...has been selected as the common candidate of the Opposition for the forthcoming Presidential Election, will be taken shortly, even though the party has not met so far to discuss the matter.
In an interview with Sandeshaya, he had also said that TNA believes that Sirisena will abolish the Executive Presidency if he was elected to the post.

Sampanthan had further emphasized that the views expressed by Sirisena, on television, during the press briefing on Friday, seems more realistic and that he likes Sirisena's political agenda that has been revealed so far.

Meanwhile, The President of the Illankai Tamil Arasu Katchchi (ITAK) and the General Secretary of the Tamil National Alliance Mavai S. Senathiraja said that the formation of a new alliance, with the announcement of a common candidate, has clearly pointed out a volcanic situation had erupted within the ruling United People's Freedom Alliance.
Senathiraja, who returned from the US, told Ceylon Today that the Tamil National Alliance was closely monitoring the situation. "Maithripala Sirisena remained a pillar of strength to the UPFA in his capacity as the General Secretary of the SLFP. He had worked hard for the party and for the victory of President Mahinda Rajapaksa in the past. However, his decision to break away from the UPFA, along with several other members, including former Minister of Fisheries
Dr. Rajitha Senaratne has highlighted that the ruling UPFA is in total disarray," Senathiraja said.

He added that the government has not fulfilled whatever demands the TNA put forward to the UPFA for settling the Tamil question." The TNA will be meeting on Monday to decide on its stance with regard to the new political developments in the South. We have to act cautiously in taking our decisions. The TNA will even meet the people in the North and East before arriving at any decision," Senathiraja said.

Commenting further on the situation, he said, as far as the TNA was concerned the alliance always emphasized on the implementation of the 13th Amendment and more devolution of powers to the Northern Provincial Council. Reduction of military presence in the Northern Province was also brought to the notice of President Rajapaksa frequently. Therefore, taking every aspect into consideration carefully, the TNA will take its decisions at the tomorrow's meeting.

More than 15,000 litres of alcohol are consumed daily in the former war-torn district of Jaffna – a dramatic increase in liquor consumption patterns, statistics from the Excise Department reveal.
Figures show some 6 million litres of arrack and beer and 5m litres of toddy were consumed last year in Jaffna district, which has a population of under 600,000.
This year, 4.2m litres of beer and arrack were consumed in Jaffna up to September.
The consumption of arrack, which stood at 1m litres in 2002, doubled by 2013, while beerconsumption increased sevenfold to 4m litres and toddy consumption doubled to 5.6m litres in the same period.
Drinking patterns in the province had totally changed: heavy drinking had become a trend among youth, a senior health official based in the north told the Sunday Times.
“If this situation continues we will face serious threats in society,” said the official, who asked for anonymity.
He said the easy flow of diaspora money and lack of parental oversight were behind the rise in alcoholism. Also, unemployed youths were at a crossroads and did not know what else to do but engage in this kind of activity for “fun”.
The Assistant Commissioner of Excise, Northern Province, Christy Joseph said most of those consuming liquor in Jaffna were youngsters.
“We have found instances where underage children purchase liquor. We have sent undercover officials and made some detections,” he said.
Youths are vulnerable to indirect marketing of alcohol. At a recent cricket match between two prominent schools in Jaffna bottles of arrack and cans of beer were distributed by a manufacturing company free of charge to old boys of the schools.
Following the match a tense situation emerged among two groups of drunken youths which resulted in the death of the father of one student.
Concerned authorities are combining forces to try to combat the menace. An excise inspector appointed to every village is collectinginformation.Women’s development associations and other NGOs are also sharing information to create a society free of illegal consumption of alcohol.
Commissioner Joseph said his department had 40 inspectors and lacked manpower and transport facilities to function at full efficiency.
“Kuruntham”, the only alcohol rehabilitation centre in the province has been able to help 121 individuals to beat addiction since its inception last year.
“We are not admitting anyone here by force. If people want to, we can assist them to give up alcohol and to start a new life. But that number is low,” said Dr. T. Kugathasan, Medical Superintendent of Chavakachcheri Hospital.
Officials are also concerned about the availability of low-quality arrack mixed with the other substances.
A resident of Chavakachcheri alleged some shop owners unsealed arrack bottles and mixed the contents with other substances. He said that as a consumer he had encountered this problem and had had to switch to other vendors.
Youths in the north and east of the country are boozing more, bucking the trend in the rest of the country, reports Chathuri Dissanayake (Page 18). Sri Lankans in general drink more alcohol than the rest of the world and consumption of illicit liquor is rising.

Recent books on regions of Tamil Eelam

Four voluminous books have recently been published on the Batticaloa, Trincomalee, Vanni and Jaffna regions of the country of Eezham Tamils. The publications, resulting from the efforts and contributions of Eezham Tamils in the island and in the diaspora, show the rise of a new generation as well as the conviction of the old generation in documenting the history and culture of the regions and people of Tamil Eelam with a geographical sense of attachment. The political geographic nuance of the publications subtly responds to the New Delhi–Washington–Colombo genocide partners’ denial of territorial and historical sovereignty claim of the nation of Eezham Tamils in the island. On the other hand, the publications implicitly impel the Eezham Tamils of the various regions in the island to understand the milieu and needs of one another in strengthening the nation with new equations. 
The 640-page publication, “Aayvuk Kadduraik Koavai,” brought out by Noolaham Foundation in 2014 is a compilation of academic papers read at the Tamil Documentation Conference 2013 in Colombo.

Edited by a young generation of academics under the guidance of veterans, the articles in the publication generally cover all sections of Tamil-speaking people in the island, but there is a refreshing focus on the cultural heritage of the East, particularly Batticaloa. The articles also show the rise of a new academic generation that is capable and rigorous in research.

The 1002-page publication “Thirukoneswaram,” that has come in February 2014 is a compilation of valuable literature on the temple at Trincomalee.

Edited by K. Arulsubramaniam and published by the Trincomalee temple management board (Thirukonamalai Alaya Paripalana Sabai), the publication includes the reprint of four old Tamil historiographical literatures on the Trincomalee region: Thadchana Kailaasa Puraa’nam, Thiruk-karaisaip Puraa’nam, Thirikoa’naasala Puraa’nam and Koa’neasar Kalveddu. It also contains the reproductions of the three earlier consecration (Kudamuzhukku) numbers of the temple: 1953, 1981 and 1993. 
Vanni
“Vanni Varalaa’rum Pa’npaadum” (Vanni: History and Culture), is a 655-page compilation of academic articles published by K. Suntharalingam, a diaspora Eezham Tamil based in Norway.

The publication, having articles on archaeology, history, environment, demography, industries, language, literature, religion and culture of Vanni, written by well-known academics, is more extensive and authentic than any publication that has hitherto come on Vanni, says Professor S. Pathmanathan in his foreword to the compilation. Many aspects of information on Vanni that cannot be found elsewhere could be seen in this book, he adds.
Tourism book
Professor P. Pushparatnam of the University of Jaffna has authored and published a 280-page book in English on Tourism and Monuments of Archaeological Heritage in Northern Sri Lanka.

Released in Jaffna this month, the book elegantly printed in art paper with lively colour photographs and location maps aims at promoting cultural tourism in the northern part of the island. But it also consciously documents the antiquity and continuity of the region’s history and heritage, keeping their unique context in the island in mind.

Government Baits Tissa A For 500 Million Big Bucks

UNP General Secretary Tissa Attanayake reinforced suspicions rampant about his allegiances with the regime for months by agreeing to cross over to Mahinda Rajapaksa‘s Government for the “small sum” of Rs. 500 million, Colombo Telegraph reliably learns.

Attanayake has admitted himself to the Asiri Hospital in Colombo since Saturday night.
Rs. 200 million has already been paid to Attanayake in advance of his crossover. The advance is believed to have been paid out to a third party.
Attanayake is expected to make the move in Parliament on Monday unless a flaw emerges in the Rajapaksa Government’s plans.
UNP MP Chandrani Bandara who is on intimate terms with Attanayake has been part of the 500 million deal. It is believed the Government has baited both MPs for that sum of money. Attanayake is a National List UNP member  having failed to win a seat from his electorate in the last Parliamentary election.
Colombo Telegraph exclusively revealed details some months ago about how the Government had won over Attanayake by handing over a diplomatic posting in Dubai to Bandara’s son Rukshan.
Since that time, Attanayake has been working hand in glove with Tiran Alles, now exposed as a Rajapaksa Government proxy to bring Sajith Premadasa back into the fold as Deputy Leader of the UNP. The Alles-Attanayake-Premadasa bandwagon firmly believed that Premadasa’s re-entry would cement Ranil Wickremesinghe’s candidacy as presidential contender to face off against Mahinda Rajapaksa.
Colombo Telegraph can now reveal that the deal between Attanayake and the Rajapaksa regime was struck by no other than master wheeler dealer Tiran Alles. Alles recently attempted to arm-twist Sobitha Thero into backing down from the common opposition platform in order to allow President Rajapaksa’s ride to his third term to be smooth sailing.
Alles, together with his ally in the UNP Sajith Premadasa has been on a hectic mission to derail the common candidacy to ensure Ranil Wickremesinghe becomes Rajapaksa’s main contender in the election.
Premadasa’s grand plan, masterminded by Alles was for Wickremesinghe to lose the presidency and be forced to hand over the reins of the UNP to Ranasinghe Premadasa’s son.
Facing a crisis because of the shocking move by the opposition to field Maithripala Sirisena Alles has now become the chief broker for the Rajapaksa regime. He will try to help the Government to bait UNP members who are on the fence in order to dampen the Opposition momentum.
Colombo Telegraph reliably learns that several other UNP members are also in negotiations to join the Government. Many of the members are staunch supporters of Sajith Premadasa – including Buddhika Pathirana and Palitha Range Bandara.

Desperate MaRa offers bribes up to Rs. 1000 million: nation implores politicos not to sell their souls or betray country


LEN logo(Lanka-e-News- 23.Nov.2014, 9.45AM) With the exit of SLFP general secretary and Minister Maithripala Sirisena from the government ably supported by former President Chandrika Bandaranaike Kumaranatunge , and after becoming the opposition common candidate , and a further 9 government members already coming out along with Maithri , the befuddled and beleaguered Medamulana MaRa notorious for his brutality and duplicity had commenced offering massive cash bribes to stem the exodus of his government members to the opposition , and to ‘purchase’ opposition members on to his side.
The minimum cash bribe on offer to achieve MaRa’s foulest sordid design is Rs. 500 million for each. In some cases where it is a crucial member to whom the bribe is offered , the amount is even as much as Rs. 1000 million! In addition MaRa has agreed to wipe out the loan outstanding in banks of various individuals in order to win them over – in other words, ‘MaRa’ is colluding with them to put ‘polu’ to the banks (defraud banks) compromising national income.
The desertion of MaRa by the SLFP general secretary had caused untold suffering and sleepless nights to MaRa ; this has left MaRa with an incurable festering sore so much so that in his utter desperation he is now soliciting even political whores with bribes to scratch and heal the sore. It is also reported to avenge the Mathri cross over , monumental efforts are being made by MaRa to buy over a secretary of the opposition. To prevent a hill country Tamil party leader from crossing over , a bribe of US dollars 5 million was given , and another government party leader also had been paid a similar sum to halt his cross over , it is reported.
The businessmen who are leading this bribe offering negotiations are Thiru Nadesan and Tiran Alles, it is learnt, while Gota is dealing with the lesser level MPs. Gota hqas threatened them ,‘ even if we lose elections we shall form a military government and you will be hanged if you don’t fall in line with us,’ it is learnt.
Revealed hereunder is an interesting episode where a futile effort was made to induce a senior SLFP leader from joining with Chandrika – Maithri :
That powerful SLFP member who was approached had rightly hurled a volley of abuse at the negotiator, ‘ Yakko, better you understand I am going to the original SLFP . Your money is of no use . What the Rajapakses did this long was treating us like dogs . Is it only now they have realized that we should be given us our legitimate places and trying to offer illegitimate bribes? so saying the SLFP front liner had chased away the Rajapakse ‘pimp’.
The political circles in Colombo are shocked as to how these large sums are being offered as bribes and from where these monies came from vis a vis the acute poverty stricken state of the country. One view was , these monies are provided by China while another view was , these are monies that were recently printed by the Central bank, of which a part was kept hidden and handed over to Medamulana fraudsters . It is most noteworthy that the finance minister and the Central bank governor have all the resources and capacity as inseparable partners in crime to conceal these frauds .
In these circumstances , at this crucial juncture when everybody is uniting with eagerness against this traitorous and perfidious rulers who have brought the country to the brink of total gloom and doom from every angle , the patriotic nation is imploring all politicos to follow their conscience , think far, of the country’s future and the generations to come without selling their souls for a mess of pottage because of avarice for filthy lucre .
It is also being widely questioned whether these colossal bribes offered are out of proceeds of sale of kudu (heroin) brought into the country in the recent past in container loads on an unprecedented scale which triggered a storm of controversy ,with many government politicos being allegedly held responsible, and as behind it . Significantly , no proper investigations were conducted to arrest any of the true culprits.

Govt. may consider dissolution if there is mass defection

The Sunday Times Sri LankaGovernment seniors were this week considering the possible early dissolution of Parliament, the Sunday Times learns. Consultations at the highest levels were held on the pros and cons of dissolving Parliament. This comes against the backdrop of the revolt by a section of ruling UPFA Ministers and MPs who have opted to back the opposition’s common candidate, former SLFP General Secretary and Health Minister Maithripala Sirisena at the January 8th presidential election against incumbent President Mahinda Rajapaksa.
Mr. Sirisena’s party post was handed over to Petroleum Minister Anura Priyadharshana Yapa and the Health Ministry was taken over by President Rajapaksa.
The thinking behind the move for an early dissolution of Parliament was to strip dissident UPFA MPs of their positions in government and parliamentary privileges with immediate effect.
Senior Government officials cited a precedent where President J.R. Jayewardene dissolved Parliament on December 20, 1988 the day after the 1988 Presidential election was won by R. Premadasa and fresh elections were called two months later. This deprived President Premadasa of having the 5/6th of Parliament under UNP control then, they said.
The obstacle to an immediate dissolution of Parliament is the need to have the 2015 Budget approved. The third reading of the Budget is scheduled for tomorrow when the Ministry of Finance votes will also be taken up. The Government still maintains a comfortable majority in Parliament to have the third reading passed with a comfortable majority but a mass defection of MPs might precipitate an immediate dissolution and a Vote on Account being passed in lieu of the Budget, it is learnt.
The Opposition has also asked for a special session of Parliament on December 12 and Speaker Chamal Rajapaksa has allowed it. Should Parliament be dissolved, the Government will be run by a caretaker Cabinet of Ministers headed by President Rajapaksa.

Dullas and separatism!

The latest addition to the ‘list of separatists’ of the permanent US resident Dullas Dahamkumara Alahapperuma is the legitimate general secretary of the SLFP Maithripala Sirisena, who had once been very near to him.

At a media briefing yesterday (22), Dullas said he was happy about Maithri’s past, had disbelief about his present and sadness about his future. He went onto say that Mr. Sirisena was playing in a mega tele drama to the wants of the traitorous separatism. Dullas has such a vast knowledge about separatism to brand everyone leaving the government as separatists.
Separatism and split are words that conceptually give the same meaning, but separatism covers a wider area.
The word split was widely used by one past politician. He was former speaker, MP for Kotte, president’s counsel Stanley Tilakaratne, who was leaps and bound ahead of Dullas politically.
In his all speeches, Stanley used to say that “there is a clear split within the government,” to such an extent that his utterances could not be tolerated by the listeners. Finally, Dr. N.M. Perera gave an apt reply to Stanley’s remark.
He said, “My right Honourable friend from Kotte is always talking about a ‘split in the government.’ I would like to say that my right honourable friend is fortunate enough to see the so-called split at his eye level with his height.” From that day, Stanley never repeated those again.
About this, what we have to say is that Dullas, being a person even shorter than Stanley, can clearly see separatism even in the darkness of that separatism. The nafarious thesis written by Akuressa Pradeshiya Sabha chaiman Saruwa Sunil about separatism was thoroughly enjoyed by Dullas Dahamkumara Alahapperuma, with his hands over the shoulders of Saruwa Sunil some time ago, as Stanley Tilakaratne’s split and Dullas Dahamkumara Alahapperuma’s separatism are the same.

The defection of Mr. Maithripala Sirisena, the Minister of Health and the SLFP General Secretary, from the Rajapaksa government is historic and momentous on several counts. As a political party, the SLFP is not unaccustomed to defections. The founding of the party itself was the result of the defection of SWRD Bandaranaike, himself a Minister of Health and Local Government, from the first UNP government after independence. But his defection was a personal statement of political frustrations as well as aspirations that had no immediate impact on the (DS Senanayake) government of the day. In the election that followed in 1952, the newly formed SLFP did not fare well at all while the UNP romped to a landslide victory. Mr. Sirisena’s defection, on the other hand, is a political thunderbolt that has the potential to become the grave digger of the Executive Presidency. He has given Sri Lanka the chance to avoid being spirited away on a 99 year lease by the Rajapaksa brotherhood.

The SLFP’s fortunes and numbers swelled in 1953 when it became the beneficiary of defections from the LSSP led by TB Subasinghe, PH William Silva and Lakshman Rajapaksa, all of whom went on to become frontline Ministers in future Bandaranaike-led SLFP governments. These defections and crossovers were the result of open debates and democratic disagreements about political goals and paths, unlike the opportunistic UNP squatters in the UPFA cabinet who have been simultaneously enjoying their (UPFA) government ministership and their UNP membership thanks to President Mahinda Rajapaksa’s executive inducements and ex-CJ Sarath Silva’s cooked court rulings. Maithripala Sirisena’s defection has created the opportunity to put an end to this nonsense once and for all. It is the SLFP that is now on the verge of a split, triggered by the prematurely called presidential election for an illegitimately constitutional third term in office.

The impending SLFP split is also different from the third major defection in the history of the SLFP. That was the defection of 14 SLFP Ministers and MPs led by CP de Silva in 1964 to cause the parliamentary defeat of the short-lived SLFP-LSSP coalition. The 1965 election that followed benefited the UNP with Dudley Senanayake as Prime Minister, although Mr. Senanayake did offer the premiership to CP de Silva who declined the offer. In the present instance, with the UNP leader Ranil Wickremesinghe gallantly standing down, the chief SLFP defector Maithripala Sirisena has instantly become the common candidate thunderbolt. He has the blessings of Chandrika Kumaratunga (nee Bandaranaike), the first SLFPer to become President under the Jayewardene constitution and who is now the spiritual matriarch of the SLFP revolt against the pretenders to the ownership of the SLFP. The political stakes now are also more fundamental and much graver than they were in 1964. And the Old Left in the UPFA is now in a pickle having prematurely thrown its support behind the incumbent president and now caught unawares by the Sirisena bolt from the old SLFP blue. It was rather saddening to see someone like Dr. Tissa Vitarana being part of the triumvirate, in the distinguished company of Wimal Weerawansa, doing the media errand for the government.

While the pundits now say that they knew all along this was coming, nothing should be taken away from those who pulled this off. The defection of Mr. Sirisena and his acclamation as the opposition common candidate is a stunning development considering the kerfuffle over common candidacy that has been going on for weeks with the government doing everything to stir up confusion among the opposition forces. Special kudos must go to former President Chandrika Kumaratunga and UNP Leader Ranil Wickremesinghe. They have individually and collectively contributed much of the political mess that the country is in, but their contributions to making Maithripala Sirisena the Common Candidate against President Rajapaksa will be huge credit entries on their political balance sheets. It would be easy to make fun of Ranil Wickremasinghe for getting cold feet for the second time to be a presidential candidate against Mahinda Rajapaksa. But in this instance, Mr. Wickremasinghe has shown exceptional equanimity in endorsing Maithripala Sirisena as the opposition’s Common Candidate. One would hope that he will remain a vigorous force throughout the campaign and mobilize the party machinery and its base in support of the common candidate he has endorsed.

Whatever opinions one might have about Chandrika Kumaratunga’s performance as a President, nobody can deny that she was the political fighter who upended the UNP government after it had been in office for seventeen years. Another twenty years later, history is giving Chandrika Kumaratunga another chance to play a vicarious role in terminating a regime that behaves as if it is interminable. Only a few weeks ago a Rajapaksa loyalist with Leftist pretensions shamelessly wrote that that the SLFP is as much a party of the Rajapaksas as it was of the Bandaranaikes. With Maithripala Sirisena leading the new SLFP breakaway and playing the role of the mythical saviour of the people, the SLFP finally has the chance to shed its tag as Sri Lanka’s family party. And there cannot be a better midwife to this new transition than Chandrika Kumaratunga.

It is still early days and the candidates are still to go through the nomination formalities. There is a long way to go before the election that has been fixed for January 8, and nothing can be taken for granted. The country will see the good, the bad and the ugly before it is through with the election. Even if the opposition campaign stays good all through, there will be plenty of the bad and the ugly from the government side. The decadent regime will spare nothing to prevail in the January election. There is too much at stake for those in power to lose power. Organized violence, intimidation of opposition groups, abuse of state power, the igniting of chauvinistic hatred and a great deal more will be unleashed from the war room of the state sponsored election campaign of the Rajapaksas.

As against the might of the state, the opposition forces have a just and moral purpose. They now have the enthusiasm following the dramatic defections last week. In Maithripala Sirisena, the opposition has a more seasoned political player than what it had in Sarath Fonseka in 2010. Mr. Sirisena also has the organizational advantage, having been a long time Secretary of the SLFP, as well as the territorial advantage of an established political base in the Rajarata. He could certainly benefit from being not only the Common Candidate of the opposition but also its Only candidate. The other opposition parties and groups, especially the JVP and the TNA, must realize the seriousness of the stakes involved and avoid fielding their own candidates for the sake of contesting, or causing political digressions that the Rajapaksas will be all ready to exploit. Let it be a two way race and let the people decide.

Mysterious are the ways in which political strategies have moved in Sri Lanka. The opposition determined to do its duty by the people labored for long to unseat the incumbent President, perched seemingly secure in power. Weeks of effort and a day’s decisiveness have directed the country towards a new course of hope and promise. The Opposition which had evolved into a national collective of purpose weighed its strengths and weaknesses. Then it ventured for the best possible terrain and entered the very den of the lion. The collective went for one among the cherished, made it break ranks, and returned with the prize catch.

Following on successful conception are the more arduous tasks of gestation and delivery. Marked for avoidance are the risks of abortion or still birth. All the above are for six weeks. After delivery, care is needed to ward off the danger of infanticide. When showered with triumph, the mightiest challenge is to pull out the entrenched and to destroy the pernicious root and branch. The meticulously nurtured dynasty in waiting, has to go the way of the Bourbons of France and the Romanovs of Russia.

MaithriIt had to happen that way, and the break was only possible with a serious split within the regime. The moment had come for members of the SLFP to take the plunge. And when finally Vasantha Senanayake, MP, crossed over (the first member of the brave ‘suicide squad’) and mentioned that he knew who the common candidate was, the matter was settled. It had to be Maithripala Sirisena. And yet it was somewhat remarkable, in this day and age of unprecedented surveillance, how the opposition forces kept the regime guessing, until a couple of hours before Minister Sirisena left it. But the gates are now open; this is set to be a wonderful and exciting battle, but also a very grotesque one. So grotesque that even the Pope would feel helpless.

The challenge posed by Maithripala Sirisena appears to be a formidable one. His is unlike the Fonseka-campaign of 2010, for the individuals are two very different political animals, the former being a seasoned politician, a man with a following within the SLFP voters and has stood by the SLFP, and one that all parties, including the UNP, have no serious problem endorsing as a ‘common’ candidate; especially against the present regime.
