Sinhala policemen harass Tamil families in Kokkuththoduvaay, Mullaiththeevu

TamilNet[TamilNet, Thursday, 23 July 2015, 15:12 GMT]
Occupying Colombo's Sinhala policemen, operating from Karunadduk-kea'ni police station in the strategic coastal strip, from Kokkuththoduvaay to Kokku'laay, which links the Northern and Eastern provinces, have been terrorising the resettled Eezham Tamil families in recent days, news sources in Karai-thu'raip-pattu division of Mullaiththeevu district told TamilNet on Thursday. Under the pretext of searching for illegal brewers, Sinhala policemen without uniforms enter the houses of Tamil fishermen during the nights when the men have left their houses for fishing. The SL policemen have framed a young Tamil fisherman with false charges on Tuesday.

A four member police squad, wearing jumpers, has been patrolling the streets of Kokkuththoduvaay claiming that they were searching for illegal brewers in the area.

On Tuesday night, the SL squad detained a 23-year-old fisherman, Jeyanthan Jeyabalan, who was returning home after fishing.

The SL policemen took the innocent father of one into the nearby jungle, situated close to his house and started to torture him after placing him on a chair.

The policemen pointed a gun on the chest of his wife, who came to the spot after hearing the shouting. The mother and child witnessed that the SL policemen were pushing a bottle with alcohol into the mouth of Mr Jeyanthan.

Later, the police squad arrested Mr Jeyanthan on false charges. Released on bail, Mr Jeyanathan, who doesn't even drink alcohol, is now facing a court case on 27 July, the sources said.

Target area of Colombo's colonisation
Shown within the box is the target area of Colombo for Sinhalicisation to wedge the territorial integrity of Tamil homeland
In the meantime, Tamil civil sources in Mullaiththeevu described the harassment by the Sinhala policemen as part of an ongoing systematic campaign that seeks to expel the Tamil families away from the strategic strip, which has been subjected to Sinhalicisation.

About three thousand Tamil fisher families are residing in Pu'liyamunai, Mariyaa-munai, Karunaadduk-kea'ni, Thennai-maravadi, Kokku'laay and Kokuth-thoduvaay. They solely depend on the income of fishing in Kokku'laay lagoon for their survival.

Koku’laay lagoon is the focus of Sinhala colonisation presently, as it is the key location for wedging the demographic contiguity of the north and east of the country of Eezham Tamils in the island, as well as direct communication between Mullaiththeevu and Trincomalee.

Meanwhile, Sinhala Buddhist extremist monks have also stepped up their occupation project under the regime of Maithiripala Sirisena in Kokku'laay.

Macroeconomic Adjustment Needs For Food Crops Sector

Colombo TelegraphBy Hema Senanayake –July 23, 2015
Hema Senanayake
Hema Senanayake
On Monday of this week, President Maithripala Sirisena met with top level agriculturists and agricultural administrators of the country. It is a good sign that the president himself took a greater interest to emphasize the essential need of establishing a vibrant and viable non-plantation agricultural sector. I like it but there is a serious problem or an issue which has not been paid due attention. What is it?
Even if we assume that all technical issues in regard to productivity have been resolved, this important sector of the economy cannot thrive or cannot be made reasonably efficient and viable unless we make an important macroeconomic adjustment in regard to this sector. In fact the problem has reasonably been identified. But the required macroeconomic adjustment has not accurately been identified. It is about the prices or the marketing.
When farmers are about to harvest their crops, the crop could be big onion, potato, chilies or even something else, the prices in the market plunge. Farmers cannot sell their produce at a reasonable price. This has been a recurrent phenomenon year after year in recent times. This is a problem that needs to be resolved. How do we resolve this?
Maithripala FBAccording to Dr. Harsha De Silva, other than the work of racketeer importers, there is a significant information asymmetry in this sector. This means that farmers are not getting true market information in regard to the demand. So what the farmers do is that all farmers begins to cultivate crops which had good prices in the previous season and as a result in the current season there would be more produce than the market demand. According to him, therefore the problem is not in the free market mechanism but in the information asymmetry. So, he promised during a TV program that the issue of information asymmetry would be tackled and resolved after the next government is established after the coming parliamentary election. Unfortunately, I am beginning to feel that this is a hypothetical solution for a hypothetical issue. The practical and true problem is a different one. Let me submit it.                      Read More

New defense secretary suppresses white Van crime operation of Gota’s stooge Major general Prasanna: Bail granted for non bailable offence !

LEN logo(Lanka-e-News- 23.July.2015, 8.00PM) The present defense secretary and  the dastardly group that is still active of ex defense secretary Gotabaya Rajapakse have distorted the facts regarding the recent white van criminal operation of major general Prasanna De Silva .  When Mirihana police took into custody the van with three army personnel in civil attire carrying weapons on 20 th night , unlawful pressures were exerted on the police by the pro Rajapakse groups , and the legal  action taken too had been in a manner that was favorable to the Rajapakses, according to reports reaching Lanka e news.
The army offiicers who were in the van when it was seized are : Atapattu who drove the vehicle - a soldier residing at Polonnaruwa; Herath , a soldier living in Bibile ; and Vasantha, a commando soldier residing at Omalpe. All of them admitted  , they are   bodyguards of Major  general Prasanna De Silva.
At the time the Van was seized , there were  a T81 weapon , Micro pistol, Browning pistol and  bullets matching them , four official army uniforms  and 2 bags of civilian clothes within the Van. Because of the aforementioned pressures that were exerted , the police could record only a Browning pistol .In fact what was produced by the police to court was only the Browning pistol and the bullets matching it. The police told court the pistol was Prasanna De Silva’s official weapon and that had been given to his security personnel.
When the police questioned Prasanna De Silva yesterday (22) , he admitted the pistol was his, and the Van is that of the army.
Meanwhile , yesterday the army media division trying to offer an explanation when addressing the media   said, with the advent of the new Army commander , all miscreants in the army were punished irrespective of their ranks.
It is unfortunate the media failed to question who  gave promotions and Diplomatic Envoy posts to those officers who unlawfully engaged in politics in official uniforms  until 8 th January?  Who appointed  these wrongdoing officers as army commanders was also not questioned by the media.

After this white van was seized by the police it was the defense ministry (including the defense secretary) that has brought pressure to bear on the high ranking police officers. Even Gotabaya had turned jittery and panicked on hearing the news ; he too had communicated with  his contacts in the defense ministry and all  those cronies of his to suppress the episode.
Suspicions have heightened in regard to the present defense secretary Basnayake because major general Prasanna De Siilva the number one stooge of Gotabaya is now the co ordinating secretary to Basnayake.
Shockingly , according to reports , neither the weapons nor the Van that were seized are registered anywhere .Any vehicle of the forces or of a government department ought to be  registered  in a ledger , but this  criminal operated van is not registered anywhere – not with  the defense ministry , or with the forces or with the army..!

Vehicles that were seized from the LTTE were registered anew with the RMV , then why was this vehicle not registered ? In addition, why did this vehicle roam  about on a fake registration number and for what purpose? Surely , not only Prasanna De Silva but even the defense secretary  must hold themselves responsible and are answerable in this connection.
Based on information provided by unofficial sources to Lanka e news , there are three such  unregistered white Vans in the possession of Gotabaya .Reportedly , the white Van now seized was used during the past for abductions and disappearances of  people , and was associated with  the ‘white van syndrome.’ In addition according to unofficial sources, Gotabaya is also in possession of unregistered weapons that can fill two armories. In the houses of the Rajapakses weapons are kept buried underground in places like garages, sources say.
The most perplexing  issue however revolves around  the pistol that has been acknowledged by the  major general as his .In the forces , no officer can transfer a firearm given to him for official duties to another . It cannot even be transferred to another to be used  for the officer’s own security . The law applies  so stringently that even if he hands over the pistol  to his security officer in case the  former has need in an emergency to go into  a latrine , that security officer cannot roam about with that  pistol without the officer who gave him being by his side.Though the weapons meant for hiding may be put aside, the security officer cannot be sent out carrying  this pistol even if that can be exposed. In the circumstances , Prasanna De Silva has committed a grave wrong and an egregious blunder under the law.The security officer must also answer how he kept in his possession  a firearm that does not belong to him.
The legal action taken  and procedures followed concerning these grave and serious criminal irregularities are also highly questionable. The following  offences :
Having in custody arms unlawfully; travelling in an unregistered  Van with a fake registration number ; obstructing police in the execution of duties by speeding off despite police  orders to stop; among  other offences committed are non bailable.

This group was to be produced before Gangodawila magistrate court , and the official magistrate there is Kanishka Wijeratne. Yet on that day he avoided the case,  and they were produced before the acting magistrate Suneetha Nanayakkara  who enlarged them on bail. She is the young lawyer wife of retired judge Chandradasa Nanayakkara.

These three individuals being close cronies of Rajapakses portends grave danger. Chandradasa is so close that Mahinda and he are  eating and boozing pals , while Suneetha the cutie  supplies the ‘bites’ and dances attendance on Mahinda . When that is the scenario  , these culprits being granted  bail is unsurprising. But , the  vexatious issue is , what was the new president as the defense minister doing when all these were   happening under his very  nose. Surely he cannot say he hasn’t a nose or he was suffering from rigor mortis , when it is a universal fact that rigor mortis sets in only after death.
Sadly ,  it is now three days since his criminal episode took place, yet major general Prasanna De Silva and defense secretary who are directly answerable and responsible for this are still free and carefree.
The investigation has by now been entrusted to the CID of the police .

UNP: Soldiers in White Van got firearm from Gota

article_image
By Norman Palihawadane and Shiran Ranasinghe-

Home Affairs Minister Joseph Michael Perera says that three soldiers arrested by the Mirihana police  on Monday evening with a firearm in their possession have confessed to police that the weapon had been given to them by former Defence Secretary Gotabhaya Rajapaksa.

The Minister said so while addressing a press conference in Colombo yesterday.

He said the police investigations had found that the white van used by the suspect soldiers had once belonged to the LTTE.

The van had not been registered and the soldiers had used it with a false number plate.

The Minister said that an investigation was being conducted by the army besides separate probe by the Mirihana police.

Responding to a query by a journalist how and why the suspect soldiers had been enlarged on bail, the minister said that the decision to grant bail had been a matter decided by the courts.

Meanwhile, DIG Nugegoda Kapila Jayasekera said that the white van had been searched by his men because of the manner in which it had been driven. "The van was speeding and the policemen on traffic duty stopped," the DIG said.
Strengthening Yahapalanaya in the financial sector

BUP_DFT_DFT-12-15
The Government decision to pay GK depositors highlights over and over again the need for better regulation, the need to make people accountable and improve governance in the financial sector
logoFriday, 24 July 2015
drthuThe level of debate on good governance (Yahapalanaya) has helped the many Yahapalana activists to move the topic to the center stage quickly and decisively in the last eight months.
The 19th Amendment was a huge victory for good governance. On the other hand, the regulators have also been forced to reexamine their views on how institutions should be organised and governed and they have been made to sweat out to get their act together and to promote good governance within their own institutions.

Mahinda released State funds to LTTE even as suicide bomb attack was launched on Fonseka – Champika challenges MR to prove otherwise

LEN logo(Lanka-e-News- 23.July.2015, 2.30PM)  ‘Mahinda Rajapakse must make a statement before the nation and confirm that he did not release funds of government treasury to the LTTE organization,’  ex  Minister of power and energy   Champika Ranawake challenged , when he addressed  a public rally  yesterday(22) at Homagama
* Whether monies were not released to Emil Kanthan who prior to 2005 , existed on extortion monies?
* Whether the secretary to Mahinda Rajapakse was not sent to Kilinochchi to hold discussions with the LTTE ?
* While making an announcement that the Tsunami devastated victims are to be provided with houses, whether treasury funds amounting to a colossal Rs. 800 million ! were not released to LTTE  terrorists?
* While members of the armed forces were dying in thousands in the Marvilaru district , was n’t extortion monies paid out of government funds urging not to harm the Rajapakse family ?
Mahinda is duty bound to give answers to these questions before the people . Those who are speaking a lot about the so called patriotic feats of Mahinda , and against terrorism , must know the traitorous acts of Mahinda too , Champika asserted. While the traitorous terrorists were killing the country’s security forces , and even when Sarath Fonseka fell victim to their  suicide bomb attack , Mahinda was releasing state funds to the terrorists , Champika pointed out.
Mahinda Rajapakse  , the leader of the State cum commanding chief of the forces stopped the extortion money payments only after his own brother Gotabaya Rajapakse came in for a bomb attack. Such a leader now getting on political stages to speak against terrorists is contemptible and a joke , Champika declared

Nat’l govt. after election, president stresses

m3 sittingThursday, 23 July 2015

President Maithripala Sirisena on July 21 stressed that a national government would certainly be formed jointly by the United National Front for Good Governance and the SLFP. He made that clear at a political meeting at the home of minister Rajitha Senaratne.

At the minister’s invitation, the president had gone to his home, where he told his supporters, “A national government will be formed
after the coming 17th. Your minister will be given a responsible ministerial position in that national government. We hope to continue with this national government for at least two years. We intend to introduce a national policy for every field in the country. We need a national policy on the national issue, health, education, transportation etc. We could not do that since independence. The two main parties only got involved in a tug-of-war. If we had a national policy on the national issue at least, we could have achieved much.”
However, former president Mahinda Rajapaksa refuses to form a national government after the election. Therefore, his loyalists will clearly oppose a national government, while his opponents will promote that idea during the election. Candidates contesting the general election from the UPFA with the blessings of president Sirisena will definitely join this national government.

(Dr) Mervyn Silva's rants

By Uditha Devapriya -Thursday, July 23, 2015
(Dr) Mervyn Silva wants attention. He craves it so much that it's no wonder he was the Minister for Public Relations once. At present though, he's an orphan. Has nowhere to go. Having been denied nominations from his own party despite his overtures to President Maithripala Sirisena (he was one of "Mahinda's men" before he lost, as we know), he's seeking a way out. He's trying to find an ally. Trying to worm himself in.
This is not the first time he's tried to jump ship. Not the first time he's regretted the past and vowed to repent. If anyone reads up on his history (s)he'll come across instances where he's begged for forgiveness, promised repentance, got largesse, and broken that promise. Wherever he is, whatever he joins, he's shown himself capable of forgetting the past and doing wrong by everyone around him.
He's planning to jump again. He's launching a campaign for Ranil Wickremesinghe and his good governance brigade. He's betting on victory. To substantiate all this, he's also accusing Mahinda Rajapaksa of denying him nominations when worse rogues are campaigning from the UPFA. He then foretells doom: if Mahinda returns, so will the White Vans.
Point well made, Doctor. But well taken? Of course not.
People have preferences. Silva has his. They change as soon as his patrons do. Explains his allegation that the Rajapaksa family have taken over the SLFP. Explains why he remained blissfully unaware of what they were doing throughout these 10 years. If words are indeed worth a dime a dozen, the Doctor is selling himself. Cheaply. Yes, if it's about preferring one outcome to another and choosing the lesser evil, he's no different from most politicians.
But he's insufferable. Then again most politicians are. In his case however, he has demonstrated that he is arrogant, doesn't care for anyone's dignity, treats state property as his own, and pays obeisance to whoever calls the shots. For him, politics is all about flattering patrons. Not democracy. Not helping the voter.
The Doctor has a plan. He wants to campaign in Colombo, Gampaha, Kalutara, Matara, Hambantota, and Tissamaharama. Among other districts. He's supporting the Ranil Wickremesinghe-led United National Front for Good Governance (UNFGG). He's forgotten that he was once a beneficiary of the same regime whose big-shots continue to oppose those in that Front. Sure, he's offered excuses. "I was threatened," he said. "I couldn't budge," he whined. "I'm with Maithri!" he yelled. All words. All rhetoric. Cheap.
Wickremesinghe mustn't be taken in by him. Nor should Sirisena. Things are looking bleak however. Some people in their campaign have in effect "endorsed" this thug. No one who spoke as much against Mahinda Rajapaksa as they did would allow Silva in. That's what these people have done.
Let us be clear here. If Silva is taken into the campaign, it won't lose much. But it'll be blemished. Forever.
That's why he should be put out. Why Sirisena and Wickremesinghe, both would-be custodians of good governance, must come out. They must declare position. They must align with one side or the other. That side cannot include Silva. That's not because he's an orphan. Not because he'll revert to his usual antics if he's taken back in. It's because he's done this before. Pathetic if history repeats itself. Again.
The good Doctor has ranted. Time he's given a talking to. Time he's kept shut. For good.

Dispute over MR’s security: HRC refuses to intervene

article_image
By Shamindra Ferdinando-

Human Rights Commission of Sri Lanka (HRCSL) wouldn’t inquire into a complaint lodged by the JVP as regards special security and other privileges enjoyed by Kurunegala District UPFA candidate Mahinda Rajapaksa in his capacity as former President, an authoritative official told The Island yesterday.

Former President is contesting the August 17 parliamentary polls.

Attorney-at-law and Colombo District JVP candidate Sunil Watagala recently alleged that provision of such facilities was unfair by candidates from other political parties in the fray in the Kurunegala electoral district.

Watagala requested the HRCSL to suspend such facilities immediately.

Responding to a query, the HRCSL official said that the breakaway JVP faction, the National Freedom Front (NFF) affiliated to the SLFP-led UPFA, too, had requested an opportunity to intervene as regards the JVP’s complaint. However, HRCSL was of the view that it couldn’t step in primarily because the NSSP had moved the Supreme Court calling for immediate curtailment of facilities offered to the former President.

The former leader’s security contingent consists of elite army commandos and police.

The HRCSL would wait for the outcome of the Supreme Court case, the official said.

Meanwhile, NFF spokesman Mohammed Muzammil yesterday told The Island that as former Presidents had been provided with special security through an Act of parliament the war winning President couldn’t be deprived of what was rightfully his.  Security of the former President shouldn’t be jeopardised, the UPFA National List nominee said.

Elections Commissioner Mahinda Deshapriya, too, recently asserted that the former President couldn’t be deprived of existing security contingent on the basis of him being a candidate at the forthcoming parliamentary polls.

Maithri consents to central committee meeting ahead of elections : satanic troika Susil , Anura , Nimal traps Maithri -Secret out

LEN logo(Lanka-e-News- 23.July.2015, 2.30PM)   Reports of underhand activities of SLFP leaders conspiring against president Maithripala Sirisena while pretending to be his bosom pals have been received by inside information division of Lanka e News.
The opposition leader Nimal Siripala De Silva, SLFP secretary Anura Priyadharshana and UPFA secretary Susil Premajayantha met the president today (22). They made an apparently innocuous request (but truly most  obnoxious ) to the president that  disciplinary action decision shall be taken against those candidates who are seeking elections after having ignored the party . Accordingly , citing Rajitha Senaratne , Hirunika Premachandra and M.K.D.S. Gunawardena as examples, a meeting of the Central select committee was proposed to be convened.
As they are contesting under other parties , a disciplinary decision should be taken legally, and in order to democratically carry out the activities , the central committee shall be summoned, they have pointed out.
After the discussion , president Maithripala has agreed to summon a central committee meeting to be held at the party headquarters , Darley road on the 30 th at 8.00 a.m.
Under the SLFP party constitution ,without the concurrence of the leader , that is the president of the party , and without his chairing the meeting , a Central commirttee meeting cannot be held. Recently when a Central committee meeting was to be summoned without Maithripala Sirisena based on signatures of one third of the meebers signing , that was barred on an injunction order from the court. This order was secured by  Prasanna Solangarachi , a supporter of pro Maithripala group of the central committee , an SLFP stalwart , and co - convener of the SLFP rescue organization .
Basaed on reports reaching Lanka e news , it has come to light that the consent of president Maithripala had been obtained today by sly manipulations with secretive  diabolic aims by Nimal Siripala , Anura Priyadharshana and Susil Premachandra. It is the aim and agenda of this unscrupulous crooked troika to bring forward an instantaneous resolution against Mathipala immediately following  the central committee meeting.
Under the SLFP constitution everyone including the party leader is subject to the party discipline. Therefore this resolution is to accuse Mairthripala of  having committed a breach  of party disciplinary rules based on his address to the nation  recently. Thereby , it is their sly and surreptitious objective to dismiss him from the post of party president. Already the draft resolution is ready , LeN inside information reports have confirmed.
When this resolution is presented , both the party and the opposition will have to take a vote . In such an event , if the majority is in favor of Maithripala he wins.  It is the view of Susil , Nimal and Anura the pro MaRa group of toadying slaves the pro Maithri supporters are  a minority group.
In the circumstances , the SLFP rescue organization is harboring fears that prior to elections , by Maithripala giving his consent to the Central committee which is a product of the evil manipulations and machinations of the satanic troika - Susil , Nimal and Anura , whether Maithri would fall into their  trap

Govt. to take legal action against UPFA

 2015-07-23
Cabinet has decided to take legal action against UPFA for not paying Rs 142 million that is due to Ceylon Transport Board (CTB) for buses used during Presidential Election campaign.
Internal Transport Minister Ranjith Maddumabandara said earlier this year said that the government may be compelled to take legal action to demand Rs. 142.5 million that is due to be paid to the Central Transport Board by former President Mahinda Rajapaksa.

"The UPFA has used CTB buses during the presidential election to bring people to rallies, and on some days even 600-700 buses had been used.
The total charges that were to be paid was Rs. 192.5 million, but Rs. 50 million had been paid as an advance," he said.

What if the wily Persians did not even dream of building an atomic bomb, but used the threat to further their real aims?
What if Binyamin Netanyahu was duped to become unwittingly the main collaborator of Iranian ambitions?
Sounds crazy? Not really. Let’s have a look at the facts.

Turkey sends fighter jets to Syrian border after soldier killed in clashes

Cross-border clashes appear to signal the first armed confrontation between Turkey’s forces and the terror group Islamic State

 in Beirut-Thursday 23 July 2015
Turkey has scrambled fighter jets to the Syrian border after one soldier was killed and two wounded in cross-border clashes which appeared to signal the first armed confrontation between the country’s forces and the terror group Islamic State.
The state-run Anadolu news agency said a non-commissioned officer was killedafter shots were fired from across the border in Syria into the southern province of Kilis, with Turkey responding by pounding militant positions with artillery and reportedly killing one Isis fighter.
“Unfortunately, one of our non-commissioned officers has been martyred and two sergeants injured,” said Suleyman Tapsiz, the governor of Kilis.
The clashes are the latest sign of violent spillover from the Syrian civil war, now in its fifth year, into Turkey. Earlier this week, a suicide bomber targeting a gathering of Kurdish and Turkish activists in the southern city of Suruc killed 32 people in an attack that Turkish officials blamed on Isis.
Turkey has long been a waypoint for foreign fighters entering Syria to join Isis, and the country backs a number of rebel groups fighting against the regime of President Bashar al-Assad in Syria.
On Wednesday the Turkish president, Recep Tayyip Erdogan, discussed efforts to stem the flow of foreign fighters into Syria in a telephone call with the US president, Barack Obama.
Turkish media reports said Ankara had agreed to allow the American-led coalition against Isis access to the Incirlik air base, a softening of the country’s position after it adamantly refused access to the military facility in the past.
But Thursday’s clashes signaled a further escalation in the fight, one that threatens to draw Turkey, which hosts 1.7 million Syrian refugees and has a 560-mile, porous border with Syria, further into the conflict.
Turkey has been more concerned in recent months with Kurdish expansionism in northern Syria, as militias allied with Syrian rebels swept through a large tract of land near the Turkish border, ousting Isis from a number of towns including the key border crossing of Tal Abyad.
Turkey began reinforcing its border with Syria in the wake of the Suruc attack, building a “modular wall” along part of its border and reinforcing wire fencing and digging extra ditches.

In Yemen’s grinding war, if the bombs don’t get you, the water shortages will

By Ali al-Mujahed and Hugh Naylor-July 23
SANAA, Yemen — For months, citizens of this war-torn country have been terrorized by bomb explosions and mortar attacks. Now another threat is growing, which could be just as deadly.
Yemenis are running out of water.
This poor Arabian Peninsula country has faced a severe scarcity of water for decades. But four months of fighting have dramatically worsened the situation, with attacks destroying water pipes, storage tanks and pumping facilities in a number of cities.
The number of Yemenis who lack access to drinking water has almost doubledsince the war began, according to the United Nations and aid agencies. Now, they say, more than 20 million people — about 80 percent of Yemen’s population — struggle to find enough water to quench their thirst and bathe.
Diseases such as malaria are spreading, killing hundreds of people, because so many residents are forced to use unsanitary sources of water, health experts say. The crisis is compounding a humanitarian emergency that already has prompted U.N. officials and aid workers to warn of famine.
If the shortages aren’t alleviated soon, there could be large-scale epidemics and many more deaths, said Ahmed Shadoul, the World Health Organization’s head of mission in Yemen.
“We expect a lot of people to die if the water situation remains unchanged,” Shadoul said. “This is a catastrophic threat.”
Many Yemenis are so desperate for water that they bathe with a damp cloth. During storms, people crowd into the streets to catch the rain in buckets. Going bald has become more popular, but not as a fashion statement.
“People are shaving their heads because they don’t have enough water to wash their hair,” said Mubarak Salmeen, 58, who lives in Aden with his wife and five children.
This country has long experienced water shortages because of rapid population growth, a dry climate and government mismanagement of the water system. Environmental experts have predicted for years that Sanaa will be the world’s first capital to run out of water.
Not helping the problem is a national obsession with a drug called khat. Huge amounts of precious groundwater have been diverted to cultivating the plant, a leaf chewed by millions of Yemenis for its stimulant effect.
In recent months, an escalation in fighting has led to unprecedented disruptions in accessing water. Air raids, shelling and ground assaults have destroyed water infrastructure. In the southern port city of Aden, home to roughly a million people, most taps have run dry.
“The water situation is a disaster,” said Najib Mohammed Ahmed, director of Aden’s water and sanitation authority.
The war pits Shiite rebels known as Houthis against supporters of President Abed Rabbo Mansour Hadi, whose government was toppled in February. A Saudi-led coalition launched a bombing campaign against the insurgents the following month. Saudi Arabia maintains the rebels are a threat because they receive support from Iran, its regional foe.
The water problems go beyond the destruction of infrastructure. Power plants and electricity lines have been damaged in the fighting, hampering municipal authorities’ ability to pump water to residents. Diesel fuel for backup generators, which could be used to power the pumps, has become scarce, due to the difficulties of transporting it through war zones. In addition, U.N. officials and aid workers say an air and naval blockade established by the Saudi-led coalition is severely restricting imports.
Saudi officials deny they have choked off supplies of energy, saying that ships and aircraft are allowed to bring food and fuel into Yemen after undergoing inspections for illicit arms.
A life-changing shortage
The lack of water has transformed many Yemenis’ lives.
“It used to be that we would run for shelter when it rained. Now, if there’s rain, we all run outside with buckets,” said Hussein bin Mohammed, 38, a pharmaceutical salesman from the southern city of Taiz.
The worsening shortages have sharply driven up the price of water in a country where the average resident earns a mere $122 a month.
Fuad Abdulrahman Ali, 53, an antiques salesman from Sanaa, said that prices had more than quadrupled for water trucked in from wells in surrounding villages.
“I never thought we’d be at the point of thinking about whether we can afford water,” said Ali, a father of three.
Many people have no choice but to use unsanitary water for drinking, cooking and bathing. Wildcat drillers are boring wells and extracting untreated groundwater that they sell to consumers, health experts say. Residents are storing water for drinking and cooking in uncovered containers that become breeding grounds for mosquitoes that transmit malaria and dengue fever, according to the United Nations and aid agencies. In recent weeks, those organizations have identified at least 8,000 suspected cases of those diseases, far higher than the usual number.
“These containers at peoples’ homes have become a primary reason for the proliferation of mosquitoes that is causing large outbreaks of these diseases,” said Alkhader Laswar, the Aden director for Yemen’s Health Ministry. In the city, he said, malaria and dengue fever have killed several hundred people.
Cholera and other water-borne diseases are also likely to spread as people use contaminated water. More than a million Yemenis have fled their homes for safer ground since March, with many of them cramming into schools and mosques, sharing crowded bathrooms and limited water supplies.
The United Nations says that 120,000 children could die if the lack of access to clean water, sufficient food and adequate health care persists. The fighting has forced many hospitals and medical clinics to close.
So far, about 3,500 people have been killed in the attacks.
“Children are dying of the current health conditions in the country much more so than before,” said Julien Harneis, the Yemen representative for UNICEF.
The displacement of so many people carries other risks, such as aggravatingconflicts over decreasing supplies of water. Many people forced from home have sought refuge in rural areas with few wells and springs. According to pre-war statistics from the Yemeni government, disputes over water and land kill thousands of people each year.
“Now you have wells in these rural communities that are supplying water to 1,700 people instead of just 700,” said Mohammed Shamsan, an adviser to the Ministry of Water and Environment. “This is frightening.”
Ahmed al-Sanna has certainly seen a rise in demand for the water in his village, located in a sparsely populated area south of Taiz. Before the war, a trip to a local well would take less than half an hour. Now, the 46-year-old farmer said, the lines for water are so long that he has to wait seven hours to fill the containers that are hauled back home by the family’s donkey.
“The lines are becoming too long,” Sanna said. “We don’t know what we’re going to do.”
