Until recently an army officer was holding the chief post in the department of civil security. Today the new government appointed a civil servant for the said post. Therefore from today the post of Director General of the civil security department was Mr. Chandrarathna Pallegama.
Today the Bambalapitiya Station Road was closed from morning without prior notice due to the welcoming ceremony of the latter. People who were going to work had to go through severe inconvenience due to this. This was not the first incident that Bambalapitiya Station Road was closed for the first time. This was quite frequent following the establishment of the Civil Security Department head office at this location.
Although the name “Civil” was stated in the name and due to the head of the department was a military person pedestrians had to go through immense difficulty similar to a military oppression. Even at the beginning when this office was established first during the time when the head of the department was going and coming to office at least five to six minutes this road was closed. People had no option to tell but to bear all the troubles all alone.
That was one incident. The other important factor is that Bambalapitiya railway station is an important station in the Colombo metropolitan. Although the civil security officers who are guarding were unaware, the officers who close the road cannot be unaware of this situation. If a public or a private worker comes in a late train and faces this road block when he calculates the delay the latter would have to put a short or a half day leave.
The new Director General of the Civil Security Department, so far the most of the members attached to your office behaved in a military psyche. There is no war in the country now. By appointing you as the new Director General of the Civil Security Department we would be grateful that it should be the first priority of you to brief and train these officers how to deal with the civil society and the public so that it would be boon for the Good Governance.

Maithripala Sirisena is President. Ranil Wickremesinghe is Prime Minister. The SLFP has the Parliament. The UNP has the Cabinet. For now, everything looks smooth, indeed smoother than it was from 2001 to 2003. The centre doesn’t always hold, true, and things can fall apart. But for the sake of stability and the 100-day program, everyone’s toeing party line and maintaining status quo. What doesn’t get mentioned, however, is that inasmuch as coalitions can be formed, they can also break apart. That this “breaking apart” gets scripted into MOUs, we know. That MOUs can be breached, we know. We can’t predict everything, though.Gota’s Main Man..!
Although it is both illegal and unethical to engage in political campaigning in uniform, while still in office as a government/military servant, no body campaigned for Mahinda Rajapaksa as hard as Army Commander Daya Ratnayake did. Daya had a very hectic schedule in November and December speaking to soldiers at Army camps across the country burning up the jet fuel of the state funded military helicopters and luxury cars, costing millions of rupees at a time. He would have the camps gather thousands of soldiers at all army camps and bases in the Northern, North Central, North Eastern and Eastern Provinces and speak to them about the need to keep the Rajapaksa's in power. The speeches at all camps had a consistent structure. The speeches in Novemeber were slightly more subtle, starting off with how it is thanks to the Rajapaksa's that we are all living in peace. (Terrible idea: don't tell the soldiers who fought the war and lost brothers and fellow soldiers to end the conflict that the credit goes to the Rajapaksas) Then he would move on to a reference to all the development happening across the country thanks to the Rajapaksas. (Another bad idea given that it was the soldiers who soak in the rain and burn in the sun doing the construction work for the Rajapaksa's infrastructure projects.) And he would end the speeches brushing on the need to keep them in power to continue this peace and prosperity. The speeches got less and less subtle towards end of December when he would speak about reasons not to vote for the common candidate. He would insult President Maithreepala's speaking skills and say certain words that the President has a habit of using in an attempt to make the crowds of soldiers laugh. Little did he know that the soldiers were laughing at Daya, not his joke, because come January 8th the soldiers and their families all voted for Maithree.
Daya wasn't entirely naive. He knew that a backup plan was necessary. Which is why he lead the team pioneered by Gota for a post- election military coup. He handpicked the best guys for this job. “Who here had the most to lose if the Rajapaksa's lost?’ he thought. The first to come to mind was General Sumedha Perera. Daya knew that Perera had recently illegally acquired several acres of land from the North for his personal use. Daya recommended Perera to Gota and coming highly recommended, Perera was soon one of the leading members of the team and they would spend countless nights making a game- plan. The story of how the coup plan fell apart is a story for another time.
Daya has done all he can to make things right with the current President, but signs of an extension for his stay as commander in the Army are not to be seen. He has visited multiple monks and even the Prime Minister (which is quite ironic, given that thousands of soldiers have heard him make homophobic insults at his expense just months ago.) But Daya still keeps his head up high, hoping for a better day. This article is in honor of Daya's extreme perseverance to stay in power, it's a story for the history books.

President obstructs premier’s future leader!

On the orders of the president, the defence secretary today (13) issued a gazette extraordinary to curtail the powers of state defence minister Ruwan Wijewardena, who is being promoted by prime minister Ranil Wickremesinghe as the future leader of the UNP.
According to this gazette notification, of the 15 institutions that had been under him, only four – namely Ranaviru Seva Authority (RSA), defence services and command staff school, defence services college and the national cadets corp - remain with him. Anoma Fonseka, wife of Gen. Sarath Fonseka, is due to take up duties as chairperson of the RSA next week.
In this situation, the three armed forces nor any camp come under minister Wijewardena, and all of them come under the purview of President Maithripala Sirisena, who is the defence minister.
Recently, Gen. Fonseka told the media that defence responsibilities have been given to those who are without knowledge or experience in the related subjects. Our sources also say that the president has invited Gen. Fonseka to ally with the SLFP in contesting the upcoming general election.

Democratic Party (DP) Western Provincial Council member Susil Kindelpitiya today handed over information to the CID regarding 13 alleged disappearances and ‘white van’ abductions which had taken place during the previous government.
Speaking to reporters outside the Criminal Investigations Department (CID) building, the Provincial Councilor stated that after Maithripala Sirisena was elected as the President, several families in Colombo had visited him and allayed their grievances pertaining to the abduction of family members.
Kindelpitiya, in his letter to the Director of the CID, had also requested for investigations to be carried out based on the recent revelation made by former Minister Mervyn Silva, alleging that former Defence Secretary Gotabaya Rajapaksa was the architect of the ‘white van’ culture in Sri Lanka.
The Provincial Councilor also submitted a list of the 13 persons allegedly abducted during the previous regime and one abduction attempt. Their names are as follows:

Special police unit to probe Thajudeen’s death?

A special police unit has reportedly commenced investigations again regarding the mysterious death of the rugby player Wasim Thajudeen.
The investigation hat had taken place two and a half years ago, where Wasim Thajudee had allegedly been killed and his body burnt by setting his vehicle on fire. But even post mortom report has not been come out yet. As we revealed before there was a close connection with the former President Mahinda Rajapaksha's son, Yoshitha Rajapaksha and the mysterious death of Wasin Thajudeen.
Thajudeen, who represented the Sri Lanka National Rugby team, became the Rugby Player of the year in 2009. He had played for several famous local rugby teams as well.

Like all those seeking to comment on what is emerging out of the cesspool that passed for governance until this country rid itself of the Rajapaksas, I have found myself having to indulge in superlatives of the wrong kind, the mildest of which are probably “ludicrous” or “bizarre.”
The recent, poorly written article/media release from Namal Rajapaksa, obviously not a G. L. Peiris production judging by its grammar and syntax, has our erstwhile (I hope) Crown Prince first directing his white charger towards those pointing to the positively outlandish conduct of members of his family other than himself and the man he expected to/was expected to succeed, H.M. Mahinda Rajapaksa. He proclaims from the rooftops that it is fair game to be critical of the erstwhile Monarch of Sri Lanka and his Heir Apparent but that it is not cricket to criticize the rest of his family.
Given the documented conduct of various members of the Rajapaksa family, both extended and immediate, I expect that comment is hardly necessary in that regard.
However, what I would like to take up today is the matter of the conduct of the Rajapaksa Triumvirate on the rugby field and all that flowed from that conduct. The reason for this is the conduct of yet another opportunist crosser-over who portrays himself as a defender of all that is noble in the field of services rugby.
I will come to Mr. Navin Dissanayake, Minister of some kind, in due course, but I make no apology for what might seem like a long lead-in to that narrative.
Let me say at the outset that there are eye-witnesses, video, and other documentary evidence to support every word of what follows.
CID records statement from Gotabaya
The Criminal Investigations Department (CID) has recorded a statement from former Defence Secretary Gotabaya Rajapaksa in connection with the investigations into the armories of the Avant Garde and Rakna Lanka companies.
“A partial statement was recorded from the former Defence Secretary today,” police spokesman SSP Ajith Rohana said.
The spokesman stated that Gotabaya Rajapaksa had informed the CID that he would provide a full statement after looking into the necessary documents.
However, when contacted by Ada Derana, the former Defence Secretary stated that the CID had sought to record a statement from him and that due to his unpreparedness to provide a statement today, he had given them a date and time for next week.
Rajapaksa stated that he would be prepared to provide a statement to the CID within the next couple of days with all relevant documents.
Last month, the CID launched investigations into a floating armory belonging to Avant Garde Security Service found in a ship docked at the Galle Harbour and another armory belonging to Rakna Arakshaka Lanka Limited (RALL) at the BMICH.

I am pleased to have been invited today to the celebrations of the SLMC, since the Liberal Party was also recognized officially on the same day 27 years ago. In the midst of our satisfaction, however, we had to face tragedy for it was on that very day that Vijaya Kumaranatunga was assassinated. In the year before his death, he had stood out as a symbol of hope and enlightenment for all those who wanted Sri Lanka to reaffirm its status as a multi-ethnic, multi-religious country where there was not just mutual tolerance but also mutual understanding and affection.
I believe strongly that Islam too is based on such concepts, which are essentially liberal. This may seem paradoxical at a time when the world is deeply worried about what is termed Islamic fundamentalism. But while certainly there are extremists amongst Muslims, just as there are amongst adherents of all religions, let me say quite confidently that God can never be a proponent of prejudice or cruelty or selectivity. God is about love.
Of the four great religions that co-exist in uniquely significant proportions in this country, two are monotheistic, one is polytheistic, and the other is in essence atheistic. But as we all know, adherents of all religions visit the holy places of the others, as is exemplified in the wonderful museum at Kataragama, which was set up by Sudharshan Seneviratne, perhaps the best person to represent us now in India, given his pluralistic outlook.
Unfortunately in all religions there are those who crave exclusivity. This is not what God wanted. Nor does God want inclusivity based on compulsion. Sadly, for many centuries that was a trait practiced by many religions, because religion was used by rulers as a means of asserting identity.Read More
At least 19 killed in attack on Shi'ite mosque in Pakistan

Radical Sunni Islamist groups often target mosques frequented by minority Shi'ites, whom they see as infidels.
Police said armed men broke into the mosque, where people were attending Friday prayers, and opened fire, following which three explosions were heard inside the building.
The Pakistani Taliban, who are fighting against the state to set up a hardline Sunni theocracy, claimed responsibility and said the attack was revenge for Pakistan's crackdown on militants following a December school massacre.
"Either Pakistan will become your graveyard, or God's law, sharia, will be implemented," Taliban commander Khaleefa Omar Mansoor said in a video in which he was flanked by three young militants clutching AK-47 assault rifles.
"This is the first in a series of revenge attacks ... Wait for the rest," Mansoor, who had earlier claimed responsibility for the Dec. 16 school attack in which more than 150 people were killed, said in the video sent by email to reporters.
The style of the mosque attack was similar to that of the school attack, when gunmen arrived in a car, set it on fire, and broke into the building using a back entrance.
Peshawar's Hayatabad Medical Complex said at least 19 people had been killed in the latest attack.
A witness, Shahid Hussain, told Reuters the worshippers had just finished prayers when five or six men wearing military uniforms broke into the mosque and started shooting.
"We had no idea what was going on. One of the attackers then blew himself up and then there was huge smoke and dust all around," he said.
The attack came as Pakistan tries to adopt new measures to tackle militants following the school massacre, in which 134 children were among the dead.
The government has pledged to crack down on all militant groups, and has reintroduced the death penalty, set up military courts to speed convictions and widened its offensive in northwestern areas on the Afghan border where militants find refuge.
Yet Pakistan's religious minorities, among them Ahmadis, Christians and Hindus, say the government is doing little to alleviate their daily struggle against discrimination and violence.
Last month, dozens of people were killed in a similar attack on a Shi'ite mosque in the southern town of Shikarpur.

US Navy intel officer says China gearing for war

SAN FRANCISCO — China is flexing its muscles and preparing for military conflict in Asia, the outgoing intelligence chief of the US Navy’s Pacific Fleet recently warned.
The warning came amid Beijing’s feverish reclamation efforts in disputed reefs and islets in the South China Sea that analysts said could be converted into naval and air force bases to project its military might and dominate China’s smaller neighbors.
“The strategic trend lines indicate the Communist Party of China is not only ‘rejuvenating’ itself for internal stability purposes, but has been and continues to prepare to use military force,” Navy Capt. James E. Fanell said during a speech January 31 before more than 100 guests, including several admirals, at Pearl Harbor.
The straight-shooting intelligence officer, who is retiring after more than 28 years in the Navy, said it would be unwise for the United States to ignore or paper over the warning signs of China’s increasingly aggressive behavior.
“…[L]et’s not deceive ourselves. The evidence I’ve been chewing on over the past 15 years is overwhelming,” Fanell said in a blunt warning first reported by the Washington Beacon. “Beijing has prepared for military action and [Chinese] President Xi Jinping’s ‘China Dream’ has a defined timeline to reach this ‘rejuvenated’ end state.”
Fannel urged his fellow intelligence officials to present honest assessments of the danger posed by China’s growing military power, an oblique reference to what officials consider as numerous U.S. intelligence failures in assessing China’s military build up over the last few decades.
‘Tell the truth’
“The challenge, as I have seen it, is for intelligence professionals to make the case, to tell the truth, and to convince national decision- and policy-makers to realize that China’s rise, if left unchecked or undeterred, will necessarily disrupt the peace and stability of our friends, partners, and allies,” he stressed.
“We should not have to wait for an actual shooting war to start before we acknowledge there is a problem and before we start taking serious action,” Fanell added.
According to the career intelligence officer, China’s Communist Party is pursuing plans that “stand in direct contrast to espoused US national security objectives of freedom of navigation and free access to markets for all of Asia.”
For instance, Fanell observed that the Chinese navy is taking steps to achieve strategic objectives that include the restoration of what Beijing says is “sovereign maritime territory,” specifically thousands of square miles of water inside the so-called first island chain — a string of western Pacific islands near China’s coasts stretching from Northeast Asia through the South China Sea.
Pivot to Asia
He said the Obama administration’s so-called pivot to Asia, a policy of shifting forces to the Asia-Pacific region, is a good first step to counter the challenge of China.
“But it must be backed up with a real, tangible deterrent force and we must stand up to Beijing’s propaganda and bullying campaign, especially those that come at the expense of our allies and partners,” he said.
Fanell said the “rebalance” features the shift of some troops, naval and air forces to the region, but it has been inadequate due to sharp defense cuts under the Obama administration and continuing US military commitments in the Middle East.
Veteran China watcher
A native Californian, Fanell is a graduate of San Diego State University in 1985 with a degree of history and political science and the University of Hawaii with an M.A. in history in 1997.
Fanell has had extensive experience serving in the Pacific, giving him a profound insight into the changing dynamics of how the region’s navies operate. In 1991, he was named one of the first China maritime watch officers by the Joint Intelligence Center, Pacific. And from 2005 to 2006, he studied China’s naval operations as a national security affairs fellow at Stanford University’s Hoover Institution.
Fanell’s provocative comments about Chinese maritime assertiveness — especially against the Philippines, Vietnam and Japan — have stirred an international controversy that led to his being shelved for a while from his top intelligence job.
For instance, Fanell recently asserted that China now has eight military installations on seven reefs in the Spratly Islands being claimed by the Philippines.
China, he pointed out, “is challenging other nations’ rights under the rubric of “what’s mine is mine, and we’ll negotiate what’s yours.”
He branded as “outright Chinese aggression” Beijing’s 2012 seizure of Scarborough Shoal (Bajo de Masinloc), about 137 miles off Palauig town in Zambales, after a tense standoff with the Philippines.
Reclamation frenzy
Japan Military Review, a defense magazine based in Tokyo, observed that China’s reclamation frenzy in disputed reefs and islands in the South China Sea was part of Beijing’s plan to use them as its “first island chain,” intended to contain U.S. military facilities in Australia.
Citing a blueprint drawn by the Ninth Design and Research Institute of the state-run China State Shipbuilding Corporation, the report said that the People’s Liberation Army (PLA) plans to build both naval and air force bases on the six islands and reefs under its control in the South China Sea.
Already, China is said to be constructing an airfield on Johnson South Reef, known in the Philippines as Mabini Reef, in which the Philippines said about 10 hectares (about 25 acres) has been reclaimed in what it fears China would transform into a military base.
Johnson South Reef, which is also being claimed by Vietnam, was the scene of a bloody confrontation in 1988 that resulted in the death of 70 Vietnamese and the sinking of two Vietnamese boats and the Chinese occupying the reef.
Apart from Mabini Reef which also features a three-storey concrete building ringed with gun emplacements and a helipad, the other reefs being developed by China are:
*Mischief Reef – a three-storey concrete building ringed with five octagonal concrete structures. It has search lights and radar.
*Cuarteron Reef – a permanent reef fortress, supply platforms, and naval and anti-aircraft guns. An airstrip is reportedly being planned.
*Fiery Cross Reef – A marine observation station designated in 2011 as “main command headquarters” equipped with surface and air search radars and armed with at least four high-powered naval guns.
*Gaven Reef – a permanent reef fortress, supply platforms an harbor for navy patrol boats.
*Subi Reef – a permanent reef fortress and supply platforms that can house troops, has a helipad and is armed with four twin-barrel 37mm naval guns. Also houses a Doppler weather radar.
China already maintains a military outpost in Woody Island in the Paracels. Vietnam and Taiwan are contesting the island, which currently has a population of more than 1,000 and features an artificial harbor capable of docking vessels of up to 5,000 tons and an airport with a 2,700-meter runway capable of handling fighter aircraft.
Philippine security expert Rafael Alunan, a former cabinet member in the Cory Aquino and Ramos administrations, said China’s ultimate goal is to deny the United States unrestricted passage in the South China Sea.
Alunan is convinced that China’s assertiveness in disputed areas reflects its intentions of making “vassals states” of South China Sea rim nations, adding tension in a region that, he said, has become a flashpoint for armed confrontation.
‘Game changer’
Former National Security Adviser Roilo Golez has warned about the dangers posed to Philippine security and ASEAN regional stability should China establish a military installation capable of holding warships and fighter aircraft in Mabini Reef.
The Annapolis trained Golez said a Chinese base in the area could be a “game changer,” because it would allow Beijing to intimidate countries that have competing claims in the disputed areas.
Golez said because of its strategic location, a base in Mabini Reef would allow China to hit at targets in the entire Philippines, Singapore, most of Vietnam, part of Malaysia, part of Indonesia and the whole of Borneo.
“So, it can threaten all our vital military installations, including installations we can make available under EDCA,” he added, referring to the Enhanced Defense Cooperation Agreement which seeks to bolster U.S.-Philippine security cooperation by allowing America to station troops and operations on PH territory.

There are few opportunities to change the mullahcracy in Tehran. But Jerusalem may be another story. By accepting Speaker John Boehner’s invitation to address a joint meeting of Congress — now widely seen as a real bungle — the prime minister has given the Obama administration an opening. And you can bet the White House is taking advantage to make it unmistakably clear that Bibi is bad for the U.S.-Israeli relationship.The White House has already made clear there will no meeting with President Obama, assuming that Netanyahu sticks to his word and actually shows up in early March. The good news for Netanyahu is that the two won’t have another bad meeting. Now, Dermer — like his boss — is getting a cold shoulder in Washington, another orchestrated signal of a dysfunctional U.S.-Israeli relationship. Indeed, U.S. Amb. Dan Shapiro had a tough meeting with Israeli officials last week. There will ultimately be a price for this, he was

That such a pro-Israeli stalwart will be missing from Congress during Bibi’s address gives other Democrats cover not to attend. Herzog’s informal meetings with Biden and Kerry on the margins of the Munich Security Conference this past weekend and gave prominent coverage to his remarks. If that adds doubts among Israeli voters about Netanyahu’s capacity to deal with Israel’s closest ally, so much the better. Not surprisingly, Herzog took the opportunity to trumpet the important of the relationship, noting that Israeli security is dependent on strategic trust with the United States — something that requires both countries’ top leaders to be on good terms.But is this just a tempest in a teacup or a concerted effort to undermine Bibi, if not to sway the election against him? Secretary of State James Baker used to say that he didn’t ride in on a bale of hay yesterday. And I suspect neither did most FP readers.Will it work? Well, Baker himself might have some insights. In 1992, Yitzhak Rabin defeated Yitzhak Shamir in a very close election. And one reason was clearly a result of the effort by Baker and President George H. W. Bush — denying the Israeli prime minister housing loan guarantees to demonstrate how unhappy they were over Israel’s settlement activity — which signaled to Israelis that Shamir had mismanaged the relationship with Washington. On the other hand, Bill Clinton’s efforts to help Peres against Netanyahu in the 1996 election campaign didn’t work. Other issues — Hamas terror, a badly run campaign, and Lebanon — proved determinative.There are many variables in determining the outcome of the March 17 elections. And clearly Barack Obama isn’t the key issue in the campaign. Indeed, Obama isn’t nearly as beloved as Clinton in Israel: A January 2014
indicated that only one in five trusted the president on Iran and a full 50 percent worried about his views on Israel. In any event, Israelis know that he’ll only occupy the White House for a couple of more years. But they also deeply understand that the U.S.-Israel relationship is important, particularly with the region melting down. In a close election, the perception that the incumbent has made hash of it might very well have an impact.And you’d better believe that the White House is aware of that fact. Both Obama and Kerry would love to see Netanyahu out and Labor’s duo of Herzog and Tzipi Livni in. And they’re doing everything they reasonably can — short of running campaign ads — to bring that about.
