Relatives of the disappeared who have been protesting outside the Mullaitivu District Secretariat for 38 days continued their campaign today.
Like many other protestors across the North-East, the Mullativu families of the forcibly disappeared refused to partake in Tamil New Year festivities.

The Haitian girl known Victim No 1 was 12 when she first had sex with A Sri Lankan peacekeeper. She says she didn’t even have breasts yet.

The boy, known as Victim No 9, was 15 when his ordeal began. Over the course of three years, he said he had sex with more than 100 Sri Lankan peacekeepers, averaging about four a day.

From 2004 to 2007, nine Haitian children were exploited by a child sex ring involving at least 134 Sri Lankan peacekeepers, according to an internal UN report obtained by The Associated Press.

Often the children were given cookies or a few DOLLARS in exchange for sex. Although 114 of the peacekeepers were sent home, none was ever jailed for the abuse.

Justice for victims is rare. An Associated Press investigation of UN missions during the past 12 years found an estimated 2,000 allegations of sexual abuse and exploitation by peacekeepers and UN personnel around the world — signalling the crisis is much larger than previously known. More than 300 of the allegations involved children, but only a fraction of the alleged perpetrators were jailed.

The Haitian children had made a home for themselves at Habitation Leclerc, a resort was once well-known in the 1980s throughout Port-au-Prince as a lush refuge amid the capital’s grimy alleyways.

By 2004, the years the peacekeepers arrived, the resort was A decrepit clutch of buildings and several children, either orphaned or abandoned by their parents, were living in its ruins.

It was there that Victim No 1, or V01, met other children in the same straits: two young girls referred to in the UN report as “V02” and “V03,” and a young boy, “V08.”

In August 2007, the UN received complaints of “suspicious interactions” between Sri Lankan soldiers and the Haitian children.

V02, who was 16 when the UN team interviewed her, told them she had sex with a Sri Lankan commander at least three times, describing him as overweight with a moustache and a gold ring.

V03 identified 11 Sri Lankan troops through photographs, one of whom she said was a corporal with a “distinctive” bullet scar between his armpit and waist. V04, who was 14, said she had sex with the soldiers every day in exchange for MONEY, cookies or juice.

The boy, V08, said he had sex with more than 20 Sri Lankans. Most would remove their name tags before taking him to trucks, where he gave them oral sex or was sodomised by them.

Under Haitian law, having sex with someone under 18 is considered statutory rape. UN codes of conduct also prohibit exploitation.

“The sexual acts described by the nine victims are simply too many to be presented exhaustively in this report,” the report said.

At the close of the UN INVESTIGATION, 114 Sri Lankan peacekeepers were sent home.

Some Haitians, including lawyer Mario Joseph, wonder whether the UN has done more harm than good in a country that has endured tragedy after tragedy since it became the first black republic in 1804.

“Imagine if the UN was going to the United States and raping children,” Joseph said in Port-au-Prince. “Human rights aren’t just for RICH white people.”

It was a pleasure for the Managers’ Forum to Cohost with the Institution of Engineers Sri Lanka (Vadakkin Chapter) a discussion on the new RTI Act on 1 April, 2017. With peace, Jaffna is developing its own resources. The speaker was Prof. S. Ratnajeevan H. Hoole of the Election Commission who lives in Jaffna.
The meeting was chaired by Eng. S. Suntharakumar, Director, Buildings Department, Northern Province. He extolled what his department has been doing after RTI. He mentioned staff training, noticeboards guiding lodging a request, revising the Establishments Code, and spreading awareness. After Hoole, Hoole was introduced, he congratulated Suntharakumar for being far ahead of many in Colombo in implementing RTI.
Hoole proceeded to give a captivating introduction to the nature of power, starting from Lord Acton’s “Power Corrupts. Absolute Power Corrupts absolutely.” Saying the secret to holding absolute power is secrecy itself, he argued that in a democracy centers of power are broken-up (decentralization) and information made freely available. As an example of the latter he cited how, although he was a member of the Faculty Board at Peradeniya, when he sought data on how Tamils were kept out of Production Engineering by teaching in Sinhalese, the man responsible who had become Dean ordered that he should not have access to the Faculty Board minutes. Even though denial of minutes was illegal even then, under RTI there are prescribed punishments. He reminded listeners of Albert Einstein’s dictum that ones ego is inversely proportional to ones knowledge. It is ignorant administrators with inflated egos who hide behind confidentiality and “you do not need to know.”
It is the urge to hold on to power that has set this good governance government off course by including corrupt persons in the cabinet and makes it difficult for the Prime Minister to be rid of them, he said. Mr. S. Thavarajah of the NPC asked how the RTI request to the Prime Minister’s Office for his declaration of assets was denied and replied by the Speaker. Hoole answered that there is no basis for the Speaker to be the Information Officer for the Prime Minister’s Office. Absolute Power has corrupted absolutely.
Hoole elaborated on his appointment as VC/Jaffna in 2006. He fled owing to LTTE death threats. His appointment was terminated a year later backdated to July 2006. He could not understand how a person was claiming in that year’s period to be Acting VC. To hold an Acting appointment, no one must be in that position. He wrote to the UGC for his status and never had a reply. It was years later that through court action he was able to access his papers. They showed the replacement appointment to be, correctly, to cover his duties, but the person so appointed and University of Jaffna claimed that person was Acting VC. In his biting humor, Hoole said that person was truly Acting as VC. On 2 Feb. 2016 the USAB ruled that Hoole
“is entitled to be recognized as Vice Chancellor of the University of Jaffna and accordingly direct the [University of Jaffna] to take cognizance that the Applicant was duly appointed as Vice Chancellor of the [University] from 12th March 2006 to 16th July 2006 and, that his name be recognized in the official records of the [University] as having served as Vice Chancellor and that he be paid all his salary and other emoluments and perquisites for that period.”
After many complaints over a period of 11 months, in Dec. 2016, the UGC got the salary paid but even today, 13 months later, the university lists the usurper as “Acting VC” and the UGC seems unable to “regulate the administration” of Jaffna, probably because the usurper is a member of the UGC.
That was Hoole’s point. Administrators cover up for each other and scratch each other’s back. The right to information is therefore most important and is the greatest development in Sri Lanka’s progress towards democracy. It is the way to break the mafia of administrators running our lives. As the UGC Chairman confirmed in a letter to Chandrika Kumaratunga, Hoole showed through an affidavit by Carlo Fonseka, Jaffna is doing this because he is a Christian.

Thereafter Hoole described the RTI Act, covering its scope, how to request, processing of requests and its exclusions. It was a very useful exchange as the audience raised questions.

TNA Warns GovERNMENT

The Tamil National Alliance (TNA) has warned the government to immediately address some of the key issues faced by the Tamils in the North, failing which they will back a change of government.
TNA and Opposition leader R. Sampanthan said that while the government has done a lot, more remains to be done.
“Hundreds of Tamils are still suffering. The government must understand this,” he said. Sampanthan said that the TNA will have high level talks with the government and push for solutions for the Tamils’ issues. He also said that a new Constitution must be created through which a political solution is given to the Tamils.
The Opposition leader said that at consecutive elections the Tamils have been calling for a political solution.
He said that hundreds of Tamils are still without jobs and this must be looked into.
Sampanthan was speaking at a public event held in Vavuniya to coincide with the handing over of houses to the displaced families in the North.
The 150 homes were built by the Gnanam Foundation. Actor Rajinikanth was to attend the event but he had to cancel his visit following protests by groups in Tamil Nadu.

This man was the one who created the “Halal” problem which resulted nearly in ethnic clashes when for over 1000 years the Muslim Community in Sri Lanka had no problems or disagreements with the Sinhala Majority.
When the government is doing everything possible to bring about ethnic harmony, this very same Rizwi Mufthi comes out with another bombshell, which can be clearly seen as his attempts to create disharmony and dissonance, to magnify the conflict of people’s opinions and actions.
This is an act of Terrorism by Rizwi Mufthi, and he should charged under the Prevention of Terrorism Act.
He shamelessly and blatantly declared that he is a pervert. He is showing that he is morally corrupt and is hell bent on immoderate indulgence in bodily appetites and maniacal sex when he proclaims that girls could be given in marriage before puberty. He is a child-molester and you can see that he publicly proclaims himself as a paedophile.

The world over is trying to destroy this paedophile menace and this twisted individual is trying to promote it. He should not be allowed to walk the streets of Sri Lanka or anywhere for that matter.
He also barefacedly talks, generally, about women not being equal to men – when the greatest Scientific discoveries and many other breakthroughs in practically every field, were pioneered by women.
He tries to quote something like Sharia Law – In fact, my research into this subject proves that there is no such thing as Sharia Law in the original scriptures of Islam. These were propagated by the Abbasid Caliphate to justify their barbaric, brutal and inhuman laws and to give it a religious tinge.
The print media carried the vehement opposition to Rizwie Mufthi by the Women’s Action Network (WAN) who unequivocally condemned the comments made by the All Ceylon Jamiathul Ulama (ACJU). They also stated that they were appalled and deeply disappointed by him, where he has issued a statement that the Muslim Marriage and Divorce Act (MMDA) is “perfect in the present state” and does not require changes.
I managed to interview a cross-section of the Muslim Community who were not even aware what this Mufthi had done and they were aghast when I mentioned how he has insulted them. They also affirmed that this Rizwie Mufthi is not the voice of the Muslim Population in Sri Lanka.
They also came out with the fact, that Tunisia, a Muslim Country, has banned a Man to have four wives. This was done with the intervention of the Muslim women who rose against such inequalities and monstrosities.
It is high-time that we too put our foot down and make every citizen in this country to obey one social law to prove that all citizens are equal.
There is no way that in our country, one group is allowed to commit unlimited polygamy while the others are jailed for committing bigamy – then, where is Justice?
If Rizwi Mufthi and his ilk want to practice these brutal, heartless and cruel laws let them go to Saudi Arabia or any other so-called Muslim country which allows such debauchery.
Let this tribe of perverts leave this country so that we may live in peace.

The Politics Of Garbage In Sri Lanka & The Need For Recycling Plants

If a country is not able to manage its own garbage, that creates serious questions about its citizens’ discipline, respect for natural environment including protection of animals – even though people are highly educated or with high literacy rates. Sri Lanka is no exception to this case. On 14th April 2017 the Sinhala and Tamil New Year day, so far 16 people have died, many people were injured and over hundred houses were destroyed or damaged due to a collapse of a section of the Meethotamulla garbage dumping site (garbage mountain) where the entire Colombo district garbage is currently being dumped; so far around 23 million tonnes of garbage has been dumped at the site. People of the area have protested since the beginning of this garbage dump but the authorities did not listen to them or take necessary action. This story reveals that Sri Lanka is still unable to manage its own waste which is generated at local, provincial and national levels.
There were several mega development projects carried out at various government levels in the past but no government was able to think of a lasting solution for the waste management issue in Sri Lanka. It seems that even with the current government there is no political will to find a lasting solution for the waste management issue or for immediately setting up a recycling plant for the Colombo district as a high priority. From time to time several so-called experts recommended to the authorities that people should separate garbage before they handed it over to respective local authorities. Even if they handover separated waste to local authorities do not have proper facilities to dispose of garbage or other means to process garbage in a recycling facility.
The non-availability of garbage or solid-waste recycling facilities in Sri Lanka has created serious issues relating to health, environment as well as socioeconomic and political concerns. Dumping waste on open dumping sites impedes water-flow in drainage channels and provides breeding places for dengue mosquitoes and rats. In most of the open garbage dumping sites, animals such as elephants, cows and other animals eat garbage which includes polythene. This causes severe health hazards for animals. Open burning which adds several chemicals into the air and rising temperature (fuel global warming) is imminent. Some waste is dumped in water bodies, low lands and sometimes into the sea. Another serious issue relates to hazardous, electronic and other industrial waste and this includes oil and waste water management since very few facilities are available to recycle such waste in Sri Lanka.
In most countries garbage is turned into various recycling products, which generate renewable energy, fertilizer, employment opportunities, and overall waste management is seen as a profit making entity. From household levels people separate garbage, people put their garbage into relevant garbage bins on the streets provided by the authorities; institutes, business and industries separate their waste according to the waste they produce. In Sri Lanka, except very few industries, the entire nation’s waste has been dumped on open landfills, into water bodies and the sea or burnt which causes and creates serious issues for the human, animal and natural environment.
Australia’s population of 24million generates around 45million tonnes of solid waste each year (according to Australian Bureau of Statistics 2006-7) which is recycled the same year at their recycling plants. Australia treats the recycling sector as an important aspect of Australia’s economy and society. As the Department of Sustainability, Environment, Water, Population and Communities of Australia pointed out in 2013, a strong and sustainable recycling sector is essential for Australia to utilize resources more efficiently and maximize the full value of materials.

At least two persons were killed and several dwellings damaged in fresh landslips triggered by rains in Tawang district of Arunachal Pradesh on Saturday. This raises the death toll in the landslips in the district since Friday to 19.

The fresh landslips occurred at Thongleng Village, 20 km from Tawang town in between Tawang-Lumla road, Additional Deputy Commissioner (Headquarters) Lod Gambo said.

While 30 houses were badly damaged, one house where the victims were staying was washed away, the ADC said.

The district administration has stepped up relief operations, he said. The victims were mainly labourers from Assam and Nepal who had come in search of livelihood.

Incessant rain in the past couple of days triggered massive landslides in various places of the Buddhist town bordering China.

Union Minister of State for Home Kiren Rijiju on Saturday took stock of the situation at Tawang.
Chief Minister Kalikho Pul who is personally monitoring the situation all over the State had telephonic interactions with 18 deputy commissioners and enquired about the prevailing flood situation in their districts.

While major damage and casualties have been reported in Tawang, other districts like Anjaw, Changlang, Lower Subansiri and East Siang districts were reported to be badly affected by pre-monsoon rains.

Rijiju’s chopper crash-lands

Union Minister of State for Home Kiren Rijiju had a narrow escape on Saturday today when the helicopter in which he was flying from Arunachal Pradesh had to force land in Tawang due to bad weather. The incident happened when the minister was returning from Tawang after visiting flood damage area this afternoon. “While flying back above Bhutan weather turn very bad so we were forced to turn back and land in Tawang,” Mr. Rijiju the Union Minister of State for Home, said.

Meethotamulla: A Preventable Tragedy

In 2012, I visited Madampitiya to help with research for a friend’s thesis. The subject was the spread of disease in this area, situated close to a garbage dump.
The tiny lanes in between the houses were muddy and often, filled with filthy water. This happened because when it rained (as it had been shortly before we visited) the streets would flood, and spillover from the dump would wash into the streets and sometimes, people’s houses. In fact, you would often need to step off the road and balance precariously on the side of the concrete drains that had been built, and which clearly did not do enough to address the problem.
I vividly remember one of the families I interviewed, a knife grinder who took me into his house to show me his 8-year-old daughter’s hands. They were red and peeling – she had scratched her palms raw because of the mosquitoes. She was also home sick from school. The family couldn’t afford electricity – instead using kerosene lamps at night.
Not all the families I met were of such straitened circumstances. Others had homes that they had carefully built, saving up money, over years. One thing they all had in common was their distaste for the nearby dump. It was clearly visible from most of the lanes – swarming with flies, with the occasional pig rooting through the garbage. Even if you couldn’t see it, you could certainly smell it. The people I interviewed said the stench was particularly unbearable when it was hot, forcing many to close their windows and doors to avoid the smell.
Worse, respiratory diseases and skin rashes were quite common thanks to the proximity of the dump.
Over half of the people I met that day said they wanted to move somewhere else. Yet, there were also many who said adamantly that they wanted to stay. “This is our home. We’ve been living here for years,” they said.
All they wanted was for the garbage issue and all the associated problems it created to be resolved.
The Meethotamulla dump is located just 15 minutes away from Madampitiya. A former colleague who visited Meethotamulla in 2010 found stories very similar to those I had experienced, just 5 kilometres away. Children resigned to the smell. Families whose gardens were filled with black water. Drains filled with stagnant water. Disease.
At the time, around 800 tonnes of garbage was being dumped every day in Meethotamulla in Kolonnawa. While that is a large number on paper, it is another thing entirely to see it, as I did. The mountain of compacted garbage was piled so high that standing atop it commanded a view of the surrounding area. Tractors rolled up its banks to deposit more garbage as I watched. In the distance were two buildings – a CMC official who was showing me around explained that this was a treatment centre and composting facility, built to try and alleviate the garbage problem. The buildings looked very small and far away from the top of the dump, where we were standing, and as the official pointed out, clearly more needed to be done to alleviate this problem.
The CMC Commissioner in 2010, Badrani Jayawardena said that the CMC took care to spread a layer of soil over the garbage before compacting it down, so that it was sealed. She added that the reason flooding occurred at Meethotamulla was not due to the garbage, but because it was a marshy area.
She also said that the dump would only close once its lifetime had been used up, and that dumping would only continue until 2013.
It’s 2017, and the mountain of garbage at Meethotamulla just collapsed, with the death toll now standing at 16 people.
As recently as March this year, residents were agitating against the dump. Officials meanwhile, have continually said they are working towards a long-term solution, with the help of foreign experts.
The issue of garbage disposal, and how to solve it, is complex and has long been debated. In 2015, there was a plan to transfer the compacted garbage at Meethotamulla to Puttalam, which came to a temporary standstill after environmentalists raised protests, as the new site at Arawakkalu fell within the Wilpattu buffer zone. The project was restarted at a different site, but with plans to allow the Meethotamulla dump to decompose. Other plans have included simply shifting the garbage to other areas such as Ja-Ela.
As Deputy Minister of Foreign Affairs, Harsha de Silva pointed out, agreements were only signed to attempt to deal with this issue ‘a few weeks’ ago, despite this having been brought to the state’s attention numerous times in the past few years.
It is notable too that Minister of Disaster Management Anura Priyadarshana Yapa has not commented beyond an initial update on his official Facebook page, on the situation in Meethotamulla. In fact, de Silva gave a much more in-depth update on the problem on his Facebook page – despite disaster response not falling under his purview.
The Colombo Municipal Council meanwhile has promised to hold more discussions, including with the Minister of Disaster Management.
Several politicians have made promises to resolve the issues faced by the residents of Meethotamulla – Duminda Silva, who promised to resolve the issues there ‘within a month,’ and Hirunika Premachandra, who after polling the highest number of preferential votes at the Western Provincial Council elections said she would ‘set the Kolonnawa electorate on the right path’ and promised to work for their benefit, including solving the garbage disposal issue. President Sirisena himself promised to provide garbage disposal solutions via a proper national strategy in 2015. At the time, he promised this would materialise ‘within 3 years.’
These plans and discussions have led to little in the way of action at reducing the size of the dump in Meethotamulla, with the loss of lives as a result. While it is admirable that so many have come forward to volunteer, to post updates on what is needed, or simply to donate, the fact remains that this senseless tragedy could, and should, have been prevented.

Condemn The Vice Chancellor Of J’pura University For Killing Innocent Dogs – An Online Petition Launched

Rights activists have launched an online petition seeking justice for J’pura University dogs who were dumped/killed inhumanly and to condemn the Vice Chancellor of the University for ordering this inhumane act.

The petition said: The petition is to ask for justice for the innocent dogs who were living inside of the premises of University of Jayawardhanapura. They had being there from birth and they were very friendly and attached wit all the kind students and staff. The students confirm that there was no harm from them. The students had formed few students clubs for the welfare of these dogs and they took care of their food and medicines both.
Even they has arranged a sterilization and vaccination camp to be held on 16th April and despite that the Vice Chancellor had conducted this brutal act. We highly condemn this babaric and unprofessional act of the vice chancellor and of the pest control company called “Ultra clean” who performed the dumping, which is illegal to be done by a pest control company and of the PHI who supported this.
We would like to ask those who are involved in this illegal act, who is going to take the responsibility of these innocent lives?? Who is going to answer the young students who did a lot day and night to save these innocent lives?? Who is going to bear the responsibility of the public live in the area where you dumped these dogs in??as it’s illegal to dump dogs and also it creates a threat to the public health. And also we would like to ask the vice chancellor that how ethical is it to hire a pest control company to catch dogs??
And we are highly disgust with what happened as vice chancellor failed to respect hon Minister Faizar Musthapah’s guarantee that the newly appointed animal welfare committee will be definitely informed if any dog catching or removing is taking place. So we compel hon Minister Muzthapah also to take an action against this brutal and unethical act. Please sign this petition and give your support to save these innocent animals.

This two nations along with 7 Asian nations selected earlier – China, India, Israel, South Korea, Japan, Singapore and Malaysia will join the league of a global list of 28 countries drawn from all continents for the ‘Global Critical Thinking Project’. This nations has been identified as world’s potential ‘critical thinking hub’.

The Global Critical Thinking Project is a worldwide program launched by Human Science Lab, London, with support from several international organizations. The project involves identifying countries from every continent with potential to emerge as critical thinking hubs and empowering them with knowledge and outreach support to spearhead the ‘critical thinking’ movement.
The countries are selected by an international panel taking on five principal indicators - Human Development profile, Demographic profile, education index, innovation index, and the space for critical thinking available in each country.
Critical thinking has been the key to all human innovations and will be the driving force behind all human accomplishments in future. Swiss lawmakers are rolling back a measure targeting the boycott, divestment and sanctions (BDS) campaign for Palestinian rights.
On 8 March, the National Council, the lower house of the Swiss parliament, passed an anti-BDS bill put forward by the right-wing People’s Party.
But now the foreign affairs committee of the upper house, the Council of States, has stripped all references to BDS and the Middle East from the text. The upper house will debate the amended measure in May.
The motion passed by the lower house urges the government to ban any funding to nongovernmental groups “implicated in racism, anti-semitism, incitement to hatred or BDS campaigns.”
Last month, Palestinians protested against the measure outside the Swiss diplomatic mission in the occupied West Bank city of Ramallah.
NGO Monitor, a far-right group that targets and smears supporters of Palestinian rights, welcomed the March vote and claimed credit for “providing details on the Swiss government’s funding of organizations that propagate anti-peace, anti-normalization, BDS and one-state policies.”

Anti-BDS language deleted

But the foreign affairs committee of the upper house ruled that the wording of the lower house bill was “unwise” and proposed striking “any geographical or political indicator explicitly referring to the conflict in the Middle East.”
By a vote of 12-0, the committee adopted new wording that eliminates any reference to BDS.
The amended motion calls on the government to review its funding regulations and make any changes necessary to ensure organizations involved in “racist, anti-Semitic or hate-motivated actions” are excluded.
But since the entire measure appears to have been motivated by efforts to thwart the Palestine solidarity movement, rather than any real concern about racism, it seems unlikely that any changes will follow.
Roman Vonwil, a member of the activist group BDS Switzerland, told The Electronic Intifada his organization is “glad the foreign affairs committee did not accept the attempt to defame the BDS movement with false accusations of anti-Semitism.”
“Defending fundamental rights has nothing to do with anti-Semitism,” Vonwil added.

Smearing human rights defenders

NGO Monitor provided the People’s Party with a list of human rights and humanitarian organizations that supposedly spread hate about Israel.
Proposing the motion in parliament, People’s Party lawmaker Christian Imark attacked these organizations – including Badil, Addameer, Al-Haq, Al Mezan Center for Human Rights, Breaking the Silence, Adalah and Zochrot – accusing them of anti-Semitism and anti-Israel smears and incitement, supporting BDS, using “legal warfare” against Israel and links to terrorism.
But Swiss foreign minister Didier Burkhalter said no changes to the law are needed and sufficient safeguards and accountability already exist.
“Switzerland does not support organizations that incite hatred or racism,” Burkhalter told parliament. “It does not associate with BDS-type movements.”
Israel and its surrogates have supported legislation and government crackdowns on BDS activists in several countries.
Last year, the Dutch parliament also voted to review aid to organizations supporting the Palestinian-led BDS movement. NGO Monitor claimed its briefings to parliamentarians were crucial to the vote.
But the Dutch government refused to exclude BDS advocates from receiving aid.
Switzerland now joins the European UnionIreland, the Netherlands and Sweden in resisting pressure to outlaw or ostracize BDS as a tool to defend the rights of the Palestinian people.
