When an SUV crashed through a crowd at Beijing’s Tiananmen Square in late 2013, killing two bystanders and injuring 40, it didn’t take Chinese officials long to name culprits. The attackers, they said, had been members of China’s Uighur Muslim minority, with “links to many international extremist terrorist groups.” Police said they found a flag bearing jihadi emblems in the crashed vehicle and blamed the East Turkestan Islamic Movement, or ETIM, a group named after the independent state China says some Uighurs want to establish in the far-western region of Xinjiang. After the attack, Foreign Ministry spokeswoman Hua Chunying called ETIM “China’s most direct and realistic security threat.”

Talk about a contrived crisis. NATO, in its ongoing struggle to create enemies and thereby provide itself with a reason to exist, is now calling Russia its greatest threat. In other words, there really is no threat, unless NATO provokes Moscow and in doing so, creates one. In the current period—one that was preceded most recently by almost complete military domination of the world by the United States—Russia’s recent and relatively mild reactions to its growing encirclement by US client regimes and NATO military forces has been ratcheted up to what NATO is calling the greatest threat faced by NATO since that its heyday. Leaving aside for the moment the question of whether the Soviet Union (SU) was ever the threat US citizens were told it was by their government, this recent statement by NATO is overblown and, more importantly, potentially quite dangerous.
During the final years of the Soviet Union, numerous discussions took place between officials of the SU under Mikhail Gorbachev and officials of the US and Germany. These discussions intensified after the fall of the Berlin Wall and the reunification of Germany. A part of these discussions focused on the continuing existence of NATO and its eastern European counterpart, the Warsaw Pact. Although NATO survived the dissolution of the so-called Soviet Bloc, the Warsaw Pact did not. An undertone of the ongoing discussions between Moscow and Washington was an understanding that NATO would not attempt to recruit nations that were previously in the Moscow-led alliance. According to the NATO newsletter NATO Review, this understanding was never written down and was therefore essentially meaningless. In fact, here is a quote detailing this perception from the journal’s spring 2015 edition:
Thus, the debate about the enlargement of NATO evolved solely in the context of German reunification. In these negotiations Bonn and Washington managed to allay Soviet reservations about a reunited Germany remaining in NATO. This was achieved by generous financial aid, and by the “2+4 Treaty” ruling out the stationing of foreign NATO forces on the territory of the former East Germany. However, it was also achieved through countless personal conversations in which Gorbachev and other Soviet leaders were assured that the West would not take advantage of the Soviet Union’s weakness and willingness to withdraw militarily from Central and Eastern Europe. It is these conversations that may have left some Soviet politicians with the impression that NATO enlargement, which started with the admission of the Czech Republic, Hungary and Poland in 1999, had been a breach of these Western commitments.
In other words, Washington lied, again. Consequently, NATO began to invite/entice several nations from the defunct Warsaw Pact into its orbit, beginning with Czech Republic, Hungary and Poland in 1999. This resulted in NATO forces moving closer and closer to Russia’s eastern flank. Anyone who suggests that there is no strategic element to the incorporation of these and several other nations bordering (or much closer to) Russia is a liar. Anyone who believes this is a fool. The facts seem pretty clear. Washington and its western allies saw the disintegration of the Soviet Union and its alliance as an opportunity to further intimidate Moscow by moving its military forces closer to Russian borders while simultaneously incorporating the economies of the new NATO nations into the neoliberal fantasy then being constructed in the banks and legislatures of the United States, Britain, and Germany.
It is now 2015. After a US-sponsored coup in Ukraine that installed a government favorable to Washington and its plans, various separatist movements coalesced in regions of Ukraine where the majority of the population favors Moscow. The coup itself was preceded by a reasonably popular movement among Ukrainians that was partially funded by western NGOs and US government agencies fronting as pro-democracy organizations. The movement organized a series of protests following election results they did not agree with. After weeks of these protests, armed elements provoked an insurrection in Kiev that resulted in the aforementioned coup. It was only a matter of days before the separatist elements opposed to the new Kiev government held protests that were attacked. The protests turned quickly to armed rebellions, most likely funded (at least partially) by Moscow. A referendum on secession from Ukraine was held in the Crimean region of Ukraine that went overwhelmingly for secession. Despite the election’s non-recognition by most of the west, Crimea remains separate from Ukraine. In the Ukrainian east, battles continue to rage between Ukrainian military units and separatist militias. Estimates of the dead from this conflict range from 6000 to 50,000.
Europe is understandably concerned. The continent fears the battle may spread and wants the war to end. Meanwhile, Washington seems to be pushing for it to intensify. NATO is sending a total of 30,000 rapid-reaction forces to its easternmost members’ borders. In Washington, legislators from both sides of the aisle together with Secretary of State John Kerry and others in the government are lobbying to send lethal weapons to Kiev’s forces. It is fairly certain that Moscow is already arming the separatists. The possibility of a greater war is genuine.
There are those who see the conflict in Ukraine as evidence of a new “cold” war, like that between the Soviet Union and the United States after World War Two. This comparison is misleading. There were genuine ideological and economic differences that fueled the dispute between the United States and Soviet Union. These differences do not exist in the current moment. The United States operates under a monopoly capitalist economy; so does Russia. Both nations are also nominally democracies that are in reality governments run by oligarchs and banks. A better template to utilize when examining the conflict between Washington and Moscow can be found earlier in history. It is the template of inter-imperial rivalry.
To put it simply, Washington does not want its planetary hegemony challenged. Meanwhile, Russia desires to maintain its domination of the world near its borders, while perhaps also playing with the idea of its own “sphere of influence.” The encirclement of Moscow’s western flank by NATO threatens that domination in a very real way. So, Moscow is fighting back. Russia’s position is not merely a defensive one, but it is certainly the weaker player in this game. If Washington begins to arm Kiev, the stakes for Moscow become even greater.
Meanwhile, Kiev refuses to call the conflict a war. Instead, it is being termed a terrorist operation. Naturally, the reason is related to the neoliberal IMF loans Kiev has coming; such loans would be much more difficult to obtain if it was officially at war. The will of those being conscripted to fight in Ukraine’s military is less than enthusiastic, with draft resistance growing. Antiwar protests in both Russia and Ukraine are also growing in size. However, in the United States the citizens are allowing their politicians and generals to involve their nation in the conflict without any sizable protest.
There are no good guys in this conflict. The people of Ukraine are fighting battles in which they are ultimately pawns. Arming either side is cynical and manipulative and paves the way for an expansion of the war perhaps even beyond Ukraine’s borders. A truce should be agreed to that leaves all forces in place while the warring sides and their sponsors negotiate an end to the armed conflict. The motivation for this war resides in the desire to control resources and territory, directly and otherwise. Those Ukrainians desiring independence from Russia are seeing that desire being manipulated by Washington and local politicians with their own designs. Those desiring independence from the new Kiev government are experiencing a similar scenario. The longer the war continues, the more it will be influenced by Washington and Moscow. And the more blood will be spilled.

Sri Lankan army distribute uniforms to Jaffna school children

The Sri Lankan military's 553 brigade distributed uniforms and equipment to Tamil school children at the J/Uduthurai Hindu Primary School in Thalavady on February 6.



The brigade's commander, Colonel Vijith Subhasinghe and Lieutenant Colonel Upul Satharasinghe were present at the ceremony, the Ministry of Defence said.



Meanwhile however, Sri Lanka's foreign minister, Mangala Samaraweera, told delegates gathered at a conference in Washington this week that "involvement of the military in civilian activities has ceased". See more of his speech here.

The military's ongoing involvement in Tamil affairs almost 6 years after the end of the armed conflict has been widely condemned with numerous calls for the new president, Maithripala Sirisena to demilitarise the North-East.

Mervyn de Silva is the distinguished Editor under whom I had the privilege of writing and also learning the art and science of writing, reporting and commenting. I am sure he would have included political scientists as well among those flexible towards total integrity.
Dr. Dayan Jayatilleka confers the grand title “Northern political aggression and Sothern Existential situation” on what he calls his concluding response to my commonsense approach to patriotism. Describing the passage of a resolution as aggression is again a sign of ‘retarded adolescence.
In any event it has no relevance to the questioned I raised on the integrity of his Smart Patriotism treatise. He has avoided meeting any of my arguments either of the two response I made – Senie Kampf – Smart Patriotism is manufactured history and Perception, Intuition and Reason of Smart Patriotism.
Wigneswaran MahindaUsing the pretext of a purported treason by Justice Wigneswaran Chief Minister of the NPC he has chosen to pick up his own gauntlet and withdrawn in to his Sinhala Chauvinist ‘Vijithapura’ fortress. That is his privilege.
But I object to his raising the drawbridge of Intellectual arrogance to forestall further pursuit. He has bolted the door with a decisive declaration ‘concluding response to Sarath de Alwis’s diatribe against ‘Smart Patriotism’.
I am left with no choice but to leave a post script to an otherwise barren debate where Dr.Jayatileke has been fisherman extraordinary – ‘piscator par excellence’ for red herrings.
In the first rejoinder I stressed that his ‘Smart Patriotism is an exercise of Sinhala self-aggrandizement by intimidating a minority by superior strength. I suggested that his ‘smart patriotism’ is naked self-interest that overrides moral principles.
In the second response I demonstrated that his ‘Smart Patriotism’ is an enterprise of political expediency where he has arrived at a conclusion and is now struggling to discover suitable evidence. I also congratulated him for his brave disregard for Kantian moral dimensions and paradigms of governance.
None of them elicited a response from this preeminent public thinker – a Martin Heidegger of our time. “Making itself intelligible is suicide for philosophy. The human being is not the lord of beings, but the shepherd of being”
As repeatedly insisted in this exchange I am no political scientist and possess no analytical discipline that could match the political and academic dexterity of Dr. Dayan Jayatilleka.
Having read George Orwell, Arthur Koestler and Franz Fanon in my youth and lived long enough to see the unravelling of Régis Debray and brothers Raoul and Fidel I find it amazingly amusing to watch the transformation of the Political Scientist to Trapeze artist. I appreciate his confidence in his own knowledge and his refusal to see, hear or learn new knowledge. I admire his determination to create proof and construct arguments to defend his theories with the vehemence of a crusader.
I doubt however that Justice Wigneswaran was provoked in to moving a resolution calling for an International investigations in to what they perceive as genocide of Tamils was a knee jerk reaction to Dr.D.J’s smart patriotism. Justice Wigneswaran is very much smarter than our smart patriots. Very early in this discussion I described the efforts of Dr.D.J as a Melian Monologue. I should have added ‘with Athenian Arrogance. George Orwell comes to my rescue in this post script. ‘Political language… is designed to make lies sound truthful and murder respectable, and to give an appearance of solidity to pure wind.’

Newly elected Sri Lankan President to visit India on Sunday

New Delhi must continue pushing Colombo towards the implementation of the 13th Amendment, senior Tamil leader R. Sampanthan said.
Speaking exclusively to The Hindu on Friday, the Leader of the Tamil National Alliance - the main party representing Sri Lanka’s northern Tamils – said he wished both Prime Minister Narendra Modi and Sri Lankan President Maithripala Sirisena well for “successful talks” in New Delhi.
President Sirisena is scheduled to leave for India on Sunday on his first State visit after assuming office on January 9, following a victory over his predecessor Mahinda Rajapaksa.
The TNA supported Mr. Sirisena in the presidential elections, in a rare convergence of diverse political forces, including Sinhala-nationalist and Muslim parties. While the President got a considerable share of the rural Sinhalese votes, the votes from northern Tamils, Muslims in the east and plantation Tamils were crucial to his victory.
Observing that the northern Tamils had made “a substantial contribution for regime change”, the TNA veteran said they looked upon President Sirisena, “who is not extremist or nationalist in thinking” to bring about some “radical changes.”
The political solution that the TNA contemplates is within the framework of a “united, undivided Sri Lanka”, said Mr. Sampanthan who, after decades, attended the country’s Independence Day ceremony on February 4, a gesture that drew strong criticism from some within his party.
Devolution
"We hope that the President, perceived as a leader who recognises the pluralistic nature of Sri Lankan society, will consider the constitutional changes for different regions to exercise a substantial measure of devolved powers”. There are similar constitutional arrangements in India, he said, adding that the countries needed to engage on the basis of an idea of shared sovereignty. Considering that India has been involved in Sri Lanka’s national question for decades, New Delhi should continue engaging with Colombo contructively, he said.
“The 1987 Indo-Lanka Accord is an international treaty that no one party can unilaterally abrogate. The former government made a series of promises to New Delhi but they were not kept,” he said, in an apparent reference to Mr. Rajapaksa’s assurance to India that he would implement the 13th Amendment and “go beyond”.
On the TNA's response to the Sirisena government’s recent move to release 1,000 acres of land earlier taken by the army for its high security zone, Mr. Sampanthan said he could not comment on that as the details were awaited. The TNA’s position, he said, has been that persons displaced by the war should be allowed to return to their land. “The government may have some legitimate concerns over security, but now we don’t have the LTTE or the artillery,” he said, questioning the need for high security zones in such a context.
“Not seeking revenge”
On the resolution passed by the TNA-led Northern Provincial Council last week, on the Sri Lankan government’s “genocide against Tamils”, Mr. Sampanthan said it reflected consensual thinking among the members of the provincial council. “I respect their views. They are not seeking revenge, but they want reconciliation on the basis of truth.”

On February 5 early morning, I took the Chinese built intercity train to Kankasanturai that ran on an Indian tracks after Vavunia. The train took more than 7 hours to reach Jaffna, my destination. This time I travelled by train after 35 years being my last train journey to Jaffna in July 1980, during the time of the General Strike. I visited Jaffna several times during July strike most of the time with late Comrade U E Perera who was the President of then powerful Railway Workers Union. Opening up of railway to North is undoubtedly commendable. My last visit to Jaffna on A9 was in 2011 for the demonstration and rally organized by the FUTA. Since 2011, things have changed considerably, new constructions in Kilinochchi, better roads, housing schemes by the Indian government. While we were passing Kilinochchi, I asked my Taiwanese friend who was travelling with me if he could say this was the area where an intense armed battle occurred about five years ago. His answer was emphatic no. As we have always been told an appearance may be deceiving especially when more complex questions are raised. Looking at the new roads, shopping malls, government offices, public school and hospital buildings and others, it looked Jaffna and the North have come back to normal after 35 years of war and destruction. However, the story is partly true and developments like in other places are deceptive and lop-sided.
JaffnaNow there is a government at the center supported by the Tamil National Alliance (TNA) and a provincial council with TNA Chief Minister and the cabinet. It was said that the TNA supported Maithreepala Sirisena unconditionally to extend and establish democracy in general. The people in Jaffna voted overwhelmingly to Maithreepala Sirisena in spite of the fact that the number of votes to Mahinda Rajapaksa had also shown a significant increase. By democracy, the people in Jaffna and Vanni might have thought and expected something different from what the TNA meant. TNA led Provincial Council correctly informed the people that it cannot operate according to its plan because of the intervention of the central government controlled byMahinda Rajapaksa. Now thing has changed. A new Governor was appointed, new provincial secretary is now in charge. In such a circumstances, it is totally justified for people in Jaffna and Vanni to think and expect that things would be moving in the right direction. People are patiently waiting to get their hopes and expectations fulfilled.Read More

  1. Tamils steadfast in preserving their identity
( February 14, 2015, Frankfurt, Sri Lanka Guardian) Just as the Singhalese have a claim of historical origin on this island, the Tamils too have such a claim. No historian has dared to prove that there were no Tamils on this island before two thousand years. Historically there were Tamils inhabiting the North and East of the island for many centuries and there were Tamil Kings too ruling up to colonial times.

What happened to the one month old complaint against most heinous treason ?


LEN logo(Lanka-e-News- 13.Feb.2015, 11.55PM) Regarding the most grave crime of conspiracy against state that was hatched with the participation of ex President Mahinda Rajapakse , Gotabaya Rajapakse , Prof. G.L Peiris , Udaya Gammanpila and ex chief justice (CJ) on the night of 8 th January to lay siege to the office of the elections commissioner by sending an army team of the Panagoda camp after declaring emergency regulations ,  when the elections results were being released ,  a written complaint was made by the present foreign minister Mangala Samaraweera  to the CID on 14 th January.  Even though this desperate  and diabolic attempt by these culprits in the highest in the hierarchy was   tantamount to a most heinous crime violating sections 115 and 120 of the criminal procedure code , and an urgent investigation should be compulsorily  instituted against the conspirators , so far the CID has not taken any appropriate action in that direction despite the present  loud public outcry demanding the investigation.
The CID has interrogated Mohan Peiris, Dr. G L Peiris and Gammanpila , but not Mahinda Rajapakse and Gotabaya Rajapakse. Although several others who are not accused have been questioned , the Rajapakses have not been questioned.
Crimes against a legally elected government are  considered as the most heinous among crimes throughout the world and punishable with maximum punishment. In most countries where two parties have colluded to commit that crime , the minimum punishment  is ten years in jail , while the maximum punishment is death sentence. Even in all European countries where Democracy is  prevailing , these are the punishments for those involved in conspiracy against the State.
This conspiracy is considered as so serious and grave because , the people are considered as the ‘State’ unlike in the ancient times when the state was thought of as  the ‘King’. In the circumstances, this crime  is tantamount to an outrageous  criminal conspiracy against the people.
This most dastardly and despicable conspiracy that was hatched on the 8th January at Temple trees to override and destroy the sovereignty of the people in a democratic state via the military by force under false pretexts  is not just an ordinary conspiracy planned by these individuals , it is a unique conspiracy plotted  by an  ex President of the country  Mahinda Rajapakse the  ex chief justice Mohan Peiris ,the ex  defense secretary Gotabaya Rajapakse , an ex minister Dr. G L Peiris meaning that the  Executive , the judiciary , and a people s’ representative  elected constitutionally have conspired together to override the sovereign rights of the people in a Democratic state . Such a most grave and heinous conspiracy against the state – a treason had never ever been plotted or planned anywhere in the world  going by its seriousness , atrocity and gravity .
In most countries crimes against state had been committed by one or all of the forces only, or by  the executive alone, or by a constitutional group only , or by the clergy alone. Never in the world , the judiciary had been implicated in such a conspiracy against the state . Hence , it is only in Sri Lanka , for the first time in the world , the Executive ,the  judiciary and a constitutionally  elected  people’s representative colluded  most unlawfully and disgracefully to commit this crime against the State on the 8 th of January 2015. 
Even after such a grave and heinous crime has been committed and a compliant lodged duly  ,though  a month had elapsed , nobody knows what happened to it  except the ‘Royals’ of Cambridge place and the ‘Royals’ of Polonnaruwa.
What is most reprehensible is , Gotabaya , a prime  accused in this crime who is now just an ordinary citizen has not been made to utter a word , by the CID.
A senior officer who was  formerly in the CID speaking to Lanka e news said, if the CID wants ,in connection with such a grave crime , just 48 hours is adequate to question an accused and preliminarily produce him before court, while adding that to  such a large  CID division manned by over 2000 officers proper instructions have not been issued.
Of course , if investigations are not going to be conducted or cannot be conducted , complaints shall not be made .On the other hand if a complaint is made , without rupturing  the process , the complaint ought to be investigated , and the accused shall be produced before court. 
It is best in the interests of the whole nation  at this crucial juncture , if 'Maithri feelings' or  the 'Lichchavi Kings’ do not resort  to subterfuges or sordid activities in order to suppress one another’s  sinister and criminal activities.
