கிளிநொச்சியில் இராணுவத்தினர் திடீர் நடவடிக்கையை இன்று மேற்கொண்டமையால் மக்கள் மத்தியில் பதற்றம் ஏற்பட்டுள்ளதாக எமது செய்தியாளர் கூறுகிறார். கிளிநொச்சி நகரம் உள்ளிட்ட மாவட்டத்தின் சில பகுதிகளில் இராணுவத்தினர் பாதுகாப்பு நடவடிக்கைகளை மேற்கொண்டுள்ளனர்.

ஏ-9 வீதியிலும் புகையிர வீதியிலும் துப்பாக்கி ஏந்திய இராணுவத்தினர் செறிவாக நிறுத்தப்பட்டுள்ளனர். இதேவேளை கிளிநொச்சி நகரப் பகுதிகளில் சைக்கிள்களில் இராணுவத்தினர் தொடர் ரோந்து நடவடிக்கையில் ஈடுபடுகின்றனர். கிளிநொச்சியின் புறநகர் கிராமங்களில் சந்திக்குச் சந்தி இராணுவத்தினர் நிறுத்தப்பட்டுள்ளனர்.

இதேவேளை கிளிநொச்சியில் உள்ள சில கிராமங்களில் வீடு வீடாகச் சென்று குடும்ப உறுப்பினர்கள் தொடர்பான விபரங்களை இராணுவத்தினர் திரட்டி வருகின்றனர். வழமைக்கு மாறாக இராணுவத்தினர் அதிகரித்துள்ள இந்த நடவடிக்கையினால் மக்கள் மத்தியில் பதற்றம் ஏற்பட்டுள்ளது. 

(Lanka-e-News- 16.Aug.2014, 11.00PM) The grade five scholarship exam is to be held tomorrow (17) Sunday.

Last time because a private tuition class master distributed the question papers for revision among his students two or three days before the exam, the Rajapakse government introduced a new law that , all seminars and classes relating to revision of past question papers are totally banned within two weeks before the commencement of the examination.

While that is the prevailing law introduced by the very Rajapakse government , it is most unfortunate that its own M.P. Namal Rajapakse , son of the President , who is tainted with charges of passing the law examination final on a fraud , and now better known as the only synthetic lawyer of SL , had on the 15 th (yesterday) at Hambantota , most secretly distributed two question papers to the children of his henchmen and got them coached how to answer them.

Though the grade five students are still not on the threshold of youth , the question paper states , ‘a tomorrow for youth concept.’ One of these two illicit question papers has been prepared by a lawyer by the name of Greshan Kularatne. Lawyers teaching grade five scholarship examination students is another matter. The second question paper has been prepared by another W.A.D. Lionel.

Appended herein are the two question papers that were distributed illegally among the children of Namal’s henchmen. In all probability these question papers may be the ones that would be distributed to the candidates at tomorrow’s examination.

Tamil woman under SL military training dies in Jaffna, cause of death concealed

A 26-year-old Tamil woman from Mullaiththeevu, who was conscripted to the occupying SL military was admitted to Jaffna Teaching Hospital this week and died at the hospital on Thursday after a mysterious vaginal illness. The victim, Ajantha Prasath, a mother of 6-year-old girl was from Chelvapuram in Oddu-chuddaan in Vanni. The lone poverty-stricken mother, living with her parents, was deceived with a ‘job offer’ by the SL military three months ago on 22nd May was under military training at Palaali base. Ajantha died of ‘vaginal cancer’ according to the controversial director of the Jaffna Teaching Hospital, Mrs Bavany Pasupathirajah, who attended a ‘press conference’ organised by the so-called Civil Military Coordination Office on Saturday. The dead body was burnt at Ponnakar burial grounds on Friday. The family was told on Saturday that their daughter passed away due to cancer.

Bavany Pasupathyrajah, the director of Jaffna hospital, alleged to have close links with the SL military and paramilitary operative Vinayagamoorthy Muraleetharan from Batticaloa, was present to respond to questions from journalists in Jaffna at the press conference organised by the CIMIC of the occupying SL military. 

Even, the hospital director was not able to respond to a question from one of the journalists that why the SL military had not checked her health conditions before enlisting her in the training programme. 

The usual practice of such deaths is to bury the dead bodies. But, Ajantha’s body was handed over to the family for a few hours and then taken away from the family by the SL military and burnt at Ponnakar cemetery.

The whereabouts of the husband of the victim is not known. It is believed he had abandoned her, news sources in Mullaiththeevu said. 

US-trained ‘counterinsurgency’ commander of the SL military in Jaffna Maj. Gen. Udaya Perera has been behind the deceptive programme of giving training to Tamil women in Vanni and Jaffna. TamilNet has earlier uncovered how the programme is being run in Jaffna through a Tamil operative known as ‘Tamil CNN Kannan’, who returned to Jaffna from London. 

The SL military recruited 39 Tamil women from poverty-stricken families in Mullaiththeevu district 3 months ago. The women were told that they would be getting jobs in computer section after ‘job training’. The SL military also promised that the women would not be subjected to any military training. However, all the Tamil women are being subjected to military training at Palaali military base, informed sources in Jaffna told TamilNet. 

During the middle part of December 2012, around 100 Tamil girls conscripted for the SL military, were admitted to Ki'linochchi hospital in a mentally affected state. A Tamil doctor, R. Sivashankar, who voiced for the rights of Tamil women forcefully recruited and held against their will by the SL military, was subjected to SL military ‘terrorism’ detention in counter-insurgency style .

JVP to blow the lid

The JVP is planning to expose the academic and professional qualifications of those who have been enrolled to the foreign service, on the basis of cronyism and overlooking merit.
 
These appointments have been made based on cronyism and political affiliation, claimed JVP Leader Anura Kumara Dissanayake.

He noted that appointments made in the foreign service devoid of merit, deprived a fundamental right of the people of this country. Dissanayake said he was discussing the matter with his lawyers to see whether it could be brought before Court.
 

He charged such cronies have been appointed without having to sit any foreign service exam. Dissanayake said after exposing such wrongdoings in the foreign service, in Parliament recently, he had received more information on those appointments made violating procedures.
 

He said only the appointments of ambassadors and high commissioners, by the President, have been made on merit.
Among those misdeeds is the appointment of an Opposition MP's daughter to the foreign service, because of that MP's connection to a powerful government MP who exercises influence over the External Affairs Ministry.

Full text of the statement as follows
Our ancestors attributed the timely rains and bountiful harvest to the righteousness of their ruler. In the 21st Century, it is not apt perhaps to blame the current political rulers for the failure of the rains in 14 districts of the island.
But this much is a fact. Over a million Sri Lankans are suffering, rains are failing and the rulers are so corrupt, their minds are far away from the terrible plight of the people.
It is therefore a time when we have to make the same desperate plea as our forefathers: for rain, for prosperity and for our leaders to care.
It is indeed a sad state of affairs that while millions of tax rupees are spent by the Rajapaksa administration on extravagant events that over a million people are fighting a battle to obtain their daily drinking water. According to reports 1.15 million people in 14 districts are today severely affected by the drought. Their crops have failed and livelihoods ruined. What has the ruling regime done for these people? What has been the reaction of the President who calls himself the “father of the nation” to relieve the suffering of his children?. It pains us to see that even small children are made to walk miles, missing school to collect a meager ration of water.
The government says that it has allocated 37 bowers to provide water for these 1 million people and kept aside Rs 1.9 billion or less than Rs. 2000 per person for relief.
Compare this with the tax relief provided for the luxury vehicles which were imported for the Colombo Night Races to the value of Rs. 200 million in lost revenue. The money spent by the President's children on their racing craze is phenomenal. It was reported that just the sand bags used for these races alone the Government spent Rs. 40 million. Also compare this with the colossal losses made by Mihin Lanka, the airline maintained for the sole purpose of fulfilling an egocentric desire of the President. According to the recently published COPE report the airline made a loss of Rs 6 billion in the last two years alone.
Despite this scant lack of concern for our fellow citizens the ruling regime and its cohorts merrily party on. In Colombo the Ministers and their families are utilizing bowsers to fill their residential swimming pools. Defence Secretary Gotabhaya Rajapaksa is on record telling a foreign newspaper that he gets down water browsers to fill giant shark tanks maintained by his wife.
There is another ancient belief among our people that the annual Kandy Perehera brings rain and prosperity to the country. The peoples' belief in this rain giving sacred relic, is yet another reason for its veneration by Sri Lankans. Yet even this holy of holy cities and the temple of the tooth relic was recently desecrated by the Rajapaksa offspring when they took their night race craze to Kandy. Ignoring the protest of even the Mahanayakes of the Asgiriya and Malwatta chapters the organizers not only callously went ahead with the event but brought in skimpily dressed foreign dancers to perform in front of the sacred temple of the tooth to please the warped desires of a few.
The time has come to ask the self-proclaimed 'father of the nation' a few pertinent questions. Perhaps before he attempts to adopt and nurture all Sri Lanka's people, he can begin the process of discipline and order in his own home. Among his own family.
Given the precipice to which the Rajapaksa regime is taking this once blessed country, gives us pause, makes us wonder if our ancient people got it right all those years ago. Could it be that when rulers are corrupt, impious and brutal that the entire country will have to pay the price? All of Sri Lanka suffers today to serve the whims and extravagances of a single ruling clan. It is time to make the appeal of our forefathers" May there be a righteous leader, may the rains fall on time and may there be prosperity for all.

Whilst our eyes and ears are on the OHCHR Investigation on Sri Lanka (OISL ) with the deadline for submissions set for October 30th 2014, Sri Lanka continues its game plan of non-cooperation, non-compliance and innuendo. Whatever happens around us, for the Tamils, this is not a time to waste away, for we have things to do, submissions to make – This is a time to remember, remember every detail, to keep in mind that the world itself is pre-occupied, as Edward Mortimer said, “with all the horrors taking place in Gaza, Ukraine, Iraq, and Syria, Sri Lanka has understandably fallen off the international radar.” [1] Lest we forget, the 14th of August 2014 marks the 8th anniversary of the Senchcholai Massacre. The 2006 Senchcholai Massacre: An ominous sign of an impending Human Catastrophe of Ginormous proportions, engineered by an evil regime. 
Much of the sorry spectacle that the Rajapaksa government is involved in right at this hour, is centered round the government’s refusal to give access to  OISL  investigators to enter Sri Lanka; not to mention it’s vilification of High Commissioner Navi Pillay as showing “personal bias” [2]; its move to expand the mandate of its Presidential Commission of Inquiry on Missing Persons ,creating an unwanted distraction from the real thing, the OISL, the Center for Policy Alternatives (CPA ) stating that the Commission’s primary task of investigating and inquiring into thousands of missing persons in Sri Lanka will be severely curtailed by (this expansion).[3]“; the widening of its scope by Gazette notification to include violations of International Human Rights and Humanitarian Law, where no mention is made of whether it included Sri Lankan Government violations; in contrast namely the specific mention of, “the alleged recruitment of child soldiers and suicide attacks, to the criminality of financial and other resources obtained by the LTTE”; its appointment of international figures to its Commission, whose Chairman Sir Desmond De Silva has been discredited for his “sham” report relating to a “controversial” case pertaining to  Northern Ireland[4] and for his partisan remarks biased in favour of the Sri Lankan government[5] compromising his independence that would disqualify him under international norms – De Silva expressing the view, ” that blame for the civilian casualties during the final phase of the war lies squarely at the door of the LTTE”[6]; its attempt at crushing dissent and its encouragement of extremist forces in the Buddhist clergy known for its involvement in promoting mob violence,  [7]in hate crimes and the possible intimidation of potential witnesses to its crimes.

( August 16, 2014, Colombo, Sri Lanka Guardian) Just a few short weeks after this year’s the commemoration of The United Nations International Day in Support of Victims of Torture yet another heartbreaking piece of news was reported from Pakistan, where a 10 year old boy lost both of his arms due to a viscous act by a landlord in Punjab. A petty issue over a land dispute led the perpetrator to mutilate the child in a senseless act of cruelty.

The report published by the Asian Human Rights Commission, reads as follows,

“On 21 July 2014, at 10:30 am, the child, Shahzad, went to his family’s fields. The accused, landlord Mr. Ghulam Mustafa, was standing in his fields. The landlord called Shahzad over to the tube well (a peter engine installed in the open). When the child arrived the accused, caught him, over powered him, forcibly tied the hands of child from front side with a scarf, and put both hands in the running belt of a harvesting machine. The boy was stuck to the running belt and both of his arms were crushed, cut, and separated from his body.

“Soon after, the perpetrator, Ghulam Mustafa, panicked, picked the unconscious and bleeding boy out of the machine and rushed him by motorbike to a private hospital of Gujrat, Punjab, 8-10 Km away from the town. It took half an hour to get to the hospital. Ghulam Mustafa told the hospital administration that it is just an accident. The boy underwent surgery. Meanwhile the parents, relatives, and other local people arrived with the separated, ruptured limbs, but doctors said the arms cannot be reattached.

“When the child regained consciousness after the operation, Ghulam Mustafa came back to the hospital; the child started screaming and told his parents that Mustafa was responsible, but before he could tell more details, he again lost consciousness. Later that night he again narrated the story to the parents.”

However, news of the incident went viral. It received extensive coverage from the media and became a bonus for politicians who made public statements to express their “sincere” condolences to the child and his family, and vowed to seek justice for the victim. Like other cases reported in Pakistan, though, there is uncertainty over any remedy and the entire matter, the victim, and his family, will simply be forgotten.

This is yet another incident in Pakistan where thousands of innocent women are being stoned to death by relatives each year in the name of traditional norms, and where unarmed civilians are being subjected to forced disappearances and extrajudicial killings in the name national security and territorial integrity. It is hard to understand the complicated societal web which has led to crises within the crises, which have normalized torture and violence. Like many other countries in the developing world, Pakistan is also facing societal deterioration. A case in point is that of the innocent child who lost both his arms due to the cruelty of a man who believed it was his right to commit such a heinous act. What is significant in this case is that no members of the police or security services were involved. That an ordinary person could commit such an act on another ordinary person shows the deterioration of Pakistan’s social system.

When the citizens see the police, security, and armed forces commit atrocities with impunity it sends a clear message to all that there is no criminal justice system in the country. Instead of rule of the law there is impunity. And all the trumpeting by the politicians that justice will be done is meaningless when the laws do not apply to them as well.

When the majority of people justify violence it will become a part of the culture. When the violence becomes a part of the culture (daily life) then the law enforcement agencies are able to, not only break the law, but undermine the basic rights of the people. Therefore the criminal justice system is nothing but a mockery of humanity. The mockery will create a higher degree of confusion and this confusion will lead to greater crimes within the community. This is a real threat that Pakistani society is facing.

Ascertaining the facts and figures and carefully observing the facts prevailing within a society is necessary to understand the real structural collapse of that society. Tearing the arms off of a 10-year-old boy is a prime example of our cultural behaviors and complicity in crimes that occur under the surface of our societies. This shows a systematic failure and deep rooted social disorder.

A society suffering from poverty can be easily dragged into the nightmare described above. It can create a social dilemma where meaningful personal liberty is unattainable. The poor have neither justice nor the opportunity to fight for justice.

Who will stand up to find justice for those who are subject to social violence? This is especially important where the perpetrators of violence enjoy the patronage of members of the ruling party. Any victim seeking justice against such people is chasing a dream.

There cannot be an impartial investigation on torture victims without understanding the hidden violence within the communities which have less access to public resources. It can be easy to take selected victims out of the community and treat them with well-trained professionals. But changing cultural behaviors, which are derived from poverty, requires tremendous effort and a well-articulated plan to address the causes of violence. The main cause of violence is nothing but poverty.

Eradication of torture must be based on the concept of eradicating poverty in each community. So it is time for all of us to raise our voices and call out loud and clear to end poverty in order to end violence.

(Lanka-e-News- 16.Aug.2014, 9.15.PM) This is not a story taken from Ripley’s “believe it or not” . Rather, it is a true story taken from a chapter, ‘Rajapakse’s miracle (debacle) in the making of Sri Lanka (SL)’ of Rajapakse’s book of crooks alias “believe it or not.” 

This is the story of an ordinary engineer , Priyath Bandu Wickrema of the ports authority who sometime ago sold his free lunch packet given by the Ports authority in order to collect money to meet the traveling expense to go home, and walked down Malwatte road to the railway station . This same Bandu who was a bindu (zero) hard put to collect the train fare to go home, has now after becoming the chairman of the Ports authority under the Rajapakse regime bought the ‘American standard’ company for Rs.800 million in the name of his wife, according to Udeni Kalutantri , President of Jathika sevaka sangamaya (JSS).

Kalutantri made this rudely shocking and unbelievable exposure, during the demonstrations staged jointly by the trade unions of the Port. He added, he is making this exposure taking full responsibility. The present chairman of the Port, Priyath Bandu and working Director Nihal Kepetipola have together collected Port funds amounting to Rs.2500 million in the year 2013 for profligate spending on ‘Tamashas’ (Port functions).

Kalutantri bemoaned that this colossal amount of money was wasted on tamashas , after making cut backs in a sum of Rs. 3500 on the bonus payment to the workers . Besides they indulged in this wasteful extravagance while the workers were demanding an increased bonus payment, Kalutantri pointed out. 

Kalutantri went on to reveal that Bandu who was an erstwhile Bindu (zero) collected Rs.16.9 million to refurbish his official residence . But when it became very evident so much of money was not spent on the refurbishment , Priyath Bandu was dumbfounded when he was questioned about it confirming suspicions that Bandu had indulged in another swindle . Both Bandu and Keppetipola together receive bribes amounting to Rs.1 million daily from the ‘transer to transer’ transport service that is operating within the Port, Kalutantri further disclosed. 

If their demands are not granted , the trade unions jointly will stage a massive strike to completely cripple the smooth technical operations of the port and create a breakdown , Kalutantri warned .

All Ceylon Customs Service Union (ACCSU) yesterday wrote to President Mahinda Rajapaksa seeking his intervention to thwart an attempt to breach the international law and the Customs own Act by handing back Rs. 100 million worth of red sandalwood detected by Customs on November 22, 2013 in a 20 foot container at the Colombo Port to its original owners after imposing a meagre fine of Rs. 5 million.

It was detected by the Customs Preventive unit together with Bio Diversity, Cultural and National Heritage Protection Unit (BDCNHPU) on a tip-off. 

Four tonnes of Red Sanders or red sandalwood had been shipped from India to Dubai via Sri Lanka.

 Customs Director General Jagath P. Wijeweera described the consignment as the biggest haul of red sanders the Customs had detected. He said the Indian government had commended their effort. The consignment had been declared as sanitary ware.

Last year after the detection, Deputy Director of BDCHNPU, Samantha Gunasekara said that it was a mafia type operation as the rare wood had a significant demand for making furniture, handicraft, colouring, medicine, perfumes, cosmetics and various other uses.

 Wijeweera also said that they would investigate the consigner who had made the arrangements for the shipment in collaboration with the Indian Customs and its last destination had been given in the declaration.

However, the same sandalwood consignment detected that day was loaded to another container to be shipped to Hong Kong on August 17 (Sunday) from the Colombo Port.

Secretary of ACCSU, J. A. Gunathilaka told The Island that Bio Diversity, Cultural and National Heritage Protection Unit had not been involved in the investigation hastily arranged recently.

He said if the mafia could get their red sandalwood back it would be a bad precedence and it would risk the lives of the officers involved in the detection.

They have requested the President to intervene in his capacity as the Minister of Finance to prevent the attempt and to amend the provisions of Customs Act, in necessary to prevent smugglers from getting away with serious offence by paying small fines.
Four arrested with 59 kg heroin

The Police Narcotics Bureau yesterday seized 59 kilograms of heroin from a warehouse in Katugastota and arrested four suspects.
 

The suspects were from Kekirawa, Matale, Katugastota and Ratmalana.
The police said two women and a man were arrested along with the cab and car in which they were transporting the heroin.
Interrogations were initiated after obtaining detention orders through the Kandy Magistrate's Court, yesterday morning.

EU backs supply of arms to Kurdish fighters in Iraq

The EU has backed the supply of arms to Kurdish fighters to help fend off the threat of Islamic extremists in Iraq but insisted that such deliveries should be approved by the new government in Baghdad.
An emergency meeting of EU foreign ministers in Brussels issued a statement on Iraq calling the country an "important partner in need of strong support" and called for urgent investigations into "atrocities and abuses of basic human rights which could be considered crimes against humanity".
The EU foreign affairs council welcomed US support to Baghdad and Kurdistan in the fight against the Islamic State (Isis) movement. It added that "the council also welcomes the decision by individual member states to respond positively to the call by the Kurdish regional authorities to provide urgently military material".
The statement was a reference to France's decision to arm the Kurdish peshmerga forces directly, and the UK role in shipping ammunition and equipment to the Kurdistan Regional Government (KRG) from easternEurope and Jordan. An EU diplomat said that over the course of the meeting, the language in the statement was strengthened to emphasise collective support for those moves.

Make no mistake, this is no pinprick. President Barack Obama's decision on Aug. 7 to authorize force in Iraq is a watershed moment for this administration. Or, rather, it should be. That's not to say it's a moment or a mission the president particularly enjoys. Indeed, his reluctance to engage was palpable from the first minutes of his speech, when he made his position clear: "As commander in chief, I will not allow the United States to be dragged into another war in Iraq."
