Former and current Navy Commander clash over official residence

Former Navy Commander Admiral Somathileka Dissanayake has not yet vacated his official residence even 30 days after his retirement, sources from the Navy headquarters said.
The former Navy Commander has said that he could continue to occupy the official residence allocated for the Navy Commander since he has been appointed as the President’s advisor for maritime affairs.
However, senior naval officers say the former Navy Commander does not have any legal right to demand such privileges.
It is also learnt that businessman and artist, Somaratne Dissanayake had requested the President to permit his brother, the former Navy Commander to occupy the official residence for another three month period. Meanwhile, current Navy Commander Jayanath Colombage has called on the First Lady to get him the official residence for the Navy Commander.

Tamil Nadu fishermen 'attacked' by Lankan Navy

Sri Lankan Naval personnel attacked a group of fishermen from Tamil Nadu with stones when they were fishing near Katchatheevu today, officials said.
Around 4,000 fishermen from this island had sailed in 614 boats last night and were fishing near International Maritime Boundary Line off Katchatheevu, an islet ceded to Sri Lanka by India in the 1970s, when a section of them came under attack, they said
Accusing the fishermen of having entered their territory, the Sri Lankan naval personnel pelted stones at them, forcing them to return to the shores, officials said adding they had also cut some fishing nets.
Attempt to create an LTTE fear psychosis before budget

The Janarala newspaper has led with a story claiming that the Rajapaksa government is attempting to carry out a campaign before the budget saying that the LTTE has re-commenced some of its activities.
Incidents similar to the contents of the story have now taken place. The first is the finding of a pistol and explosives in a bus traveling from Jaffna to Kandy.
The Omanthai police have arrested four Tamil youths on suspicion over this incident. The bus driver and conductor have also been remanded.
However, the military personnel who have been traveling in the bus had been freed at the same time and the commuters have been stranded for over eight hours.
The passengers have said that the bag with explosives had been kept in the bus by a man who had boarded the bus in Kilinochchi wearing a cap. The explosives were discovered by the Omanthai police when the bus was being subjected to a routine check. The military personnel have also boarded the bus in Kilinochchi.
The Janarala newspaper has stated that the government is trying to commence the campaign simultaneously to the budget.
Political analysts say that this incident could be the first in the campaign. They claim that it did not make any sense for a person to try and smuggle explosives in the bus since it is common knowledge that buses are subjected to a check in Omanthai.

Colombo TelegraphThere is a certain rustic simplicity to the way the Sri Lanka’s present rulers go about their business. How do you solve the problem of leaked examination papers? Ban tuition classes one week before national exams. What do you do when one un-constituted provincial council is preventing the enactment of legislation limiting the powers of the councils? Repeal the 13th Amendment and do away with the provincial council system altogether. A Government that has grown so accustomed to getting its way cannot and will not be thwarted, not by the Supreme Court and certainly not by the irritant that is the Tamil National Alliance.
The sudden increase in volume regarding the ‘dangers’ of the 13th Amendment emanating from Government proxies and mouthpieces is therefore in no way accidental. Minister Wimal Weerawansa has urged the Government to call a referendum to repeal the 13th Amendment. Defence Secretary Gotabaya Rajapaksa said the 13th Amendment must be repealed or amended without delay, charging that it was a major impediment to the post-war development effort.
“The ongoing efforts by a political grouping led by one-time LTTE mouthpiece, Tamil National Alliance (TNA) to hinder the passage of the Divi Neguma Bill in Parliament meant that in spite of Sri Lanka’s battlefield victory over terrorism separatist sentiments were strong,” the Defence Secretary told a local newspaper.
According to the Defence Secretary, this fact was underscored by the fact that the TNA held high level discussions in India recently to push for full implementation of the 13th Amendment. Demonising the TNA as the LTTE rump still agitating for separatism is inimical the Government’s own assurances to New Delhi that it will continue discussions with the TNA regarding a final political settlement. More light was shed on the issue when Economic Development Minister Basil Rajapaksa told heads of Tamil media organisations on Monday (22) that the Government would not hesitate to introduce the 19th Amendment to the Constitution if it felt the 13th Amendment had shortcomings. According to the Colombo Gazette website which reported on the meeting, Minister Rajapaksa had several strange assertions to make during the meeting. Firstly he said that both the LTTE and the TNA had at one time strongly opposed the 13th Amendment, with the Tigers having assassinated Indian Premier Rajiv Gandhi over the issue.
Secondly, the Minister warned that attempts to ‘misuse’ the 13th Amendment would prompt ‘public’ calls for its repeal. Interestingly, Minister Rajapaksa appears to have forgotten that the LTTE opposed the 13th Amendment on the basis that it was a trap set in the Indo-Lanka Agreement to give the Tamils less autonomy than they wished for. In other words, the provincial council system provided for in the 13th Amendment was simply not enough power sharing as far as the LTTE was concerned.
In any case why the Tigers’ position on the matter forms the Government’s basis for discrediting the 13th Amendment is a question to ponder. The Minister’s statement about ‘misusing’ the 13th Amendment on the other hands makes a great deal more sense. As far as the regime is concerned, the TNA is effectively ‘misusing’ the provincial council system provided for in the 13th Amendment, in order to blockade legislation greatly desired by the Government – Divi Neguma.

Animal Sacrifice During Hajj in Sri Lanka

Hajj in Sri Lanka is a time when pilgrims go to Mecca or celebrate it at home, sometimes sacrificing an animal as per Islamic rites, but there are underlying political ramifications
It’s Hajj season again. From all over Sri Lanka, a few thousand fortunate Muslims have already left to perform the pilgrimage, a once-in-a-lifetime obligation for those who can afford it, joining hundreds of thousands more in Mecca. The Hajj is considered the pilgrimage of Abraham and has been practised ever since the time of that prophet, peace be upon him.
But the time of Hajj is also significant to those who remain in their homes. According to Muslim belief, good deeds carried out in the first ten days of the month of Hajj bear great merit in the eyes of Allah.  Aside from fasting, charity and reflecting on the Qur’an, a special good deed carried out by Muslims is the Uduhiyyah or the Hajj sacrifice.
In Sri Lanka where Muslims are a minority, the sudden rise of animal slaughter during Hajj has sometimes drawn the ire of Buddhists and attracted negative publicity over the years. This is especially significant now in a climate where certain political opportunists are spurring ethnic rivalry between Muslims and the Sinhalese.
Here in Sri Lanka animals are killed on a daily basis for meat, and this goes largely uncontested. The majority of Buddhists also eat meat, though many abhor beef. The beef industry is largely monopolised by Muslims and has always been a target for those seeking political gain.
Furores also arose in recent times in Sri Lanka over ritual sacrifice of animals in the Hindu Kovil of Munneswar, led by a senior minister, but backed by a faction of the Buddhist clergy. The sacrifice was allowed to go ahead despite protests as the penal code in no way prevents the slaughter of animals in the country.
The issue is not the slaughter of animals per se, but the graphic display of slaughter that can sometimes take place during Hajj, or other religious festivals that can be used by opportunistic forces to stir up trouble in the name of religion. And when Muslims themselves neglect to follow proper Islamic protocol in carrying out the sacrifice, the issue is only exacerbated.
Openly displaying the animal to be slaughtered, letting its dying cries be heard by neighbours and unhygienic disposal of waste matter is guaranteed to rub people up the wrong way. These practices are frowned upon in Islam in accordance with the Prophet Muhammad’s (may peace and blessings be upon him) example of respect for the faith and sentiments of non-Muslims. And of course hygiene is a central tenet of Islam (the Prophet is reported to have said ‘cleanliness is half of faith’). The above was highlighted in Friday sermons throughout the country on the Friday preceding Hajj.
Muslims must understand that religious obligations can still be fulfilled without hurting the feelings of non-Muslims (it’s probably better fulfilled that way), and non-Muslims must understand the significance of the act and the importance Islam places on animal rights. They should also not be led astray by misconceptions and political opportunists.
The Qur’an explicitly states that animals can be used for human benefit (Qur’an 40:79-80) and it stresses equally that animals have their own lives and existences that must be respected and honoured by man (Qur’an 6:38, 24:41). This may appear contradictory, but Islam teaches that all objects, from plants to stars, exist in submission to the will of Allah. And on Earth, man is the ‘vice-regent’ of Allah and can use the planet’s resources in accordance with Islamic law. This law is strict on preventing abuse however, and when it comes to animals, prohibits overworking, overburdening and the infliction of cruelty on them and allows hunting only for the sake of food.
Some claim the Islamic method of slaughtering animals is cruel. But in fact it is a humane and hygienic way of killing a beast. The cutting of the throat, windpipe and the blood vessels in the neck (the spinal cord is kept intact) prevents the flow of blood to the nerves that cause the sensation of pain in the brain (the animal struggles and writhes due to muscular contraction). All the blood is drained, blood being a medium for germs and bacteria, which ensures that the meat is clean and stays fresh far longer.
Before being slaughtered, the animal must be treated with kindness and given food and water; it is prohibited for instance, to sharpen a knife or to slaughter another animal in front of it.
The significance of the Hajj sacrifice is the commemoration and remembrance of the devotion of Abraham (peace be upon him). In a divinely inspired dream, Abraham saw himself sacrificing his oldest son Ismail to Allah. When he told this to Ismail, Ismail asked him to obey the command and said that he would be patient with the will of God. But when the blade descended upon Ismail’s neck, it failed to cut; Allah did not take the life of Ismail, providing a ram to be sacrificed in his stead.
This act of complete submission on the part of Abraham is remembered by Muslims worldwide by sacrificing a lamb, cow or another suitable animal. They keep one third of the meat for themselves, give one third to neighbours and friends and the final third to the poor, ensuring that no one goes hungry during the feast of Eid-Ul-Adha, the Hajj festival.
The day starts with a congregational prayer in the mosque. Muslims celebrate by visiting family and friends, exchanging gifts and remembering and thanking Allah for His blessings. The sacrifice of an animal is purely a measure of faith, as the Qur’an says “it is not their meat nor their blood that reaches Allah: it is your piety that reaches Him.”(22:37).

“Those who are campaigning against the 13th Amendment were supplying ammunition to our detractors who are hell bent on destabilizing Sri Lanka. The suggestions to abrogate the 13th Amendment to the Constitution was extremely unfortunate and will bring vastly negative repercussions,” said the Minister who chaired the APRC and submitted a set of proposals on power devolution to President Mahinda Rajapaksa.
“I am sorry that some government members are carrying out a campaign to abrogate the 13th Amendment to the Constitution which introduced the Provincial Council system that led to all the militant groups except the LTTE to give up arms and enter the democratic process under a unitary state. If under any circumstances the 13th Amendment and thereby the PCs were abrogated –I hope it will never happen – it will diminish and dash all hopes of not only Tamils but all Tamil-speaking people of this country to live in a united Sri Lanka as one nation with the Sinhalese. This is disastrous to the extreme,” Dr. Vitharana told Daily Mirror.
He said if there were weaknesses in the 13th Amendment those had to be corrected in a collective effort which will meet the aspirations of all Sinhalese, Tamils and Muslims. The position of the LSSP is that the 13th Amendment has to be further strengthened by devolving power to the village level to ensure there would be no seeds of separatism on Sri Lankan soil, the Daily Mirror reported.

Colombo discriminates Ampaa'rai Tamil villages in fund allocations: TNA councilor

The Sri Lankan state in Colombo continues to systematically ignore development of Tamil areas in the Ampaa'rai district of the Eastern Province under the district development programme, says A. Kalaiyarasan, a Tamil National Alliance (TNA) elected councilor at the Eastern Provincial Council. The SL authorities show interest in implementing development programmes by allocating more funds to Sinhalese and Muslim villages, excluding Tamil areas, Kalaiarasan says further adding that only 9.8 percent of the total funds of 131.4 million rupees, allocated for the implementation of ‘national development programme’ in the district, has been allocated for Tamil villages in Thirukkoayil Tamil division, Aalaiyadivempu, Chaainthamaruthu, Kaaraitheevu, and Naavithanve'li. 

Of twenty Divisional Secretariat (DS) divisions in the Ampaa'rai district, five DS divisions with Tamils have been completely neglected in the development in a planned way by Colombo.

Several Tamil villages in the district have been destroyed in war after 1990. No meaningful development has taken place in the destroyed Tamil areas even after 2009.

32.2 percent (439 million rupees) of the total funds has been allocated for the development of Muslim areas in Chammanthu'rai, Poththuvil, Akkaraippattu, Addaa'laich-cheanai, I'rakkaamam, Ninthavoor and Kalmunai Muslim area, the TNA councilor says. 

58 percent (719 million rupees) has been allocated for the development of Sinhala villages, Ampaa'rai, Dehiyatakandy, Thamana, Lahugalle, Pathiyathalawa, Maha Oya and Uhana.

“Compared to Sinhala and Muslim villages in the district, Tamil villages are mostly destroyed due to war and natural disaster. Those who have been resettled in these villages are not yet provided with basic amenities and livelihood assistance. But more funds are being allocated to less affected Sinhalese and Muslim villages,” Mr Kalaiarasan told media.

The main aim behind the allocation of more funds to Sinhala divisions is to appropriate more lands belonging to Tamils and settle down members of Sinhalese being brought from other parts of the island, he alleged.

Eezham Tamils were the majority people in the Ampaarai district before the year 1957. 

The number of Tamils has gone down due to SL state-sponsored Sinhala colonization in the district.

(Lanka-e-News -24.Oct.2012, 5.00PM) The machinations of MaRa to displace the chief justice (CJ) Dr. Shiranee Bandaranayake from her post in order to bring the judiciary under his whimsical control had met with impediments , according to reports reaching Lanka e news. It is learnt he had dispatched a message to the CJ that he is prepared to appoint her as the SL permanent representative to the UN in America. But, based on sources within the Temple Trees , the CJ had grossly and disdainfully rejected this offer.
Dr. Shiranee Bandaranayake had clearly pointed out that her profession is judicial and none other , while also enlightening MaRa (apparently in the dark) on the fact that there are a number of rectifications to be made in respect of this country , and towards that end she will dedicate herself as a chief justice , it is learnt 

It is after this stern and straight answer of the CJ , MaRa had decided to displace her from her post by hook or by crook even by an impeachment motion, according to Temple Trees sources.

(Lanka-e-News- 12.Oct.2012, 11.30AM) A most secretive and slyly planned impeachment motion is to be brought against the chief justice (CJ) by the MaRa regime , based on reports reaching Lanka e news. It has been concluded that Mohan Peiris , the former Attorney General (AG) and present legal advisor to the Cabinet be appointed as the CJ .Since Mohan Peiris is now 61 years old , he can continue in service for another four years.

The regime chief MaRa in his characteristic belligerent mood had yelled out before the other party leaders of the regime ‘ ‘can’t do anything with her . She must be somehow got rid of’ like Hitler of the past gave orders to his murder squads .He had referred as ‘her’ to the present CJ. With this in view , Mohan Peiris and Kalinga Indratissa who was appointed as a President’s counsel on the 11th are together preparing the necessary documents hastily, it is learnt.
However , when a media personnel questioned yesterday (11) from Minister Nimal Siripala De Silva who is a Lawyer on whether a impeachment motion is in the pipeline against the CJ , he denied it. The reason behind this refutation is to mislead the media .

On 27th September night when MaRa summoned senior SLFP Lawyers and tried to promote an impeachment motion against the CJ , all of them opposed it. Later , an attack was launched on the secretary of the Judicial service Commission (JSC) of which , the Chairman is the CJ . In addition , through the speaker in Parliament the supreme court was severely criticized.

(Lanka-e-News- 05.Oct.2012, 10.00PM) The latest of the victims of the regime targeted by MaRa ,the chief of the regime for venting his venom and vengeance is the present Chief justice (CJ). Using Asoka De Silva the former CJ and present advisor , MaRa is exploiting the family tie and Mafia between them for the most sordid and atrocious objective of attacking the present CJ, according to reports reaching Lanka e news. The only ‘wrong’ the present CJ has committed to fuel MaRa’s virulence is her not falling in line with the MaRa Kangaroo court (MaRa karanaya) goals when performing her duties while on the Bench. Of course , MaRa has chosen the right person to do the wrong job , for Asoka De Silva is notorious for his putrid antecedence when he was a CJ doing all the sordid biddings of MaRa even compromising the sacrosanct laws and the judiciary.

As part of the plot to wreak vengeance on the present CJ, a complaint was made to the Bribery and corruption Commission against the CJ’s husband Pradeep Kariyawasam ,when he was the Chairman of the National savings Bank (NSB) in connection with share market transactions, when purchasing shares of The Finance Co. This investigation was entrusted to the Commissioner of Bribery Commission , Wimalachandra , an ex Judge.

Following the investigation , it was the conclusion of his and those under him that the Bribery Commission cannot file a case on this , as Kariyawasam could not be incriminated on any account- that is , there is no proof that he had taking bribes or any transaction that was tainted to constitute a bribe.

When Wimalachandra was about to close this file on this account last Friday , after explaining the reasons therein for doing so, the Chairman of the Commission , Jagath Balapatabendi, had called back the file alleging there are grounds to file legal action, and transferred the file to Attorney General (AG) Palitha Fernando. It was then and only then the family Mafia operation of MaRa cum JaRa Asoka De Silva ,and the conspiracy behind all these wretched aims directed against the present CJ who is discharging her duties duly sprung out.

Incidentally, the Bribery Commission Chairman Jagath Balapatabendi’s son is married to Asoka De Silva’s daughter. Attorney General Palitha Fernando is married to Asoka De Silva’s sister. It is therefore very clear like how the wolves are helpful to each other among themselves though they are innately and by nature most vicious, MaRa is pampering his favorite officials of the Mafia ring like how he indulges his relatives. The favoritism, corruption and unjust rule are reminiscent of that of Late Gadafi of Libya who finally had to hide in a drain only to be dragged out for attack by the people .
It is therefore being questioned widely by the people whether the MaRa regime is now introducing new drains and cleaning old drains with assiduous ardor in Sri Lanka after Gadafi's death because they are expecting to meet the same horrendous fate of Gadafi.

Earlier on, Lanka e news always first with the news and best with the views reported , when the present chief CJ was appointed , that her husband simultaneously holding the position of NSB chairman appointed by MaRa can create a conflict of interests, and that either she or he shall resign. Yet , the MaRa regime which is accustomed to selling honor for selfish and unscrupulous gains did not care two hoots. Naturally , having that overriding trait , it is unable to realize that if it sleeps with the dogs , it has to inevitably wake up among a swarm of diseased destructive fleas.



Sri Lankan military forcibly “resettles” Tamil detainees

The Sri Lankan government last month announced a “remarkable achievement”—the resettlement of the last of nearly 300,000 Tamil war detainees. This was an outright lie. The government ordered the military to remove the remaining 1,200 refugees from detention camps erected after the end of the country’s civil war in May 2009, only to dump them in a roughly cleared area in thick jungle without basic facilities.
With the defeat of the Liberation Tigers of Tamil Eelam (LTTE), the Sri Lankan military detained all civilians who fled the war zone—men, women and children—in so-called welfare villages at Manik Farm near Vavuniya. These “welfare villages” were run by the military as prison camps. Under international pressure and facing criticism at home, President Mahinda Rajapakse’s government began the “resettlement” of the detainees in late 2009. The vast majority of those “resettled” are still living in primitive conditions.
The following report was compiled by a team of World Socialist Web Sitereporters who investigated the conditions facing the last group to be forcibly resettled.
We travelled 85 kilometres from Jaffna to Suriyapuram, near Pudukuduirippu, where the final group of war detainees were moved. As you pass Kilinochchi town going toward Pudukuduirippu, you see many military camps. Signs on unoccupied land that read “reserved for military use” indicate that more facilities are being prepared. The entire area remains under military occupation.

People originally from Pudukuduirippu and nearby villages, including Keppapilawu and Seeniyamotai, are not allowed to re-enter their villages, which are occupied by the military. Justifying the government’s decision to keep residents out, Mullaithivu District Government agent N. Vedanayagam declared: “They can compromise national security and hence, we could not settle them in their original villages.”
The displaced residents have been “resettled” at Suriyapuram, five kilometres from Pudukuduirippu. The area is about one kilometre inside thick jungle and is surrounded by military camps. The army patrols inside the settlement on push bikes and maintains strict control over the refugees.
Conditions are dreadful. The area was once considered the LTTE’s main base, and sharp battles were fought here and toward the eastern coast. Shops, houses, schools, temples and hospitals were destroyed, without a single building being spared. The Pudukuduirippu area has no basic facilities. People do not have adequate food, clothing, education, medical treatment or clean water, not to mention electricity. The people are surviving on inadequate rations of rice, dhal and sugar. They have no way of earning money to mitigate their extreme poverty.

Families live in huts made of tin sheets and galvanized pipes, which cannot withstand heavy rain or winds. Even this substandard accommodation is not provided for widows and the elderly. They have to live with their relatives or friends.
One young widow told us: “The Tigers [LTTE] forcibly recruited young people for training [as their fighters]. I got married to avoid that. During the war my husband died in a shell attack. I was left alone and am now staying at my sister’s hut. The authorities said I cannot have aid or separate hut. The government made me a widow and now unjustly deny me any facility.”

The authorities have forced the former detainees to clear the jungle. People do not believe the government’s claim that they have completed de-mining the area, and fear that they will be killed or maimed by undiscovered landmines. Refugees also face poisonous snakes and wild animals, including elephants.
There is no public transport. Students must walk to their classes, some of which are conducted under trees because some classrooms were completely destroyed in the war. Other classrooms have no chairs or desks, so students must sit on the floor. One young mother said: “We protected our children during the war and came here. We fear that we may lose them. Our children have to walk two kilometres through the forest to reach the school. To get medical treatment we have to travel more than six kilometres to reach a hospital. There is no power supply for us and we live in the dark at night.”

Inadequate supplies of fresh water are brought in bowsers and stored in small tanks that have been erected. Many people have to walk for several kilometres to fetch water for drinking and washing. No toilets have been built, leaving people facing the threat of disease.
The Pudukuduirippu hospital is temporarily functioning at Kaiveli, two kilometres away. This facility serves 40,000 people resettled from Wiswamadu toward Kilinochchi, through to Mullaivaikkal, near the north-eastern coast. There are only two doctors and three nurses. When one doctor goes on leave, the other doctor works 24 hours without a break. No midwives are available and women about to give birth are sent to the Mullaithivu or Kilinochchi hospitals. Around 200 to 300 patients are treated every day, mostly for snake bites and leg injuries, or dengue and malaria, which are rampant.
The hospital relies on limited power supplies from generators. There is no freezer to store medicine. There are only 18 beds in the wards and many patients are forced to lie on the floor. There are only two toilets for patients and doctors, exacerbating the unhygienic conditions. Water is brought in a bowser, but many patients have to use unclean water.
The appalling conditions in the area underscore the fraud of the government’s boasts that it has resolved the refugee crisis in Sri Lanka. The country’s military committed numerous war crimes during its offensives against the LTTE, and in the concluding stages of the civil war it indiscriminately bombarded areas on the north-eastern coast, killing tens of thousands of people. The latest refugee “resettlement” forms part of a wider collective punishment of civilians inflicted by Rajapakse and the military in the aftermath of the bloody conflict.

இந்தியப் பிரதமர் மன்மோகன் சிங் வழங்கிய வாக்குறுதியுடன் நாம் இந்திய மக்களவையின்  எதிர்க்கட்சித் தலைவி சுஷ்மா சுவராஜைச் சந்தித்தோம் இந்தியப் பிரதமர் மன்மோகன் சிங்கின் வாக்குறுதி தொடர்பில் கருத்து வெளியிட்ட சுஷ்மா சுவராஜ், இந்தியாவில் ஆட்சி மாற்றம் ஏற்பட்டாலும், ஒரு நாடு என்ற வகையில் இதுவே இந்தியாவின் நிலையாக இருக்கும் எனத் தெரிவித்தார்.

"இலங்கைத் தமிழ் மக்கள் தொடர்பில் தமிழக அரசு மட்டும் கரிசனை கொண்டிருக்கவில்லை. இந்தியாவின் ஒவ்வொரு மாநிலமும் இலங்கைத் தமிழ் மக்களின் பக்கம் உள்ளது.

இலங்கைத் தமிழ் மக்களின் பிரச்சினைகள் தீர்க்கப்பட வேண்டும் என்ற கருத்திலேயே அனைத்து மாநிலங்களும் உள்ளன'' என்றும் சுஷ்மா சுவராஜ் எம்மிடம் தெரிவித்தார்.

தமிழ் மக்களின் பிரச்சினைகள் தொடர்பான இந்தியாவின் அணுகுமுறை சாதகமானதாக இருக்கின்றது. இப்பிரச்சினைகளைத் தீர்த்து வைப்பதற்கான பொறுப்பை அவர்கள் விரைவில் பொறுப்பேற்றுக் கொள்வார்கள் என்றே நான் கருதுகிறேன்.

எமது கோரிக்கைகளும் நிலைப்பாடுகளும் நியாயமானவை என்பதைப் புரிந்து கொண்ட அவர்கள், இந்த சந்தர்ப்பத்தைத் தவறவிட்டு விடக்கூடாது என உணர்கின்றார்கள். இலங்கை அரசின் நாடாளுமன்றத் தெரிவுக்குழு தொடர்பாக எம்முடன் பேசிய ஒரேயொருவர் பிரதமர் மன்மோகன் சிங் மட்டுமே. எம்முடனான பேச்சின் தொடக்கத்தில், இனப்பிரச்சினைக்கு ஒரு அரசியல் தீர்வைக் காண வேண்டும் என்றும், இலங்கை அரசு நாடாளுமன்றத் தெரிவுக்குழு குறித்து தன்னுடன் பேசியதாகவும் பிரதமர் மன்மோகன் சிங் கூறினார்.

ஆனால், அது தொடர்பிலான தகவலை அவர் எமக்குத் தெரிவித்தாரே ஒழிய, எம்மை  நாடாளுமன்றத் தெரிவுக்குழுவில் கலந்து கொள்ளுமாறு வலியுறுத்தவில்லை. நாடாளுமன்றத்  தெரிவுக்குழுவில் பங்கேற்குமாறு இந்தியத் தரப்பில் எவரும் எமக்குப் பரிந்துரைக்கவில்லை.

இந்தியாவுக்கு நாம் முன்னர் மேற்கொண்டிருந்த பயண்ங்களைவிட இம்முறை மேற்கொண்ட பயணம் மிகவும் உற்சாகம் அளிக்கக் கூடிய பயணமாக அமைந்திருந்தது என்றார்.       

Sampanthan trusts India to take up the Tamil issue

The leader of the TNA, R. Sampanthan, has affirmed his faith in India to take up the Tamil issue on the island of Sri Lanka, reported Uthayan.
Delivering a statement on the recent trip of a TNA delegation to New Delhi, Sampanthan is reported to have said:

“Indian Prime Minister Manmohan Singh has given his assurance that India will take responsibility in ensuring that the Tamil people in Sri Lanka can live with justice, dignity and self-respect. Manmohan Singh said that he will do everything he can for this.”
“Upon meeting leader of the opposition, Sushma Swaraj, we were reassured that this would remain the case regardless of regime changes in India. She further said that it is not just the Tamil Nadu government that is concerned about the Tamils in Sri Lanka. Each state in India is on the side of the Tamil people. Ms Swaraj told us that all Indian states are committed to resolving the problems of the Tamils in Sri Lanka.”
“India’s attitude to the problems of Tamil people is a sympathetic one. I believe that they will soon take up responsibility in finding a solution to these problems.”

“Having understood that our demands and stances are justified, I feel that they should not let this opportunity go amiss. The only individual to talk to us about Sri Lanka’s proposed Parliamentary Select Committee (PSC) was PM Manmohan Singh. He stated that the Sri Lankan government had spoken to him before our talks, about finding a political solution to the ethnic issues and about the PSC.”
“However, he simply informed us of the details of the PSC, but made no attempt to persuade us to participate. In fact, no-one on the Indian side recommended participation in the PSC.”
“We are much more enthusiastic and motivated by this recent trip to India, than any other trip we have undertaken in the past.”

A Leaked “CONFIDENTIAL” US diplomatic cable, dated May 15, 2007, recounts the details of a meeting the US Assistant Secretary for South and Central Asian Affairs Richard Boucher has had with media managers in Colombo on May 10, 2007. The Colombo Telegraph found the related leaked cable from the WikiLeaks database which is classified by the ambassador Robert O. Blake.
“To underline U.S. support for freedom of the press, Boucher held a press roundtable on May 10 with managing directors from ten leading independent Sinhala, Tamil and English papers in Colombo. Participants described how the government is directly and indirectly threatening journalists to prevent them from reporting on human rights abuses, abductions, paramilitary groups or other topics that do not portray the government in a good light. Citing specific examples of intimidation by government officials as well as the Karuna faction, they described the current climate as one of fear and intimidation. Extreme weather creating urgent need for better forecasts

VAVUNIYA, Sri Lanka (AlertNet) – Since returning to farming after decades of displacement during Sri Lanka’s long civil war, Kusmalatha Tammitta has faced a new enemy: extreme weather, particularly long droughts followed by bursts of heavy rain.
“There are 22 wells in this village. All are dry,” Tammitta told AlertNet. After an eight-month drought, she said, she had lost two acres of paddy land and a banana plot of around 300 trees. “There are around 100 coconut trees we planted in the village since we returned. All are withered,” said the worried 35-year-old, who looked a decade older as she cradled her 4-year-old daughter.
 Tammitta, who lives in the remote village of Mamaduwa, in northern Vavuniya District, spent more than two decades as an internally displaced person, after fleeing her village in the early 1990s due to civil unrest. In 2010 she and her family returned, only to find themselves trapped in an uncompromising cycle of drought and heavy rain.
She now worries how she will make ends meet without her crops, the only income source for most families in Mamaduwa, which lies 30 kilometers from the nearest city. She had one simple question for district officials who visited the village this month to assess drought damage: When are the next rains likely?
No one had an answer that would reassure her, or one that would help her make a good decision about when to next try planting her fields.
“What we know are daily forecasts, nothing beyond,” lamented Robert Peiris, the additional secretary for the North East Reawakening Programme under the Ministry of Economic Development.
Sri Lanka urgently needs good long-term forecasting to help farmers adapt to increasingly extreme weather, experts say. So far, little is available, officials and farmers say.
Peiris told AlertNet that it was a precarious task advising farmers on how to plan their crops based on daily forecasts. The forecasts that are made public by the Sri Lanka Department of Meteorology only include possible rainfall or lack of it, temperature and humidity. They do not include rainfall quantity or exact times and usually do not cover periods of more than 24hours.
R.M.P. Karunanaratne, the chief irrigation engineer in north central Polonnaruwa District, who oversees the massive 20 square kilometer (7.7 square mile) Parakrama Samudraya reservoir, said that the lack of detailed forecasts also made his work difficult.
Before he goes out to meet farmers, the irrigation engineer said, he calls personal contacts at the Department of Meteorology to try to get a clearer idea on current and future weather patterns.
CURRENT FORECASTS ‘USELESS’
“The daily forecasts are useless, more so because of late we have seen weather patterns fluctuate wildly,” he said.
In late 2010 and early 2011, areas of northern Sri Lanka currently hit by droughts suffered severe damage from floods, followed by a smaller drought toward the end of the year.
That drought was broken by the North East monsoon in November 2011. Since then the North and North Central regions had to wait until the second week of October for more rain.
Facing similar extreme weather, neighbouring India has already begun issuing more detailed forecasts. Senaka Basnayake, who worked at Sri Lanka’s Department of Meteorology for two decades before taking up a position as head of climate change and climate risk management for the Asian Disaster Preparedness Centre in Bangkok, said that this year Indian meteorological authorities issued  an estimated rainfall forecast in June before the monsoon set in, indicating possible rainfall levels and patterns.
As the monsoon progressed, that forecast was then updated, he said.
Even in Sri Lanka at least one private organisation, the Foundation for Environment, Climate and Technology, a research agency, issues regular detailed forecasts. Lareef Zubair, the foundation’s principal scientist, told AlertNet that since 2008 it has advised  the government’s Mahaweli Authority, which oversees many large reservoirs (but not Parakrama Samudraya), on rainfall patterns.
“We provide multiple week forecasts to the Mahaweli Authority and they are happy to get this. We pull together information from multiple sources to be able to put our bulletin out,” Zubair said.
S.H. Kariyawasam, director general of the Department of Meteorology acknowledged that long-term detailed forecasting was vital. But he said that the department lacked technical know-how and personnel to put out such forecasts.
“It involves a lot of scientific analysis and working on computer-generated models. We need time to get those in place,” he said.
The department is currently setting up a new doppler radar system that will help it to predict rainfall quantities, locations and times more accurately, Kariyawasam said.
However, he said the new radar was unlikely to assist in issuing long-term forecasts.
