We do not object to the development of the infra structure facilities, but we object to the corruption that is raging under the guise of development.
A colossal sum of Rs. 330 billion was spent for road development in 2014 alone . But the actual amount that was necessary for that construction was Rs. 130 billion. The remaining Rs. 200 billion was robbed , as charged by the government members themselves, Eran noted.

The percentage of bribery and corruption collected by these crooks is an unconscionable 2000 % not 10 %. A case in point is the construction of the Jaffna railway. The railway department estimate was only Rs. 60 million per meter. This amount shot up to Rs. 1200 million per meter when the Beliatta railway line was constructed.
The UNP made these accusations then , but now Ministers like Champika Ranawake are themselves confirming that. These most corrupt abominable robbers after plunging the country into economic doom are planning to flee to St Kitts Island . Already they have secured their citizenship in that small Island where the money laundering is done, Harsha further revealed

SobithaNational Movement for Justice (NMSJ), a movement that was initiated by Rev. Maduluwawe Sobhitha has planned to hold its first convention on December 23, 2014. The idea that ‘single issue common candidate’ should run at the next presidential election was mooted by Prof Kumar David. Because of the delicacy of the issue, it was suggested that it would be better to have a single issue common candidate without party affiliation. Even Janatha Vimukthi Peramuna appeared to be in favor of this idea. The unanimous decision was that Rev.Maduluwawe Sobhitha should run as the single issue common candidate at the next presidential election. Hence, it began as a new social movement with limited objectives but independent of oppositional political structures. An interesting point that should be emphasized is that NMSJ initiated a discussion aimed at the presidential election when the main opposition party, the United National Party, was in total disarray. Nonetheless, the emergence of NMSJ had become a stimulant for oppositional forces to rally around the issue of democracy that was highly curtailed by Mahinda Rajapaksa regime’s growing tendency towards authoritarianism. I think it was at the same time that another democracy movement, purawesi balaya. Was formed. However, a clear difference between two movements is visible although both have raised essentially common demands. While NMSJ may be placed in ‘center left’, puravesi balaya was grounded on neoliberal democracy. So I believe that the USA and EU preferred and might have supported the latter. Following usual new social pattern, NMSJ had developed short strategy of constitutional change focusing on the abolition of the executive presidential system and the setting up of independent commissions annulled by the 18th Amendment to the Sri Lanka Constitution.

Military Engaged in Propaganda to Canvas Votes for Mahinda

The Sri Lankan Military engaged in propaganda in Vanni asking to vote for the present president Mahinda, according to the statements of the  reports Global Tamil News.
The Military exerted pressure in various ways on people in Vanni to vote for Mahinda, one of our correspondents stated. Meanwhile, the Military stated in some places that the disappeared persons would be released by Mahinda Rajapaksa.
The Military personnel asked the people to think whether Ranil or Mahinda is good to them. In addition, the Military reminded the people that Karuna was broken out by Ranil. Also, they told the people that the people would again be subjected to displacement as the war begins in case Ranil comes to power.
The Military engaged in the election campaign for Mahinda saying the President Mahinda will implement many more developments and the Military further emphasized that Maitri would do nothing for the Tamils.
Meanwhile, President Mahinda Rajapaksa recently engaged in election campaign in the North and East. He also engaged in election campaign at Killinochchi and Mullaitivu districts in the Northern Province.
“The president’s election campaign occurs at Mullaitivu that was the stronghold of the LTTE terrorists earlier and being developed now”, President Mahinda tweeted.
Though some of the campaigns opposing Mahinda took place in the East, there is no election campaign from the opposition side has been taken place in North so far. Making use of this situation to get advantage, the Military engaged in propaganda for Mahinda.
President Mahinda Rajapaksa’s election campaign banners have been placed everywhere. Meanwhile, the Military personnel keep on distributing the leaflets and posters.
While the stance of TNA in this presidential election is yet to be announced, the people are so much confused in casting their votes, one of the political observers told the Global Tamil News.
However, making the best use of this situation, the ruling party and the Military are being engaged in various activities with the intention of receiving the votes from the Tamils in North, the sources revealed to the Global Tamil News.

Campaign for Free and Fair Election (CaFFE) is highly concerned about the violation of political right during the run-up to January 8 elections and claims that the election is neither free nor fair due to this.
Noting that a number of opposition activists, including street drama troupe, ‘Weediye Virodaya’ were attacked today at Hambantota by a goons led by Hambantota Mayor Eraj Ravindra Fernando, CaFFE states that police took no action to protect the victims.
“Leader of Weediye Virodaya Jayathilaka Bandara had asked local opposition supporters to meet them at the bus stand fearing that they will be attacked. However despite the presence of opposition politicians, including the leader of opposition at Hambantota MC Auyb Khan, they were assaulted. We have received reports that
Fernando was armed and that he tried to kidnap Bandara. Although they could not kidnap him many were assaulted and six had to get medical assistance at the hospital. However many didn’t even want to go to the hospital fearing further attacks,” Executive Director of CaFFE, Rajith Keerthi Tennakoon said.
He added that “elections are only a part of political rights and currently the right of holding an opinion, the right to expression, the right to campaign peacefully and the right to free movement of opposition activists are being constantly violated. These street performers has protested many regimes but it was the first time in recent history that they were assaulted like this”.
CaFFE has noted that “political rights of opposition activists are continuously being violated and thus the election is not teaching the international standards.  The Commissioner of Elections said that he will resign if there are election malpractices on Election Day but we would like to remind him that the Election Day is usually eventless. What needs to happen usually happens before the day of the polls,” Tennakoon said.
The troupe was also assaulted at Eppawala on December 05. The members of the troupe claim that the attack was carried out by supporters of SM Ranjith Samarakoon, Chief Minister of North-Central Province.
The Hambantota Mayor gained notoriety earlier this year when he chased away UNP MPs who were conducting an inspection tour to Mattala Airport and Hambantota Port brandishing a firearm. Later he said that it was a toy gun.

Political leaders on various pretexts claim guardianship of the nation. Both main candidates have made promises to create a better society focusing on discipline and moral order as well as the younger generation. Though the incumbent had ten years to do all this, and more importantly five years after the conclusion of the war, he has at last made a promise to create a disciplined society after winning the next election only. This seems to be an acknowledgement that the existing society is an ill disciplined one. Only Law Can Prevent Certain Election Law Violations – Mahinda Deshapriya

As the tension grows between the opposition common candidate and President Mahinda Rajapaksa, many have observed grave violations of the elections laws ahead of the election and they direct allegations at the government for misusing state property for the election campaign.
Speaking to The Sunday Leader Election Commissioner Mahinda Deshapriya said that if there are complaints about any election violations, the complainants need to direct them to the relevant authorities with exact facts
Excerpts of the interview:

Q: There are many allegations of misusing state property for election campaigns. As the Election Commissioner what measures have you taken?
A: What are the exact allegations that you are referring to? When people say “state property” there are so many state owned properties – unless you exactly refer to an incident I cannot say anything in general.

Q: For example there are complaints about using Sri Lanka Transport Board buses for election campaigns?
A: We have informed the SLTB that they have to submit a report to us based on the buses that they deploy in daily basis during the election period. They are required to inform us if the buses are being paid or not paid if the buses are given to be used for any other activity besides public transport. The issue is that nobody sends us clear complaints naming the incidents. For example without just saying that there are 200 buses being misused, the complainants can provide us with the details like number plates of the buses and for which meeting they were deployed. Then we can inquire about the buses with those number pates from the relevant depots.
When we ask CTB they say that those parties paid for the buses. There has to be a proper way of providing information.

Q: How should such complaints be lodged?
A: Only Law can prevent certain election law violations. We need the support of the entire country to carry out necessary proceedings for the election. People and civil societies should be proactive in lodging the complaints with exact details to the relevant authorities. For example if we get a complaint about a government vehicle being deployed to put cut outs in some area, the complaint should be lodged to our complain centres in the relevant area with the details of the number plate and the specific place the incidents happen etc, so that our officials can go to the place and investigate the incident before taking necessary actions. Recently, I received a complaint about a female Samurdh officer in Avissawella canvassing with a crowd during her office hours. Instead of complaining to me, they could inform it to the Kachcheriya in the area and then through the Divisional Secretariat, relevant authorities can take the necessary steps. Nobody actually follow the right process to lodge complaints.

Q: Do you think that public is unaware of how to lodge such complaints?
A: Not only public but the political parties also do not follow the right process when lodging complaints. I have informed all our complaint centres to be vigilant, so people can lodge complaints to those centres as the incident happens. I have been telling these things at meetings with the representatives of the political parties.

Q: Do you think that there is a favourable environment for an election?
A: We don’t see an unfriendly environment for holding an election. Nobody has observed an unfavourable environment for an election. If there is any concerns of an unfavourable environment the opposition could have brought that into our notice. At least the opposition has to say so. But nobody says that there is an unfavourable environment.

Q: Have you given any directives regarding the use of state media for election campaigns?
A: Not only for the state media but in general we have sent directives to all the media organisations. For the first time we have issued them directives through a gazette notification. Media directives, even if they cannot be made fully effective through law, we have now gazetted those directives and thus they come into effect. Media stations should follow those directives. State media also have some responsibility under the Sentence 117 of the Presidential Election Act which we discussed with them.
Biased or unbalanced reporting can do lot of damage. More damage can be done by reporting only part of the story too. Everybody points their finger at the state media but the responsibility in this regard is up to all the media organisations.

Q: If the directives are not followed, what measures can you take?
A: There is a difference between Sri Lankan Election Commission and Indian Election Commission. The directives given by the Indian Election Commission are considered laws whereas our laws need to be passed through the parliament or can be made effective through the judiciary. According to my view, making those laws effective through judiciary, falls into the hands of the civil society and media organisations etc. But right now civil society activists and journalists in the country lack practice of taking these matters to the notice of the judiciary, which is harmful to the election process. In many Acts, laws state ‘you may’ but not give direct orders. Many such laws related to election law violations are very weak. For some laws there is no mechanism to implement the laws.

Defence Ministry clearance required for foreign observers visiting North: Spokesman

electionInternational Observers (IO) visiting the country to monitor the presidential election will require a ‘special clearance’ along with a recommendation from the Elections Commissioner, to visit the Northern Province for monitoring purposes, Military spokesman Brig. Ruwan Wanigasuriya said yesterday.
“We have not lifted the restrictions on travel to the North. Foreign nationals will not be allowed to visit the North under ‘blanket approval’ without obtaining necessary clearance from the Defence ministry,” he said.
He said there has been no official request to date, from the Elections Commissioner to the Defence Ministry, regarding this matter.
Brig Wanigasuriya said the Commissioner has to send the details of the foreign nationals including their passport details to the Defence Ministry to be processed before giving clearance.
“If there is no recommendation from the Commissioner, we will not know the purposes of these visits by the foreign nationals. If not, they have to follow the same procedure in place,” he said.
The Peoples Action for Free and Fair Elections (PAFFREL) and the Centre for Monitoring Election Violence (CMEV) have obtained approval from the Commissioner to bring down more than 100 foreign observers from Asian countries.
Elections Commissioner Mahinda Deshapriya said they have also invited over 60 IOs from the Commonwealth, Forum of the Election Management Body of South Asia (FEMBoSA) and Asia Association of Election Authority (AAEA).
The Commissioner said those visiting the country for monitoring purpose will be allowed to visit any part of the country.

Most Govt Ministers Own Ethanol Permits: Maithri

Common candidate Maithripala Sirisena has stated that a significant number of Ministers in the Rajapaksa regime own ethanol permits and it is the reason why they wish for President Rajapaksa to be re-elected.

“This is why they wish for MR to be re-elected and for the Rajapaksa regime to continue because a change of government would mean the end of their drug rackets,” he said.
However, he had also added that a faction of Ministers are also working to sabotage Mahinda Rajapaksa’s election campaign while remaining within the government.
“No other government has plundered the country in this way. Even those who are still part of the government realize it. That is why, despite remaining with the Rajapaksa regime theya re actively working towards sabotaging MR’s election campaign,” he said.

The villagers of Keviliyamaduwa who had come for the propaganda rally held by Mr. Mahinda Rajapaksa in Batticaloa on the 19th have been brutally beaten by police.
The villagers have carried out an agitation demanding voting rights for them. The unarmed civilians were stripped and beaten by the police. Even pregnant women were not spared by the police in their brutal attack.
12 civilians had to be admitted to hospital to get treatment for the injuries they received as a result of police brutality

Maithri addresses rally on same stage despite attack and arson committed by ‘Pissa Muthuhettigama’ causing 4 million damage


LEN logo(Lanka-e-News- 19.Dec.2014, 11.00PM) Common opposition candidate Maithripala Sirisena held his election rally 17th evening at Waduramba , Galle attended by a record crowd exceeding 8000 in number ,on the same platform which was burnt down by his opponents . The lorry that transported the loud speaker to the venue was also destroyed by this wanton violence .
This devastation was caused on the 17th early morning at about 5.45 by the notorious mentally unhinged Muthuhetigama M.P. who is taking treatment daily for his mental condition .This M.P. who is noted for his insanity fits had arrived with a gang of goons and set fire to the stage, and the lorry that transported the loudspeakers and sound equipments for the meeting ,inflicting heavy losses and damage .
According to the owners of the audio supply equipment Co., the damage caused to the sound equipments and the speakers is over Rs. 4 million. The three individuals who arrived to supply the sound equipments had also been assaulted , resulting in the victims fleeing the scene in fear.
One of the two vehicles that was used for the attack belongs to the local body . Its number is PS 7408 and is utilized for the election activities . This was supplied to the local body lately. It has come along Pilagoda road , while the other vehicle No. WP KJ 3863 is a jeep that transported Muthuhettigama and his goons. These goons were armed with two pistols.
Two eye witnesses have made two complaints with the Waduramba police . Nevertheless , the DIG of the division had instructed the police not to arrest ‘Muthuhettigama pissa.’ Moreover , investigations are being conducted ignoring the eye witnesses. Though 6 CCTV cameras are installed in and around the town , the police have not enlisted these camera recordings for their investigations.
The violence and mayhem however had not deterred or daunted the crowds attending the rally. More than 8000 were present at the rally which was addressed by Maithripala Sirisena , Rajitha Senarathne , Ravi Karunanayake , Sarath Fonseka , Arjuna Ranatunge and Hemakumara Nanayakkara .
The most striking part of this rally was , despite all these obstructions caused , and violence sparked by the government , a group of about 500 SLFP seniors wearing blue caps joined the opposition in support of Maithri at the meeting .

Cannot get assaulted again by giving true reports – SIS chief!

sis“We are giving true reports to the president to help him rectify his weaknesses and go forward. But, he thinks we are doing a wrong. We too, can deceive him, like those around him, by saying he will get 65%. That will ruin him. We do not give these reports to the media. They are leaked to the media by those around him. We get assaulted after trying to do good,” State Intelligence Service chief, DIG Chandra Nimal Wagista has told his officers recently.
Wagista and his officers were discussing as to how they should report the real situation in the country to the president.
The officers have noted that the situation in the country was not at all favourable to the president. However, if they report the actual situation to the president, the SIS chief is afraid that he will get assaulted again.
“Whatever is the situation in the country, I cannot get assaulted again after telling him the truth. Change those figures and make a report to appease the president,” so saying, the SIS chief ended the discussion and is due to take this latest report to the president in the coming days.

Parents, Teachers Summoned To Schools For MR Campaigns

In yet another devious act of state resource exploitation parents, teachers and students have been summoned to schools by the Education Ministry to participate in various abruptly organised ‘openings’ despite the schools remaining closed for December holidays, to promote President Rajapaksa‘s election campaign.

Teacher unions have expressed their concern over these meetings and ‘openings’ that have been organised out-of-the-blue soon, pointing out they are a clear violation of election law flouting which the authorities have failed to prevent.
“Since the end of the 2014 O/L examination on December 17 until now, a total of six Mahindodaya laboratories have been suddenly unveiled by the Education Ministry in Gampara and Puttlam districts,”Ceylon Teachers Union (CTU) Joseph Stalin said.
He said that school authorities have summoned parents, teachers and students of the respective schools for the event where they had been made to sit through hours of speeches and presentations about the development carried out under the Rajapaksa regime.
Stalin added that about six more have been scheduled to be opened within the coming days in Hambanthota and Batticaloa districts.
Despite lodging complaints with the Elections Commissioner regarding the exploitation of students and school resources in MR’s campaigns, these election law violations have been allowed to continue due to the inefficiency of the local authorities.

Santa won’t come

Sri Lankans are in for a big disappointment. The Pope may come next month, but Santa won’t be here this Christmas. For, we have two local Santas doing his job much better than he and his visit will be redundant. One of them is wearing a saataka and the other is in a waistcoat borrowed from Modi. The former is already showering goodies on the public and the latter is promising much more in a few weeks provided the people facilitate his ascent to power.

President Mahinda Rajapaksa’s real manifesto for the upcoming presidential poll came in the form of his Budget 2015. He is expected to present an additional one shortly. His contender, Maithripala Sirisena, has just released his policy document full of promises; it is obviously his answer to the President’s budget. Having seen many an unfulfilled promise in Mahinda Chinthana and the manifestos of his predecessors one wonders how on earth Sirisena would be able to make good his promises such as the cancellation of loans and the provision of handouts in case of his victory unless he has found Aladin’s magic lamp with the famous genie willing to work for him without defecting.

Rajapaksa became president in 2005 vowing to abolish the executive presidency and now he is seeking a third term. Sirisena blows hot and cold on his promise to scrap that institution. His gobbledygook has left us confused as to what he really intends to do with it. How can we expect a man who insists that he is still the SLFP General Secretary in spite of his defection to give up the executive presidency if he succeeds in securing it?

The incumbent government’s solution to the problem of unemployment has been to recruit the youth, mostly its backers and unemployed graduates, to already overstaffed state institutions. Sirisena tells us that he would follow the Temasek model which leaves no room for unnecessary recruitment. That is he will have to downsize the state service drastically in case of his victory.

What suits a city state may not necessarily work for this country. Disastrous experiments with state ventures under successive governments do not allow us to repose our trust in models promised by politicians as the panacea.

The onus is on any government to create an investor friendly environment and facilitate the growth of the private sector without milking it dry through extortionately high taxes, but at the same time the public ventures must be developed so that there will be a healthy competition between the two sectors.

Sirisena’s promise as regards the management of public ventures reminds us of the fraudulent divestiture programmes under the UNP-led UNF government such as the sale of the Sri Lanka Insurance Corporation and the Lanka Marine Service property. These deals were exposed by the parliamentary watchdog committee, COPE, headed by MP Wijeyadasa Rajapakshe, who is now a leading figure in the UNP at the forefront of the Opposition’s anti-corruption drive! Thankfully, the Supreme Court declared those deals null and void but the UNP politicians responsible for them went scot free; worse, they are now clamouring for good governance!

The bigger the promise a candidate makes the less serous he/she is about honouring it. Before the 1977 general election late J. R. Jayewardene promised eight pounds of cereals (eta ata) free of charge besides a righteous society (dharmista samaajaak) and his predecessor Sirimavo Bandaranaike pledged to bring rice from the moon (handen haal). The late President Premadasa promised a roof over everybody’s head and an end to poverty. (More than one half of the people of Colombo, which was his stronghold, are still living in slums and shanties!) President Chandrika Bandaranaike Kumaratunga promised a country free from corruption and terror (dhooshanya saha bheeshanya). (She was fined by the Supreme Court for abuse of power and an illegal land deal.) Ranil Wickremesinghe captured power in Parliament in 2001 by promising the youth gold chains and bracelets and vowing to ‘regain Sri Lanka’, among other things. President Rajapaksa, not to be outdone, promised to make Sri Lanka ‘Wonder of Asia’, no less!

Lies, damned lies and election manifestoes! Edmund Burke it was who said: ‘Hypocrisy can afford to be magnificent in its promises, for never intending to go beyond promise, it costs nothing.’ Politicians are lucky that there’s a sucker born every minute.
