Mannar Bishop questioned by Sri Lankan CID on ‘disappearances’

Vol 3 Issue 18
The Roman Catholic Bishop of Mannar, Bishop Rayappu Joseph, has come under the scanner of the Sri Lankan regime’s Criminal Investigation Department, which has earned notoriety for employing third degree methods of questioning in its infamous ‘fourth floor’ office in their headquarters in Colombo.
According to reliable sources, two CID officers visited the Bishop’s office in Mannar on May 8 with prior appointment and questioned him on his submission to the LLRC regarding the ‘disappearance’ of 146,679 people during the last stages of the civil war in the period 2008-09.
Bishop Rayappu Joseph had questioned the Sri Lankan government about the fate of 146,679 ‘missing persons’
When the Bishop told the officers that he had submitted whatever documents he had in his possession regarding the matter to the LLRC, the latter is supposed to have replied that they had no access to LLRC documents.

They asked the Bishop if he personally knew any of the missing persons. The Bishop had responded that even a Priest was among the missing, but his concern was for all those who had gone missing.

Reacting to the questioning, a priest wondered why the cops had to question the Bishop when the information they sought from him would be available with the Government Agents, Divisional Secretaries and Grama Niladaris in the Tamil provinces, as they would have the population figures in the Vanni before and after the war.

The Bishop himself had come up with the 146,679 ‘missing persons’ figure based on government records.

The CID officers recorded the Bishop’s statement, and after reading it out to him, had got his signature and stamp

According to the sources, several Catholic Priests were present with the Bishop during the questioning.

They said the officers who questioned the Bishop were both Muslims. They spoke in Tamil, produced identity cards when requested to do so and were polite. They took the names and address of all those present, the sources said.

However, the questioning is being seen as a signal to the Bishop, who is known for his outspoken nature, to give up his campaign for the Tamil cause. The Sinhalese call him as the ‘tiger Bishop.’

It is important to recall here that the Bishop, along with thirty other priests, had made a submission to the recently concluded UNHRC session in Geneva about the worsening human rights situation in Sri Lanka in the post-war phase.

They had written:

“In fact, the post LLRC track record of abducting human rights defenders in Jaffna, obstructing human rights day event in Jaffna, obstructing peaceful campaigns in the North, killing of a protesting fisherman in Chilaw, vicious hate campaigns against journalists and organizations critical of the government, singing of the national anthem in Sinhalese only and a host of such activities indicates the absolute disregard for the LLRC report by the Government of Sri Lanka.”

This submission was considered a major setback for the Lankan government at the UNHRC, and together with other factors resulted in the passing of a US-sponsored resolution against Colombo.

Editor’s note: The Sinhalese doctor Brian Senewiratne from Australia, a regular contributor to The Weekend Leader, had recently sent an article to this portal about his fears for the safety of the Mannar Bishop. The article could not be published then. It will now be published in our weekend edition.

Ex-LTTE female cadre harassed by SLA commits suicide in ‘resettlement’ camp
Srilankatruth
05 May, 2012

A senior female ex-cadre of the LTTE, ‘rehabilitated’ and ‘released’ recently by the genocidal SL military has self-immolated herself Thursday night in Polika'ndi in Vadamaraadchi inside a closed room at the camp for resettlement-seeking people. The deceased, 38-year-old Suganthy Sivalingam, had been a member of the LTTE for more than 15 years and was serving in the LTTE medics after she sustained serious injury in a combat operation in 1999.
She was engaged in medical services during the final days of the war in Vanni. Suganthy, who was mentally strong, was seen depressed and physically ill on the day of the suicide, the family said. Informed sources further said that the SL military had subjected the victim to severe mental torture in their 'rehabilitation' detention.

The international community, including India that have abetted the Sinhala state in the genocidal war, continue to follow a policy of leaving the Eezham Tamil ex-liberation fighters in the hands of the genocidal Sinhala military, causing the inhuman treatment meted out to them with international tolerance, human rights activists in Jaffna accused.
It is quite natural for the genocidal Sinhala military to treat ex-Eezham Tamil liberation fighters in inhuman ways. But it is an abnormal crime on the part of certain countries of the IC and India to facilitate such a situation, the activists further said.
UK was one of the countries that were directly involved in ‘funding’ the process of SLA’s handling of ex-LTTE cadres.
Refusing to admit the ethnic/ genocidal perspective of the crime and leaving matters as affairs of the Sri Lankan state is the fundamental encouragement given to the Sinhala state to commit the crimes whether in war or in the so-called post-war, the activists pointed out.
On Thursday, Suganthy had burnt herself with kerosene oil within a closed room.
At the time of her death, she was living with her parents at the resettlement camp at Paalaavi in Polika'ndi.
Suganthy's suicide comes at a time when former LTTE members are subjected to harassment and abductions by the SL military.
The ‘released’ LTTE cadres are ordered to come to the SL military camps for regular harassment.
Meanwhile, within the last 7 days, three former members of the LTTE, released after ‘rehabilitation’ by the SL military, have been abducted at Kamparmalai, informed civil sources said.
The families of the victims have been threatened not to disclose any details of the abduction or reveal their names to media.
The modes operandi of the SLA is not releasing those who were ‘abducted’ for ‘inquiries’ if the families complain or news stories appear on media on their abductions.
Accordingly, there was no complaint with the SL Human Rights Commission or with the Police on the latest abductions of the former LTTE members, journalists said.
However, whether complaints are made or not, not a single ex-LTTE member abducted after being released have returned alive, news sources point out.
But, parents hoping for the best, are reluctant to file complaints fearing that they would endanger the lives of their sons and daughters, held incommunicado at undisclosed locations by the SL military.
The entire apparatus of the occupying SLA and its intelligence, which have no combat role after May 2009, focus their energy on surveillance and harassment of former ex-LTTE members ‘rehabilitated’ and ‘released’ by the SL military.
The military has also told the ex-members of the LTTE that if they get arrested at the airport while leaving the island, they would never return alive.

Indian Stalinists line up with national bourgeoisie on Sri Lanka’s Tamil issue

By V. Sivagnanan
10 May 2012
The stand of India’s main Stalinist parliamentary parties on the question of Sri Lanka’s Tamil minority is based on defending the interests of the Indian bourgeoisie. On this issue, the Communist Party of India (Marxist) or CPM and the Communist Party of India (CPI) have lined up with New Delhi and the communal parties of the southern Indian state of Tamil Nadu.
A resolution on the “Sri Lankan Tamil issue” passed by the CPM’s 20th national congress, held in Kozhikode in early April, calls for “a political settlement based on the provision of autonomy and devolution of powers for the Tamil-speaking areas,” that is, a power-sharing arrangement between the island’s Sinhala, Tamil and Muslim elites for the north and east.
The CPM resolution also “urges the Indian government to make all necessary political and diplomatic efforts” for “[t]he full rehabilitation and resettlement of the Tamil people.” It calls on Colombo to conduct “an independent and credible enquiry into the human rights violations and to establish accountability.”        Full Story>>>

BJP slams Cong-led UPA, DMK on Lankan Tamils issue
PTI | 05:05 PM,May 10,2012
Madurai,May 10 (PTI) Slamming the Congress-led UPA and its southern ally DMK on the Sri Lankan Tamils issue, BJP today said the Centre should take all steps for the rehabilitation of internally displaced Tamils. "The continued attacks on Indian fishermen has made a nuclear power like India become a laughing stock due to such attacks from a small country," a resolution adopted at the state conference of the party's state unit here said. It blamed the ruling Congress for such a situation. India voting against Sri Lanka by supporting a US-sponsored resolution in the United Nations Human rights council for alleged war crimes was not enough and it should do more even as the country's efforts to build 50,000 houses in Lanka was not on track , it said. "This conference condemns the Congress-DMK combine which has so far not bothered about the Sri Lankan Tamils," it said, adding, the Centre should now take all steps for the rehabilitation of the Lankan Tamils.

Sinhala GA officially orders Buddhist construction at Thirukkeatheesvaram
06 May, 2012

Occupying Sri Lanka’s Sinhala Government Agent of the Mannaar district of the country of Eezham Tamils, AK Sarath Savindra on Friday sent official orders to the divisional secretary of Maanthai West to permit the construction of a Buddhist temple at the Saiva sacred centre Thirukkeatheesvaram, where no Sinhala-Buddhists live.
A Buddha statue was already placed there by the occupying Sinhala military, at 200 metres near the Saiva temple in a forcefully confiscated private land. Meanwhile, the entire Mannaar district has been brought under the Anuradhapura administrative circle of genocidal Sri Lanka’s Archaeology Department. While existing Muslim and Hindu places of worship are demolished and removed from Dambulla, claimed to be a Buddhist centre, the Sinhala government encroaches a pivotal Saiva sacred centre in the country of Tamils.

The local population of the Mannaar district is entirely of Tamil speakers, comprising of Christians, Muslims and Hindus.
The Sinhala GA now spearheads a movement to bring in the Sinhala Buddhists, as part of genocidal Sri Lanka’s agenda specified in the LLRC recommendations, to make no territory in the island as belonging to the nation of Tamil speakers.     Full Story>>>

When the Little Guy's Tools for Change Are Co-opted

"Pledge support for SL by signing the petition atwww.peacepetition4lk.org" -- this seemingly innocuous exhortation suddenly began appearing on my phone screen every time I sent a text or made a call in Sri Lanka. The simple message belies the complex realities of a 26-year civil war and a government eager to hide its human rights abuses.

Government propaganda through mobile companies is a usual occurrence, as I learned four months earlier when, arriving in Colombo, I received a text from "PRESIDENT" wishing me a happy new year in English and Sinhalese (conspicuously, no Tamil). Now Dialog, Sri Lanka's largest phone operator, was asking me to take online action.
Surprisingly, www.peacepetition4lk.org redirects to a petition on the change.org website asking the U.N. to stay away from the Sri Lankan peace process. Although the word "PRESIDENT" doesn't appear on the petition or the phone message, it is fair to assume from its cozy relationship with the phone companies that the government is involved.

Tamil boy shot by Sinhala military for cattle mangling ‘Buddhist’ decoration
A Vesak arch in Jaffna written in corrupt Tamil
TamilNetVesak, Jaffna[TamilNet, Tuesday, 08 May 2012, 23:02 GMT]
At the height of a show of ‘victor's supremacy’ in the country of Eezham Tamils, a 17-year-old Tamil boy, S. Krishnakumar of Kumaarasaami-puram village in Visuvamadu in Mullaith-theevu district, was shot and fatally injured by the occupying Sinhala military, for his cattle damaging the ‘Vesak’ decorations commemorating 2600 years of Buddha at an SL military camp. When the injured boy was taken to the hospital, passing through the prevailing hurdles in the district, the occupying SL military took charge of the boy to be sent to Anuradhapura hospital by helicopter, but after warning his family members that the matter should not be revealed to anyone. The boy was herding his cattle on Monday evening when he was shot.

Vesak, Jaffna
The Sinhala ‘pilgrims’ from the South and the occupying military celebrating Vesak in Jaffna
Vesak, Jaffna
A Sinhala-Buddhist presentation by a troop from the South in occupied Jaffna
Vesak, Jaffna2600 years of Buddha, according to Sinhala-Buddhist reckonings that fell on the full-moon day on Saturday, became an occasion for a show of genocidal legitimacy by the Sinhala military occupying the country of Eezham Tamils.

Analogous to the 10,000 Sinhalese brought by the UNP leader Ranil Wickramasinghe, who chose to celebrate the May Day in occupied Jaffna, several thousands of Sinhala Buddhists were sent to the North this time, as ‘pilgrims’ to observe 2600 years of Buddha.

All the Sinhala military camps in the country of Eezham Tamils were grandly decorated for the occasion to present a psychological impact that the whole island belongs to the Sinhala Buddhists.

The Jaffna Public Library, which was once burnt down by the Colombo government, became a centre for the colonial-military dissemination of Sinhala-Buddhist piety to Eezham Tamils.

The virtual invasion of thousands of Sinhala ‘pilgrims’ to Vanni and Jaffna peninsula caused severe inconveniences to the local people, who preferred to remain indoors.

The Sinhala government agent of Mannaar district chose that day to issue an order to build a Buddhist temple in the precincts of a major Saiva-centre at Thirukkeatheesvaram in the Mannaar district.
