Calm before the storm

Hurly-burly is far from done and the battle is not yet lost and won. An end to campaigning has been announced officially, but propaganda activities continue unabated through the social media. They won’t stop until the polling is over on Thursday.

The bush telegraph plays a crucial role in Sri Lankan politics and both the government and the Opposition are busy floating all kinds of stories in a bid to ruin each other’s chances of winning. People get mistruths, half-truths and blatant lies through the grapevine. There’s sucker born every minute and tall tales are lapped up by even the so-called intelligentsia.

The informal channels of communication have put paid to Polls Chief Mahinda Deshapriya’s efforts to enable voters, through a period of silence prior to the day of polling, to contemplate and consider the pros and cons of various policies announced and promises made by political parties and candidates during the election campaign. He has his work cut out as all candidates are adept at circumventing the election laws. We hope that he has got a cardiac stress test done and been declared medically fit to referee the match which is sure to be full of head-butting, tackling and even violence. (The previous Polls Chief had his ticker repaired more than once because of elections!)

Tomorrow’s contest has remained a two-horse race right from the beginning with several donkeys also running and braying; some of them have got the Polls’ Chief’s goat by campaigning for others in the fray. The media have come under fire from some quarters for their preoccupation with the two main candidates to the neglect of others. They stand accused of being partial towards President Mahinda Rajapaksa and Maithripala Sirisena.

Ideally, all contestants in an election should be treated equally, but in reality that does not happen even in a bicycle race where seasoned riders who are ahead of others get all the attention (as well as water treatment generously given by overenthusiastic spectators) and nobody gives two hoots about those who pedal, huffing and puffing, several miles behind them. If each and every candidate in an electoral contest is to be given equal coverage, the electronic media will lose viewers/readers and the print media readers! For, most of them are jokers like the one who promised to give every family a cow if he was elected President.

Marketing is the be-all and end-all of elections and those who have the wherewithal succeed in creating media events and being in the news. It was father of advertising, David Ogilvy, who famously said that a sure-fire way of killing a bad product prematurely was to advertise it. When something substandard is advertised vigorously more people are tempted to buy it and they in the process get to know how bad it is faster than it would otherwise have been known to them. But, in politics, aggressive advertising helps even imbeciles go places as could be seen from some wealthy ignoramuses we are burdened with in Parliament and other political institutions. Sri Lankans vote for even anti-social elements like drug dealers, cattle rustlers, rapists and murderers, who conduct attractive election campaigns.

Both main candidates who are jousting for power have promised us a better country and if this pledge is honoured after the polls we will be lucky. But, sadly, most politicians, once ensconced in power, take a leaf out of Machiavelli’s book and adopt the policy that ‘the promise given was a necessity of the past and the word broken is a necessity of the present’. They get and forget and voters give and forgive. That is what elections are all about in this country.

Only one more day to go for the race all we can do is to batten down the hatches and wait with our fingers crossed. Let’s enjoy the calm before the storm as we have done umpteen times in the past. Que Sera Sera ....

Kahawatta shooting incident victim dies

choka mallieA supporter of Common Opposition Presidential candidate Maithripala Sirisena who was injured in a shooting incident at Kahawatte last Monday (January 5) has died at the Ratnapura hospital where he was undergoing treatment.
Shantha Dodangoda, succumbed to his injuries when he along with two others were shot while erecting a stage for an election rally of Maithripala.
Deputy Minister Premalal Jayasekera, Sabaragamuwa Provincial Council member Aruna Nilantha Jayasinghe and chairman of the Kahawatte Provincial Council are wanted for questioning in connection with the death of Dodangoda.
Police have yet to make any arrests.
Deputy minister Jayasekera has already denied involvement in the shooting.

Polls chief issues ultimatum to media

Commissioner of Elections, Mahinda Deshapriya has written to the Sri Lanka Rupavahini Corporation (SLRC), Independent Television Network (ITN) and Sri Lanka Broadcasting Corporation (SLBC) warning them that he will not allow them to telecast or broadcast Presidential Election results, if they don't stop promoting one candidate, even after deadline for election campaigning ended on 5 January.

Deshapriya wrote to the three institutions yesterday (06). He took the decision after a candidate complained that the three State Media institutions were continuing to promote one candidate even after the deadline for promotional activities had passed.
The same candidate had complained that a specimen ballot paper has been printed, with a false symbol assigned to him and has been distributed around the island in a bid to mislead the people.

The candidate had also complained that in several areas, the polling cards of voters, that are their official identity, are also being collected after a payment of
Rs 5000 each.
The Elections Commissioner has also received a complaint that In the next two days , the media is to announce that one of the two candidates, who is contesting under the same name as Sirisena, has withdrawn, and posters too have been printed in this connection in order to create a disadvantage to one candidate. It is also noted in the complaint that there is information, in the North East, a group in official Army attire, are to instil fear among the voters.

The presidential candidate, who met the Elections Commissioner, to make this complaint was accompanied by Sarath Fonseka, Ravi Karunanayake, Karu Jayasuriya, Wijedasa Rajapakshe and Rajitha Senaratne led by Opposition leader Ranil Wickremesinghe.

Election Violence: Highest Number of Major Incidents In Jaffna District

CMEV: Presidential Election 2015: Media Communiqué 13 /6th January 2015
The Presidential Election campaign ended at midnight with several major incidents reported. At the end of campaigning, CMEV documented a total of 420 incidents, with 237 major incidents and 183 minor incidents. The highest number of major incidents were reported from Jaffna District with 22 incidents followed from Badulla District with 19 incidents, 18 incidents from Kurunegala District and 17 incidents from Kandy District. CMEV noted 26 incidents of fire arm use during this period and 3 separate incidents where petrol bombs were used with two resulting in threat and intimidation of residents. CMEV also noted 132 instances of misuse of state resources for electioneering.
The final day of campaigning commenced with a shooting incident which left one UNP supporter critically injured. There were also incidents of threats and intimidation reported including the intimidation of two human rights defenders in Negombo. The last day of campaigning also witnessed a clash between UPFA and UNP supporters resulting in 3 persons being hospitalised state resources being used by the UPFA for electioneering, and reports of false ballot papers being circulated in parts of Sri Lanka, an issue raised by CMEV with the Commissioner of Elections.
Several court orders were issued today to arrest perpetrators of violence and to halt programmes which are biased towards one candidate. CMEV welcomes these court orders and urges the authorities to implement these without delay. It is paramount that officials take all necessary steps to ensure that election laws are respected and the integrity of the electoral process upheld. Furthermore, CMEV raised in communiqué 12 the assault of two election officials in Trincomalee by UPFA supporters and the subsequent role played by a Deputy Minister to release the perpetrators. Such actions must be condemned and authorities must take all steps to uphold law and order and hold perpetrators to account.
5th January – UPFA campaign organiser Mr. Arumugam Chandrakumar knifed in Kopai, Jaffna
CMEV received a complaint that UPFA Organiser Mr. Arumugam Chandrakumar (38 yrs) was knifed by two unknown individuals near the Navalar School in Kopai. Mr. Chandrakumar received knife wounds in the back and arm at approximately 9.20 pm on the 5th of January. According to the OIC of Kopai Police, Mr. I.P. Jayakodi, he was taken immediatelyto Kopai Hospital and subsequently transferred to the Jaffna Teaching Hospital at 10.05 pm for surgery. Hospital staff stated that they will not comment on Mr. Chandrakumar’s status until the surgery is completed. The CMEV Field Monitor is currently on location obtaining further details.
5th January, three injured in shooting in Kahawatta Ratnapura
CMEV received a complaint regarding a shooting that took place in Kahawatta, Ratnapura at about 2 amin the morning on January 5th. United National Party (UNP) supporters, preparing the grounds for a meeting to be addressed by the Common Presidential Candidate Maithripala Sirisena, were shot at by an unidentified group of people. According to Police OIC L.P.K. Rajamanthri, the three injured persons, D.I.W. Karunadasa Ranasinghe, H. Hussain Dulshan and Shantha Dodangoda received treatment at the Ratnapura Hospital. CMEV was informed that investigations are underway. Ratnapura Hospital Police officials confirmed that Shantha Dodangoda is critically injured (injuries to his chest) and is currently receiving treatment in the Intensive Care Unit. A police complaint was made by Mr. T.M. Upali, a UNP Pradeshya Sabha member.
The Pelmadulla Magistrates Court issued an arrest warrant for Deputy Minister of Power & Energy, Premalal Jayasekera, Minister Nilantha Jayakodi and Pradeshiya Sabha Chairman Vajira Dharshana de Silva.
5th January, Misleading fake ballot papers distributed in several Districts
CMEV received information regarding the distribution of false and misleading ballot papers(a photo of this ballot paper is attached) depicting erroneous symbols for the Common Presidential Candidate Maithripala Sirisena and the United Socialist Party Candidate Sirithunga Jayasuriya within the Puttalam (Madurankulama and Arachchikattuwa), Kandy (Kundasale and Kandy Town), Batticaloa (Kalkuda) Anuradhapura (Kekirawa, Kalawewa, Anuradhapura West and Horowupothana), Badulla (Haputale), NuwaraEliya (Hatton), Monaragala (Bibile) and Trincomalee Districts. The fake ballot paper depicts a trishaw for Maithripala Sirisena (as opposed to the correct symbol of a swan) and an elephant for Sirithunga Jayasuriya (as opposed to the correct symbol of a trishaw), while the symbols of the remaining candidates including the incumbent president remained error free.
CMEV, via its field monitor, has obtained a copy of the said misleading ballot paper at 1.30pm on the 5thof January from the 96th Junction area in Thissapura, Muttur, Trincomalee District, allegedly distributed by supporters of UPFA Thambalagamuwa Pradeshiya Sabha Chairman ChampikaBandara. The CMEV Eastern Province Coordinator subsequently reported the incident to IP Seneviratne, OIC of the Thambalagamuwa Police Station who directed two police officers to the location. A complaint on the incident, bearing the number EIB 71/08 was also subsequently filed by the CMEV monitor.
In Aarachchikattuwa, Halawatha, the said fake ballot papers were distributed on the 4th of January. According to North Western UNP Provincial Councillor Sisira Kumara, the ballots were allegedly distributed by Minister Neomal Perera’s supporter Jude and ten others. They were also distributed at a public street drama performed by UPFA supporters.
CMEV is concerned by these incidents, which are a violation of election laws and are likely to confuse the public during the last few days leading up to polling day. CMEV has also raised the issue with the Commissioner of Elections urging immediate remedial action to ensure that the integrity of the election is not undermined by such actions.
CMEV also welcomes information received of an arrest made in the Hatton area (alleged perpetrator DS Princes, van number 56-4918 as per the Hatton police station) in relation to this unlawful distribution. It commenced on the 31st of December 2014 and has been halted in the Bibile area upon the intervention of the Commissioner of Elections.
5th January – Clash between supporters of UNP and UPFA at Rambukkana, Kegalle

CMEV received a report regarding a clash between supporters of the UNP and UPFA in front of the Rambukkana Train Station. Three persons supporting the UNP were injured as a result of this clash and admitted to the Rambukkana Hospital. Head injuries were sustained by Mr. Priyantha Pradeep and Mr. Sandun Udaya, while Mr. Chanaka Ruwan suffered a neck injury. All three patients were subsequently transferred to the Kegalle Hospital. CMEV was informed by the OIC Kegalle Police, Mr. Bandara Dekandawela and the hospital staff, that none of the injured are in critical condition.
th January, Human Rights activist Brito Fernando and Prasanga Fernando intimidated in Negombo
CMEV received a complaint with regard to an incident which took place in Periyamulla, Negombo on the 4th of January. Human rights activist Mr. Brito Fernando along with his family returning home from an outing on the 4th of January discovered a plastic bag in which a severed head of a dog was hung on his gate. Fellow Right to Life staff member Prasanga Fernando also reported that he was subjected to the same treatment at his home.
CMEV was informed by the police of a complaint filed at the Negombo police number CIB 2/33 on January 5th. The victims believe that the possible reasons for the intimidation could be related to the commemoration of the disappeared, which was organised and carried out by the Right to Life organisation on the 27th of October 2014. Subsequent to this ceremony, posters with the faces of Right to Life staff members and other human rights activists were found all around the city of Negombo. The posters were captioned “Makara Raakshayo Athurudahan Wuuwan Vikunagena Kai.” A police complaint was lodged at the Seeduwa Police related to this. Later that day the house of Brito Fernando was stoned. According to the two victims, the group responsible for this latest incident is also responsible for the posters and the stoning of their houses, which are attempts to intimidate them.

Navy prepares files for Yoshitha in a hurry!

After military intelligence reported the possibility of a change in government, Navy commander Admiral Jayantha Perera has ordered his juniors to keep the files of the president’s second son, Navy officer Yoshitha Rajapaksa, in order.
Despite being an officer, none of the regulations governing bachelor officers have been applicable to him so far. It is against the regulations for officers of his rank to go home to spend the night, which they should spend at bachelors’ quarters, and cannot engage in businesses under his name.
But, Yoshitha does not care about these regulations and spends nights at clubs with girls and runs Carlton Sports Network under his name. They are serious disciplinary violations and are against the Navy Act. Allowing him a free reign in this manner, his seniors too, have intentionally violated the Navy Act. If Yoshitha is found guilty of these charges at a disciplinary inquiry, his seniors too, are guilty of having aided and abetted him.
After discussing all these at length, the Navy commander has ordered his juniors to act immediately, keeping in mind such a possibility in the future.

Gota threatens Lanka’s deputy ambassador in Russia!

Defence secretary Gotabhaya Rajapaksa has badly berated Maj. Gen. Krishantha Silva, deputy ambassador in Russia, say Army sources.
Maj. Gen. Silva, of the engineering corps, joined the Army under intake 13 and is senior to incumbent commander Gen. Daya Ratnayake, who is from the same batch.
Despite Silva’s seniority, the defence secretary appointed Ratnayake as the commander on political grounds. The defence secretary has explained to the president about a possibility of a clash between the two, and recommended that Silva be given a diplomatic posting overseas. As a result, he was sent to Russia as the deputy ambassador.
Soon after the announcement of the presidential election, the defence secretary recalled all high ranking military officers in the diplomatic service and ordered them to engage in the election campaign. However, Maj. Gen. Silva has refused to return to Sri Lanka, criticising the order and noting that it was a serious disciplinary breach to engage in politics publicly while in uniform.
Two days later, Gotabhaya telephoned him and told him to prepare to go home after the results are announced after the 08th. Maj. Gen. Silva sternly told him that it would be a great esteem for him to go home rather than doing politics while in the Army.

By now, most voters would have decided on how they would exercise their vote at the presidential elections to be held on 8 January. For more than a month they have been flooded with the propaganda of the candidates (while nature, not to be outdone in this run up to the elections, reminded us of our real and continual vulnerability by unleashing unusually bad weather causing wide spread flooding in many areas). The rains have now mercifully ceased, but there is no escape from the relentless propaganda bombardment on our senses.

Elections Commissioner Mahinda Deshapriya today gave a red light to the Military saying it cannot prevent people from voting.
“Even the Military cannot stop you from voting. If they ask you to stop voting due to security reasons, you have the right to ignore their warnings,” the Elections Commissioner said addressing a press conference at the Elections Secretariat that was organized a day before the presidential election.
The Elections Commissioner made this remark in a context where it was highly speculated by many groups that the Military would interfere with voting in many parts of the country, including the North and East. He said maximum efforts have been made to prevent vote rigging and the public need not have any fear over the matter.
He also added that the Department had received information that some groups were attempting to issue “fake election results”, misleading the public.
He said the original results would only be released by the Elections Department and every possible step has been taken to ensure the accuracy of the process. The counting of votes, according to Deshapriya, will be commenced at 7 pm on January 08 - three hours after the closure of voting. 
Deshapriya also added that legal action can be taken against private sector employers who go grant leaves to their workers to cast votes.

Younger brother of Common Candidate Maithripala Sirisena was arrested by the police over his alleged involvement in connection with an attack on a residence of a ruling party Pradeshiya Sabha member in Aralaganwila, the police said.
It was reported that a mob accompanied by Presidential election candidate’s brother Kaplia Sirisena had attacked the residence of the Aralaganwila PS member on 3 January.
The police had initiated a manhunt over a complaint lodged with the Aralaganwila police since Saturday (3) morning, however, suspected Kaplia Sirisena had then surrendered to the police, Ada Derana reporter said.
The Polonnaruwa Magistrate later enlarged the suspect on a personal bail of Rs. 100,000.

High Court Refuses To Lift Enjoining Orders Against Rajapaksa TV Show

Rupavahini, ITN and Swarnavahini filed 3 appeals in the Civil Appellate High Court of Colombo seeking suspension of the enjoining orders issued by the District Judge of Kaduwela.
Mahinda RajaAlthough papers were not served on the Common Candidate or his lawyers, his lawyers appeared before the Appeal Court and objected to the Appeal.
Having heard lengthy submissions by all the lawyers the Court decided that it could not set aside the enjoining order at this stage, and stated that they would be giving a ruling on 12th January on the preliminary objection raised by the common candidate’s lawyers.
Therefore the enjoining orders issued by the District Court of Kaduwela continue to remain in force.
Kushan de Alwis PC and Kaushalya Navaratne appeared for the TV stations.
Ronald Perera PC, Nalin Amarajeewa, Chathura Galhena and Suren Fernando instructed by Sandun Gamage appeared for the Common Candidate.

As Rajapakse citadel crumbles families of Dallas and Sashindra flee the country –Maithri rally mammoth crowds paralyze regime


LEN logo(Lanka-e-News- 06.Jan.2015, 11.30PM) With the brutal barbaric Rajapakse family’s rule beginning to totter and flicker as its end is disastrously and inexorably nearing, the wife and children of Dallas Alahaperuma a despicable main stooge of the Rajapakses have fled the country in the early hours of this morning. Meanwhile, Lexika the wife of Sashindra Rajapakse , a prominent member of the Rajapakse family too has fled the country , according to reports.
Already , the most corrupt officers of the Rajapakse regime have also made a bolt , while several families of the regime’s bigwigs too had been dispatched abroad.
The defeat of Rajapakse regime became very evident when the crowds attending the final election rallies of Maithripala and Mahinda were compared. For the rally at Kesbewa which is an SLFP stronghold , crowds had to be transported by CTB buses , whereas for the election rally at Maradana of common opposition candidate Maithripala even without any such bus transport services there was a record crowd exceeding 50,000 in number.
Even the final rallies of Maithripala at Galle and Kalutara mammoth crowds thronged the venue with at least 30,000 people at Galle and over 25000 at Kalutara. Having witnessed the huge crowds at these rallies , the Rajapakse regime was shocked and paralyzed with panic and fear . All its dastardly plans deploying the forces had therefore to be either cancelled or postponed .

Investigators confident that chlorine gas was used as weapon in Syria

Organisation for the Prohibition of Chemical Weapons does not apportion blame but says bombs were probably dropped from helicopter

The Guardian homeChemical weapons investigators concluded “with a high degree of confidence” that chlorine gas was used as a weapon against three Syrian villages last year, affecting between 350 and 500 people and killing 13, according to a report obtained Tuesday by The Associated Press.
The third report by a fact-finding mission from the Organisation for the Prohibition of Chemical Weapons didn’t apportion blame but said 32 of the 37 people interviewed “saw or heard the sound of a helicopter over the village at the time of the attack with barrel bombs containing toxic chemicals”.
The investigators said 26 people heard the distinctive “whistling” sound of the falling barrel bombs containing toxic chemicals and 16 visited the impact sites and saw the bombs or their remnants. The report includes a description of 142 videos and 189 pieces of material obtained by the investigators as well as photos of impact sites and the inner chlorine cylinder from a barrel bomb.
The mission was established by the OPCW on 29 April to establish the facts surrounding allegations of the use of chlorine “for hostile purposes” in Syria. Chlorine gas is readily available and is used in industry around the world, but can also be used as a weapon.
The UN security council has been intensely involved in the issue of alleged chemical weapons use in Syria, unanimously adopting a resolution on 27 September 2013 ordering Syria’s chemical weapons stockpile to be secured and destroyed.
Chlorine gas is not listed as a chemical weapon, but eight council members including the United States said in a 30 December letter accompanying the report that the resolution also states that any use of chemical weapons threatens international peace and security and must be condemned.
The 15 council members discussed the fact-finding mission’s report behind closed doors Tuesday, and diplomats said the US and other Western nations who signed the letter along with Jordan urged Security Council action in response to the findings. But Russia, Syria’s closest ally, insisted that the report on chlorine attacks was an issue for the OPCW, which polices the Chemical Weapons Convention, the diplomats said, speaking on condition of anonymity because consultations were private.
Syria’s deputy foreign minister Faysal Mekdad told an OPCW meeting on 1 December that his government has never used chemical weapons or chlorine during the country’s four-year civil war, which has claimed over 200,000 people and displaced one third of the country’s population. He said terror groups “have used chlorine gas in several of the regions of Syria and Iraq”.
But US ambassador Samantha Power tweeted that “only Syrian regime uses (helicopters)”. She also tweeted that the Syrian “regime must be shown it is not enough to destroy declared CW (chemical weapons); must stop dropping chemical-laden explosives on civilians.”

Yemen car bomb kills dozens near Sanaa police academy

BBCAt least 37 people have been killed and 66 others injured by a car bomb blast outside a police academy in Yemen's capital, Sanaa, officials say.
The vehicle exploded beside dozens of cadets and people standing in line to enrol at the academy. Some unconfirmed reports said it was a suicide attack.
Afterwards, body parts and debris from the car were strewn across the street.
There has so far been no claim of responsibility, but an offshoot of al-Qaeda has carried out similar attacks.
Yemen has experienced a wave of violence in recent months, with militants from al-Qaeda in the Arabian Peninsula (AQAP) battling Shia Houthi rebels who have taken control of the capital.
'Catastrophic situation'
Wednesday's bombing took place early in the morning in a central part of Sanaa near the central bank and the defence ministry building.

The explosion was heard across the city and a large plume of smoke was seen rising from the scene.
The victims included many cadets at the police academy and people who had been waiting in line to enrol, as well as passersby, officials said.
"We were all gathering and... [the car] exploded right next to all of the police college classmates," Jamil al-Khaleedi told the Associated Press.
"It went off among all of them."
A paramedic at the scene described the situation as "catastrophic".
"We arrived to find bodies piled on top of each other," he told Reuters news agency.
The US embassy in Yemen condemned the attack, saying it "reveals the nihilistic vision and depravity of terror groups operating in Yemen".
Weak government
Yemeni security forces personnel have been targeted many times by AQAP in the past four years. A suicide bomber killed more than 90 people in 2012 at a military parade in the capital and an assault on a military hospital a year ago left more than 50 dead.
The jihadist group has exploited the chaos and instability that has resulted from the uprising that forced longtime President Ali Abdullah Saleh from power in 2011.

His successor, Abdrabbuh Mansour Hadi, has ordered a series of military offensives on AQAP strongholds, but its members have been able to withdraw to remote, mountainous regions where they are protected by local tribes wary of the government.
President Hadi has also been weakened by the Houthi rebels from the northern province of Saada, who triggered a political crisis in September when they overran security forces in the capital and forced him to form technocratic government and reverse unpopular subsidy cuts.
The rebels were supposed to withdraw from Sanaa, but they have instead expanded their presence in central and western Yemen, triggering fierce clashes with AQAP and Sunni tribesmen.
Last week, a suicide bomb attack on Houthi supporters in Ibb left as many as 49 people dead.
