Historic charity dinner raises 1 million Malaysian Ringgit to support humanitarian efforts of Tamil Forum Malaysia (TFM)

A charity dinner with a target to raise a million Malaysian ringgit to help fund humanitarian efforts in Sri Lanka's war affected Vanni and Tamil refugees in Malaysia was organised by the members of the Tamil Forum Malaysia (TFM).
A well attended dinner at the prestigious members only Golf Club saw some moving performances exclusively by Tamil refugee children of all ages. It is perhaps these performances helped the donors to be so generous that the second half of the million was raised on the night by some handsome contributions.

Datuk Seri Dr S Samy Vellu, Malaysian Government’s Special Envoy for Infrastructure to South Asia, who has also been a cabinet minister for more than two decades, was the chief guest. Rev. Father S.J. Emmanuel, President of Global Tamil Forum (GTF) was present as guest of honour.
Many other distinguished persons, politicians, academics, business entrepreneurs and well wishers were present among the guests.
Some of the members of Malaysian Parliament and Senate, Mr. Manogaran Marimuthu - Opposition MP (DAP Party), Mr. Ramakrishnan Suppiah - Senator Upper house (DAP Party) and Mr. Johari BIN Abdul - Opposition MP (PKR Party), who went to Sri Lanka under cover recently to see for themselves of the misery of the displaced Tamil people were also present.
A presentation with recent factual data was presented to guests for everyone to realise the scale of the suffering of the Tamil people in the Vanni. Many refugee children, boys and girls of all ages provided light entertainment throughout the evening.

President of the TFM, Dr. Iyngkaran gratefully delivered his welcome speech and provided details of help provided so far by the Malaysian Tamils. Datuk Seri Dr S Samy Vellu, reinstated his personal commitment to helping his brethren in Sri Lanka and the people who have arrived as refugees in Malaysia. He too was very generous on the day and before.
Father S.J.Emmanuel as President of Global Tamil Forum (GTF), praised the humanitarian efforts of the Malaysian country member organisation Tamil Forum Malaysia(TFM) and its members. Mr. Suren Surendiran as spokesperson for the GTF informed the guests of some of the next steps that GTF will be taking globally to bring awareness to the Tamil grievances.

TNA: Sri Lanka performance lacking on solving key Tamil issues

TamilNetWhile Tamil National Alliance (TNA) has endeavored to work in the spirit of co-operation with the Sri Lanka Government, the Government has yet to address the Rehabilitation and Resettlement of all displaced Tamil families, continued to unlawfully repossess the land from Tamil people, and has failed to craft a political solution within the framework of united and undivided country that will enable the Tamil people to live in security and dignity, fulfilling their legitimate political, economic, social and cultural aspirations, TNA said in a press release issued before the local authority elections in the North East. "The Government has not even kept its several commitments to the Tamil National Alliance on the release of Tamil detainees," the release added.

STATEMENT MADE BY MR.R.SAMPANTHAN, LEADER OF THE TAMIL NATIONAL ALLIANCE ON THE LOCAL AUTHORITIES ELECTIONS BEING HELD IN THE NORTH EAST

The Tamil National Alliance (T.N.A.) is contesting the Local Authority elections in the North and East and is opposed by the United People’s Freedom Alliance (U.P.F.A.), the governing party.

The T.N.A.’s election campaign focuses principally on three issues.

    (1) Resettlement and Rehabilitation of all displaced Tamil families in the North and East on the lands originally occupied by them, with proper housing, adequate livelihood opportunities, effective civil administration-that will address their socio-economic and cultural needs and enable them to return to normal life and live with security and dignity. Two years have elapsed since the end of the war, but the Government’s performance in this regard has been dismally poor. The Government does not show a commitment, to meaningfully rebuilding the lives of the displaced people. There is no structured and properly co-ordinated programme to carry out this massive task in all its aspects. Apart from being released from the camps in which they were held there has been no qualitative improvement in the lives of these displaced people. All that they owned was destroyed by the war and they continue to lead a life of denial and deprivation without housing, livelihood opportunities and other basic necessities. Government’s actions are purely propagandist and do not focus on rebuilding the lives of these people. The callous actions of the Government in regard to the allocation of the 500 tractors gifted for the benefit of the affected people in the Vanni by India- the politically motivated bias showed in the choice of persons to whom land masters gifted by a Humanitarian Organization were distributed and the inordinate delay again for political reasons in the commencement of implementation of the 50,000 Houses programme gifted by India, are a few instances which clearly demonstrate the government’s lack of sincere commitment to the welfare of the affected people and the overwhelming desire for cheap political gain. Rather than genuinely serve the best interests of these badly affected people, the Government is only concerned with gaining some political mileage. (2) Actions by the Government, or with Government patronage pertaining to lands for military purposes, for purported development purposes, lands lawfully possessed by Tamil people for residence or agriculture from which they are now being evicted, other lands now being unlawfully occupied- sacred places of worship and venerated places of culture of the Tamil people being misused and being desecrated , installation of new places of worship signs and symbols to distort the cultural identity of certain areas and such other actions which will cause immense harm to the future well being of the Tamil people in the North and East, being carried out from shortly after the conclusion of the war and indicative of a deliberate and diabolical plan, to inflict the maximum possible harm on the Tamil people , and which actions need to be urgently remedied and redressed if genuine reconciliation is to come about. (3) A political solution within the framework of united and undivided country that will enable the Tamil people to live in security and dignity, fulfilling their legitimate political, economic, social and cultural aspirations.
The Tamil National Alliance has not confronted the Government on these issues, but has endeavoured to work in a spirit of cooperation with the Government to alleviate the sufferings and concerns of the Tamil people and to bring about a real and meaningful change in the future of the Tamil people.

In its current election campaign the Government does not focus on the above issues, which are the real issues facing the Tamil people. This is for the reason that the Government itself is aware that its performance on these issues is severely wanting, despite the best efforts of the Tamil National Alliance. The Government has not even kept its several commitments to the Tamil National Alliance on the release of Tamil detainees, and thousands of Tamil families continue to suffer as a result of the breadwinner in the family not being available. These families are not even able to ascertain whether the breadwinner in their family is living or not.

It is in this background that the Government is making every endeavour to somehow distort the electoral verdict of Tamil voter. They are being subjected to threats and intimidation, undue influence, bribery and corruption-various articles such as bicycles, water pumps, sarees, vertis and money amongst other things are lavishly distributed by Government politicians. The first indoor meeting of the Tamil National Alliance at Alaveddy on 16th June 2011 was disturbed by the military, people were assaulted, no action whatever has been taken regarding the incident, though a month has passed, the houses of different candidates of the Tamil National Alliance have been stoned, a dog’s head was severed and kept on the gate of the house of a T.N.A. candidate while the body was thrown into the compound. These actions are intended to create a climate of fear, and prevent the Tamil people from freely participating in the electoral process. With a strong military presence in the North, there can be no doubt whatever, that it is the Government and its henchmen who must accept responsibility for all these despicable actions. The government is misusing its full governmental machinery starting with the Governor of the Northern Province, public servants most of whom are under threat to carry out the Government’s wishes, or face dire consequences, the security forces, and all other facilities at the command of the Government to carry out propaganda for the Government, disrupt the propaganda of the Tamil National Alliance, and thereby compel the Tamil voters to either vote for the Government or refrain from voting for the Tamil National Alliance. The actions of the Government and its henchmen including political parties and persons contesting in the name of ruling party and its symbol are such that an independent free and fair election has become an impossibility, particularly in the North. The position could get worse from now and could be particularly bad on Election Day. It does not appear that adequate arrangements have been made to monitor the electoral process or the polling itself on Election Day. The presence of International Monitors could have been a deterrent but even after the serious incident at Alaveddy on 16th June no such action has been taken.

There is no other democratic country in the civilized world, where such corrupt and illegal electoral practices are engaged in so blatantly as is now happening particularly in the North.

The Government it would appear hopes that it can win these elections by hook or by crook. Such a verdict is required to face up to allegations which are now in the public domain, pertaining to violations of International Human Rights Laws and International Humanitarians Laws. The Government seems to think that irrespective of the means by which the verdict is obtained a somewhat favourable verdict is a compulsive need. The Government is once again making the mistake of imagining that everyone else is deaf and blind and that it can conceal all its misdeeds.

The Government should be aware that the whole country and the world is watching what is happening at these elections. The environment in which these elections are being held is fundamentally important.

We have consistently urged the Government to initiate and honestly pursue the correct courses of action, as the only means to bring about genuine reconciliation and harmony amongst its different peoples and communities. The Government seems determined to persue a myopic agenda.

We call upon the Tamil people to remain calm even in the face of the gravest provocation. When you cast your vote you are exercising your Sovereignty. That is the essence of democracy.

You should exercise your sovereignty only on the basis of policies and principles. Others should not be allowed to hijack your sovereign right, by despicable methods, for their ulterior purposes.

You should quietly exercise your vote in favour of the House Symbol and deliver a clear verdict.

Film Reveals Atrocities in Final Months of Civil War

WASHINGTON, Jul 18, 2011 (IPS) - A new documentary showing graphic footage from the end of Sri Lanka's war against the Liberation Tigers of Tamil Eelam (LTTE) in 2009 is rejuvenating calls for an investigation into war crimes and crimes against humanity.

"Sri Lanka's Killing Fields", screened at the U.S. Capitol Friday, is "a gruesome example of humanity at its worst", said lawmaker James McGovern, co-chair of the House of Representatives' Tom Lantos Human Rights Commission, who introduced the film.

Directed by filmmaker and journalist Callum Macrae, the British documentary presents eyewitness testimony and harrowing footage of atrocities committed against civilians by both the Sri Lankan Armed Forces and the LTTE between January and May 2009 in an increasingly small area in northeastern Sri Lanka, where the LTTE, better known as the Tamil Tigers, had fought a brutal war of independence since 1983.

Not all Sinhalese are evil. Neither is every Tamil a saint. But the fact remains that every soldier in the Sri Lankan army who fought the war against the LTTE during 2008-2009 was a Sinhalese.

This background information is essential for any non-Tamil to understand how the Sri Lankan army can be so brutal against its own civilians. In Sri Lanka, Tamils are not treated on par with the Sinhalese. They are not inducted into the army, which is almost a 100 percent Sinhalese force.

Are there any Tamils in the force at all? The then Sri Lankan deputy high commissioner in Chennai P M Amza refused to reveal the number of Tamils in the Lankan army when I sought the information from him in an email interview in 2007. I was a correspondent with Tehelka then.
Having reported on the Sri Lankan Tamils issue for many years, I have noticed the deep-seated prejudice that most Sinhalese harbour against Tamils.

Plea to Jakarta not to send back Tamil refugees

Penang Deputy Chief Minister P Ramasamy is urging the Indonesian government not to send back Sri Lankan refugees and to treat them humanely.
PETALING JAYA: Penang Deputy Chief Minister P Ramasamy hopes that the Indonesian government will not sent back the 89 Tamil refugees from Sri Lanka who were detained in Indonesia.

“While Indonesia has the right to protect its territorial integrity, it is hoped that the government would exercise humanitarian care in dealing with these refugees,” Ramasamy said today.
War in Sri Lanka pitted the Sri Lankan Army against the Liberation Tigers of Tamil Eelam (LTTE) for close to three decades. The war ended two years ago with LTTE’s defeat. However, much post-war reconciliation work have not taken place.
A visit by Malaysian opposition MPs to the island also indicated that reconciliation has not taken place.
“There is fear in the humanitarian circles principaly from the Tamil Diaspora that they might be possibly sent back to Sri Lanka by the Indonesian government.
“Once they are sent back, it obvious that these refugees would be subject to interrogation, torture and possible death.
“Thousands of Tamils are still languishing in camps under very depressing social, economic and health conditions (in Sri Lanka),” said Ramasamy .
The 89 detainees have pleaded that they be placed in any country but Sri Lanka.
Tamil humanitarian bodies dealing with the Tamil refugees’ problem are also urging Indonesia not to send back the 89 refugees to Sri Lanka.
“They are advising the government to place the refugees in a special place where they will have access to food, water and medical care,” said Ramasamy who is also Batu Kawan MP.
In a related development, staff from Ramasamy’s office sent a memorandum to the Indonesian consular office in Penang asking them to give the Tamil refugees humanitarian treatment.

Elections commissioner Mahinda Deshapriya warned that if there are obstructions to holding a fair and free elections, the elections at those places will be postponed. He made this statement when addressing the discussions with the party secretaries at the penultimate discussion with them before the elections.

The commissioner stated the above in answer , when the secretaries of opposition parties drew the attention of the Elections commissioner to the threat held out by the TNA that they would withdraw from the elections if a fair and free elections is not on the cards.

The Commissioner also told that special emphasis is placed on the elections in the north. In regard to the election activities at the polling centers and inspection of individuals in the north , instructions have been given for the police to engage in those tasks replacing the army, he noted. After the casting of votes , and when the ballot boxes are being transported for counting , arrangements have been made for party representatives to follow them, he added.

Reconciliation in Sri Lanka: Harder than Ever

Two years since the defeat of the Liberation Tigers of Tamil Eelam (LTTE), Sri Lanka is further from reconciliation than ever. Triumphalist in its successful “war on terror”, the government of President Mahinda Rajapaksa has refused to acknowledge, let alone address, the Tamil minority’s legitimate grievances against the state. The regime destroyed the Tigers by rejecting the more conciliatory approach of prior governments and adopting the insurgents’ brutality and intolerance of dissent. Now, contrary to the image it projects, the government has increasingly cut minorities and opponents out of decisions on their economic and political futures rather than work toward reconciliation. As power and wealth is concentrated in the Rajapaksa family, the risks of renewed conflict are growing again. Partners, especially India, Japan, the U.S., UK, European Union (EU) and UN, should send a strong message against increasing authoritarianism, condition aid on transparency and restored civilian administration in north and east and support accountability, including an international inquiry into alleged atrocities by both sides in the war’s final stages.      Media release

Tamil party threatens to withdraw from Sri Lankan polls

COLOMBO (Xinhua) – A key minority Tamil political party in Sri Lanka has threatened to withdraw from local polls in the north of the country scheduled for later this week over claims that its members face continued harassment and threats by the military and a rival political party.
The Tamil National Alliance said Monday that it had requested the elections commission in the country to invite foreign monitors for the polls but the commission turned down the request.
Local council elections will be held in several parts of Sri Lanka on Saturday including in northern Jaffna, two years after a bitter war between Tamil Tiger rebels and the military came to a bloody end.
Tamil National Alliance member M.K Sivajilingham told Xinhua that most of the party members are of the view that they should withdraw from the polls and the party will be compelled to accede to the demands if harassment continues.
The one time pro-Tamil Tiger political party said that the Ealam Peoples Democratic Party led by a Sri Lankan government minister is involved in the intimidation.
An official of the U.S. Embassy in Sri Lanka visited Jaffna last week to assess the situation in the area in the midst of reports of voter intimidation and threats to Tamil opposition political parties.
The U.S. official is believed to have met senior government officials in the north to discuss the situation and see for himself the environment prior to the upcoming local council elections.
Sri Lanka ended a 30 year-old war against Tamil Tiger rebels in May 2009 but has since then been accused of committing war crimes during the final stages of the battle, a charge the Sri Lankan government has rejected.

The government is carrying out a systematic and calculated psychological operation to create a fear psychosis in the North leading to the July 23 Local Government (LG) elections, claim election monitors. The army and police are openly obstructing the election campaign of the Tamil National Alliance (TNA) and the Janatha Vimukthi Peramuna (JVP), and intimidating the candidates, said Campaign For Free and Fair Elections (CaFFE) spokesperson, Keerthi Tennakoon. “The first meeting of the TNA was attacked and during their subsequent meetings the authorities deployed hundreds of army soldiers who videoed those who attended those meetings. The people will not turn up when that is the case,” he said.
Meanwhile JVP Propaganda Secretary Vijitha Herath told LAKBIMAnEWS that there is no freedom of movement, expression, or peaceful assembly in the North, and an election held in such conditions will be nothing but a sham.
“Minister Pavithra Vanniarachchi even lives in the navy commander’s official residence. Ministers give various incentives to the masses,” Herath said.
“It is a ‘Mary had a little lamb’ scenario. Whenever our supporters do door-to-door campaigns the army follows them and this scares the people. Certain areas in Killinochchi are made totally out of bounds for candidates’, he added.
However, government spokesman Minister Keheliya Rambukwella said that apart from occasional misunderstandings there were no serious incidents, and the misunderstandings too occurred as the security forces had not been properly informed whenever there was a need to do so.

'Clinton, Jayalalithaa WILL discuss Sri Lanka'

US Secretary of State Hillary ClintonSenior Indian officials have claimed that United States Secretary of State Hillary Clinton's first ever trip to Chennai will be a strictly non-governmental visit with no discussion on Sri Lanka.
But a senior official in the Barack Obama administration, who will accompany Clinton, has said that Sri Lanka would definitely figure in the discussions between the secretary of state and Tamil Nadu Chief Minister J Jayalalithaa when they meet for the first time.

In an exclusive interview with rediff.com, the Obama administration's point man for South Asia Assistant Secretary of State Robert Blake, an erstwhile US Ambassador to Sri Lanka from 2006 to 2009, said, "Obviously, the 60 million people who live in Tamil Nadu have a lot of concerns about the situation in Sri Lanka," and that he was sure that this will "be a section of the discussion when the secretary meets the chief minister".

Earlier, senior Indian embassy officials, while briefing journalists in Washington on the upcoming US-India Strategic Dialogue and Clinton's maiden visit to Chennai, said, she would not discuss any foreign policy issues, specifically Sri Lanka, during her visit to Chennai.
Sri Lanka is under tremendous US pressure to allow for an investigation led by the United States in alleged war crimes during the final months of the conflict with the Liberation Tigers of Tamil Eelam.

I am sure it will come up. Obviously the 60 million people who live in Tamil Nadu have a lot of concerns about the situation inside Sri Lanka. So, I'm sure that this will be a section of discussion when the Secretary meets the chief minister.

And, is the US and India on the same page on Sri Lanka? You guys have not minced any words recently about Sri Lanka not investigating the alleged war crimes as laid down by the UN. And you have also told me that India and the US have been on the same page in terms of repatriation of refugees and that you work closely with India in terms of Sri Lanka. Are you guys on the same page on this issue where you'll have minced no words?
We are very much on the same page. We both feel that more needs to be done to encourage reconciliation and more needs to be done on things like devolution of power, the election of a new provincial council in the North and some of these important accountability issues. So, yes, we are on the same page. We talk about these things frequently, and I don't see any significant daylight between the United States and India on this.

The officials said the visit to Chennai would be "strictly non-governmental" where Clinton would meet with leaders of civil society and policy wonks on development issues, mainly from nongovernmental organisations, and also meet representatives of leading American companies that are situated in this manufacturing hub.

"All of the discussions in foreign policy will be in Delhi where we will discuss the neighbourhood as a whole when the Foreign Minister (S M Krishna) meets with her," the officials had noted.

These officials also dismissed any suggestion that the influential pro-Tamil lobby or the pro-Eelam lobby in the United States may have convinced Clinton to visit Chennai and bring up the Sri Lanka issue.

In recent weeks, the Obama administration has minced no words in slamming the Sri Lankan government for not moving ahead with its commitment to investigate the alleged war crimes.

The cabinet memorandum signed by the Presidentand Mahinda Rajapaksa--A9 Road and Hu JintaoOn June 21 this year, Mahinda Rajapaksa as Minister for Ports and Highways signed a Cabinet Memorandum stating that the Government had signed a Memorandum of Understanding (MOU) with China Development Bank Co Ltd., (CDB) to the tune of 15 billion rupees.
Accordingly Rs. 15 billion worth of contracts the cabinet paper says have already been awarded to China.
Therefore, CDB has now agreed to finance a further USD 500 million for road projects for which negotiations are currently being held.
Another USD 1.5 billion has been promised by China Development Bank as financial assistance within three years for the construction of roads, bridges, water supply and irrigation schemes.
The government has planned to upgrade 2,510 kilometers of national roads in the next two years.
This will include the construction of two flyovers in Hambantota at an astronomical cost of Rs. 6 billion. One is to be constructed at Mattala airport and the other at a bypass road junction in Hambantota. They will cost Rs. 3,090 million and 2,890 million rupees respectively.
Director General for the Department of External Resources has informed the Secretary, Ministry of Ports and Highways to call for quotations from three Chinese contractors nominated by CDB. Read More »

Indian Foreign Secretary Nirupama Rao recently summed up the last forty year’s history of Indo-Sri Lanka relationship at a meeting with the visiting Sri Lankan and Maldivian journalists in New Delhi on July 5. She said that the Indian government cannot remain insensitive to the sentiments of the Tamil Nadu government, about issues affecting the Tamil-speaking people in Sri Lanka. She also, in a way, had theorized the relationship between the two counties in one sentence.
The statement by Rao who was also the High Commissioner to Sri Lanka between 2004 and 2006 was supplemented with another angle of the story by the Sri Lankan External Affairs Minister Professor GL Peiris three days later in Parliament. He said that Sri Lanka would not be able to achieve its development goals without India which was going to play a vital role in achieving such targets. AS head of the International Criminal Court, President Sang-Hyun Song runs a tribunal that sits above national legal systems. The judge says his court complements national systems of criminal justice. But some critics -- particularly in the US -- have described the ICC as a threat to national sovereignty.
That threat, if it exists, has had little impact on the 116 countries, including Australia, that have acceded to the Rome Statute that established the court. In theory, these countries have empowered the ICC to sit in judgment on the conduct of their armed forces.
Concern about the ICC emerged briefly last year during the furore over the military prosecution by Australian authorities of troops who had served in Afghanistan.
Some saw the decision to prosecute Australian soldiers in Australia as a way of ensuring they would never be brought before the ICC.                       Full Story>>>

The 2011 MCC Spirit of Cricket Cowdrey Lecture delivered by Kumar Sangakkara was indeed a very thoughtful, courageous and passionate one. Much has been written about the lecture, and it is not necessary to repeat how inspiring it was. But there is that poignant final paragraph in Sangakkara’s lecture which has contributed in numerous ways to a resurgence of an old debate concerning our Sri Lankan identity and what it ought to mean in our contemporary post-war Sri Lanka. The relevant paragraph is as follows:
“Fans of different races, castes, ethnicities and religions who together celebrate their diversity by uniting for a common national cause. They are my foundation, they are my family. I will play my cricket for them. Their spirit is the true spirit of cricket. With me are all my people. I am Tamil, Sinhalese, Muslim and Burgher. The current regime has put all its eggs in one basket, The Southern Sinhala chauvinist one.

As someone who was born in this country before World War II and who regretted, as a school-going child, the arrival of independence in 1948 because my birthday ceased to be a public holiday (“Empire Day” in what was then Ceylon and “Victoria Day” in other parts of the “white” British Empire), what I have seen unfold while living here – up to 1973 – and then from half way across the world and then right back here, at first hand once again, on the shores of Serendib, has been nothing short of “bemusing.”
If I might pause here to refresh the reader’s memory (and take a long breath after that inordinately long and convoluted opening sentence!), my dog-eared copy of a Chambers Dictionary defines it as, “putting in confusion, stupefying.”  And I’d assume that, by virtue of the manner in which that term continues to be used, that its interpretation has not changed to any marked degree in the intervening years.
Given that long preamble, I suppose the reader of this column could justifiably ask that I cut to the chase and get on with saying my piece!          Full Story>>>

The government is carrying out a systematic and calculated psychological operation to create a fear psychosis in the North leading to the July 23 Local Government (LG) elections, claim election monitors. The army and police are openly obstructing the election campaign of the Tamil National Alliance (TNA) and the Janatha Vimukthi Peramuna (JVP), and intimidating the candidates, said Campaign For Free and Fair Elections (CaFFE) spokesperson, Keerthi Tennakoon. “The first meeting of the TNA was attacked and during their subsequent meetings the authorities deployed hundreds of army soldiers who videoed those who attended those meetings. The people will not turn up when that is the case,” he said.
Meanwhile JVP Propaganda Secretary Vijitha Herath told LAKBIMAnEWS that there is no freedom of movement, expression, or peaceful assembly in the North, and an election held in such conditions will be nothing but a sham.
“Minister Pavithra Vanniarachchi even lives in the navy commander’s official residence. Ministers give various incentives to the masses,” Herath said.
“It is a ‘Mary had a little lamb’ scenario. Whenever our supporters do door-to-door campaigns the army follows them and this scares the people. Certain areas in Killinochchi are made totally out of bounds for candidates’, he added.
However, government spokesman Minister Keheliya Rambukwella said that apart from occasional misunderstandings there were no serious incidents, and the misunderstandings too occurred as the security forces had not been properly informed whenever there was a need to do so.

Kenya and the international community must take further steps to address the needs of Somali refugees, Amnesty International said today, as Kenyan authorities agreed to extend a refugee camp in the north-eastern town of Dadaab.
Some 1,300 refugees are crossing into Kenya daily from Somalia, fleeing conflict and the region’s worst drought in 60 years. The Kenyan authorities announced on Thursday that the Ifo II camp, which will accommodate up to 80,000 people, will open within 10 days.
“While Kenya’s decision to open the camp extension will temporarily ease overcrowding in the Dadaab camps, it needs to be followed up with a swift agreement on opening another camp“, said Benedict Goderiaux, Amnesty International’s Somalia researcher.
“Kenya bears the lion's share of responsibility worldwide for hosting Somali refugees.  The international community should not only support the humanitarian response to the current crisis, it must also step in to provide lasting solutions to Somali refugees in Kenya. ” she added.
The new camp is an extension of Ifo, one of three refugee camps in Dadaab.
Built in the mid-1990s to host 90,000 people, the Dadaab complex is now the largest refugee camp in the world, with almost 440,000 refugees. Newly arrived refugees are forced to live in the open, on the outskirts of the camps, with no easy access to water.
For the past two years UNHCR has been pushing Kenya to complete and open the extension camp. But the Kenyan government, which had expressed concerns that Somali armed groups could enter the country and create insecurity, ended work on it earlier this year
Following a meeting with UNHCR chief Antonio Guterres on Monday, Kenyan Prime Minister Raila Odinga said Kenya could not turn away refugees.
At least 10 million people are said to be affected by the drought in the Horn of Africa.
