Fighting corruption

 
Opposition and UNP leader Ranil Wickremesinghe has taken a swipe at the government while welcoming the visiting Chinese President Xi Jinping. Sri Lanka should, he has said in a media statement, adopt the Chinese anti-graft drive which is aimed at increasing transparency and accountability.

One cannot but agree with the Opposition Leader that Sri Lanka should embark on an anti-corruption campaign. But, the question is who will lead it.

In 1994, people pinned their hopes on Chandrika Bandaranaike Kumaratunga, who promised a corruption free Sri Lanka, only to be disillusioned and disappointed. Some of the mega corrupt deals on her watch were subsequently struck down by the Supreme Court. Then, they voted in the UNP-led UNF government with Ranil Wickremesinghe as Prime Minister, but it failed to be different from its predecessor. The apex court had to intervene again to declare null and void some of its questionable deals such as the sale of Sri Lanka Insurance Corporation and the Lanka Marine Services property for a song. Allegations of corruption against the incumbent dispensation abound and it is sure to suffer many a judicial gavel blow when it is out of power.

In 2010, the Opposition top guns promoted former Army Commander Gen. Sarath Fonseka as a messiah capable of ridding the country of nepotism, cronyism, corruption and abuse of power besides the executive presidency. They wanted him to be the President. But, today, they avoid him like the plague.

It is popularly said that the difference between a politician and a statesman is that the former thinks in terms of the next election and the latter thinks in terms of the next generation. True, but greedy politicians also think in terms of the next generation or generations to come; they amass ill-gotten wealth and stash it away so that there will be enough for even their great grandchildren! And not even the ordinary people’s great, great grandchildren will be able to pay back the loans the present-day rulers obtain.

The problem with politicians on anti-corruption drives is that their will to fight that social evil desert them when they are voted into office and ensconced in power. Those who stand accused of lining their pockets at the expense of the poor today were once champions of democracy and good governance. They took to the streets against corruption and abuse of power and succeeded in duping the masses into voting for them. What we see under their rule is the very antithesis of what they promised.

The Opposition Leader tells us that in China local government officials have been punished for spending public funds on travel among other things. The implication of his statement is that politicians and officials who waste people’s money in that manner should be severely dealt with. But, it was only recently that at the UNP-controlled Kalutara Urban Council, a UNP member berated the media for reporting that the ratepayers’ money was being spent on councillors’ foreign junkets; he even demanded that journalists be barred from covering the council sessions. What action has the UNP taken against that member and those who waste public funds on pleasure trips? Not to be outdone, the Chairman of the government-controlled Polgahawela Pradeshiya Sabha has declared his council out of bounds for journalists who exposed financial irregularities.

There are many issues that the UNP can flog at future elections, corruption being the main one. As much as there is said to be a crime behind every great fortune, there is a corrupt deal behind every mega development project in this country. However, one wonders why the Opposition Leader considers China a role model where fighting corruption is concerned. Aren’t there western democracies which have more effective anti-corruption mechanisms? In countries characterised by one party rule, all politicians are equal but some politicians are ‘more equal’ than others and there is no way the affairs of the ‘more equal’ political leaders can be probed; errant minions are often sacrificed to boost the images of their leaders.

Nothing is stupider than depending on politicians to lead anti-corruption campaigns, which to them are mere stepping stones to power. Their integrity is only lack of opportunity to help themselves to public funds. The less said about the politicians in power, the better; their appetite for public funds is enormous. So, in the final analysis, it’s as broad as it’s long.

The ideal person to lead the country’s battle against corruption, we believe, is a pro-people leader with a clean track record and no political ambitions. Let’s light lamps and begin our search for him or her in broad daylight a la Diogenes of Sinope!

On the eve of a major State visit, Opposition Leader Ranil Wickremesinghe has hailed Chinese President Xi Jinping’s anti-corruption campaign, insisting that it must be mirrored in Sri Lanka across the spectrum of economic and Government activity.
In a statement issued to welcome the Chinese President who arrives in Colombo today, Wickremesinghe said that a series of measures had been put in place to curb Government spending and extravagance and hold public officials responsible in China.
President Jinping “will observe that Sri Lanka is engaged in its own battle against raging corruption and nepotism that has become a grave strain on the country’s economy. As the main Opposition, the UNP is adamant that the country should embark on an anti-corruption campaign of its own, that ensures that elected representatives and government figures are accountable to the people of Sri Lanka for every cent, borrowed and spent,” Wickremesinghe said in his statement.
The Opposition Leader said that his party hopes a similar anti corruption campaign will reach across the spectrum of economic activity in Sri Lanka, including in the spheres of ‘development assistance, grants and other types of commercial and humanitarian funding.’
Wickremesinghe said China was a long time friend of Sri Lanka with a deep cultural, economic and political relationship. “Together, our two nations have weathered many storms and collaborated effectively for the mutual benefit of our peoples,” the Opposition Leader’s statement said.
The statement said that during World War II, China had fought alongside Europe and Asia against fascist forces threatening the peace of the world.
“Ceylon, under the United National Party Government, became one of the first countries of the world to recognise the People’s Republic of China in 1950. Our economic ties were strengthened in 1952 by the Ceylon China Trade Agreement of 1952, when under the leadership of then Commerce Minister under the UNP Government R.G. Senanayake, the two countries signed the Rubber-Rice Pact,” Wickremesinghe observed.
He said that Sri Lanka paid a price for signing the agreement, when the US halted aid to Sri Lanka and stopped selling their sulphur to Colombo, a much-needed material for rubber cultivation in the island. “Yet the Rubber-Rice Pact became one of the most successful and sustainable trade agreements in the world,” the Opposition Leader’s statement said.
Wickremesinghe added that when China decided to liberalise trade and open its economy to the world, Beijing’s leaders turned to Sri Lanka for lessons learnt in liberal trade and attracting investment, sending its economists and trade specialists to Colombo to study the work of the Greater Colombo Economic Commission that preceded the current Board of Investment.
“Initiated by the UNP Government, China became one of Sri Lanka’s foremost partners in its fight against terror. Beijing’s support continued until the war finally ended in May 2009,” the statement said. (DB)
Explosive Device Thrown Into Mosque In Dambulla

A small explosive device has been thrown into Hairiya Jumap Masjid mosque in Dambulla by an unidentified person last night.
However, no no injuries or damage reported due to the incident, Police sources confirmed Asian Mirror. Police have still not arrested any suspect in connection with the incident.

Khaira mosque in Dambulla was at the centre of a controvesy two years ago with several Buddhist groups calling for its demolition. The Buddhist groups claimed that the mosque in located in a sacred area that was exclusive only to Buddhists. 
Riots broke outside the mosque with over 1,000 protesters led by Buddhist monks staged a demonstration calling for the demolition of the Masjidul Khaira mosque in Dambulla.
Meanwhile, commenting on the matter, Minister of Industry and Commerce, Rishad Bathiudeen, strongly condemned the attack on the mosque. "I Strongly condemn last night's attack on Hairiya Jumap Masjid," Bathiudeen tweeted a short while ago.

Mosque Attacked: Take Immediate Action To Prevent Unwanted Tension In Dambulla: Salley Writes To IGP

National Unity Front Leader Azath Salley has written to the IGP urging him to take immediate action to prevent any unwanted tension in Dambulla following an attack on a mosque in the area early Monday morning, while also requesting immediate legal action against the culprits responsible for the attack.

Salley in a letter to the IGP yesterday has pointed out that the CCTV camera installed in the Khairiya mosque premises clearly shows two individuals armed with petrol, petrol bombs, tires and carbide arriving at the mosque at around 12.45 pm and carrying out the attack.
“The CCTV camera clearly reveals the two culprits and what they have done,” he has written while requesting the law enforcement authorities to take immediate action against them and take them into custody and continue with necessary legal proceedings.
Pointing out this attack is the latest in a series of provocations aimed at destroying the mosque, Salley has added that a tense situation has been prevalent in the area ever since the attack on the Dambulla mosque that was led by a mob of Rajapaksa regime- supporters and extremist Buddhist monks.
He has furthermore stated that despite the Muslims in the area being interested in settling the issue amicably, certain parties have continued to stir up trouble while the government has turned a blind eye on the attacks. Therefore, Salley has urged the Police to ensure that immediate action is taken to prevent unwanted tension in the area.
Meanwhile, the Police Spokesman’s office however stated that they believe the mosque has been attacked by several firecrackers and it has resulted in minor damages to the roof.
UPFA offers free fuel to three- wheelers

UPFA candidates are distributing a large number of coupons for three-wheeler drivers to obtain a litre of petrol and 500 millilitres of engine oil, free of charge from a filling station, in Puwakgodamulla, on the Mahiyangana road, according to complaints lodged with election monitors.
 
Campaign for Free and Fair Elections (CaFFE) Executive Director, Keerthi Tennakoon said that opposition parties have complained that a UPFA rally will be held today near the Kannan filling station, on the Badulla - Mahiyangana road. In connection with that meeting, coupons have been distributed among three-wheeler drivers encouraging them to participate and transport the public to the rally. The coupons can be produced to the filling station today after attending the rally.
 
Meanwhile, saucepans and chairs were distributed at Meegahakiwla, Badulla yesterday by UPFA candidate, J. M. Gunathilake.
 
"The continuous distribution of goods to the voters is an election law violation and steps should be taken to stop this," Tennakoon said.
CaFFE had received 378 complaints by yesterday. They include 267 from Moneragala and 93 from Badulla.

The person who smuggled granite to the country and the person who allowed him to go scot free have been revealed. Granite has been imported to Sri Lanka giving false data by a businessman called Harsha Prabath Silva. He is a consultant to the Minister of Economic Development Basil Rajapaksa and Minister Basil Rajapaksa has acted in a very spurious manner to get the stock of granite released from Customs.
When such a fraud like giving false data is detected the Director General of Customs can take only two decisions. One is to confiscate the goods and fine thrice the value of goods or release the goods and fine thrice the value of goods.
The businessman through the Minister has got the Customs to agree to inspect the goods at a place belonging to him in Negombo under the pretext that there are no facilities at Customs. Once the goods were removed Customs officers received a letter asking them not to inspect the goods at the place where they were taken to. No legal action has been taken for the goods that were taken away without any proper procedure.
It is this businessman who complained in January, 2013 that Director of Customs Ranjan Kanakasabe accepted bribes which created an outburst.
No Police torture

The Attorney General (AG) has not filed any case against the police, for torture since 2009, President of the Right to Life – Human Rights Centres (RtL-HRC), Brito Fernando said. RtL-HRC is an NGO.
The AG had filed only four cases in Court of torture by Police, since 2006.
 

Fernando alleged that police torture does take place though there is a Convention Against Torture, Act No. 22 of 1994. He alleged that information regarding torture was not released to parties who were ready to contest such incidents of torture before court.
Speaking to Ceylon Today, Fernando said, that they were invited to participate a conference at Bangkok to conclude on this issue, tomorrow (17). It was organised by Sydney University (SU). Invitees were RtL-HRC, Rights Now – Collective for Democracy (RN-CfD) and Family Rehabilitation Centre (FRC).
 
Over 130 representatives including civil society activists and representatives of security and defence sectors of Asian countries were participating and presenting papers about measures that can be taken against police torture.

"The local liaison for the conference, Centre for the Study of Human Rights of the Faculty of Law of the Colombo University, had been approached by the Defence Ministry which had said that they would not be sending representatives to attend the conference from the Ministry, the Army and the Police, if Gunawardene and I participate. SU has now withdrawn the invitation," Fernando added.

Fernando said that in solidarity with them, FRC has decided not to participate in the conference.
Military Spokesman Brigadier Ruwan Wanigasooriya was not available for comment.

American warplanes have returned to the skies near Baghdad in the latest expansion of the US war against Islamic State (Isis).
For the 162nd air strike since 8 August, US fighter jets attacked an Isis position that US Central Command said was firing on Iraqi security forces. Unlike its 161 predecessors, the attack occurred "south-west of Baghdad", broadening the newest US battlefield.
The strike, which Central Command said destroyed the Isis fighting position, follows Barack Obama's vow in his televised speech on Wednesday to go on the offensive against Isis more broadly in Iraq and, soon, Syria.
The past month's worth of air strikes have focused on Isis positions further to Iraq's north and west, either near the Kurdish regional capital of Irbil; the dams at Mosul and Haditha; or Sinjar Mountain. The Obama administration had held out the prospect of coming to Baghdad's relief in exchange for Iraq's political leaders ousting the prime minister, Nouri al-Maliki, who it considered too sectarian to continue governing.
Central Command, in a statement released on Monday evening, said the strike near Baghdad was the first "taken as part of our expanded efforts beyond protecting our own people and humanitarian missions."
A separate air strike also targeted Isis near Sinjar, where Central Command said it destroyed six Isis vehicles.
The Baghdad air strike comes as US legislators, who have so far been sidelined by Obama's efforts in Iraq, signalled a desire for greater involvement in the emerging war, some of which coincides with the administration's war planning.
Buck McKeon, the California Republican who chairs the House armed services committee, introduced an amendment to a stopgap funding measure that would authorise the Defence Department to arm and train "appropriately vetted" Syrian rebels. Obama is seeking $500m for the measure, which the Pentagon estimates could yield over 5,000 trained Syrian anti-Isis fighters in its first year.
Attaching the training authorisation to the broader funding measure, called a continuing resolution, will likely constrain the legislative debate on the US's latest military involvement in Iraq. The continuing resolution is needed to fund the government for the first months of the fiscal year, which begins 1 October.
The House committee said in a statement that the amendment would not itself fund the training, "but does allow the defence department to submit reprogramming requests to Congress," in effect shuffling money between Pentagon accounts.
On Tuesday, a different California legislator, Adam Schiff, intends to introduce a formal authorisation authorising "all necessary and appropriate force" against Isis in Iraq and Syria, except for funding non-special operations ground forces. Schiff's measure would expire after 18 months and replace the 2002 authorisation for the fateful war to overthrow Saddam Hussein –which Obama opposed as a state senator. yet last week his administration cited as a wellspring of legal authority for the latest war.
Congress will also express its views on the war on Tuesday morning when the Senate armed services committee hears from the Pentagon leadership, defence secretary Chuck Hagel and General Martin Dempsey, the chairman of the joint chiefs of staff. It will be the Pentagon officials' first formal testimony about the war.
As Hagel and Dempsey testify, Obama will meet at the White House with his newly convened team in charge of coordinating the allied effort against Isis, retired marine general John Allen and state department Iraq troubleshooter Brett McGurk. Obama plans to visit Central Command's Tampa headquarters on Wednesday to discuss the war.

(Reuters) - The unprecedented Ebola outbreak in West Africa requires a $1 billion response to keep its spread within the "tens of thousands" of cases, United Nations officials said on Tuesday.
The virus has killed 2,461 people, half of the 4,985 infected by the virus, and the toll has doubled in the last month, World Health Organization Assistant Director General Bruce Aylward said.
"Quite frankly, ladies and gentlemen, this health crisis we're facing is unparalleled in modern times," Aylward told a news conference in Geneva. "We don't know where the numbers are going on this."
He said the WHO's previous forecast that the number of cases could reach 20,000 no longer seemed a lot, but the number could be kept within the tens of thousands with "a much faster reponse".
U.N. Secretary-General Ban Ki-moon will launch a "global response coalition" in New York on Thursday, said Dr. David Nabarro, senior U.N. coordinator for Ebola.
"The amount for which we requested was about $100 million a month ago and now it is $1 billion, so our ask has gone up 10 times in a month," Nabarro told reporters.
"Because of the way the outbreak is advancing, the level of surge we need to do is unprecedented, it is massive," he said.
The United States announced on Tuesday that it would send 3,000 troops to help tackle the Ebola outbreak as part of a ramped-up response including a major deployment in Liberia, the country where the epidemic is spiralling fastest out of control.

In the latest Case Record of the Massachusetts General Hospital, a 39-year-old man was admitted to the hospital, 10 days after receiving prednisone for severe contact dermatitis, because of headache, nausea, and photophobia. Examination of the cerebrospinal fluid revealed white cells and gram-positive cocci. Diagnostic tests were performed.  The most common cause of bacterial meningitis in the United States is Streptococcus pneumoniae, a gram-positive coccus that is responsible for 58% of all cases.

Clinical Pearls

• What is the classic presentation of and CSF findings associated with a diagnosis of acute bacterial meningitis?
Abrupt onset of fever and neck stiffness are classic symptoms of acute bacterial meningitis that are found on initial physical examination in 95% and 88% of cases, respectively. CSF analysis typical for bacterial meningitis includes an elevated white-cell   count with neutrophil predominance, hypoglycorrhachia (a low CSF glucose level), and an elevated total protein level. A white-cell count of more than 2000 per cubic millimeter or the presence of more than 1180 neutrophils per cubic millimeter in the CSF is nearly 100% specific for the diagnosis of bacterial meningitis, as is the finding of bacteria on Gram’s staining of the CSF.

Patients with chronic strongyloidiasis often have fluctuating eosinophilia, intermittent abdominal pain, and recurrent rashes, the two most common of which are urticaria around the waist and buttocks and larva currens, a rapidly migrating serpiginous dermatitis. These symptoms develop as filariform larvae, the infectious form of Strong. stercoralis, initiate the autoinfection cycle by penetrating the perianal skin or the intestinal wall.

Q: What is the strongyloides hyperinfection syndrome?
A: The strongyloides hyperinfection syndrome can develop in patients with chronic strongyloidiasis when host immune function is impaired. The stongyloides autoinfection cycle accelerates, which leads to more egg-laying adult nematodes in the intestine and a subsequent vast increase in the number of migrating larvae. The administration of glucocorticoids and, increasingly, the use of tumor-necrosis-factor inhibitors are major risk factors for the strongyloides hyperinfection syndrome (also called severe complicated strongyloidiasis); even short courses of these medications can cause overwhelming infection and death. Eosinophilia is usually absent during hyperinfection. In the most fulminant form of the strongyloides hyperinfection syndrome, called disseminated strongyloidiasis, filariform larvae can migrate to the liver, brain, kidneys, meninges, and skin. Furthermore, migrating filariform larvae can carry enteric bacteria into the bloodstream and also cause breaks in the intestinal mucosa that may provide a portal of exit for intestinal bacteria. As a consequence, bacterial sepsis, pneumonia, and meningitis are common complications of the strongyloides hyperinfection syndrome. Bacterial meningitis that occurs concurrently with the strongyloides hyperinfection syndrome is often caused by enteric gram-negative organisms.
Q: How is the strongyloides hyperinfection syndrome diagnosed?
A: The diagnosis of the strongyloides hyperinfection syndrome can be made by examining the stool for filariform or rhabditiform larvae. This approach is not sensitive for the diagnosis of chronic strongyloidiasis, but during hyperinfection, a large number of larvae are present in the intestine, which improves the diagnostic yield of a stool sample.
