The wife of a member of the military has been abducted instead of arresting the man, who is suspected of having connections to the abduction and forced disappearance of journalist Prageeth Ekneligoda, ‘Sathhanda’ reports.

Corporal Ranjith Rupasena of Jayanthipura, Polonnaruwa is said to have served at Giritale army camp and was part of the team that questioned Ekneligoda following his abduction.
Last Sunday, a CID team went to his home, and took away his wife by force as he had not been home at the time.
This is despite the woman being advised by doctors to take bed rest due to an illness.
Other military members, who were to be arrested along with Rupasena, surrendered to the CID through lawyers and are being questioned on a one-month detention order issued by the defence secretary.
When attempts were made to speak to the wife, her brother said she would refuse to comment as her condition was not good.
During the 1980s JVP insurgency and in the north, the military had abducted family members instead of arresting suspects.
Being done under the PTA, such abductions have now boomeranged on them.

MR stooge, former IGP Mahinda Balasuriya the criminal who fled after the rainbow revolution returns secretly : people demand his arrest


LEN logo(Lanka-e-News- 12.Sep.2015, 11.30PM) The former IGP Mahinda Balasuriya , a lickspittle and shameless lackey of the Rajapakse, who  also became  the secretary to the ministry of law and public order , and later fled the country with the successful rainbow revolution of Sri Lanka (SL) on 8 th January, has now returned to the country on the sly, based on reports reaching Lanka e news inside division.
The pro government of good governance supporters are vehemently demanding that Balasuriya is arrested and investigations launched pertaining to the offences of his including the crimes committed  by him , suppression thereof , abuse of his official position and misuse of power.
It is a matter for grave significance that when Prageeth Ekneliyagoda was abducted it was Balasuriya who was the IGP and in charge of all police operations.The editorial board of Lanka e news informed Balasuriya that, the day following the night of the aduction one of those who came to abduct Prageeth had taken a call and that had been recorded by the Girithale communication tower at about 1.00 p.m.  This was promptly intimated to the IGP. The latter however for some inscrutable reason did not take any action to investigate this. 
Now it has come to light that Prageeth had been detained at Girithale military camp for three days after his abduction. Surely the IGP was fully aware of this , otherwise , why did n’t he follow up on a most vital piece of  information we provided?  Had an immediate investigation been launched ,Prageeth could have been saved.
Precious life of a citizen of this country was lost because of the indifference shown by Balasuriya and his dereliction of duties. This alone is enough ground to arrest Balasuriya and questioned. The CID officers should be insisted upon to probe into this.
It is a glaring fact that Balasuriya  was responsible for the ruthless killing of 21 years old Roshan Chanaka Ratnasekera in 2011; permanently disabling several innocents ;and injuring over 200 unarmed employees of the  Katunayake free trade zone . Balasuriya as IGP at that time after admitting his wrong in this ghastly gory  incident went on retirement despite the fact that there  are no laws in the country that  metes out such lenient punishment of simply sending a serious wrongdoer like Balasuriya on retirement ,after committing the heinous   crimes  of shooting and ruthlessly  killing citizens of the country.  Hence it is a most crucial question , who gave this unlawful order permitting   him to go on retirement? Even after Mahinda Balasuriya admitting  his guilt , if he  still enjoyed impunity and went on retirement , punishment must be duly meted out to him now.
The next grave accusation is : based on the first statement made by notorious heroin dealer Wele Sudha ex IGP Balasuriya accepted kickbacks from the heroin Kingpin. In addition , Wele Sudha had stated he bought a luxurious bungalow for Balasuriya. In the circumstances ,shouldn’t  Balasuriya  be arrested immediately for aiding and abetting in  drug business, and interrogated..?
Moreover, when Balasuriya was the secretary to the ministry of law and order , during the last presidential election , he got directly and unlawfully involved in the election campaign of ex president Mahinda Rajapakse . He also overrode the IGP while giving illegal orders partial towards  the Rajapakses , and  spent public funds of  his ministry for the Rajapakse campaign,meaning that he is liable to be arrested at once and questioned.
It is well for the officials and the politicians to bear  in mind that the people of the country did not twice defeat the brutal ,lawless , criminal and corrupt Rajapakse regime  in order to protect or allow the wrongdoers  (protected by the earlier regime) to escape from the arms of the law ,or for these officials and politicians to make false claims that there are no charges tainting KP,  an LTTE leader.
These villainous officials and traitorous politicos must  take note that until 2020 the people are going to take a ‘no nonsense’ attitude with the change of the political lanscape. Hence these sinister characters  will not be tolerated if they try to sleep embracing  the wrongdoing ‘dogs’   after saying ‘ now okay.’ If the administrators of the country sleep with the stray  dogs on pavements , it is the people who will have to suffer the consequences , for they will be compelled to wake up amidst the fleas.

The artificial situation now created by the President and the Prime Minister has led to an unsavory political climate in the country. When we look back on the promises made during the election campaign nobody expected the creation of a mega cabinet or the appointment of the rejected ones as Ministers and parliamentarians under “Yahapalanya”. Surely this is nothing else but cheating the gullible masses.
The appointment of a jumbo cabinet going against the 19th amendment of the constitution and the appointment of the rejected members as ministers and deputy ministers of the new government is an act contrary to the principles of “Yahapalanaya” and Democratic governance. This is not real or genuine politics but manipulative politics, which they are compelled to adopt in their self interests.
If the major political parties failed to have gained sufficient number of seats to form a stable government, shouldn’t they have gone for re-election, and ask the people for a clearer mandate rather than creating a mockery of democracy.

After a delectable lunch hosted by the President, new State Ministers and Deputy Ministers of the regime were sworn in at the Presidential Secretariat.  Some of the new appointments from among the ranks of the Sri Lanka Freedom Party have caused much consternation among the proponents of the new order, especially since they are accused of being the very antithesis of good governance.

Mr. Nagananda Kodituwakku, the lawyer for former Minister Dew Gunasekera who challenging the appointment of National List MPs to the sitting Parliament, has in papers filed on Friday in the Supreme Court, claimed that there have been two Bills "concerning the 14th Amendment to the Constitution in circulation in Parliament, where in one Bill supported by the (then) Prime Minister there was no such provision permitting defeated candidates to enter Parliament through the National list."

He has filed a copy of the other Bill which Prime Minister Premadasa supported in the the parliamentary debate of May 4, 1988, with these papers.

Kodituwakku has said that further to the Fundamental Rights action filed on his client’s behalf, he has found the Bill for the 14th Amendment submitted to the SC for special determination by President J.R. Jayewardene "was significantly different" from the Bill referred to the House by Premadasa.

His attempts to get a certified copy of the SCs determination on 14A from the court registry had failed. The Registrar had referred this request to Justice Eva Wanasundera who had ruled:

"….Communications between the President and the Chief Justice and the Observations of the Court, which are communicated to the President and to the Speaker need not be disclosed to Mr. Kodiuwakku. The request contained in the motion is therefore refused…"

Kodituwakku has said that as a public interest litigation activist, he considers himself as representing the people of Sri Lanka whose sovereign rights are being blatantly abused by the Executive and the Legislature.

"I believe that the Judiciary, being the organ of the exercise of the people’s judicial power, purely on trust, is under a duty to uphold and protect the people’s judicial power and respect the people’s right to all relevant information demonstrating the impartiality of the Judiciary," he has said.

He has asked the Chief Justice to intervene in this matter and enable him to obtain a certified copy of the record (SC/SD/02/1998) which he says is of paramount importance fundamental rights matter fixed for support on Sept. 16.

A.G. who said K.P. and Gota cannot be prosecuted, procrastinates in Sashi’s case -7 months wasted


LEN logo(Lanka-e-news- 13.Sep.2015, 10.30PM) The Attorney general (AG) and  the AG’s department are integral parts of a country’s legal apparatus. Both function smoothly, duly and  effectively only if the AG and his department discharge their duties impartially, honorably and efficiently without prejudice, ulterior or sycophantic motives.
Unfortunately in SL, apparently the AG and his department have not been able to live up to the expectations of the law abiding citizens of the country by not perfrorming their duties on the lines mentioned in the foregoning paragraph. Consequently  the people who are pro government of good governance are enraged and embittered over  the official conduct of the AG and his department.
The last incident of the series deserving of bitter condemnation is that revolving around the serious criminal offence  committed by Sashi Weerawansa , the wife of ex minister Wimal Weerawansa.
While there is copious and concrete evidence that Sashi Weerawansa has furnished bogus information and obtained a forged diplomatic passport , and the CID had furnished all the relevant information to the AG’s department and sought the department’s advice, the  AG’s department however has still not responded to the CID request , which is tantamount to  aiding and abetting  fraudulent Sashi Weerawansa , the forger out and out.
Believe it or not , the CID sought AG’s advice as far back as 6 th February to take action against the accused Sashi Weerasinghe. The AG ‘s department however has remained mum for 7 long months. This procrastination at the AG’s department came to light only when the CID submitted its report to the court.
This is just one of the many such instances where the AG’s department had not carried out its duties duly.

During the last few weeks alone many such derelictions of duty on the part of the AG’s department were exposed. One such  grave blunder was , when the AG’s department revealed in court that there is no evidence to legally take action against Kumaran Pathmanathan  alias K.P. who officially took over duties as LTTE leader after the death of Prabhakaran.
 
If there are truly no charges against K.P. as alleged by the AG’s department, why was K.P. brought back from Malaysia to SL? Is it to keep him in Kilinochchi and provide him with all the luxurious comforts with military security?  
It was K.P. who told the media when he was interviewed after his return to SL ,that during the final phase of the war, Prabhakaran wanted a ship load of weapons ,  but  since his connections had gone awry , he could not comply with the request on  time ..
If legal action is to be instituted against K.P., this statement made by him while he was in Sri Lanka army custody alone  is adequate. He had  thereby admitted that earlier on he owned ships with full loads of  weapons. Hence only the traitors in the AG’s department would  say , they do not know K.P.
Another incident that provoked the people against the AG’s department was when it  lately  demonstrated it is more  a foe of the country and a friend of lawlessness .  That is , when the AG gave  instructions to the court that there are no grounds to prosecute Gotabaya who is incriminated clearly in the illegal leasing of weapons belonging to the government to a private Co.  It was very evident the AG’s department by giving those instructions to the court was aiming at whitewashing Gotabaya.
Meanwhile , the convener of joint civil and trade union organizations , Saman Ratnapriya addressing a media briefing revealed , he has a report of an  additional solicitor general of the AG’s department in which he has said , action can be filed against Gotabaya . In that case, who went out of the way to whitewash Gotabaya ?
The worst part ? Are  the relief granted via  illegal instructions given by the AG in regard to K.P. and  Gotabaya Rajapakse going to be extended to  passport fraud and forger Sashi Weerasinghe too ? The people who are pro government of good governance are watching intently and with fury what is going to be the reaction of AG pertaining to Sashi . If the chiefs of the AG’s department are acting this illegally at the instigation of some powerful political bigwig , it will be in their own best  interests and the country to reveal the truth without concealing . 
Of course the incumbent  president and the P.M. have made solemn promises from the very outset they will never exert unlawful pressures . Unlike with the previous regime people have faith in both of them . Yet the people are still prone to conclude based on their past experiences under the previous regime that either the president or P.M. is exerting influence. In the circumstances , it is best if the truth is revealed to the people to dispel their suspicions and doubts. On the other hand if they are concealed , the people’s wrath and anger cannot be averted.
No matter what , the AG and the AG’s department are bound to act neutrally , honorably  and responsibly as they are an intimate and integral part of the judicial apparatus of the country . If they put a spoke in the wheel of justice and judicial processes , the outside pressures exerted on them notwithstanding,  sooner than later they will be unable   to walk on the road, not only with their  black coats on ,but even  with their bottom bells (bell bottoms are now not in  vogue) on. 
If these back coated  sharks have even a little grey matter , they should understand the aspirations and hopes of the people who successfully brought about the political upheaval on 8 th January ,as well as  the aims and objectives of  people’s victory at the general elections on 17 th August.

Over 900 complaints to PRECIFAC: Secretary

The Presidential Commission of Inquiry to Investigate and Inquire into Serious Acts of Fraud, Corruption as Abuse of Power, State Resources, and Privileges (PRECIFAC) had received 900 complaints with regard to frauds and acts of corruption while 250 of them had been forwarded to the investigation unit for reference, its secretary Lacille De Silva said yesterday. 

Mr. De Silva said 50 complaints out of the 250, which had been referred to the commission’s investigation unit, were being investigated. 

He requested the people to forward their complaints with regards to frauds and corruption that occurred between 2010 and 2015 to the Secretary, PRESIFAC, Colombo -07. 

He said the commission had been conducting investigations into these cases for the past three months and that it was not an easy task to investigate allegations of fraud and corruption when the relevant officials do not cooperate with the officials of the investigation team.

“Our investigation officials have to get over many obstacles to get to the facts when investigating allegations of fraud and corruption as the relevant officials are hesitant when asked to cooperate with them just as in the case where an army official was found to have lied before the commission when giving evidence,” he said.(Ajith Siriwardana)

The Police today (13) discovered the body of the 5-year-old girl who went missing from her home at Kotadeniyawa in Divulapitiya. 

A search operation was launched after a complaint was received by police stating that the 5-year-old girl had gone missing from her home, on Saturday.

The complaint states that the girl was last seen asleep at her home on Friday night and that she was missing in the morning. 

Kotadeniyawa Police is conducting a special investigation into the case.

But, it took just a few months to turn everything upside down for him. Another gang of schemers stepped on his shoulders saying ‘let’s rise up with Mahinda’ and made their way into parliament. They were able to take Mahinda unawares that he was being sold by them.

Then, Mahinda was mad over the song ‘Ey rate minissu thanikara kelinne pissu.’ Now, he has to sing the latest hit by the same singer, ‘apita nodeni api vikinena puduma ratak meka oyi.’

The pictures show the ex-president having a leisurely time, along with his two sons and a friend who has been close to him all the time, at a small circuit bungalow at the Pasikudah beach, owned by a former government minister. None of those who said then, ‘let’s rise up with Mahinda’ are with him today. Those schemers who made their way into parliament are making deals with the new government.
Mahinda Rajapaksa is now free of the burden in his mind that worried him last year. He is enjoying the splendor of a life without power. These pictures are a clear demonstration of that.

Kurdish militants killed two police officers in a car bomb attack on a checkpoint in southeast Turkey on Sunday, as authorities imposed a curfew in the region's largest city Diyarbakir where clashes broke out, security sources said.
Turkish forces backed up by helicopters and commandos shelled a mountainous area where the Kurdistan Workers Party (PKK) fighters had fled after the checkpoint attack in Sirnak province, killing six of them, the sources added.
A police officer was reported killed in another confrontation.
Hundreds of militants and more than 100 police and soldiers have died since a ceasefire collapsed in July, shattering a peace process launched in 2012. It is the worst violence Turkey has seen in two decades.
The Diyarbakir governor's office said it had placed the central historic Sur district under a round-the-clock curfew. Security sources said seven police officers were wounded in clashes there.
In other central areas of the city, police fired tear gas and water cannon at small groups of youths who threw stones and tried to set up street barricades in protest against the curfew.
Speaking to reporters near the Sur district, the leader of the pro-Kurdish Peoples' Democratic Party (HDP), Selahattin Demirtas, called for the Turkish state and PKK leadership across the border in Iraq's Qandil mountains to halt the violence and return to peace talks.
"Both Ankara and Qandil must take a position that responds to the people's expectation with a clear, concrete project," he said. "Even if the peace (talks) table has been upturned it is in our power to put it up again."

ROCKETS, SHELLS, FUNERALS
The PKK began its separatist insurgency in 1984, triggering a conflict that has killed more than 40,000 people. The group, which says it is now fighting for greater Kurdish autonomy, is designated a terrorist organisation by Turkey, the European Union and the United States.
President Tayyip Erdogan has promised the fight will go on until "not one terrorist is left". The conflict has flared up as Turkey prepares for a snap parliamentary election on Nov. 1 after a June vote was inconclusive.
The PKK also launched an attack on Sunday with rocket-propelled grenades and rifles in the Silvan district of Diyarbakir province, killing one police officer and wounding another, one security source told Reuters. Locals officials said they also declared a curfew in that area.
The Sirnak governor's office said it declared a new curfew from 7 p.m. (1600 GMT) in Cizre, near the Syrian and Iraqi borders, just 36 hours after the expiry of a previous eight-day round-the-clock curfew in the town.
Thousands of people gathered in the town on Sunday for the funerals of 16 people killed during the week and who were buried alongside each other, witnesses said.
The HDP has said 21 civilians were killed during clashes in the town while under curfew. The government said one civilian and 32 militants died.
State-run Anadolu Agency reported Culture and Tourism Minister Yalcin Topcu as saying the recent security forces' operations had hit the PKK hard.
"A significant portion of the mountain forces has been destroyed. Their structures in the cities are being ripped out and cast aside," he said.

Indian police are hunting for a suspect who illegally stored explosives that detonated in a restaurant building, killing at least 88 people.
The blast, one of the deadliest in India in recent years, occurred in the town of Petlawad in Madhya Pradesh state’s Jhabua district on Saturday morning when many office workers and schoolchildren were having breakfast in the restaurant and scores of labourers waited at a crowded bus stand near the building.
“The official death toll is 88, but the actual number may be higher, nearly 100. That will be confirmed soon,” senior Jhabua district police official Seema Alava told AFP by phone, adding that about 100 others were injured and rescue operations had been wrapped up.
“The explosives in the building exploded first ... extreme heat sparked a urea nitrate chemical reaction and then that was it. Everything went off after that,” Alava said. The blast destroyed neighbouring buildings and vehicles nearby.
She said a suspect, Rajendra Kasawa, who had been on the run with his brothers since Saturday, had illegally stored urea, gelatine sticks, detonators and other explosives used for digging wells, construction and mining in a warehouse in the building.
Although Kasawa had a licence for the material, Alava said he stored them “in an unauthorised way in a residential area” and had therefore been charged with culpable homicide and unlawful possession of explosives. “We were up almost all night. We will find him, it is only a matter of time,” she said.
The chief minister of Madhya Pradesh, Shivraj Singh Chouhan, visited Petlawad, 590 miles south of New Delhi, on Sunday.
“I’m deeply saddened by the incident at Petlawad,” Chouhan told reporters before heading to the blast site. Locals surrounded him and demanded better security, saying their earlier complaints against Kasawa had gone unheard by district officials.
Many complained that mine operators such as Kasawa are negligent in storing detonators and other explosive materials, yet authorities rarely act against them.
Photographs from Saturday’s scene showed corpses covered in dust and ash lying in the streets alongside the twisted wreckage of burnt-out vehicles, and witnesses described seeing body parts in the street.
Workers collected firewood and lit pyres that billowed black smoke into the sky as mass cremations of dozens of people were carried out late on Saturday.
Jhabua district is home to several manganese and bauxite mines where many mine workers are hired on contract from Petlawad and its neighbouring towns.
The state government said a full investigation would be carried out into the explosions, while officials from New Delhi have been dispatched to help.
