Polls violence claims first life-UNP supporter killed in Gampaha

The first elections-related death was reported yesterday when the supporter of a UNP Gampaha District candidate was killed following a clash in the Dompe area.

The victim was identified as O.K. Piyasena, a supporter of the United National Party (UNP) candidate, for the forthcoming Provincial Council Elections, Harshana Rajakaruna. The alleged attacker has been identified as Wasantha, a supporter of a United People's Freedom Alliance (UPFA) candidate, who is a former MP.

A group of Rajakaruna's supporters had been engaged in a poster pasting campaign in Kimbulwilawatte, Dompe when the tragedy had taken place. A rival faction had confronted the group and a dispute had arisen between the parties. Although weapons had not been used, the victim had been assaulted mercilessly, police said.

Meanwhile, Campaign for Free and Fair Elections (CaFFE) confirmed the identity of the assailant and alleged the police had adopted an easygoing attitude towards the election law violations, which had thus resulted in the blatant disregard for the law in the Gampaha District. CaFFE said the election law violation count had escalated to 848, of which 102 were reported from the Gampaha region.

The victim had succumbed to injuries on admission to the Gampaha Base Hospital. A Police squad has been dispatched to conduct further investigations.

Police arrest man over molesting 15-year-old girl

Police have arrested a 64-year-old man from the Naththandiya area over allegations of sexually molesting a 15-year-old girl, police reported.

The crime had taken place on December 9, 2013 while it was only reported to the police on February 3 this year.

The girl who was abused was taken to the Marawila hospital for inspection while doctors confirmed in a report issued on February 18 that she had been molested.

The 64-year-old in question was a neighbour of the victim while the girl and her mother had visited the man’s house on the day of the incident. Although the mother had returned home, the daughter had remained at the suspect’s house when he had molested her, initial investigations uncovered.

The suspect will be produced before the Marawila District Court.

Polls Chief powerless to prosecute violaters

Elections Commissioner Mahinda Deshapriya said he had only a fraction of the powers that had been afforded to India's Elections Commissioner.

He said he had no power, even after the conclusion of the Provincial Council polls, to take legal action against any candidate who violates election laws. Deshapriya however said the Elections Department had an extensive archive of photographic and video footage evidence, which they had received and amassed, that would aid in filing cases against errant politicos, when the correct time came.

The charges against Provincial Council candidates include the illegal, unauthorized display of cut-outs, banners and preferential numbers.

Special raiding teams, from the Elections Department, have been deployed to all the Districts in the Western and Southern Provinces, to look into election law violations, and information gathered by the reams could also be utilized as and when filing cases. "This is in accordance with the 72nd sentence of the Act. It covers the use and misuse of State property, ranging from the use of vehicles, government buildings, bungalows, rest houses and Sri Lanka Transport Board buses.

Transportation officers of certain ministries have released vehicles and casual labourers have been involved in election campaigns without pay. Arson, sabotage and threats are also violations. Right now, there are numerous election law violations which have been documented," Deshapriya added. A senior public servant from the Elections Complaints Centre said, "With regard to government officers who misuse property and have allowed for such things to take place, we will ask the relevant ministries and institutions to take action against such persons through the disciplinary procedure and protocols in place. Fines can be exacted."

Web sleuths from across the world have joined in the search for the missing Malaysia Airlines flight MH370 by turning to the map search website Tomnod.

The online community has added to the confusion surrounding the 12 day mystery of the missing jetliner as people post possible sightings and new theories.

Even celebrities have taken to poring over satellite images uploaded to the website and offering up their suggestions as to where the plane might be.

Investigators meanwhile probing the disappearance of the plane believe it most likely flew into the southern Indian Ocean, a source close to the investigation said today.

Courtney Love appears to be the Most Famous of User Tomnod after she posted a  photograph of the satellite Imagery From Monday On site On her Facebook page, and suggested: 'I'm no Expert but this does Close up Look like a plane and an Oil slick. '

Elsewhere, users of social networking site Reddit have posted an image which they claim appears to show debris from the plane in the Strait of Malacca.

Report: India remains world's largest arms buyer

India leads global arms imports along with China and Pakistan, as US and Russia maintain dominance in exports

India remains the world's largest arms buyer by a huge margin, even as regional rivalries spur the flow of arms to other countries in Asia, according to a report released Monday by the Stockholm International Peace Research Institute (SIPRI).

India increased its arms imports by 111 percent in the past five years compared with 2004-08, and it now accounts for 14 percent of the world's arms imports. The mainly Russian-supplied flow of arms to India dwarfs the imports of its regional rivals China and Pakistan, the second-and third-largest buyers.

"There is money, there is threat perception, and there is a willingness of exporters to supply weapons," said Siemon Wezeman, a senior researcher with SIPRI Arms Transfers Program and a co-author of the report.

As such, Brazil and China. Even as European imports declined by a full quarter over the past five years, the volume of global arms sales climbed 14 percent in 2009 through 2013 compared with the previous five-year period, SIPRI found.

Because arms sales fluctuate year to year, SIPRI uses a five-year average to provide a more stable measure of trends.

By a substantial margin, Asia witnessed the greatest growth in arms imports. The region buys 47 percent of the globe's major weapons. Among the bigger importers is South Korea, which ranked eighth in that period, reflecting both the country's burgeoning economic prowess and rising tensions with North Korea. The South has devoted considerable Its Defense Aktivistin to   being able to detect and destroy North Korean missiles  , SIPRI said.

But the global arms-importing trifecta consists of three Asian countries that eye each other with constant suspicion: India, Pakistan and China. Though India went on the biggest buying spree in the world, Pakistan has boosted its weapons imports by 119 percent and now ranks third in the world behind China, which has gained a foothold in high-tech arms exports as well. Relations between India and Pakistan have been hostile since they split in 1947, a history punctuated by several wars and an ongoing border dispute in the Kashmir region, but China's recent efforts to expand its regional military presence are viewed as especially threatening.

"China's naval modernization is starting to infringe on the Indian Ocean, which India considers its backyard," Wezeman said. "That's why you see both countries expanding naval forces slowly and carefully toward Southeast Asia."

Global arms imports

Arms imports: From 2009 to 2013, India accounted for 14 percent of the world's arms imports, more than any other nation. Russia was India's main supplier.

India's arms-buying is also explained by the country's failure to satisfy its appetite for weaponry through domestic production. "A growing India still depending on foreign companies for a substantial part of our defense needs is not a happy situation," the country's Defense Minister AK Antony admitted at a defense expo in New Delhi last month. Of the world's top 10 weapons buyers, India has the second-lowest domestic production, trailing only Saudi Arabia. Most analysts place the blame on poor infrastructure, limited real estate and civil sector corruption.

But the threat of imminent war is not the only factor that motivates the hoarding of high-tech arms. "India, it sees itself as a regional power, if not a world power," Wezeman said. "When you have those ambitions, that requires some military powers or muscle that you can show off. Otherwise, it's not really power. So prestige does play a role in weapons acquisition."

Global stature also appears to motivate Brazil's climbing weapons imports, despite the relative placidity of South America. With one of the world's fastest-growing economies, Brazil has sought to build on its role as the most powerful nation on the continent. As it charts that course, it has increased weapons imports by 65 percent in 2009 through 2013 versus 2004 through 2008. That includes an order for 36 combat aircraft from Sweden for $ 4.8 billion and four submarines from France for $ 9.7 billion. Brazil has announced plans to replace its aircraft carrier, the only one in South America. "You ask yourself, what is that good for? It fits a prestige role much better than anything else," Wezeman said.

Other regions where arms buying has picked up include the Persian Gulf (called the Arabian Gulf by some Arab nations), home to the fourth-and fifth-largest importers in the world, the United Arab Emirates and Saudi Arabia, respectively. Conflict-ridden African states like Sudan and Uganda also witnessed huge increases in 2009 through 2013 compared with the previous period.

Europe, the only region to observe a sharp decline arms imports, has faced limited threats to its stability as well as a long-running eurozone economic crisis, which has contracted spending in most countries. Last evening the Permanent Mission of Sri Lanka to the UN exercising its right of reply said;  The detention on 16^th March of Mr. Ruki Fernando and Father Praveen under the PTA were in connection with an investigation into attempts to revive the LTTE by operatives, including the recovery of the arms caché at Vishwamadu and the shooting incident in Dharmapuram involving Gobi. Investigations have revealed that Mr. Fernando and Father Praveen had been in Killinochchi engaging with persons connected to Gobi. Their questioning is continuing at present to ascertain the whereabouts of Gobi and other related operatives.

யாழ்ப்பாணத்தில் இராணுவத்துக்கு இளைஞர்களைத் திரட்டும் பணி சத்தம் சந்தடியின்றி ஆரம்பிக்கப்பட்டுள்ளது. தென்மராட்சியில் வரணியிலும் யாழ். நகரத்தில் கரையோர ஊர்களிலும் கடந்த சில நாள்களாக இந்த நடவ டிக்கை தீவிரமாக இடம் பெற்று வருகின்றது.

இளைஞர்கள் தாமாக முன்வந்து இராணுவத்தில் இணைவதற்கு ஆர்வம் காட்டுகிறார்கள் என்று வரணியில் ஆட்சேர்ப்பில் ஈடுபட்ட இராணுவத்தினர் தெரிவித்தனர்.

அதேநேரம் இராணுவத்தினர் கட்டாயப் படுத்தி அழைத்து அங்கிருந்த விண்ணப்பங்களில் தம்மி டம் கையெழுத்துப் பெற்றுக் கொண்டனர் என்று ஒருசிலர் குற்றஞ்சாட்டினர். 

தரைப்படையின் மகளிர் தொண்டர் படையணிக்கு ஆள்களைச் சேர்த்துக் கொள்வதற்கான விளம்பரம் பத்திரிகைகளில் வெளியிடப்பட்டிருந்தது. இதற்கு முன்னர் வன்னியில் இத்தகைய விளம்பரங்கள் எதுவும் இன்றியே இரு தொகுதிகளாகப் பெண்கள் படையணிகளில் இணைத்துக் கொள்ளப்பட்டிருந்தனர். அத்தகைய முயற்சியாக யாழ். குடாநாட்டிலும் பெண்களை இராணுவத்திற்கு இணைத்துக் கொள்வதற்கான முயற்சி எடுக்கப்பட்டது. 

தமிழ்ப் பெண்களை மட்டும் இராணுவத்தில் சேர்த்துக் கொள்வதன் பின்னணியில் உள்ள மர்மம் என்ன என்று வடமாகாண முதலமைச்சர் க.வி.விக்னேஸ்வரன் கேள்வி எழுப்பியிருந்தார் என்பதுடன் விசனமும் தெரிவித்திருந்தார். 

இந்த நிலையில் சத்தம் சந்தடியின்றி இராணுவத்துக்குத் தமிழ் இளைஞர்களைச் சேர்த்துக் கொள்வதற்கான நடவடிக் கைகள் குடாநாட்டில் ஆரம்பிக் கப்பட்டிருக்கின்றன. வரணி சிட்டிவேரம் கண்ணகை அம்பாள் ஆலயத்திற்கு அருகில் போடப்பட்ட விசேட கருமபீடத்தில் நேற்று படைக்கு தமிழ் இளைஞர்களைத் திரட்டும் நடவடிக்கை முன்னெடுக்கப்பட் டது. 

தமது அழைப்பை அடுத்து படையில் சேர்வதற்காகப் பல இளைஞர் யுவதிகள் தமது விவரங்களைத் தம்மிடம் பதிவு செய்து கொண்டனர் என்று விசேட கருமபீடத்திலிருந்த படை யினர் தெரிவித்தனர். ஆனால், வீதியில் சென்ற இளைஞர், யுவதிகளை அழைத்து வலுக் கட்டாயமாக விவரங்களைப் பெற்று கையயாப்பமும் பெறப்பட்டதாகச் சிலர் "உதயன்' பத் திரிகையிடம் குற்றச்சாட்டுக்களை முன்வைத்தனர்.

இதற்கிடையே, யாழ். நகரத் தின் கரையோர ஊர்களான கொழும்புத்துறை, மணியந் தோட்டம், குருநகர், பாசையூர், நாவாந்துறை ஆகியவற்றில் வீடு வீடாகச் சென்ற படை யினர் இளைஞர்களைப் படை யில் சேர அழைத்தனர் என்று மக்கள் தெரிவித்தனர். க.பொ.த. சாதாரண தரப் பரீட்சை எழுதி விட்டு வீட்டில் இருக்கும் இளைஞர்களைக் குறிவைத்து, அத்தகையவர்கள் இருக்கும் வீடுகளுக்கே படையினர் குறிப்பாகச் சென்று பரப்புரை செய்தனர் என்றும் கூறப்பட்டது. 

இராணுவத்தில் இணைந்தால் அதிக சம்பளம் கிடைக்கும், உங்கள் வீட்டுக் கஷ்டங்கள் தீரும், உங்களை இராணுவத்தின் சிவில் விவகாரங்களைக் கவனிப்பவர்களாக நாங்கள் உருவாக்குவோம் என்று இளைஞர்களுக்குப் படையினர் ஆசை வார்த்தைகள் கூறுகின்றனர் என்றும் மக்கள் தெரிவித்தனர். 

இதற்கிடையே, வடக்கு மாகாண கல்வி அமைச்சும் இலங்கை இராணுவமும் இணைந்து ஒழுங்கமைத்த தனிநபர் ஆளுமை விருத்திச் செயல மர்வு கடந்த வெள்ளி, சனி இரு தினங்களும் யாழ்.நகரிலுள்ள சிவில் பாதுகாப்பு படைத் தலை மையகத்தில் இடம்பெற்றபோதும் மாணவர்களைப் படைகளில் சேருமாறு ஊக்கப்படுத்தும் பரப்புரைகள் செய்யப்பட் டுள்ளன.

இந்தச் செயலமர்வுக்கு யாழ்ப்பாணத்திலுள்ள பிரபல பாட சாலைகளில் இருந்து இந்த ஆண்டு கல்விப் பொதுத்தராத உயர்தரப் பரீட்சைக்குத் தோற்றும் மாணவர்களில் தெரிந்தெடுக்கப்பட்டவர்கள் அழைக்கப் பட்டிருந்தனர்.

இரு நாள்கள் நடந்த இந்தக் கருத்தரங்கில் இராணுவத்தினர் மட்டுமே கருத்துரைகளை வழங்கினர். செயலமர்வின் இறுதி நாளான நேற்றுமுன்தினம் சனிக்கிழமை, இராணுவப் பயிற்சிக் கல்லூரியில் இணைந்து கொள்ளலாம் என்று மாணவர் கள் ஊக்கப்படுத்தப்பட்டனர். 

இராணுவ பயிற்சிக் கல்லூரியில் இணைந்து படித்த பின்னர், வெளியிடங்களில் வேலை வாய்ப்புக்களைப் பெற்றுக் கொள்ளலாம் என்றும், அவர்கள் விரும்பினால் இராணுவத்தில் தொடர்ந்து இருக்கலாம் என்றும் அப்போது படையினர் கூறியுள்ளனர். அத்துடன் இராணுவத்தில்  நேரடியாக இணைந்து அதிகளவு வருவாயைப் பெற்றுக் கொள்ளலாம் என்றும் கவர்ச்சி காட்டியுள்ளனர் படை அதிகாரிகள்.

கைது செய்யப்பட்ட இலங்கையின் மனித உரிமைச் செயற்பாட்டாளர்கள் மற்றும் இலங்கையின் இன்றைய நிலமைகள் தொடர்பில் மனித உரிமைகள் செயற்பாட்டாளர்களால் நவிப்பிள்ளையிடம் வினவப்பட்டபோது நவிப்பிள்ளையின் பதில் இறுக்கமானதாக இருந்தது.

நேற்றைய தினம் ஞாயிறு கொழும்பு மனிதவுரிமை செயற்பாட்டாளரான ருக்கி பெர்ணான்டோ என்பவரும் யாழ்ப்பாணத்தைச் சேர்ந்த மனிதவுரிமைச் செயற்பாட்டாளர் அருட்தந்தை பிரவீன் என்பரும் பயங்கரவாத தடைப்பிரிவு என்று சொல்லப்படுகின்ற பொலிஸ் குழுவினரால் கைது செய்யப்பட்டு கொழும்பு குற்றத்தடுப்பு பிரிவில் தடுத்து வைக்கப்பட்டு விசாரணை செய்வது தொடர்பில் சிவில் அமைப்புக்களுடனான கருத்துப்பகிர்வில் மனித உரிமை ஆணையாளர் நவிப்பிள்ளை அவர்களிடம் வினவப்பட்து.

அதற்குப் பதிலளித்த நவிப்பிள்ளை அம்மையார் நீங்கள் குறிப்பிடும் கைதை நான் அறிவேன் ஆனாலும் அது தொடர்பில் நடவடிக்கை உண்டு என மிக கரிசனையுடன் கூறியதுடன்

அனைத்துலக மனித விவகாரங்களில் மனித உரிமை சபையின் ஒப்புதலுக்கு அமைய அனைத்துலக விசாரணைக்கான அதிகாரம் தனக்கு உள்ளதென ஐ.நா மனித உரிமைச்சபையின் ஆணையாளர் நவநீதம்பிள்ளை உறுதிப்படுத்தினார்.

மார்ச் 17ம் நாள் திங்கட்கிழமை சிவில் அமைப்புக்களுடனான கருத்துப்பகிர்வு நவிப்பிள்ளை அவர்களது தலைமையில் நடத்தப்பட்டிருந்தது.

இதில் சிறிலங்காவினை மையப்படுத்தி கேட்கப்பட்ட கேள்வி ஒன்றுக்கு பதில் அளிக்கும் வேளையிலேயே இக்கருத்தினை அவர் தெரிவித்திருந்தார்.

தென்சூடான் விவகாரத்தில் ஆபிரிக்க யூனியனின் வழங்கலுக்கு அமைய, அங்கு விசாரணை நடத்தப்பட்டது என்றும் குறித்துரைத்திருந்தார்.

சர்வதேச மனித உரிமைகள் மற்றும் மனிதாபிமான சட்ட மீறல்கள் தொடர்பில் சுதந்திரமான மற்றும் நம்பகமான விசாரணைகள் உறுதி செய்ய முடியவில்லை எனவும், இந்தப் பின்னணியில் சுதந்திரமான அனைத்துலக விசாரணைப் பொறிமுறைக்கு ஐ.நா மனித உரிமைச்சபை ஆணையாளர் அலுவலகம் பரிந்துரைப்பதாக, சிறிலங்கா விடயத்தில் நவிப்பிள்ளை அம்மையாரின் Feb18அறிக்கை ஏலவே தெரிவித்திருந்தது.

The US resolution and the SLMC twist 

There is trouble in paradise. A government constituent partner, the Sri Lanka Muslim Congress (SLMC) first chose to break its silence over alleged religious intolerance in the island, highlighting government inaction on its own blueprint for achieving reconciliation, in a report presented to the visiting UN Human Rights Chief, Navanethem Pillay, last year. Its updated version has now reached the United Nations Human Rights Council (UNHRC) causing all hell to break loose within the government.

This report has made the government reel under the reality that a constituent partner has dared to formally record its protest in a manner that could defeat the government’s professed position of being committed to the implementation of the recommendations contained in the Lessons Learnt and Reconciliation Commission (LLRC) report.

The report’s content have also become public at an inconvenient time,  embarrassing Colombo and with possible ramifications in Geneva, while the Rajapaksa Government remains busily engaged in the battling a resolution against Sri Lanka that is now before the UN Human Rights Council (UNHRC), scheduled for a vote on 28 March. Sri Lankan diplomats, particularly the delegation currently in Geneva, have strived to lobby enough support to have the US-sponsored resolution softened, amidst calls for an international investigation into the island’s alleged rights abuses, both in the past and the present. On 11 March, when the revised version emerged, it seemed the island has achieved a measure of success, only to find the SLMC’s report proving a thorn and dampening the spirit.

The Sri Lankan Government is prudent enough to harbour no illusions about having the resolution defeated. In the present scenario, it would be content to have it sufficiently diluted. In this backdrop, other constituent partners have taken cudgels with the SLMC for the sharing of a report that sought to damn the government. It is argued that the SLMC has violated basic agreements among constituent parties but the SLMC’s counter argument is that its biggest relationship is with the people who form its own constituency and the listed issues had to be raised at the international fora due to the government’s failure to have them addressed through domestic processes.

Bad penny report
But the SLMC’s report has popped up like a bad penny, adding credence to the current belief among many State parties that Sri Lanka remains an aggressor and violator of rights with demonstrated lack of respect for religious diversity. Pushed against the wall, the SLMC has begun to publicly defend its stance, insisting on its willingness to leave the government, if the need arises.

It is supposed to be the SLMC’s clarion call, in the eyes of some, as it now denounces certain aspects of the government of which the SLMC remains a part of. According to SLMC Leader, Rauff Hakeem, it was also a self-reflective exercise to look at where the government has failed because, in his opinion, there are several loopholes in the implementation of the LLRC recommendations and his Party has reached a decision to express its opposition to ongoing religious intolerance in multi-ethnic and multi- religious Sri Lanka.

But the government’s response to the SLMC’s behaviour was to berate Hakeem for failing the government in its crucial hour by putting out a damning report, listing out recorded incidents of violence and hostility against the Muslim community. During the last Cabinet meeting, President Rajapaksa fired salvos at the SLMC leader for failing to prioritize the government over his Party.

The government is clearly irked. But it is not so much the SLMC’’s justification of the issue of religious intolerance but more to do with its projected image of an invincible administration with absolute agreement within, that is now being questioned.

Irrespective of how the country is perceived by the international community, the Rajapaksa administration has thrived on presenting a united and stable image, indicating there is collective agreement on its approach towards issues in general. What the SLMC has achieved is to chip away the Rajapaksa’s confidence by demonstrating that there is dissent within. The SLMC is not likely to be forgiven for making the government vulnerable, particularly in the present context and is likely, from now on, to turn a keen eye on allies to ensure that the cracks don’t show.

“This is completely unwarranted. It is embarrassing to have a constituent party that blames the government while being part of it,” a prominent Cabinet minister told this column. “It is far worse than having rights groups condemning the government or documentaries like the Killing Fields series being screened. It is irresponsible,” the Cabinet member insisted.

The SLMC, founded in September 1981, by the charismatic M.H.M. Ashraff from Sammanthurai, as a political response to deal with unaddressed socio-political issues – particularly in Eastern Sri Lanka with its sizeable Muslim population – in the recent years, was full of political compromises and ugly defections. It had for long, maintained a deafening silence on issues that impacted on the Muslim community and its current response, according to some, is a tad too late. SLMC’s lack of responsiveness to issues affecting the Muslim community has resulted in the once strong Muslim political party to be split several times, have its electoral base reduced as well as acceptance within the community as a strong political force. For long, SLMC has been a failed political exercise, the occasional bouts of defiance notwithstanding.

However, Minister Hakeem has already declared that he was “ashamed to be part of this government” and questioned as to how it could be identified as a “strong government,” when it has consistently failed to protect the religious and ethnic minorities. According to him, the report was compiled and submitted in the best interests of the government in a spirit of transparency and accountability as well as to “redirect focus” of an administration that lacks sufficient focus on reconciliation.

Dissatisfaction 
among Muslims
The SLMC argues the point that the deep dissatisfaction reflected in the report is reflective of the Muslim community’s disappointment over the government’s inability to curb religious extremism, particularly in the recent past. Hakeem has insisted that it was a decision of the Party’s high command as there were growing incidents of human rights violations directed towards the Muslims in the country with no action being taken to thwart them. “We have defended the government in Geneva, lobbied for its cause but there is a need for raising these concerns as there is a failure to contain the situation,” Hakeem argues.

The LLRC report had been for long portrayed as the panacea for all ills and the one document that is expected to help the administration to scrape through the UNHRC sessions possibly with minor bruises. The SLMC’s charge that the LLRC is not well-implemented due to the government’s own lack of genuine commitment to achieve reconciliation in the country goes to the very heart of the UNHRC argument that Sri Lanka has failed to demonstrate seriousness of purpose.

The SLMC also believes that it is standing on, or rather should, on solid ground, with a President who repeatedly raised human rights issues in Geneva during his long years in the opposition. It also argues that the intention was to highlight every community’s right to live as equals and therefore, should be treated positively, instead of treating it as an anti-government exercise.

But here is a government that is extremely sensitive to international criticism and to resolutions of any kind, as admitted to by President Mahinda Rajapaksa recently. This defiant act of the government’s ‘kept allies’ is not likely to be tolerated and is eventually likely to have political ramifications for the SLMC. Post Geneva will be the SLMC’s litmus test when the Rajapaksa administration decisively turned its wrath on the prodigal Party.
