Geneva, 07Oct 2014: Making a submission on behalf of the Tamil Civil Society at the 112th session of the Human Rights Committee being held at Geneva Attorney at law Kumaravadivel Guruparan insisted that without the right to self-determination Tamil people in Sri Lanka will not be able to enjoy the entire array of rights enshrined in the ICCPR. He raised the issues of illegal appropriation of land and Militarisation as well. Finally Mr. Guruparan urges the committee to holistically appreciate and identify the violations against the Tamil community in their appropriate context.

Article 1 of ICCPR a necessity to address systemic violations against Tamils – BTF

Article 1 of the International Covenant on Civil and Political Rights (ICCPR) must be acknowledged to address the systemic violation of Tamils in the North-East said the British Tamil Forum commenting on its involvement in the review of Sri Lanka at the UN Human Rights Committee.

“The collective human security of the Tamil people in Sri Lanka rests on providing them with an opportunity to exercise their right to self-determination under the ICCPR’s Article 1. The failure to address Article 1 during the state review process is significant. The Human Rights Committee needs to do more than just acknowledge the incidences of these violations and point out the need for addressing the structural factors that lead to such systemic violations,” said the BTF in a press release from Geneva.

“The main focus of the 27th session in September for our delegation was to liaise with Office of the High Commissioner for Human Rights (OHCHR) Investigation on Sri Lanka (OISL) on evidence gathering & supplying, as well as to find solutions to overcome problems caused by Sri Lanka’s non-cooperation to the investigation, as well as to discuss with Missions regarding further actions against Sri Lanka,” added the statement.

Commenting on the importance to use all avenues in the UN to pressure Sri Lanka, the BTF human rights co-ordinator, Sowjeya Joseph, said, 

“While the OISL investigation is present and the efforts to facilitate submissions are ongoing, however, it is of utmost importance, in a time where the Sri Lankan State is under extreme pressure and is in the focal point of the international community, to engage with all possible UN Human Rights mechanisms in order to force the Sri Lankan State to comply with human rights and to establish the case of violation of collective rights.” 

Speaking to Tamil Guardian after the Human Rights Committee review of Sri Lanka in Geneva, Joseph, added,

 “Following the review of Sri Lanka, we were happy to notice that the expert committee confronted the state with critical questions and positively included information provided by all NGOs into consideration. AS an outcome we expect strong recommendations regarding the implementation of the ICCPR, which is one of the most important human rights treaties, and are hopeful that these will be positively acknowledged by other UN bodies in the process of holding perpetrators of mass atrocities in Sri Lanka accountable.”

Colombo University, Arts Faculty Academics Boycott Lectures Protesting Student Violence

Colombo TelegraphIt is reported that Faculty of  Arts, University of Colombo has taken a decision in the afternoon of October 7thto boycott all lectures for undergraduates in 2nd, 3rd and 4th years until further notice protesting continuing student violence unleashed by leaders of the Arts Faculty Student Union against other students in the Faculty.
raggingThe student union has been refusing to declare an end to ‘ragging season’ which has been continuing for over three months since the freshers were admitted to the University in the last week of June, 2014. Any freshers who resist ragging have been  verbally abused with filth and physically attacked. One such male student, son of a senior academic from another university was dealt a severe slap in the year for challenging ragging and had to seek medical treatment and a complaint filed at the Cinnamon Gardens Police station said to remain active for continuing legal procedure. A female first year student, whose both parents are said to be lawyers was continuously hounded by the student union leaders for resisting ragging and was severely slapped by one of them surrounded by others. The assailant had offered to give his photograph to her daring her to make a complaint to the police challenging her that he would be released in two minutes within the arrest. It is reported that while she made a complaint to the Cinnamon Gardens police station the culprit was taken into custody but proving his claim he had been released within minutes due to a phone call received by the police. Later, under pressure the female student who was assaulted had agreed to withdraw legal proceedings against the assailant. On another occasion a group of about 15 first year non-hosteller students were huddled together and abused in filth and beaten up by the student union leaders for not following their orders. On all these occasions the university authorities have not been able to taken any action against the culprits.
In addition to freshers being subject to such abuse and violence, seniors who either talk against such violence and ragging  as well as those who attempt to converse with freshers either within or outside the university have been subjected to verbal abuse and physical attacks. Senior students who have attempted to expose in the social media ragging carried out by student union leaders have been threatened with physical violence and forced to withdraw such material from social media. Similarly, seniors who have attempted to converse with first year students on campus have been  roughed up on several occasions.  It is in the immediate aftermath of  the latest of  such  incidents that at a meeting of the Heads of Departments of the Faculty of Arts chaired by the Dean that the decision mentioned at the beginning of this report  had been taken. The last incident had taken place on last Tuesday (7th October 2014) at noon when a student union leader assaulted a second year student in  the student canteen in the Faculty of  Arts when he was having a conversation with two female first year students.
A special meeting of the Faculty Board of  the Faculty of Arts has been convened for 9th Thursday  morning to discuss the matter of ongoing ragging and student violence in the Faculty and take appropriate action.

During the discussions the common programs in the best interests of the people based on a legal foundation with a view to installing a Democratic government of good governance was accepted by all main opposition parties to the common program who arrived at a consensus. Lanka e news considers itself fortunate to bring this salutary report to its viewers and the intelligent Sri Lankans who are concerned about justice and the country’s future ,thereby sharing our own view.
These discussions were held at an undisclosed venue with the participation of a team representing the opposition and UNP leader Ranil Wickremesinghe , a group of rescuers of the SLFP of which Chandrika Bandaranaike Kumaratunge (twice President of SL) is the leader , and representatives of the organization for a just society led by Ven. Sobitha Thero .
It is significant to note these sublime discussions centered on the most crucial and important issues revolving around the future constitution , and eliminating the snags militating against a common program, rather than wasting time on cheap half penny worth issues like who is to take up the Presidential post or going to be the Prime Minister , about which certain media and blindfolded politicos are most worried and making an empty din at various nooks and corners.
The scheming troika does not attend Sri Kotha swearing in ceremony
While the discussions for a common program proved successful, the swearing in ceremony of the UNP representatives elected for the Uva provincial council took place at Sri Kotha today. However , Deputy leader Sajith Premadasa who is taking the stance that the UNP should contest the Presidential elections alone , and that Ranil Wickremesinghe must be the Presidential candidate , and his coterie of supporters , Thalatha Atukorale and Ranjith Madduma Bandara boycotted the ceremony.
It is a justifiable conviction among the UNP members that when this common program has reached a state of success and is forging ahead , this aforementioned troika is annoyed and anguished that their own selfish self centered agendas aimed at sidelining UNP party and Ranil with a view to defeating him at the Presidential elections , have foundered on the rocks ,chose the only avenue open to the troika – boycott today ‘s ceremony. In other words , their sinister objective of taking control of the UNP via these sabotages did not reap fruits.
In these circumstances , it is the opinion of the UNP supporters that the three schemers are still plotting against UNP’s future successes as their selfish villainous agendas have been overturned, even after UNP’s victory at Uva –the best so far , by obstructing the party from capitalizing on it , and driving home the advantage gained.
The UNP members who are rudely shocked by this negative attitude of the scheming troika say , this troika had only demonstrated that serpents cannot change their nature, even after UNP leader sacrificed his position and pardoned the Devadhattas who pelted stones at their very own party headquarters .
It is because these self seeking serpents are impeding the discussions aimed towards UNP’s progress and success that the UNP leader at today’s meeting urged , everyone should subscribe to this common program casting aside selfish agendas with the goal of boosting personal images. There is absolutely no doubt that the exposure revealing who are those militating against the salutary common program , working surreptitiously and insidiously to foster the plans and plots of Rajapakses will soon become known .
Basil creeps into houses of SLFP seniors
Those who are planning Basil Rajapakse’s future aims say , it is Basil’s aim to play a key role in case there is going to be a snap Presidential election .In the event Mahinda Rajapakse wins the elections , it is Basil’s aspiration to become the Prime Minister , and eventually become the Presidential candidate at the next elections. With this calculation in mind , and to make his plans a success, Basil is these days busy creeping into the residences of the SLFP seniors disillusioned with the Rajapakses’ devastating administration , SLFP seniors reveal. Towards this end , Basil has chosen a team of businessmen as intermediaries , and the chief of that team is Thiru Nadesan , husband of Nirupama Rajapakse .
After it came to light that Nadesan is creeping into the houses of the SLFP seniors and waiting there while requesting the seniors to stay back to meet Minister Basil who is scheduled to come there , many seniors have excused themselves stating they are not at home , in order to avoid Basil. A few seniors have of course met Basil , but have bitterly disclosed to his face that the government is now rejected by the people not because of what they did , but because of the robberies and murders committed by the Rajapakses, according to reports.
Basil who is on a tour going behind the seniors has told about 15 seniors that after Mahinda Rajapakse’s victory , every one of them is going to be appointed as Prime Minister when he met them individually. The seniors who were aware of this deceitful ploy of Basil had had a hearty laugh among themselves in Basil’s absence at Basil’s expense. ‘Last time five persons were promised Prime Minister posts , this time the deception has advanced to 15 prime Minister posts,’ they jocularly told among themselves making Basil the butt of their joke.
Meanwhile Basil has appointed a team in view of the next Presidential election campaign. Willie Gamage , Charitha Herath , Anura Siriwardena , Jagath Wellawatte , Ranjith Bandara, Dhamma Dissanayake , the lickspittles and lackeys of the regime are members of that team. What is most perplexing is the promise made by Basil to them that at the next general elections they will all be taken into Parliament . This is the team that is still giving lectures on politics to the bunch of nitwits belonging to Namal Rajapakse’s Nil Balakaya .Dallas Alahaperuma had through the national youth service council had made the arrangements to provide that facility. The necessity to conduct classes for the Nil Balakaya had arisen because the experienced trade union leaders who took part in the SLFP election campaign have by now left the Rajapakses and joined with the SLFP rescuing organization .
Meanwhile , Gotabaya Rajapakse has also commenced a campaign with a separate team independent of that of Basil’s . A large number of members of the forces led by C.J Chandraperuma , Dilith Jayaweera and Duminda Silva are in Gotabaya’s team.
Following the announcement made by Rathane Thero of the JHU that he would resign along with five Ministers , Basil , Dallas and Gotabaya groups without breaking up are together going behind Rathane Thero. Mervyn Silva too who earlier made extortion and illicit commission collecting activities his favorite sport has now begun jumping out of the crease and clobbering sixes and fours with reckless abandon , about which we shall bring to you a separate report shortly .

It was reported that the United States of America had softened its stand on Sri Lanka.  This was after President Mahinda Rajapaksa met US Secretary of StateJohn Kerry on the margins of the UN General Assembly. Jen Psaki, spokesperson for Kerry and the US State Department has since said that the US position on Sri Lanka had not changed.
So it’s still hard.   Not news, though.

That will only happen if Sri Lanka builds enduing peace and prosperity for all of its diverse ethnic and religious communities. That’s why the Secretary made clear to the President that Sri Lanka needed to take meaningful steps to act like a country that is no longer at war but instead is now building a future that includes all of its citizens.’
Perhaps Psaki hasn’t heard the adage ‘charity begins at home’ for if he did he would be agitating for an end to structured racism in the USA which results among other things in racial profiling and the regular pumping of bullets into the bodies of Blacks and Latinos by white police officers who are subsequently absolved of any wrongdoing.
But if indeed he hasn’t heard of home-charity, it might have something to do with the fact that his office is not about ‘home’ but about ‘abroad’ even though all interventions and engagements are predicated with the now tired and meaningless caveat ‘to ensure the security of our country’.  What does one say to a country that is perpetually at war and yet preaches peace to the rest of the world?  What does one say to a country that destroys other countries and robs the yesterday, today and tomorrow of millions of people and yet talks of ‘building futures for all citizens’?                                                      Read More

International monitoring of the Russia-Ukraine border is "grossly inadequate", the US says, urging a bigger mandate for the OSCE security organisation.
The complaint came from the US Ambassador to the OSCE, Daniel Baer.
Nearly 300km (186 miles) of the border is beyond Ukraine's control, he said.
Russia denies Western allegations that it is sending troops and armour into Ukraine to help pro-Russian rebels. Fighting in and around Donetsk has left a 5 September truce looking fragile.
Since 26 September the Organization for Security and Co-operation in Europe (OSCE) has been monitoring the ceasefire. The combatants were supposed to establish buffer zones, but in many places that has not happened.
Several big convoys of Russian lorries have taken supplies to rebel-held areas without any border checks. Russia says they only carried humanitarian aid, but neither Ukraine nor Western observers are sure of that.

Limited mandate
The OSCE's chief observer, Paul Picard, said his team was discussing the possibility of going to other border checkpoints in areas no longer controlled by Ukraine.
"The current [OSCE] observation mission has access to about 1km of the international border," Daniel Baer complained.
The mandate of the OSCE mission on the border must be expanded, he said. Currently it only has access to checkpoints at Gukovo and Donetsk on the Russian side of the border.
Since April the heavily armed separatists have been controlling the eastern Ukrainian cities of Donetsk and Luhansk, as well as much of the border.
"We call on Russia to engage immediately with Ukraine and the OSCE to implement monitoring and verification of the international border as agreed in Minsk, to include restoring Ukrainian control over its side of the border, and a heavy weapons-free buffer zone on either side of the border," Mr Baer said.
He also urged Russia to fulfil its other Minsk commitments, namely to use its influence with the separatists to end truce violations, withdraw all military personnel and equipment from Ukraine and release all hostages.
A senior adviser to President Vladimir Putin said the Russian leader may meet his Ukrainian counterpart Petro Poroshenko at an Asia-Europe (ASEM) summit in Milan next week.
The meeting, on 16 or 17 October, could include German Chancellor Angela Merkel and French President Francois Hollande, according to the aide, Yuri Ushakov.
The last Poroshenko-Putin meeting was in the Belarusian capital Minsk in August, where they agreed on the ceasefire conditions.

China has toppled America to become the biggest economy in the world, according to figures from the International Monetary Fund.

The US has been the global leader since it overtook Britain in 1872, but has now lost its status as top dog.

The latest IMF figures show the Chinese economy is worth £11trillion compared with £10.8trillion for the US.

China – whose wealth has accelerated in recent decades amid rapid industrialisation – is expected to extend its lead, with the IMF estimating its economy will be worth £16.7trillion in 2019.
That would be 20 per cent bigger than the US economy, which is forecast to be worth £13.8trillion by then.

The numbers are based on ‘purchasing power parity’ (PPP) which makes adjustments for the fact that goods are cheaper in countries such as China relative to the US.

Without these adjustments for living costs, the Chinese economy is still smaller than that of the US, at £6.4trillion.
But experts have described the toppling of America after nearly 150 years by China – even on the PPP measure – as a ‘symbolic’ moment for the global economy.

China enjoyed three decades of double-digit growth before the global downturn, as industrialisation and sweeping economic reforms created a new powerhouse in the East.

By contrast, the IMF is predicting growth of just 2.2 per cent in the US this year and 3.1 per cent next year, while the UK is set for expansion of 3.2 per cent and 2.7 per cent.

The Fund yesterday said the US and the UK ‘are approaching economic lift-off’ as they bounce back from the recession. But Olivier Blanchard, chief economist at the IMF, warned that ‘potential growth is lower than it was in the early 2000s’ for much of the West, including the US and UK.

NUMBER ONE FOR 142 YEARS: HOW THE U.S. OVERTOOK BRITAIN AS THE WORLD'S ECONOMIC POWERHOUSE IN 1872 

Britain led the world in the industrial revolution of the mid-18th century, but America was hot on its heels.

The US underwent huge industrial expansion after its civil war ended in 1865, fuelled by rapid urbanisation and huge population growth – including the immigration of nearly 30million Europeans.

In 1872, its economy overtook Britain to become the world’s largest, a position it held for the next 142 years.
Productivity, leading brands and innovation, coupled with the success of the US dollar and the fact that 62 per cent of the world’s financial reserves are held in the currency, kept America on top.

Meanwhile, the economies of Britain and other European powers were ravaged by two world wars. Britain borrowed heavily from America during the Second World War and received a further $4.3billion in 1945.

China was the world’s leading trading nation up to the 18th century, until control of its ports and trade were taken over by imperial nations in Europe. Under Communism it remained inward-looking, until 1980 when the government started to allow foreign investment.
He added that China is ‘maintaining high growth’ which will slow in the coming years to a more ‘healthy’ level between 6 per cent and 7 per cent. Arvind Subramanian, senior fellow at the Washington-based Peterson Institute and an expert on China, recently highlighted the ‘symbolic’ importance of China overtaking the US.

‘China is very big and getting bigger,’ he said. ‘It’s not to be underestimated.’

The news that China is now the largest economy in the world is an embarrassment for Barack Obama and ends America’s 142 years at the top.

Britain had out-produced the US and its European rivals for much of the 19th century, at the height of the industrial revolution and with trade links across the Empire. But the US caught up as a growing population, the expansion of the railways and a focus on industry as well as agriculture boosted its economy.

The PPP measure of output makes India the third largest economy, followed by Japan in fourth and Germany in fifth. Russia, Brazil, France, Indonesia and the UK make up the rest of the top 10 in that order.

Many economists believe the PPP measure of an economy is the fairest measure because it takes into account the cost of living in different countries.

For example, although wages are typically far lower in less developed countries than in mature economies, goods and services are often also cheaper, which affects the comparative spending power of individuals.

But critics argue it does not take into account how well off people actually are.

It means that individuals in America are typically far wealthier than they are in China and other emerging markets benefiting from a huge workforce and rapid growth.

Destroying a $30,000 Islamic State Pickup Truck Can Cost Half a Million Dollars
On Saturday, Oct. 4, day 58 of the American campaign against the Islamic State, U.S. aircraft carried out nine strikes inside Iraq and Syria,destroying two tanks, three Humvees, one bulldozer, and an unidentified vehicle. The strikes also hit several teams of Islamic State fighters and destroyed six of their firing positions.
At first glance, that might seem like a lot of damage. Leaving aside the significance of killing Islamic State militants and only looking at equipment, the tanks were worth an estimated $4.5 to $6.5 million apiece and each Humvee cost $150,000 to $250,000, bringing the total value of the equipment destroyed to somewhere between $9.5 and $13.8 million.
But that's less impressive when one considers that each U.S. "strike" against the self-proclaimed Islamic State can involve several aircraft and munitions and cost up to $500,000, according to Todd Harrison, an expert with the Center for Strategic and Budgetary Assessments, a Washington-based defense think tank.
Harrison said the cheapest possible strike could cost roughly $50,000 -- assuming a single plane dropping one of the cheaper types of bombs. But the majority of airstrikes cost much more, involving F-15s, F-16s, F-22s, and other aircraft that cost $9,000 to upwards of $20,000 per hour to operate and explosives that cost tens to hundreds of thousands of dollars. Harrison noted that each strike's price "depends on the distance to the target site, how long it may need to loiter, what type of aircraft is used, and whether it needs aerial refueling (and how many times)."
But using his $500,000 upper estimate, Saturday's strike missions alone cost as much as $4.5 million. And those figures don't even include the intelligence, surveillance, and reconnaissance flights necessary to scope out targets ahead of strikes, which have helped make even the low-level campaign against the Islamic State hugely expensive. The Pentagonrevealed on Monday that it has spent as much as $1.1 billion on military operations against the Islamic State since June.
Even more disheartening, most, if not all, of the equipment being destroyed originally came from the United States -- which is why we're able to estimate its worth. It was given to the Iraqi Army ahead of the U.S. military's withdrawal in 2011 and captured by the Islamic State when it advanced into Iraq earlier this year. That means Washington is now spending hundreds of millions of dollars from the U.S. Treasury to destroy Humvees, tanks, and other weapons that American taxpayers purchased. The situation has led some observers to joke that the Pentagon should christen the mission "Operation Hey, That's My Humvee."
Saturday's strikes are indicative of a key complexity of the U.S.-led campaign in Iraq and Syria: In throwing its hugely expensive 21st-century weaponry at a band of insurgents, the Pentagon is using planes that cancost nearly $200 million apiece against pickup trucks costing virtually pennies in comparison.
That's not a new problem for the United States. In the aftermath of the Sept. 11 attacks, President George W. Bush famously told four senators that he wasn't "going to fire a $2 million missile at a $10 empty tent and hit a camel in the butt."
Just one Tomahawk cruise missile costs more than $1 million. The United States launched at least 47 last month, though many of them reportedlytargeted the mysterious Khorasan Group, and not the Islamic State.
Clearly, even though U.S. engagement so far has taken the form of airstrikes rather than "boots on the ground," the costs haven't been low. What's not clear from Pentagon reports is just how those costs measure up against the aggregate value of the fighters, equipment, and infrastructure the Sunni militant group has lost in the strikes.
As to the number of militants killed, the Pentagon has reported only that airstrikes have hit three large units, several small units, and an unspecified number of other fighters.
To be fair to the Pentagon, though, the cost of the equipment destroyed is a hard number to tally. It's difficult to know exactly when particular pieces of the U.S. hardware now in the hands of ISIS, as the group is also called, were sent to Iraq, and what that value is now after accounting for depreciation. That makes the above price tags for equipment, which use today's "sticker price" for tanks and Humvees, generous estimates of the vehicles' actual value when destroyed.
Even so, 62 days after air campaign began, and $1.1 billion dollars later, U.S.-led strikes have destroyed arms and vehicles totaling just $123 million to $173 million, by Foreign Policy's estimate. Granted, that estimate doesn't account for the harder-to-calculate value of other damaged or destroyed ISIS equipment and infrastructure, including portions of valuable oil refineries under Islamic State control. Since expanding airstrikes from Iraq to Syria, the United States and its Arab coalition partners have carried out 16 strikes on ISIS-held oil refineries.
That could represent a significant dent in the Islamic State's revenues. These Syrian refineries reportedly earn the group $2 million per day. Refineries in Iraq, which so far haven't been hit by U.S.-led airstrikes, make the group about $1 million per day. On Sept. 25, the Pentagon said it had crippled most of the Syrian refineries. But, as Foreign Policy reportedon Tuesday, just how crippled they are remains unclear.
Besides, most airstrikes haven't targeted refineries. In addition to striking equipment originally from the United States, they've hit things like Islamic State improvised explosive device (IED) emplacements, fighting positions, checkpoints, training camps and garrisons, weapons storage and manufacturing facilities, ISIS-held airfields, and various other buildings. The value of many of these targets is relatively insignificant. On Sept. 16, five U.S. airstrikes managed only to destroy one truck, one anti-aircraft artillery piece, two small boats, and one fighting position. With estimates for the cost of five airstrikes going as high as $2.5 million, that means the United States used an awfully expensive hammer to hit a couple of relatively cheap nails.
Another recent Central Command press release, using a different acronym the militant group is known by, touted the destruction of "an ISIL guard shack" among its victories. The weapon that destroyed the guard shack would have cost tens of thousands of dollars, and would have been dropped by an aircraft that, likewise, cost tens of thousands to fly. The shack may not have been very expensive to build, but it certainly was pricey to destroy.
