John Baird to resign as foreign affairs minister, sources say

Foreign Affairs Minister John Baird will resign from his position in the Harper cabinet as early as Tuesday, CBC News has learned.
Sources say that Baird, who has served in several senior portfolios in Prime Minister Stephen Harper's cabinet, has told members of his staff that he won't run again and will be resigning this week.
In a statement late Monday, spokesman Rick Roth said Baird would make "an announcement" in the House of Commons Tuesday at 10 a.m. ET.

Baird's departure from cabinet, along with the resignation of Jim Flaherty a month before his death last year, means two of Harper's most powerful ministers will have left the prime minister's inner circle in less than a year.
As foreign affairs minister, Baird has overseen a busy file, handling Canada's diplomatic response to the war in Libya, the crisis in Ukraine, the Palestinian push for statehood, the coalition mission in Iraq and most recently, the case of jailed Canadian-Egyptian journalist Mohamed Fahmy.
Baird represents the riding of Ottawa West-Nepean and was nominated last March as the Conservative candidate in the newly created riding of Nepean for the next federal election, which must be held by Oct. 19 at the latest.
Baird, 45, has been in politics most of his adult life. He was first elected as an MP in 2006 after a decade in provincial politics in Ontario, where he served in former premier Mike Harris's cabinet.
However, sources close to Baird say that after 20 years in public office, it was simply time to seek other opportunities. His experience and profile are expected make him attractive to the private sector.
A source close to Baird said he still supports the prime minister and will campaign for the party in the election.

High-profile posts

One of Baird's first jobs after the election of the Harper government in 2006 was to get the Conservatives' Accountability Act passed. His cabinet roles have included:
  • Minister of Foreign Affairs, May, 2011 to present.
  • Government House Leader, August, 2010 to May, 2011.
  • Minister of Transport, Infrastructure and Communities, October, 2008 to August, 2010.
  • Minister of the Environment, January, 2007 to October, 2008 and again November, 2010 to January, 2011.
  • President of the Treasury Board, February, 2006 to January 2007.
Baird was also a member of the House of Commons' Board of Internal Economy in 2010 and 2011.

Baird meets Netanyahu, decries Palestinians' 'huge mistake' with ICC

Canada is reaffirming its unequivocal support of Israel’s bid to block a Palestinian attempt to pursue war-crimes charges against the Jewish state at the International Criminal Court.

The Palestinians “made a huge mistake” by going to the ICC, an United Nations institution that Canada played a lead role in creating in the 1990s, Foreign Affairs Minister John Baird said Monday in Jerusalem.

Prior to meeting Israeli Defence Minister Moshe Yaalon as part of his five-day visit to the region, Baird said the Palestinians crossed a “red line,” and that he “communicated that in no uncertain terms” to Palestinian leaders a day earlier.

Baird’s spokesman Adam Hodge said Canada is “considering a number of options in response to ... the purported Palestinian accession to the ICC.” Canada has told the prosecutor that “the Palestinians are not a state” and should not be allowed to join the court.

“We intend to communicate further views to the prosecutor in due course,” Hodge said.
Israeli Prime Minister Benjamin Netanyahu thanked Baird personally for the Canadian support.
“You know that it’s a travesty of justice to haul Israel to the dock in The Hague, and you know that the entire system of international law could unravel because of this travesty,” Netanyahu said.
“I thank you for your support and for your moral leadership, and I pledge this to you: Israel will not have its hand tied by a politicized ICC.”

Before shaking hands with Netanyahu, Baird replied: “Canada doesn’t stand behind Israel; we stand shoulder-to-shoulder with it.”

New Democrat foreign affairs critic Paul Dewar objected to Canada taking action to block the Palestinians at the ICC, describing as overly hyperbolic Baird’s characterization that they crossed a “red line.”

“We are part of the ICC. The ICC should be independent. It is very important as a judicial institution that it be able to take in information and make decisions independently,” said Dewar.

“If a red line is actually people going to the International Criminal Court ... we’ve gone a far way from where we started years ago, supporting the institution, creating the institution.”

One Canadian official, not authorized to discuss the matter and speaking on condition of anonymity, said Baird and Netanyahu met for almost an hour in the prime minister’s office and discussed a range of issues, including “the Palestinian Authority’s misguided attempt to accede to the Rome Statute.”
The Rome Statute is the international treaty that led to the creation of the International Criminal Court, giving it jurisdiction over crimes against humanity and war crimes.

On Dec. 31, Palestinian President Mahmoud Abbas formally signed the documents necessary to accede to the treaty, one day after the UN Security Council rejected a resolution brought by the Palestinians that would have set a three-year deadline for the establishment of a Palestinian state on lands occupied by Israel.

As Baird arrived in Israel this past Friday, the prosecutor of the ICC announced she was starting a preliminary investigation that could clear the way for a full-scale investigation into possible war crimes in the Palestinian territories —a development with serious implications for both sides of the Middle East conflict.

The investigation could look at allegations of war crimes by Israel during last summer’s Gaza war, in which Palestinians suffered heavy civilian casualties, as well as Israel’s settlement construction on occupied Palestinian lands.

It would also likely consider alleged war crimes by Hamas, which fired thousands of rockets at crowded Israeli neighbourhoods from Gaza.

Canada has been one of only a few Western countries to stand by Israel as it comes under fierce international criticism over deadlocked negotiations with the Palestinians, the recent Gaza war and its continued construction of settlements.

Canada has expressed opposition to the unilateral attempts by the Palestinians to reach statehood.
On Sunday, when Baird met with Palestinian officials in Ramallah, demonstrators unhappy with Canada’s staunch pro-Israel stance pelted Baird’s motorcade with eggs and shoes — none of which hit the minister directly.

Baird said afterwards his meeting with Palestinian Foreign Minister Riad Malki was “cordial and constructive” and featured some candid exchanges about issues over which the two sides differ.

Said Hamad, the Palestinian envoy to Canada, issued his own statement on Monday saying Baird was welcomed for “an honest and open” discussion on the Middle East situation.

“There are areas where we have significant disagreements, but it has always been our policy to broach differences of opinion through constructive engagement,” said Hamad.

“We thank the Canadian people for their continued generous aid to Palestinians as we strive to secure our inalienable right to self-governance and to live in peace, as equals, with Israel.”

United Nations Secretary General Ban Ki-moon has stressed on the importance of Sri Lanka establishing credible accountability mechanisms on the war, which meet international standards.
Eri Kaneko at the Office of the Spokesperson for the Secretary-General said that advancing accountability, like other parts of the post-war agenda in Sri Lanka, will lay the basis for the country to make further progress on peace, democracy and development.
Kaneko said the UN stands ready to support Sri Lanka’s efforts to address the post-war agenda, as the UN has consistently affirmed.
“The Secretary-General is aware of reports that the new administration is considering setting a domestic accountability mechanism and will be carefully assessing developments. The Secretary-General has stressed the importance of Sri Lanka establishing credible accountability mechanisms that meet international standards,” Kaneko said.
Kaneko also said that the Secretary-General supports the efforts of Office of the High Commissioner for Human Right (OHCHR) to help Sri Lanka make progress on accountability and human rights in Sri Lanka and that the UN will continue to work with the new administration in a constructive and comprehensive manner to assist Sri Lanka in addressing the post-war issues.
The investigation process is an inter-governmental process mandated by the UN Human Rights Council. OHCHR is mandated to report to the Council by the session in March 2015.

Prime Minister’s Questions in the House of Commons is a spectacle to behold. Each Wednesday when Parliament is sitting the Prime Minister answers questions asked by MPs in the main chamber. It is theatre full of “histrionics and cacophony”, yet it reinforces everything that is great about British democracy.
However, on the 14th of January the mood was sombre following the Charlie Hebdo massacre in Paris.
John Whittingdale, the Conservative MP for Maldon asked the following question: Is my right hon. Friend aware that in the past 12 months, more than 60 journalists have been killed in the course of their work, including those at Charlie Hebdo last week? Just five weeks ago, I and several other Members of Parliament attended the signing in Paris of a declaration by representatives of every European country, recognising the vital role of journalists in a free society and pledging to do everything possible to protect their safety. Will my right hon. Friend reaffirm that commitment today?

President Maithripala Sirisena on Saturday (Jan. 31) declared that though he was the leader of the SLFP, he wouldn’t undermine the UNP in the run-up to the forthcoming parliamentary election.

Similarly, the SLFP, too, wouldn’t be let down, President Sirisena emphasised while explaining the difficulties experienced in tackling what he called an unprecedented situation. The President was responding to interviewer, Upul Shantha Sannasgala, in a recorded interview telecast by Rupavahini.

The President asserted that whatever the outcome of the next parliamentary election, the two major parties, the SLFP and the UNP would have to work together for the greater good of the country.

Rupavahini aired the interview in the wake of UNP leader and Prime Minister Ranil Wickremesinghe declaring in Kandy that the next parliamentary election would be held in June, 2015. Addressing a gathering of UNPers, Wickremesinghe said that they should strive to secure the largest parliamentary group at the next election. Wickremesinghe told the cheering crowd that the House would be dissolved any time after April 23, 2015.Fielding questions, President Sirisena stressed that the success of the on-going 100-day project aimed at providing relief as well as to bring in far reaching constitutional reforms to restore parliamentary democracy would entirely depend on the support extended by the 127 member strong SLFP/UPFA parliamentary group.

President said that the major political parties couldn’t ignore ground realities, particularly the need to extend cooperation beyond the 100-day period. The President called for a change of attitude as well as reappraisal of priorities to overcome present-day political challenges.

Responding to another query, President Sirisena directed that he shouldn’t be called His Excellency in accordance with his policies. The President also stressed that there was absolutely no requirement to call his wife, First Lady. The new leader said that he could be called President Maithripala Sirisena and his wife, Mrs. Sirisena.

Emphasising the pivotal importance of him in his capacity as the President as well as the leader of the SLFP setting an example of good governance and accountability, President Sirisena assured that his wife and children would under no circumstance use SLAF helicopters unless they accompanied him. The President stressed that the use of SLAF VIP helicopter fleet would be restricted.

The President also prohibited the indiscriminate use of children in functions attended by him, though they could participate in specific tasks such as recital of Jayamangalagatha. Referring to some major events during the previous administration, President Sirisena said that schoolchildren had been greatly inconvenienced due to the callous attitude of both politicians and officials.

Commenting on the need to be mindful of government expenditure, President Sirisena said that in line with an election promise he wouldn’t move into President’s House. Admitting that he was actually not comfortable living in such a place, President Sirisena stressed that in consultation with the government action would be taken to preserve the President’s House as well as several President’s Houses in the provinces maintained at a massive cost to the taxpayer. The President said that he wouldn’t use any of those palatial houses; therefore a tangible plan was required to protect them and explore ways and means of using them.

The President also revealed that in consultation with Prime Minister Ranil Wickremesinghe, he cancelled an order placed by the previous government to acquire a special aircraft from the US for the exclusive use of his predecessor Mahinda Rajapaksa. The President claimed that Sri Lanka was earlier scheduled to take delivery of the aircraft next month. It would have cost USD 16 mn and that amount could be now utilised to acquire spare parts required by the Sri Lankan airlines, he said.

While stressing the importance of having security at an acceptable level, the President said that he had directed sharp reduction in the contingent assigned for his security. The previous president had 4,000 security officers and men, President Sirisena said that he would use only one fourth of that contingent. "I recently instructed senior officers as regards the deployment of vehicles as well as other assets for my protection."

The President said that he would have given up presidency in just four years if the National Executive Council (NEC) had not told him that such action would be inimical to the national interest. The President recalled the circumstances under which previous presidents had failed to keep the promise to do away with the executive presidency. The President said that in accordance with his election manifesto, dictatorial features in the executive presidency would be repealed by April 20, 2015 and a presidency accountable to Parliament would come into being.

Commenting on delay on the part of the government to take legal action against those accused of waste, corruption and irregularities, President Sirisena said that the results of the on-going investigations would be known in the coming weeks. The President assured that those found guilty wouldn’t be allowed to escape by siding with the new government.

Responding to a query as regards the take-over of the SLFP by him immediately after the Jan. 8, 2015 presidential poll, President Sirisena said that the decision had been made at a meeting with his predecessor at the official residence of Speaker Chamal Rajapaksa. "My meeting with Mr. Mahinda Rajapaksa lasted for about 10 minutes. My predecessor complained about post-election violence. I pointed out that there had been many incidents in the run-up to the poll, while promising to take every possible step to prevent incidents. We had tea and parted," the President said, revealing that the venue had been decided by Mr. Rajapaksa. "Although it was to be one on one, the Speaker, too, participated in the discussion."

The swift transfer of control of the party had helped avert a damaging split which could have caused irreparable loss to the organisation, the president said.

Pointing out that the then incumbent launched his campaign eight months ahead of January  poll, President Sirisena said that the Opposition couldn’t have defeated the Rajapaksas without spearheading role played by the social media. Young boys and girls had played a significant role in the Opposition strategy, the President said, the social media and the Internet had contributed to his victory in a big way.

The President was perhaps responding to his predecessor, who recently publicly acknowledged his failure to counter an social media campaign. Former President Rajapaksa said that their failure to realise the threat and take counter measures had caused a debilitating set back to his campaign.

Army spends for Gotabhaya’s baby jumbos!

Infantry regiment officers have called for an inquiry into their regimental headquarters in Panagoda having illegally kept two baby elephants owned by former defence secretary Gotabhaya Rajapaksa, using the Army funds and resources for their upkeep, including the use of Army mahaouts to train these jumbos.
On the instructions of Army chief Lt. Gen. Daya Ratnayake, Col. Channa Weerasuriya, commanding officer of the regimental headquarters, had deployed military personnel and spent Army funds in the past two years for their upkeep. However, army regulations and existing laws deem these acts a punishable offence.

It is also a non-bailable offence under the public properties ordinance. The two baby jumbos, said to have been given to Gotabhaya through a presidential letter, were handed over to the infantry regiment, as its Panagoda headquarters has a veterinary surgeon, mahaouts and required facilities at the disposal of the regiment’s official elephant ‘Kandula.’

Gotabhaya returned the two baby elephants to the wildlife department last Saturday, saying he cannot maintain them any longer.

It is now time when the country’s current leadership is at a the stage of completing “operation mop up” by bringing people to justice, especially those who were entrusted to responsible posts and who have sadly gone on to ravage the country financially plunging it to a state of abysmal chaos instead.
Unraveling the many misdeeds that have been committed by the Sri Lankan Airline’s still remaining and politically appointed top brass which includes the Chief Executive Officer Kapila Chandrasena and the Airlines ‘Senior Management Team’ (SMT) may now be the order of the day. Especially those who have gone on contributing largely to the current predicament that has befallen our national carrier, making it nose dive into a serious loss, as revealed in parliament which is a staggering amount of over Rs 100 billion.

Sajin Vaas has spent Rs. 2.1 million for a night in a hotel

Sajin Vaas has spent this money for the Hilton Hotel located in Park Lane in central London to stay for one night. He has spent this expenditure when he came to attend a CHOGM related meeting held in London in early April in 2014.
Then High commissioner and his deputy who has gone astonished after seeing this bill has sought the approval from the foreign ministry to do the payment. The former foreign secretary Kshenuka Senevirathna , a mollycoddle bosom pal of Sajin Vaas has immediately approved the bill to pay.
It is reported that Sajin Vaas had not spent this entire amount for his stay at the hotel but for his casino and gambling. Sajin Vass who is addicted to casino has spent half of the bill for gambling. It is a well known fact in the Sri Lankan diplomatic circle that Sajin Vaas is famous and lavish prodigal for gambling.

All those who were engaged in the affairs of Avant maritime ocean conservation operations , including the members of the present forces as well as those who have gone on retirement are allegedly in this huge weapon scam which was kept secret from the nation until it was discovered by accident now.
It is imperative that those who are engaged in ocean security service have an international Ship and Port Security certificate (ISPS) or a ship security officer’s certificate (SSO) acceptable to the International ocean organization of which SL is a member.
Even today , to those who are serving in foreign and local vessels , such certificates and licenses are mandatory. However based on information reaching us ,the Directors of Avant maritime Co. or those foreigners working in it do not possess those certificates or licenses.
Nowhere in the world , SL not excluded , the experience gained while working in the navy was ever considered as a qualification of suitability for employment in merchant cargo ships .A confirmation in this regard can be obtained by inquiring from the office of the naval Director.
It is a universally acknowledged truth that no enterprise will employ workers who are not competent or qualified unless the motive of the company is to employ such workers in furtherance of deceptive and / or fraudulent motives , and not for any legitimate business. Obviously therefore these services too as we had highlighted in our many reports previously has not been engaged in legitimate business , and have been engaged in arms deals for and on behalf of terrorists and arms supplies. The evidence that have surfaced so far alone bear absolute testimony to this.
Based on an investigation into the foreign trips embarked on by the directors of Avant maritime Co., it has become evident that they have been travelling to and from countries like Myanmar , Somalia, Erythrea, Sudan , Mozambique, Seychelles, Kenya, Benin,Mauritius, Tanzania, Chad, Nigeria and Togo.
Intriguingly however , many of these countries do not border the sea or even possess a ship, but all of them have one common characteristic , that is in those countries there is terrorism or terrorist groups .
Interestingly , to make a long story short Benin does not have even a single ship, Somalia has one ship, Mozambique has two ships registered, which belong to Belgium. The armed terrorists are in large numbers in them.
The favorite sites and haunts of the illicit arms dealers of Avant maritime Co. have been these countries .--
Another most crucial and vital question that has sprung up in the circumstances is : what is the negotiation a former naval commander Admiral who is not even in the service now is having between the forces and the foreign countries ? Such discussions ought not take place .
Based on reports reaching us , according to a most reliable source providing us with the information , in this illicit smuggling of weapons , the intermediary who collects weapons from Ukraine is the brother in law of Mahinda Rajapakse .His name is Udayanga Weeratunge , the SL ambassador to Russia .
Previously , the inside information division of Lanka e news exposed that when a consignment of weapons were brought in by Udaya by flight , a fleet of security vehicles of Gotabaya arrived at Katunayake airport , and carried away the contraband disdainfully disregarding the laws , sans any documents , and not even caring to make a record anywhere .It is reported that there were sniper guns among them.
In addition , the Avant Garde maritime smugglers have purchased heroin from Pakistan and Myanmar , and have engaged in money laundering in Seychelles after collecting the proceeds of the sales .It is also learnt that Admiral Ilangakoon had toured Seychelles several times a year in this connection.
The Avant maritime Co. that had amassed billions and billions of rupees via heroin and weapon deals was paying a sum of Rs. 1 million per month as salary to each of its Directors. However , during the recent investigations , it was claimed by the Co. that for the last two /three years the profit made was only Rs.3 million . Is that claim believable ? when the Avant maritime security service levies a fee of US dollars 12000.00 from every merchant cargo ship per day to permit it to pass the Somalia red sea territorial waters.
It takes a minimum of 7 days for a ship to cross that danger zone , which means that US dollars 84000.00 is charged for 7 days. These monies are deposited in US dollars in a bank account in a foreign country. Yet the Avant maritime Co. has the audacity to utter this shameless lie that its earning was only Rs. 3 million during the last two /three years. Shouldn’t this statement be probed deeply ?
To Gotabaya and Avant maritime Co. , KP a former LTTE arms procurement leader is a most valuable asset, for KP has close ties with arms smugglers and heroin magnates ,which he has built up in the past . Besides , smuggling these contraband via the ship registered in the name of KP is most easy .
This ship in the name of KP is registered in Honduras and Myanmar, and a majority of those employed in that ship are LTTE activists . There are also employees in the ship who have come from countries like Ukraine while some others are excellent trained snipers , according to most reliable sources.
On top of all these dastardly and traitorous activities Avant Maritime Co. when employing foreign hired workers , has also grossly violated most uncaringly all laws governing their recruitment into local service .
Some time ago ,one such worker was involved in a brawl with a local group in a hotel at Unawatuna while under the influence of liquor. When he was arrested by the police he had boasted that he is associated with defense secretary (then) Gotabaya Rajapakse . After confirming his statement , the police OIC had released him at once following instructions by phone coming from the top.
Whether it is Thilak Marapone or any other or together , if they are attempting to suppress or justify these most deadly and dangerous smuggling operations in arms and drugs , tantamount to the most heinous crime of treason , such individuals who are trying to conceal the truth being considered as aiding and abetting the terrorists of the world and themselves as traitors is certainly not wrong. Former United National Party (UNP) General Secretary Tissa Attanayake has been arrested by the Criminal Investigation Department (CID), this afternoon, Police Spokesperson SSP Ajith Rohana said.
An inquiry had been launched by the CID based on reports that Attanayake displayed an alleged secret agreement letter said to have signed between President Maithripala Sirisena and Prime Minister Ranil Wickramasinghe.
Attanayake who was at the time Health Minister of former President Mahinda Rajapaksa’s government, displayed the agreement letter and alleged President Sirisena and the Prime Minister of signing the secret agreement, in addition to the Memorandum of Understanding (MoU) signed in the public. The Parliamentarian also alleged the secret agreement of containing several terms that could be harmful to the country.
On 25 December, President Sirisena also sent a letter of demand to Attanayake, on this regard, and demanded 2,500 million rupees as compensation.
The letter of demand said “I am instructed that my client (Maithripala Sirisena) and Hon. Ranil Wickramasinghe did not sign any Agreement on 1 November, 2014, or on any other day as alleged by you containing any of the conditions which you alleged contains,”   
Wickramasinghe, in a letter sent to the IGP, also expressed concerns and stated that he had never signed such agreement with President Sirisena. The Prime Minister also charged Minister Attanayake of forging his signature and distributing the document at the press conference.
UPDATE 3.45 pm: Former United National Party (UNP) General Secretary Tissa Attanayake was remanded by the Fort Magistrate’s Court until 11 February, a short while ago.
