No repeal of PTA at present

The government is not considering the revocation or the amendment of the Prevention of Terrorism Act (PTA) at present, a minister said yesterday.

Earlier, the Campaign for Free and Fair Elections, a local election monitoring body, had said that it should be repealed. The organisation called it a draconian piece of legislation that was used to suppress human rights.

However, Justice Minister Wijeyadasa Rajapakshe, in response to a query, said the government was not considering it at the moment.

He said the government would prioritise the enactment of legislation such as the Right to Information Bill, the National Audit Bill and the Judicial Protection Bill.

We have a corporate sector. And a few of corporate leaders recently had spoken to Sri Lanka Daily News about the new government. One of them made a comment and a request for which I paid a little more attention. This article is about it. In fact the article is not about his particular comment or request, instead this article is about an economic principle on which the government should establish an important national policy in regard to his request. I believe his request merits in establishing such a national policy.
So, recently, Dr. Rohan Karunaratne, President of Ceylon Institute of Builders had commented as follows;
“… with the change of presidency in January some of the on going development projects were halted due to various reasons. “We hope that the government would look at to any irregularities if any and re-commence these projects as the industry is facing problems due to this.” “We also request the new government that they give priority to local constructors when awarding future projects” (Daily News).
China Sri Lanka RanilConstruction is an important sector in the economy. Even though I do not know the exact percentage of the contribution of this sector to GDP, I imagine the figure could be well over 20%. Hence, this sector in the economy is so important in creation of the nation’s wealth and a lot of direct and indirect employments. This sector will remain so in the next five years too. Now, on behalf of the people who have direct business or employment interest in this sector, Dr. Karunaratne requests that, “the new government gives priority to local constructors when awarding future (development) projects.”

Gota gave orders to murder Prageeth – suspect disgorges ; Is Gota being secretly helped to bolt ?


LEN logo(Lanka-e-News- 28.Aug.2015, 8.40PM) One of the suspects (army officer) now in custody had disclosed that it was ex defense secretary Gotabaya Rajapakse who gave orders to murder Prageeth Ekneliyagoda, according to reports reaching Lanka e news. 
The chief in charge of Girithale army camp , Lieutenant Colonel Shammi Kumararatne at that time had told the army decoys who came to abduct Prageeth ‘this is an order from the secretary , therefore be very cautious.’ As Shammi Kumararatne and Lieutenant Colonel Prabodha  Siriwardhena were most concerned as this was ‘an order from the secretary’ they have come midway to inspect when Prageeth was being abducted and to make sure everything was happening according to plan, investigations have uncovered. 
The bogus story now weaved by Kumararatne   and Siriwardena  is , after Prageeth was handed over to Corporal Jayalath for questioning , Prageeth escaped from custody. The CID  had then questioned thse suspects what was the punishment meted out to corporal Jayalath for allowing a suspect in his custody to escape? The Colonels were dumbfounded with no naswer to give. 
Siriwardena before meeting and abducting Prageeth had also visited the Dambulla farm of Prageeth.
Lieutenant Colonel involved in  Gotabaya’s other crimes too 
Meanwhile it has come to light that Shammi Kumararatne has also carried out another abduction and murder at the behest of Gotabaya.That crime was in relation to Poddala Jayantha. But in the case of  Poddala Jayantha, his  legs were broken and abandoned without killing.It is Kumararatne again who had supplied arms for the murder of Raviraj M.P. This same Kumararatne is suspected of  monitoring  the group that attacked the Sirasa media Institution and set fire to it.
In Sri Lanka during the Rajapkse regime there were thousands of abductions and disappearances , but it is only in Prageeth’s case the culprits were apprehended, but the copious and cogent  information unearthed in this case during investigations has served as  a great boon, for it became possible  to get to the very  root of the  great many criminal involvements of the culprits , and uncover the masterminds behind them.

The  greater desire of the forces is to punish the few culprits and clear its name

It is learnt that there  is a great eagerness among the forces to clear itself of the ignominy and incriminations attaching to the forces ,by seizing  the criminal chiefs of the forces duly and handing over to the CID , who were acting as lickspittles and lackeys of the Rajapakses most obediently carrying out their illegal orders to abduct and kill innocent citizens , whereby  the entire  image of the forces was tarnished. Although a few unscrupulous chiefs of the forces are trying to suppress the crimes and criminals , a great many in the forces are  providing accurate and factual information to the CID , and extending invaluable assistance to them, it is reported.
A high ranking chief of the forces speaking to Lanka e news said , powerful countries like America were bringing pressure to bear that an international investigation be launched into our war crimes, but now that tough line  has softened following the internal investigation launched into the Ekneliyagoda murder , and arrest of a number of  high profile army officers by the CID. By this investigation , we had been able to prove that we have the capacity to punish wrongdoers regardless of their ranks and highness in the hierarchy . Consequently , not only the reputation of the forces but even the image of the entire country has been safeguarded, he observed.

President too ‘sold’ 

Meanwhile it has become known  that Gotabaya is trying to bolt from the country in a day or two, based on his fear that he could be arrested as the individual who gave orders . Suspicions are mounting whether there is secretive support of the higher ups towards this for his passport was released yesterday (27) to him. 
It is learnt that defense secretary Basnayake who had instructed the police not to object to the release of the passport to him by the Galle court. The defense secretary had told ,  ‘this is an order from the H.E.’ .H.E. is the incumbent president.
It is a matter for doubt whether Basnayake sold the ‘president ,’ for the police had not obtained a confirmation from the H.E. or probed the veracity of Basnayake’s statement after he gave such outrageous and dangerous instructions.  Without any trace of doubt Basnayake has all along been  an accomplished  liar and his mendacious traits despite holding a lofty official position were exposed not once but twice by  Lanka e news.

During the past , when oral instructions were  given sans writing ,  the habit of the government servants not to carry out them had been completely destroyed across the whole of Sri Lanka (SL),so much so that  such an  order from even a crooked higher up , and its implementation by the subordinates have become a common practice and a custom to the detriment of  the country.
No matter what , if anybody is deliberately and purposely allowing room for Gotabaya to flee the country before he is arrested in comnnection with  the abduction and murder of Prageeth in which criminal case he is incriminated , nothing can be more reprehensible and repugnant from the point of view of the nation and law abiding people irrespective of who is behind this traitorous manipulation.

Information that has come to light in the course of the investigation into the disappearance of Prageeth Ekneligoda confirms that former defence secretary Gotabhaya Rajapaksa is directly involved in the murder of MP Nadaraja Raviraj and his two bodyguards in Narahenpita.

Making submissions to courts earlier, the CID said the then chief bodyguard of former Navy commander Admiral Wasantha Karannagoda and head of the Navy’s white van gang, Lt. Commander Sampath Munasinghe alias Navy Sampath, had committed these murders.
In a confession, Navy Sampath has said that Raviraj was murdered on the orders of the then state intelligence service’s deputy director SSP Maheel Doole, who had told him, “This is an order by the boss (Gotabhaya).”
The murder weapon, a T-56, was given Navy Sampath by Lt. Col. Shammi Kumararatne, the then fourth Army intelligence corp at Giritale, investigations have revealed.
Kumararatne has signed the order to issue the weapon by the Army’s armoury to Navy Sampath, and said the order had come from the then defence secretary. Two independent witnesses have corroborated this claim.

According to a Sinhala proverb, this is what a wise widow had said when she was asked to marry again. The saying offers an insight to those who are trying to form the next Government. Impliedly, that is what the guardian angel of good governance, Rev. Maduluwawe Sobhita meant the other day, when he said what the country was asking for is good governance, not coalition.
In any case, putting the two main Parties together would not produce a national government as long as other Parties stand out of it. The indications are that even those two are not going to be fully together. A part of the SLFP is being permitted to join the Government, while the balance has the right to remain in the Opposition as long as they obey the high command. That would be a unique introduction to Parliamentary government, facilitating a favoured political Party to eat the cake and have it, not to mention the threat to democracy caused by remote control of elected representatives. It is also unfair by the rest of the Opposition as the unprecedented arrangement would block their legitimate rights and options. If challenged in Court, architects of the plan may have to eat humble pie.
SobithaMoreover the evidence is that the unification effort is going to burden the taxpayer seriously. The connected bargaining has become a strain on the 19th Amendment that was put together with great expectations. The effort to satisfy the quid pro quo of the newcomers in terms of ministries has resulted in fanciful rationalizations of the constitutional provision on the size of the cabinet of ministers. Slipshod arrangements made to attract the defectors is bound to cause avoidable damage to economy and efficiency of government.

D.  Basnayake had at last been signed last evening based on reports reaching Lanka e news.The CID sought this detention order under the prevention of terrorism Act (PTA) in respect of the suspects, two army lieutenant Colonels and two army officers  for the continued investigation into their direct involvements in the abduction and cruel murder of journalist Prageeth Ekneliyagoda. 
It is a matter for national concern , even after the attorney general (AG)  had given his legal instructions and despite the gravity of the crimes , Basnayake the defense secreatry who should take the initiative to bring such ruthless criminlas to book was on the contrary  dilly dallying without signing the detention order (DO).
After these criminal manipulations came to light ,late  Prageeth’s wife Sandya Ekneliyagoda  convening a Press briefing this noon with the participation of civil organizations and media organization chiefs warned and  exerted pressures on the State defense secretary and the government to okay the detention order  ( DO) without any delay, in order to continue with the Ekneliyagoda murder investigation  by the CID which had uncovered invaluable information regarding those who were truly behind the countless abductions , disappearances and murders during the Rajapakse regime.
The Free media campaign , civil organization , trade unions  and their representatives , Seetha Ranjani , Udaya Kalupathirane , Saman Rathnapriya respectively together with Josef Stalin participated in this briefing.
The groups urged the president and the prime minister not to allow the crimes of murder , corruption and violence of the previous government to be suppressed under the pretext of forming a national government. They also demanded that in regard to those grave crimes and corruption that were exposed by UNP Nalin Bandara , Ajit P. Perera and Manaperuma during the ‘Helidharauwa’ TV program should also be commenced in the same way as Ekneliyagoda’s murder case.
It is most vital that the individuals responsible for the abduction and murder of Prageeth are most expeditiously tracked down . This will help in the investigations into the  disappearances during the past of Lalith, Kugan, and murders of Dharmaratnam Sivaram , Lasantha Wickremetunge , and Nimalarajan and others , whereby those  culprits can also  be apprehended , said , Josef Stalin , of  Lanka teachers association .
At the conclusion of the media conference , the trade union leaders sent sms messages to the P.M.  and president requesting to issue the DO before the day is out , to enable the investigations to continue uninterrupted. The P.M. replied by sms by evening that the request would be granted. Lanka e news later was informed that the defense secretary has finally signed the DO in the evening.
The low bred sordid media coolies including Uvindu Kurukulasooriya and Ruwan Ferdinands are propagating malicious gossips and irresponsible fairy tales that Prageeth was murdered because he had links with the Tigers and Karuna Amman; had many women ; and sent ashes of dead people to  Mahinda Rajapakse . 
Sandya Ekneliyagoda fearlessly repudiated these charges and boldly said , these malicious gossips are being spread at the behest of Mahinda Rajapakse , and that is very clear. 
 ‘By now the investigations have revealed that Gotabaya Rajapakse gave orders for these crimes.. I am only inquiring about an individual who disappeared.No person or organization has the right to cause an individual to disappear or  be abducted’ Hence all these false tales and bogus announcements are of  no use .
I am only asking to reveal the truth , and nothing but the truth. That is the responsibility of the CID. I am asking the IGP to disclose the facts unearthed so far in accordance with the laws. That is the best message which can be conveyed to those journalists  and Rajapakses who are living and flourishing on lies, Sandya pointed out.

The CID has able to reveal much information about the premeditated abduction and the murder of journalist Prageeth Ekneligoda who mysteriously went missing.

If Prageeth Ekneligoda was systematically abducted the CID has to further interrogate the suspects to know who was behind the abduction?
Why it was done? When it was done and where?
The CID has taken two lieutenant colonels, one staff sergeant, one corporal, a retired sergeant and two rehabilitated members of the LTTE into custody and started its questioning.
Prageeth Ekneligoda disappeared on January 14th 2010. Although the police have conducted several investigations for five years from the date nobody was arrested and the police investigation could not get any factual information about the abduction.
The police again started its investigation about this mysterious disappearance two months ago by the instruction of the IGP N.K.Ilangakoon. From then onwards the CID has able to reveal much information’s with regard to the disappearance. Most important information’s were revealed with regard to Ekneligods’s mobile number which was largely connected with other telephone numbers.
For the last five years many people slyly announced that Prageeth was living in a foreign country.
One politician said that he met Prageeth in a foreign country and the former chief justice Mohan Pieris during a UN conference on prevention of torture said that he got information that Prageeth was living as an asylum seeker in a foreign country. Prageeth Ekneligoda’s wife Sandya Ekneligoda urged the human rights committee to conduct an investigation regarding Mohan Pieris’s statement.
The CID has raised its concern over the statement made that he is living in a foreign country was a part of a plan if Prageeth was abducted and killed.
However the CID would produce these revealed information’s to the courts about the mysterious disappearance of Prageeth Ekneligoda. According to police reports the conspiracy of abduction of Prageeth would be exposed and the main suspects of the conspiracy would be arrested following a court order.

It was reported that he is being questioned regarding the financial misappropriation case against Tiran Alles where a company chaired by him and established to reconstruct houses for Tsunami affected families has been charged with misappropriating state funds.
According to the Police, the Reconstruction and Development Agency (RADA) Company has been established under the Chairmanship of Alles who is also the proprietor of Mawbima newspaper, to engage in the construction of houses for Tsunami affected individuals in the East Coast.
The company had obtained a total of Rs. 645 million from the Treasury with the approval of the Presidential Secretariat for this purpose but no houses had been constructed so far. Meanwhile the Police confirmed that the funds collected by the company were credited to Oomps textiles Ltd. – another fake company formed by three individuals identified as Shanthi Kumar, Gajan Kumar and their mother Anandi Shanthi Kumar. The Court had been informed on April 7, 2015 that through this company and two other bogus companies, a total of Rs. 125 million has been misappropriated. It was also mentioned that the State funds paid to Oomps Textiles Ltd. had been taken over by Alles and former LTTE-er Emil Kanthan.

Workers of the NARA (national Aquatic Resource Agency) and ministry of fisheries has reported a news about a misappropriation of public funds about senior officer attached to the institute.D.V.S.P. Bandara working in the NARA bears a disreputable history. He serves as the chairman of the NARA in the Jathika Sewaka Sangamaya trade union.

Workers of NARA allege that this Bandara is a person who steals important official documents of NARA and confidential letters of senior officers and sell them to media institutions. NARA is an important state institution which does research on aquatic resources. Alienating confidential state documents is a punishable offence. 
 
During the last election this person has taken money from several people promising to get jobs in the fisheries corporation. Unable to provide jobs, he is now hindering the workers who officially joined NARA on the 2nd of August. He invites private media to NARA and creates false news alleging the new appointments given to these workers are illegal and make the workers discomfort. Senior officers has intervened and foiled the attempt. 
 
This Bandara does all these malpractices jointly with the help of the deputy fisheries Minister Dilip Wedarachchi’s secretary Dinesh. These two allies once under the influence of liquor took an outside woman to a holiday bungalow owned by NAKDA institute situated in the Kalawewa. The workers of the holiday bungalow have refused to enter the premises realizing the situation. Subsequently this Bandara and Dinesh have assaulted the workers of the holiday bungalow. When the workers complained this to the Kalawewa police, the police have taken them in to custody and later released upon an apology. 
 
Dilip Wedarachchi’s secretary Dinesh too is taking ownership of the fisheries ministry and its attached institutions as his personal properties. 
 
Once the CID upon a complaint has investigated the irregularities of Bandara and confirmed that he was guilty in breaching the discipline and theft. However with the help of Dilip Wedarachchi and Dinesh the latter has apologized and released without a legal inquiry. 
 
Due to this Bandara’s anarchy the fisheries minister Mahinda Amaraweera too has been caused a great inconvenienced many times. NARA workers said due to his irregularities many projects and financial assistance from the Norway government was disapproved. 
 
Bandara is a frontline person who campaigned for the removal of the UNP leader Ranil Wicramasinghe from its leadership. As the chairman of the NARA institutes trade union wing Jathika Sewaka Sangamaya the latter campaigned to remove Ranil Wicramasinghe from its leadership in writing but still misusing the power following Ranil Wicramasignhe became the Prime Minister. 
 
However Bandara was legally released once due to the casual implementation of law an investigation is underway by the special orders of the Prime Minister’s officer. NARA workers assert the allegations which were swept under the carpet due to power should be investigated and punished. They emphasized the Good Governance should expose the nudity of such fraudsters and inflict severe punishment and clean the public service.
Initial approval to store paddy at MRIA

The Paddy Marketing Board (PMB) said today it had received the initial approval from Sri Lanka Airlines and Aviation Company to store the Hambantota district’s Yala season paddy harvest at the Mattala Rajapaksa International Airport (MRIA) warehouses.

Clashes erupt between India and Pakistan along disputed border

ISLAMABAD, Pakistan — Clashes erupted between Indian and Pakistani security forces Friday, killing at least 11 civilians and wounding scores more on both sides of the contested border, according to officials in both countries.
The exchange of fire came as Indian and Pakistani leaders continued to bicker over the prospect of face-to-face talks.
Indian and Pakistani security forces traded small-arms, artillery and mortar fire, which damaged several villages on both sides of the border, officials said. The violence coincided with the kickoff of India’s golden jubilee celebration marking the 1965 war between India and Pakistan, one of three major conflicts since 1947 between the neighbors, who now have nuclear arms.
“As we mark the 50th anniversary of the 1965 war, I bow to all brave soldiers who fought for our motherland in the war,” Indian Prime Minister Narendra Modi said in a tweet.
On Friday, India and Pakistan accused each other of starting the latest confrontation.

According to Pakistan’s military, the fighting started with the “unprovoked Indian shelling” of several Pakistani villages near Sialkot in eastern Punjab province. The shelling killed eight Pakistanis and wounded 47 others, including 24 women and 11 children, Pakistani officials said.
“Pakistani troops are befittingly responding,” a Pakistani statement said.
India’s military, however, said the fighting started when Pakistani forces began firing into India’s disputed Kashmir region.
At least three Indian civilians were killed and 18 others wounded, according to a district official in the Indian town of Ranbir Singh Pura. The Pakistani assault involved small arms and mortars, prompting a response from Indian border guards, Indian officials said.
“I can only say that our security forces are alert,” India’s defense minister, Manohar Parrikar, said in an interview. “They are taking action.”
In response to the violence, Pakistan’s powerful army chief, Gen. Raheel Sharif, rushed to Sialkot on Friday afternoon to meet with victims and Pakistani border guards. His spokesman, Maj. Gen Asim Bajwa, accused India of crossing “all limits to terrorize civilians.”
“Indian firing and violation targeting [civilians] is highly unprofessional, unethical, irresponsible & cowardly,” Bajwa said on Twitter.

Pakistani officials said the clashes began about midnight and continued for about 12 hours.
If tensions persist, several Pakistani politicians and commentators said Friday that the two countries could be headed for a “limited war.”
“It’s dangerous brinkmanship and could lead to wider conflict,” said Saad Muhammad, a retired Pakistani army brigadier general and Islamabad-based military analyst. “They need to keep in mind that any major escalation would have disastrous consequences.”
With Pakistan restricting journalists’ access to the border region, it was difficult for independent observers to assess claims about civilian casualties. Though flare-ups along the border are common, it has been more than a year since Pakistan has claimed so many civilian casualties along the border in a single day.
“It’s a large number, and it’s because there is heavy firing by Indian troops,” said one Pakistani security official, who asked not to be identified because he was not authorized to speak to the media.
A cease-fire between Indian and Pakistani security forces has nominally been in effect since 2003. But over the past two years, flare-ups along the border have become more frequent.
Last August, five Indian and four Pakistani civilians were killed during a similar clash along the border. And nine civilians were killed earlier this month when fighting broke out in the same area, the Associated Press reported.
India’s External Affairs Ministry lodged a formal protest with Pakistan’s high commissioner in New Delhi last week, blaming Pakistani forces for the deaths of six civilians. Pakistan’s Foreign Office also summoned the Indian high commissioner in Islamabad, angered by what officials say has been a total of 22 civilian deaths along the Pakistani side of the border this summer.
Last week, planned talks between the country’s national security advisers were canceled after a flurry of media statements and news conferences by both countries. Pakistan ultimately backed out of the talks after India demanded that they stay focused on terrorism and not involve third parties, including Kashmiri separatists.
Planned talks last summer also failed to materialize, but Modi and Pakistani Prime Minister Nawaz Sharif did meet briefly in July on the sidelines of the Shanghai Cooperation Organization summit in Russia.

logoThe ancient country of Syria is now reduced to ashes. According to reports more than eleven million Syrians are displaced and around five million are suffering in appalling condition in refugee camps in Turkey, Iraq, Jordan, Lebanon and Syria.
What is their crime?
Encouraged by the Arab Uprising which swept Muslim countries in North Africa oppressed and brutalized Syrians also came out on peaceful protests demanding minimum freedom.
 Basher Al Asad responded by   merciless crackdown   to crush the popular uprising. The people continued their demand for freedom turning the country into a killing field.

International forces all out to keep Muslim countries under their control got directly involved. Iran, Russia and China supported Basher Al Asad.
The world expected United States, UK, and France to punish Bashar Al Asad and introduce freedom to people. Instead US.UK, France and Israel allowed Basher to continue his scorch earth policy as it suited their ongoing anti Muslim crusade under the guise of fighting war on terrorism.
The ultimate beneficiary is Israel.
As pointed out by charity organization Mercy Corps bombings are destroying crowded cities and horrific human rights violations aresyria-refuge3widespread. Basic necessities like food and medical care are sparse.
The U.N. estimates that 7.6 million people are internally displaced. When you also consider refugees, more than half of the country’s pre-war population of 23 million is in need of urgent humanitarian assistance, whether they still remain in the country or have escaped across the borders.
Thousands of Syrians flee their country every day. They often decide to finally escape after seeing their neighborhoods bombed or family members killed. The risks on the journey to the border can be as high as staying: Families walk for miles through the night to avoid being shot at by snipers or being caught by soldiers who will kidnap young men to fight for the regime.
Refugees find shelter wherever they can. They live in rooms with no heat or running water, in abandoned chicken coops and storage sheds.  
The lack of clean water and sanitation in crowded, makeshift settlements is an urgent concern. Diseases like cholera and polio can easily spread — even more life-threatening without enough medical services. In some areas with the largest refugee populations, water shortages have reached emergency levels; the supply is as low as 30 liters per person per day — one-tenth of what the average American uses.

According to the U.N., more than half of all Syrian refugees are under the age of 18. Most have been out of school for months, if not years. The youngest are confused and scared by their experiences, lacking the sense of safety and home they need. The older children are forced to grow up too fast, finding work and taking care of their family in desperate circumstances.
Christian charity organizations are in the forefront to help refugees and displaced Syrians. Among them were Hollywood actress Angelina Jolie.

Now the question is where the Arabs are especially the wealthy Gulf oil sheikhs who bought more than 100 billion dollar worth weapons.
This is absolute disgrace? Isn’t it?
Unfortunately for the oppressed and brutalized people in the Middle East their dictators, have become willing collaborators with US, Israeli and European masters in their anti Muslim crusade under the guise of war on terrorism
This is the plight of Muslims in the Middle East and elsewhere!
