Rajapaksa treats Shavendra well for his false evidence against Fonseka!

The previous Rajapaksa regime had treated Maj. Gen. Shavendra Silva for having given false evidence against Sarath Fonseka, now a Field Marshal, at the court martial, say sources close to him.
A big palatial house is under construction in a 60-perch block of land near the Sri Jayewardenepura Kotte parliament given to Shavendra with the mediation of former defence secretary Gotabhaya Rajapaksa. Such a house can be built only by a very wealthy person, not a major general who gets paid monthly by the Army. We suggest to the bribery commission to immediately investigate this.
Shavendra also has given on a monthly lease of Rs. 600,000, without obtaining even a license of compliance with coast conservation, a restaurant by the name Barracuda in a nearly one acre block of land at Vasala Road, Dehiwela, owned by the Railway Authority.
A partner in this restaurant is Dehiwela-Mt. Lavinia mayor Dhanasiri Amaratunga. Shavendra and Dhanasiri are getting the restaurant run by a third person without obtaining a restaurant licence from the urban council.

Mahagama Sekera was a unique and a versatile artiste, rarely met in post independent Ceylon and Sri Lanka. He was poet, lyricist, novelist, painter, script writer and film director, all in one. In January 1976, his death was untimely and left many unpublished works. Some were collected into a volume of unpublished poems and songs, edited by Ranjith Amarakeerthi Palihapitiya in 1984 and published by Pradeepa Publishers.
The preface to this collection was a lecture delivered by Sekara on “Patriotism in Verse”. This Sekara lecture had this long excerpt on the Sinhala version of the “National Anthem”, with Sekara making his thoughts abundantly clear.

I picked this part from a facebook post and thought it would give those who debate over the holy right of singing the national anthem only in Sinhala, a different pedestal to stand on.

When discussing “national pride” in film songs, we are compelled to refer to the “National Anthem”. I personally feel our national anthem has few flaws. What is evident when reading the lyrics of the national anthem is, Ananda Samarakoon’s creative ability had gradually eroded at the time of writing the national anthem. That is why these shortcomings are so evident. This song is not strong enough to create a heroic feeling and that of pride in us. What we hear in this national anthem is a “pleading”. It could also be the melody that makes it so. Also the repetitive phonetics. When there are too many such repetitions, any song sounds more like a lullaby. When we look at the words, this certainly is a pleading.

The Janatha Vimukthi Peramuna (JVP) says that the government had taken a sudden a sudden decision to cancel the National Executive Council meeting scheduled for today.
The party’s Propaganda Secretary Vijitha Herath stated that the JVP had intended to raise certain issues in the council, considering the recent political developments in the country.
However, the opportunity was missed due to the sudden cancellation of the meeting, he said, adding, that the council should convene as soon as possible.
The Parliamentarian further said that the JVP would take a final decision regarding its continued involvement with the National Executive Council, considering recent political developments.   
The decision will be taken after discussion with representatives of the civil society organizations, which had assisted in defeating the former administration, he said.  
The National Executive Council was set up, inclusive of representatives of parties represented in Parliament as well as Civil Society organizations, to strengthen democracy following the victory of Maithripala Sirisena at the Presidential polls in January.
The council had discussed the necessary reforms proposed in Sri Lankan President’s 100-day plan and how best to implement them during its previous sessions.

Tamara should take legal action against T.D.S.A. Dissanayaka before Mangala

Tamara Kunanayakam has thereatened to take legal action against Foreign Minister Mangala Samarwaweera for alleging that she ‘came forward on behalf of the LTTE’. It may be interesting to note that allegations against Ms. Kunanayakam is on record. Page 87 of T.D.S.A. Dissanayaka's book War Or Peace in Sri Lanka (Popular Prakashan Edition reprint 2005- first print 2004) it is stated that :
page 87 ' The Eelam propaganda was designed to whip up hatred against Sri Lanka. It was now without any sense of proportion.  For instance, Tamara Kunanayakam, a Geneva based  Eelam propagandist who works part time for the World Council of Churches, sent the following telex to the Assembly of the World Council of Churches held in Vancouver, Canada on July 29th.
"Just received news that Velvettiturai town has been razed and all inhabitants killed.
Navy has killed 1,000 in Trincomalee
Two refugee camps in Colombo have been attacked
Food supplies of Jaffna are being blocked by the Army
Our sources of information are UNDP, Colombo, NORAD Colombo and Tamil Information Centre, London."
The UNDP publicly denounced this statement as being blasphemous. This communication was a talking point at the Assembly in Vancouver till the leadership of the Roman Catholic Church and Protestant Churches in Sri Lanka enlightened them. '

Therefore it is apparent what Minister Samaraweera has told has been on record and has been in the public domain for well over a decade. Ms. Kunanayakam should have taken actions against the author if what was stated in the book is false. Maybe she can explain why she didn't.

 March 24, 2015The Central Bank of Sri Lanka held a 30-year Treasury bond auction on 27 February 2015. It offered to sell bonds with a face value of Rs. 1 billion carrying an annual interest rate of 12.5%. It received bids for about Rs. 20 billion and accepted about Rs. 10 billion. The auction accepted yields up to 12.50%. The average yield accepted at the auction was 11.73%.
The above auction has become a subject of extensive public debate. The purpose of this article is to discuss the basics of government securities to help the public understand the economic meaning of the various concepts, terms and numbers associated with a bond auction. The information about this particular auction will be used for illustrative purposes, and I will discuss the concepts mostly in relation to Treasury bonds.

When the case against the Corruption Commission for its failure to initiate investigation on the complaint made against Mohan Pieris by the Lawyer Nagananda Kodituwakku, Attorney at Law & Solicitor was called in for support before a specially constituted bench chaired by the Chief Justice, K Sripawan yesterday, two judges (Eva Wanasundara J and Priyasad Dep J) declined to take part in the hearing, citing personal reasons.

Writ of Mandamus against the Corruption Commission to inquire into the serious corruption charge leveled against AG Mohan Pieris for in connivance in defrauding over 600 million rupees of public funds alleged to have been misappropriated by Colombo Dockyard Company.
Counsel and the Petitioner in person Nagananda Kodituwakku, Attorney at Law, submitted to Court that he had originally filed the case before the Court of Appeal on 02nd March 2015 and supporting of it was opposed by three Deputy Solicitor Generals (Shavindra Fernando, Farsana Jameel and Milinda Gunathilake). The counsel further submitted that the reasons for such strong opposition was that the fear of corruption at the highest level in the AG’s Department being exposed. In the original application made to the Court of Appeal the Counsel had asked for an interim relief to have the passport of Mohan Pieris impounded. The Counsel informed the Court that the said prayer for relief had been withdrawn in this application due to the reliable information received that Mohan Mohan Pieris had already fled the Country and that very purpose of the writ application has now been lost.
Counsel Kodituwakku further submitted that in the absence of a request for an interim relief the Court may grant him permission to support the application. It was submitted that there is a public interest involved in the case, where the integrity of the judiciary has been destroyed by Mohan Pieris, the Respondent who had unlawfully held the high office of the Chief Justice.
However, the Court declined to hear the merits of the application until another Bench is constituted (without Eva Wanasundara J Priyasath Dep) and three other judges (Priyantha Jayawardena J, Buwaneka Aluwihare J and Sarath de Abrew J) on whom the Counsel had informed the Court he had no trust and confidence.
The supporting of the case was then put off for 30th April 2015 with notice served on the Respondents through the Registry of the Supreme Court.

Rajapaksa-style absurdities by ambassador in Germany Amunugama

The main reason for Sri Lanka’s international isolation in recent times was the tit-for-tat Medamulana foreign policy of the Rajapaksa regime. As a result, the mere mention of Sri Lanka left many faces soured.
When the new government assumed office, it gave a promise that dealings with the international community would be carried out in a friendly and professional manner.  Accordingly, many changes were brought about in the Foreign Service. Despite such action by the ‘Yaha Paalana’ regime, Sri Lankan ambassador in Germany Karunatilake Amunugama is still following a Medamulana Rajapaksa style foreign policy, according to reports reaching us.
A group of human rights activists in Germany, including World Fisheries Solidarity chief Herman Kumara, raised awareness among German tourists visiting Sri Lanka to boycott, on humanitarian grounds, the hotels being run in civilian-owned land seized by the military in the north on the orders of the Rajapaksa regime. Due to the success of this programme, the Rajapaksa regime has had an extreme hatred against these HR activists.
After the change in government, Herman Kumara and other HR activists recently went to meet the ambassador at the Sri Lankan embassy in Berlin, but the ambassador had behaved liked a drunken thug.
He had abused the group, using the words in Wimal Weerawansa’s dictionary and accusing them of being betrayers in cohort of NGOs and dollar hungry traitors. This is a clear example that the Rajapaksa-style Foreign Service is still there despite the change in government.
Veteran diplomats told us that this shows that the Rajapaksa culture has not ended, as the Sri Lankan ambassador in Geneva Ravinatha Aryasinha had a cordial discussion with the group, while persons like Amunugama who were taken out of the Administrative Service to serve in the Foreign Service behave in this manner.

A similar ambassador in the Rajapaksa-style is stationed at Kathmandu, Nepal. Even the president has done away with his being called His Excellency, but this ambassador still calls himself His Excellency.
The most recent example came in a letter given to a group of journalists who had gone to meet him.

US accuses Israel of spying on nuclear talks with Iran

The US has accused Israel of spying on international negotiations over Iran’s nuclear programme and using the intelligence gathered to persuade Congress to undermine the talks, according to a report on Tuesday.
The Wall Street Journal cited senior administration officials as saying the Israeli espionage operation began soon after the US opened up a secret channel of communications with Tehran in 2012, aimed at resolving the decade-long standoff over Iran’s nuclear aspirations.
The apparent decision by the White House to leak the allegations is the latest symptom of the growing gulf between Barack Obama’s administration and Binyamin Netanyahu’s government over the Iran talks, in which the Israeli leader suspects US officials of being ready to make too many concessions at the expense of Israeli security. Intelligence analysts suggested that the leak reflects the degree of anger in Washington at Netanyahu’s actions, and could mark a more serious blow to the already tottering relationship. 
The leak has come exactly a week before a deadline for the US-Iranian negotiations in Lausanne to produce a framework agreement.
According to the report, the US has long been aware that Israel is among the shortlist of countries with the most aggressive intelligence operations targeting America, alongside Russia, China and France. It said American diplomats attending the talks in Austria and Switzerland were briefed by US counterintelligence officials about the threat of Israeli eavesdropping. It also raised the possibility that Israel gathered intelligence about the US position by spying on other participants in the negotiations, from western Europe, Russia, China or Iran. US intelligence had previously provided help to the Israelis to spy on the Iranians, the report said.
The US also conducts intelligence operations against Israel, and learned of the Israeli spying operation when it intercepted communication between Israeli officials exchanging classified information that US intelligence believed could only have been acquired by espionage.
However, what appears to have upset administration officials more than the spying is the use of the classified intelligence acquired to brief members of the US Congress and to persuade them to torpedo the talks. After Netanyahu addressed Congress this month, 47 Republican senators wrote an open letter to the Iranian leadership, warning it that a successor to Obama could refuse to honour any agreement reached.
“It is one thing for the US and Israel to spy on each other. It is another thing for Israel to steal US secrets and play them back to US legislators to undermine US diplomacy,” the Wall Street Journal quoted a senior US official as saying.
Israel has categorically denied the allegations that it spied on closed-door nuclear negotiations between Iran and the US, however it did not deny that such information had been obtained.
“I think the report is wrong, it is inaccurate,” the outgoing Israeli foreign minister, Avigdor Lieberman, told the country’s Army Radio on Tuesday morning. “The State of Israel obviously has various security interests and we have excellent intelligence services, but we are not engaged in espionage against the United States.” He did not, however, deny information was obtained. Lieberman said: “All the information we gathered was from another entity, not the US.” He added: “We reached a decision a long time ago not to spy on the US and I haven’t come across anyone who has violated that instruction in several decades.”
Ronen Bergman, an expert on the country’s intelligence agencies at the Yedioth Ahronoth newspaper, said: “Whatever you think of Netanyahu’s position on the Iran talks, if he thinks that Israel’s national security is at stake, he has the right to order the intelligence community to find out what is happening.”
But Bergman – whose book, A History of the Israeli Mossad, will be published next year – added: “What worries me and what should be of high concern to the leaders of Israel is that this is ample proof that the relations at large between the US and Israel are sustaining an earthquake. The fact that it is happening is less worrying than that it was leaked. Also, any intervention by Israel in the inner working of American politics is wrong. If this report is true and Netanyahu’s intervention used intelligence material, then it is just making it worse.”
Yuval Steinitz, the strategic affairs minister and close Netanyahu aide, told Israel’s Channel 2 that the reports were “intended to damage the strong ties between the US and Israel, despite our differences on the Iran issue”.

(Reuters) - The Supreme Court struck down a law on Tuesday that gave authorities powers to jail people for offensive online posts, a verdict hailed as a victory for free speech in the world's largest growth market for the Internet.
Section 66A of India's Information and Technology (IT) Act was challenged in the country's top court by law students, bloggers, writers and rights groups following arrests across the country for statements posted on social media sites.
Justices Jasti Chelameshwar and Rohinton F. Nariman in their order said they found "the law hit at the root of liberty and freedom of expression".
"Our Constitution provides for liberty of thought, expression and belief. In a democracy, these values have to be provided within constitutional scheme. The law (Section 66A) is vague in its entirety," they said.
The petitioners argued the "draconian law" introduced in 2008 by the last government was misused by politicians to hound critics. The government of Prime Minister Narendra Modi said it welcomed the ruling.
"The government absolutely respects the right to freedom of speech and expression on social media and has no intention of curbing it," telecom and IT minister Ravi Shankar Prasad said.
Facebook (FB.O), Twitter (TWTR.N) and Google (GOOGL.O) did not immediately comment on the ruling but the Internet and Mobile Association of India, a trade body, said the ruling protected consumers and businesses.
"This judgment will herald a new phase in the growth and evolution of the Internet in India," the group said in a statement that also hailed a separate part of the judgement that makes it harder to force websites to take down content.
Both local and foreign Internet companies have in the past faced pressure for hosting content deemed offensive in India, which Google predicts is scheduled to overtake the United States as having the world's largest number of web users by 2018.
Last week, police in Uttar Pradesh picked up a 16-year-old boy from his school for allegedly posting an insulting remark about the Samajwadi Party’s Azam Khan, the latest victim of a law that was also used to jail a cartoonist in Mumbai.
"It is a big relief. My daughter was accused of posting offensive remarks and was arrested. I don't think expressing one's views is a crime," said Farooq Dhada.
Shaheen Dhada became a national celebrity after she questioned a labour shutdown after the funeral of Shiv Sena party chief Bal Keshav Thackeray in 2012.
Her friend Renu Srinivasan 'liked' the post and both were arrested.

Why has Utah brought back firing squads?

Channel 4 NewsLethal injection remains the primary method for carrying out executions in the state but a new bill was signed on Monday, enabling the use of firing squads as a secondary technique, as the drugs necessary for the injection are harder to come by.
Marty Carpenter, spokesman for Utah's Governor Gary R Herbert, said that opposition to the death penalty procedure amendments bill was mainly from those who were against capital punishment in general.

In a statement, he said: "We regret anyone ever commits the heinous crime of aggravated murder to merit the death penalty and we prefer to use our primary method of lethal injection when such a sentence is issued.
"However, when a jury makes the decision and a judge signs a death warrant, enforcing that lawful decision is the obligation of the executive branch."

Which states have the death penalty?

Although 18 states have abolished capital punishment, the remaining states continue to practice the death penalty. The southern belt is said to practice more than the rest of the United States, with 37 per cent of all executions taking place in Texas alone since 1976.

Why are drugs for lethal injection harder to obtain?

America is said to be running out of drugs because of a European embargo to end the death penalty.
In November 2010, the UK originally imposed a national control on the export to the USA of sodium thiopental - one of the drugs used for lethal injections - on the basis it is seen as a "torture" product.
These controls were extended in 2011 to include three others potentially used in the injection, namely potassium chloride, pancuronium bromide and sodium pentobarbital.
At the same time, the UK also urged the EU Commission to implement an EU-wide control on the export of these drugs. By the end of 2011, the EU also imposed a prohibition on the export of "torture" goods, saying that it "disapproves of capital punishment in all circumstances and works towards its universal abolition".

What forms of death penalty are there?

Although lethal injection is now the primary method of execution, prisoners are executed in the US by any one of five methods. In a few jurisdictions the prisoner is allowed to choose which one he or she prefers.
Apart from the lethal injection, these include hanging, firing squad, electrocution, as well as the gas chamber. Only Idaho and Utah authorise the firing squad.

Is the death penalty a deterrent?

The National Research Council concluded in April 2012 that studies claiming that the death penalty affects murder rates were "fundamentally flawed" because they did not consider the effects of non-capital punishments and used "incomplete or implausible models".
More than 85 per cent of America's leading criminologists did not believe the penalty acted as a proven deterrent to homicide, according to a study published in the Journal of Criminal Law and Criminology in 2009.

What about the rest of the world?

While the US is one of few advanced democracies in the world who carry out executions, China, Iran, Iraq, and Saudi Arabia are said to practice on a much larger scale.
According to one think tank, the Death Penalty Information Center, the number of executions that have taken place since 1976 is 1,404, while in China, there are said to have been roughly around 2,400 in 2013 alone.

Thousands marched through the Afghan capital on Tuesday, demanding justice for a woman who was beaten to death by a mob after being falsely accused of burning a Koran.
Men and women of all ages carried banners bearing the bloodied face of Farkhunda, a 27-year-old religious scholar killed last week by the mob.

Farkhunda, who went by one name like many Afghans, was beaten, run over with a car and burned before her body was thrown into the Kabul River.
Organisers of Tuesday's march estimated 3,000 people took part, calling it one of the biggest demonstrations in Kabul's history.
Marchers chanted "Justice for Farkhunda!" and "Death to the killers!"
Police say 18 people have been arrested and 13 police officers have been suspended, though many suspect that figure will rise as the investigation continues.
The demonstrators also called for action against officials and religious leaders who had initially supported the attack on Farkhunda by saying her killing was justifiable if she had burned pages of a Koran.

The country's Interior Ministry said the spokesman for the Kabul police, Hashmat Stanikzai, had been fired over comments he made on social media supporting Farkhunda's killers. Stanikzai could not be immediately reached for comment.
Among the crowd were prominent rights activists, including Fatana Gailani, the head of the Afghanistan Women's Council, who said she hoped the incident would be a catalyst for change in a society traumatised by war, corruption and lack of leadership.
"We are getting fed up," Gailani said. "The new generation has known nothing but war, they are not educated, and now they have no jobs."
