Review: 'Sri Lanka's Secrets: How the Rajapaksa Regime Gets Away with Murder'

'Sri Lanka's Secrets: How the Rajapaksa Regime Gets Away with Murder' by Trevor Grant, is a powerful book, containing many details that will inform, energise and enrage even those who are familiar with Sri Lanka, let alone those who are new to understanding the issues that continue to fester on this island. Trevor Grant’s contribution to the literature on Sri Lanka should be compulsory reading for everyone interested in Sri Lanka. His extensive research, access to individuals willing to talk, and ability to tie individual stories back to a bigger argument make this a very powerful book.

The layout of the book – as a visual and verbal presentation of the evidence of the crimes committed in Sri Lanka – is compelling. Though the pictures and facts will be familiar to many, the presentation and their gathering together in one place is a valuable contribution. But even more compelling is the personal stories of those who lived through the horrors – and continue to suffer the effects. Part 2 should be compulsory reading for everyone – even those who think they know everything about Sri Lanka. Grant’s ability to extract detail from his interviewees and then present it back factually is profound. And the factual presentation only reinforces the horrors suffered by Thomas, Anna, Maravan, Kumar, Sugi and Selvan. Their courage in sharing their personal horrors, combined with Grant’s ability to convey their pain in a few words, make these three chapters a powerful testament to both the human ability to carry on, and the human capacity for one person or a group to inflict unimaginable suffering on another. 

The structure of the book is well thought out and engaging. The combination of individual case studies in part 2, focus on the war zone in part 3 and thematic focus on children, women and the elderly in part 4 combine to provide multiple entries into the individual and real experiences of the Tamil population. These, combined with the focus on the Australia-Sri Lankan relationship in parts 1 and 5 which serve as bookends to these horrors, makes for a book that makes its case strongly.

Written from Australia, the book has a very strong focus on the relationship between the two countries. It is highly influenced by the circumstances at the time of writing such as Australia’s response to ‘the boats’, the internment of asylum seekers off-shore and the powerful domestic frame within which turning the boats away is more important to Australia than concerns about human rights. This makes a contribution to the literature on Sri Lanka as the bilateral relationship is rarely examined.
There are a few issues with the book that also need to be acknowledged. In seeking to make some of the broader arguments, the author relies on the language of assertion rather than the data at hand. Though there is very compelling data, it is sometimes overwhelmed by the assertions made. 

In seeking to cover a vast expanse relating to the island and suffering, the book could be in danger of losing a compelling presentation by attempting to tie it to a bigger argument. In places the book is a documentation of events and experiences. In other places it is a polemic against the atrocities of the Sri Lankan state. This may prove to be a deterrence for those who want to learn about Sri Lanka. Thus the book may end up preaching to the converted – to those actively engaged in Sri Lanka and already aware of most of the facts. This is not to argue that even those very actively engaged in Sri Lanka cannot gain from reading this book, but rather to suggest that a wider audience may be missed.

Also, while the focus on Australia, and the relationship between Australia and Sri Lanka makes this a unique book, this too may impact on the readership. To those familiar with Australian life and politics, the discussions about Packer, Gillard, Carr, etc. are detailed and provide fascinating insight into the domestic and corporate concerns in Australia’s policy towards Sri Lanka. But to those unfamiliar with Australia – who perhaps read it from a Sri Lanka perspective – these passages could prove hard to grasp due the author’s presumptions that the reader is familiar with these personalities. But on the other hand, the failure to make it clear that Australia too is a central concern of the book – there is only a reference in the last sentence on the back cover – means that a readership mainly interested in Australia might pass over the book thinking it is about Sri Lanka.

These small criticisms however should not detract from that fact that this book contains many new pieces of information put together in a compelling manner. It serves as testimony to the fact that many witnesses survived the ‘war without witnesses’ and that all they are looking for is the opportunity to share their stories and assistance in moving on. Some might see it as incumbent on the West to at least now begin to make reparations for the decisions of those times. It is certainly incumbent on all of us to at least listen to their stories – if they are willing to relive their horrors, can we be so inhuman as to turn away? And in this, Grant makes a strong contribution to giving all of us the opportunity to hear their stories.

President Rajapaksa told the world in 2011, there is no LTTE terror in Sri Lanka. That people of all ethnicities and in all parts of Sri Lanka, no longer live in a state of fear. Two years later, President Rajapaksa decided he could hold elections to the Northern Province and the election was held on 21 September 2013. That was 04 years and 04 months after he officially declared the military intervention against the LTTE was over and the LTTE had been completely eliminated, “in a humanitarian operation” as he called it. Except KP, everyone in the LTTE high command including Prabhakaran was killed in the war. Two months after the Northern PC elections were held and the TNA elected in grand style, the Secretary MoD very clearly said, “….we finished the LTTE”.

Enough lands to give Chinese but none for Sri Lankans threatened with imminent landslides – Biggest landslide ever devastates hundreds


LEN logo(Lanka-e-News-29.Oct.2014, 11.55PM) The Rajapakse regime that is only eager to provide countless acres of lands to the Chinese had uncaringly and ruthlessly ignored the many warnings issued to it since 2005 , that its own people living in the unsafe hills of Miriyabedda -Koslanda , Haldamulla are facing imminent danger to their lives , and had not taken any steps to provide alternative safe lands and protect their lives . Consequently , many hundreds of these helpless and hapless people had to face a catastrophe of epic proportions today (29) unprecedented in Sri Lanka ‘s history claiming many lives and causing untold sufferings to hundreds of others.
This morning at about 7.45 owing to this neglect hundreds of those people of Miriyabedde line village were buried alive by landslide . The government which is the architect of this misfortune had still not been able to give officially the correct statistics of the number who have died.
Mahinda Aamaraweera , the Minister of disaster management (or rather mismanagement) revealed , about 300 people are buried alive and bodies of 8 others have been discovered. An officer of Koslanda police answering our queries a little while ago said , it is not possible for any officer to say how many people were there in that area of disaster. Those who could give the figures have also been buried following the landslide. So far only three bodies have been recovered , police added.
The forces engaged in the rescue operations issuing an official communiqué stated , they could only say there were about 150 houses along the 7 rows (lines) , but the number dead cannot be said for sure. Until 3.00 p.m. the forces had been able to recover only 9 bodies . The communiqué states that 300 members of the forces were dispatched by the 11 th division of the headquarters to the venue of the disaster within 45 mins . of its occurrence .
In SL , there is no Institution to avert natural disasters, rather there is only a disaster management center which has often incurred the displeasure of the people in general and wrath of the victims of disaster in particular due to mismanagement going by history.
Minister Samaraweera following the disaster addressing the people made a statement which implicated the people as responsible for this natural disaster. He blamed that the residents did not take measures to evacuate those disaster prone areas despite warnings issued in 2005 and 2011 that those areas are landslide danger prone. This Minster whose mind is so warped could not answer the question , where are these people to find alternative locations ? Is it not the responsibility of his to evacuate them and provide safer areas to live ?
The government that forcibly evicted the estate population from Colombo to sell their lands to the Chinese , also was fully aware of the perils faced by the Tamil estate population since 2005. Yet why didn’t it use those same powers to safeguard the lives of that population ? Why couldn’t this same government that is supposedly building towns after converting sea territories into lands with great fanfare , could not provide alternative lands to these Tamil people in safe areas to build a shelter since 2005 even after being fully aware of the grave risks they were facing for nearly 10 long years?
In this connection , when the opposition leader posed a special question in Parliament this morning , the government could not give a satisfactory answer. The opposition leader Ranil Wickremesinghe who issued a communiqué thereafter stated thus :
Details in regard to the disaster this morning that devastated Haldammulla Meeriyabedde , have still not been made available. When I inquired about this in Parliament this morning, its was revealed so far no detailed report is out. At that time when this revelation was made , there were no detailed report on the losses resulting from the catastrophe.
Based on the information of unconfirmed sources , many lives may have been subjected to this tragedy . This is a matter for great sorrow. It is our duty at this juncture to render maximum help to the victims of this devastation who are our brothers and sisters ,casting away differences of religion , race, party etc. We invite every Sri Lankan to be a part of this effort .
According to reports reaching Lanka e news from London that made some inquiries about this tragedy , many hundreds of people have been buried alive , yet the officials of the divisions connected with this tragedy are indifferent and are apathetic . Perhaps this attitude can be stemming from the mentality developing out of the 30 year old cruel war. The value of lives do not seem to be of much concern of the officials and authorities of the country. If a repeat of history is to be averted , they must develop true human feelings and sufficient sincere compassion .

logoThe Sri Lanka Red Cross Society (SLRCS) says that 7 districts are currently being monitored for possible landslide situation, where Volunteers and Government Officials are on standby to assist in a possible evacuation.

Red Cross volunteers assisted in evacuating over 1200 people in Nuwara Eliya due to the threat of landslides. They are now housed at 15 evacuation centers in the district and being provided with required non-food relief items and first aid support.

In a statement issued today, SLRCS said it continues to support the people affected by the Koslanda landslide, currently being housed at two temporary camps in Poonagala and Koslanda.

“As of this morning Red Cross volunteers and officials assisting the search and rescue efforts in Coordination with the Ministry of Disaster Management and the Military handed over a consignment of baby formula and other relief items, and also safe drinking water bottles. 100 body bags were also handed over to the Military today upon a request by the DM Ministry.”

The SLRCS stated that as of now 03 bodies have been recovered from the debris and an accurate calculation is underway to determined the number of missing.

The landslide destroyed 66 houses in the Meeriyabadda village. A community hall, two milk collection stations, a Hindu Temple (Kovil), two shops and a communication was also destroyed from this disaster.

“Our volunteers and search and rescue teams have been assisting the Government Officials and the Military with the ongoing operation and this will continue until the said operation comes to a halt” says the President of Sri Lanka Red Cross Mr. Jagath Abeysinghe.

“We are also now looking at longer term support for the people affected, specially the children who have become orphans from this tragedy.”

Also in Moneragala several houses has been destroyed due to flash floods. SLRCS is assessing the damage caused and will provide the necessary support in coordination with Government Authorities.

Hopes are fading for victims of a landslide which may have buried more than 100 people in central Sri Lanka.
Hundreds of troops have been using heavy equipment to dig through tonnes of mud that buried the tin-roofed homes of workers at a tea plantation.
It is still not clear how many people are trapped in the disaster which was caused by heavy rain.
The authorities have evacuated hundreds of people from nearby villages due to fears of fresh landslides.

Hopes of finding survivors in the landslide-hit village in Haldummulla in the Badulla District were fading, Disaster Management Minister Mahinda Amaraweera said yesterday.

"No survivors have been found so far and I don't think there could be any survivors," Minister Amaraweera told The Island after visiting the place for the second day.

"Bad weather is hampering search and clearing operations; rescuers are digging through mud", he said, adding that there was also a risk in digging the area further as the National Building Research Organization (NBRO) has warned that the adjacent hills may collapse and some cracks on the upper crust of the land had been observed.

"We will keep rescue operations going, but under the prevailing conditions it is very, very bleak," the Minister added.

Amaraweera said, "Currently we are using only one machine at the main disaster site as there is no road to get there, therefore the recovery of bodies, too, is at a slow pace,"

"There may be around 100 people buried. Some children and estate workers were not at home at the time of the disaster."

But, reports released by the Disaster Management Centre (DMC) said some 192 people were missing. It has revised down its estimate of the number of people missing in the disaster to 192 from 300.

The Minister said that it was difficult to say immediately how many had perished.

At the disaster site, hundreds of servicemen and government officials resumed search and clearing operations.

Around 818 persons were displaced are currently accommodated at two schools in Haldummulla, it said.

The DMC said, "Some 518 persons from 146 families are put up at the Koslanda Tamil School, while some 300 persons from 97 families are accommodated at the Poonagala Tamil School."

According to the DMC, at least 63 line houses had been completely destroyed.

President Mahinda Rajapaksa yesterday visited the landslide affected area and instructed authorities to allocate land for affected people immediately.

According to Nuwara Eliya District Secretary D. P. G. Kumarasiri, a total of 150 families residing in several disaster prone areas in Nuwara Eliya had been evacuated in view of risk of landslide.

He said those families were provided accommodation in several relief camps.

The NBRO extended the landslide alert to Kandy, Badulla, Nuwara Eliya, Matale, Ratnapura and Kegalle Districts and warned of the possibility of landslides, rock falls and cut slope failures. Landslides are likely to occur in Badulla (Bandarawela, Ella, Passara, Uwaparanagama, Haldummulla, Haputale, and Haliela).

The DMC has requested the public to be on alert along roads such as Kandy-Ragala via Walapane, Nuwara Eliya -Hatton, and Kandy-Badulla via Randenigala).

The NBRO said that if rains continued during next 24 hours landslides were likely to occur along roads in Badulla (Ella-Wellawaya, Haputale-Beragala, Beragala-Wellawaya, Badulla-Spring Valley, Passara-Lunugala, Etampitiya-Welimada, Badulla-Bandarawela and Mahiyangana, Haliela-Welimada) was imminent.

The Meteorology Department said that showers or thundershowers would continue over most parts of the country, particularly during the afternoon and night and heavy rain falls of more than 100mm were also expected.

Meanwhile, the National Child Protection Authority (NCPA) has requested public to provide any information on vulnerable children among those who are affected.

The hot line 1929 is open to the public to provide information.

Sri Lanka downplays India's concerns on death sentences to fishermen

Sri Lanka on Friday downplayed India's concerns over the death sentences handed down to five Indian fishermen for alleged drug trafficking, saying India is "clearly aware" of legal systems in the country. Responding to a question, Keheliya Rambukwella, Sri Lankan Minister for Information, said India understands Sri Lanka's prevalent laws.
He said India's concerns raised on Thursday's verdict should not present Sri Lanka with any problems. The five fishermen, all hailing from Tamil Nadu, were apprehended in 2011 by the Sri Lankan Navy on charges of smuggling of drugs in the seas off northern Jaffna's Delft islet.
"India is clearly aware of another country's legal systems, treaties signed, convicts exchange agreements," Rambukwella said adding that Sri Lanka need not make any interpretation of Indian concerns. Rambukwella was asked about Sri Lankan government's reaction to India's reported bid to appeal against the Sri Lankan High Court death sentence against the Indian fishermen.
The court ruling drew a sharp reaction from India which took up the matter with Sri Lanka and said it would appeal to a higher court against the judgement within 14 days.
India on Thursday said the five Indian fishermen - Emerson, P Augustus, R Wilson, K Prasath and J Langlet - who were apprehended on November 28, 2011 by the Sri Lankan Navy on charges of narcotics smuggling, have always maintained their innocence. The Indian government through its High Commission in Colombo and the Consulate General of India in Jaffna has been extending all possible consular assistance to them, Ministry of External Affairs spokesman, Syed Akbaruddin said.
"Government of India is fully committed to continue providing all assistance to the Indian fishermen. The lawyers of the Indian fishermen will file an appeal to the next court of appeal within the prescribed 14 days," the spokesman said.
The court ruling had triggered violent protests in parts of Tamil Nadu on Thursday. Sporadic violence broke out in and around Rameswaram island as a large number of people staged protests against the Sri Lankan court's verdict. 
The issue of fishermen is a very emotive matter for both Sri Lanka and India, where Tamil Nadu-based parties including AIADMK and DMK have been regularly pressing the Centre to take up the matter with the Lankan authorities seriously and have often resented high-profile visits from the island nation.
Sri Lanka has been alleging that Indian fishermen regularly stray into its waters depriving local fishermen of their livelihood. The two countries are separated by the narrow Palk Strait which is also a rich fishing ground.

The secretary of the ministry of power brought in a rule to say that all participants must have a local agent and disqualified Taurian from the race despite the Presidential Appeal Board verdict of the award for Taurian.

The past two years at their same high price cancelling any tender which was floated), Local Agent – Ravi Wijeratne (Casino Owner), Power Ministry Secretary Ferdinando (Crony of Ravi Wijeratne) & Journalist FarazSauketaley (Sunday Leader, PR Agent of Crown Casino of Ravi Wijeratne).
The coal mafia ensures that NO other company supply any coal to Sri Lanka. The below story is a result of the well planned strategy of this mafia.
The Story;
02 ships of Noble Resources – Half Unloaded – Gets stranded in bad weather in Norochchole. Emergency situation where any delay will result in coal catching fire. No unloading is possible for 06 more months (Monsoon). Lanka Coal Company (State Owned) & Ceylon Shipping Corporation (State Owned) makes desperate plea to coal mafia to help by taking the vessels out and bring them back after monsoon.
The coal mafia which makes all the money with the coal supply does not bother to help. They tell government to fly a kite and just pay for the coal. No solutions given.
LCC & CSC goes around the world, trying to look for someone to help. And only company which came in for rescue was Taurian.
Taurian says that they will take the 02 ships back, bring the same quantity back after monsoon but to compensate for the extra costs involved (Freight charges of taking the ships back and returning which will well over USD 3 Million) they be given 03 more ships of supply (At the same Noble Contract terms & Pricing).
Taurian signs proper, legal contract with CSC as agreed by LCC (and Definitely with the knowledge of then Minister) and takes the 02 ships away.
THIS UPSETS THE COAL MAFIA BECAUSE THEY NOW KNOW THAT A SECOND PLAYER IS ENTERING AS A SUPPLIER INTO SRI LANKA.
After 06 months, Taurian innocently brings back the 02 ships, expecting to get the LC’s for 03 more ships.
Coal Mafia (Faraz) writes full page articles continuously (Sunday Leader) mentioning the the coal of Taurian is low quality. Ferdinando acts as per the plan and stops the unloading of the coal.
Taurian Submits the Load Port Test Certificate which certifies that the quality of the coal is good. Coal Mafia manipulates the local SGS certificate to show that the quality is poor.
As per the contract, CEB sends the third party samples to a “Neutral Testing Agency” in Indonesia which confirms that the coal is indeed good.
Ferdinando gets stumped, refers the matter to CID then to the Attorney General. Attorney General very correctly says that Taurian is not at fault and to implement the contract – Means give 03 more ships to Taurian and then conclude the contract – This way LCC would have got their entire coal back.
But NO ACTION WHATSOEVER is taken by LCC, CEB or CSC for the fear of Ferdinando. Contract is ignored and incomplete and no one speaks about it for two years (Due to the influence of the Coal Mafia) until this week.
There is no major bad quality scenario (of any it must be technically proven and contractually recovered from Taurian) or Corruption aspect on the Taurian deal. The real corruption is with the Coal Mafia and now they are diverting the attention towards Taurian misleading the public and also to frame the former minister with baseless allegations.
It is such a joke that a state owned company violates a signed contract with a foreign company SIMPLY BASED ON A SUNDAY LEADER ARTICLE.
TAURIAN
Has signed a contract, if Taurian has breached this contract, it is a simple matter of implementing the contract or taking legal action against them – Why was any of these not done for the last two years?????
Noble – Coal Mafia
First tender must have been awarded to Holcim but was won by Noble violating procedures.
Supplies at a very high price (CEB loses 25 Million USD minimum annually).
Period covered by the first tender ended 02 years ago. But they continue to supply.
Last two tenders (one won by Taurian, the other won by Swiss/Singapore) cancelled by Ferdinando.
Noble is blacklisted by Pakistan government for these same practices.
Never supplies on time or supplies the agreed quantities – Last season they were supposed to bring 700,000MT but brought only 300,000MT.
Future
Right thinking people must campaign to run a legitimate tender and award the coal supply contract to a lowest responsive bidder – Breaking the Noble Monopoly.
Either implement the Taurian contract or legally correct it instead of sitting doing nothing and instead of misleading public with baseless stories mentioning Taurian thus letting the real culprits get away.

Seychelles Chamber of Commerce chairman Marco Francis 

refutes Sri Lankan fraud allegations

(Seychelles News Agency) - The Chairperson of the Seychelles Chamber of Commerce and Industry (SCCI), Marco Francis, has categorically denied allegations of fraud and money laundering levelled against him in a Sri Lankan online news site, the Lanka Herald.

The article, dated October 30, states that Francis and his business partner, Czech national Robert Piksa, had "swindled" a number of unidentified Sri-Lankan nationals seeking to do business in the Seychelles.

(LONDON) - It seems, at last, that the intransigence, arrogance, disrespect and disdain that Mr. Netanyahu and most of his cabinet colleagues have shown towards their benefactors in the USA have proved to be too much to bear for the Obama Administration, including Mr. Obama himself.
Senior officials have called Mr. Netanyahu ‘a chickenshit prime minister’, ‘a coward’ and ‘a man more interested in his own political survival than peace.’
No one can blame them. Ever since Harry S. Truman decided to adopt the illegitimate child that is Israel, America has extended every possible courtesy and support to the Israeli cause. As a matter of fact, America has given Israel more than $120 billion dollars in aid. One hundred and twenty BILLION dollars.*
Add to that, the continued supply of state-of-the-art weaponry, the blanket protection in the international, diplomatic and political arenas and the actual involvement of the USA forces in proxy wars on behalf of Israel ...and you would have thought that Israel, to say the least, would be grateful.

Israeli prime ministers, foreign ministers and defence ministers have continuously referred to America in disparaging terms, from Moshe Dayan through Arial Sharon to the present prime minister, Benjamin Netanyahu.
Moshe Dayan memorably said, “Our American friends give us money, give us arms and give us advice. We take the money, we take the arms and we ignore the advice.”
Arial Sharon famously told his then foreign minister, Shimon Peres, “Every time we do something you tell me Americans will do this and will do that. I want to tell you something very clear, don’t worry about American pressure on Israel. We, the Jewish people, control America, and the Americans know it.”
And now Benjamin Netanyahu appears to have taken his disrespect and disregard for the Obama US administration to new heights.
This is manifested in language that is less than respectful every time Mr. Netanyahu visits The White House and lectures Mr. Obama, in full view of the international press, on how to run his foreign policy.
Every announcement of illegal settlement construction, particularly in East Jerusalem takes place literally on the doorstep of The White House.
“We view settlement activity as illegitimate and unequivocally oppose unilateral steps that prejudge the future of Jerusalem,” said Jen Psaki, spokesperson for the US Department of State.
Then what does Netanyahu do? He announces yet another 1000 illegal settlements in East Jerusalem.
“Anti-settlement rhetoric is disconnected from reality,” Netanyahu is reported to have said, “as the French build in Paris and the British build in London the Israelis build in Jerusalem. We will continue to build in Jerusalem.”
He goes further when he implies that Israel does not need the approval of The White House to do what it needs to do in order ‘to protect Israel’.
His latest move has been to threaten to by-pass the President completely and go straight to Congress. Disrespect? Arrogance? Over confidence? Talk about biting the hand that feeds you.
According to White House insider, Jeffrey Goldberg in ‘The Atlantic’, successive Obama administration officials have called Netanyahu ‘recalcitrant, myopic, reactionary, obtuse, blustering, pompous', and “Aspergery,” implying that the Israeli prime minister suffers from a mental illness.
Mr. Goldberg assures us that these are verbatim descriptions. “I keep a running list”, he says.
The remarks are particularly telling in having been made to Goldberg, a Washington insider who has interviewed both Obama and Netanyahu, and who warned that US-Israeli relations were in a “full-blown crisis” that could only get worse after the midterm elections.
Look at what Netanyahu’s defence minister, Moshe Ya’alon had to say about Mr. John Kerry, US Secretary of State. He called him, ‘obsessive and Messianic’ saying he hoped Kerry “gets a Nobel Prize and then leaves us alone.”
The Americans are certainly not alone in feeling fed-up with Mr. Netanyahu’s intransigent behaviour and disregard for international rule of law.
The spokesperson for Lady Ashton, Head of EU Foreign Affairs, said “The European Union could only condemn such an ill-judged and ill-timed decision if the plans for the building of 1000 units in East Jerusalem went ahead."
Let’s not forget what the former French President, Nicolas Sarkozy, who is now actively working on his comeback into French politics, said to Mr. Obama after meetings with Mr. Netanyahu.
“I cannot bear Netanyahu,” he said, “The man’s a liar.”
Obama reportedly responded, “You’re fed up with him. I have to deal with him every day.”
My friends, especially my American friends, I have always pointed out to you the dangers of Zionism and said that you are occupied too.
I call upon you once more to redeem your country from the clutches of Zionism and corporate America. Come midterm elections please vote in the people who will serve your interests and those of your country not those who put Israel’s interest first.
Time for America to be the land of the free again.

UN rebukes Israel over Jerusalem settlements

BBCIsrael has faced strong criticism at the UN Security Council over plans to build homes in occupied East Jerusalem.
UN political chief Jeffrey Feltman said that the settlements would raise "grave doubts" about Israel's plans for durable peace with Palestinians.
The meeting was called after the Israeli PM's office ordered plans for over 1,000 new units to be advanced.
Jewish settlements and Jerusalem are among the most contentious issues between Israel and the Palestinians.
