By militarily defeating the LTTE, Sri Lanka eliminated a violent advocate for separate Tamil state in the North. Yet, that elimination of the most violent element expression of Tamils’ struggle for autonomy and self-determinationhas not in any way led to a permanent solution for the issue. Today, with the emerging space of democracy created through a hard fought change of an ultra-nationalist regime, we need to give serious thoughts to this pressing issue for if we fail, another generation of people will be forced to fight in vain again, defending an abstract sovereignty. In our understanding, the continuing issue of Tamils’ quest for autonomy in the North is closely linked to ‘state sovereignty’ and ‘integrity of the territory’. This is defined so by the elitist nationalist leadership in the Southern region. However, unless a revolution occurs in the way Sri Lanka perceives sovereignty, the process of nation building will never be complete and an inclusive nation, with all ethnicities will integrated, would remain a pipe dream.
Modi Wigneswaran 2015 March JaffnaWe need to perhaps rethink the meaning of ‘sovereignty’ for small states like Sri Lanka in the context of increasing deterioration of the effectiveness of territorial state globally. In Sri Lanka, the existing borders have not been invincible to international interventions (think IPKF) in the face of the issue of Tamils’ struggle for autonomy. Therefore die-hard elitist Sinhalese perceptions towards Tamils’ way of perceiving state sovereignty has amply demonstrated the hollowness of ‘Sri Lankan’s idea of sovereignty’ without material power to guard it from external interventions. Today, the future of the survival of Sri Lankan state needs to be re-strategized with a mechanism for peaceful co-existence with Tamils and that kind of thinking requires a revolution in the way historically Sri Lanka has perceived sovereignty by excluding Tamils’ ideas on sovereignty. The supposedly contradictory Sri Lankan and Tamil ideas on sovereignty need to be pooled together and a prerequisite for this would be a fundamental change in the idea of sovereignty and the openness to accept the historical reality that Tamils had a sovereignty of their own in this country.

Stroll too far down the beach during a blood-red sunset, and a soldier carrying an automatic weapon will appear out of a bunker, declare that you have entered a high-security zone and order you to turn around.

Sunanda hospitalized following accident

Senior journalist Sunanda Deshapriya, who lives in Switzerland, on March 13 slipped and fell at his home and was hospitalized with serious injuries. Speaking to Lanka News Web, Mr. Deshapriya confirmed the incident.

He has been injured below the backbone, aggravating the condition he had suffered following an assault by a group of communalists in Bentara in 1995.
He told LNW that his return to motherland, due on March 27 following a six year exile, would have to be postponed indefinitely, as doctors have advised him to refrain from walking until the injury is healed.

I recognize with a cheer, the commitment with which the new government, led by the recently elected President, is moving towards enacting a Right to Information Act (RTIA). This enactment will meet a long felt rights based democratic governance need in Sri Lanka. I also recognize your personal initiatives, in networking with civil society, during the process of enactment and thank you for the opportunity given to make a submission.
I would be grateful, if the Cabinet Sub Committee and their advisors supporting the finalization of the draft of the Right to Information Act, will kindly review the local context in which the enactment will be implemented, especially bearing in mind the;
  • General level of Capability
  • The Cultural and attitudinal limitations
  • Work cultures, practices and follow up procedures, leadership commitments and resource limitations of public authorities
  • The state of development, pro-activeness and independence of media institutions
  • The state of development, pro-activeness and commitments of leaders of society, civil society organizations, activists of civil society and the citizens
  • The state of development, pro-activeness of public interest litigation in Sri Lanka
I firmly believe that, if the intent of the proposed RTIA is for the majority of the citizens of Sri Lanka to benefit by the use of the provisions of the RTIA, despite the under developed state of their socio-economic, educational and skill levels, in a context where the capability, commitments and resources limitations of the public authorities in Sri Lanka, it is essential that proactive disclosures led affirmative action processes, must be embedded via the same enactment, and be in place, ensuring that these processes are effective in practice within the said public authorities.Read More

The Proposed 19th Amendment (19A), despite its being deemed a cyanide to wipe out Monarchic Authoritarianism and Naxist Patriotism, is a medical tonic essential for restoration of and advance further the health of democracy in and preservation of true unity of Sri Lanka.
My humble submission here is to strengthen it properly.
In the last Presidential election people did not elect a President to rule with the executive presidency but mandated for implementing the 100 days programme pledged and promised by the President Maithripala Srisena. Defeat of the former President Mahinda Rajapaksa was a clear rejection of the executive Presidency and assent to bring the independence of Judiciary, ensure fundamental and human rights and rule of law. People of Sri Lanka has rejected all kinds of narrow, vested interested and chronic nationalism and crude nation theories but have asserted the unity of Sri Lankan nationalism and democratic aspirations irrespective of linguistic and religious differences. The President Sirisena is obliged to the people elected him with an object that he would invariably ensure the implementation of the 100 days programmes, notwithstanding of all kinds of provokes and challenges. It is the duty of not only the President but also mainly of the PM Ranil Wickremesinghe, former President Chandrika Kumaratunga, Gen. Sarath Fonseka, Venerable religious priests who committed good governance to the people, JVP and JHU leaders, SLMC and ACMC leaders and the Tamil leaders including that of upcountry and the North-East, all who campaigned and promised during the last Presidential election. Otherwise, all the lost persons waiting for their opportunity would fly to sky as if newly born angels and raise the question of credibility and dependability of the present government and its supported forces.
It is therefore the President and his advisers and close aides and the Prime Minister to concentrate what is good for the future of the country. When I go through the proposed 19A, I strongly feel to express my appreciation to the commitment of the commendable job that has been done in such a short time by Dr.Jayampathy Wickremaratne and his team of legal experts. However, since they have asked comments, suggestions and corrections from outside of the government, regarding proposed amendments, I being a person having a little experience in the political affairs of Sri Lanka and an ambition to make Sri Lanka to be a genuinely democratic, politically pluralistic, truly peaceful and sustainably developing united nation accommodating all divergences and differences harmoniously.

JHU that joined with defeated SLFP breaks all promises - conspires against abolition of executive presidency


LEN logo(Lanka-e-News -16.March.2015, 9.30PM) It is with deep regret we reveal that the JHU and SLFP most disdainfully and damagingly repudiated the solemn assurance given to the people  at the last presidential elections that the executive presidency will be abolished. At the party leaders’ meeting yesterday(15) held in connection with the constitutional amendments , the JHU with the  SLFP   took a firm stance that the amendments must be minimal,   thereby contradicting the earlier promise made , and at  the special cabinet meeting in the evening , Champika Ranawake of the JHU taking a stern stand and following a stubborn policy most contemptuously and unceremoniously kicked out the promises made to the people , and pulverized the hopes of 6.2 million people who voted in favor of the abolition of the executive presidency. 
The president ought not function according to the advice of the parliament and the prime minister (PM) ; the cabinet should meet  presided over by  the president ; and the cabinet shall be appointed by the president , these two sinister   parties after having changed colors like the chameleon insisted. In other words , it is reverting to the same old obnoxious executive presidency that was rejected by the people  ,as well as  throwing the parliamentary powers desired by the people out the window.
The JHU and SLFP have opposed  the proposed amendment which reads , if there are differences when making appointments by the president on the  advice of the PM , those shall be again  tabled in parliament via the cabinet , which amendment  is to eliminate  the possibility of creating a leader with dictatorial powers.
The JHU and SLFP agreed to the   amendments which introduce conditions that the president cannot dissolve parliament until 4 ½ years have elapsed ; filing of action against the president based on fundamental rights ;the appointment  of the commissions ; and barring the president from going for a third term . However , the amendment to make the  P.M. as  the head of the government , was opposed , and it was held that the president shall be the head of the government . Though this  is a most important amendment to abolish the executive Presidency powers, the JHU  was again in favor of creating another dictator in the name of executive president . This is a most reprehensible and despicable move by the JHU.
In addition , the amendment that the  president should act with the complete approval of the parliament headed  by the P.M. , was also vehemently opposed  by the the JHU and SLFP. At this stage , the  president Maithripala said , a solution to this can be found within the next  3 days after discussing with ex president Chandrika Kumaratunge. The JHU and SLFP who frowned upon this suggestion said , in any case they are not bound to abide by that decision taken within  three days.
The president of the party (SLFP) and the country Maithripala Sirisena who was in a most embarrassed situation making a special announcement disclosed  , there are rumors afloat that he is behind the conspiracy designed  not to abolish the  executive presidency .This is untrue and his aim is to abolish the executive presidency in fulfillment of the promise made to the people , he noted , while adding that during his period , holding some executive powers will not be harmful  , but thereafter the executive powers shall be abolished. 
Of course during the last presidential elections , the group of Nimal Siripala De Silva of the SLFP stood in support of the executive presidency , and their stance now is understandable. But the JHU who did all the clowning and daredevil acrobatics then demanding the abolition of the executive presidency , cannot now say to the contrary after  wearing  a mask bought from the pavement to hide their sinister motives and double faced attitude . 
Herein is a photograph of the main slogan of the JHU at their inaugural meeting chaired  by Ven . Athureliya Rathane Thera  held at Muthiah park on 12 th n November 2014 . It will do immense good to  the JHU leaders if they read their slogans in the picture lest they have forgotten what they proclaimed  and promised.
The  slogans are ‘ rally to abolish dictatorial power and to curb corruption . ‘ That is to abolish the executive powers and not to
curtail it or soften it,   was the promise made by the JHU to the people. Moreover Ven. Athureliya at that meeting categorically said , his ‘Pivithuru Hetak ‘ organization is not speaking about a total abolition of executive powers , yet if the other groups go for the abolition and even beyond , he is not opposed to that.
Even in their  manifesto at the presidential election it was clearly stated as follows :
Introduce a system of governance by appointing an  executive who would act conjointly with the parliament via the cabinet replacing the controversial executive presidency. Nevertheless what is going to be done now is only pruning  the executive presidency  power  by trimming some controversial aspects of it .
This is clearly and obviously pulling the wool over the eyes of the people. These amendments are to be gazetted tonight. It is a crucial question now , how can the president face the people after making all the solemn promises? Is he  incapable of turning around  the members of his party  of which he is the president, to concur  in his views ?
 It is well to recall that it is not the JHU alone that installed Maithripala in power to abolish the executive presidency,  there  were 48 other organizations too. None of them today are taking the  double faced stance of the JHU opportunists who are stealthily  and shamelessly aligning with the opinion of the SLFP. In the circumstances the time is ripe for all patriotic and progressive  forces to awake again and rally together to hit back  and hit hard at the sinister and diabolic moves of the JHU and defeated SLFP .
 PS. 
When we inquired as to why the JHU is so shamelessly acting in breach of the promises given to the people and is now promoting  the continuation of the executive presidency ,  it came to light that some stray astrologer had predicted to Champika Ranawake that he will become the ruler in another five years . This  stupid engineer laboring under that delusion is seeking to keep the executive presidency going by opposing the abolition of the executive presidency.

‘Take this 500 million and keep your mouth shout’

“Hey Thambiya, come here. You are too much. Since recently, you poke your nose into everything. Don’t think we are nobodies. I have arranged 500 million for you. Get it. But, if you open your mouth again, I will destroy you and your family on January 09. I am a man who does what I say.” That was a death threat issued to a leader representing the Sri Lankan Muslim community as the presidential election neared, in December.

That death threat was issued by former president Mahinda Rajapaksa. The target of that threat was central provincial councillor and popular Muslim politician Asath Salley. He made the revelation to expatriate Muslim community leaders in London, where he met them as a member of the delegation headed by president Maithripala Sirisena last week.
He related further how the ex-president had threatened him.
“Keep this 500 million for now. If this is not enough, meet Basil and strike two or three deals. I will pass the message to Basil. If you are in our good books, you can earn 5,000 million. We do not gain for ourselves only. We treat well those who are with us. Similarly, if attempts are made to destroy us, we will eliminate them. Remember that well.”
The listeners were left baffled and terrorized.

Writing in 1908, the English communitarian and contrarian, G.K. Chesterton, defined the madman as one who sees too much of cause in everything, whose intellect was rarely delayed by things that go with good judgment, such as humor or charity. To Chesterton, the madman’s most sinister quality is a horrible clarity of detail, reading conspirational significance into every activity, connecting one thing after another in a map more elaborate than a maze.” While most assert the madman is one who has lost his reason, Chesterton concludes by arguing the mad man has lost everything excepthis reason.
The Sri Lankan Patriot: A Chesterton Maniac?
The characteristics of the Chesterton madman come to mind when reading recent writings by Dayan Jayatilleka. Engaging with Dayan is clearly fruitless; his quest for public affirmation is insatiable. Complicating matters is that the many circular arguments Dayan develops are difficult to respond to. When detractors deny the conspiracy, Chesterton posited that the conspiracy theorist would assert that denial of the conspiracy is evidence of the conspiracy i.e. “only conspirators would deny the conspiracy.” Similarly, in this instance, the failure of critics to take a public stand against the “Genocide Resolution” is perceived by Dayan as evidence that critics are attempting to “lull the majority of this country into a false sense of security.”
Dayan should rest assured: most Sri Lankans aren’t going to feel more secure simply because they read an article in the Colombo Telegraph. Most Sri Lankans are more intelligent than Dayan gives them credit for. That said, opinions can be held without writing publicly about it. One does not need to demonstrate they have a political opinion by treating every flight of political fantasy as something that ought to be published, using the Colombo Telegraph as their personal diary.
Simply because one has many opinions and expresses all these opinions publicly doesn’t make those opinions more or less true. it simply means he/she is a loudmouth.

It was popular that Sri Lankan military forces were indulged in slavery by the former defense secretary Gotabaya Rajapaksa. In order to protect the dignity of the army president Maithripala Sirisena stopped this unjust act. In order to correct this discrepancy a minister or at least the prime minister was suppressed to acquire soldiers for their official security duties.
Following the wide controversy and the displeasure of the Asgiri chapters and other venerable for the celebration of the 40th Birth Day of Ven Samanthabadra thero army soldiers cancelling their holidays, using the army vehicles were sent for labour works from Dombagoda, Panagoda and Ragama army camps without prior permission under the instruction of Major General R.V Udawattha. During the event the contributors has treated these army soldiers in a disgusting manner for using them to clean toilets, drains, floors, washing utensils, removing cobwebs and to pull tables and chairs. None of the soldiers has gone voluntarily but under the influence and the instruction of their superior.
Pork, mutton and chicken Meats were brought with blood for the party and the soldiers were asked to carry them to the kitchen. A soldier who doesn’t eat meat has collapsed seeing the blood and fallen down and broken his forehead. The soldiers who were reluctant have carried the meat to the kitchen for the fear of their senior. Later these soldiers were asked to clean curry pots and to wash dishes.
Flowers needed to decorate the hair styles of the female singers and the girls who served the food, to make the flower pots, decorate the non vegetarian food tables were transported to the “Sadaham Asramaya” using these soldiers by the army trucks belong to the Dombagoda, Panagoda and Ragama camps.
When there is a freedom for all people to follow a religion they like forcing the army soldiers to do adverse contradictions against Buddhism is not correct. Since the “Sadaham Asramaya” was filled with army vehicles and soldiers it was considered that this function was organized under the influence of the army commander. There are possibilities for the three Mahannayaka to show their displeasure to the army for this event.

Brigadier who committed Rathupaswala mass murders enjoys diplomatic luxuries –Good governance Commander in chief in deep slumber


LEN logo(Lanka-e-News- 16.March.2015, 10.30AM) Brigadier Deshapriya Gunawardena the murderer who shot and killed two students and another youth on Gotabaya’s orders when the unarmed Rathupaswala residents staged protests  demanding  pure water to drink  is still enjoying diplomatic  privileges , immunities and perks owing to the lethargy  of the chief of the commanding forces , and President Maithripala Sirisena,  based on reports reaching Lanka e news.
At the moment this murderer brigadier is working in the office of  the  Sri Lanka’s   (SL) ambassador to Turkey . He is a security advisor there. Ms. Bharathi Wijeratne , the paramour of ex president Mahinda Rajapakse  who was the ambassador to Turkey has come back to SL , and is moving heaven and earth plotting to make the murderer brigadier the SL’s  acting ambassador in Turkey . 
Attempts to make this brutal murderer who committed direct mass murder at Rathupaswala to make him the acting ambassador instead of being hanged or sent to the electric chair , by the government of good governance is indeed most cruel, callous  and  a gross  insult to good governance it is vociferously promoting . What is most irksome and rudely shocking about these attempts is , this acting appointment is sought to be given to this murderer brigadier who described publicly President Mathripala and foreign minister as ‘ponnayahs’ (effeminate gays) , and it is ex president Mahinda who is a true hero.

When Lanka e news inquired into this , a spokesman for the foreign ministry said , when those who were given political appointments under the Rajapakse regime are being recalled to SL  , those who were appointed to the foreign service by the defense ministry will  be decided  by the ministry of defense.
By claiming that the defense ministry is for the security of the government , it is being held that the changes in appointments to foreign service cannot  be effected on the unilateral decision of the foreign ministry , and  without the approval of the ministry of defense.
Accordingly , not only the brigadier murderer Deshapriya Gunawardena who killed on the orders of Gotabaya at Rathupaswala , but even Major general Sumith Manawadu who on the day of the presidential elections in 2010 held captive the leaders of the Democratic party of the opposition in a hotel illegally ,thereby subjecting them to humiliation and degrading treatment , will continue to  enjoy the diplomatic privileges , perks and immunities .
In the circumstances, it is the absolute responsibility of the incumbent President Mathripala as the minister of defense who professed publicly  to restore the due status of the judiciary and uphold the rule of law ,to  take a decision immediately by recommending to the foreign ministry to call back the murderer brigadier who while being attached to the defense ministry acting on the instructions of Gotabaya  committed the brutal murders at Rathupaswala . Moreover , charges should be filed not only against him but even the ex defense secretary Gotabaya duly under the law.
Maithripala Sirisena who did not utter a word when he was in that cabinet of ministers then despite the huge public outcry against those cold blooded murders most foul , should now at least demonstrate truly ,sincerely and practically that he is acting in pursuance of his much  hyped good governance . It is only by such action he can atone for the sin he committed at that time by remaining silent which impliedly meant an act of  abetting in those  crimes .As these murderers are of the armed forces , and since the president is the commanding chief of the forces , it is important and imperative that he takes a decision immediately
