யாழ் பல்கலைக்கழகத்தில் இருந்து புறப்பட்ட இந்தப் பேரணியில் மன்னார் ஆயர் இராயப்பு ஜோசப் தலைமையிலான தமிழ் சிவில் சமூக அமைப்பினரும், பல்வேறு பொது அமைப்புக்களையும் சேர்ந்த பெரும் எண்ணிக்கையானோர் கலந்து கொண்டனர். இதற்கு அரசியல் கட்சிகளும் ஆதரவு வழங்கியிருந்தன. பேரணியில் பொது அமைப்புக்களுடன் நாடாளுமன்ற உறுப்பினர்களாகிய மாவை சேனாதிராஜா, சுரேஸ் பிரேமச்சந்திரன், சிவசக்தி ஆனந்தன், செல்வம் அடைக்கலநாதன் மற்றும் மாகாண சபை உறுப்பினர்களும் கலந்து கொண்டனர்.

ஐ.நா. மனிதவுரிமைகள் ஆணையாளரினால், மேற்கொள்ளப்பட்ட, இலங்கையிலே இடம்பெற்றதாகக் கூறப்படும் போர்க்குற்றங்களின் மீதான விசாரணை அறிக்கை தாமதப்படுத்தப்பட்டதன் மூலம் எமக்கு ஏற்பட்ட மனவேதனையை சர்வதேச சமூகத்திற்கு இந்தப் பேரணி வெளிப்படுத்தியுள்ளது.

அதேநேரம், திட்டமிட்டபடி இந்த அறிக்கை வெளியிடப்பட வேண்டும் என்றும், இந்த அறிக்கையிலே கண்டுகொள்ளப்படக் கூடிய குற்றங்களுக்கு எதிராக சர்வதேச நீதி விசாரணையொன்று வேண்டும் எனவும் இந்தப் பேரணியின் மூலம் கோரிக்கை விடுக்கப்பட்டிருக்கின்றது.

சர்வதேச விசாரணையாளர்கள் இலங்கைக்குள் வந்து பாதிக்கப்பட்ட மக்களிடம் சாட்சியங்களைப் பதிவு செய்ய வேண்டும். அவ்வாறு சாட்சியமளிக்கும் சாட்சிகளுக்கு, பாதுகாப்பு வழங்க வேண்டும் என்று இந்தப் பேரணியின் மூலம் கோரிக்கை முன்வைக்கப்பட்டுள்ளது.

பலாலி வீதி வழியாக கந்தர் மடம் சந்தியைச் சென்றடைந்த பேரணி அங்கிருந்து நல்லூர் கந்தசாமி கோவிலில் சென்று முடிவடைந்தது. கோரிக்கைகள் அடங்கிய மகஜர் ஒன்று ஐநா சபைக்கு அனுப்பி வைக்கப்படுவதற்காக சிவில் சமூகத் தலைவராகிய மன்னார் ஆயர் இராயப்பு ஜோசப் மற்றும் நல்லூர் ஆலயக் குருக்கள் வாசுதேவ குருக்கள் ஆகியோரிடம் யாழ் பல்கலைக்கழக ஆசிரியர் சங்கத் தலைவர் இராசகுமாரன் கையளித்தார்.

Palestinian officials say hundreds of Gazans were forced to evacuate after Israel opened the gates of several dams on the border with the Gaza Strip, and flooded at least 80 households. Israel has denied the claim as “entirely false.”

The threat of the Iranian official was conditioned on Israel making a "mistake" and striking his country's nuclear facilities.
Al-Nour, who is a representative of Iranian Supreme Leader Ayatollah Ali Khamenei, responded to comments made by Israeli Foreign Minister Avigdor Lieberman's on Friday, when he said Israel should stop talking and start taking action.
"If the Zionists were sure that they would win in war they would already have initiated it, but they do not have the strength to do that," Al-Nour said. "So they just threaten."
According to the Revolutionary Guards' leader, Iran has rockets that can reach the heart of Tel-Aviv within six or seven minutes after being given the go ahead by the Supreme Guide, "even before the dust of rockets of the Zionists reach us".

Asian Correspondent Staff“We have to make beautiful clothes to attend functions, but the prices are way too high. For those who can afford, it’s all right. But what about housewives like us, with no income?”
So says Rosmah Mansor, the free-spending wife of Malaysian Prime Minister Najib Razak, who is not happy with the prices charged by the hairdressers and tailors who visit her home.
In comments quoted by news portal Malaysia Insider Monday, Rosmah complained of the 1,200 ringgit (US$330) cost of having her hair dyed, and the 500 ringgit she pays to have dresses tailored.
“It is really hard to make tailored clothes these days. Their prices come up to RM500, and I am speaking as a representative of a housewife that buys made-to-order clothes,” she added.
The comments – made at a public event to discuss the introduction of a new consumer tax in Malaysia – were quick to anger many in Malaysia, where the official minimum wage is 900 ringgit per month. Many people are believed to survive on less than this.
Not surprisingly, anger at Rosmah’s comments did not take long to appear on Twitter:

The Prime Minister’s wife has long had an uneasy relationship with the Malaysian public and regularly receives sharp criticism for her lavish lifestyle and insensitive comments.
The New York Times reported earlier this month:
A notable episode involved the Birkin bags: A series of photos that went viral on social media in Malaysia showed Ms. Rosmah holding at least nine of the purses. They typically cost between $9,000 and $150,000 apiece.

According to a recent report by Asia Sentinel, Rosmah’s lavish lifestyle and love of money could be at the heart of an acrimonious split in the powerful Razak family:
“The brothers openly criticize Rosmah at dinner functions and family events,” a well-wired source told Asia Sentinel.  “I have heard them myself. Nazir’s family has moved to Oxford, where he spends 60 to 70 percent of his time. His elder brother Nizam spends time with his family in Boston. The two elder brothers Johari and Nazim also cannot get along with Rosmah.”

The only advantageous fight for the workers must be the class struggle, not the national struggle.

On April 20, 2009, a moment arrived that doctors had foretold for decades. Stephen Hawking, a scientist who overcame debilitating disease to become the world’s most renowned living physicist, was on the cusp of death. The University of Cambridge released grim prognoses. Hawking, diagnosed with amyotrophic lateral sclerosis (ALS) at the age of 21, was described as “very ill” and “undergoing tests” at the hospital. Newspapers ran obituary-esque articles. It seemed time was up for the man who so eloquently explained it.

The tapeworm has a complicated life cycle through which it infects both animals and humans. The juvenile form of the worm -- known as larvae -- are found in contaminated water as well as the flesh of frogs and snakes. Consumption of raw flesh from these animals or drinking contaminated water can lead to infection, from which the larvae can migrate to many parts of the body, including the brain. In China, the practice of using frog meat as a form of poultice to calm sore eyes or treat wounds can also cause infection.Pigs are the primary source of contracting Taenia solium. Though pork when properly prepared and cooked is not problematic, the World Health Organization says poor sanitation and substandard slaughterhouses contribute towards transmission. (CNN)Once you consume them, they can move throughout your body — your eyes, your tissues and most commonly your brain. They leave doctors puzzled in their wake as they migrate and settle to feed on the body they’re invading; a classic parasite, but this one can get into your head.
"It had moved from one side of the brain to the other … very few things move in the brain," says Dr. Effrossyni Gkrania-Klotsas about a British man found to have a tapeworm moving inside his brain in 2013. This form of tapeworm had never been seen before in the United Kingdom.
The patient, who was of Chinese descent, had recently visited China, which along with South Korea, Japan and Thailand, has more regular occurrences of the parasite known as Spirometra erinaceieuropaei. Four years earlier the man had first experienced symptoms, such as headaches, which the team of doctors at Addenbrookes Hospital, in Cambridge, had treated as tuberculosis. But then he returned.
"When he reappeared, he had new symptoms," says Gkrania-Klotsas. The worm was now pushing on a new part of his brain, causing seizures and weakness in his legs. The condition associated with his infection was in fact Sparganosis. There is no known drug to effectively treat the infection meaning that upon diagnosis doctors had to be quick to remove the worm surgically.
Just 300 infections of the Spirometra tapeworm were recorded between 1953 and 2013, but they’re thought to be more common in parts of Asia. The rural nature of more affected populations means numbers are widely unknown and very little is known about the worms.
"These worms are pretty mysterious," says geneticist Hayley Bennett from the Wellcome Trust Sanger Institute, in Cambridge, whose team recently sequenced the genome of the rare worm. “We know it has a very complicated life cycle.”
The adult form of the Spirometra tapeworm only occurs in the intestines of cats and dogs but as these animals shed the worms’ eggs in their feces the eggs can enter, and contaminate, water. The resulting juvenile form of tapeworm — known as larvae — can then stay in the water within certain small crustaceans or end up in frogs and snakes. As larvae they can invade humans through ingestion or direct contact with infected animals. The patient in Cambridge was thought to have accidentally drunk water whilst swimming in an infected lake, according to Gkrania-Klotsas. The worm then took hold.
"The larvae can encyst in the brain or somewhere else," says Bennett. The consequences of these cysts can be tissue damage, blindness, paralysis or even death. By sequencing the worm’s genes, Bennett hoped to understand the inner workings of the worms to aid future diagnosis and treatment.
"Because it’s such a rare infection it’s not economically viable to create a drug just for this worm," she explains. "But by comparing it to other tapeworms we can see which other drugs might apply."
The team were given small samples of the worm, extracted from the infected patient, and their sequencing identified an exceptionally large genome and, importantly, genes which could help recognize resistance to drugs as well as act as future drug targets. “You could also develop a diagnostic test,” adds Bennett.
Pork tapeworms
There are many forms of tapeworm, three of which can readily infect the brain. From a public health perspective, there’s one in particular to watch out for. “It’s mainly the pork tapeworm that’s the main brain one,” says Helena Helmby from the London School of Hygiene and Tropical Medicine.
The pork species, known as Taenia Solium, can infect humans in two forms. The first is by eating undercooked pork from infected pigs, resulting in taeniasis — an adult worm residing in the intestine. The second, in the larval form, through contact with the feces of an infected pig or human, which can go on to infect many tissues. If the larval worm enters the nervous system, including the brain, it can result in a condition known as neurocysticercosis. Infection of this kind can often cause epilepsy once inside the brain. Almost a third of epilepsy cases in countries where the disease is native are people who have previously had neurocysticercosis, according to the World Health Organization.
Neurocysticercosis infection arises from poor sanitation and hygiene. “You can actually infect yourself,” says Helmby, as poor hygiene, such as failing to wash your hands, could result in you eating the eggs of an adult worm living in your intestine. “Self-infection is common.”
The global distribution of pork tapeworms is widespread with high numbers across Latin America, Africa and Asia, according to the World Health Organization. As a result of its higher prevalence and due to increased international travel, Gkrania-Klotsas has three patients in her care in Cambridge who have previously experienced neurocysticercosis.
Cause for concern?
Infections with pork tapeworms are common but treatable with antihelminthic drugs targeting the worm. Until now, treatment for Spirometra has been surgical, but the recent genetic insight from Bennett’s team in Cambridge found that some drugs, such as praziqantil, which is used against schistosomiasis (snail fever), could have an effect. Certain drugs used against cancer were also identified as potential treatments.
Both Helmby and Gkrania-Klotsas are concerned about risks from increased international travel and the global food trade. “Food import and export is increasing and increasing risks of consuming infected goods,” says Helmby, who feels there is a need for more vigilance with food inspection. She predicts more cases will occur in places like the United Kingdom where such infections have been virtually eliminated.
"I’m confident there will be more of this in the future," agrees Gkrania-Klotsas, who has seen patients infected without having traveled abroad. "People are getting infections without going anywhere."
Those who do travel, however, also need greater awareness when visiting regions where infections are commonplace. But if health teams are ready for the consequences, this rise can be controlled.
"We need to be able to treat these infections," says Helmby. "That’s the challenge at the moment." A challenge where genetics researchers could prove invaluable, as their sequencing continues to reveal the secrets of these parasites.

Genocide – The necessity to define
On the ashes of WWII the world had the moral duty to become conscious of the extent to which human violence and hatred went, so far as committing to eradicate the Jews. Despite the macabre events being so clear to the eyes, no words could fulfil the description of the ferocious crimes committed.
The horror and cruelty of inhumane acts, such as the Holocaust, cannot and must not repeat in the future. For this reason Raphael Lemkin, a Polish jurist of the Jewish origin, had the necessity to describe such violence in a univocal and exhaustive term. Thus, Lemkin’s neologism -“Genocide” formed, by the fusion of the greek wordghenòs (race, genre) and the latin word caedo (to kill).

It was in the same spirit that the General Assembly of the United Nation declared in December 1948, the Convention on the Prevention and Punishment of the Crime of Genocide1.
Nevertheless, the definition did not stop the dejavù of the genocide throughout the years. Despite more and more crimes being committed with the scheme and exact manner as in the definition of “Genocide”, the UN fails to recognise them. Why? Are these crimes jurisdictionally not eligible to be considered as genocide? Or, is there a political discretion for these bodies to decide whether these crimes can be considered as genocide?

A credible domestic process to address allegations and the OHCHRJohn Rankin, the UK High Commissioner to Colombo says that they look to the government of Sri Lanka to establish a credible domestic process to address the allegations of past wrong doings.
News1st, is in possession of the letter sent by Minister of Foreign Affairs Mangala Samaraweera to the UN High Commissioner for Human Rights.
The letter states that Sri Lanka will invite special procedure mandate holders to visit Sri Lanka on a need basis only before September.
It was just three days ago that the United Nations High Commissioner for Human Rights Zeid Ra’ad Al Hussen informed the council that the OHCHR investigative report on Sri Lanka will be postponed by a further six months.

However, what prompted such a decision? News1st is in procession of a letter purportedly sent by the Foreign Minister of Sri Lanka, Mangala Samaraweera to the High Commissioner for Human Rights.
The minister highlights that before the 30th session of the Human Rights Council convenes in September, the government will invite a working group on enforced and involuntary disappearances along with special procedure mandate holders on a need – basis only – which is a demand made in the 25/1 resolution sponsored by the United States.
Samaraweera also highlights several aspects of the 100-day programme including the national witness protection bill and the enactment of a right to information act. both of which are yet to be tabled though are fast approaching on the 100 day calendar.
In the letter – Minister Mangala Samaraweera highlights that the government is willing to work with the High Commissioner’s Office – reiterating his previous invitation issued on February 7, for the High Commissioner himself to visit Sri Lanka.
In addition, the Minister promises that the government will commence a dialogue with the special rapporteur on truth, justice, reparations, and guarantees of non recurrence.
After providing the assurances the Minister requests for the postponement of the OHCHR investigation into Sri Lanka to the 30th session and also for no formal discussions to occur at the 28th session in March .
Since the end of the war the UN has steadily raised the tone of its call for more indepth investigations into the final months of the civil conflict.
The turnaround to postpone the report can be attributed to the assurances given publicly and privately to the world body.
The United States is the mover of the current resolution 25/1 while the united kingdom co-sponsored the resolution.
Sri Lanka, meanwhile seems divided into broadly two camps – on one side there is the opinion that Sri Lanka will not benefit from being given more time to tackle the issue of reconciliation and on the other the resolute optimism that Sri Lanka now has an opportunity to fulfill its own destiny.
