In the wake of the shocking report submitted by a committee headed by senior lawyer J.C. Weliamuna, the conduct of former Chairman of SriLankan Airlines Nishantha Wickramasinghe came under severe criticism from various quarters.

The report underscored the fact that the former Chairman's alleged association with certain cabin crew members had cost the organization millions of rupees.
The report said former chairman had also created a post of “SLA Brand Ambassador” and appointed his known companion, an airhostess even though no such designation was known to the national carrier. The couple had travelled abroad on tickets bought by Sri Lankan from other airlines too.

“In our investigation, we can conclusively hold that former Chairman’s association with cabin crew members exposed Sri Lankan Airlines to abuse of power, causing reputational risks as well as financial losses.

“BOI can also hold that there was no corporate culture in the board or the top management to raise such issues when a senior officer or the chairman was involved in such behavioral issues adversely affecting the company” the report said.

Just after the news that former Minister of the Consular Section of the Sri Lanka High Commission in the UK Sepala Ratnayaka has disappeared without returning to Sri Lanka and is wanted by Interpol, Lanka News Web reliably learns that the rot set in at the High Commission runs deeper.

Former Deputy High Commissioner of Sri Lanka to the United Kingdom who was an octogenarian political appointee has been involved in activities what may amount to human smuggling. He had issued officials notes to the British High Commission in Colombo deviating from the normal practice to help to bring known persons to the UK without informing the administration section of the High Commission or the Foreign Ministry. Some of these people illegally stay in the UK and claim asylum or apply for visa. In one incident he has issued an official note to the British High Commission in Colombo requesting the issue of visa to the sister of his secretary. Usually a Sri Lankan Embassy does not issue an official note to a Foreign Embassy in Colombo. It is Foreign Ministry which issues an official note. In this incident the secretary has not made a request for an official note from the Ministry or from the High Commission. The note was issued in August 2014 just before the former Deputy High Commissioner relinquished his duties and also just before the Secretary was to return to Colombo in end September 2014. So going by the time it can be seen that there was no reason for the secretary's sister to come to UK when the secretary was to return to Sri Lanka. The sister has overstayed and now gone missing.
The former Deputy High Commissioner is an asylum seeker in the UK. Later he sought a job at the Sri Lanka Embassy in Bangkok lobbying former President Mahinda Rajapaksa and then at the Sri Lanka High Commission in the London on the request of Dr. Nonis. The former Deputy High Commissioner was supervising the administration and purposely prevented the implementation of a proper system to avoid unauthorised movements of vehicles to facilitate the political high-ups. He made sure that the High Commission vehicles were used to transport the items to Heathrow to send them in the Sri Lanka Airline to please Nonis and Rajapaksas in order get his term at the High Commission extended. The former Deputy High Commissioner owns a house in Harrow. He rented his own house and lived in a house rented by the High Commission in Wembley. While holding UK passport he claimed diplomatic immunity using the Sri Lanka Diplomatic passport.
The former Deputy High Commissioner has been assisted in these activities by a senior career female diplomatic officer who was also a very close confidante of Sepala Ratnayaka. She has helped Ratnayaka to disappear in the UK. After the former Deputy High Commissioner left, this female officer has helped his secretary to bring down the sister and also for the secretary to get an get an extension. Later the sister of the secretary went missing and it was reported to her. However, she purposely delayed the investigation and reporting to Foreign Office of the UK and the Foreign Ministry in Colombo regarding the disappearance. It is well known that people are willing to spend large amounts of money to obtain visa to the UK.
Although she finds it difficult to speak or write in English using her husband’s contact, who is a car sale businessman, she has managed to go on 'good' postings. She manipulated and got a posting to an East Asian country so that her husband can do his car sale business. It is said that during her posting the husband was doing a roaring car sale business sending cars to Sri Lanka using her influence of working in the Sri Lankan Embassy. She was later recalled in 2009 because during the visit of a VVIP she was unable to organise the visit properly and the VVIP was body searched. She skilfully placed the blame on the Ambassador who was on prior approved leave and made sure that he will become the scapegoat for the blunder made by this lady. Soon after she managed to get a posting to London.
The Foreign Ministry true to its form is fast asleep. Whether political appointees or career diplomats those who don't do their job properly should be exposed.

Basil suffers a stroke

UPFA MP Basil Rajapaksa, who is in remand custody at the Colombo National Hospital’s Merchant Ward, was admitted to the hospital’s Cardiology Unit last night after he is reported to have suffered a minor stroke, Western Provincial Minister Nimal Lansa said.

He said Mr. Rajapaksa was taken back to the Merchant Ward last morning after a check-up.

“Mr. Rajapaksa was discharged from the cardiology unit after several tests were carried out and on the advice of a specialist doctor. He will continue his treatment at the Merchant Ward,” Mr. Lansa said.

Mr. Rajapaksa was arrested on April 22 by the Police Financial Crimes Investigations Division (FCID) in connection with a financial fraud at the Divi Naguma Department and later remanded after being produced in the Kaduwela Magistrate’s Court.

Mr. Rajapaksa is due to be produced in the Kaduwela Magistrate’s Court today (20).(Darshana Sanjeewa)

Rajarata students staged a protest demanding hostels

Rajarata university students has staged a protest against university administration in front of the university yesterday (18th may) stating that university administration is failed to provide hostel facilities for students.
At the protection, students mentioned that hostel problem in Rajarata universityis a perennial problem which has been a big problem for the students since commencement of the university even though this university is established as a residential university to provide hostel facilities within premises of the University.
They also mentioned that University administration has not taken any steps to acquire the police quarters situated in the university premises which were allocated to the university as a result of student’s protections.
Students have requested administration to adhere to solve the hostel issues as an urgent matter while they stage a protection against the administration and signing a petition.

Arsenic mixed 15 containers containing agricultural chemical is out of the ports

15 container loads of Glyco-phosphate containing agricultural chemical inclusive of Arsenic and heavy metal has been dispatched from the Colombo ports. Glyco-phosphate has been identified as the main cause for the wide spreading kidney disease in the Rajarata area. Due to this problem the agricultural officers has prohibited to sell this agricultural chemicals containing Glyco-phospate in the Rajarata and Polonnaruwa area. However this appears to be an insignificant remedy for this major catastrophe. Due to the demand of this chemical the farmers of Rajarata goes to Dambulla and purchase this agricultural chemical.
Ravindra Kariyawasam an environmentalist and nature education coordinating officer giving his remarks stated that the authorities should prohibit importing agricultural chemicals such as Glyco-phospate which contains arsenic and heavy metal.
Ravindra Kariyawasam further said
“Instead of stop importing agricultural chemicals the government is paying Rs. 3000 for people who has affected with kidney diseases. That amount is not at all sufficient to buy the required medicine. It is not the proper to give money to buy medicines once the disease is affected. We should take measures to stop this disease getting affected. Unfortunately the officers do not want to do what is required. Even the former regime without stopping importing the chemicals distributed Rs. 3000 for the people affected. Even the current president who came from the Rajarata farmer pedigree who supposedly to understand the grievances of the famers is doing the same.

Terrorism, Deception and India

( May 18, 2015, Islamabad, Sri Lanka Guardian) The Western media has frequently impinging the bizarre assumptions that Pakistan has secret ties with jihadis to launch attacks on India, but it has less often revealed that India is persistently involved in a proxy war against Pakistan. In the back drop of this scenario, Foreign Secretary Aizaz Ahmed Chaudhry claimed that India’s spy agency RAW has been involved in creating unrest in Pakistan. He emphasized that Pakistan will internationalize the concern if latest Safora incident’s investigation leads to involvement of RAW.
Recently, the assertion that Indian intelligence agency RAW is using proxy factions to terrorize Pakistan has been made by Pakistan’s Military. This is quite unusual that corps commanders’ conference directly blamed neighboring intelligence agency. The Dawn reported that some military officers also pointed out RAW’s involvement in Baluchistan, FATA and Karachi on the basis of confessional statements by criminals arrested in recent times. It is also a truth that there is an unfortunate negligence from Pakistani government to unveil the evidence against India internationally. However, corps commanders’ conference has let the cat out of the bag!
A Danger of Proxy War
In reality India and Pakistan are heading towards a proxy war in Afghanistan at a time when NATO combat forces are ready to depart.Afghanistan’s new president Ashraf Ghani has already issued a warning of this future prospect. In this scenario, matured and unimpeded Indian influence in Afghanistan is a mounting threat for Pakistan. India wants to establish resilient anti-Pakistan sentiments in Afghanistan.  Pakistan on many occasions has provided sufficient evidence to Indian authorities, about Indian covert support in a number of terrorist acts in Pakistan.
India was on the track to instigate proxies against Pakistan right after the installation of Modi government, but the game gets worst when Modi nominated Ajit Doval as national security advisor. A year ago, YouTube video of Mr. Ajit is a perfect manifestation of India’s ongoing surreptitious war against Pakistan. While classifying Pakistan as an Indian Enemy, Mr. Ajit advocated extensive range of clandestine actions against Pakistan i.e. isolating Pakistan internationally OR aiding TTP to create internal security of Pakistan chaotic. He is of the view that India should use Taliban as a prevalent vulnerability against Pakistan.
On the same note, Chuck Hagel has also indicated that India is using Afghan soil to finance the problems for Pakistan. Ironically entire U.S. policy is a provision to these Indian incursions in Pakistan, as Webster G. Tarpley revealed in an interview, “The entire thrust of U.S. policy in the region (Afghanistan and Pakistan) is to provoke a civil war in Pakistan, to breakup Pakistan and prevent Pakistan in becoming energy corridor between Iran and China. I think this claim is actually quite plausible.” U.S. knows it cannot contest China economically and industrially so they have to stun China through these subversive tactics.
John Pike, renowned expert on defense, space and intelligence policy, evidently reportedthat RAW is a major source of espionage and sabotage against Pakistan and other neighboring countries. Pike’s reports substantiate the claims that Indian intelligence agency has been involved in precarious actions in Pakistan. Available reports assert that approximately 35,000 RAW agents have entered Pakistan in between 1983 to 1993.  The report is a demonstration that how KGB exploited RAW to organize terrorist attacks in Pakistani cities throughout the Afghan War and after the end of Cold War, Raw did not finish its role against Pakistan via Afghanistan.
Indian intelligence agency RAW has never missed a chance in planning and plotting its terrorists to malign and isolate Pakistan internationally whether it is the sports realm.  The agency was furtively involved in March 3 attack at the Liberty Chowk in Lahore, targeting the Sri Lankan cricket team. Four anti-tank disposable rockets were recovered from the scene, which are only in the use of the Indian Army.
India’s double-speak
India’s double-speak on terrorism is not tolerable as on one side it is furious on the release of Zaki-ur-Rehman Lakhvi but on the other side it is a complete Indian failure to investigate false flag operations within India. Pakistan’s government tried its hardest to keep Lakhvi behind the bars but you simply cannot keep someone in the jail because India wants to; law demands corroboration to verdict him guilty. Factually Indian fiasco in providing the enough evidence is the reason he got bail but lamely India is playing the blame game that Islamabad did not produce the substantial proves. Well, Pakistan does not have any magical wand to produce evidences!
On several occasions Pakistan demanded to let its envoy investigate Ajmal Kasab but obviously there was something dubious that is why India did not allow. On July 19, 2013 the ex-investigating officer of CBI Satish Verma unveiled the secret that Indian governmentkilled hundreds in Mumbai and Parliament attacks just to strengthen the counter-terror legislation. This brings us to another whistle blown on January 20, 2013 by the Indian Home Minister Sushil Kumar Shinde that political party in power BJP and RSS are running training camps to promote Hindu terrorism. These extremist groups are also responsible for Samjhauta Express, Mecca Masjid and Malegaon blasts.
Story does not end here, Webster G. Tarpley in an interview with Alex Jones stated, “The Hindus (RSS), the RSS is Hindu racist extremist organization, now we have religious extremist party in India and U.S. is backing them… The Research and Analysis Wing of Indian intelligence, they are up in Afghanistan, recruiting crazies from there to bring them down and help them to engage in terrorism inside Pakistan. So the Indians have this real dirty aspect.”
Media plays an important role in creating influence and we all know dramatic Indian media is famous for creating melodramas. Whether it is earth quake in Nepal or the matter of Indian RAW sponsored terrorist attacks whenever or wherever in India. Yellow journalists in Indian media emphatically spread hatred among the civil society and if anyone talks rationally; he or she is accused of being pro-Pakistani or ISI agent. For instance, earlier this year India blew off Pakistani fishing boat which poses no harm to anyone and India’sDIG Coast Guard BK Loshali told the truth but he got possibility of court-martial. Mr. Arnab Goswami, in his program The News hour Debate crossed every limit of journalism’s ethics and shouted at a lady representative of Congress party, “How dare you say that Pakistan is not involved in this? You have no right to question when the matter is about Pakistan”.
Peace is not a one way ticket
Peace is not a one way ticket, Pakistan wants talks with India but Indian efforts are disappointing and insufficient. India should make efforts to fight against the terrorism the way global community is and the best way to start it is from the home ground. There is a realization among the analysts in the world that Indian involvement in terrorism is a security threat to the region and the world.
Although Pakistan has been making efforts to better the ties by bilateral negotiations but it is the truth that Indian consulates in Afghanistan have been used to destabilize Pakistan. Today, Indian policy makers are agitated that Pakistan will become stronger if it effectively controls menace of Taliban. Therefore, India desires to part Pakistan military power by a hostile posture on the Line of Control.

Afghan backlash over security deal with Pakistan

An unprecedented attempt to improve cooperation between Afghan and Pakistani spies has caused uproar in Afghanistan, where politicians and the media accused the government of selling out to a mortal enemy.
Pakistan’s army confirmed the two countries’ security agencies signed a memorandum of understanding last week in which Pakistan will help train and equip Afghan intelligence officers, take part in the interrogation of terror suspects and conduct joint operations.
It is an astonishing step for Afghanistan’s National Directorate of Security (NDS), which has long accused its opposite numbers at the Pakistani military’s Inter-Services Intelligence directorate (ISI) of practically directing the Talibaninsurgency.
It is also the most dramatic gesture yet by Ashraf Ghani, the Afghan president who came to power last year determined to win Islamabad’s help in brokering peace talks with the Taliban by offering concessions that would have been unthinkable under his predecessor, Hamid Karzai.
Ghani has upset hawks by sending Afghan cadets for training at Pakistan’s officer academy and diverting scarce military resources to fight Pakistani militants hiding in Afghanistan. Even his November 2014 visit to the office of Pakistan’s army chief in the garrison city of Rawalpindi was seen by some as an affront to national pride.
There are signs Ghani’s strategy is paying off, with Taliban and Afghan representatives meeting for informal talks in Qatar this month. Last week,Pakistan’s prime minister, Nawaz Sharif, travelled to Kabul to deliver an unprecedented public rebuke to the Taliban, which is engaged in a brutal summer campaign of violence. 
But with the number of attacks soaring, the diplomatic achievements have not been enough to appease Ghani’s critics. On Monday, a senior member of the Afghan parliament ordered the international relations committee to summon NDS officials for a grilling over the intelligence-sharing deal.
The immediate backlash highlights the difficult balance Ghani has to strike between pushing for peace and sustaining public support for his government. “We all know these daily attacks, the suicide bombers, the terrorists are coming from Pakistan,” said Haroun Mir, a Kabul analyst. “Suddenly we want to share something we don’t share with very close allies with a government we blame for every single attack.”
Highlighting its extreme sensitivity, the Afghan government did not formally announce the intelligence-sharing deal and denied that Pakistan will train and equip Afghan officers. Leaks to the Afghan media said that the NDS chief, Rahmatullah Nabil, was against the move.
The memorandum of understanding was signed by a deputy NDS director general after Nabil refused to sign, said Davood Moradian, a Kabul-based analyst and ex-aide to Afghanistan’s former national security adviser.
“This was an initiative proposed by the British but the NDS chief refused to sign it despite enormous pressure,” Moradian said. “It has not only heavily damaged morale within NDS but further damaged the credibility of Ghani and the national unity government.”
Following the uproar, Ajmal Obaid Abidy, spokesman for Ghani, attempted to play down its significance, saying other memorandums had been signed with the ISI in the past, but he did not say what areas they covered.
Opponents of Ghani’s strategy say Nabil and other top intelligence officials have been sidelined by the president and Hanif Atmar, his national security adviser.
One former Karzai-era official said many in Kabul were shocked to learn that Nabil was excluded from at least one key meeting between Ghani and the ISI chief, Rizwan Akhtar in the last year.
Pakistan has long-pushed for Nabil to be sacked after it emerged the NDS under his watch attempted to recruit Latif Mehsud, then the second most important commander in the Pakistani Taliban, as an intelligence source.
Nabil later said the operation to cultivate Mehsud was a bid “to send a message to Pakistan that if they can do this, we also can do it.”
Pakistan insists it is trying to push the Taliban – a movement it helped to power in the mid-1990s and continued to support after 2001 – towards a peaceful resolution of the conflict.
“Unfortunately there is a group [in the NDS] who do not want us to move forward,” said a Pakistani intelligence official. “They have benefited from all the money that has come to this region and they are not interested in peace.”
Amrullah Saleh, the NDS director general from 2004 to 2010, said he would have been ashamed to sign such an agreement and predicted staunch opposition to it.
“I think a lot of us consider this a betrayal and a dishonouring of the sacrifices of our defence forces,” he said. “I never negotiated from a position of weakness. I always asked Pakistan to first stop terror, then ask Afghanistan to cooperate.”

Driving through Sittwe, the dusty provincial capital of Rahkine state in northwest Burma, you notice a small poster affixed to nearly every shop and home. In English these signs read “white card,” and they alert anyone passing by that the building’s occupant sides with recent government efforts to prevent Burma’s most threatened ethnic and religious minority group, the Rohingya, from participating in the upcoming national elections. Most of Burma’s Rohingya are, in fact, stateless, and “white card” refers to the special identity documents issued to them by the government in lieu of the papers held by Burmese citizens. A few months ago officials decided that white card holders would not be allowed to participate in the national vote scheduled for this fall — effectively excluding the overwhelming majority of Rohingya.

Exclusive: What Maneka Gandhi told India’s finance minister about child welfare budget cuts

Narendra Modi faces growing resistance from political friends and foes over some of his federal spending cuts as he nears his one-year anniversary as India’s prime minister. The government recently cut funding for programmes such as drinking water and welfare for women and children, saying that states can make better decisions on what to spend in their own backyards.
One of Modi’s opponents is his cabinet minister Maneka Gandhi, India’s women and child development minister. She has written two letters to Finance Minister Arun Jaitley to complain about the government’s decision to cut her ministry’s budget in half.
In early March, Gandhi largely defended the government’s move publicly but said she will seekadditional funds from the finance ministry.
But in her letters, while seeking more funds with detailed shortfall, Gandhi warns Jaitley of the social and political fallout from cutting spending. Reuters has seen the letters, and below are some of the points Gandhi raised:
 April 27, 2015 letter:
* Gandhi lists a shortfall of 109 billion rupees ($1.7 billion) for India’s flagship nutrition scheme ICDS, which provides free food and supplements to more than 100 million poor women and children. Overall, she mentions an additional requirement of 132.91 billion rupees ($2.1 billion) for her ministry.
* “The ministry is addressing the needs of two critical constituencies — women and children. These are important from social and political point of view. The (budget) reduction has sent wrong signals”
* “I have been informally told that if the central government share becomes much less than that of the state government, states would prefer to re-design schemes on their own.”
* “This may result in a situation where the focus is lost on critical programmes related to malnutrition of children, protection of children and supplementary nutrition for pregnant and lactating mothers.”
* “I am afraid to point out that political fallout of such a situation can be grave.”
March 5 letter:
* In this letter, Gandhi explains to Jaitley why programmes of her ministry are crucial for women and children. She also says that the government last year promised to address the existing lacunae and work towards creating a “malnutrition-free India”.
* To do that, Gandhi says her ministry designed a new National Nutritional Mission (NNM) programme and presented it to Modi in December 2014 with cost estimates of 280 billion rupees ($4.4 billion) over five years.
* There is concern that only 1 billion rupees ($16 million) have been allocated for NNM in the budget, she tells Jaitley.
