Youth a native of Mandatheevu was assaulted severely by the intelligence unit and was admitted to Jaffna Teaching hospital yesterday by Kayts police.


Tharmaratnam Kandeepan aged 29 years a resident of Mandatheevu, 2nd division was assaulted and was admitted to hospital.

 Kandeepan in his statement notified that he was assaulted by the Mandatheevu Navy Intelligence Suthu along with seven persons.

Youth in his statement notified on last 13th, a person had intruded a home in the night hours and   attempted to misbehave with the women folks; meanwhile he assaulted him and chased him away.

The runaway again came with seven persons to his house and had assaulted him,  said the youth. Attackers had handed over Kandeepan to Kayts police.

Police two days back in the morning had produce the youth to a Legal Medical Officer and he had advised the police to admit the patient to the  hospital, but police had admitted only yesterday morning.

Legal Medical Officer Chinnaiya Sivarooban was contacted, and he said, the said person was brought two days back by the Kayts Police. Looking at his condition he had requested the Kayts police to immediately admit him to the hospital.

However, the youth was admitted to the hospital yesterday morning at about 10.30 a.m. At the time he was admitted, he was bleeding from his proboscis.

Diplomatic Appointments for Ministers Children

Miss. Chandula Rambukwella and Ms. Dharshie Lokuge, daughters of Ministers Keheliya Rambukwella and Gamini Lokuge have been appointed to Sri Lanka Embassies in New York and Brussels.
Already another daughter of Minister Rambukwella, Miss. Chamithri Rambukwella is serving in New York Embassy. All these appointments have been done by providing false information to respective countries by the Foreign Ministry of Sri Lanka to get relevant visas.
In addition to the Ministers of the jumbo Cabinet destroying poor tax payers money their children have now started to do so.
Mr. Waruna Epasinghe, son of Professor Epasinghe (an adviser to MR) has also been appointed as a senior diplomat with the rank of Minister to the Embassy in Washington. He became unemployed recently due to economic downturn in the USA. Now he has been given employment by offering a plum diplomatic post by MR.
Sources at the Foreign Ministry say that to be a senior diplomat with the rank of Minister, a career officer should complete 17 years of uninterrupted service and should pass EB examinations and language examinations. Waruna Epasinghe has got that without even shedding a drop of sweat.

 Defence Secretary Gotabhaya Rajapaksa has told a visiting Indian parliamentary delegation that a separate system of governance for the Northern and Eastern Provinces would never be a reality.

The Defence Secretary was responding to a Tamil National Alliance (TNA) suggestion, made through the six-member Indian delegation, during a meeting at the Defence Ministry last Thursday afternoon. The war veteran alleged that the TNA had been repeating the LTTE demands since the conclusion of the conflict in May 2009.

Sources described the discussions as cordial.

Having met the TNA leadership in Colombo as well as in Jaffna, the Indian delegation told the Defence Secretary that the political grouping was no longer interested in either 13th Amendment to the Constitution or 13 plus. Instead, the TNA and some civil society representatives, according to the Indian delegation, preferred a separate system of governance for the two provinces.

The delegation also met External Affairs Minister Prof. G. L. Peiris, Economic Development Minister Basil Rajapaksa, UNP leader Ranil Wickremesinghe et al.The Indian delegation told Defence Secretary Rajapaksa that the TNA was perturbed over post-war Sinhala settlements coming up in the Northern region as well as new security forces cantonments. The Defence Secretary emphasized that there hadn’t been a single such settlement, while inquiring whether the Indian delegation was aware of any.

Responding to a query regarding new security forces cantonments that were being established in the Northern region, Defence Secretary Rajapaksa pointed out that unlike in India, families of security forces personnel hadn’t been accommodated in any of the bases in the Northern Province. He invited the Indian delegates to visit the Northern bases to see the situation for themselves.

Having explained the measures taken by the government to provide relief to the people of the Northern and Eastern Provinces, since the conclusion of the conflict, the Defence Secretary stressed that India, Tamil Nadu and the rest of the international community should appreciate what the government had done. He asserted that external pressure was inimical to the post-war recovery process.

The Indian delegation assured the Defence Secretary that India was a friend of Sri Lanka and the delegation wasn’t here to question the government or engage in a fact-finding mission.

The Defence Secretary alleged that the TNA had done nothing for the Tamils since the end of the conflict. He said that de-mining had been prerequisite for resettlement of the internally displaced persons and the government gave priority to reconstruction and rehabilitation. He said that the government’s obligation was to the people.

Commenting on accountability issues, the Defence Secretary said that the government had rehabilitated not only those who surrendered to the army but detainees as well. He pointed out how the US, which had been raising accountability issues here, treated those arrested in worldwide operations and held in prisons, including secret detention centres.

The Defence Secretary referred to abductions carried out by the US in its war against terror. The Sri Lankan government, too, had been accused of arresting an al Qaeda operative and handing him over to the Central Intelligence Agency (CIA).

The Defence Secretary recalled the US reaction to 9/11. It had not only targeted Muslims but anyone else who fitted that profile. He explained the difficulties experienced by his son who was studying in the US in the immediate aftermath of 9/11 attacks.

Pointing out that minorities would feel uncomfortable not only in Sri Lanka but in other countries as well, the Defence Secretary said that all communities were equal. Admissions to universities were strictly on merit, though some propagated the lie that it was based on ethnicity, the Defence Secretary said, adding that the government wouldn’t discriminate against any community.

After nearly 7 years of postgraduate education and independent research experience abroad, I returned to Sri Lanka in mid 2003, to work in my mother country Sri Lanka that gave me free education all the way upto university level. When I left Johns Hopkins University in USA, some of my friends cautioned me of the danger I might face in a possible breakout of the war in Sri Lanka. Still, a strong compulsion kept me firm on the decision to return. When I was interviewed by the University of Moratuwa, where I received undergraduate education, I made it clear to the Vice Chancellor that my intension of joining the University would be to set up a laboratory to develop new technologies to detect landmines. Within a week, I went to Jaffna to see what technologies were being used by deminers. In Jaffna, I can never forget the fear I felt when I was asked to experience the life of a deminer by walking on a cleared minefield, wearing steel reinforced boots (must have been heavier than 10kg), thick protective gear, a wiser, in ambient air of about 34 degrees Celsius, inhaling dusty and dry air. My lack of courage, and shaking legs would have failed me in an interview to be a deminer, then and there. But it was a great first hand exposure to my research team. Upon our return to Colombo, I went begging from people I knew to support our research program. Some generous people donated, and the National Science Foundation also readily extended their support.
With financial issues solved, we were fully aware that our team was up against an open technical problem since World War – II. While trying various avenues to contribute, like robotic prototypes to deliver a detector safely to a minefield, training mongoose to sniff for landmines, improving existing detectors, etc, I came to know a lot of people working in Sri Lanka in this area. Personal introductions finally lead to the defense secretary Gotabaya Rajapaksa. I didn’t know about Gotabaya much, but my good experience with Sri Lankan Americans made me trust that he was also one who admires the notion of citizenship, democracy, constitutional Governance, human rights, and equality.
In year 2006, Liberation Tigers of Tamil Ealam (LTTE) took a radical tactical turn to use remote controlled claymore mines to block Madawachchi-Mannar and Habarana-Trinco supply routes. This effectively made the vegetation clearance on either sides of the road fruitless. Frequent attacks caused huge damages to ground movements of the army. The defense research units that attracted the volunteer support of several civilian engineers worked day and night to develop a counter measure to jam the LTTE remote controllers, based on some pieces of circuits found among the debris of explosions in the North. The rate of innovation of the LTTE side was so fast that the Government defense research units had to struggle to keep up with their phase. Finally, LTTE gave up using remote controlled bombs. As far as I can remember, the last attack was on the Pakistan ambassador in Colombo. To be honest, I had respect for the researchers/innovators on the LTTE side who gave a difficult time to us. They were lost talent for Sri Lanka. Yet, people contributed with the only intension of outperforming them. There were times we dived into philosophical questions like, can terrorism be separated from the context? Where do we stand in the landscape of that context? Can terrorism be beaten without ending up being terrorists ourselves? etc. Every discussion lead to one dream – the end of war would provide an opportunity to bring in a political solution to the context. Those volunteers had complete trust in the Government to make a genuine attempt to bring in a lasting peace by firmly establishing democracy, rule of law, notion of citizenship, and justice, through some credible reconciliation process after the war.
For the civilian volunteers, burning midnight oil, and then returning to work the next day was not easy. Sometimes, I got few hours of notice to browse through hundreds of pages of technical documents before sitting in technical evaluation committees. It was tiring. But the motivation to see an end to the war that kept on taking so many valuable lives kept us going. I am sure that this was the main motivation to all others who volunteered in many other fronts of the war. Somehow, in mid 2007, the situation compelled me to leave Sri Lanka. However, I kept on doing research to understand odor guided behavior of rodents and robotic locomotion from Harvard University and MIT.
After the war came to an end, silent ground forces went to rest, too tired of war, with a greater appreciation for humanity, while the racist cowards came out of their hiding places like mushrooms popping out. Unfortunately the country’s top leadership saw this as a cheap political opportunity rather than a threat to the dreams of those who toiled and died. To be honest, if I knew the close relationship between groups like Bodu Bala Sena or Jathika Hela Urumaya, and the secretary of defense, Gotabaya Rajapaksa, or if I knew of his close relationships with people of the caliber of Duminda Silva, I would have quit without any hesitation, for it could have been ample evidence of what would happen after the war comes to an end. Due to some reason, Gotabaya showed a deep interest in protecting the country’s constitution and rule of law instead.
Country’s infrastructure development saw good progress after the war. However, the critical elements of the context of Governance that we suspected to have direct influence in breeding extremism started to spiral down very fast. The way the law enforcement agencies behaved during recent public protests like the movement to release General Sarath Fonseka, the movement to protest the process of impeachment of the Chief Justice Dr. Shirani Bandaranayake, and the protest questioning the activities of Bodu Bala Sena, was shameful, filthy, and disgusting. In the case of protests to release Sarath Fonseka, we saw police mingling around with street thugs who hurled bricks and stones at the peaceful protestors. In the case of protests of lawyers to defend the constitutional rights of the Chief Justice Dr. Shirani Bandaranayake, the police openly worked among the street thugs as if they were one team. In the case of an attack on Fashion Bug, the police was watching how monks threw stones to damage private property. None were arrested on site. However, we saw how the police manhandled those who participated in a peaceful candle light vigil in Colombo, on 12th April, 2013, without a single warning to those threatening Bodu Bala Sena goons to disperse. Compounding the shameful situation, a police officer later expressed his opinion about the religious backgrounds of the peaceful protestors, as a reason to be hostile to them, as if the country’s constitution has given him a mandate to be hostile to religions he doesn’t like. Who thought stupidity and ignorance could reach this height inside a police officer’s brain, especially in the postwar era?
I wanted to point out this final message to none other than Gotabaya Rajapaksa. Please keep in mind that Sri Lanka belongs to all its citizens. You may have been entrusted by your brotherMahinda Rajapaksa to defend rule of law and peace, but keep in mind that it is not your private or family property. You are just a public servant and your job is to protect law and order to protect all citizens, not only those who are close to you, or those who have religious or political ideologies that resonate with yours or those of your family. Please don’t think that those civilians who volunteered in many fronts of research and development in the defense apparatus during the war did so because they were complete idiots, blind worshippers of Rajapaksa family, or war mongers. There was a greater dream in their minds – rule of law to be the least – that you have humiliated in broad daylight. Simply put, you are disgracing those dreams by being partial to some groups in the way you manage the ministry of defense after the war.
I am fully aware of the sentiments of most Sri Lankans, especially the Muslim community, as a consequence of mismanagement of law enforcement. My humble request to you is to continue defending your high moral grounds, to continue to choose peaceful means of expression, and to keep a firm resolve to stay in solidarity with the moderate Sinhalese masses, no matter what provocation comes yours way. Buddhists like us (those who try hard to practice Buddhism) will stay in solidarity with you to build our Nation. May Sri Lanka be a country where all its citizens feel safe to live, where all their constitutional rights are safeguarded, where rule of law sits above the tallest man, where the legal procedures respect the constitution, and where public servants serve the public, not nepotistic agendas, and where the sentiments of Nationhood rise above tribalism.

QUESTION: Over the weekend, there was an attack on a major Sri Lankan newspaper, Tamil newspaper in northern parts. Do you have anything to say on that? Do you see these attacks – constant attacks on the media over there in the country?
MR. VENTRELL: Yeah. Lalit, we condemn the reported attack against the Uthayan newspaper in Sri Lanka. This incident is the latest in a series of attacks against this outlet and media organizations in general. And as we have said many times, we remain extremely concerned about threats to freedom of expression in Sri Lanka. We urge the Sri Lankan authorities to protect freedom of expression, to conduct a credible investigation, and to hold perpetrators accountable. Support for media freedom was one of the many recommendations of the LLRC report and a component of the recent UNHCR resolution in Geneva.
QUESTION: And has the U.S. raised this issue with the Sri Lankans directly in their communication or --

Conduct a credible probe-US

Stating that it remain extremely concerned about threats to freedom of expression in Sri Lanka, the United States on Monday called on the Sri Lankan government to conduct a credible investigation into the attacks on ‘Uthayan’ newspaper.

“We condemn the reported attack against the Uthayan newspaper in Sri Lanka. This incident is the latest in a series of attacks against this outlet and media organizations in general. And as we have said many times, we remain extremely concerned about threats to freedom of expression in Sri Lanka,” Acting Deputy Spokesperson of the US State Department Patrick Ventrell said.

“We urge the Sri Lankan authorities to protect freedom of expression, to conduct a credible investigation, and to hold perpetrators accountable. Support for media freedom was one of the many recommendations of the LLRC report and a component of the recent UNHCR resolution in Geneva,” he also said during the daily press briefing.

He also said that the US embassy in Colombo has raised the with the Sri Lankan government.

United America has urged Sri Lanka to conduct a credible investigation concerning the "Udayan" office attack.
 
The attack against the  main office of "Udayan" press located at Jaffna, Kasthuriyar Road was denounced by United America, and it has insisted to conduct a credible investigation  concerning to this attack incident.
 
US embassy located in Colombo, its Chief Public Affairs Officer Christopher Reels has expressed his statement condemning over twitter.
 
He mentioned US is worried about the continuous attacks against the "Udayan" press.
 
He requested the Sri Lanka officials to protect media freedom, and insisted to hold credible investigation concerning these attacks.
 
 US have expressed condemnation at a situation, some unidentified armed gang intruded the “Udayan” office yesterday, threatened the staff and security officers and scorched the printing machines.


Hulugalle outfoxes CID – JVP

Government's hollow statements cannot conceal the truth regarding torching of 'Uthayan' newspaper press and the Director General of the Media Centre for National Security Lakshman Hulugalle, outfoxing the CID, has 'revealed' an important matter regarding the incident says the JVP in a press release regarding the torching of 'Uthayan' newspaper printing press.
The statement in full:
Three days have gone by since setting fire to the printing press of 'Uthayan' newspaper in Jaffna. The incident where three masked men carrying T-56 rifles broke into the printing press and set fire to the press and the stock of newspaper was reported on the 13th.
This incident is a build up to a series of attacks targeting 'Uthayan' newspaper. On the 3rd the distribution office of the newspaper at Killinochchi was attacked and newspapers ready for distribution were destroyed. In January several incidents were reported where distribution agents of Tamil newspapers, including that of 'Uthayan', were assaulted.
However, the police, as in incidents that occurred earlier, have not been able to apprehend anyone responsible for the incident. The police say investigations are being carried out. Even when police investigations have not been completed the Director General of the Media Centre for National Security Lakshman Hulugalle, outfoxing the CID, has 'revealed' an important matter regarding the incident. He has stated the torching has been carried out by none other than 'Uthayan' newspaper to sling mud at the government!
Individuals like him, who would like to bury the independence of the media on behalf of wretched dictatorship, would not hesitate to say Julius Puchik hanged himself to bring discredit to Hitler and Richard de Soyza committed suicide by jumping to the sea to embarrass then UNP government. However, such hollow statements by the government cannot conceal the truth. No one would doubt that the gang of thugs that had come with their faces covered was a group of government thugs and had done so with the backing of the government. For, it is for the government that the right for information of the masses in the North as well as in the South has become an issue.
The government, while stating that it is ready to hold elections to uphold democratic rights of the people in the North, is taking measures to grab the right for information of the people which is an  infringement of the fundamental rights. These incidents indicate well the 'arbitrary democracy' the government is attempting to unleash on the masses in the North. Such anti-democratic behavior of the government, that has promised to the UNHCR that it would 'behave well' in the future, displays its irresponsible conduct; its need to pave the way for imperialist interventions and allow imperialists to pressurize the country. As such, this behavior of the government is knavish rather than idiotic.
We emphasize that stern legal action should be taken against all those responsible for the incident of setting fire to the printing press and we call upon all Sinhalese, Tamil, Muslim and other people to rally against such undemocratic moves of the government.

Major Pathirane is a trusted officer of Major general Haturusinghe , and it was Pathirana who had been looking after Haturusinghe during the time when the latter was suffering from a psychiatric disorder . Some weeks ago prior to setting fire to the Udayan office 13th early morning , the Uadayan newspaper had taken central place at the discussions held under the leadership of Haturusinghe. ‘The defense secretary instructed to get Udayan on proper track . His orders are not being followed by them. Something must be done now itself,’ Haturusinghe had told Pathirane. Haturusinghe had then ordered Pathirane to hold out a small threat. 

Prior to setting fire to the Udayan office , the Udayan office staff had been summoned and advised on how they should work. ‘Do not create news that imperil the country. The country has provided the necessary infrastructure for this district. The necessary things are being done. Udayan newspapers must publish them,’ they were told in a threatening manner. However , due to fear or for some other reason , in the complaint lodged with the police regarding the arson ,these threats had not been revealed by the Udayan staff.

As the Udayan newspaper had not heeded the threat made through Pathirana , the office had been set on fire 13th. According to Lanka e news inside information division , Major Pathirane had been personally present at the venue when the arson was committed , and the arsonists had left the venue at about 4.20 a.m. A Land cruiser jeep, another two jeeps , and three motor cycles had left the scene after the attack. Those six persons who were in the three motor cycles were in civil attire. The riders of the motor cycles were carrying mini Ushi automatic weapons while the pillion riders were armed with T 56 weapons.

This group at the junction near the turn to Kasthury road where the Udayan office is situated , had also met three Tamil civilians who were going early morning for their fishing activities. They had threatened the civilians by brandishing their weapons and made them to turn back and run. These civilians have in fear run for dear life.

Thereafter , this group had come in front of the Udayan office , and threatened the security officer by thrusting a weapon into his mouth.

By now , this arson attack had provoked a storm of controversy , and based on the premeditated plan the whole investigation is being orchestrated and rigged to mislead the world.

ASP W C K Thilakaratne and Jaffna police station OIC Segera under the instructions of northern district senior DIG Gamini Silva have undertaken to rig the investigations to suit their needs. Accordingly this investigation is to take the route to show that the arson was committed by a group that has taken money from the Tamil Diaspora, in order to tarnish the image of the Rajapakses . With this in view , telephone instructions have gone out already to make necessary amendments at the place of the police headquarters where the daily information are reported , and the place where the IGP gives instructions .

Senior DIG Gamini Silva had told , if the situation turns for the worse , the General will give three army personnel who can be produced to the courts preparing a B report accordingly. In other words ,Major general Haturusinghe has such individuals to be produced at the time of those obnoxious unlawful needs. These are the soldiers who deserted the army but later apprehended by the military police . Haturusinghe has over 20 such ‘Billi boys’ (soldiers hired for sacrifice) , according to Lanka e news inside information reports.

SECOND ARMED ATTACK ON TAMIL NEWSPAPER IN 10 DAYS

Reporters Without Borders and its partner organization, Journalists for Democracy in Sri Lanka (JDS), firmly condemn a pre-dawn armed attack on the Tamil-language daily Uthayan’s headquarters in the northern city of Jaffna on 13 April, just 10 days after a similar attack on Uthayan’s distribution office in the town of Kilinochchi.
In the 13 April attack, three gunmen threatened Uthayan security guards and staff members and forced their way into the printing department, where they opened fire on equipment and then set fire to it, causing major damage but no injuries.
“We are appalled by this latest attack, which comes amid growing threats and violence against the Tamil media, and we offer our complete support for Uthayan’s journalists, whose courage has our admiration and respect,” Reporters Without Borders and JDS said.
“The police should have agreed to the newspaper’s request for protection after the 3 April attack on its office in Kilinochchi. The passivity of the police in the face of repeated crimes of violence against Uthayan, and the systematic impunity enjoyed by those who carry out these crimes, render the government directly responsible.”
Uthayan editor Premananth Thevanayagam told JDS: “Speaking in Tamil and threatening them with their guns, the attackers told the staff in the printing section to disperse. When the staff refused to obey, they opened fire on them and the machinery, before setting fire to the machinery. Fortunately, no one was injured.”
Thevanayagam added: “We will no longer be able to print the newspaper at full strength as our main printing machine is damaged beyond repair.”
The only Tamil-language daily that never stopped publishing during the 1983-2009 civil war,Uthayan recently covered cases of land seizures by the military and local authorities in the north of the island.
Thevanayagam said he thought this coverage “could have been one of the motives for the attacks, as well as the debates prompted by the elections of provincial councillors.”
In the pre-dawn attack on Uthayan’s distribution office in Kilinochchi, 100 km southeast of Jaffna, on 3 April, the office was ransacked and four employees were injured. Following this attack,Uthayan asked those in charge of the police in the north of the island to provide the newspaper’s main offices with protection, but the request was ignored.
There has been a wave of harassment and violence against Uthayan since the start of the year. An Uthayan distributor was attacked on 10 January and the newspapers he was transporting were burned. Thevanayagam was summoned by the Criminal Investigation Department on 18 January for questioning about an article implicating senior army officers.
At least five of the Uthayan’s journalists have been killed since 2002 in attacks by government forces or pro-government paramilitaries.
Sri Lanka is on the Reporters Without Borders lists of “countries under surveillance” and is ranked 162nd out of 179 countries in the 2013 Reporters Without Borders press freedom index.

Let's build Sri Lankan Nation to safeguard all communities – Lal Kanthe

Sri Lanka needs a humanitarian system sans communalism and religious fanaticism. A Sri Lankan Nation should be created that will safeguard all communities says former JVP Parliamentarian and President of National Trade Union Center K.D. Lal Kanthe.
Speaking at a meeting held in Kegalle which is a part of the programme of meetings being held by the JVP throughout the island under the theme 'A rational country, a just society & an independent human being'  Mr. Lal Kanthe said, "This country doesn't have a media freedom at present. White vans pursued journalists. Now there are no white vans coming behind journalists. It is not because of eh democracy of this government but because journalists and media institutions have been careful not to write what the government doesn't like. They have got used to writing to avoid white vans coming behind them.
In such an environment masses do not get an opportunity to know the truth.That's why we have to go from village to village and make the people aware of what's happening in the country. Today there is a strange censorship to the media in this country. The media criticizes ministers and MPs. They write about assaults on Chairmen of Pradeshiya Sabhas; Ranil Wickremesinghe is criticized and party weaknesses are revealed. However, the media cannot criticize the royal family.
There is no unity among communities in this country. WE would never allow Sinhalese communalism to harm Muslim or Tamil communities. The JVP would be responsible for creating national unity to safeguard all communities. If things are left to happen and communalism is spread Sri Lankans will be assaulted not only in Chennai but also in Muslim countries.
We should have our house in order. Hence, we need a humanitarian system sans communalism and religious fanaticism. We should create a Sri Lankan Nation. Let's rally round a good programme. We could give the leadership, show the path and make sacrifices. Let's build a people's government. We call upon all to join us in this task."
Former Parliamentarian Gaminie Rathanayake also spoke.

COLOMBO — Sri Lanka's police have begun keeping track of foreign tourists to "ensure their own safety", officials announced on Monday.
Hotels and guest houses have been told to submit weekly reports of their foreign guests as part of a new security plan for tourists, police spokesman Buddhika Siriwardena said.
"Tourists are important to our economy. This is to ensure their own safety," Siriwardena told AFP. "This scheme will ensure officers will have details of tourists in their areas to protect them."
Hotel owners said they have been asked to pass on passport and visa details of all foreigners in addition to information already given to the authorities for maintaining industry-related statistics.
"Some people may be put off because this looks like surveillance," a hotel executive, who declined to be named, said.
A British national was killed in a gang attack at a southern tourist resort in December 2011, and two Europeans were beaten up in central Sri Lanka last month.
The British Foreign Office website says violent crime against foreigners is "infrequent" in its former colony, but notes an "increasing number of reports of sexual offences, including on minors".
Tourism has grown sharply after troops crushed Tamil Tiger separatist rebels and ended nearly four decades of ethnic strife that claimed up to 100,000 lives, according to UN figures.
Hotel prices have increased three-fold as a million tourists visited Sri Lanka in 2012, double the average in the final years of the civil war. Sri Lanka scrapped its visa-on-arrival system and began charging entry fees in 2011.
Police are using an ordinance issued in 1866 to oblige hotels to provide the information.

Major earthquake strikes south-east Iran

BBCIran has been struck by its most powerful earthquake for nearly 40 years, with tremors felt across Pakistan, India and the Middle East.
The epicentre of the 7.8 magnitude quake was near the south-east city of Khash, close to the Pakistani border, the US Geological Survey said.
Offices were evacuated in Abu Dhabi and tall buildings swayed in the Indian capital Delhi, witnesses said.
Iranian state TV has reported at least 40 people killed.
However, one official was quoted by Reuters news agency as saying he feared hundreds had died.
The earthquake struck in the province of Sistan Baluchistan at about 15:14 (1044 GMT), close to the cities of Khash, with a population of nearly 180,000, and Saravan, with 250,000.
Iran's Fars news agency was reporting that Saravan had suffered no serious damage.
All communications to the region have been cut and assessment teams - along with rescue teams from neighbouring provinces - are being sent to the stricken area, correspondents say.
The quake has been felt across the region. A BBC correspondent in Abu Dhabi said she had to be evacuated from her offices.
Michael Stephens, a researcher at RUSI Qatar, told the BBC from his offices in Doha: "I definitely felt the walls shaking. It lasted for about 25 seconds." He said his friends had been evacuated "as a precautionary measure".
Mohammad Wazir, a correspondent for BBC Persian in Pakistan, says the quake was felt in the cities of Karachi and Quetta.
It comes days after a 6.3-magnitude quake struck south-west Iran, near its nuclear power station.
At least 37 people were killed and 850 wounded in the earthquake that struck near Bushehr on 10 April.

Several men and women who were sleeping in the struggle pandal around the Lourdes’ Church, Idinthakarai, reported with great concern and panic that they noticed four masked men with sharp weapons loitering around at 11:45 pm on April 14, 2013. As we are trying to ascertain the details and enquiring about the identity and background of these men, we hear about a heavy drinking party going on right now in the outskirts of Idinthakarai with the blessings and financing of some notorious local body leaders and local police officers. There seems to be a serious and deadly plan to incite violence at Idinthakarai and foil our struggle as we are digging up major corruption and substandard equipment scandals at the Koodankulam Nuclear Power Project (KKNPP).
It is pertinent to note here that we published four sets of documents on Zio-Podolsk, the discredited Russian company that has supplied substandard equipment and parts to the KKNPP, and publicized Adv. M. Radhakrishnan’s press release on Adv. Pugazhendi’s petition to the CBI about the irregularities in the supply of equipment and parts to the KKNPP.
Given the seriousness of the situation, we are planning to convene the Village Committee and the entire Idinthakarai community tomorrow (April 16, 2013) for a thorough appraisal of the situation and to enhance physical safety of our struggling people and the struggle committee members.

Hotel rooms blocked for CHOGM now released

Rooms in hotels in Colombo and Wadduwa were booked by the government for the period of the Commonwealth Heads of Government Meeting (CHOGM) in November to accommodate the visitors.
However, expectations of an increase in revenue for the country’s hospitality sector due to the CHOGM scheduled to be held in Sri Lanka this November have fallen with a decline in the expected number of visitors to the country during the summit.
Sources from the tourism industry have said that city hotels and the hotels in Wadduwa had earlier been asked not to release their rooms for visitors who are not part of the CHOGM summit and affiliated events.
The government to accommodate visitors for CHOGM who cannot be accommodated in city hotels booked hotel rooms in Wadduwa.
However, the government had informed the hotels in Wadduwa to release the rooms booked for the CHOGM summit since the expected number of visitors could easily be accommodated in city hotels.
This set back is expected to hit the hospitality sector that is currently faced with many issues.
The proposed electricity tariff revision and the 40 percent salary hike for hotel employees stipulated by the government have become a severe burden to the sector that has been trying hard to stay afloat.
Apart from these issues, the city hotels are faced with another problem in the call for a reduction in the minimum room rate.
