Reliable sources in New York has informed this website that Major General Shavendra Silva, Deputy Ambassador in New York has been given official leave from 04 to 20 January 2013 by Gotabaya Rajapakse to come to Colombo to control possible peoples uprising during the debate of the impeachment motion against the Chief Justice. Gota has decided to get the services of his most trusted army officer. The Embassy Officials in New York has learnt about this as General Silva has already made arrangements to travel to Sri Lanka.
It was no secret that it was Shavendra Silva who did all dirty work for Rajapakse regime during the time when Gen. Fonseka occupied the Cinnamon Grand hotel after presidential election in 2010. The regime has requested the General Silva to provide same kind of services after 08 January 2013.
However, though the regime gets whatever service they need from people like Shavendra Silva, it does not consider him now as an asset. Like Karuna Amman General Silva has also become a liability to the regime as he is in possession of all secrets relating to war crimes including killing of surrendered LTTE leaders and raping and killing of frontline women cadres of the LTTE. Therefore, the regime unsuccessfully tried to send General Silva as Deputy Ambassador to South Africa with a hidden agenda of harming him in that country, where security is a grave concern, through KP and his associates based in South Africa. But General Silva has protested this appointment and the regime has now put that under the carpet.
The Rajapakse government has been having number of problems in relation to General Silva’s appointment in New York. The pressure build by the UN and also internal problems at the Embassy due to General’s approaches towards the daughter of Minister Keheliya Rambukwella is giving headaches to the MR & Company. Our sources in New York say that General Silva has not given up going after Rambukwella daughter.
“On September 16, President Rajapaksa called for an investigation to verify a death threat against Paikiasothi Saravanamuttu, or ‘Sara’, Director of the Centre for Policy Alternatives. As mentioned in ref. A, Sara received a letter on August 20, 2009, threatening him with death for his alleged role in pushing the EU to revoke GSP-plus trade concessions for Sri Lanka. At the time he received the threat Sara immediately forwarded a scan of the actual letter and the envelope in which it arrived to a wide range of diplomatic, civil society, and other persons. He contacted top members of the Government of Sri Lanka (GSL) to inform them of the threat and to demand they investigate it and ensure his safety.” the US Embassy Colombo informed Washington.
Dr Paikiasothy Saravanamuttu
A Leaked ‘Confidential’ US diplomatic cable, dated September 18, 2009, updated the Secretary of State regarding the threatening letter received by Dr Paikiasothy Saravanamuttu, the Executive Director of the Centre for Policy Alternatives and founder member of the Board of the Sri Lanka Chapter of Transparency International on August 20, 2009. The Colombo Telegraph found the related leaked cable from the WikiLeaks database. The cable is classified and signed by the US Ambassador to Colombo Patricia Butenis.
The ambassador wrote; “A half-page advertisement appeared in the local Daily Mirror on September 16, which condemned the death threat on Sara, explained in detail his actual position on GSP-plus, and defended his reputation. (NOTE: Sara has called for a continuation of GSP-plus along with an improvement by the GSL on its human rights record. END NOTE.) The statement was signed by about 125 prominent persons and human rights advocates in Sri Lanka.”
“Later on September 16, during a Cabinet meeting, the president questioned whether the death threat was real and reportedly called his brother Gotabaya Rajapaksa at the Ministry of Defence to ask him to investigate. Media reports say the president stated that an international conspiracy was clearly at work trying to ruin Sri Lanka,s reputation and that this signed statement could be used against the country. He asked that officials follow up with the signatories to the statement to question them on whether they really believed Sara had been threatened. Sara told Embassy staff that the police came and took a statement from him again today, for the third time, about the threat. Post discretely will contact some others on the list to see whether the police questioned them.” Butenis further wrote.
Placing a comment she wrote; “The president appears to be attacking the veracity of Saravanamuttu and his supporters for domestic political purposes, attempting to portray Sri Lanka as under threat from a conspiracy of Western international actors and their local allies. This appears to contradict a recently inaugurated attempt to boost Sri Lanka’s image in the eyes of the international community — especially the EU — in the run-up to the GSP-plus decision (ref B). This is a tough balancing act but one Rajapaksa will have to perform deftly as both the GSP-plus decision and the domestic election season approach.”
Bandarawanni people returned to their dwellings after displacement due to floods, are facing hardships is according to reports.
Bandaravanni village is located on the Ottuchuttan divisional secretariat division. People affected by floods returned to their homes last 30th.
Their possessions had been washed away by the floods; hence they are pushed to major ciris. The floor area in their huts are damped hence living conditions are impossible.
Approximately 65 families are undergoing chaotic conditions, without any clothes to change, dearth of utensils for cooking purposes and their condition as turned to a critical position.
Same situation exist for the Vasanthapura village people. Meanwhile in the Muthu Iyankatti Jeevanagar 18 and 19 acres locality, people are drastically affected by floods. They have completely lost their belongings and some of their houses are severely damaged.
Their daily income depends on doing labor’s jobs. But currently without any job opportunities, they are facing difficulties for their daily food.
Meanwhile during the period the floods stagnated surrounding the villages, Ottuchuttan Deputy Government Agent, Divisional Secretariat officials, Grama Officials, movements, youths, police and military rescued the people marooned in floods by boats and provided cooked food and fulfilled the necessary requirements in the midst of pouring rains and destructive floods.
A Minister and a member of the notorious Parliamentary Select Committee which investigated Chief Justice Shirani Bandaranayake was also among the Golden key depositors the Colombo Telegraph can reveal today.
Rajitha
The name sited as Dr N.H.R.H. Senaratne, NIC number 501501760 V, who deposited RS 7,500,000 is none other than Dentist and MP Rajitha Senaratne. This information has been extracted from Watawala report.
By being a Golden Key Depsitor, Dr. Senaratne demonstrates a significant personal interest in an important part of the subject matter under inquiry. What makes matters worse, is the fact that he has not at any stage disclosed this conflict of interest to the CJ or her legal team – and CJ would have been well within her rights to object to him being a member if this was done. If the PSC purports to exercise ‘judicial power’, such undisclosed (and apparently hidden) personal interest arguably constitutes denial of the requirements of natural justice. It could also be argued to amount to corruption, in as much as the PSC would effectively be seeking to consider the propriety of the CJ’s conduct in relation to the Golden Key case, which can only be done by persons who (unlike Rajitha Senaratne) have NO personal financial interest in the matter. Another serious and ugly concern arises – whether those who secured Dr. Senaratne’s appointment to the PSC were (a) aware of this conflict of interest and were furthering such corruption and/or sought to use such conflict of interest to somehow procure purported ‘findings’ to the detriment of the CJ, and more seriously to the detriment of the Rule of Law and due judicial process and judicial independence.
President Mahinda Rajapaksa had ordered the Secretary of the State Resources and Enterprise Development Ministry, Willie Gamage to sell a stock of graphite worth billions of rupees to a Tamil businessman declaring it to be “scrap material.”
It is the Basnayake Nilame of the Devundara Vishnu Devala and Managing Director of Lanka Mineral Sands Limited, Dishan Wickremaratne Gunasekera who has given the tip about the graphite to parliamentarian Namal Rajapaksa. Gunasekera had introduced the Tamil businessman to Namal Rajapaksa.
Willie Gamage had sought the advice of the Finance Ministry on the Presidential order to sell the graphite to the Tamil businessman without calling for any tenders. Finance Ministry officials have said that the graphite stock could not be sold without calling tenders.
State Resources and Enterprise Development Minister Dayasritha Tissera had handed over a cheque for Rs. 100 million to Deputy Finance Minister Dr. Sarath Amunugama from the profits earned by selling another graphite stock after calling for tenders last November.
The cheque was presented at an event held at the Sri Lanka Foundation Instituted to create awareness on the progress made by Lanka Mineral Sands Limited. Officials from the Finance Ministry have warned Willie Gamage that allowing sales to take place without calling for tenders in a company that has paid millions of rupees as dividends from its profits was dangerous.
Disturbed by the Finance Ministry warning, Gamage had prepared a Cabinet memorandum with Minister Tissera’s signature to be presented for Cabinet approval.
The President had taken steps to surreptitiously slip the memorandum into the Cabinet meeting and receive the approval. However, sources say that the President is angry that Gamage had presented a Cabinet paper without following his direct orders.
The President had summoned Director of the President’s Media Unit, Mahinda Illeperuma and ordered him to carry out a campaign against Gamage through the private media. Illeperuma had summoned a journalist from a leading weekly national newspaper and given a file containing details about Gamage. Therefore, Gamage is likely to come under attack in the media this weekend.
President Rajapaksa and Gamage hail from the same village and have been close friends for many years. Mahinda Rajapaksa had provided a safe heaven at his Colombo residence for Gamage when he was a student activist of the JVP in 1971. After Rajapaksa assumed office, Gamage became more powerful than even some Cabinet ministers. However, the Rajapaksa are now displeased that Gamage had made several critical comments about them.

The BBC’s London employee who applied for the Sri Lankan government’s RS 1.2 million ten year interest free vehicle loan, has been receiving around Sri Lankan Rupees 8,528,200 as his annual salary the Colombo Telegraph can exclusively reveal today.
Bandara
The letter issued by the Head of the BBC Sinhala Service Priyath Liyanage confirmed that Chandana Keerthi Bandara‘s annual salary is £41,000/- (Forty one thousand pounds). In the letter dated September 10, 2012 under the subject ‘Interest free loan for senior media workers’ addressed to the Director General, Government Information Department of Sri Lanka, Liyange said; “Mr Bandara is a permanent employee of the BBC World Service. He had been working in our London office as a permanent member of staff since 1995. His annual salary is £41,000/- (Forty one thousand pounds)” (Read the original letter below)
“This is absurd, forget about compromising integrity by applying for this loan or accepting some sort of bribe from a suppressive government, how on earth can anyone in this salary scale apply for this interest free vehicle loan paid by the state banks where the interest is by the Treasury using tax payer money?” an anti corruption activist who prefers to unnamed asked.
“I’m also investigating this whole loan and free laptop saga, but this is the first time I heard a person receiving such a massive salary applying for this loan. I’m fully aware of Sri Lankan journalists’ and editors’ salaries, but none of them receive anything close to this,” the activist further told.
“The issue is larger than media ethics. Sri Lankan journalists receive paltry salaries, usually between RS 10,000 and 40,000. Only few high profile editors receive higher salaries. The highest salary is even less than RS 4.2 million a year,” she added.

[TamilNet, Wednesday, 02 January 2013, 02:29 GMT] Two naturalized Canadian citizens of Eezham Tamil origin, Suresh Sriskandarajah and Piratheepan Nadarajah, plead not guilty to charges on providing material assistance to the now defunct Liberation Tigers when both were arraigned Thursday last week in the District Court of the Eastern District of New York (EDNY), after a six year battle in Canada fighting extradition, legal sources in New York said. The defendants lost a constitutional challenge in the Canadian Supreme Court when the Court ruled that Canada’s terrorism laws did not infringe on the defendants constitutional rights and that the Canadian Justice Minister's order to surrender the defendants to the United States was legal.
According to New York Times, Loretta E. Lynch, the United States attorney in Brooklyn, said the defendants “were part of the cycle of sophisticated arms and large sums of money that fueled” the Tamil Tigers, an organization that authorities said had used suicide bombings and political assassinations.
Suresh Sriskandarajah
The paper mentioned that Nadarajah engaged in negotiations in 2006 with an undercover FBI agent to buy missiles for the Tigers, and that Sriskandarajah was "researching and acquiring" warship design software for the Tigers.
While this is the last remaining case in the U.S.'s decade long pursuit of LTTE activists, legal sources in New York noted that the EDNY court has been singularly active in demonstrating its deeper understanding of the context of the "terrorism" as applied to Sri Lanka. EDNY Judges have recent decisions have given lighter sentences [Kandasamy Karunakaran and Ramanan Mylvaganam ~4 years of time served] unless the crimes triggered harsher sentences mandated by the sentencing guidelines. Legal sources point out the following Judge Dreary's statements during the sentencing in a previous case as evidence of the Court's stand on Sri Lanka:
"...we have to pull back that sort of emblazoned banner of terrorism and look at the case specifically and the defendant particularly and that's where the decision-making process gets so difficult. You know, part of preparing I reread John Anderson's article in the New Yorker back over a year ago, and a thought that occurred to me is it is so unfortunate that apparently the international community seems either unwilling or incapable of objective fact finding on the issue applied to the Tamils and what has happened in Sri Lanka.
"...it's clear from all accounts that this civil war involved brutalities on both sides. Now that we have been so, in a relative sense, intimately involved in this struggle, it really does cry out for some independent reliable voice to tell the full story. It is also somewhat disappointing, apparently. I don't mean to get into the politics of this. This Colombo government doesn't seem willing to give ground in terms of the Tamil community, and although the war is over, the conflict continues. That's disappointing. I don't think it is humanitarians versus terrorists.
Joshua L. Dratel, the lawyer representing Sriskandarajah said [NYT]: “He’s gone through this process for six years; this is another chapter that we’ll have to overcome.”
Sriskandarajah has a record of excellence in his academic work and has completed his MBA degree with leadership awards, his college and high school records show. He was studying law at the University of Ottawa when he was extradited.
Supreme Court of Canada had earlier held that "extradition does not violate the right of citizens to remain in Canada under s. 6(1) of the Charter, even when the foreign state’s claim of jurisdiction is weak or when prosecution in Canada is feasible."

The court added that the extradition "fulfills the needs of an effective criminal justice system. The decision to extradite is a complex matter, involving numerous factual, geopolitical, diplomatic and financial considerations. The Minister of Justice has superior expertise in this regard, and his discretion is not conclusively bound by any of the Cotroni factors. The ability of Canada to prosecute the offences remains but one factor in the inquiry; nor is the strength of the foreign jurisdiction’s claim to prosecute always determinative."
An Australian Court, in a precedent setting decision in September last year, ruled that the similar offenses charged by the U.S. were "political offenses," and barred the Australian Attorney General from agreeing to surrender the defendant to the US.
Chennai, Jan 2 (ANI): Marumalarchi Dravida Munnetra Kazhagam (MDMK) has announced that it would release videos and pamphlets in multiple languages highlighting alleged atrocities committed on Sri Lankan Tamils by their government during the civil war in that country.
The MDMK's plan was outlined by its chief Vaiko during a news conference here yesterday.
"To create an awareness on what happened in the Sri Lankan Island, the genocide of Sri Lankan Tamils we are taking all possible efforts. Therefore, we are bringing out DVD's and cassettes exposing the crime of genocide committed by the racist government," Vaiko said.
He further said the MDMK would approach commoners, public figures and politicians for their support.
"We are bringing out, in all languages, pamphlets and booklets to create awareness in the minds of people and also to get the support of all the political parties in India," he said.
The United Nations failed to call proper attention to the plight of hundreds of thousands of Sri Lankan civilians during the bloody final stage of the government's war against Tamil Tiger rebels, according to a UN report released in November last year.
A previous UN report on the war, which ended with the LTTE's (Liberation Tigers of Tamil Elam) defeat in May 2009, said that as many as 40,000 civilians were killed in the last months of the conflict after they were trapped on a narrow strip of coast in north-eastern Sri Lanka, caught up in the crossfire between the LTTE and the army.
The 128-page report, which focuses on the United Nations' performance during the war, cited the earlier report's casualty estimate and government statements that fewer than 10,000 civilians died. It added that some sources cited credible information that over 70,000 were 'unaccounted for'. (ANI)Chennai, Wed, 02 Jan 2013

The number of families that do not have an abode in
Matale District has risen to 6634. A report of a survey conducted on a Division
Secretariat level by the Samurthi Authority has revealed this. Among the
families that do not have a house to live are 4154 families that depend on
Samurdhi assistance states the report. 2480 families that do not get Samurdhi
assistance too do not have houses.
The
survey also has found 2587 families that do not possess any land of their own
and among the houses that exist 9724 do not have any toilet or sanitary
facilities states the report.
The
most number of families that do not have a permanent abode in the district is
found at Dambulla Divisional Secretariat area which is 1576. There are 178
families at Laggala, 1131 in Galewela, 274 in Ambangangakorale, 597 in Ukuwela,
356 in Wilgamuwa, 525 at Yatawatta, 784 at Naula and 569 in Matale without any
permanent abodes.
There
are children of school going age in these families and their education has been
disrupted due to not possessing a permanent abode by their
families.
(EXTREMELY GRAPHIC) Previously
unseen photos tell of a painful, grisly and deadly time in Tamil history.
American journalists need to pay attention.
Not Gaza... this is Sri Lanka three years
ago.
(SACRAMENTO, CA) - As the
Israelis lay siege to Gaza, killing children by the score, our newsroom received
a whole new batch of images from the Genocide in Sri Lanka that ended just a
little over three years ago. The subject, as you will see at the bottom of this
report, is one I have covered for years in great detail.
In fact, past
articles exposing these horrific slaughter photos of dead and twisted human
bodies, are some ofSalem-News.com's most viewed pages right now, even
though they were written months ago. The writings and multi-media reports are a
sad and terrible tribute for tens of thousands of ethnically cleansed Tamils-
the minority group in Sri Lanka forever under the grinding thumb of the Sinhala
Buddhist Sri Lankan government led by President Majinda Rajapaksa and his
brothers.
Oh it is a family
affair from the breeding grounds of nepotism, and anyone who steps out of line
in this island nation finds their life in jeopardy very quickly. When they
aren't being killed in government attacks, Sri Lanka uses their fleet of 'white
vans' to abduct, torture and murder their political enemies, particularly media,
who dare challenge the status quo.
Silent Witnesses
These photos tell so
many stories. The picture of children being hanged in their own home; this is an
image we have seen before but only the children, not the man who weassume
to be their father.
Dead kids tell no
tales they assume...
Or do they?
Thanks to these
gruesome images, their deaths will never be completely unknown. Only monsters
could be responsible for this.
They were murdered
it appears, based on the calendar on the wall, in 2006. This is a year after the
plans to terminate the Tamil people in the north of Sri Lanka were put into
place. They were killed in an area called 'The Vanni'.
It is former U.S.
President George W. Bush who greased the wheels for the Tamil Genocide. The
event left up to 160k Sri Lankan Tamils dead.
Bush helped
Rajapakse and his henchmen designate these desperate people as 'terrorists' -
that is an American word that means 'strip people of humanity'. The civilians
were mass murdered under the 'exterminate the terrorist' banner.
They scared the GoSL
so much. State terror governments don't expect their victims to fight back. LTTE
(Liberation Tigers of Tamil Eelam) were resourceful and dedicated like few
groups that came before them.
They had already
lost so much by the time they were formed that dedication to the cause of
freedom was central for the Liberation Tigers.
The LTTE was faulted
by its critics for having used child soldiers when their situation became
desperate, but it is clear from these pictures that the plans the government had
for these people was much worse, particularly for the innocent children and for
the record all children in this world are innocent and anyone who thinks
otherwise needs to be slapped or worse, possibly much worse.
Here, civilians were
told to enter no-fire zones and then attacked and killed once in place. Sri
Lanka would later claim that they were used by the Tamil Tigers as 'human
shields' and that is the biggest line of horsecrap ever spoken or written. No
resilient resistance organizations use civilians or kids as human shields. That
is pure bull and a simple excuse for war criminal governments like Sri Lanka and
Israel.
Tricking
non-combatants; women and children, into entering areas to be killed, even the
devil might not have done that! Perhaps the government of Sri Lanka (GoSL) is
worse than the devil. I can't help but entertain the possibility.
As a father, I can
not begin to comprehend the thinking behind this operation that did so much more
than murder with bombs and rockets as the photos of the hanged children and
their dad show.
It is true the LTTE
or Tamil Tigers as they are more widely known, were some of the best military
minority resistance fighters and tacticians who ever lived and fought, and they
had many successful attacks against and engagements with the Sri Lanka Army
(SLA). But what matters, is that the Tamils spent 30 years; from the year
England ended their colonization in '48, trying to hold onto their language and
culture and human rights peacefullyand non-violently before they ever
went militant.
Sadly, as a
journalist I feel it is necessary to acknowledge that non-violent protests all
too often, are truly weak and limited and that while many want that to be the
only approach, non-violent resistance runs the risk of becoming cowardice.
This point was made
by the great Indian leader Mahatma Gandhi and also by our writer, the outspoken
former U.S. Marine Ken O'Keefe who battled the Israelis during the siege of the
ocean liner Mavi Marmara in 2010. Ken took a ton of grief from the
pro-Palestine non-violence folks, all of whom slept comfortably the night Ken
fought for his life disarming two Israeli 'commandos' who killed nine of his
friends and shot and injured dozens.
When faced with an
oppressive nation bent on murdering its own citizens who happen to be from the
'wrong' religion, fighting back is one of the only possibilities. Those who wish
to remain non-violent as their families are slaughtered are not heroic
people.
Sex Abuse and Rape
When examining the
various parts of the Sri Lanka Tamil Genocide, one is inevitably faced with the
brutal nature of the Buddhist state terrorism program that Tamils had to
confront - sadly similar to the plight the Burmese Rohingya people are dealing
with today where Buddhist mobs have been burning villages and murdering people
left and right. That's right, as I write this, once again... Buddhist
killers are attacking religious minorities with torches to burn and machetes to
slice the humanity out of vulnerable civilians of the 'wrong' religion. Soldier
and police sex abuse of Rohingya Muslims is another constant problem.
As we have
significantly documented, there were mass rapes of women and girls conducted by
troops of the Sri Lanka Army. They actually recorded the aftermath of one of
these escapades on their own video cameras, and those images... loading nude
female rape / murder victims into the back of a truck, include statements from
the soldiers who joke in extremely callous, insensitive ways about the dead,
mostly dead... or soon to be dead, female victims.
A soldier shockingly
proclaims of one victim, that he "would like to cut her tits off". What kind of
people does Sri Lanka allow into its military? In twenty years of news, covering
the Iraq and Afghanistan wars and dozens of deaths, murders, and other terrible
crimes; after all of that, I have never heard such foul words uttered in such a
casual tone.
This goes right to
the very soul of humanity as far as I am concerned, creatures like this existing
as armed soldiers... the mere notion of it is beyond comprehension.
The nude bodies are kicked and treated like inanimate objects, while at
least one of the women is clearly still alive.
The video from
Channel 4 in London as you can see by looking below, has been removed by
YouTube. This is no mystery, it is another example of howGoogle is
a paid element of the Sri Lanka Genocide.
I wrote before about how
Google doctored the Google Earth images on Sri Lanka (as they were
shot during the Genocide) and sewed in a frame from some time after the killing,
to make the area look peaceful, to ensure that the bodies are removed or rotted
away. War criminals like YouTube, and Google is on their side. At
any rate, I am glad we recorded below the words so YouTube can't help the
GoSL as much as they would like, the pricks.
The revelation as
shown in the lower right photo, is that the SLA did cut the breasts off of women
and I have not seen this before, to me it looks like another clear case for the
International Criminal Courts (ICC) and I suspect they will find it very
interesting as it corroborates our worst fears.

Anti - Muslim protests, Colombo, Sri Lanka, October 4, 2012.The Sri Lanka Muslim Congress has, in a resolution unanimously adopted on Saturday, noted ‘with grave concern the intensity and widespread religious intolerance’ and ‘attempts to stall progress in devolution by weakening or abolishing the provincial council system’. The following is the full text of the Resolutions unanimously adopted at the 24th Delegates’ Conference of the SLMC: Whereas, the founding objectives of the Sri Lanka Muslim Congress include to ensure that Sri Lanka is pluralistic, undivided and united within which all communities could live equally with due participation in decision making and due access to state power through satisfactory sharing of power through devolution.
And whereas, the SLMC, has always believed the Provincial Council System to be a constructive step towards ensuring self government for every citizen through devolution and had therefore always participated in the Provincial Council elections and in all initiatives of the government of Sri Lanka aimed at finding a negotiated settlement of the ethnic question.
And whereas the SLMC notes with grave concern the intensity and widespread religious intolerance that are being unleashed and spread unchecked, the attempts to stall progress in devolution, the attempts by different elements to scuttle and abrogate the existing devolution by weakening the provincial council system and also to even abolish the provincial council system and the lack of focus in resettling those in protracted displacement.
Therefore we the Delegates of the SLMC resolve as a matter of priority the SLMC concentrates on the following:
1. That the SLMC shall take every possible step to influence and prevail upon the government to address immediately the issue of religious intolerance and propagation of hate-speech and to ensure that all religions and places of worships are protected and every religious practice and customs are safeguarded and permitted to the satisfaction to the followers of each religion.
2. That it is most appropriate that this 24th Delegates’ Conference reiterates our commitment to ensure “power-sharing” as a means of achieving shared rule and dignified coexistence of all citizens and communities including those numerically smaller communities.
3. That the SLMC shall use its influence to further the devolution to the Provincial Councils and shall oppose any attempt to weaken and/or sabotage the existing provincial council system, and/or to establish any alternate and concurrent structures that could exercise the powers of the existing Provincial Councils and/or also any attempt to abolish the provincial council system without setting up an alternative mechanism through which state power could be devolved and shared as acceptable to all communities.
4. That we the Delegates of the SLMC shall oppose any move which will undermine the devolution process and shall firmly stand for a meaningful devolution to safeguard and ensure equal rights to all communities inhabiting Sri Lanka.
5. That it is further resolved that the SLMC shall henceforth oppose enactment of any legislation that is considered and/or aimed at eroding the powers of the existing Provincial Councils and shall strive to further enhance and strengthen the existing mechanism to make devolution meaningful.
6. That this conference notes with deep sense of regret that despite 43 long months have passed since the end of the war the displaced persons due to the war both recently displaced as well as those in protracted displacement have not been duly resettled with satisfactory reparation. This is particularly significant in relation to the ethnically cleansed Muslims from the Northern Province in 1990 and therefore we the Delegates of the SLMC resolve that the SLMC urges and ensures that the government takes immediate and concrete steps in formulating and implementing a National Policy for Resettlement of the Internally Displaced Persons and Refugees as well as ensuring that conducive environment is established to facilitate the voluntary return of the Northern Muslims and to provide and protect economic, social and cultural rights.
7. That the SLMC shall persuade and influence the government to implement in full the recommendations of the LLRC immediately to address the issues dealt therein.
