US concerned China behind cyber-attack on US sites

By  May 09, 2015
WASHINGTON (AP) — The U.S. is voicing concern over a report that China manipulated international Internet traffic intended for a major Chinese Web service company and used it for a cyberattack on U.S. sites.
State Department spokesman Jeff Rathke’s comments Friday follow a recent report by anti-online censorship group Greatfire.org that Chinese authorities carried out denial-of-service attacks that intermittently shut down San Francisco-based Github, a U.S.-based web resource that hosts some of the group’s data.

U.S.-government subsidized Greatfire.org produces mirror websites that let Chinese users see information normally blocked by government censors.
It contends that Chinese authorities carried out the attacks by installing malicious code on the computers of users visiting the popular Chinese search engine Baidu and related sites and used those computers to overwhelm Github and Greatfire.org websites with service requests.

How Massage Can Enhance Your Well Being

Sacha DeVoretz
Massage is definitely in the top 10 things I love. Hunched over a computer all day (and sometimes all night) my shoulders can end up in knots. Surprisingly, where I have the most tension is in my right hand. All those hours of clutching my mouse.
After a massage, I come back to who I truly am. All those 'lists' and 'things to do' float away and I can focus on the present.
Recently, I spoke with Charlie Ritchie, CEO at Pampr. Pampr enables customers to have a professional spa therapist at their home or hotel in as soon as one hour. Their therapists work at local five-star hotel spas and some are mobile Registered Massage Therapists.
Charlie shared with me how massage can help you get your physical and emotional well being back into balance.

How can massage help your physical and emotional well being?

Massages are great for de-stressing both mentally and physically, detoxifying impurities in the body, maintaining healthy joint function and an overall better performance in sport-related activities, as well as combating recurring pain from past injuries.
They also can aid in sleeping better, relaxing the mind, and improve the body's circulation. They're a necessity in today's busy lifestyle, and not just an indulgence.

What should a person look for when hiring a masseuse?

You're definitely going to get the best massage from someone who's experienced, but an official title such as RMT doesn't necessarily make for the right massage for you. Everyone's body is different, and what feels best depends on the client's preference in pressure and technique.
I've had amazing massages from registered massage therapists, but equally great treatments from bodyworkers and spa therapists. The best way to find what you like personally is to try different styles and therapists, which is the fun part! Luckily, it's pretty hard to have a "bad" massage.

What are the different styles of massage and what are their unique benefits?

At Pampr, we offer swedish and deep tissue massage for individuals or couples. Swedish massage is a more relaxing technique using long strokes and some kneading, which results in a calmer mind and better circulation in the body.
Deep tissue is a little more vigorous and concentrates on certain muscles in the body that are extra tight and knotted. The pressure is quite a bit deeper, and it's meant to focus on specific problems, but the effects can be pretty transformative.
There are lots of types of massages out there, such as Thai massage, which is sort of like someone doing yoga poses for you with lots of stretching of your limbs and more rhythmic strokes on the body, and sport massage which is similar to deep tissue and geared toward a client with a more athletic lifestyle. It all depends on the individual and what you may be looking for out of your massage.

Why are massages important now?

I think massages have always been important! Our bodies go through a tremendous amount of stress and fatigue in our day to day lifestyles what with exercising, sports, work-related activities, even just being on our feet all day.
Working on releasing the stress in our muscles and joints is imperative to aging well and being able to be active throughout our lives, not just when we're in our prime. Besides that, massage is a great way to relax the mind and feel a little bit pampered. It shouldn't just be a once in a while luxury -- being pampered should be a part of our schedules!

I will continue to enjoy massages for my well being and will share my experiences. If you have ideas or questions about massage please leave a comment below and I will do my best to find the answer for you.
Your suggestions are always welcome, as I continue on my journey to enjoy life to the fullest. Let's have the very best 2015!

'Ebola-free' Liberia warned against complacency

Channel 4 NewsSATURDAY 09 MAY 2015
After 42 days without a new case, the west African state of Liberia, the country worst hit by the latest Ebola outbreak, is declared free of the disease by medical charity Medecins Sans Frontieres.

Matt Frei talks to Mariateresa Cacciapuoti, head of mission in Liberia for Medecins Sans Frontiers
But MSF urged vigilance until the worst-ever recorded outbreak was extinguished in neighbouringGuinea and Sierra Leone.
A total of 11,005 people have died from Ebola in Liberia, Guinea and Sierra Leone since the outbreak began in December 2013, according to the World Health Organisation (WHO).
Nearly half of those deaths have been in Liberia, where the outbreak peaked between August and October 2014 with hundreds of cases a week, sparking international alarm. The US sent in hundreds of troops to help build treatment clinics in a country founded by freed US slaves.
Helped by the US military presence, President Ellen Johnson Sirleaf's government launched a national awareness campaign to stem the infectious disease, which is spread by physical contact with sick people.

Eastern Governor Defends Relocating Navy Camp for Sampur Resettlement

Sri Lanka Brief08/05/2015
Eastern Province Governor and one time Defence Secretary Austin Fernando categorically denied allegations that shifting of the Naval camp in Sampur was politically motivated and carried out under the influence of the Indian government.
He said the Naval Training camp will be shifted to an adjoining location to resettle the displaced in Sampur in their original places of residence.
Fernando stressed that this camp is shifted across the fence although critics said this move would jeopardise national security.
Addressing a press conference at the Information Department yesterday, the Eastern Province Governor added that the decision to shift the camp was taken on the approval of all stakeholders including the Navy Commander and the Defence Secretary.
“Certain elements say that shifting of the camp is a sell out to the LTTE. This was done after discussing the issue with all stake holders including the Defence Secretary and the Navy Commander,” he said.
Fernando added that the defence authorities’ concern was how to ensure the security of the Naval base and the Trincomalee harbour and they had to select a location which was facing the Naval base.

The Governor said 825 families displaced families were living in Sampur.
These families have been living in temporary shelter under trying conditions for more than 10 years, he said.
Fernando said the previous government promised to the Supreme Court that the people displaced in Sampur would be resettled in their original places of residence in compliance with the internationally accepted practice for resettlement.
The Governor added that former President Mahinda Rajapaksa and former Economic Development Minister Basil Rajapaksa also pledged to give them back their own lands.
“What the incumbent government is doing is honouring these pledges given by the previous government to the displaced people,” he said.
“How many of you would prefer to live in a small shelter? We would not stay even 10 minutes in these small huts. We are criticised for taking measures to help these people,” Fernando added.
The Governor said many of these families have become displaced more than three times and they should be looked at in a more humane way.
A new naval training camp with all modern facilities are to be put up in this new location for which the government is to set apart Rs. 150 to Rs. 200 million.
“The Treasury has already promised the Defence Ministry that it would allocate funds for the establishment of a modern Naval training facility in this new location,” he said.
Defence Secretary B.M.U.D. Basnayake, Chief of Defence Staff General Jagath Jayasuriya, Army Commander Lt. Gen. Krishantha de Silva and Air Force Commander Air Marshal Kolitha Gunathilake were also present.

‘War crimes panel to be in place soon’

T. RAMAKRISHNAN-May 8, 2015

Timeline being worked out, says Sri Lanka Foreign Minister

Sensing the international pressure on investigation into alleged war crimes during the Eelam War IV, Sri Lankan Foreign Affairs Minister Mangala Samaraweera on Thursday indicated that a domestic accountability mechanism would be in place before the 30 Session of the  United Nations Human Rights Council was scheduled to begin in September.
“We are working according to a timeline even now. I  think we will be able to meet the timeline,” Mr. Samaraweera told a press conference at the headquarters of the ruling United National Party (UNP) here.
Last week, United States Secretary of State John Kerry, in a talk here, called upon the Sri Lankan government to cooperate with the United Nations in exploring “the best way to mount a credible domestic investigation” into allegations of human rights abuses, “an investigation that meets international standards.”   He also volunteered to furnish his country’s legal and technical assistance.
Pointing out that the constitution of the domestic mechanism was part of the electoral promise at the time of Presidential election and this was included in the 100 day programme, Mr. Samaraweera said the mechanism would be formulated with “international technical assistance.”   He added that a report of the Office of the United Nations High Commissioner for Human Rights Investigation on Sri Lanka (OISL), to be tabled during the September session, could be referred to the Sri Lanka mechanism. He alleged that assets to the tune of 18 billion dollars were said to have been siphoned off by the family of Rajapaksa.

Foreign Minister Mangala Samaraweera yesterday blamed the previous government for not having a credible investigative mechanism to disprove unsubstantiated allegation that 40,000 civilian had been killed during the last phase of offensive action on the Vanni east front.

Minister Samaraweera was responding to a query by The Island whether the new government would make an effort to establish the truth in the wake of Prime Minister Ranil Wickremesinghe strongly disputing much touted figure of 40,000 civilian deaths.

Prime Minister Wickremesinghe recently told H.A. Hariharan of Tamil Nadu’s famous Thanthi TV that accusations had to be verified because of discrepancy in estimates made by various parties. The Foreign Minister endorsed the Prime Minister’s stand.

The previous government had failed in its duty to act sensibly in the face of war crimes allegations, MP Samaraweera said. Instead of taking tangible measures to prove those who had been making accusations wrong, the government engaged in a mudslinging campaign, the minister said. Had there been a comprehensive domestic investigation, Sri Lanka’s image wouldn’t have been sullied, Samaraweera said.

Pledging to set up a credible local investigative mechanism before the next sessions of the Geneva-based United Nations Human Rights Council (UNHRC), Minister Samaraweera acknowledged that he, too, felt the death toll couldn’t be as high as 40,000. However, even if 1,000 civilians had perished, the government couldn’t ignore the pivotal importance of establishing the truth, the Minister said. Pointing out that the Sri Lankan military had been engaged in a civil war, the outspoken MP said that they were all Sri Lankans; therefore the previous government shouldn’t make a song and dance about the triumph over the LTTE. The South bled in the 80s.

Thousands died during late 80s when the military suppressed the second JVP led insurgency, the Matara District MP said, adding that the issue as regards the conflict that ended in May 2009 wasn’t whether 40,000 or 1,000 killings but a credible process to establish the truth. The minister further said that tangible measures were required to investigate cases of missing persons.

Samaraweera insisted that he always believed in a comprehensive and transparent investigation to establish the circumstances under which the war was brought to a successful conclusion. The accountability issue was discussed even on presidential campaign rallies in the deep South, he said, adding that the new government would meet its obligations. The minister reiterated the government’s readiness to accept international expertise to inquire into war crimes allegations.

Responding to another query, the Minister said that the new administration was working to a time line in the run-up to the next Geneva session. The Foreign Minister said that the proposed local investigative mechanism would be ready before the September Geneva session.

UK media outfit, Channel 4 News alleged 40,000 civilians’ deaths during the final assault. The accusation was repeated by the UN in March 2011. However, the UK parliament was told in September 2011 of 100,000 LTTE and civilian deaths during fighting from January – May 19, 2009.

However, the UN estimated the total number of deaths in the Vanni from August 2008 to May 13, 2009 at less than 8,000.

Fresh Gazette Notifications Needed for Resettlement – Retired Land Commissioner, East

Untitled
[Karthirgamathamby Kurunathan, speaking to Tamil Net]
Sri Lanka Brief08/05/2015
It’s not merely enough to allow the people to resettle in the lands that were seized from them by the previous regime, which applied the proviso to 38(A) of the Land Acquisition Act (LAA) under the guise of ‘public use’ in permanently converting the lands for the use of Colombo’s military. The new regime should issue fresh Gazette notifications of the lands, which it claims to release back to the people. Only then the people will have legal ownership to their lands, says retired Land Commissioner of the Eastern Province, Karthirgamathamby Kurunathan, in an in-depth video interview to TamilNet this week. Why are the Tamil politicians not demanding the new regime to issue such Gazette notifications to revoke the land grabs that were carried out with the obvious agenda of Sinhala chauvinism by the previous regime, he asked.
Mr Kurunathan was urging the Tamil politicians to base their work on factual data. The neglect of such coherent ground-work by politicians has aggravated the multiple grievances faced by the Tamil people caused by systematic state aided marginalization.
In order to address the needs of the people, the politicians should acquire knowledge and the necessary know-how to deal with the land affairs, which come under the various laws within the domains of provincial councils and the Colombo-centric Sri Lankan State system as well as in the concurrent list of both the systems.
Around 80,000 land disputes were resolved during the times of peace negotiations in 2005-2006 through a Special Task Force programme with the assistance form the World Bank, Mr Kurunathan, who was also the last Deputy Land Commissioner of the merged North-Eastern Province (NEP), said.
The previous regime was following a systematic and planned strategy of land grab against the Tamil-speaking people of the North-East according to a Sinhala chauvinistic programme, the former land official with 35-year background from the Department of Land Administration, told TamilNet.
If the new regime wants to prove it’s commitment of releasing the lands to the public, the first thing it should do is to issue a Gazette notification revoking the earlier seizures carried out by the Rajapaksa regime applying the sections of the LAA, he said.
An average of 80% of the lands in the island are categorised as ‘State Lands’. The SL president of Sri Lanka exercises the executive powers over the ‘State Lands’ devolving the powers under him to the Department of Land Administration, the Commissioner General of Lands, and to the provincial Land Commissioners under the 13th Amendment.
Some ministers, operating under the former president Mahinda Rajapaksa, were appropriating the lands in a high-handed manner. Kurunathan cited the example in Mannaar, where a minister has occupied lands along the 33 km stretch from Mu’l’likku’lam to Alli-Raa’ni Fort creating settlements for his voters. Huge swaths of jungle have been destroyed and occupied for this purpose along with the lands belonging to Tamil people, he said. “One of the Muslim beneficiary told me that he was having five houses in the housing scheme in Mannaar,” Kurunathan said adding that the SL minister had fully neglected the war-affected Tamil people in the housing schemes.
Similarly, a deputy minister from Batticaloa has seized 200 acres in Vaakarai area, he added.
In 2013, the previous regime of Mahinda Rajapaksa issued a Section 2 notice under the Land Acquisition Act (LAA) seizing 6,381 acres of lands in the former ‘High Security Zone’ in the Valikaamam North in Jaffna for the purpose of the expansion of the military cantonment. The move by the Rajapaksa government was carried out violating all the norms and normal procedures of laws of the Sri Lankan State itself, he said.
The new regime should legally transfer these lands back to the people through fresh Gazette notification under proviso 39 (1) to LAA , revoking the previous seizures of the Rajapaksa regime.
The land grab carried out for the purpose of militarisation is a fundamental violation of human rights, Mr Kurunathan said.
The SL military seems to have seized 144 square kilometers and at least 81 km stretch of coastal land in the Northern Province alone. The issue is clearly exposed in Jaffna district, where only 20% of the lands come under the category of ‘State Lands’.
In other districts, different methods were adopted to seize lands in order to facilitate militarisation and Sinhala colonisation, he said.
The systematic seizure of traditional lands belonging to the Tamil speaking people of the North-East have been widespread under the guise of archaeological, forest and wild-life conservations and subsequently carried out through the acts of demarcating these lands under the purview of the state apparatuses such as the Archaeological Department, Forest Department and the Wild-life Conservation Department. Such a process was facilitated through the violent acts of evicting Tamils with the backing of SL armed forces and Buddhist monks and the seizure of lands for the so-called development projects of Colombo. The occupation of lands belonging to the people of Champoor in Moothoor East of Trincomalee is the well-known example for this ‘development’ occupation, he said.
The occupation of pasturelands for Sinhala colonisation is a major problem in Batticaloa and Ampaa’rai districts, Kurunathan, who hails from the district of Batticaloa said.
More than 12,000 acres of pasturelands have been seized in Maathava’nai in Kiraan DS division alone. SL military, home guards paramilitary are deployed to carry out the project, which is being led by the Sinhala politicians from Polonnaruwa and Ampaa’rai districts, he said. The livestock owned by Tamil farmers are being slain by the Sinhala colonisers in the border villages of Batticaloa district, he added. Buddhist monks are also playing a key role in the project.
The previous regime of Rajapaksa has ‘illegally’ seized 159 acres in Koara’laip-pattu South (Kiraan) in the residential areas in addition to the already mentioned colonisation taking place in the pasturelands there in more than 12,000 acres of lands, 6,285 acres of lands in Koara’laip-pattu North (Vaakarai) division of Batticaloa district, 487 acres in Ma’nmunai South-West (Paddip-pazhai), 260 acres in Ea’raavoor-pattu, 54 acres in Ma’nmunaip-pattu North (Batticaloa city), 42 acres in Ma’nmunai West, 41 acres in Koara’laip-pattu (Vaazhaich-cheanai), 19 acres in Ma’nmunaip-pattu (Aaraiyampathi), 15 acres in Koara’laip-pattu West, 13 acres in Poaratheevup-pattu and 4 acres in Ma’nmunai South (Ka’luvaagchik-kudi), the former Land Commissioner of Eastern Province said.
In Ampaa’rai district, the SL Forest Department has appropriated 15,104 acres of lands in Poththuvil alone he said. The SL military has seized 3 acres in Naavithan-ve’li, 4 acres in Kalmunai North, 4 acres in Kaarai-theevu, 5 acres in Aalaiyadi-vempu, 37 acres in Thirukkoayil, 60 acres in Chaayntha-maruthu, and 1,060 acres in Adda’laich-cheanai, he said.
The SL Forest Department has occupied lands that were legally owned by Tamil-speaking people in Ampaa’rai district, he said.
Further statistics must be collected to assert the real nature of the problem, Kurunathan said.
At least three land related Acts are coming under the purview of the Provincial Council under the 13th Amendment, he said, explaining the various mechanisms of the Sri Lankan administration affecting the affairs of land ownership.

Cleaning Up Rajapaksa-Media Values

Colombo Telegraph
By Ranga Kalansooriya –May 8, 2015

Dr Ranga Kalansooriya
Many eye browsers certainly were raised following a comment by an (non-media related) state official during a high level meeting of State media heads along with a top politician previous week, several participants told this columnist. Ironically the top politician has left the meeting for a while when this incident has allegedly happened but a heated argument between this particular official and a State media representative was cooled down by another top official and several others.
What was the issue? The official has accused a particular state media station alleging that it is has not understood the political line of the government and does not follow the necessary news protocol.
What is this particular news protocol for this official? Always news bulletin should start with the President. The concerned media person has argued that the state media should not necessarily follow the government protocol line-up in their news agenda, but the only guiding framework should be the news value. One of the main accusations on the previous regime had been the misuse of state media and thus the January 8 change was to bring a new state media culture as well, the state media head has argued. Things should not be repeated under the new regime, it had been highlighted during the meeting.
Mahinda FCAThe role of State media has been a core issue within the discussion of media reforms in Sri Lanka. There had been several discourses on the issue for the past couple of decades but nothing has worked while the status of the state media has been deteriorated. Not only the standards of the content, but the conduct of its practitioners too, went beyond acceptable norms. Some editors and journalists of state media institutions became speakers on Rajapaksa political platform while others went to the extent of conducting press conferences supporting Rajapaksa.
There are several interesting aspects to this drama from different perspectives but some key concerns are of paramount importance for benefit of the society at large.Read More

Major estate sector housing project under 10-year NPA

article_image
By Sara Pathirana-May 7, 2015

A pilot project to build 300 houses has been earmarked for implementation as an initial exercise to build 160,000 houses for estate workers and their families.

A number of criteria have been identified to see this through. Houses in areas that are prone to landslides and those that have poor electricity facilities are among those that were selected under the project to set-up new houses. The project is to be carried out in estates in Badulla, Ratnapura and Kegalle, to name a few areas. This operation will be part of the recently launched 10 year National Plan of Action 2015-2025 (NPA).

The Ministry of Plantation Infrastructure Development had decided to bring back into operation this this scheme for the betterment of workers’ lives in the estate sector. The NPA will seek to promote the progress of the plantation community.

Given the national importance of this project, a workshop organized by the Ministry of Plantation Infrastructure Development was conducted recently in order to regulate the NPA, under the guidance of Finance Minister Ravi Karunanayake, Policy Planning, Economic Affairs, Child, Youth and Cultural Affairs Deputy Minister Dr. Harsha de Silva, Plantation Infrastructure Development Minister Palani Dhigambaram and UN Resident Coordinator and UNDP Resident Representative Subinay Nandy.

Commenting on this initiative and the concept behind it Ministry of Plantation Infrastructure Development Coordinating Secretary to the Minister M. Thilakarajah said, "Statistical indicators have always pointed out the estate area as a deprived segment when compared to the other stated indicators of urban and rural areas. In 2005 when this concept was in existence, the main plan was to gain momentum and boost the estate sector though this initiative had to end up facing annihilation. By the year 2010, the regime at the time had abolished it. After the new government took office, the new Minister of Plantation Infrastructure Development wanted to go through with this concept.

"The key objective of the NPA is to achieve the Millennium Development Goals (MDGs) and Sustainable Development Goals (SDGs) in the plantation areas, especially in the estate sector. The comprehensive 10-year NPA is expected to be finalized by end of July this year. The NPA will emphasize reducing poverty and hunger, providing access to primary, secondary and tertiary education, reducing child mortality, improving maternal health, combating major diseases, issues of gender equality, the empowerment of women, environmental sustainability, improving access to safe drinking water and sanitation and improving social conditions of the plantation community.

‘The plantation sector in Sri Lanka is a very important segment when it comes to economic contribution, accounting for 22% of the country’s export earnings. Sadly though, workers and their families in these areas are found to reside in constricted living spaces amidst poor conditions. It has been recorded that the poverty head count ratio is alarmingly high in the estate sector, at 10.9% as against the national average of 6.7%. Currently, 1.5 million of the population come from the basic estate sector with one million of them living in the estates, it was pointed out.

A Government’s Nightmare – The Free Media

Colombo Telegraph
By Sharmini Serasinghe –May 8, 2015
Sharmini Serasinghe

The media in Sri Lanka never had it easy, but the period 2006 – 2014, was its worst.
In 2009, the government revived legislation that vests the Sri Lanka Press Council, a statutory body, with broad powers to restrict the media and punish offending journalists and publishers with fines and imprisonment.
The law was first enacted in 1973, by the coalition government of Prime Minister Sirimavo Bandaranaike, amid a deep economic crisis and widespread social discontent.
The Press Council continued to function as a mechanism, to intimidate the media under successive governments until 2002, when it was rendered inoperative through a bipartisan resolution in parliament.
——————————-
Isn’t it strange that when a political party is in the opposition, the media is its friend, and howls on its behalf, when an injustice is deemed, done. But the moment it comes to power, the exact opposite happens!
Although Sri Lanka’s constitution guarantees ‘freedom of expression’ in theory, in practice this is usually not the case. There are various ‘laws’ and ‘regulations’ in place, to limit this ‘freedom’.
One such is the 1978 Prevention of Terrorism Act (PTA), which contains extremely broad constraints, on ‘freedom of expression’. Hence Journalists are subject to all types of legal harassment and physical intimidation.
In 2006, under the leadership of President Mahinda Rajapaksa, an unofficial censorship on issues relating to ‘national security and defense’ was imposed by the government. It then went on to set up, what was called the ‘Media Center for National Security’, to disseminate all ‘information’ related to ‘sensitive issues’, to the media and public, as they deemed fit.
Then, in 2009, the government announced that it was reviving a law that had not been enforced, in more than a decade; the draconian 1973 Press Council Act. This law was enacted, during the SLFP regime, under the premiership of Sirimavo Bandaranaike. During her tenure in office, the Lake House Group of newspapers was nationalised, and the Gunasena newspaper group, sealed.
During the Rajapaksa regime, and at the height of the civil war, Sri Lanka was described, as one of the most dangerous places in the world, for journalists.                    Read More

President Maithri assassination bid : Pro Rajapakse Presidential security force dismantled

LEN logo
(Lanka-e-News- 08.May.2015, 2.15PM) The presidential security force  which comprised  the army that  was created for the security of the Rajapakse family  and which was extremely partial towards the Rajapakses was  dismantled with effect from 30 th of May.
The presidential  security force until the end of the  term  of office of Chandrika Kumaratunge  a former president of the country( the PSD -presidential security division ) was comprised of police personnel attached to the PSD. However after the advent of president Mahinda Rajapakse noted for his paranoid mental condition and maniacal disposition formed a security contingent under the name of  presidential security force  comprising the army and members of  other forces who were his stooges and lickspittles.
This security force which started with 400 members snowballed to 1200 by the time it was dismantled on  30th last month. Among those who were enrolled to this force subsequently were ‘ chandiyas’ (thugs) of the area who secured ‘major ‘ titles in the army under Rajapakse patronage. One of them was Major general Vagi Gallage the commanding officer , a notorious Rajapakse lackey and henchman who engaged in active politics while wearing the uniform brazenly .The deputy commanding officer was Brigadier Ravipriya.
An army directive  (shown herein)issued under the signature of Ravipriya mentions that except the soldiers of the navy and air force , all other soldiers of the army attached to the presidential security corps are released from their main regiments and units .Additionally it states in the future no file or accounts of theirs in the name of presidential security force  shall be maintained .
These instructions are a sequel to the recent arrest of a Commando corporal Senaka Kumara with a loaded  9 m.m.  automatic pistol who is still providing security to  Mahinda Rajapakse , when Senaka was moving  suspiciously into close quarters within shooting range of the incumbent president Maithripala when he attended a rally at Angunangkola pelessa at Hambantota . Senaka while  hiding the firearm had  falsely claimed it was a water bottle . It is noteworthy Senaka Kumara had most mysteriously jostled his way extremely  close to the president despite the thick security ‘blanket’ around the latter.
The suspect Senaka Kumara is now in remand custody , and interestingly the deposed president Mahinda Rajapakse has issued an official  statement on behalf of him .When  a soldier of  Mahinda’s security detail had transgressed the security rules and regulations deliberately , and if Mahinda who is still under the protection of the main security forces  criticizes the officers who are enforcing the laws as well as the courts , obviously Mahinda has  expressly and impliedly confirmed that it is he  who sent that soldier (suspect) involved in the assassination bid of president Maithripala .
May we recall that we (LeN) published a report regarding the statement made by  Mahinda Rajapakse to a  AFP French news service a few days prior to this incident  , and the suspicions that were aroused based on it against Mahinda  in connection with the assassination bid . No matter what , a soldier (suspect) of Mahinda’s security detail arriving for the rally on the day of the  Angunankola  incident  as a security personnel of Namal Rajapakse is  a matter that merits a serious probe , because at present Namal is an ordinary M.P. , and while being so enlisting the security protection of the PSD is a gross violation of the laws.
Irrespective of the plans and plots of whoever involved in this assassination bid , this incident is an eye opener to all specially those who are responsible for the provision of security to the incumbent president . Yesterday(07), Mahendra Fernando , the chief of the commando security unit of Mahinda Rajapakse to which unit the suspect commando corporal is attached was questioned by the CID for 5 hour which is suggestive how grave the incident was.
Meanwhile the CID has furnished a detailed report to IGP  on S.M. Wickremesinghe SDIG, the chief in charge of the security contingent of the VIP - president Maithripala and his neglect of duties leading to the security lapse that posed grave danger to the president’s life. A majority are of the view when there is such a serious dereliction of duty on the part of the SDIG Wickremesinnghe  , what should have been done is , before initiating investigations Wickremesinghe should have been interdicted.
It is worthy of note that  Wickremesinghe was the chief in charge of the security detail of Mahinda Rajapakse for 18 years, and during that period this SDIG was entrusted with the contract  of erecting iron poles, building stages  ,huts etc. for the rallies of Mahinda.  In this connection SDIG Wickremesinghe commenced a private Co. along with two other police officers , namely DIG  Kuduwewatte and ASP Kularatne which undertook these contracts . In addition ,sub contracts were given to another Co.

Might we make special  mention that government officers engaging in such contracts is absolutely prohibited in law. In any case Wickremesinghe made a net profit of about Rs. One million from each such contract  .Mahinda Rajapakse who is a  megalomaniac of the morbid  order wished his platforms, stages and decorations are most grand no matter the cost . This helped Wickremesinghe to line his pockets well and thoroughly , and also make huge profits . But  now , since  president Maithripala  is prone to austerity , and not profligacy , it can be gauged which side DIG Wickremesinghe will  favor who is now unable to make a fast buck at public expense unlike in the era of Rajapakse  when all the thieves of Alibaba , the chieftain were allowed to rob the country freely and fearlessly.
At all events ,sadly  the investigations into the serious presidential security lapse is being conducted most slyly  and haphazardly
