Reviewing Banned Diaspora List Is Important At This Juncture: FM Mangala

Colombo TelegraphForeign Affairs Minister Mangala Samaraweera today said in parliament that the list of individuals and entities that represented the Tamil diaspora, banned by the Rajapaksa regime should be reviewed.

He noted that reviewing the list of individuals and entities is an important exercise at this juncture when the government of is seriously committed to expediting the reconciliation process.
“In doing so, the Sri Lanka diaspora whether it be Sinhala, Tamil or Muslim has an extremely important role to pay in taking SL forward as a nation,” he added.
Last year, the previous government used UN regulation No: 1 of 212 under UNSC resolution 1373 to list 424 individuals and 16 entities as banned under gazette 1854/41 of March 21.
He also expressed his views on the foreign policy adopted by the previous regime while pointing out that Sri Lanka then shifted out of its position of a consensus-builder to a path of confrontation, non-engagement and intransigence.
“We abandoned our traditional partners including those countries that helped SL in its journey of development and those who helped us in time of crisis,” he said.
He went on to state the diplomacy practiced during the Rajapaksa regime was like that of a zero sum game, cultivating only one set of countries at the expense of another.
We publish below the Minister’s speech in Parliament today;
Hon. Speaker,
I stand before you today to present amendments, in line with our international obligations, to United Nations Regulations 1 and 2 of 2012 promulgated under the United Nations Act number 45 of 1968.
As the House is aware, following the Al Qiada terrorist attacks in September 2001, the Security Council of the United Nations, acting under Chapter 7 of its Charter, adopted resolution 1373 on 28 September 2001 which is a wide-ranging comprehensive resolution setting out steps and strategies to combat international terrorism. The resolution which is binding on all States called on countries, among other steps to be taken, to prevent and suppress the financing of terrorism. On 15 October 1999, the UN Security Council adopted resolution 1267 setting out in particular, measures to be imposed against the Taliban. This resolution and its modifications and subsequent resolutions imposes upon member States of the UN, a series of obligations relating to sanctions measures against entities and persons associated with the Al Qaida or Taliban as designated by the Sanctions Committee of the UN and whose names appear on the ‘consolidated list’ adopted by the Committee.

Is the EPDP backing a land grab in Navatkuli (Jaffna)?

( March 18, 2015, London, Sri Lanka Guardian) A candidate of the EPDP at the last NPC elections, accompanied by three accomplices, is attempting to grab privately owned land between the Navatkuli Junction and the Palmyra Research Institute amounting to hundreds of acres. This person is Sethu Thedchana Murthy (Pulavar). He lives near the Pillaiyar temple in Kantharmadam,Jaffna and is a marriage broker. Inquiries reveal that he has been involved in many fraudulent activities. His accomplices, one of whom is a well built young man, were not ready to divulge their identities.
The Pulavar is a dark stocky man with milky white hair and a bushy milky white mustache. Photographs of these individuals are available.
The ‘Pulavar’ originally claimed to be a descendant of the original owners of a part or whole of this land. However, another person calling himself Arunachalam, who also describes himself as a descendent has in a telephone call claimed that the Pulavar has been given the power of attorney to act on his behalf. The person who called himself Arunachalam warned that there will be serious consquences, if there is no compliance with their demands.
A serious situation is developing in Navatkuli, which may involve serious violence, because of the probable involvement of the EPDP or its cadres and/or members.
The current owners of land in the area ( I am one) should be aware of this development. A similar effort by another or affiliated group in December’ 2013 failed because of the collective action of some who own lands in the area described.
Many of these individuals are wondering whether Tamil crooks and fraudsters have a free reign in Jaffna yet and whether they yet have political backing from the likes of the EPDP.

Was that only Fonseka? Karannagoda and Gunathilake questions

During the thirty year old war with the Tamil Tigers and the time when there was the fourth Eelam war the army general post was held by Lieutenant General Sarath Fonseka, Navy Commander post was held by Vice Admiral Wasantha Karannagoda and the Air Force commander post was held by Chief Marshall Roshan Gunathilake.

Schematizing the Destruction of the Tiger plans, commanding the forces from Colombo and Vavuniya, supplying the required armored vehicles and artillery, moving the infantry regiments from all directions,
occupying the northern lands from the LTTE above Vavuniya and the respect of killing all the rebels should be given to Genral Sarath Fonseka.
Gathering intelligence information’s about the domestic and international armed ships of the LTTE, chasing the floating armories of the LTTE and destructing them in deep sea, suppressing the LTTE’s international arm supplies and sustaining the authority of the sea with a limited naval boats and the respect of hindering the LTTE arms and sea tigers movements should be given to admiral Wasantha Karannagoda.
Using the limited aircrafts, commanding his officers in right direction, targeting the secret and hidden platoons of the tigers and supplying the necessary fire power to the infantry regiments, saving
the wounded, attacking the sea tiger boats and the honour of suppressing the power of the enemy should be given to Air Chief Marshall Roshan Gunathilake.
In order to honor the service of these three officers the former president lifted the positions of Sarath Fonseka to General, Wasantha KArannagoda to Admiral and Roshan Gunathilake to the Air Chief
Marshall. Though it is a normal practice to promote the positions to a higher level during retirement, since these officers were already promoted there was no promotion given during the retirement.
When the new president decided to promote General Sarath Fonseka to Field Marshall post Admiral Wasantha Karannagoda and Air Chief Marshall Roshan Gunathilake has urged the president Maithripala to
promote them for the posts of Admiral of fleet and Marshall of Air respectively.
They have they did not get any promotions when they were going on retirement but when they were doing their duties. They were performing their duties while in their official post and usually when an army
commander goes on retirement he is promoted to the next position but they did not get that privilege. Meanwhile they have said they too were involved in the operation of killing the LTTE and liberating the
country and they were not commanding from the headquarters like Sarath Fonseka but deployed in the field risking their lives.
They said General Fonseka was not present during the end of the war and if he had reviewed the war it is a question why he didn’t have awareness to the last stages of the war. They inquired when both of us
were partial to the government of Maithripala Sirisena who was once a minister of the same government, General Fonseka acted against the government and does Sarath Fonseka talking in political stages now
promote him for the post of Field Marshall?
President Maithripla has presented these demands to the defense ministry to check for reasonable points and requested a report. Until the demands are met there is news that promoting General Sarath Fonseka to the Field Marshall post would be delayed.

I made a particular effort to attend the Sri Lanka Navy (SLN) vs Kandy Sports Club (KSC) game for a variety of reasons, chief of which was to see whether there had been a change in what has become a war rather than a rugby encounter and I use the word “war” literally rather than metaphorically!
The early indications were that, as that American master of the malapropism said, so many years ago, it was “déjà vu all over again.”
EmilThe stage appeared set when, despite being one of a relatively few current paid-up members of the KSC, I was not permitted access even up to the club gates (on the public road that goes past them!) to drop off my partner who has a serious heart condition that precludes walking any distance. The police manning the entry point told me that my vehicle was NOT among those permitted access to the area adjacent to the club. I am beginning to wonder whether I am now considered a “security risk” in some circles, a status now even the late-unlamented Rajapaksa Regime did not accord me (not to my knowledge anyway!)
Anyway, having dropped off my partner some considerable distance from the Club, on the promise that she would walk extra slowly to the club premises, I parked about two miles away and walked back to the grounds. If nothing else, even if not by choice, that provided a “constitutional” that I might not otherwise have had that afternoon!
Coming events seemed to cast their (previous) shadows when I observed scores of SLN personnel along the road, armed with assault rifles. Also, while I don’t know whether the SLN had purchased, literally, thousands of tickets for their personnel, at this match as they have done in the past, a part of the “parking problem” was the number of buses bearing SLN licence- and private-plates parked along the roads serving the Nittawela grounds of the KSC. In case there is any doubt on that score, no Kandy supporters use charter buses to get to the grounds of the Club they support, the vast majority simply trudge up the hill!
When I arrived in the Members’ seating area of the pavilion, I found that my partner had succeeded in persuading a couple of non-members to give up their seats to a couple of septuagenarians who had paid an annual membership fee for the privilege of watching a few rugby matches every year. I was also somewhat bemused to see, seated in one of the better seats in that very enclosure a lady who was, until relatively recently a member of one of the “ruling Kandyan families” that is reported to be in the process of participating in a dynastic coming-together. It does seem that ANY association with the “right” people, no matter how temporary, brings with it certain privileges not available to those who go the orthodox route of paying their dues!
Anyway, the rugby game itself was closely contested and the SLN eked out a one-point win which proved to be a Pyrrhic victory because, it wasn’t enough to give them the championship the complex rules of which saw the KSC as the 2015 Champions. One of the bright spots of the afternoon was the absence, compared to matches past, of violent or dangerous play and a referee who did not appear to be “under orders” of any kind!
Once the stage was set up for the distribution of the awards and trophy, with the usual bellowing by an announcer who believed in the superiority of volume over clarity, we were treated to another dose of déjà vu.
At this point, rather than over-use the word “bizarre” I’d like to replace it with the more appropriate “sinister” for what follows.
Not even during the playing days of the Rajapaksa Crown Princes on the SLN team had we seen the kind of armed presence on public access roads around the Nittawela grounds that we saw on March 15th. Now, we had a sailor in uniform, armed with an assault rifle on the stage where the presentation was to be made! This was certainly another “first” for The Debacle of Asia in the matter of an event celebrating a national sports championship. There were enough cameras flashing and video being shot to prove this beyond the semblance of a doubt. And given the presence of Very Very Senior SLN personnel throughout this bizarre sequence of events, there can be little doubt that all of it had their seal of approval, not to mention that of the Sri Lanka Rugby Football Union and the Kandy Sports Club’s notoriously supine “leaders.”
You want a bit of icing on this particular cake? The trophy that was presented was courtesy of Dialog, the Telco, and doing so, front and centre, literally, was no less that Hans Wijesuriya, the man under whose watch, this very publication, Colombo Telegraph (CT) and several other websites, were blocked, preventing every Sri Lankan’s right to information. I would suggest that this gentleman’s time could have been more appropriately spent in explaining to the Criminal Investigation Department of this country the particular democratic practice he was applying by presiding over the blocking of such as CT rather than being the cynosure of all eyes at a national sporting event!
On the other hand, I suppose that this could be considered simple proof, if such proof is needed, that it pays handsomely to act in support of a violent and corrupt government with no risk whatsoever of any so-called subsequent “reformers” ensuring that the law and order they claimed to champion is applied against those who prevented the citizens of this country from enjoying their elementary democratic rights.
And for the seal of (current) government approval, if one were needed, you had the recently-minted President of the United National Party who is also the financial Godfather of the KSC as everyone knows, as an active participant in all of this, with customary smile and bonhomie!
Does anyone need to have the irony of all this pointed out to them? Or is it simply yet another instance of what several of us keep pointing out: that the current lot, claiming to rescue us from the most corrupt and violent regime this nation has ever experienced, are no better than those they replaced? Is this simply farce, Sri Lankan style, or a Greek Tragedy being played out on an Asian stage?

Lanka Hospitals faces probe

Lanka Hospitals Corporation Plc said yesterday that the Chief Magistrate Court of Colombo, through an order made yesterday in case No B24237/3/15, had directed the company to provide all the necessary information and documents requested by the Office of the Director of the Financial Crime Investigation Division of Colombo.
“It is understood that the request is consequent to a complaint made and being investigated under allegations of financial irregularities in the company,” Lanka Hospitals said.
“Accordingly we will be complying with the request made to us by the Director Financial Crime Investigation Division of Colombo,” Lanka Hospitals added in a filing to the Colombo Stock Exchange.
Reports said that the Police Financial Fraud Investigation Division (PFFID) had launched an investigation into financial fraud that was alleged to have taken place between 2009 and 2014 at Lanka Hospitals Corporation Plc under the chairmanship of former Defence Secretary Gotabaya Rajapaksa.
The PFFID informed Colombo Additional Magistrate Nishantha Peiris that the investigations were based on a complaint lodged by Dr. Neomal Alexander Perera, a cancer specialist attached to Lanka Hospitals. The magistrate directed the police to file an investigation report in court on 4 June.
In his complaint, Dr. Perera said that Rajapaksa was appointed as the Lanka Hospitals Chairman after Sri Lanka Insurance reverted to Government ownership after 65.14% shares were acquired by the State. The complainant said that Rajapaksa took control of the affairs of the hospital and was responsible for a financial fraud amounting to Rs. 600 million that took place after artificially manipulating the price of Lanka Hospital shares in the stock market.
The complainant said that Rajapaksa was also responsible for the rapidly increasing costs incurred by the Board of Directors, amounting to Rs. 12 million in 2014. He said a fraud of Rs. 350 million had taken place when the hospital set up the LHD Diagnostics Laboratory and that several irregularities had occurred during the purchase of two houses by Lanka Hospitals which did not follow a proper tender procedure.

A 13-year-old girl was hauled up by the Thebuwana police before the Kalutara Magistrate in September 2010. What was her crime? She had stolen Rs. 5.00—yes, five rupees—from a kiosk! She was enlarged on bail. She said she had taken the money because she was starving. We asked in these columns why the police and the Rajapaksa government did not act so swiftly against criminals including murderers, drug dealers and those who robbed the public purse. The police, true to form, defended their action against the poor girl. The then Opposition said the police swung into action only when the poor happened to be on the wrong side of the law and well-to-do lawbreakers with political connections went scot free.

In 2013, another 13-year-old schoolgirl was arrested and arraigned on charges of stealing a few coconuts from her neighbour and bailed out. The police said the offence she committed had warranted her arrest! We asked again editorially why such high octane performance was conspicuous by its absence on the part of the police when the lawbreakers happened to be wealthy and politically connected. The then Opposition flogged the issue hard, asking why children were being arrested for minor offences while big-time offenders were moving about freely and carrying out their illegal operations with impunity; an embarrassed President Mahinda Rajapaksa ordered an investigation into the incident.

Those who let out howls of protests then—and rightly so—against law being selectively enforced against the poor are ensconced in power today. But, the prominent members of the previous regime they vowed to prosecute for corruption, the plunder of public wealth and various other offences are still at large. It has been a case of all bark and no bite!

Worse, current Governor of the Central Bank Arjuna Mahendran stands accused of his involvement in a mega bond scandal. In a country where schoolgoing children are arrested for stealing five rupees or a few coconuts no arrests have been made in respect of a nine-billion-rupee racket!

Where are the champions of transparency and accountability? Curiously, the NGO activists, lawyers and other anti-corruption activists are silent on the Central Bank scandal. They conduct protests and numerous workshops to raise public awareness of good governance. Their silence on this issue is deafening. The CID which is ordered to investigate even forged birth certificates has not been called in to probe the shady bond deal!

If this is good governance or yahapalanaya according to the new government, the country will be a much better place without it!

Kudu circus over?

All the hype about revelations made by notorious drug dealer Wele Sudha in custody has fizzled out. The police no longer give ball-by-ball commentaries on what transpires in interrogation sessions. Why? They have apparently opened up a can of worms for their political masters.

Using what drug kingpins or kudu rajas reveal under interrogation as political propaganda could be counterproductive. For, politicians regardless of their party affiliations usually benefit from the largesse of such criminals who cultivate those who matter. Wele Sudha, like other drug barons is believed to have looked after many more politicians, police officers et al than those who have been named and shamed.

It may be recalled that Kudu Nauffer, who is now behind bars for his crimes including drug dealing and the assassination of High Court Judge Sarath Ambepitiya, once sponsored a judicial officers’ function as this newspaper revealed. He had paid for the food and beverages served at that event! The organisers thereof may not have been aware that a drug dealer was footing the bill, but that is how criminals operate; they use various fronts. We also reported that a serving IGP (T. E. Anandaraja) had been a special guest at a party thrown by a drug czar named Augustus Jesudasan at a Colombo hotel in 2003. Another drug baron, Samoon Mohammed Shyam, who lived like Great Gatsby, threatened to sue this newspaper for exposing illegal operations. He claimed we had defamed him! But, arrested with 23 kilos of heroin in 2003 at his Ward Place residence, where he had entertained powerful politicians among others, he was sentenced to death four years later. In 2013, the then Prime Minister D. M. Jayaratne issued a letter, on behalf of one of his contacts, requesting priority clearance of a container which was later found to contain 131 kilos of heroin. Thus, one may see the labyrinthine nature of the drug Mafia network with its tentacles spread all over the country.

Let the police be urged to resume their daily commentaries on Wele Sudha’s revelations. People’s right to information should be respected. All those including politicians who have benefited from that criminal’s princely scale munificence must be named and prosecuted.

Facebook is changing the way it counts Likes, the company announced on Thursday.
Don't panic, though; the changes only apply to celebrity and business pages. Facebook will no longer factor in Likes from users who have voluntarily deactivated their accounts or users who have passed away, according to a blog post. Facebook said the changes will offer businesses a clearer, more accurate idea of their Facebook audience, since neither of those groups are Facebook users.

"Over the coming weeks, Page admins should expect to see a small dip in their number of Page likes as a result of this update," the blog post reads. "It’s important to remember, though, that these removed likes represent people who were already inactive on Facebook."
Facebook also notes that if a user reactivates an account and Liked a particular Page, that action will be tallied back into the total like count.
The changes may prove beneficial for businesses with Facebook Pages. Many already pay attention to how many LIkes they get as an indicator of popularity with users and a glimpse into the kind of Facebook audience they have.

PHU Claims MR, Wimal & Udaya Have Become Victims Of A Cyber Attack

Former President Mahinda Rajapaksa, Wimal Weerawansa and Provincial Councillor Udaya Gammanpila have become victims of a cyber-attack, Gammanpila’s party Pivithuru Hela Urumaya (PHU) claims.
Colombo TelegraphMahinda MatugamaPHU media unit releasing a statement notes, the ‘likes’ for Facebook fan page of Gammanpila had decreased by 1200 last Friday abruptly, and this made them check the Facebook fan pages of both Wimal as well as MR.
“Former President’s FB fan page likes had dropped by 15,800 while Wimal Weerawansa’s fan page likes had dropped by 4,100. Although it is a normal occurrence for likes to drop in this manner, in this instance it has aroused suspicion due to a significant amount of likes dropping in a comparatively brief period,” the PHU says.
They claim it is a vicious attack of an opposing group carried out through Bot program.
Gammanpila claims he has made a complaint to the Facebook administrators concerning the situation.

How Thilak got the job

After the Presidential Election of 8th January Tilak Karunaaratne promised Ranil Wickremasinghe that he will expose so many wrongs of the previous regime if he is re-appointed chairman SEC. He told Ranil that several investigations he had started during 2011-2012 have been swept under the carpet by then commission of SEC.

Ranil wickremasignhe was quite pleased with this proposal, as UNP was all out to expose Rajapaksha regime as part of its campaign in preparation for the next General election. So disregarding the fact that SEC chairman Nalaka Godahewa and his Commission had ushered the Golden Era of Colombo Stock market where for the first time in the daily market turnover had reached Rs 2 Bn average and ASPI had grown from 4350 to 7550 in just two years, Ranil wickremasighe removed Godahewa and replaced him with Tilak Karunaratne.
We remember that Karunaratne was removed from SEC in 2012 June by then president Mahinda Rajapaksha because he was clearly responsible for crash of the market from 7200 points to 4600 within just 9 months. The primary reason was the total lack of confidence amongst investors due to stupid remarks of the SEC chairman who was painting a gloomy picture of the market. By constantly talking about a so called stock market mafia and starting investigations against each and every active participant in the market the arrogant and ignorant Tilak was letting his own organization down. It was Godahewa who came to the recuse of the investors and made CSE, Asia’s best performing market by end 2014. Within 50 days of Tilak assuming duties as Chairman SEC, the Colombo Stock Exchange has once agains become one of worst performing markets in the world. It had dropped 500 points already. Daily turnover of last Friday was only Rs 200Mn.
Why is history repeating ?
Some people think market is not performing simply because of economic uncertainty. Wrong. During 2012/2014 Market always performed despite many economic setbacks thanks to dynamic leadership who kept the energy levels high through road shows, public seminars, Media Shows, Press Releases, Interviews , continuous industry consultations and More than anything better regulation of the market.
That is what we now lack at SEC with Tilak at hellm.
It is not difficult to understand why is history repeating and market is crashing?
It is because Tilak is repeating exactly the same mistakes he did in 2011/2012
1) Telling the world through his favorite journalist infamous Durutu Edirimuni of Sunday Times that the Colombo stock market is a corrupt place
2) Continuously talking about need for proper investigations though he has failed to find wrong with a singe investigation competed by SEC during DR Godahewas tenure. He now has a serious problem of explaining this to Ranil because it was the basis of his appointment
3) Cancelling 10 point project initiatives and the vision 20:20 plans that former Chairman had started and openly proclaiming hat SEC has no development role. In this he is quite similar to his political bosses who have stopped all development work in the country.
4) Witch hunting within SEC trying to get rid of the most experienced official of SEC, Dammika Perera. He tried same during his previous tenure
5) Rebuilding his clan of market disrupters at SEC. During his 2011/2012 most of his disastrous actions were fuelled by 4 Directors namely; Chandu Epitawala, Namal Kamalgoda, Dissa Bandara and Vajira Abeygoonewardane. The former three have now left SEC and Tilak is making preparations to bring them back. He has already sought commission approval to appoint Chandu Epitawala as a Consultant to SEC and Dissa Bandara is expected to be brought back as DG. Namal Kamalgoda would be the next.

Two hoards of forged notes found within six hours

Police have found two stashes of counterfeit notes from Ragama and Ulukkulama yesterday (17), Police Media Unit told Ceylon Today Online.

Among the counterfeit notes found by Peliyagoda Police were 53 RS 5000.00 notes, 148 Rs 1000.00 notes, 47 Rs 500.00 notes and four $ 10 notes. Police have taken three suspects who had printed and kept the forged notes in their possession. Police also seized a scanner and other equipments used for printing the notes. Peliyagoda Police is conducting further investigations into the incident.

Anuradhapura Police arrested an individual for alleged possession of counterfeit notes in Ulukkulama last night. Police found 16 forged Rs 1000.00 notes and eight forged Rs 500.00 notes in his possession. Anuradhapura Police is carrying out further inquiries into the matter.

The organisers, a group called Blockupy - named after the Occupy Wall Street movement in 2011, estimated that about 10,000 demonstrators were at the rally. Thousands came into the German financial capital from other parts of Europe.

"Our protest is against the ECB, as a member of the troika, that, despite the fact that it is not democratically elected, hinders the work of the Greek government. We want the austerity politics to end," Ulrich Wilken, one of the organisers, said. "We want a loud but peaceful protest," he added.

Frankfurt police spokeswoman Claudia Rogalski described the mood of the crowd as "aggressive." "We've had stone throwing, burning rubbish bins and seven police cars were damaged, many set on fire," she said.

Blockupy says it represents grass-roots critics supranational financial institutions including the "troika": the ECB, the European Commission and the International Monetary Fund, whose inspectors monitor countries such as Greece and Cyprus that have received international bailouts.

The ECB is also influential as a provider of finance to the banks of struggling countries and has in recent weeks sanctioned a drip feed of extra emergency finance to Greece's lenders.

Tunis attack: Gunmen kill tourists in museum raid

At least seven foreign tourists and a Tunisian have been killed after gunmen targeted a museum in the Tunisian capital, officials say.
Two attackers and a police officer were killed in the subsequent security operation, they said. The operation is now reported to be over.

The attack happened at the Bardo Museum, which is next to the parliament building in central Tunis.
At the time of the attack deputies were discussing anti-terrorism legislation.

Parliament has now been evacuated.

British, Italian, French and Spanish nationals were among those taken hostage during the attack, local radio reported.

"A terrorist attack [targeted] the Bardo Museum," interior ministry spokesman Mohamed Ali Aroui told journalists.

He said that the attack involved "two or more terrorists armed with Kalashnikovs".
French Prime Minister Manuel Valls said he condemned the "terrorist attack in the strongest terms... we are very alert about how the situation is evolving," he added.

Eyewitness Yasmine Ryan told the BBC there was "a growing crowd" of at least 500 people outside the museum.

"There's helicopters flying overhead and we just saw tanks rolling in," she said.

The Bardo museum, renowned for its collection of antiquities, is a major attraction in Tunis.
Tourism is a key sector of Tunisia's economy, with large numbers of Europeans visiting the country's resorts.

In 2002, 19 people, including 11 German tourists, were killed in a bomb blast at a synagogue in the resort of Djerba. Al-Qaeda said it had carried out that attack.

Concerns about security in Tunisia have increased in recent months as neighbouring Libya has become increasingly unstable.

A large number of Tunisians have also left to fight in Syria and Iraq, triggering worries that returning militants could carry out attacks at home.
