge , Chandimal  therefore seems to have a license to indulge in the worst  corrupt and criminal activities . In  other words , although   Chandimal belongs to the police he  is more an IRC (Island’s reconvicted criminal) and less an OIC in his conduct and content.
In order to pursue his illegal activities he has formed a team comprising police lackeys who are subservient to him. They are constables Thushara  (907), Newton (55362) , Priyantha ( 53333),  civil security policeman Nuwan ( 67278) who are the OIC ‘s most favorite lackeys, while Sujeewa( 83932),  Gurundeniya(88750)   and SI Dodanwala (77186) are also with him doing his criminal biddings. 
These scoundrels neglect their official duties ,and serve only this rascal of an  OIC, doing  his personal biddings the whole time.
What claims the primary interest of this OIC is collection of illicit commissions daily , weekly and monthly from kasippu vendors, gambling dens, massage parlors  and diverse illegal businessmen    of the area. From each such businessman  a sum of Rs. 20,000.00 to Rs. 30,000.00 is collected monthly. These are truly collected via extortions , based on reports .  
Chandimal previously was attached to the Jaela police station. Because he was involved in the same illicit and clandestine activities, and following those coming to light  , he was given a punishment  transfer to police Field force headquarters. Nevertheless , due to political patronage (the bane of this country) and influence he was given back his OIC status.
Chandimal , as soon as he came to Kandana as OIC , the first thing he did was getting all his favorite two legged  ‘dogs’ at Jaela that were licking him and jointly with him  ‘eating’ out of the ‘same garbage bin of bribes , extortion and corruption , transferred to Kandana station. Then he resumed the same illicit and corrupt activities at Kandana too, without let or hindrance and with absolute impunity . Having the garbage eating dogs  with him ( himself a garbage bin ), and with political patronage ,he  stooped to all the criminal and  corrupt activities on a monumental scale. Mind you he did all these while prostituting his official position donning the police uniform, and abusing police powers .
Chandimal , a byword for corruption and bribery was a law unto himself. Under his ‘manufactured’ laws , no outside police stations or special raids can be conducted at Kandana police divison – his consent is never there for those raids. He keeps all these criminals engaged in illicit businesses and activities in his division under his sole control assisted by  his equally crooked henchmen with the ulterior motive of collecting extortion monies and  bribes from these drug peddlers, illicit liquor den  and gambling den owners , and brothel owners at his whims and fancies. Of course he files cases whenever  he wants only to make  an exhibition that he is doing a ‘clean up’, but truly those are cover ups to protect himself , his accomplices and those engaged in illicit and criminal businesses in his police division.
 
Some time ago , a group of Walana ,Panadura anti vice squad officers arrived in Kandana to conduct a raid on an illlict liquor den . When Chandimal moved heaven and earth to halt it , a grave  altercation between him and the anti vice squad officers ensued.
Unbelievably , whenever a raid is to be conducted by outside groups in Kandana , news of this is communicated to all those engaged in illicit businesses in Kandana nursed and nurtured by him .It is none other than Chandimal , OIC Kandana police , and his garbage eating two legged ‘dogs’ around him who take the initiative to  pass the information.
Though there were law biding police officers in the Kandana station who frowned on the crooked and unscrupulous activities of this scoundrel of an OIC Chandimal , they could  just grin and bear only in silence  because they were powerless vis a vis the political  patronage of  Prasanna Ranatunge (another notorious crook) enjoyed by Chandimal , and the support extended to the latter by his relative DIG Sarath Kumara. Chandimal having all this backing never hesitated to shout down any opposition from within his station ,using the filthiest and foulest language , while also bribing them. 
Anybody  doubting the veracity of  our exposures   can examine the registers of the raids conducted in all the areas of this police division , after Chandimal’s appointment as OIC , Kandana. The records will bear ample testimony that our revelations are true.

What’s more ! apart from these illicit business mudalalis and racketeers  aforementioned ,one peep into the mobile phones of ‘Booru Samantha’who is running a gambling den at Averiyawatte, and mobile phones of  Bhathiya Safa and  Sesha Safa, who are owners of‘Haritha ayurveda Arana’ will speak volumes about the  close illegal ties this OIC has with them,and his unlawful , shameless and sordid activities  despite being a law enforcing officer.

Before we conclude let us give one humble advice to Thilak Marapone in charge of police affairs,   Jagath P. Wjeweera , his secretary, and IGP Ilangakoon , that  if they truly and sincerely mean what they say , that is, if they are to genuinely establish a friendly , professional and dignified police service , they should start with cleaning up the Kandana police by ridding it of this ‘garbage heap bearing the stinking name ‘Chandimal Wijesinghe ‘ , so that all of Kandana can gladly say in one voice GROBR – Good riddance of bad rubbish.
