Once Again Colombo Telegraph Blocked; Dialog And Etisalat Tamper DNS Responses

Continuing its undeclared war on media Sri Lanka’s government of President Mahinda Rajapkasa blocked the Colombo Telegraph in Sri Lanka, this time with privately owned Telecommunication companies –  Dialogand Etisalat - further depriving the people’s right to information.

Chapter 1: HTTP connections reseted at Mobitel  and Sri Lanka Telecom 
Starting the Friday, 23rd of August 2013 a large number of connections to http://www.colombotelegraph.com were failing. Readers of the website started to report that the site was not available inside of Sri Lanka from some Internet providers.
As the server has been blocked in the past, it was reasonable to believe that blocking was taking place once again. In order to verify the cause of the problem we checked 500 different connections inside of Sri Lanka to see from where such blocking was taking place.
From our analysis we determined that connections from AS45356 and AS9329 were blocked.
The blocking implemented in Mobitel and Sri Lanka Telecom consists in reseting the connections of the readers. More technical information of the blocking can be found here.

The United National Party today accused the Elections Commissioner of continuing to remain silent regarding the Defence Secretary Gotabaya Rajapaksa’s involvement in the election campaign of the ruling UPFA.

UNP General Secretary Tissa Attanayake says that despite media reports publicizing the Defence Secretary’s participation at the launch of UPFA District Leader of Colombo Udaya Gammanpila’s election campaign recently, no action has been taken by the Elections Commissioner so far regarding the matter. 

In an open letter addressed to the Elections Chief Mahinda Deshapriya, Attanayake says that the incident cannot be easily ignored as it was completely illegal. 

He states that complaints had been made to the Commissioner on several occasions regarding the actions of Gotabaya Rajapaksa as the Defence Secretary, during previous elections, favoring the United People’s Freedom Alliance (UPFA).

However, no measures were taken by the Elections Commissioner regarding those complaints, he said.

Hunt on for overstayers

Defence Secretary, Gotabhaya Rajapaksa, said Sri Lanka will fully implement the system adopted by the USA and India, to track down overstaying foreigners and deport them immediately.
 
Speaking in this regard yesterday, the Defence Secretary said, all hotels, lodgings, holiday resorts and other places where foreign tourists stay, have been directed to obtain a copy of the passports of their foreign guests and give the same to the closest police station and Immigration officers, no sooner the guests check in.

He further said that investigations had revealed that some foreign visitors, especially Indians who arrive in Sri Lanka on tourist visas, had been found to engage in trade and business even after their visas had expired. He also said a large number of foreign nationals were deported by the Immigration authorities, over a period of time, for overstaying in the country.

Rajapaksa also said on an earlier occasion the government had received information that, certain foreigners who arrive in Sri Lanka on tourist visas, are subsequently involved in political activities.
The Defence Secretary stressed that some of the tourists who arrive here, remain in the country even after their tourist visas expire, and once they are arrested or questioned for violating Immigration and Emigration Laws, try to interpret the official measures taken as a 'violation of their human rights.'

"At present, it is very difficult to obtain a visa to go to Western countries such as Canada and the United States of America. In contrast, foreigners have the freedom to arrive in Sri Lanka on a tourist visa and enjoy their stay in the country. However, we have observed that the Tamil Diaspora is trying to misuse this freedom," he said. He emphasized that the government cannot allow anyone to violate Immigration and Emigration regulations.

Rajapaksa also said there were people involved in terrorism and in the manufacture of bombs, who now try to speak about human rights. "We cannot allow people to go about spreading false propaganda on human rights violations against the country. These people don't even know the meaning of the term 'human rights,'" he added.

They are greatest teachers of the meditation of loving-kindness.  It is a well-known fact that those great monks teach the Great Truth in Buddhism to all ambassadors in Sri Lanka. They can teach at least in six languages, and that has been the tradition of our country. Your ambassador is the best student in those classes. Athurugiriya police found the body of OIC of Mount Lavinia Branch of the Western Province police Intelligence Division, Inspector W. M. Samarakoon in a paddy field at Godagama yesterday.

Police suspect that the inspector committed suicide by shooting himself in the head with his official firearm. The investigators have found IP Samarakoon’s motorcycle and official firearm beside his body. They also found a letter inside his pocket.

The body was recovered around 8.00 am yesterday following information received via the 119 hotline, police said.

IP Samarakoon was a father of two. He had earlier served in the STF. Later he was appointed the OIC of Dehiwala-Mount Lavinia Branch of the Western Province police intelligence unit. He lived with his family in Nugegoda.Police investigations have revealed that IP Samarakoon obtained his service revolver on Saturday (15) evening from the Dehiwala police and made a log entry to that effect. He had returned to the station around 10.00 pm and left a note that he had completed his work but no mention had been made of the gun, the police said.

The victim’s 18-year-old son has given a statement to investigators that IP Samarakoon came back on Saturday night around 11 pm and left home in a huff.

The Homagama Acting Magistrate arrived at the crime scene and conducted the preliminary magisterial inquiry yesterday.

Athuruguriya police are conducting further investigations.

IP Samarakoon’s son is preparing for the GCE (A/L) examination and his daughter is studying for the GCE (O/L) examination.

Verdict on plea of convicts in Rajiv Gandhi case on Tuesday

Return to frontpageThe fate of three death row convicts in Rajiv Gandhi assassination case will be sealed on Tuesday when the Supreme Court will pronounce its verdict on their plea for commutation of their sentence to life imprisonment on ground of delay in deciding their mercy plea.
The judgement will be delivered by a bench headed by Chief Justice P. Sathasivam, which had reserved its verdict on the plea of three convicts - Santhan, Murugan and Perarivalan - on February 4, 2014
Their plea was strongly opposed by the Centre which had said that it was not a fit case for the apex court to commute death sentence on the ground of delay in deciding mercy plea.
Admitting that there has been delay in deciding the mercy petitions, the government, however, had contended that the delay was not unreasonable, unexplainable and unconscionable to commute death penalty.
The counsel, appearing for the convicts, had contested the Centre’s arguments, saying that they have suffered due to the delay by the government in deciding the mercy petitions and the apex court should intervene and commute their death sentence to life term.
The convicts had submitted that the mercy plea of other condemned prisoners, which were filed after them, were decided but their petitions were kept pending by the government.
Brig. Shantha and SDIG Anura Senanayake abduct Wanatha Sunil by white van for criticizing Gota

(Lanka-e-News-17.Feb.2014, 5.30PM) It has been revealed that Samaradeera Sunil who was abducted 14th at Wanathamulla is a middle aged individual who spoke publicly and fearlessly against criminal defense secretary Gotabaya Rajapakse over the forcible evacuation of residents from their houses at Wanathamulla. On the orders of Gotabaya , he had been abducted by Brigadier Shantha Dematagoda and DIG Anura Senanayake who carry out Gotabaya’s criminal and murder orders.

Large crowds staged protests 15th in front of Welikade prisons blocking the roads against the abduction of Sunil at Wanatahmulla by an armed group that came in a white van .

Tires were burnt on the road thereby blocking it. Anura Senanayake who arrived there had promised the demonstrators that he would within 45 minutes bring Sunil. Since nothing happened despite the promise , protestors came back to the roads and demonstrated. Ravi Karunanayake UNP M.P. had also appeared on the scene at that moment , and a heated argument had followed between Anura Senanayake and Ravi. Senanayake had then moved some distance away to give a call to Brigadier Dematagoda and spoken something . Later the abducted Sunil was released at Biyagama. 

The above episode had once again confirmed very clearly that the abduction via the white van is on the orders of criminal defense secretary Gotabaya . And Anura Senanayake and brigadier Shantha have executed his orders . Incidentally , Brigadier Shantha is the buffoon who is engaged in the so called Colombo embellishment program. Perhaps , abduction and murder of innocent individuals is part of that program , because they follow orders of a notorious criminal defense secretary in Sri Lanka.

Residents in Wanathamulla who protested on Saturday against the abduction of another resident in the area are to be arrested by the police after they had hooted and chased away UPFA MP Duminda Silva when he visited the site of the protest.
Angry Wanathamulla residents protested on the street until the abducted Samaraweera Sunil was sent back home.

Silva meanwhile visited the site of the protest to gain political mileage by pretending to intervene and find the abducted person.

However, Silva and his many bodyguards were chased away by the protestors after hooting at Silva and throwing a water bottle at him.
Silva was forced to leave the area with his bodyguards and the attack has now resulted in the police being ordered by a senior official at the Defence
Ministry to arrest the residents who were involved in the protest.
The Police have said that they are now looking at the video footage of the protest and are looking at arresting the protesting residents.
Nevertheless, the Wanathamulla residents managed to secure Sunil’s release after their protest.

The news that those living in low income urban settlements  will get alternative accommodation in high rise apartments, may really excite the average Sri Lankan of a less analytical mind. However the story is actually about not doing right, but using might. This is the usual cruel and boorish behavior of Gotabaya Rajapaksaand his abetters in the now infamous UDA. The acronym UDA can be changed from Urban Development Authority to Unauthorised Demolition Action.
In yet another move to evict residents of these settlements, abjectly unjust treatment is being dished out to over 2500 families. This is in the location of Wanathamulla, Borella in Colombo 8 and includes the 34th , 45th , 49th, 51st , 63rd  and 66th  “wattes” or sections as well as those residents on Saranapala Himi Mawatha. The relatively affluent and powerful who bum suck the regime live in Section C and are not very much under threat.  Many of these 2500 families, have proper deeds given to their forefathers under Municipal Housing Schemes. The houses though small in extent have seen substantial value addition, over several generations. Some of these units are valued at sums to the tune of 4 to 5 million.

(Lanka-e-News-17.Feb.2014, 5.30PM) While the joint national fisheries activity committee has organized a series of demonstrations Island wide to mark the second death anniversary of the murder of Antony , a father of two who was killed when he participated in a protest at Chilaw two years ago against the raising of fuel prices unreasonably by the government , the latter according to reports reaching Lanka e news is hampering and impeding that impending demonstration.

The demonstrations are hold in the towns of Jaffna, Potuvil, Galle and Chilaw, on 15th. but it is learnt that already the police and the forces are creating undue obstacles and hindrances against the organization of these demonstrations.

The residents in the camps of Jaffna have specially been met and told that within three months they will be provided with homes , and therefore not to participate in the protests. A bus load of people who were traveling to Jaffna for the protests have also been sent back . The people of Mullikulam who were trying to travel were also intimidated and threatened that if they do go , their Van would be set on fire .

Two bus drivers and an individual had also been separately threatened with death via the same phone number 072 6998507 when they were scheduled to transport people from Mannar to Jaffna.
In addition, people of Pottuvil who had similarly arranged to travel were summoned to the police and threatened against participating in the protests .

Cancer killed 14,000 in 2013

More than 14,000 Sri Lankans died of oral, esophagus, stomach, cervical and breast cancers in 2013. Major hospitals, besides the Maharagama Cancer Institute, treated 25,842 cancer patients in 2013, according to Health Ministry media spokesman W. M. D. Wanninayaka.

He said Maharagama alone had recorded about 5,000 deaths due to cancer last year. There had been a dramatic rise in the number of cancer patients in recent times, he added.Oral, lung, esophageal and breast cancers were common in Sri Lanka and about 70 per cent of the patients had developed oral cancers, Wanninayake said.

Consultant Oncological Surgeon Dr. Anuruddha Thewarupperum, contacted for comment, said that the incidence of oral cancers was the highest in the country. He attributed it to the fact that in rural areas, especially in the estate sector, people started chewing betel at a tender age.

Dr. Thewarapperuma pointed out that some cancers could be cured if detected early. The cervical cancer was prevalent among young married woman, especially in the estate sector. Caused by a virus present in the vagina it was sexually transmitted, he said.

Dr. Thewarapperuma said the reason for the alarming increase in the number of cancer patients was lack of public awareness. However, all major hospitals in the country had consultant cancer specialists and consultant oncological surgeons, he said. The government had spent billions of rupees to set up special cancer clinics and he would advise any person to seek treatment if he or she has had a wound in the mouth for more than two weeks, he said.
Gamma Knife can be a boon to brain tumour patients; medical tourism in Sri Lanka

The introduction of the ‘Gamma Knife,’ a new technological device, can bring a cost effective cure to hundreds of patients with brain tumours as well as boost medical tourism, according to local healthcare industry experts.
They said that at present in Sri Lanka brain tumours are treated with surgery and often costly. However the ‘Gamma Knife,’ which is a stereotactic radiosurgical device that treats non-invasively malignant and benign tumours in a single patient visit, can be the cost effective answer for Sri Lanka.
Experts said that those knowledgeable about the Gamma Knife process travel to Singapore or India, which are the only two Asian countries which have this technology for treatment.
“If a Sri Lankan hospital can bring this device down which is estimated to cost around $ 3.8 million only, local patients with brain tumours of up to four centimetres can be treated in a cost effective manner. The country will also save valuable foreign exchange, preventing people going to India or Singapore for similar treatment,” experts pointed out.
“By introducing it in Sri Lanka, the country can also strengthen its prospects as a destination for medical tourism,” they added.
Locally, the traditional neurosurgery costs over Rs. 1.5 million whereas it is half the cost in India and Singapore.

Noble mission, mighty rush

Delhi Chief Minister Arvind Kejriwal’s resignation in protest against the blocking of his anti-corruption Bill in the state assembly has drawn a mixed reaction. Some political observers view it as a gimmick in view of the upcoming parliamentary polls his party is scheduled to contest. He has also been accused of shirking responsibility by setting unattainable goals for himself and striving to achieve them. However, his supporters argue that, fighting against corruption being his raison d’être in politics, he has got his priorities right.

Kejriwal has, in a letter to Home Minister Sushil Kumar Shinde, demanded the rescission of an order issued in 2002 making it mandatory to obtain federal consent for passing laws in the Delhi assembly. He insists that the Indian Constitution does not say the state needs the Centre’s permission to table his Bill. Interestingly, both the Congress and the BJP––two parties that seldom see eye to eye on any national issue––have joined forces in the state assembly to torpedo the anti-corruption Bill. Strange bedfellows, eh?

One is reminded of a similar situation here two decades ago. Today, we see anti-corruption drives of all sorts and are treated to numerous tub-thumping speeches that extol the virtues of good governance, transparency and accountability. But, in 1994, the main political parties including the SLFP, the UNP and the JVP (whose solo MP had been elected on the Sri Lanka Progressive Front ticket) shamelessly stripped the Commission to Investigate Allegations of Bribery or Corruption (CIABOC) of power to initiate investigations on its own without waiting for complaints. Now, the Opposition is weeping buckets for that toothless commission!

Even if Kejriwal’s move to pass a new law to set up an independent body with adequate powers to probe politicians and civil servants suspected of corruption had been inconsistent with the Constitution as claimed in some quarters, the Congress and the BJP should have, for the sake of the country, got together to introduce legal amendments to facilitate its passage as corruption has eaten into the vitals of India’s political establishment just like Sri Lanka’s. In fact, they themselves should have legislated for such a mechanism a long time ago. They have only demonstrated their aversion to stronger anti-corruption laws for obvious reasons.

The fate of Kejriwal’s Bill raises a serious question about India’s commitment to devolution. New Delhi is putting the screws on Colombo to have more powers devolved to provincial councils, but India’s Centre does not allow a state assembly even to pass anti-corruption laws!

Kejriwal has succeeded in selling his anti-corruption campaign to an irate Indian public fed up with the established parties harbouring the corrupt within their ranks, but he is a man with a noble mission in a mighty hurry. He ought to come to terms with reality. He should realise that Rome wasn’t built in a day—nor was New Delhi for that matter—and heed the Latin maxim, festina lente (‘make haste slowly’). Power politics is patronage-driven in this part of the world. He is using a single-issue platform in a bid to capture power to clean the Augean Stables that are Indian politics while his counterpart in Tamil Nadu is promising female electors gold and electrical grinders in return for votes. It is not being argued that he should be as corrupt as others if he is to rise higher in politics. But, he has to take cognisance of the complexities and challenges in a patron-client political system and adapt his strategy accordingly to make it more effective if he is to shift his campaign up a gear. His resignation is widely expected to act as a game-changer at the upcoming parliamentary polls, but it is still too early to say whether he will be able to attract enough voters who have been traditionally voting with the mainstream parties.

The biggest boost that could accrue to a corrupt political system is the failure of anti-corruption activists because that brings about public disillusionment and creates a perception that corruption is unassailable and, therefore, all that people could do is to learn to live with it. Should Kerjiwal’s campaign fall through, his failure would be a massive victory for the corrupt in the Congress and the BJP. Hence, the pressing need for campaigners like him to tread cautiously, avoiding haste and wrong steps!

Arvind Kejriwal Leaves A Legacy

( February 16, 2014, New Delhi, Sri Lanka Guardian) In 48 days of his regime, Delhi Chief Minister Arvind Kejriwal threatened to resign at least on three occasions. On 49th day, the stage was set at Aam Aadmi Party’s headquarter office located at Hanuman Road near Connaught Place for Kejriwal to announce his resignation.
For Delhiites and nation, it was a 49-day long theatre play. Major announcements were made. And on occasions, Kejriwal even backed out.
Soon after the election, on December 23, 2013, Kejriwal swore on his children and announced that his party would neither team up with the Congress nor the BJP. But six days later on December 29, he took over as the CM of Delhi, with unconditional support of the Congress party.
Before the election, CM had announced that he did not need any security or a government accommodation. He had also said that he and his ministers would use the public transport to commute. But within weeks, two police jeeps carrying 10 Delhi policemen were following Kejriwal for his security.
He criticised his predecessor Shiela Dikshit and his ministers for taking lavish independent houses. But Kejriwal himself wrote and asked for a 10-room house. He, however, and moved to a five- bed room house at posh Bhagwan Dass Road, when he came under pressure from his own party men.
On the first day, Kejriwal and his jamboree took Metro to swear in as chief ministers and ministers. But next day they took everybody for a ride, when they jumped into their respective official vehicles.
While Kejriwal announced 660 litres of free water, the government also made a quiet 10 percent hike in surcharge on water tariff.
In one-and-a-half-month, the AAP government did not have any solution for cheap power. Like the Congress, Kejriwal too announced a fifty percent subsidy for consumers consuming less than 400 units of power, only to add on more burden to the government exchequer. His Janata Darbar also fell flat. First deciding to hold the Darbar in the secretariat building, the decision was taken to hold it on the road. Finally it was quashed after one such meet.
Not only did Kejriwal, but his ministers too were indulged in theatrics.
Law Minister Somnath Bharti first announced a meeting with the judges, but he later withdrew his decision. Rakhi Birla filed an FIR against unknown for attacking her car at Mangolpuri area. As the event unfolded, it was revealed that it was a ball of young boys playing on the streets which hit the car, the boys had soon apologised. Later Kejriwal and Birla apologised for the incident.
Kejriwal who claimed that he formed the government after taking consent from his voters, forgot to take the consent before finalising the Jan Lokpal Bill and the Swaraj Bill. These bills were not even put in the public domain, despite constant demands from the resident welfare associations of Delhi. On Friday when he decided to quit, he did not hold any public meetings to decide, if he should quit or continue.
Kejriwal on day one, even tried to ban the media from entering the secretariats building, but soon took a U turn. He and his ministers announced that they would wear the AAP caps to the secretariats, but soon withdrew its decision.
Sitting on a dharma, outside the Rail Bhawan, four days before the Republic Day, to shield one MLA, caused him the maximum embarrassment. AAP MLA Somnath Bharti, midnight conducted a raid at Khirki Extension, without the permission of the local police. Instead to nailing his minister, the CM demanded first suspension then transfer of the cops on duty. Kejriwal had appealed his followers to join the protest. Soon to realise, that his appeal did not gather the expected crowd, he negotiated with the centre only to send the cops on four weeks leave.
To save himself from embarrassment and to become a martyr, Kejriwal called the Congress and the BJP as agents of Mukesh Ambani. Earlier this week, he even asked the Anti Corruption Branch of Delhi Government to file an FIR against Mukesh Ambani, Union law minister and his predecessor.
But he decided to abandon to follow the FIR that he proudly announced in a press conference. Is it his aspirations for national politics that led Kejriwal to sacrifice his Delhi government?

Fair or unfair, Burma’s census will drive violence and discrimination

Asian CorrespondentNext month the Burmese government will begin the country’s first nationwide census since the early 1980s. As preparation for the start date on 30 March gets underway, several groups have highlighted their concerns about how the census could work to further inflame violent nationalism and exclude minority groups. The International Crisis Group released a strong briefing last week that covers various important issues associated with the census, focusing in particular upon the requirement to list religion and ethnicity – a real danger at present given the recent violence directed towards the country’s Muslim population, and the Rohingya minority in particular.
