Pakistan, Sri Lanka strengthen security relations

COLOMBO, Dec. 16 (Xinhua) -- Visiting Pakistani Naval Chief had discussions with his local counterparts on improving security relations between the two countries over the weekend, the official navy website said here on Monday.
Pakistani Naval Chief Admiral Mohammad Asif Sandila, NI (M) visited Sri Lankan Naval Headquarters for the discussions, the report said.
Admiral Sandila was received by Commander Sri Lankan Navy, vice Admiral Jayanath Colombage upon his arrival at Sri Lankan Navy Headquarters in Colombo.
Admiral Sandila was accorded a guard of honor by a smartly turned out Sri Lanka Navy contingent.
He later held detailed discussion on bilateral cooperation with his Sri Lankan counterpart.
Admiral Sandila also met senior officers of Sri Lanka Navy.
The discussion was focused on ways and means to enhance navy to navy relationship especially in the domain of counter terrorism and maritime security.
The chief of Naval Staff Pakistan was assisted by his delegation members and Colonel Sheharyar Parvez Butt, Defense Advisor Pakistan.
The two sides exchanged mementos at the conclusion of meeting.

Post-war security: STF further strengthened-Commandant says there is provision for a 10,000 cadre

 The elite Special Task Force (STF) intends to accommodate 300 personnel, at its state of the art training facility at Katukurunda, soon after the current batch of trainees completed the ongoing course. Three hundred men are undergoing training at the moment.

STF Commandant DIG R. W. M. C. Ranawaka told The Island that there was provision for recruitment of a further 600 personnel during the next year.

Asked whether the STF planned to increase its presence in the northern region, the DIG said that since the conclusion of the conflict in May 2009 the para-military arm of the police department was deployed in all administrative districts.

In the Jaffna district, a contingent of commandos is positioned at Pannai near the Jaffna Fort.

DIG Ranawaka said that the STF strength comprised 7,800 officers and men, though there was provision for a cadre of 10,000.

Responding to a query, the official said that in the absence of conflict those undergoing training could take nearly a year to complete courses.

Former British Special Air Services (SAS) helped Sri Lanka to establish the STF in the early ‘80s to counter the growing threat posed by Indian sponsored Tamil terrorist groups.

Although the then JRJ government had first deployed the STF in the Jaffna peninsula in support of police, the entire contingent was later moved to the Batticaloa-Ampara sector.

DIG Ranawaka said that the unit remained in readiness to intervene in case of emergency in any part of the country.

Friday Forum Finds Four Suspect Killing In Cop Double Murder Case ‘Curious’; Calls For Accountability For Custodial Deaths

The Friday Forum has called for accountability for deaths of citizens in Police Custody, expressing grave concern about what it said was the curious manner in which four suspects in the Kamburupitiya double murder of a police constable and his wife died.

Issuing a press release, the Friday Forum says this is not the first time that suspects in Police Custody have been shot in “retaliatory fire” or “drowned”.
By a “coincidence” this seems to happen when the suspects are accused of killing police personnel, the Friday Forum said.
The following is the full text of the media release issued by the Friday Forum, signed by Dr. Jayantha Dhanapala and Shanthi Dias;
Accountability for Deaths of Citizens in Police Custody
The Friday Forum notes with grave concern the curious manner in which four suspects  in the Kamburupitiya double murder of a police constable and his wife, have died: the first, where a handcuffed suspect taken to show the police where weapons were hidden, produced a gun and fired at the police and was killed in retaliation; the second, where two handcuffed suspects suddenly jumped into the river in an attempt to flee from the police; and the last where the chief suspect, hiding in the Naigala forest, threw a hand grenade and was killed when police, searching for him, fired in his direction.
This is not the first time that suspects in police custody have been shot in ‘retaliatory fire’ or ‘drowned’. By a “coincidence” this seems to happen particularly when the suspects are accused of killing police personnel.
The Friday Forum raises as an issue of public concern, the need for answers to the following questions:
  • Has the IGP ordered an investigation into these killings, to see if police officers involved have followed   police protocol and procedures in acting in this manner?
  • Have any police officers been taken to task or faced disciplinary action owing to lapses in investigations in previous incidents of such a nature,  in an internal Police inquiry, as opposed to those resulting from Fundamental Rights actions filed by families of the victims through courts?
In order to dispel any possible rumours of a cover up and to allay the deep rooted suspicion of members of the public against police action, (or inaction) we urge the Inspector General of Police to not only conduct an independent investigation in to these killings but also to publish the findings, and the follow up action taken when there are errant police officers.
Land acquired for Colombo Outer Circular H’way Project valued at Rs 9,950 Million

A document tabled in Parliament by the Project Minister of Highways, Ports and Shipping, Nirmala Kotelawala, revealed that the extent of land that had been acquired by the government for the Colombo Outer Circular Highway Development Project was valued at around Rs 9,950 million.
 
According to the document, around 100.35 hectares had been acquired from Kottawa to Kaduwela, and its gross assessed value was Rs 2,200 million.
 
Around 82 hectares had been acquired from Kaduwela to Kadawatha, and its gross assessed value was Rs 2,750 million. For the third phase of the Colombo Outer Circular Highway Development Project, the government had acquired around 80.94 hectares of land, estimated to be worth Rs 5,000 million.
 
The document was tabled in response to a question raised by UNP Colombo District MP, Rosy Senanayake.
 
It was also revealed that the gross value of the land area acquired for the Katunayake Expressway Development Project was around Rs 3,000 million.

Sri Lanka has to tackle three main challenges in its march toward prosperity.
First, it has to sustain a high economic growth rate unabated in the next two to three decades without allowing it to slip away once a high growth has been recorded as it has dropped during 2012 and 2013. Second, it has to elevate itself from the current lower middle income country to a higher middle income country by at least 2020, just within a seven year period. Third, from there onward, it has to become a rich nation within another generation or so and the foundation for reaching that goal has to be laid now itself.
Way forward: Becoming a high-tech country and relying on the private sector
All these are daunting challenges but not impossible to meet if Sri Lanka continues with two policy strategies and sticks to them resolutely. The first is that it has to convert its current simple economy to a complex economy by becoming a technologically advanced nation.
The second is that it has to integrate itself to the global economy having relied on the private enterprise and initiative jettisoning the wasteful and inefficient state expansion policy currently being ardently pursued.
The lukewarm signals from Budget 2014
In the Budget 2014, a passing reference has been made regarding the first with a few unrelated and uncoordinated suggestions to improve the country’s technological base marginally. With regard to the second, the Budget 2014 has reaffirmed its conviction to expand the State sector and no mention about its using the private initiatives to drive the growth momentum forward.

Grade Five Scholarship cut-off marks released

The Department of Examinations released the Grade Five Scholarship cut-off marks last evening, with Royal College and Visakha Vidyalaya topping the lists with a cut-off mark of 186 marks.
 
The top three boys schools with the highest cut off marks in the Sinhala Medium are Royal College (186), Dharmaraja Vidyalaya Kandy (184) and Ananda Vidyalaya (183).
 
Of the girls’ schools, the three with the highest cut-off marks in the Sinhala Medium are Visakha Balika Vidyalaya (186), Mahamaya Balika Maha Vidyalaya (183) and Devi Balika Vidyalaya (182).
 
With regard to Sinhala Medium mixed schools, Pannipitiya Dharmapala Maha Vidyalaya, Horana THakshila Maha Vidyalaya, Weeraketiya Madhya Maha Vidyalaya, Wayamba Rajakeeya Vidyalaya and Rathnapura Seevali Madhya Maha Vidyalaya each tops the list with 174 marks as its cut-off marks.
 
Meanwhile, of the Tamil medium mixed schools, Kotagala Cambridge Vidyalaya, Mawanella Zahira Madhya Maha Vidyalaya and Kokuvil Hindu Vidyalaya has a cut off mark of 165, 163 and 162 respectively.
 
The top three boys’ schools with the highest cut-off marks for the Tamil Medium are D.S. Senanayake College (174), Peduruthuduwa Hartley Vidyalaya (167) and Jaffna Hindu College (164).
 
The three Tamil medium girls’ schools with the highest cut-offs are Muslim Ladies’ College (175), Batticaloa Vincent Girls’ High School (172) and Kandy Badurdeen Balika Maha Vidyalaya (168.)

Lawyers Condemn Attack On Disappearances Protestors On HR Day

‘Lawyers for Democracy’ has condemned the attack on a group of people who were gathered to demonstrate regarding their grievances on International Human Rights Day at the Trincomalee bus stand saying intolerance of dissent and diversity is violence, especially in a multi ethnic, multi religious and multi cultural society.

There is no problem in identifying the culprits as video pictures of these incidents were widely telecast in the electronic media.  What concern us is the statements made by the media spokesman of the police in every case of attack on people by armed groups is that the police is investigating these incidents but up to now not a single prosecution has been instituted against the culprits in such incidents,” the LfD said in a statement.
The legal group said; the obvious inference was that the authorities concerned are under pressure from powerful sources to desist from proceeding against such attackers.  Incidents of this nature demonstrate to the whole world the helplessness of the people of our country who tries to exercise their fundamental right of assembly and expression. We call upon those who are involved in the enforcement of law and order to take immediate action to bring the culprits before the law.

A classified diplomatic cable which details a meeting the US Assistant Secretary for South and Central Asian Affairs Robert O. Blake and Ambassador at Large for War Crimes Investigations Stephen Rapp had with Sri Lankan Ambassador Jaliya Wickramasuriya on September 15, 2009. The Colombo Telegraph found the related US diplomatic cable from the Secretary of State section of the WikiLeaks database. The cable is classified as “Confidential” and signed by Hillary Clinton.

Government to increase property taxes next year

A.L.M AthaullahThe government is trying to increase property taxes from next year by placing a Capital Value on properties in the country instead of the present valuation system and it will apply to properties located in Municipal, Urban Council and Pradeshiya Sabha areas.
Local Government and Provincial Councils Minister A.L.M. Athaullah has reportedly sought the approval of Cabinet to introduce a special provisions law to change the Municipal Council, Urban Council and Pradeshiya Sabha Acts to implement the new system of levy. Amendments will also be made to the Rates and Valuation Ordinance.
Athaullah has been quoted in the local media as having said that a majority of local councils “have demanded for a new user friendly system of valuation.”
Assessment rates at present are collected by local authorities based on the “annual value” of properties.

CMC lose millions from Colombo Night Races

night raceThe Colombo Night Races held during the weekend has caused losses amounting to millions of rupees to the Colombo Municipal Council (CMC).
CMC officials have said that President Mahinda Rajapaksa’s sons, who are the organisers of the races, were offered tax relief on a directive from Western Province Chief Minister Prasanna Ranatunga.
Tax exemptions are usually given to events held to raise funds for charitable purposes, but the reason to exempt the Colombo Night Races from entertainment and other taxes is not known.
However, charity purposes or otherwise, the Chief Minister has the mandate to waive taxes from an event.
The CMC lost millions of rupees in tax revenue from last year’s night races as well.

Video: Flying Lion – Buffalo Launches Predator Into The Air

This lion was flipped five metres into the air by a buffalo in the Kruger National Park, South Africa. The buffalo bull was conducting a daring rescue mission in a bid to save his friend from certain death. Two young lions had been silently stalking the buffalo for about 45 minutes when one finally made its move. But the predator was so focused on bringing down his prey that it left itself open to a surprise attack. The astonishing images were captured by Ian Matheson, 52, during an early morning game drive with his son Oliver, 16, and two of Oliver’s friends in the Mjejane Reserve on the border of the Kruger Park. Amazingly all of the animals walked away from the encounter with no major injuries, except perhaps some bruised egos on the lion’s part.

Two backhoes set on fire

Two backhoes that were sent to renovate a lake situated in Uppuveli, Trincomalee were set on fire by an unknown group last night, police spokesperson SSP Ajith Rohana told Ceylon Today Online.

He further stated that the machines, which are owned by a private contractor, were sent to the location on a contract granted by a government minister.

The Uppuveli Police is currently conducting investigations into the incident. (Ceylon Today Online)
Prisoners sleep while standing

Prisoners are said to be sleeping while in a standing posiiton, in most prisons islandwide, due to the severe shortage of prisons cells, it has been reported.
 
 
The prisoner count at jails which are generally able to house between to 6,000 to 7,000 inmates, has increased to around 24,000 at present, leading towards the fermenting of unrest amongst inmates at local prisons. Severe space constraints at the 32 prisons located islandwide, have topped their detention capacity.


Government’s taxes prevent new vehicle shipments from being cleared

cart saleThe government’s revision of taxes on imported vehicles in the 2014 Budget has resulted in two vehicle shipments being stuck in the port.

Vehicle importers have refused to clear the newly imported vehicles since the government has reduced import tax concessions on vehicle imports.

Vehicle Importers’ Association (VIA) President Mahinda Sarathchandra has told the media that vehicle importers have not cleared consignments since the government had failed to restore the import duty concessions given to used vehicles.
He has said the association conveyed its stand to Treasury Secretary P. B. Jayasundara who had agreed to grant a 10 per cent import duty concession on cars and vans which were less than six months old, but a circular had been issued later granting only a 5 per cent duty waiver.
Used vehicles that are less than six months old were not given an import duty concession in this year’s budget as 100 per cent duty was charged on a vehicle considering them as brand new.
Sarathchandra has said the association was now seeking a direct dialogue with President Mahinda Rajapaksa.

Rajapaksa government to legalize marijuana?

MarijuanaThe Mahinda Rajapaksa government is looking at removing the ban on marijuana. Minister of Indigenous Medicine Salinda Dissanayake has told the media that he will submit legislation to parliament soon to seek to remove ban on marijuana.
He has said that marijuana has medicinal value and the ban should be lifted for its medical use.
The Minister has noted that the legislation has to be amended to lift the ban on the controlled substance.
He has said the Ayurveda Act will be amended to highlight the important medicinal value of marijuana and a committee has already been formed to make proposals to amend the Ayurveda Act.
According to Dissanayake, laws will also be put in place to ensure marijuana is grown only by doctors and the Ayurveda Commissioner will be authorized to monitor marijuana grown for medicinal purposes if the ban is removed.

Romania Decriminalizes Political Corruption

When can corrupt politicians feel more at ease than when the rules are bent in their favor?
The Sleuth JournalThe reform of the Romanian Penal Code to decriminalize the practice of political corruption has been criticized by the Embassies of Germany and the United States, which thus bind to the discomfort that this measure has generated among the judiciary and anti-corruption organs in the country.
The amendments, approved by Congress on Tuesday with 240 votes in favor, 57 against and 4 abstentions, guarantees that neither the president, congressmen and senators are no longer considered public employees, so it can not act against them in cases of conflict of interest or corruption. This is the most blatant example of legalized corruption in a country that historically has embraced some of the most outrageous behaviors in Europe.
“The amendments to the Criminal Code introduced yesterday in the House of Representatives represent a step back for Romania”, said today in a statement the U.S. Embassy in Bucharest.
The embassy reported that these changes have been approved “without debate and without giving any options to the judicial authorities and members of civil society to speak out about it.”
Germany also said that it was “following with attention and concern the passage of the new legislation.”
The anti-corruption prosecutor had warned that this reform will prevent trial and punishment of politicians who are proven to be involved in corruption cases that include “bribery and abuse of power committed during the exercise of their functions.”
In addition, the institution said the reform, adopted without parliamentary debate by the majority of the Executive center-left , “entered into contradiction with international anti-corruption conventions ratified by Romania.”
President Traian Basescu himself described these amendments as “dramatic” and added that it “destroyed ten years of work of anti-corruption institutions.”
The president, who has yet to ratify the amendment, -or not, according to his statement against the legislation itself- said it would return the text of the law to Parliament so it can be studied again.
Another organization dedicated to the fight against abuse of power, the National Integrity Agency ( ANI ) has alleged that what Congress has done is create a state of “superimmunity” for the corrupt class, which immediately blocks and stops current investigations against 25 senators and deputies.
Is there a reason to think that legislators in Romania passed this law for any other reason than letting themselves off the hook?
At present there are 28 other MPs who have already been convicted or are on trial for corruption. Despite the fact corruption runs deep within Romania, someone had the great idea to simply decriminalize political corruption.
Meanwhile, the Judicial Council said that it has not been informed nor consulted on the amendments and considered unacceptable that elected officials “are virtually exempting themselves from criminal liability” for violations attributable to them.
The reform will, for example, allow MPs to have relatives work for them while in public office, a practice that has led to multiple charges in the past, or that mayors allocate public contracts to relatives.
The ANI has reported that since 2008 a total of 191 mayors and 79 MPs have breached legislation integrity.
The reform of the Penal Code also benefits lawyers or other professionals, who may not be investigated or punished for corruption.
The amendment was adopted after an attempt by MPs to adopt a bill to grant amnesty to those sentenced to not more than six years in prison, which would have benefited several imprisoned corrupt politicians.
Since early this year the Parliament amended its internal status to hinder the prosecution of MPs, to stop the ability of authorities to arrest them or to search the home of a legislator.

It is so cold in Gaza that everyone has cold feet and a cold nose. A new storm is hitting this besieged enclave. There is no electricity, shortage of water, fuel and other vital services mean people just sit and wait for the unknown.

Tens of houses east of Gaza City, in the northern Gaza Strip, in Khan Younes and Rafah are flooded with rain today. The sewage system cannot function and Gaza municipalities announced a state of emergency. Schools and most shops are shut, there is no traffic and few people are walking in the street.
Gaza City's garbage trucks have been at a standstill due to the ongoing fuel shortage. I'd gotten used to the bright orange truck that usually passes by, sounding its horn, a sign for all my neighbors to bring out their garbage for collection.

(WASHINGTON, DC) - Snowy weather since Wednesday December 11 — the most severe since 1878 — has further crippled daily life among the Palestinian people of the Gaza Strip and parts of the West Bank near Jerusalem.
The central responsibility for the problems this has brought lies with the Israeli occupation, which conducts a policy of deliberate and calculated neglect when it comes to maintaining essential infrastructure. This is aimed at further pressuring our people to leave their homeland.
Adding to the already extremely bitter taste, these outrages are being visited on the Palestinian people on the 65th anniversaries of the United Nations adoption of the Universal Declaration of Human Rights and of Resolution 194. This resolution called on the Israeli entity to cease obstructing our people's right to return to the lands and homes taken from them during the Nakba.
Earlier this month, the world's conscience was shocked to see our people forging through sludge pouring from open sewers that overflowed when power from the Gaza Strip's sole electricity generating plant had to be cut due to fuel shortages. Many have been shocked to learn of the repeated shortages of fuel deliveries needed for maintaining electric power. These shortages are brought on by the Israeli siege of the Gaza Strip which began in 2006. Currently, driven into the streets by flooding, over 40,000 Gaza residents find themselves homeless.
Over the preceding years 'Israel' has deliberately left the electricity plant to collapse in the hopes of driving our people out. Two winters ago, their Mossad, acting through Ukrainian military police, went to the extent of kidnapping the plant's chief engineer, Dirar Abu Sisi, on a train while on a visit with his wife's family and tossed him in their Eichel prison. There they left him in solitary confinement and declining health to rot, while Gaza's infrastructure continues further to crumble.

All this comes on top of the Israeli Occupation Forces continuing to use farmers and youth inside Gaza for target practice. On December 14-15, a farmer trying to check his crop inside the 300m so-called "security zone" at the Gaza border was killed by Israeli tank fire. Nearby, in a separate incident, Israeli forces shot a Palestinian youth in the foot. Each day brings more such news of fresh horrors.
Most discouraging of all, the current Egyptian military regime has enthusiastically taken up finding ways to make the Zionist occupation bite with that much more cruelty. It destroyed tunnels used as a lifeline to bring essentials into the Gaza Strip.
